SAN FERNANDO CITY, La Union, May 13 (PIA) -- The latest 2010 Census of Population and Housing (CPH) of the National Statistics Office (NSO) reflected that the population of the province of La Union rose by 89 percent.
As of May 1, 2010, the total population of the province was 741,906. This was higher by 83,961 compared to the 2000 census with a total population of 657,945.
The increase of the population from 2000 to 2010, if translated to an annual population growth rate (PGR) yielded to 1.21 percent, which is actually lower than the PGR for the period 1990 to 2000 which is 1.83 percent.
The City of San Fernando has the largest population with 114,963 persons or 15.5 percent of the total population of the province, followed by Bauang town with 70,735 percent (or 9.5 percent), and Agoo town contributing 8.2 percent of the total population of the province or 60,596 persons.

hugodiekonig May 13th, 2012, 05:28 AM hmmm the census data may be inacurate, but it seems that San Fernando, Bauang and Luna population data are way below the actual population, IMO. Sa Bauang population ko nahalata. nakalista noong 2009 sa bauang health center na ang population ng La Union as of 2008 ay 70,735, so imposibleng walang change ng population from 2008-2010 or nag coinicide uli ang population sa 70,735 at 2010. Sa San Fernando data naman, imposibleng ang growth ng population lang mula 2007 hanggang 2010 ay just 150 persons, from 114,813 noong 2007. Nasa 2012 SOCA report ng San Fernando na ang population ng San Fernando for 2010 ay 120,850

Poro Point Management Corp., a subsidiary of the Bases Conversion and Development Authority, will undertake rehabilitation work under a memorandum of agreement of the Coast Guard.
“The lighthouse is a celebrated historical landmark,” BCDA chairman Felicito Payumo said in a statement. “Just as the lighthouse serves as a beacon to guide boats safely to shore, the Poro Point Special Economic Zone serves as a beacon for development, a guiding light that brings increased tourism and investment to the shores of North Luzon.”

MANILA – The government's caravan program, which offers up to 50-percent discount on school supplies and basic goods, will go to key cities across the country starting May 15 and onwards, the Department of Trade and Industry (DTI) said on Monday.
Dubbed as Diskwento Caravan: Balik Eskwela edition, this one-day sale aims to ease the consumers’ burden of rising prices of basic necessities and prime commodities as well as school supplies, with the start of classes just a few weeks away, the DTI said.
"A variety of products will be available at Diskwento Caravan, including school supplies, school uniforms, kid’s leather shoes and school bags, canned goods, processed meat, bread, cooking oil and detergent soaps. MSME Corner will feature local products made by micro, small, and medium entrepreneurs (MSME)," it said.
Other government agencies will join the Diskwento Caravan to offer frontline services such as the Technical Education and Skills Development Authority for free haircut, National Statistics Office, National Bureau of Investigation, Bureau of Internal Revenue, and Social Security System.
On May 15, the caravan will be in Quezon City Hall; Cuneta Astrodome, Pasay City; Baguio Convention Center, Bagsakan Center, Agoo, La Union; St. Peter Metropolitan Cathedral Grounds, Tuguegarao City, Cagayan; Balanga Plaza, Balanga City, Bataan; Romblon, Romblon; Plaza Pershing, Zamboanga City; Iligan City; and Wing-on Quick Mart Parking Lot, Langihan Butuan City.

FARM workers from tobacco-producing regions appealed to President Aquino and to Congress to reconsider the two-tier tax classification system in a substitute bill passed recently by the House of Representatives’ Committee on Ways and Means.
The National Federation of Labor Unions (Naflu) noted that while the original version of House Bill 5727 was revised, it still retained certain features that would favor importers over local manufacturers and placed the tax burden on low-priced cigarettes instead of high priced and premium brands.
“The bill remains anti-poor because lower demand as a result of high prices will certainly affect us. We will be forced to cut down on our planting. We and our families will find it hard to survive this uncertain future,” said Asuncion Lopez of the Sudipen Integrated Farmers Association of La Union, in a statement.
“Thus, we call on President Aquino and Congress to hear our side and review certain features of the bill that would favor importers at our expense. We have already accepted the fact that the administration is determined to have this bill passed. But we just hope that they will consider our plight and the welfare of our families, along with the millions of small stakeholders in the local tobacco industry,” Hilario Punzalan, Naflu president, said.

National Museum officials led by Directors Jeremy R. Barns and Ana M.T. Labrador, visited the Allabok Cave in Bagulin, La Union on the morning of March 28, 2012 after 35 years when it was declared as a National Cultural Treasure.
After negotiating a 20-minute ride from the Municipal Hall of Bagulin up to the upland Barangay of Cambaly, the team reached the entrance of the pathway leading to the cave together with La Union’s foremost historian, former San Fernando City Mayor Mary Jane C. Ortega, representatives from the Provincial Information and Tourism Office (PITO), Local Government Unit of Bagulin and the local police. They were briefed by a Kankanaey elderly by the name of Marcelino “Balanse” Lictao and led the way through the 200-meter trail which is about 700 feet above sea level. The hike challenged the visitors as they walked through the narrow edge of a cliff. Wood boards and a rope were also used to cross an eroded portion. Vines and roots of trees from atop the cliff proved useful, as they were held by the hikers along the ascending parts of the path. Visitors were amazed by the thick and lush forests of the mountains as well as the green rice terraces below.

“We want our people to be health conscious,” she told Manila Standard, underscoring the importance of the diet of farmers working hard in the fields to feed the family and give the children good education.
Mrs. Eriguel said her emphasis on a nutrition program recognized the longevity of past generations who showed strong resistance to diseases, owing to a spartan diet of backyard vegetables which creative culinary artists have made variations to wean young eaters from junk food.

ergit222 May 18th, 2012, 05:45 AM TELECOM giant Philippine Long Distance Telephone Co. (PLDT) and 18 other Asia-Pacific phone firms that belong to the Asia America Gateway (AAG) consortium have taken initial steps to increase the capacity of the submarine cable network.
The AAG cable project is a 20,000-kilometer long fiber optic cable network that connects Malaysia, Singapore, Thailand, Brunei Darussalam, Vietnam, Hong Kong, the Philippines, Guam, Hawaii, and the US West Coast. It is meant to provide state-of-the-art technology, routing options, render diversity to traditional routes and help improve network resiliency via cost-effective way.
The network was originally designed to carry at least 1.92 terrabit per second but in anticipation of the growth in bandwidth, the members of the AAG consortium “are currently undertaking steps for the first upgrade of the AAG submarine cable network which will translate to the increase of cable design capacity from 1.92 terabytes to at least 2.03 terabytes.”

This activity seeks to strengthen the PNP-Integrated Transformation Program objectives by motivating and encouraging law enforcers in putting more emphasis and value on the moral aspect of the transformation program of the PNP for a more competent, respectable and responsive police force, according to Department of Interior and Local Government (DILG) secretary and National Police Commission (NAPOLCOM) chairperson Jesse M. Robredo.

SAN FERNANDO CITY—-Fishermen lost in the West Philippine Sea who can paddle toward the shore can count on Poro Point’s powerful signal to keep them on course.
To Mayor Pablo Ortega, the same aid for navigation attracts foreign and local visitors to the Northern Luzon growth quadrangle formed by the Ilocos, La Union Cordilleras and Pangasinan.
“We are happy about the declaration of the Poro Point lighthouse as a national historical landmark since La Union province will now be in the list of places that hosting heritage sites,” he told Manila Standard.
Poro Point Management Corp., a subsidiary of the Bases Conversion and Development Authority, will undertake rehabilitation work under a memorandum of agreement of the Coast Guard.
“The lighthouse is a celebrated historical landmark,” BCDA chairman Felicito Payumo said in a statement. “Just as the lighthouse serves as a beacon to guide boats safely to shore, the Poro Point Special Economic Zone serves as a beacon for development, a guiding light that brings increased tourism and investment to the shores of North Luzon.”

A longer route, expanded to 15 regular stages and one prologue, confront 96 riders from 16 teams vying for a record P7.5 million in the second running of the LBC Ronda Pilipinas which gets off May 23, from the previous schedule of May 20, in Sarangani.
The organizers have mapped out a 2,077 km route, up from last year’s 1,650 km, that will take the riders from Mindanao to Northern Luzon and back to Manila in their quest for fame and fortune in the country’s most prestigious, richest spectacle on wheels.
With the exclusion of the dreaded Baguio-to-Baguio race this year, premium will be on speed, consistency and tactical play on the broad, flat lands, through 32 cities of the country’s three major islands. The only notable climbs are the 12th stage, a 96.7km uphill journey from Lingayan to Baguio, and the 13th stage , a 27.4 km individual time trial from Camp 2 in Tuba to Baguio.
The overall winner after the 13th stage could be the virtual overall champion, with the Stage 14 an easy 157km sprint from San Fernando, La Union to Tarlac City. Stage 15, the final stage, is a 188 km 15-lap massed start around the Rizal Park.
The 15 regular stages have an average distance of 138 km with 13 of them on flat roads, putting the riders in a race against time right in the first stage , a 183.3 km ride from General Santos, birthplace of boxing champion Manny Pacquiao, to Sarangani, where he now serves as congressman, and back to General Santos.

Dilute bagoong na isda in 1-2 cups of water, strain in a sheave and pour solution in a casserole bring to boil add in ginger onion and tomato, simmer for 3-5 minutes, remove all scams that rises. Add in all the vegetables, vegetables that will require longer time to cook at the bottom and cook for 3-5 minutes or until half cooked now add the leafy vegetables at the top and cook for another 1-2 minutes or until vegetables are just cooked but firm, do not overcook. Season with salt if required. Top with grilled or fried fish and keep covered for a minute. Serve hot.

BAGUIO CITY — Edgardo Manda, Philippine Bamboo Foundation president, said 3,000 hectares of barren mountains in Northern and Central Luzon will be converted into bamboo forests.
He said the plantations are lined up in Fort Magsaysay, Nueva Ecija for 2,500 hectares; Ambassador, Tublay, Benguet for 100 has along with 80 ha each in La Union, Ambuclao, Bokod, Binga, Tinongdan, Itogon and Kapangan, Benguet; and 50 ha in this city.
Manda said the La Union bamboo project is supported by Holcim Philippines with Fort Magsaysay’s served by the armed forces.

Gathered in separate groups in various locations around the country, the youngsters—for a few hours, at least—turned into environmental warriors battling to save the “pawikan” (sea turtle) from extinction or fighting fishermen engaged in dynamite fishing.
The simultaneous storytelling sessions, using the Philippine Navy’s video teleconferencing system (VTS), featured returning storyteller Cheryl Cosim, Alitaptap readers Rich Rodriguez and Posh Develos, and Lt. Doris Dizon.
Children from eight other naval bases around the country joined the read-along sessions held at the Philippine Navy headquarters on Roxas Boulevard in Manila and broadcast simultaneously to the eight bases with the help of the VTS.
The participating bases were the Naval Station Felix Apolinario in Panacan, Davao City; Naval Base Rafael Ramos in Lapu-Lapu City, Cebu; Naval Station San Miguel in San Antonio, Zambales; Naval Station Romulo M. Rizal and Laguna (especially the LGUs surrounding Laguna de Bay), as well as some other North and Central Luzon provinces (La Union, Ilocos Sur, Ilocos Norte, Pampanga and Nueva Ecija) have all started to undertake bamboo stand rehabilitation programs and are setting up nurseries, plantations, primary processing centers (PPCs) and even some manufacturing plants. And with the National Greening Program (NGP) of the Department of Environment and Natural Resources (DENR) retaining Sta Ana to prime and guide NGP’s bamboo component, the dream of such an industry becoming a reality is now closer than ever.
In La Union, Sta Ana is establishing a Pugo Bamboo Center with BAMBUsaPINAS, Inc. (BsaP). This center will house a BsaP North Luzon nursery and bambusetum as well as small plants for charcoal-making and furniture-making, aside from becoming a permanent site for interested parties to be trained for various bamboo undertakings. Landowners around Pugo are now exploring management consultancy arrangements with BsaP for their idle lands in Agoo, Damortis, Aringay and Sto Tomas. If these plantations begin soon – and thus ensure supply sufficiency of raw materials – it will trigger immediate establishment of a Bamboo Processing Cluster at Poro Point Freeport. Said cluster would include a bamboo shoots cannery (to export to Japan), a material laminates plant (for floor tiles to Europe and the US) and perhaps a furniture finishing facility and shelter components plant initially for domestic requirements.

One Internet site, Wanna Surf (www.wannasurf.com), describes the Philippines as “one of the last surfing frontiers.” It lists 35 spots in the country. Fourteen of those are in Siargao Island alone, in the south.
San Juan town in La Union province is the northern Philippines’ surfing capital. It is blessed with two surfing seasons–July to October and November to March–when waves spawned by the north swell crest from five to 12 feet.
Singapore-based Anne-Marie Bakker is often in San Juan with her white fiberglass board when she visits her parents’ home in San Fernando City, less than half an hour south of San Juan. “Rain or shine, all the time I’m out there,” says Bakker, whose cigar company, JB Global, champions Philippine-made cigars abroad and makes custom blends.
If she’s not in San Juan, she is out in the water at her beachfront home. “It’s hard not to be in the water and the elements when all is so near and tangible,” says Bakker, who is half-Filipina and half-Dutch. Her love for surfing gave her an idea to put up a water company, Alon (“wave” in Filipino), also in Singapore.
At Urbiztondo Beach, resorts sport walls decorated with framed photos of big-name surfers and visitors. These barangays are Cabarsican, Masicong, Nagyubuyuban, Pacpaco, Pao Sur, Pao Norte, and Sacyud.

May is celebrated as National Heritage Month, bringing consciousness to the immensity of Philippine art and culture. The Provincial Government of La Union (PGLU)headed by Governor Manuel C. Ortega supports and commits to this worthy endeavor by holding an Art Exhibit depicting the legacies of the past and the different aspects of our National Cultural Heritage.
For this year, the PGLU has invited local artists from La Union and Baguio City for the exhibit adopting the national theme: “ TAOID: Crossing, Caring, Carrying on…”. Visual artists from the University of the Philippines, Czarina A. Calinawagan, Julian Almirol and Edmund Andrada will share their artworks on acrylic on canvass such as “Kinnirit” (Hide and Seek), oil on canvass like “Kawes ko Gaddang” (I wear Gaddang), 3D rice husks sculpture like the “Alingawngaw sa Kabukiran”, art on Sungka and Turumpo (Traditional Filipino Games), among others that depict the Filipino culture.
The opening reception of the exhibit will be on Monday, May 21, 2012, 3:00 PM at the Governor’s Gallery, 1st Floor of the Provincial Capitol Building in the City of San Fernando and will be graced by LUVWI President Ms. Geraldine R. Ortega, Sangguniang Panlalawigan Committee Chair on Education and Culture Hon. Jose Ma. ‘Pepe’ C. Ortega, Department of Tourism Regional Director Martin S. Valera and DILG Provincial Director Trigida Colisao. The exhibition will be on display at the same venue from May 21-31.
Featuring the works of these young artists shall be a fascinating review of the practices of Filipino artists who continue to define the legacy of Philippine art and culture.

SAN FERNANDO CITY, La Union, May 23 (PIA) -- A mass training for Grades one and Grade seven teachers from different schools under the Department of Education – Regional and Division offices will be conducted this month.
This will be held in different venues in preparation for an enhanced curriculum of K to 12 program implementation this year, according to DepEd K to 12 program coordinator – La Union Division Director Eddie Moyano.
For the first batch of trainees for the said grade level, there were 75 English teachers who were trained on their specific field of specialization, 71 for Science subject and 65 for Math and it was conducted at the Saint Louis College (SLC) in Carlatan on May 14-18.
For the second batch of Grade seven teacher trainees, their training began since Monday, May 21 and will end on Friday, May 25 also at SLC. There were 77 participants for Filipino, 79 for Araling Panlipunan, and 71 for Edukasyong Pagpapakatao or Values Education.
Third batch of trainees will attend their training from May 28 until June 2, which will be for the Technical and Livelihood Education or TLE with 91 expected number of participants and 52 for MAPEH or the Music, Arts, Physical Education, and Health subject.

All 308 Elementary and 79 Secondary schools in the Division of La Union and 26 elementary and five secondary public high schools from the City Division of San Fernando of the Department of Education (DepEd) participated in this year’s “Brigada Eskwela” here in the province, according to Dr. Marlon Canave, the Planning Officer of DepEd-La Union Division and Dr. Jose Mari Almeida, Education Supervisor and Brigada Eskwela Coordinator from the City Division of San Fernando.
Brigada Eskwela is a yearly activity initiated by DepEd in cooperation with the local government units (LGUs), Philippine National Police, non-government organizations, private sector, parents and students to prepare the classroom for the opening of classes.
For this year, the event started on May 21 at 7:00 in the morning, with a motorcade around the city led by the City Vice-Mayor Hermenigildo Gualberto.
Mayor Pablo C. Ortega and DepEd 1 Regional Director Teresita Velasco led the ribbon-cutting at the venue, the South Central School in Barangay Tanqui, this city, the only Accredited Public Elementary School (APES) in the city and a kick-off program followed.

But Siargao is a long way from Manila and most of us don’t have the spare cash to fly all the way there and spend a few nights, where accommodations aren’t cheap. Thankfully, there’s Urbiztondo Beach in San Juan, La Union, where room rates are more affordable and, luckily for non-pros, the waves are more forgiving.
Getting to San Juan is simple. Buses going to Laoag or Vigan pass by multiple times a day. The beach itself is within walking distance from the national highway and, once you get there, you have plenty of resorts to choose from. Of course, a favorite is the San Juan Surf Resort, home of celebrity surfer Luke Landrigan’s surf shop.
If you want to learn how to surf or try it for the first time, this is exactly the time to do so. Because summer is surfing’s off season, there won’t be killer waves that can wipe you out and you’ll be sharing the beach with newbies like yourself. An hour’s worth of surfing lessons, both on the sand and in the water, is only P400, inclusive of surfboard rental. The waves are usually stronger in the afternoon and, also, the sun’s not that harsh, so that’s the best hour to brave the waters.
However, precisely because it isn’t surfing season, don’t expect to find professional surfers that you can watch riding the waves or showing off their half-naked selves on the beach. Although, maybe you can stalk Luke to find out when he’ll be there. (So if your plan is to ogle at hot surfers from different parts of the world, reschedule your trip in July.)
