Ang jeep kaya na pa-Darigayos galing SFC ay dumadaan sa town proper ng Luna? Kung dumadaan nga, wala ako problema kung mula sa Luna at pupunta ako ng Balaoan
May jeep ba na dumadaan mula Luna hanggang Bangar, vv?
Saan ang town proper ng Santo Tomas? Saan naman located ang Simbahan Katoliko (saan malapit?)

SAN FERNANDO CITY, La Union, June 26 (PIA) -- The city government of San Fernando conducted another People’s Day activity last June 22 in the seven barangays of District 8, composed of Bungro, Birunget, Sagayad, Narra Este, Narra Oeste, and Sibuan-Otong and the host barangay, Tanquigan, here.
The program, now on its fourth month, is the continuing priority programs of Mayor Pablo C. Ortega, together with Vice-Mayor Hermenigildo “Dong” Gualberto, and the Sangguniang Panglunsod.
The activity involves provision of services such as free medical consultation, dental, feeding program, free circumcision, and distribution of medicines like antibiotics and vitamins.

Bihira lang ang Jeep na biyaheng San Fernando-Luna (baka awan pay ketdin a) Yung jeep na biyaheng San Fernando-Darigayos, dumadaan sila sa Quirino, Bacnotan through Bacnotan-Luna-Balaoan Road. At hanggang Darigayos lang yun, kung suwertihen ka sa isang jeep, baka hanggang Nalvo Sur.
Karamihang na nagpupunta sa Luna para magsimba, bumababa sila sa Balaoan plaza then sumakay ng tricycle papuntang Luna. Balaoan plaza is about 4 kilometers from Luna town proper.
Wala ding jeep na pamapasaherong Luna to Bangar or vice versa. Puro mga tricycle. Kung gusto mong pumunta sa Bangar thru Luna-Bangar Road, sasakay ka ng tricycle, pero maghintay ka hanggang mapuno yung tricycle. Kung ayaw mo namang maghintay, pwede mong arkilahin yung tricycle. pero karamihan na arkila hindi bumababa sa 100 pesos. Mga 7-8 kilometers kasi ang layo.

La Union lawmakers are seeking the inclusion of infrastructure projects, such as farm-to-market roads, in the list of projects and programs for farmers in provinces producing burley and native tobacco which can be funded through the incremental revenue collected from the excise tax on tobacco products.
According to Reps. Victor Ortega (1st District, La Union) and Eufranio Eriguel, M.D. (2nd District, La Union), this can be done by amending Section 8 of Republic Act 8240 which provides for the creation of a fund from 15 percent of the incremental revenue collected from the excise tax on tobacco products.
The law provides that this fund shall be exclusively utilized for programs in pursuit of the following objectives: (a) Cooperative projects that will enhance better quality of agricultural products and increase income and productivity of farmers; (b) Livelihood projects particularly the development of alternative farming system to enhance farmer's income; and (c) Agro-industrial projects that will enable tobacco farmers to be involved in the management and subsequent ownership of projects such as post-harvest and secondary processing like cigarette manufacturing and by-product utilization.
Ortega said since 1997, tobacco farmers have greatly benefited from the projects and programs of the local government units, which include construction and improvement of farm-to-market roads, bridges, and other infrastructures, being in accordance with the said objectives of the RA 8240.

Jointly with the ABONO Partylist, the Provincial Government of La Union (PGLU) funded and released various farm machineries, tools and equipment to some 378 farmer-associations, barangay councils, municipal local government units and public schools of the province on June 21 and 28, 2012 at the Capitol grounds, City of San Fernando, La Union.
The agricultural implements, now on its second tranche, is part of PGLU’s Farm Mechanization Program (FMP) aimed to address the increasing demand of agricultural productivity when Gov. Manuel C. Ortega ordered concerned instrumentalities of the provincial government to collate and assess all requests for farming assistance from all sectors of the province.
Included in this year’s release are 194 grass cutters, 25 rice threshers, 39 hand- tractors, three units 4-wheel tractor, 81 power sprayers, 90 water pumps, 120 knapsack sprayers, 735 jet-matic pumps, 1730 rolls of farm hoses (various sizes) and 962 G.I. pipes.
As a requirement, the recipients entered into a Memorandum of Understanding with PGLU for the proper usage and maintenance of the donations as these shall be utilized by the greater majority who are directly engaged in agricultural production in the countryside.
The Office of the Provincial Agriculturist (OPAg), thru the Agricultural Engineering Division, was tasked in spearheading the implementation of the said priority program (with reports from Engr. Norma Flora- OPAg).

MANILA, Philippines – The province of La Union has been badly hit by tropical storm “Dindo”, with the municipalities of Aringay and Agoo experiencing massive floods.
In Aringay, the flood is still rising and the local government has already started evacuating residents.
The flood in Agoo, however, is slowly receding.
National Disaster Risk Reduction & Management Council Executive Director Benito Ramos said there are no casualties and damage to properties so far, but they are still continually monitoring the situation.
There are also no reports of landslides.

NAGUILIAN, La Union, June 28 (PIA) -- The Aguioas hanging bridge help ease access to basic needs and services for the 238 families living in Naguilian.
Formally inaugurated this June, the 91 meter-long bridge is made of steel, cable, and cyclone wires.
After tropical storms Ondoy and Pepeng damaged infrastructure and livelihoods in 2009, residents in the area had to swim or use bamboo rafts to cross the Burgos River, which had a maximum water level of 3.5 meters.
Through the support from the local government unit of Naguilian, the Philippine Red Cross - La Union Chapter and International Federation of the Red Cross, the hanging bridge, which connects barangays Aguioas and Ribsuan, was constructed for residents to have easy access to the town and basic services like schools, church, facilities, business establishments, and market places in the poblacion.

In my search, i see hospitals such as St. Luke's. Maybe Lorma can apply for accreditation soon. For now, Lorma is the most modern hospital in the region.

I misspoke. There are actually four in the Philippines; Chong Hua Hospital, Cebu, Makati Medical Center, Makati, St. Luke’s Medical Center, Quezon City, and the Medical City, Pasig City.

Wow, I've been to Medical City in Ortigas. It is like a hotel for me. There is even a Starbucks store at their lobby with beautiful fountains and landscaping. They have state-of-the-art facilities. I also pass by St. Luke's Med in QC when I go to Cubao from Sampaloc.

kaya sana sa mga towns na mabilis ang development, ngayon palang ay sana maayos at lakihan na nila ang size ng drainage.

MANILA, Philippines --- State-owned Philippine Amusement and Gaming Corporation (Pagcor) turned P1.014 billion to the treasury bureau as part of its share in the gaming agency’s earning in May, surpassing its P843-million remittance in the same month last year.
Data from the Bureau of Treasury showed that Pagcor’s remittance in May this year was more than 20 percent, or P171 million higher compared with May, 2011 contribution to state coffers.
As a government-owned and controlled corporation, Pagcor is required by Republic Act 7656 or the Dividend Law to remit at least 50 percent of its annual gross earnings to the government.
In the first five-month of the year, total Pagcor contributions amounted to P5.737 billion, higher by 32 percent compared with P4.32 billion in the same period last year.
Currently, Pagcor operates 13 agency-run Casino Filipino facilities and has four licensed casinos – Fontana Casino in Pampanga, East Bay Casino in Rizal, Poro Point Casino in La Union and Fort Stotsenberg also in Pampanga.
In 2011, Pagcor remitted P11.437 billion to the government, higher by 4.5 percent compared with the Department of Finance’s (DoF) expected P10.94 billion contribution.

hugodiekonig June 29th, 2012, 11:47 AM The sin tax measure, which would impose higher taxes on tobacco and alcohol products, would reduce cigarette sticks in the market by 50 billion, a tobacco manufacturer said Thursday.
Blake Dy, vice president of the Associated Anglo American Tobacco Corporation, noted that such reduction will affect at least 42,000 farmers—the same number of farmers needed to produce 40 million kilos of tobacco leaf required to manufacture 50 billion cigarette sticks.
Dy cited that even in best-case scenario, the sin tax measure would remove 26 billion cigarette sticks in the market which would affect 22,000 tobacco farmers.
For cigarettes priced P11.50 and above per pack, the tax will be at P28.30 per pack. As a result, cigarettes priced at P11.50 and above per pack will be sold at P39.80 per pack, inclusive of tax.
Rep. Victor Ortega of La Union, for his part, urged the Senate to come up with a better version of the sin tax measure, meaning a delayed implementation since his province is heavily dependent on tobacco for livelihood.
“We are not against the sin tax bill. What we want is that such taxes should not be imposed hastily because those in the lower end of the sector will be the ones at pity,” Ortega said.

A group of congressmen from the tobacco-rich regions in the north yesterday expressed hope that the Senate will approve a better version of House Bill 5727 or Sin Tax Reform Bill which seeks to increase excise taxes on tobacco and alcoholic beverages.
“We are not against the sin tax bill per se. What we want is hindi biglaan ang pag impose ng tax. Dahil ang kawawa dito ay ang lower-end cigarette sector. Kawawa naman kaming mga Ilokano,” said La Union Rep. Victor Ortega, leader of the Northern Luzon Alliance (NLA).
Ortega appealed to senators to adjust the rates in the House-approved version of the bill and ensure a “proportional increase” of excise tax on cigarette products.
“We do not want a ridiculous increase in excise tax in tobacco products,” he said.
House Bill 5727 amends Republic Act 9334 and restructures the excise tax system by adopted a two-tiered tax system for tobacco products.
The reduction in the rates came amid the protests of tobacco farmers from the north whose livelihood maybe adversely affected if the measure is enacted into law.

hahaha I have not been to that resort yet, maybe that part has eroded, they must put retaining wall or any other slope protection structure. it is located pala few kilometers from Baguio, and few meters from Marcos Highway in Pugo town

In the field of health and sanitation, the municipality has earned a niche as a national model. Aside from being the Regional Champion for Best Practices in Barangay Sanitation, which was vested by Barangay Parian Oeste, we now hold the singular distinction of the first and only Community-Based Decentralized Wastewater Treatment Facility in the whole Philippines; and this is located at Barangay Central West. We also hold the sole distinction of being the only local government unit in Ilocos Region to have installed a decentralized wastewater treatment facility in both the public market and slaughterhouse and the promotion of the use of eco-san toilets. I am proud to state categorically that we have become the sanitation champion in this part of the world, espousing the protection of clean and safe water resources not only for our present constituents but for the next generations. Consequently, our municipality has become the venue for Lakbay-Aral by other local government units in and outside of the province. In the field of environment enhancement and protection, we have been exerting great efforts in upgrading our solid waste management program. The municipality procured a bio-digester, shredder, and other essential equipments and tools to reduce waste ending up in our controlled dumpsite.
We are one of the few municipalities in the country which implemented an ordinance regulating the use of plastic as secondary packaging at the public market and in other establishments which effectively reduced waste by at least 40%. We employed Eco-Police to ensure its compliance including the strict implementation of the anti-littering and anti-smoking ordinances. Also, we have provided 4400 mahogany seedlings to upland communities to develop mini-forests and another 7000 seedlings for planting in our watershed areas. With regards to coastal management, we were able to procure a speedboat and established Bay-Watch with radio communication.

Due to the harmful effects of plastic to the environment, the Municipality of Naguilian, La Union implemented the “No Plastic Policy” pursuant to Municipal Ordinance No. 17 series of 2011. The local policy prohibits the use of non-recyclable plastic bags or containers at the Naguilian Public Market and in all business establishments in the municipality.
The ordinance strongly encourages the people to bring their own bags, preferably “bayong” whenever they purchase goods. Violations of the said policy include the use of sando bags and plastic drinking straws, to which corresponding penalties will be imposed.
Citizens are also encouraged to report violators to the Environmental Management Unit (EMU). The names of reported violators are entered in the police blotter, and will be informed through letters. They are given the option to pay the fine and apologize in public during the monthly convocation of government officials and employees, or to file the necessary complaint in the Municipal Trial Court. Thirty-two (32) violators have been recorded before the 1st Quarter of 2012 ended.

The delegation was headed by no other than their Local Chief Executive, Hon. Noel A. Nacar together with SBM Sabido A. Nacar; Ms. Fe A. Ballen, Municipal Planning and Development Coordinator; Ms. Vilma P. Nifas, Municipal Agricultural Officer; Mr. Jayson Q. Viernes, Zoning Officer; Ms. Marietta B. Nifas, Solid Waste Management Officer-Designate; Mr. George Rhingo Lampitoc, Planning Officer and Mr. Christopher A. Bautista, PNP-Dasol Representative.
The visitors viewed a Powerpoint presentation at the Municipal Session Hall presented by Engr. Ariel E. Fangonilo, Municipal Planning and Development Coordinator. An on-site visit at the Agoo Municipal Sanitary Landfill and an observation on SWM practices at the Agoo Hypermarket followed after the Powerpoint presentation.

Some city officials and employees of Candon City headed by City Councilor Rhodana Abrero and City Administrator Grace Singson have visited the Agoo Hypermarket last May 17, 2012 as part of their Lakbay Aral.
The visitors noted the unique and distinctive design of the Hypermarket as Phase II on its south side is nearly for completion. The delegation was also overwhelmed with the cleanliness, solid waste management, paging system and security (presence of CCTV cameras) in the market. These are the reasons why Agoo Hypermarket was adjudged as cleanest and greenest in La Union and one among the best markets in Region I.
Other delegates are: City Engineer Steve Martinez, City Budget Officer Perla Gapatan, City Treasurer Bernardita Mati, City Assessor Aida Reynante, City Internal Auditor Imelda Suliven, Local Government Operations Officer Andros Vendiola, Jr., Market Task Force Head Odette de Guia. Representatives from the cooperative sector and city employees were also present which includes Wilson Galang, Rosario Guerrero, Evangeline Libatique, Florante Galang, Dennis Astrero, Ishmael Ganaban and Antonio Mati, Jr.

Agoo, being an exemplar and top performer in literacy promotion has been expecting visitors to observe its best literacy practices.
Last May 17, 2012, Mr. Gregorio O. Ruales, Education Program Specialist from DepEd Regional Office XII, General Santos City visited Agoo last for said purpose. A film showing of Agoo’s literacy documentary was held at the Municipal Session Hall.
After the said film showing, members of the Municipal Literacy Coordinating Council (MLCC), some municipal officials, department heads and employees, Alternative Learning System (ALS) coordinators and workers and some educators welcomed and accompanied Ruales to the District Alternative Learning Center (DALC) in Agoo East District, Municipal Library/Computer Training Center and at the reading center at Agoo Hypermarket.
Ruales was impressed with the coordination of the LGU – DepEd and other government agencies as well as the support and cooperation of the private organizations and entities in the implementation of literacy programs projects and activities.
Distinguished educators were also present which include Mr. Pablo C. Almoite, Jr., Education Program Specialist I of DepEd Division Office; Ms. Delia E. Ancheta from the DepEd-Regional Office I; Apol Palabay, Coordinator, Pugo District Alternative Learning System; Cherry A. Rimpillo of DepEd-ALS Bauang North; Marife N. Quimoyog of DepEd-ALS Tubao; and Victoria T. Corral of DepEd Aringay.

Bauang, La Union – On its first attempt to join the DOH Annual Search for the Red Orchid Award, the Municipality was very recently conferred with the said award.
CHD Regional Director Dr. Myrna Cabotaje personally awarded the specifically-designed red orchid trophy and a framed tarpaulin certificate of recognition to Mayor de Guzman, members of the council, Dr. Bernardo Parado, and members of the Municipal Red Orchid Task Force during the flag raising ceremony for this month.
Proud with the distinction as a 100% Tobacco-Free Environment as a LGU, the Mayor shared the award with fellow Bauangenios. “We will continue to monitor and prevent smoking in public places, protect people from the hazardous smoke of cigarette, warn the public against its ill and fatal effects, and apprehend violators of local ordinances against smoking,” he declared.
Aside from Bauang, the local government of San Juan, La Union, the Regional Offices of Civil Service Commission, Department of Education and the Center for Health Development were likewise awarded with the red orchid distinction in the region alone.

Isinailalim ng Philippine Deposit Insurance Corporation (PDIC) sa receivership ang Rural Bank of Naguilian sa La Union.
Sa inilabas na statement ng PDIC, lahat na bank records ay kailangang i-beripika.
Ayon sa PDIC, lahat na depositors na may balidong deposito na umaabot sa P500,000 ay mababayaran.
Kaugnay nito, magsasagawa ng depositors forum ang PDIC sa July 7 para ipaalam sa mga depositors ang pamamaraan sa gagawing filing sa deposit insurance claims gayundin ang pagsagot sa kanilang mga katanungan.
Nabatid naman ng Bombo Radyo La Union na sa latest available records noong March 31, 2012, umaabot sa 8,473 ang total deposit accounts na may total deposit liabilities na P233.52 million ang naturang bangko.
Ang dalawang sangay ng Rural Bank of Naguillan (La Union) Inc. ay nakabase sa nasabing bayan at sa lungsod ng San Fernando sa lalawigan.

MANILA - Pancake House Inc. is shifting its focus to areas outside Metro Manila to bring down its operating expenses.
"The good locations are still outside Metro Manila, the rent is cheaper, the labor is cheaper, but there are a lot of customers. It doesn't make sense to go to Makati. The rents are very high," Martin Lorenzo, Pancake House president told reporters.
Last year, the company's total lease payments hit P240.4 million, up from P207 million in 2010. These consisted of fixed rentals and rentals based on a certain percentage of actual sales or minimum monthly gross sales.
Lease rates- be they inside malls or free-standing – range from P1,000 to P2,000 per square meter a month. The fixed rental rates are subject to annual increases ranging from five to 10 percent.
Lorenzo said most of their new stores would be located in new wave cities like Cebu, Davao, La Union, Subic, among other areas where “local tourism is booming.” At present, 60 percent of Pancake House's stores are in Metro Manila.
"In the next five years, we expect it to be 50 percent outside Metro Manila and 50 percent inside Metro Manila," Lorenzo said, adding that the company plans to grow stores nationwide by 10 to 15 percent a year.
As of March, the company had seven brands under the group, namely Pancake House with 92 stores; Dencio's, 17; Teriyaki Boy, 33; Sizzlin' Pepper Steak, 18; Le Coeur de France, 13; The Chicken Rice Shop, four; and Yellow Cab, 89.
