SAN FERNANDO CITY, La Union, Philippines – Arrest warrants for wanted persons are now available online.

The Philippine National Police (PNP) launched the electronic warrant (e-warrant) and electronic rogues (e-rogue) gallery here Wednesday to make it easier for the police to arrest criminals.

“We can now browse or search the names of suspected persons with warrants and we can also download warrants of arrest for that person without going to the courts anywhere in the country,” said Senior Superintendent Ramon Purugganan, La Union police director.

“This will link technically, through the computer, the warrants issued by the courts from one town, city, province or region to one another,” Purugganan added.

Senior Superintendent Tito Dacpano, head of the regional investigation and detective management division, said the e-warrant and the e-rogue gallery are vital in the preservation of peace and security.

“It means that if wanted persons are duly accounted, the number of criminals who roam the streets ready to pounce on unwitting and defenseless members of the community is reasonably reduced, thus contributing greatly in the development of peaceful communities,” Dacpano said.

SAN FERNANDO CITY, La Union, May 25 (PIA) -- The La Union Provincial Police Office (LUPPO) joined in the launching of ‘Brigada Eskwela’ of Department of Education 1 (DepEd) on Monday, May 21, together with other members of the community here.

Police Chief Inspector Marlon Paiste said in an interview that this is in support to DepEd program pursuant to DepEd Memorandum No. 56 series of 2012 to ensure that public school facilities are set in time before the opening of classes on June 4 and in response to requests of various school principals seeking assistance from LUPPO in said activity.

Kuna dagiti lallakay ken babbaket nga nakasaok idi addaak dita Pinas, daytoy kano iti dati nga MacArthur Highway, haan kano nga diay highway from Bacnotan to Balaoan. I've seen an old map of La Union when i was in Malayan, and I saw the national highway connects Bacnotan, Luna, Bangar. It didn't show the highway connects Bacnotan, Balaoan and Bangar.

hehe, this is more like a Barangay Road. I'm not sure if they have already completed or finished rehabilating the Balaoan-Luna Road. Sa Luna part, tapos na at maganda, not really sure sa Balaoan part.

Wow that's the first time i heard about that. It might be that bacnotan-bangar road was made and be integrated to be part of mc arthur highway in order to cut travel time


I was amazed on the scenery here while driving along this portion of the highway. I really felt like i am in America :D

As of 2010 when i went to Luna,the balaoan-luna road is not well paved and it needs asphalt relayering. I don't know now but probably they renovated already the road to give convenience to motorists and tourists visiting the town

LUNGSOD NG SAN FERNANDO, La Union, Mayo 25 (PIA) -- Sa pangatlong pagkakataon mula noong ito’y inilunsad nitong Abril, muling nagsagawa ang lokal na pamahalaan ng lungsod ng San Fernando ng ‘People’s Day’ noong Mayo 23 sa District XII na may sakop na anim na barangay.

Ito’y kinabibilangan ng barangay Apaleng, Bangbangolan, Bacsil, Baraoas, Calabuyao, at Puspos.

Tulad ng rati, sari-saring serbisyo ang ipinagkaloob sa kanila upang tugunan ang kanilang mga pangunahing pangangailangan lalong-lalo na sa aspetong pangkalusugan.

Libreng pagtutuli, pagpapabunot ng ngipin, pagsusuri ng ihi at pagbibigay ng pangunahing gamot tulad ng anti biotics at bitamina, ang ilan sa mga naging tampok sa programa.

Mayroon din pangongolekta ng mga plastic at babasagin na bote para sa "Palit Basura sa Store ni Pablo."

AROUND 1,700 employees of Holcim Philippines volunteered their company time for communities around their plant in Bacnotan, La Union on May 24.

The activity, which is part of the company’s centennial celebration, was conducted simultaneously with other plants located in Bulacan, Taguig, Misamis Oriental and Davao.

The La Union plant led a coastal clean-up, medical mission and a book distribution activity. The Bulacan plant employees participated in the clean-up of the Bocaue River and the Pinagrealan Cave. Other employees participated in the bloodletting activity, while the others visited a youth correctional facility and served as teachers for a day.

MANILA, Philippines - After posting a 606-percent increase in first quarter net profits, Pepsi-Cola Products Philippines Inc. (PCPPI) is expanding its production capacity by investing roughly P1.5 billion for three more bottling lines that will be put up this year.

The company is embarking on aggressive expansion activities this year, through capacity building and widening of its distribution base, to make up for a measly one-percent growth in gross revenues last year.

In an interview following the company’s annual stockholders’ meeting held at the Palms Country Club in Alabang yesterday, PCPPI president Partho Chakrabarti said the company is seeing a more favorable business environment this year.

“We had a terrific first quarter and we hope to sustain that for the remainder of the year. We are investing more on infrastructure and increasing our capacity,” he said.

The company is pouring in around P500 to P600 million into a new plant that will be put up in La Union this year. Construction of the plant has begun and it is expected to begin operations at the end of the year. Both carbonated soft drinks (CSD) and non-carbonated beverages (NCB) will be bottled in the plant. Around 200 workers will be employed in the plant.

sa opinyon ko lang ha, sana iyang court order na iyan, kung ano man yan, sana ay inilabas nalang bago pa giniba ang museo. Nagiba na eh, edi ituloy nalang. Mabuti sana kung hindi pa nagigiba edi wala sana nagawa ang lahat ng involved sa McDo na mai-locate ang store nila diyan sa Museo.

Lawmakers from the tobacco-growing provinces in northern Luzon will block the passage of the sin tax reform bill next month unless its proponents agree to a compromise that could water down further the proposed increase in taxes on cigarettes and alcoholic drinks.

La Union Representative Victor Ortega said he met with Speaker Feliciano Belmonte Jr. last week to push the northern Luzon bloc’s proposal to adopt a three-tier tax system for cigarette products in place of the two-tier tax system approved in the House committee on ways and means three weeks ago.

“We are fighting not for any interest. We are fighting for the tobacco farmers,” said Ortega, citing the adverse impact of a two-tier tax system on low-cost cigarettes that use local tobacco as raw material.

“The Speaker will talk to them,” said Ortega, referring to the group of Cavite Representative Joseph E.A. Abaya, author of the sin tax reform bill, House Bill No. 5727.

SAN FERNANDO CITY, La Union – Arrest warrants for wanted persons are now available online.

The Philippine National Police launched the electronic warrant (e-warrant) and electronic rogues (e-rogue) gallery here Wednesday to make it easier for the police to arrest criminals.

“We can now browse or search the names of suspected persons with warrants and we can also download warrants of arrest for that person without going to the courts anywhere in the country,” said Senior Supt. Ramon Purugganan, La Union police director.

“This will link technically, through the computer, the warrants issued by the courts from one town, city, province or region to one another,” Purugganan added.

National and local government executives and experts and leaders in waste management gathered for the 2012 Philippines-Korea Joint Workshop on Recycling Technology at the Discovery Suites, Ortigas Center, Pasig City on May 16, 2012.

The workshop was aimed in introducing new recycling technologies developed by the R&D Center for Valuable Recycling (RDCVR) of Korea to government agencies, local government units (LGUs), research institutions, associated industries and organizations in the Philippines.

The La Union delegation was from the Provincial Government of La Union (PGLU), San Fernando City Environment and Natural Resources Office (CENRO) and Bauang Mayor Eulogio Clarence Martin P. De Guzman III.

The joint workshop was made possible with the joint cooperation of the Department of Natural Resources-Environmental Management Bureau (DENR-EMB), Solid Waste Management Association of the Philippines (SWAPP) and RDCVR-Korea.

As part of the Provincial Government of La Union’s celebration of the National Heritage Month, an Art exhibit was arranged at the first floor lobby of the Provincial Capitol building it featured the works of Czarina A. Calinawagan, a native of San Fernando City, La Union; Julian Almirol; and Edmund Andrada- local visual artists from the University of the Philippines- Baguio City.

The event aims to bring consciousness and appreciation to the immensity of the Philippine art and culture in connection to the theme “TAOID: Crossing, Caring, Carrying on…”. The theme depicts the different facets of Filipino culture and reminds all Filipinos to preserve time-treasured culture and traditions which were deemed very vital in the formation of our society.

The opening of the art exhibit was spearheaded by Gov. Manuel C. Ortega and his better-half, Madamme Geraldine R. Ortega assisted by Board Member Francisco “Kit” Oretga, Jr. representatives from the Philippine Information Agency-Region I and Department of Tourism Region-I and DILG-La Union Office and members of the Governor’s Cabinet.

SAN FERNANDO CITY, La Union, May 28 -- The theme of National Heritage Month, which is celebrated in May, is “Taoid: Crossing, Caring, Carrying on…” The event is aimed at providing each one a glimpse of the past, and how this shapes the present and the future. It is also a recognition and celebration of the different aspects of our national cultural heritage–our traditional art forms and practices, important cultural structures both movable and immovable.

The National Heritage Month was first observed in 2004, and is mandated under Proclamation No. 439 on August 11, 2003. This is in recognition of the need to create among the people a consciousness, respect, and pride for the legacies of Filipino cultural history, and love of country.

In La Union, the Provincial Capitol launched a simple art gallery participated in by various local artists from Isabela, Baguio City and La Union. Some of the artists’ masterpieces include acrylic on canvass such as “Kinnirit” (Hide and Seek), oil on canvass like “Kawes ko Gaddang” (I wear Gaddang), 3D rice husks sculpture like the “Alingawngaw sa Kabukiran”, art on Sungka and Turumpo (Traditional Filipino Games), and others that depict the Filipino culture.

In La Union, we see the Pindangan Ruins, a remnant of the oldest church, symbolizes the union of two sitios here in San Fernando City: San Vicente de Balanac, a coastal village, and San Guillermo de Dalangdang. Although the church was damaged due to earthquake, it is still indeed a place of serenity.

Another historical vestige here is the Bacsil Ridge which was the battleground of defending Filipino soldiers against the invading Japanese soldiers in 1945. This always reminds us of the heroes of the past who fought for our freedom. (ANL/MBR-PIA 1 La Union)

Pero nung napunta sa Balaoan, Almeida was created as a separate barangay. Paraoir beaches are nicer than Darigayos or Nalvo beaches. Luna could have traded Paraoir with barangays Pantar Norte, Pantar Sur and Sinapangan from Balaoan, para mas malawak ang access nila sa national highway (Manila North Road). matagal na ba since naging part ng Balaoan ang Paraoir?

Magaganda ang beaches nito but sadly dahil sa pollution brought about by the nearby Holcim plant ay medyo naging polluted ang waters nito, but efforts have been made to revive the beach.

Narinig ko rin na may territorial dispute rin ang Bacnotan and Balaoan noon regarding sa location ng Holcim. Ang Plant kasi ay nasa Quirino, Bacnotan pero ang minahan ay nasa nearby Paraoir, Balaoan. Syempre malaking kumpanya ang Holcim at anumang taxes na magegenerate mula rito ay magiging malaking tulong para sa bayan kung saan siya nakarehistro. Both municipalities had claims sa Holcim until later on napunta sa Bacnotan ang Holcim. Naunang naging 1st class municipality ang Bacnotan kaysa sa Balaoan. Sa Balaoan naman ang may pinakamalaking share ng RA 7177 or the Tobacco Excise Tax kaya naging 1st class town narin ang Balaoan dahil rito

I'm not really sure, pero mga late 80s or early 90s yata nangyari.

Magaganda talaga ang beaches ng Paraoir at saka mababaw pa rin kahit nasa 25-30 meters ka kalayo from the shore. Hindi gaya sa mga beaches from Rimos 5 all the way to Magallanes na malalim na kahit 5-10 meters from the shore lang kalayo.

This camp used to be the General Headquarters of the United States Army Forces in the Philippines-Northern Luzon (USAFIP-NL). I believe it was built in 1944, and named it "Camp Spencer" in honor of an army private who died fighting the Japanese as a guerrilla. Mayroon din daw dating airport dito, but when the Philippine Army closed this camp, nawala na rin yung airport. It was also in this camp where the American and Filipino planned their mission against Gen. Yamashita. And when Yamashita surrendered in Kiangan, he was imprisoned in this camp until he went to trial and executed in Laguna. Ginawang military shrine to nung panahon ni Ramos, I believe 1994- or 1995

yup, you are right, dito nagpupunta ang mga american submarine noong WWII para magdala ng mga armas, ammo, medecine, etc. para sa mga guerrillas. Walang garrisoned ng Japanese soldiers noon sa Luna town proper dahil ang garrisoned nila ay nasa Balaoan which is 6-7km away.

SAN FERNANDO CITY, La Union, May 30 (PIA) -- The La Union Provincial Police Office (LUPPO) reported that about 18 thousand assorted seedling trees were already planted by its police personnel in the province particularly from Sudipen to Rosario beginning February up to present.

This is in support to Executive Order No. 26 ordering and declaring the implementation of the National Greening Program as a government priority issued by President Benigno S. Aquino III, which seeks to preserve and protect the environment.

Ricardo B. Ramos, the Executive Director of the Citizens’ Infrastructure Integrity WatchDog (InfraWatch) group, is having none of that, however, and issued a sharp rebuttal of the CNN editorial:

“InfraWatch vehemently condemns the unprecedented and wanton destruction by the Department of Public Works & Highways (DWPH) of good concrete and well-paved asphalt national roads and bridges across the archipelago from Luzon to Visayas and Mindanao in order to concrete them again. These demolitions and then concreting works done by the DWPH are an absolute waste of billions of pesos of public funds that can be used to rebuild other national roads and bridges that are really in dire need of rehabilitation and improvement or upgrading.

“In Luzon, the DPWH under the leadership of Secretary Rogelio S. Singson has already destroyed public infrastructure that are still in good working conditions in the provinces of Tarlac, Pangasinan, La Union, Ilocos Sur, Ilocos Norte and in Benguet. In Tarlac, the home-province of the president Benigno S. Aquino III, the contractor of DPWH has already demolished kilometers of well-paved concrete road with asphalt overlay and concreted them worth several hundred million pesos. The same dubious contracts with the DPWH have been done in Pangasinan and Benguet, but to a lesser extent than in Tarlac. In La Union, DPWH has started to destroy well-paved roads (concrete with asphalt overlay) in Caba, Bauang, San Fernando and Balaoan.

“Based on the public works projects along the Manila North Road from Tarlac to Ilocos Norte and in Benguet worth close to Php 2.0 Billion inspected by InfraWatch, more than half of these projects valued at least Php 1.0 Billion are complete waste of precious and scarce public funds. They include the demolition of existing good concrete and asphalt roads in Tarlac, Pangasinan, La Union, Ilocos Sur, Ilocos Norte and Benguet, as well as the useless concrete widening of the shoulders to four lanes. Of course, those familiar with the country would probably characterize deep-rooted corruption in local road projects as something of a Philippine tradition, and not one that Aquino or his officials are likely to be able to break even under the best of circumstances. And even giving the DPWH the benefit of the doubt that costs for some projects have been reduced in real terms, there is no getting around the very visible fact that far less infrastructure development is being undertaken in the Aquino era in comparison to the term of his predecessor and archenemy, Gloria Macapagal-Arroyo.

simply ouch. Talo uli ang mga mamamayan rito. what a waste of public money! Dapat sana ang concrete pavement ay around 4 inches lang, tapos manipis nalang sana yung asphalt cover, say 2 inches. Dapat ay mas mababaw nalang ang hukay para sa mga ginagawang concrete shoulders at least. I remember since early 2000s ay makailang beses na nagpatong ng concrete, kahit maganda pa naman ang surface ay pinapatungan parin uli ng panibangong asphalt

TOBACCO farmers and workers from Ilocos, Cagayan Valley and La Union yesterday marched to the House of Representatives to oppose the bill increasing the taxes on tobacco and alcohol products or sin taxes, saying it would adversely affect their livelihood.

The farmers protested at the gates of the Batasang Pambasa to urge congressmen to amend House Bill 5727 and pass an equitable excise tax measure.

The stakeholders in the tobacco industry, in a position paper submitted to Speaker Feliciano Belmonte Jr., asked congressmen to take into account the 2.9 million farmers who depend heavily on the tobacco industry.

Asuncion Lopez, leader of the Sudipen Integrated Farmers Association of La Union, said they wanted to watch the plenary deliberations on the measure to lobby for a reasonable and moderate tax increases.

The House resumed plenary deliberations on the measure yesterday with the aim of approving the excise tax measure before Congress ends its second regular session on June 7.

A united effort by the city and other government agencies and schools concerned in order to curb or lessen traffic problems in schools along the national highway during the school opening and subsequent rush hours on weekdays, will be launched on June 1, Friday at the Don Mariano Marcos Memorial State University-Mid La Union Campus, with the signing of a Memorandum of Agreement (MOA).

Last Tuesday, San Fernando City Mayor Pablo C. Ortega met with Philippine National Police (PNP) regional director PCSupt. Franklin Jesus Bucayu; La Union Police Provincial Office director PSSupt Ramon Purugganan; Department of Public Works and Highways (DPWH) Eng. Elpidio Paragas; Department of Transportation and Communications (DOTC) Regional management Council, represented by port manager Silverio Mangaoang, Jr;

Land Transportation Office (LTO) officer-in-charge director Francis Ray Almora; Holcim Philippines representatives, traffic personnel and barangay chairmen of Sevilla, Carlatan and Catbangen; school representatives of Christ The King College (CKC) High School, DMMMSU and St, Louis College (SLC); and the City Media Bureau, represented by officer in charge Anne hazel Flores, to discuss the details of the devised plan and try to implement them by the start of classes on June 4, 11 and 13, school opening of the CKC, DMMMSU and SLC respectively.

The MOA focuses "on the improvement of vehicular and pedestrian traffic along national highway fronting DMMSU Mid-Campus, CKCHS and SLC."

The said schools are all located in the national highway and are the perennial cause of traffic snarls during school days and also during rush hours, particularly during 6 to 9 AM and 4 to 7 PM.

Among those discussed were the moving of a pedestrian lane from the northern portion of the national road to the south of DMMSU’s front gate for easy flow of vehicles; setting-up of loading and unloading bays and no parking zones; and one-entry and one- exit at the front gates;

the removal of barriers and setting a permanent loading and unloading areas in front of the SLC and the enforcement of the no-parking zones, as suggested by Mayor Ortega; and the strict implementation of traffic penalities in these areas through the enactment of city ordinances that would subsequently be imposed after a one-month dry-run, as suggested by Liga ng Barangay vice president Ramon C. Ortega;

At the CKCHS, the designation of tricycle, bus and public utility jeeps’ loading and unloading sites and the implementation of the No-U-turn and No- Left- turn and the setting of No Parking areas in front of its gate.

Gen. Bucayu tapped on barangay chairmen Rodolfo Bacani of Carlatan; Rodolfo Milanes of Sevilla and Ferdinand Versoza of Catbangen to coordinate with traffic personnel and the city traffic aides to help control traffic in these places.

He added that there maybe some impatience from the general public in the implementation of the new plan but urged them to bear with it as it is to provide a semblance of orderliness, safety and security of both the students, the riding public and the pedestrians.

Mayor Ortega added that the on-going construction of the overpass in front of the Lorma College and Hospital along the national highway in barangay Carlatan maybe finished by June to ease traffic jam in the north.

Aong with Lorma, there are also plans to built overpasses next, at the DMMMSU in the south and at the SLC in Lingsat.

It is expected that these laid out plan, adding the finishing of the new overpass in Lorma, a frequent traffic congested-area, would be a relief to both the motorists, students and pedestrians this school year.

Mayor Ortega and Gen. Bucayu each also asked the media to help in the education and information drive for the plan, also dubbed as the traffic discipline.

Signatories of the MOA, aside from the said officials, would also include Andrew M. White of Holcim; Rolly Bersola , San Fernando City chief of police; Veniedo O. Reyeas, DPWH regional director; Rev. Fr. Gilbert B. Sales, CICM, SLC president; Sis. Teresita Lara, ICM, school directress of CKCHS; and Dr. Reynalso M. Laudencia, DMMMSU-MLUC chancellor.

La Union affirmed its growing tourism industry as the Poro Point Boardwalk in San Fernando City glowed during the 1st ever Sillag Festival of Lights on April 28, 2012.

Thanksgiving Mass at the Poro Point Management Corporation (PPMC) Board Room and Trade Fair Opening Grounds opened morning activities, while the Philippine Marine Drum and Bugle Corps (PMDBC) signaled the start of the festival at 3:00 pm as it gave its initial performance from the Thunderbird Resorts Main Entrance up to the Boardwalk. Tourists were greeted by an air show which was highlighted by a formation and exhibition of participated a light aircraft, 12 ultra light aircrafts and two Paragliders. Kids were entertained by unicyclists, jugglers and clowns and treated with free face-painting sessions. Simultaneously, a Memorandum of Agreement on the Adopt-a-Lighthouse Project between PPMC and the Philippine Coast Guard was signed at the lighthouse area.

The main performance of the Marines surprised the audience with its collection of modern upbeat songs and and wowed the viewers as they fired a couple of blank shots and displayed their renowned snappy posture during the Silent Drill Exhibition.

As visitors were waiting for the arrival of the participating boats in the Lantern Fluvial Parade from nearby Brgy. Pagudpud, a program was held at the Amphitheater which included a Bubble and Magic Show and performances from the Philippine Marine Band and Christine’s Note. In his speech, Bases Conversion and Development Authority Chairman Felicito Payumo congratulated the PPMC Administration led by Chairman Ives Q. Nisce for the success of Sillag despite the short time allotted for preparation. For his part, Gov. Manuel C. Ortega thanked BCDA and PPMC for their continued support to the development undertakings of his administration especially on trade and tourism. He assured his continued drive for peace and order to further improve the economic climate in the province.

When the boats arrived and anchored in front of the Boardwalk, hundreds of Hope Lanterns were released, illuminating the sky. San Fernando Bay further glistened as a 15-minute Pyromusical Show exploded and sparkled in the dark night sky. Capping the night was performance from one the country’s top bands, 6 Cycle Mind.

For the convenience of tourists, free shuttle services were provided going to and from the event venue in various strategic areas in San Fernando City. Sillag is a project led by PPMC in cooperation with the Provincial Government of La Union, City Government of San Fernando, Armed Forces of the Philippines, Department of Trade and Industry, Department of Tourism, ABONO Partlist and other government offices and partners from the private sector.

LA UNION PROVINCE – On a sunny August morning, a 93-year-old veteran stands next to a monument dedicated to the memory of Filipinos who fought for their country’s liberation during World War II. He greets two visitors from the U.S. Embassy in Manila and recounts how, close to where he is standing, an American submarine surfaced in early 1945 with a delivery of weapons and ammunition. He describes how he and other Filipino guerrillas lugged the supplies up the mountains for an attack on the Japanese, in a battle that was a key step to the defeat of the Japanese on Luzon.

The visitors listen raptly, captivated by his tale of the brave guerrillas who climbed the mountains in the dark of night, knowing that at the top and perhaps along the way awaited the enemy. Asked whether he had been one of the “bolo men” who carried the supplies on their shoulders, the old man responds proudly: “No! I carried a rifle.”

The meeting with the old soldier, Jaime C. Corpuz, at what is now known as Camp Spencer in the municipality of Luna was one of many memorable encounters during a three-day visit to La Union province by the U.S. Embassy’s political counselor and a political assistant. It was a visit marked by warm welcomes and gracious hospitality extended by officials and people in a half dozen communities in the province that faces the South China Sea about 170 miles north of Manila.

It was an opportunity for the Embassy visitors to learn about La Union province’s resources and challenges, as well as its people’s hopes and dreams. It also was a chance for the U.S. visitors to witness the strong bonds of friendship that connect the Filipino and American peoples and to convey the U.S. government’s deep desire to build even stronger ties. Dozens of such trips to other Philippine communities are undertaken each year by the Ambassador and his staff. They help to cement personal connections that are a vital part of the Philippine-U.S. relationship.

Wala pa actually ako napuntahan sa mga tourist spots sa Luna,nadaanan ko lang noong may pinuntahan akong blowout doon ng isang kaibigan ko.gusto kong puntahan later on. This week ko lang nalaman na may ermita church ruins doon,never heard of that before

DAVAO CITY—The cheapest rice, fruits and meats are found in many markets in Mindanao, touted as the food basket of the country.

Conversely, areas in the national capital and toward the north of Luzon put up higher price tags on the same items, according to a recent National Statistical Coordination Board (NSCB) release on the retail prices of selected commodities and subsistence incidence by region.

While the biggest areas planted to the export variety cavendish banana are located in Davao del Norte, the cheapest latundan can be obtained in North Cotabato (91 centavos a piece), Camiguin (98 centavos), Davao del Sur and Compostela Valley (P1.02) and Sulu (P1.06). 

They are most expensive in Bulacan (P3.92), La Union (P3.49), Nueva Ecija (P3.36), Tarlac (3.26) and Zambales (P3.06).

CABA, LA UNION- A mini-grocery of agricultural products will soon be established here with the capital assistance from DSWD amounting to Php 300,000.00 to 30 members of San Cornelio Integrated Livelihood Association for Women and Men (SCILAWME).

With good repayment (rollback), SCILAWME availed the Self Employment Assistance Kaunlaran Level II, which gave them additional capital assistance and housing improvement assistance amounting to Php 10,000.00 each.

DSWD is expecting for the success of the retail project and to even expand soon. Likewise, Director Marcelo Nicomedes J. Castillo reminded them to rollback the capital seed fund so others can also avail of such government assistance.

MANILA, Philippines — Heeding the appeal of tobacco farmers from Regions I and II, opposition and administration congressmen vowed yesterday to push for the approval of a more equitable “sin tax” bill to avert feared economic dislocation in the two regions.

Hundreds of tobacco farmers from Ilocos and Cagayan Valley regions braved the afternoon rains to picket the Batasan Pambansa compound and personally air their appeal to the House leadership.

Leaders of the group sought a meeting with Speaker Feliciano Belmonte to hand over their petition for congressmen to lower the tax rates on cigarettes which House Bill 5727 will raise to at least 700 percent more.

Opposition Rep. Mitos Magsaysay said she will ask the majority leadership for a more comprehensive discussion of the bill even as she warned against “railroading” the measure that had been classified as urgent by the Aquino administration.

“I am not exactly against the bill, we just need to see to it that it will be fair to all sectors affected, especially the farmers,” said Magsaysay.

Magsaysay’s appeal was echoed by administration Reps. Victor Ortega (NPC, La Union) and Ericson Singson (NPC, Ilocos Sur).

PUGO — Travelers to the Cordillera can add to their itinerary the Pugo Adventure, about 40 minutes from Baguio City or less than five hours from Manila.

The name comes from the Pangasinense word for islet, describing the smallest town of La Union.

PUGAD, which is owned and managed by retired Director Eugene Martin of the National Police, and wife, councilor Priscilla Marrero-Martin, made sure the place preserved its natural environment.

The resort has a mini-zoo and an aviary along with outdoor adventure facilities.

Favorite choices for picture-taking are among foreigners and local vacationers are a python and the alligators in their pond.

PUGAD has been nominated to the Likas Yaman Awards for Environmental Protection under the category Most Outstanding Moment in the Environment.

MANILA, June 2 (PNA) — One is a multi-awarded, seasoned broadcast journalist while the other is a veteran comedian and host of the the Philippine’s longest-running noontime show, ‘Eat Bulaga.’

They are, of course, this year’s recipients of the Most Trusted TV Host Presenters award in an elegant ceremony given by the prestigious world-class magazine Reader’s Digest at the Genting Club at the Resorts World in Pasay City last Thursday evening.

Soho received the same award last year because of her winning incisive news reporting and riveting documentaries which merited her the New York Film Festival for Coverage of a Breaking Story and the George Peabody Award.

Soho, of Ilocano and Chinese parentage from La Union and a graduate of the University of the Philippines in Diliman thanked Reader’s Digest for bestowing her the title. If she wins again next year, which is very likely according to observers, she will be the first grandslam broadcast journalist winner.

The host of the highly-rated magazine show, “Kapuso Mo, Jessica” and the “State of the Nation” planned to work as a news reporter for print along the newspaper fleet of Port Area after her graduation but fate had another plan for her.

Chevron Philippines Inc. has committed to invest some $20 million to comply with the five-percent bioethanol blend mandated by the Biofuels Law.

Mark Quebral, Chevron manager for policy government and public affairs, told a press conference yesterday that they have started importing their ethanol requirement from Brazil to meet the Biofuels Law mandate which will be effective next month.

Quebral said that aside from Basic Energy, the company is also talking with a local ethanol producer based in Northern Luzon for a possible supply agreement.Basic Energy earlier disclosed the possibility of supplying 25-to-50 million liters of ethanol to Chevron annually. The two firms have signed a memorandum of understanding to undertake a joint study to determine the feasibility of entering into an offtake agreement for the supply of bioethanol.

Quebral said, they would start blending ethanol at their five biggest terminals which account for the company’s 70-80 percent volume. These terminals are located in La Union, Batangas, Pandacan, Cebu and Davao.

Ayon sa Environmental Management Unit Head ng lokal na pamahalaan ng Naguilian, Raul Ojas Castro, ito rin ay bilang tugon sa Municipal Ordinance No. 17 series 2011 na naging epektibo noong Hulyo 7 noong nakaraang taon na nagbabawal ng paggamit ng non-recyclable plastic bags o containers sa Naguilian Public Market at maging sa lahat ng establesimientong pangkalakalan sa bayan.

More than 200 government workers and individuals joined the 3K Fun Run of the Overseas Workers Welfare Administration 1 (OWWA-R1) here this morning.

The fun run is a kick off activity for the nationwide celebration of National Migrants Day on June 7 pursuant to Republict Act No. 8042 known as the Migrant Workers and Overseas Filipinos Act of 1995 , according to Rhoda Lee OWWA Officer III during the recent “Ammuentayo” radio program over DZNL Aksyon Radyo.

“Each participant was given registration form to accomplished and were required to pay P200 each for their snacks and t-shirts”, she said.

Safety and security were provided with the presence of the Philippine Red Cross, local police of San Fernando City and barangay tanods from the barangays where the route of the fun run passed by.

Other than that, activities for the National Migrants Day are set on June 7 at the Pacoy Ortega Gymnasium here.

Hmmmm I think traffic flow was better but still there is still traffic jam. The main reason I saw is the lack of parking spaces for vehicles parking in front of the establishments. :ohno:

Bauang, La Union – On its first attempt to join the DOH Annual Search for the Red Orchid Award, the Municipality was very recently conferred with the said award.
CHD Regional Director Dr. Myrna Cabotaje personally awarded the specifically-designed red orchid trophy and a framed tarpaulin certificate of recognition to Mayor de Guzman, members of the council, Dr. Bernardo Parado, and members of the Municipal Red Orchid Task Force during the flag raising ceremony for this month.


Proud with the distinction as a 100% Tobacco-Free Environment as a LGU, the Mayor shared the award with fellow Bauangenios. “We will continue to monitor and prevent smoking in public places, protect people from the hazardous smoke of cigarette, warn the public against its ill and fatal effects, and apprehend violators of local ordinances against smoking,” he declared.

Aside from Bauang, the local government of San Juan, La Union, the Regional Offices of Civil Service Commission, Department of Education and the Center for Health Development were likewise awarded with the red orchid distinction in the region alone.

The meditteranean architecture is reminiscent of Santorini, Greece

This is the first tour stop of the trip that the stokedtraveler and his friend setup for his officemates. It was a pleasant addition to the plan which was initially only to get to San Juan beach and surf all day.

This location is only a few minutes away from the town proper and was a very welcome sidetrip to have while waiting for the hotel check in at San Juan Surf Resort.

My husband and I had no plans of stopping in the town of San Juan while we were in the province of La Union, but a small cluster of brick buildings along the highway caught my eye on our way to Bacnotan and I requested that we stop for a few minutes. The cluster turned out to be the town center of San Juan, which, like many Spanish-era towns in the Philippines, are laid out with the town hall and church around a central plaza and park. "Presidencia" seems to be used quite commonly to refer to the town hall, though I have to admit that this is the first time this city-bred girl learned that tidbit. I find San Juan's wood and brick presidencia lovely.

An estimated 300,000 farmers from tobacco-growing regions will likely be displaced if the sin tax reform bill is enacted.

La Union Rep. Victor Ortega, a member of the Northern Luzon Alliance in the House of Representatives, made the disclosure on Tuesday, as he appealed to these colleagues to keep an open mind on excise tax for cigarettes and alcohol products without having the tobacco farmers and liquor workers suffer the consequences of an exorbitant tax rate.

Ortega issued the statement as the House continued its plenary debates on the measure.

The original version of the controversial Abaya bill proposed a single tax rate for cigarettes and liquor products.

MANILA, Philippines – The House of Representatives has approved on third and final reading House Bill 5727, which would raise taxes of tobacco and alcohol products.

With a vote of 210 in favour of the measure, 21 against, and five abstentions, the House passed the controversial bill Wednesday, the last day of its second regular session.

Primarily sponsored by Davao City Representative Isidro Ungab, the measure eyes to raise P33 billion in revenues annually, which is lower than the initial P60 billion to be generated by imposing a two-tier tax on alcohol products and a unitary tax on tobacco products.

The lowered target is expected to be reached through a two-tier tax on tobacco products and three-tier tax on alcohol products.

The two-tier and three-tier tax schemes will categorize tobacco products as low and medium-priced and alcohol products as low-, medium-, and high-priced respectively.

This means that high-end tobacco and alcohol brands will have higher taxes compared to the low-end products.

La Union Representative Victor Ortega initially proposed a three-tier tax on tobacco products “to soften the impact, most especially for the farmers.”

Majority of lawmakers, however, opposed Ortega’s proposal, earning the ire of the La Union legislator who demanded to see who voted in favour for or against his proposal.

DIRECTOR General Lilia de Lima of the Philippine Economic Zone Authority (Peza) on Wednesday said Peza-registered firms have shifted into an investment expansion mode, highlighting “good business climate” in the Philippines.

She said that several companies registered with Peza are seeking the approval of the agency to avail of tax incentives as these firms bared plans to expand in terms of investment and production capacity.

Manila Newton is also expanding with the possible infusion of additional investment amounting to P822 million for the development of its manufacturing plant that will cover 30 hectares in San Jose del Monte, Bulacan. UniStar, in Agoo, La Union, is expanding its agro-industrial investment by P426 million.

Magandang mapatayuan ng mga Manufacturing plants ang Agoo-Santo Tomas-Rosario area. Rosario ngayon ang dami nang mga manufacturing at food processing plants. Maganda ang location nito dahil convergence point ito ng mga cities ng San Fernando, Baguio, Dagupan at Urdaneta
