During my first couple of months living in San Fernando (La Union), The Philippines I have observed instances where beliefs are being used as reasoning for the poaching of sensitive species. My first encounter with this was during World Wetlands Day on February 2nd, 2012. The city government as well as a neighbouring municipality and the national government held a community stakeholders meeting on, and inspection of a pawikan (sea turtle) coastal breeding habitat. Even though the meeting was held in the local language Ilocano, I was given translations by a local not for profit organizer. The people present at this meeting included government officials, not for profit organizations, youth and local fishermen from different generations. A young local fisherman who had found a nest of eggs the previous week and reported it was being questioned about how many eggs he had truly found. Through the series of questions and a number of awkward pauses he admitted he had kept a few of the eggs himself to give to his children because they were sick.

http://plusnetwork.files.wordpress.com/2012/04/turtle-2-web.jpg?w=640
Sea turtle

It is very common in the region to believe that certain animal products have medicinal and aphrodisiac properties. This includes sea turtle eggs, balut (matured duck egg/embryo), sea urchin and oysters. In the case of this indicator species, the sea turtle, this belief driven behaviour has become an issue as less sea turtles are laying there eggs along the shoreline and of those laid many are being poached for sale or consumption.

The City of San Fernando through the Environment and Natural Resource Office and the Philippine Department of Natural Resources are conducting IEC (information, education and communication) throughout the coastal barangays (neighbourhoods) where livelihoods depend upon the oceans products and within elementary and high schools where education is being infused with environmental protectionism and sustainability concepts. In the marine protected area of barangay Poro, there is an ongoing livelihood project that supports a fisherman’s cooperative in sustainably breeding and harvesting sea urchins. Before this project, one of the local sea urchin species became extinct in the area and the other species were threatened. Since the inception of the ‘sea urchin grow out culture project’ many sea urchins have successful been harvested and long-term benefits are foreseen by the fisherfolk.

Busy Long Weekend: Chic McDo, Photowalk, Halo-Halo

From a blog written by: The Clothes Muse
Link: http://theclothesmuse.blogspot.com/2012/06/busy-long-weekend-chic-mcdo-photowalk.html

HIGHLIGHTS
I was surprised to find a new McDonald's branch in San Fernando's downtown area. Not that I'm a fan, but I feel the whole downtown is changing and losing the old-world-provincial charm. Anyway, I was also pleasantly surprised that the new McDo branch was quite stylish. Check out the interiors. Love the pink-on-black writings on the wall and the grayscale photo of a kid laughing.

As I've mentioned before, I went home for my parents' 25th wedding anniversary. We had a heavy lunch at Pancake House (another new addition to the city proper). My parents have three (amazing) children: Moi, Cla and Christopher. My sister and I were both born in November and are just a year apart, so people think we're twins. :p (They also say my bro looks like Coco Martin? What do you think?)

Written by: Angele Clark, posted on blog.sustainablecities.net (http://blog.sustainablecities.net/2012/06/14/septage-treatment-facility-inauguration-in-san-fernando/)

In 2006 the City of San Fernando, La Union became a member of the Sustainable Cities International Network and their partnership included the addition of interns in the office through the CIDA International Youth Internship Program. The immediate needs within the city were to improve solid waste management and septage facilities, and this is where the time and hard work of the first six interns was focused. A city-wide septage treatment facility project was proposed by USAID-PSA (USAID-Philippine Sanitation Alliance) in 2009 and SCI intern’s involvement with the project began in February, 2010.

The first interns, Firth McEachern and Julian Doczi, really helped the project off its feet by acting as intermediaries between USAID-PSA, Rotary International and the City Environment and Natural Resource Office (City ENRO). They also helped organize the ground-breaking of the site by the Philippine-US Ambassador and the drafting of the amendment to the City’s Sanitation Code to reflect the City’s new septage collection and treatment goals. Meghan Larson and Kate Letzia, the second set of interns, picked up the Septage Management Program where the previous interns left off; among many other duties, they contributed to amending the Sanitation Code for the City of San Fernando and facilitated its approval by both City and Provincial Councils, created outreach packages and organized a campaign to distribute packages to all large and medium commercial establishments in San Fernando and facilitated the approval and finalization of the septage treatment plant design. The third set of interns, Clara Blakelock and Stu Campana, worked on the finalization of the project. They arrived in February 2011, just after the ordinance was amended and the sanitation code was passed. In addition to other accomplishments, they maintained the septage blog created by Firth and Julian, assisted with the necessary financial calculations and helped to create the terms of reference for the desludging contractors.

http://plusnetwork.files.wordpress.com/2012/06/firth-septageblog1_web.jpg?w=640&h=408
Firth McEachern at the facility

All of the involved interns had a large role in keeping the lines of communication open between City ENRO, USAID-PSA, and Rotary International. To establish and maintain this communication all of the interns facilitated and/or attended the technical working group meetings and kept the septage blog, the City of San Fernando website and social media updated. A common challenge throughout the process was integrating participatory planning and community input, however all of the interns managed to incorporate their expertise and network building skills into the project. The septage treatment facility was finalized in July, 2011 and therefore the following three interns (including myself) have not been involved in septage management.

Diversity Shock (Part 1)
By Firth McEachern
Published in the Sun.Star Baguio newspaper

WHEN I first arrived in the Philippines and journeyed north to my new home, La Union, the first thing I noticed was how many people inhabited this country. The road north from Manila exhibited a near continuous line of sari-sari stores, food stalls, local government halls, churches, and many other buildings, all overlooking a road teeming with children, animals, trucks, buses, farmers, and people sitting wayside to observe the activity. In Canada, journeys between cities are much more desolate, and the transition between wilderness and settlement is abrupt. Here, the activity and people lent a sensation of being perpetually on the outskirts of Manila, and just as I thought to be leaving civilization, another town plaza would appear. Given that my country has a third the population of the Philippines in 30 times the area, the difference in density is expected. But there was something even more shocking that I was not prepared for. In just 6 hours, my new office friends had noted passing four realms of languages. As we crossed into Pampanga from Bulacan, my escort and soon-to-be officemate mentioned, “Gloria Macapagal-Arroyo is from here. They speak Kapampangan.”

“Kampan…Kampandunkin?” I repeated woefully inaccurately, the word having gone by too fast. “Do they actually use it or do you mean historically?”

“No, they actually use it,” he said.

How cool! My eyes drifted to the window, amazed by the fact that the endless line of seemingly identical sari-sari stores and general humanity did in fact harbor great variety. It soon became a game in which, whenever we crossed into a new province, I would ask, “What language do they speak here?” To which my officemates would reply something new. In Pampanga, it was Kapampangan; in Tarlac, mostly Tagalog; in Pangasinan, the Pangasinan language, and finally in La Union, Ilokano. My initial judgement of everything being the same was based—rather naively—on appearance. The Philippines has in fact much greater diversity than the cosmetic differences I was looking for, a fact I have gradually come to appreciate more and more. In Canada, one can travel 1000 km and not even detect a difference in accent. While the scenery is many-hued, people are for the most part talking the same way, eating the same things, and interacting with each other in similarly predictable ways. Of course there are immigrant communities, class differences, and some regional variations, but the country’s young age ensures these differences are small, and further dulled by the overriding imprint of American culture from the south.

napansin nya siguro mostly sa plaza or any commercial place kalimitan tagalog dito sa SFC

I wonder sa Canada where he came from.

malaking TAMA! :):):)
sa amin kasi sa mismong barangay namin mostly Pangasinense ang primary dialect namin secondary is ilokano then Filipino

true melting pot ang Province natin , between kasi sya ng Pangasinensee (pangasinan) Ilokano (Ilocos N/S) and high lander cancanaey and etc. (benguet)

BAUANG, LA UNION, June 19 (PIA) -- The local government of Bauang initiated the Search for Best Prepared Barangay Disaster Risk Reduction and Management Committee as it aims to have zero casualties and mitigate the effects of man-made and natural disasters.

“If the team in the barangay followed the points of compliance, it means the team is now prepared to respond and recover from any disaster that may arrive, which is the goal of the municipality,” said Municipal Administrator Crisanto Palabay in an interview.

Among the points of compliance are: organized and functional barangay disaster risk reduction management council and presentation of minutes of meeting, attendance, topics, and resolutions; PowerPoint presentation of disaster risk reduction development and action plan with data on population, household accounting, photo of important structure and its design, data on commercial, and agricultural and residential land use; presentation of photo documentation and certification in emergency response operation and capability trainings; organized and activated barangay emergency response team with hardhat, coveralls uniforms, boots, and basic emergency response tools and equipment; emergency box with first aid kit emergency instruction manual and evacuation plan; identified safe evacuation areas for citizens and livestocks provided with visible evacuation guide markers and signs; improvised early warning system; evacuation and preparedness drill for floods, earthquake, and tsunami; barangay emergency response team skills demo for CPR, first aid, infection control practice; and presentation of basic emergency response tools and equipment hazard map.

MORE than 19,000 “love-struck” people, in the course of a month, were recently gifted with a unique and memorable summer experience as they travelled for free to the country’s top summer destinations aboard the Globe Love Buses and Love Boats, as well as getting more freebies from Globe Prepaid.

According to Globe, its Love Buses took passengers to various spots in and outside Metro Manila, with the trips heading north to La Union and down south to Batangas—the destinations boasting of the finest beaches in Luzon. For those who craved for some serious sunbathing during the day and partying the entire night, a free ride on the Globe Love Boat took them from Caticlan, Aklan, to Boracay.

Along with the bus and boat rides, Globe said passengers were also treated to free refreshments, were able to participate in various games, and were allowed to win exciting prizes. Internet sensations Kimpoy Feliciano and Jamich also held separate fans’ day events in the Love Buses.

During the trips, Globe said guests had an opportunity to learn more about *143# and its features, as well as how to play the newest promos from Globe Prepaid that are exclusively available via *143#.

By Czeriza Valencia (The Philippine Star) Updated June 20, 2012 12:00 AM

MANILA, Philippines - Turkish businesses have expressed interested in putting up operations in the Clark Freeport Zone, Poro Point Freeport Zone and Bonifacio Global City, according to the Bases Conversion and Development Authority (BCDA).

In a phone interview, BCDA president and CEO Arnel Paciano Cassanova said Turkish businesses are considering the Philippines as a base in the Asia Pacific region for the production and distribution of construction materials and furniture among other products.

Other areas of interest include healthcare, education, food and medicine.

Turkish businesses are currently expanding their operations outside of their traditional markets of European Union, Middle East and Africa.

Making the Philippines their production and distribution base will enable them to expand their reach to the rest of Southeast Asia.

Cassanova said Turkish businesses are considering the Clark Freeport Zone as a destination for their production and distribution activities.

They are also observing the shipping operations at Poro Point Free Port because they are considering it as a shipping point.

The Poro Point Freeport Zone, which is located at Poro Point, San Fernando City, La Union, provides easy access to thriving economies in Southeast Asia. It is only 1.5 hours away from Hong Kong, Vietnam, and Taipei; 3.5 hours away from Japan, Singapore, and Korea; and four hours away from Malaysia, Thailand, and Indonesia.

Bauang and Naguilian should really be emulated by other LGUs.

Kaya nga "wait and see" ang ilang major investors sa SFC eh... GUMISING na kayo, napagiwanan na ang SFC

tama ka jan sir

isa pa medyo iniiwasan din kasi ang SFC , kasi city na sya masmahal ang tax and etc VS municipality , like bauang malapit lang naman sa central business district ng LU (sfc)
which can also sustain by other nearby towns, like naguilian and other 2nd dist. of LU

Uh hummm it sounds like uhm well (parang the usual scenario/practice kapag may papasok na investor)... :D

Saluhin nalang ng Bauang (I mean by encouraging investors to include Bauang as a location for their businesses) ang anumang maiitsapwera sa SFC.

Oh may goodness :omg: thanks firefox. So as of year 200x something pa garud ang P35k/sq. meter na presyo ng lote sa downtown SFC.

Wind in your face, water bottle in hand, Air Supply on tinny speakers ... to see the Philippine provinces the local way, travel like a local

There are lots of creative ways to get around the Philippines.

To experience the best of the country’s gorgeous countryside and meet its outgoing locals, however, one of the most fun ways is to hop on a bus for a trip through the provinces.

That’s why we dispatched Manila native Gelo Gonzalez to spend 24 hours on a Philippine bus trip and document his trip.

Also on CNNGo: How to be a Manila local: 10 tips for faking it

“Can I head toward the beach?” Gonzales immediately asked.

Now there’s a man who knows how to wring perks out of a business trip. How could we refuse?

Starting at the Victory Liner bus station in Cubao, along the heart of Metro Manila’s main road artery EDSA (Cubao is the location of many bus terminals), Gonzales embarked on a trip with the ultimate destination of San Fernando, capital of the province of La Union, and surf capital of northern Luzon.

For the most part he hopped on and off buses heading northwest of Manila along the MacArthur Highway, the national road named for American World War II general Douglas MacArthur, whose name and legend are still renowned in the Philippines.

Along the way, Gonzales took so many short detours that he didn’t get back to Manila for 36 hours -- see what we mean about a talent for perks? -- before filing the gallery report above.

Midnight bonfire

It Gerona, I waited 90 excruciating minutes for a bus to San Fernando. By the time I arrived and took a moto-trike to the nearby San Juan Surf Resort at Urbiztondo Beach, it was almost midnight. I met this group of girls on the beach, lounging on beanbag chairs.

“We’re here for an all-girls surf camp sponsored by Billabong,” they told me. “The youngest of the group is 13, the oldest is 30.”

http://i.cdn.cnngo.com/sites/default/files/imagecache/624x468_gallery/2012/04/27/10.jpg

Surf class

In the morning, the surf camp was in full swing outside the resort.

San Juan Surf Resort is owned by famed Filipino surfer Luke Landrigan (left). Rooms range from 1,000 pesos ($23) with fan to 6,000 pesos ($150) for air-conditioned villas for 12.

"We're the most accessible surf spot because you can easily catch a bus from Manila and you get dropped off right in front of the surf resorts," Landrigan told me after this lesson.

Surfing lessons

Surfing lessons cost 400 pesos (about $10) a session. On the morning I was there, the lack of big waves made the wide, clean beach better for being lazy.

"La Union has waves from June to April," surfer and resort owner Luke Landrigan told me. "The south swell is from June to August, and the north swell is from September to April. The north swell generally has bigger and stronger waves. There are usually no waves during the summer months because there's not a lot of weather disturbances like a cold front or a storm."

Sinampalukang bukngus

http://i.cdn.cnngo.com/sites/default/files/imagecache/624x468_gallery/2012/04/26/232_0.jpg

Minutes from the San Juan Surf Resort is small Halo Halo de Iloko restaurant, which serves a delicious sinampalukang bukngus, coconut and milkfish cooked in coconut juice (pictured). Other specialties include spicy Ilokano Express, crispy pork belly in coconut milk; and binagoongan, pork sautéed with shrimp paste, garnished with green mango slices.

http://i.cdn.cnngo.com/sites/default/files/imagecache/624x468_gallery/2012/04/26/extra152.jpg

The unofficial national dessert, halo-halo has two consistent ingredients: shaved ice and evaporated milk. After that, any number of items can be added: kidney beans, jackfruit, garbanzo beans. Halo Halo de Iloko claims theirs is “La Union’s best” for its yema (a custard made with egg yolk and condensed milk) and topping of ice cream.

yung area kasi sa place namin boundary ng agoo at santo tomas puro palaisdaan, bumaba yung place namin mula nuong lindol 1990-1991 hangang pumasok na ang tubig alat, may lake doon (capengpeng lake)

isa pa may irrigation kasi sa may agoo , alam nyo yung bridge prinsipe before town proper from northbound, unkown yung end noon naka direkta lang ata sa mga irrigation at kanal, not connected to sea

but this summer may ginawa yung mga canal/passageway ng tubig sa barangay namin mismo at san julian (papuntang Villa Remy Xia)

ah ok kaya pala.

another ground condition changes brought about by the 1990 earthquake was yung sa baguio at sa Salinas salt springs sa Nueva Vizcaya. Naging unstable ang lupa sa Baguio kaya for the next ten years ay ipinagbawal ang pagpapatayo ng more than 4-storey buildings.

Where is the anti-no helmet ordinance para sa mga motorcycle drivers/passengers?

Thank you Sen. Bongbong Marcos for funding this foot bridge...

Agyaman kami Sen.

May kontrol naman for sure yung traffic lights, edi liitan nila yung time interval, say 30 sec.

I commend San Fernando for that at least.

For the meantime, tyaga muna tayo kay Ping at Pong.:lol:

Hmmm what'ya think?

SAN FERNANDO CITY, La Union June 25 (PIA) -- Government agencies, the private sector, non-government organizations (NGOs), and local government units (LGUs) participated in today’s Arbor Day celebration by planting 2,500 different kinds of trees along the forested area in Barangay Cadaclan, this city.

The City Government of San Fernando, led by Mayor Pablo C. Ortega and in partnership with Tanim Kalikasan, an NGO advocating for the revival and re-greening of the environment, spearheaded more than 600 participants from various Association of Regional Executives (AREX) member agencies, Lion’s Club, National Grid Corporation of the Philippines, Barangay Cadaclan, the Philippine Red Cross, Public Attorney’s Office, and the Regional Prosecutor’s Office.

With this very noble endeavor that involves various sectors, most especially the Tanim Kalikasan which provided all the seedlings for the event, more and more areas in the city and in the province are now being revived and reforested, Mayor Ortega said.

He also thanked Angel Clark, one of the Canadian representatives from an international organization called the Sustainable Cities International that is providing full support to the various environmental programs of the City of San Fernando, including the greening program.

According to the City Environment Office, aside from the tree-planting activity of the city this Arbor Day, they are also partnering with different agencies by providing seedlings through their adopt-a-hectare program.

Philip Morris Fortune Tobacco Corp. (PMFTC) plans to expand tobacco planting to Cagayan de Oro, Mindoro and Bohol. The company claims that it buys close to 90 percent of tobacco farmers’ produce in Ilocos Sur, Ilocos Norte, La Union, Pangasinan, Cagayan, and Mindoro.

Chris Nelson, PMFTC president, said that the company is finalizing its expansion plans to grow tobacco in the three new areas which had earlier found suitable for planting. The company is trying to develop as many sources of tobacco leaf as possible in as many areas less affected by weather change.

Upon the instructions of Gov. Manuel C. Ortega, the Provincial Health Office convened the Provincial Dengue Operation Task Force of La Union to assess its capability to combat the killer dengue disease last June 14, 2012 at the Diego Silang Hall, Capitol Building In the city of San Fernando.

It was attended by Chiefs of District Hospitals, Rural Health Officers and Chiefs of Police and other stakeholders all over the province.

Dr. Rosario Pamintuan, Head of the Regional Epidemiology and Surveillance Unit and Ms. Eufemia Thelma M. Ebrew who also heads the Provincial Epidemiology and Surveillance Unit reported that from January to June 1 this year, there were only 295 reported cases which is below the threshold alert level, and the number has significantly decreased by 63.16 % compared to the 806 reported cases on same period last year. They further reported that except for the municipalities of Burgos and Caba, the rest of La Union has shown a very remarkable decrease ad that we only have only two fatalities so far.

The Provincial Social Welfare and Development Office (PSWDO) conducted the training for trainers on the effective use of mother tongue in Day Care Centers on April 23 to 27, 2012 at the Model Senior Citizens Center, DSWD Compound in San Fernando Cit - the first in Region I!

Since Department Order 74 series of 2009 was issued, the inclusion of local languages has become a national policy in basic education, giving birth to Mother Tongue-Based Multilingual Education (MTB-MLE). Specifically, the primary mother tongue like a native, first, local, home, or vernacular language of a locality shall be used as the main medium of instruction in public elementary school, gradually transitioning to English. The implementation of MTB-MLE, which will be in full swing this year, is important for the seamless transition of pupils from the day care to the kindergarten level.

also known as the Lorenzano twin brothers. Bata bata pa sila nung naging traffic enforcers..panahon pa ata ni the late Mayor J. Orros (80's).

P650M LUMC was designed, planned, funded and donated by the EU (European Union).

May photo ako niyan pero during the powerpoint presentation lang. (i-post ko paguwi ko ng bahay)

I just wonder rin, 6 years na since 2007,wala paring renovations sa city auditorium.
