San Fernando City, La Union (2 July) -- Another round of the "Operation Rang-ay iti Barangay", an outreach program of the Provincial Government of La Union (PGLU) and one of the flagship project of the Provincial Governor Manuel C. Ortega has been accomplished recently, benefitting the people from all 15 barangays of the municipality of San Gabriel, this province.
The usual services that serves as a package given to the beneficiaries are offered like: simultaneous free medical and dental services, blood typing, veterinary, legal services, nutrition education/supplemental feeding, one-stop consultation center, and Tindahan ni Gloria Labandera (NFA Rolling store) which sells NFA rice at an affordable value.
Distribution of 4Ps (Pantawid Pamilyang Pilipino Program) ID by the Department of Social Welfare and Development - Regional Office I Assistant Regional Director Marlene Febes Peralta is one of the highlights of the event.
Various national line and provincial agencies of La Union also conducted an information/education campaign on the various programs and services as mandated.
Mayor Divina Daligues-Velasco, the municipal mayor, in her welcome remarks expressed her utmost gratitude to the PGLU for choosing their town as the beneficiary for the period.
Velasco even made mention that, they too have replicated this kind of program at their level, and she herself together with her municipal personnel are reaching out to all the different barangays in her jurisdiction particularly the poorest areas.
Dr. Helson Gawara, the Municipal Health Officer, delivered his closing remarks in behalf of the Association of Barangay Captains President Hon. Renato Laquidan.
This outreach program is also in coordination with the various line-agencies like: Police Regional Office I, La Union Police Provincial Office, Naval Forces Northern Luzon, Philippine Air Force, Department of Education, Department of the Interior and Local Government, Ilocoa Training and Regional Medical Center, Philippine National Red Cross, Department of Social Welfare and Development, Philippine Information Agency, PhilHealth, National Food Authority, Social Security System, Home Development Mutual Fund, Department of Agriculture, Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Technical Education Skills and Development Authority, La Union College of Nursing, Department of Trade and Industry, Department of Agrarian Reform, Department of Labor and Employment, and the National Statistics Office. The said funds shall be used for irrigation and barangay roads as mentioned in the said interview from Bombo radyo.
The said fund, according to Ortega is in accordance to R.A. 7171 also known as Virginia Tobacco Law in which President Gloria Macapagal-Arroyo signed into law in 1992 and continued to this day.
R.A. 7171 provides special support to the provinces that produce Virginia tobacco. According to this law, 15 percent of the tax on locally-manufactures Virginia-type cigarettes will be allocated to provinces that have an average annual production of at least one million kilos of Virginia leaf. The share of each province corresponds to the volume of its produces. The law mandates that these funds should be used “to advances the reliance of the tobacco farmers through” by financing cooperative, livelihood, agro-industrial, and infrastructure projects like farm-to-market roads. Ilocos Norte, Ilocos Sur, La Union, and Abra are the beneficiaries of this fund. (Newsbreak)

dry lake yung tubig doon. nagkakatubig lang pag tag-ulan, tapos sa likuran ng mga puno doon dagat na. pag madaling araw naririnig yung hampas ng alon sa dagat. yung river mula sa house namin dito sa Bauang is 1 km

State-run National Development Co. (NDC) has approved the P3-billion bridge financing sought by the San Miguel Corp. led consortium to initially fund the P16-billion 88.58 kilometer-toll road extension from Tarlac to Pangasinan and La Union.
NDC general manager Ma. Lourdes Rebueno said the NDC board has already submitted the terms of the bond float to the Privatization Council for approval. The P3-billion financing for the Tarlac-Pangasinan-La Union Expressway (TPLEX) would be the first tranche under the P50-billion infrastructure bond of the government.
Under the original timetable, NDC expects to have completed the P50-billion infrastructure bond float in the first semester of the year, but, so far, only TPLEX has applied for financing.
In addition, Rebueno said, there would be a new set NDC Board of Directors under the new government of President Noynoy Aquino.
NDC, the investment arm of the government attached to the DTI, has not raised any project financing this year.
The last financing it raised involved the P5.5 billion bond float for the irrigation projects of the National Irrigation Administration. NDC conducted P2 billion bond float in 2006 and P3.5 billion in 2009.
Rebueno said that NIA still has an outstanding debt of P4.7 billion in obligation with the NDC and its next payment of P800 million will fall due towards the end of the year. Rebueno expects NIA to update its loans from NDC once government releases its budget from the General Appropriations Act.
Meantime, the TPLEX consortium seeks to complete the four-lane road in 2014. It will connect the North Luzon Expressway, Southern Luzon Expressway, C-5, Subic-Clark-Tarlac Expressway, and the Southern Tagalog Arterial Road.
Aside from the shareholders’ equity and the government financing, a syndicate of local banks have already expressed interest to grant loan facilities for the TPLEx project but said that the release of their funds will follow after the government has released the subsidy to the project.
The Sy-controlled Banco de Oro Unibank, parent of BDO Capital, had expressed interest to provide up to P10 billion in loans for the toll road project

In his inaugural speech, Pacoy stressed that their inauguration day marks the day with hope to build a better partnership, establish unity and progress geared towards their mission for a prosperous La Union.
It is good to note that during the 2007 election, Abono Party-list only garnered 87,541 votes nationwide. This time, it garnered 766,615 votes nationwide that makes it number 8th from among the 187 party-list groups.
Four of the provinces that made ABONO number one include La Union, Kalinga Apayao, Tarlac and Pangasinan.

Hehehe oo booming uli ang San Fernando. First 3 quarters kasi last year parang nag-lie low ang San Fernando pero mula noon booming na uli. May bagong Jollibee na tapos marami pa uling pinapatayong commercial buildings at restaurants like Chowking (2nd branch) at Tokyo tokyo(1st branch) hehehe

Marami pang dapat ayusin sa city namin gaya ng synchronization ng 1st, 2nd and 3rd traffic lights, yung hindi pantay-pantay na sidewalk, sirang canals at iba pa. May mga ibang areas pa lamang ang naaayos ang mga kanal.

hugodiekonig July 8th, 2010, 05:35 AM Mayor Pablo C. Ortega, together with Chief of Police P/Supt Pedro U. Obaldo, Ms. Ofelia Mendoza, head of Permits and Licensing Section led the closure of Mar Cinema2 last March 29, 2010, due to the violation of Article 201 of the Revised Penal Code and RA 9165.
Reports disclosed that, on the afternoon of March 26, 2010, joint elements of police operatives and a personel of Imbestigador GMA7 led by Mon Cabansag and SFCPS under the supervision of the Chief of Police, conducted operation at Mar Cinema2 theater located along Quezon Ave., Brgy.1, San Fernando La Union. Owned and managed by Marilou F. Cruz which resulted to the apprehension of employees namely: Teresa P. Galvan, 38yr old, married of Brgy. Acao Bauang LU; Aldrin A. Noces, 21yr old and Feb G. Agustin, 19yr old both single and residence of Ilocanos Sur San Fernando City LU.
Further investigation revealed that said employees of the theater showed indecent movies without any certification from the MTRCB. Sixteen viewers were also accounted for confiscated from their possession, control and custody were three bold films and dried marijuana fruiting tops, which were all found in the projector room under the supervision of Agustin and Noces, projectionist and helper respectively.
The evidence was submitted to the crime lab PRO-1 for examination.
The suspects are now under the custody of the City Police Station and case is already being readied against them in court.

During the harvest season of sugarcane here in La Union, from February to April, harvesters crush the extract of sugarcane and is commonly called agdapil. In here, they will put extracts in a big wok and let it boil for an hour in preparation for the making of patopat. While boiling, onos – young coconut leaves stripped of its thin backbone or “tingting” - woven into fat rectangles has been prepared. This is where they put the uncooked glutinous rice or malagkit. After an hour of boiling the extract, all the onos will be put together, dipped, and cooked for 7hours. A 7 hour cooking is recommended for the malagkit to be thoroughly cooked and for the juice of sugarcane to penetrate its sweetness to the malagkit.
When cooked, patopat is sweet and eaten by itself for a late breakfast or mid-morning snacks. Ironically, though, however pretty the design of the casing imparts on the rice, the “skin” makes it hard to get into the sweet, sticky treat inside, but even so, it’s a pleasure when eaten especially when combined with hot choco.
Patopat can last up to several days even without refrigeration, that’s why most balikbayans love to bring this along with them as pasalubong when they return abroad.
The cooked extract, from where the patopat was cooked, called tagapulot or pulitipot, they then cool and mold it in buckets and it is commonly called sinakob or jaggery – a solidified molasses. It is used as sweetener in cooking traditional kakanin and desserts.
The harvesters usually cook patopat once or twice every harvest season for them to let the sugarcane grow and to extract more than enough juice for the cooking and fermentation of basi.
And for this reason aside from cooking the extract, the rest will be put in a big jar or burnay, stored for a long time until it will become a basi or if fermented longer will become an ilocano vinegar.
On the other hand, sugarcane also produces table sugar, Falernum, rum and ethanol.
The bagasse (fibrous residue remaining after sugarcane stalks are crushed to extract their juice and is currently used as a renewable resource in the manufacture of pulp and paper products and building materials.) that remains after sugarcane crushing may be burned to provide heat and electricity. hugodiekonig July 8th, 2010, 05:41 AM It is the 11th year (2000-2010) that the City of San Fernando has been conducting Mass Church Wedding and Mass Baptism to qualified beneficiaries who belong to low-income families from the 59 Barangays of the City of San Fernando.
The Barangay Service Point Officers of the 59 barangays in coordination with their barangay captains conducted a survey of couples who meet the legal requirements.
A total number of Twenty Nine couples (29) for mass church wedding and 133 newborn babies and children for the mass baptism have been identified.
The City Civil Registrar facilitated important documents needed for the said activity which was held last March 18,2010, at St. Williams Cathedral as one of the activities of the 12th City Anniversary Celebration.
It has been a momentous event especially for 2 oldest couple, Constancio Lopez (62) and Myrla Soriano (49) both from Dallangyan Este. They have been living together for 6mos., adhered to the matrimony to make it legal while Ruben Ganaden, 48 and Tersita Galvez, 62 of Lingsat want to have a blessing from the church after their civil wedding 6 years ago. Inspite of their age gap, both sides of their family have been very supportive of their decision to get married again. Indeed, love conquers all and age doesn’t matter.
On the other hand, the 133 newborn babies and children, together with their parents and godparents cherished that day as they celebrate their coming to the Christian world.
Mass wedding and mass baptism have been an annual project of CSWDO to uplift moral and spiritual values among Filipino couples, to give recognition to families who uphold positive Filipino values and a sincere concern on population and environment, lastly, it aims to inspire and motivate families and their community especially to newborn babies who will be receiving the Sacrament of Baptism.

More than 30 contenders showcased the best their schools, barangays and civic clubs can offer. The competition were divided into 3 categories ; Category A – for Elementary Schools, Category B – High Schools and Colleges, Category C – Barangays and Civic Clubs.
With the Motiff/Theme “BOTANICAL” (floral designs with emphasis on Neon Pink, Neon Green, and Neon Orange colors) the contenders used indigenous and recyclable materials for their costumes.
The participating teams danced all throughout the parade route, until they reach the glorieta in front of the town plaza. They compete again for the Production Number to the same music they danced during the parade, provided by the organizers headed by Councilor Joseph “jojo” de Guzman and Dr. Jessie Miranda.
At the start and during the contest proper everyone, were agitated inspite of the scorching temperature. Mayor Pablo C. Ortega, City Council and our foreign guests from the Netherlands; Group Study Exchange with their Team Leader Leo Boersen, joined a group of elementary students from Category A in dancing, with the delight of the audience.
At the end of the competition, the following contenders were pronounced as the best of the best.

Ninteen municipalities and this lone city participated in the event by showcasing the best products, tourism destinations and culture by designing their own floats.
For the second consecutive time, the City of San Fernando bagged the best float awarded by the provincial government of La Union.
The city’s vision to become Ilocandia’s premier capital city for trade, tourism and governance, a livable, progressive, business friendly and environmentally-sensitive urban center, home to God-loving, enlightened and where empowered citizens and leaders.
With the vision, the float depicts the Botanical Garden City as the selling point of tourism and the utmost concern for environment’s flora and fauna. It also symbolized its commitment to the preservation and conservation of environment.
Colorful flower lights are designed at the front and sides of the float. As an attraction, a bridge in the middle was constructed and below it is a lagoon replicating the sunken garden at the La Union Botanical Garden in Brgy. Cadaclan.
An aviary at the back of the candidate is placed where the brimney kites (lawin) are caged and native monkeys welcome you to the entrance. Lights flood the aviary, up and at the center and surrounded by luminous lights or reflectorized paints. Live flowers and plants are also present for added decoration.
Other winners were the Municipality of Caba which showcased the abundance of bamboo as their prime product first runner-up and the Municipality of Rosario second place presenting their productive wood carving industry.
San Fernando City’s float was supervised and designed by the Office of the Information and Tourism Section headed by Vicente B. Alhambra, Jr., Information Officer, flower arrangement by Mr. Nestor Bautista, constructed by the Engineering and Electrical departments led by Mr. Michael Flores and Mr. Victor Ducusin respectively.

The ISO is a non-governmental world organization which regulates the facilitation of services and goods to constituents and also applied to foreign exchange business and technical transactions that is sometimes, environmentally-significant. It also focuses on the effectiveness of a quality management system in meeting customer requirements.
The worldwide federation of national standard bodies is composed of 130 countries. By a country or a local government unit, to implement its services and its activities based on a synchronized set of policies, it then, help promote international cooperation economically, technically, environmentally and intellectually.
“It’s an honor for local residents and La Union,” the Mayor proudly said as he particularly cited the quick, improved and orderly issuance of clearances and permits , through the city government program, Business One Stop Shop (BOSS) without complaints from clients during the transactions.
“The certification also proved that our services are smoothly conducted based on the world-standard criteria,” the Mayor added.
The city government adapted the organization’s existing management system to cater services to its customers.

Ortega in partnership with the Rotary Club of San Fernando, (LU), Inc., led by Mr. Frederick So, President and the United States Agency for International Development (USAID), spearheaded by Mr. Dave Robbins, senior sanitation adviser signed the Memorandum of Understanding (MOU) for the Sewerage and Septage Management Project on January 19, 2010 at the People’s Hall, City Hall, this city.
According to the Implementing Rules and Regulations (IRR) of the Sanitation Code of the Philippines, septic tanks shall be cleaned before excessive sludge or scum accumulates and reduces the settling efficiency, shall be inspected at least once a year and cleaned when sludge and scum has reduced the liquid capacity by fifty percent (50%) and sludge from septic tanks shall be disposed of by burial or by any other method approved by the Secretary of Health or his representative instead of emptied into open field, ditches or bodies of water.
The project aims to improve sanitation, health and hygiene to benefit people of the city. It promotes awareness of sanitation and the willingness to pay for the services and to expand city ordinances to better regulate wastewater.
At present, a series of meetings, surveys and consultations are being done with the help of supporters such as the City Environment and Natural Resources Office, Barangay Health Workers, St. Louis College, the Environmental Management Bureau-DENR and the Department of Health (DOH).
The 2-day survey was scheduled on February 17 and 18, 2010 gathering data randomly from 150 respondents in chosen barangays. A photo contest will also be conducted to promote sanitation, health and hygiene of which the winners will receive cash prizes.
Further, a symposium related to the program was also scheduled on March 16-17, 2010 at the Diego Silang Hall, Provincial Capitol, San Fernando City, La Union in line with the 12th Cityhood Anniversary of the City of San Fernando. This symposium will present the latest tools, methods and technologies that local governments may utilize to effectively manage domestic sewage and septage. Participants include regional, provincial, city and municipal government sanitation and health advocates and officers, and private sector service providers and other interested in adopting the technology in their communities.
The MOU signing was attended by city and barangay officials headed by City Mayor Pablo C. Ortega and City Vice-Mayor Pancacio Q. Nisce, representatives from the Rotary Club of San Fernando, (LU), Inc. and representatives from the private sector sanitation services.

The ISO is a non-governmental world organization which regulates the facilitation of services and goods to constituents and also applied to foreign exchange business and technical transactions that is sometimes, environmentally-significant. It also focuses on the effectiveness of a quality management system in meeting customer requirements.
The worldwide federation of national standard bodies is composed of 130 countries. By a country or a local government unit, to implement its services and its activities based on a synchronized set of policies, it then, help promote international cooperation economically, technically, environmentally and intellectually.
“It’s an honor for local residents and La Union,” the Mayor proudly said as he particularly cited the quick, improved and orderly issuance of clearances and permits , through the city government program, Business One Stop Shop (BOSS) without complaints from clients during the transactions.
“The certification also proved that our services are smoothly conducted based on the world-standard criteria,” the Mayor added.
The city government adapted the organization’s existing management system to cater services to its customers.

There were 76 farmers (residents of SFC) benefitted in the selling of palay during the first day. For the certified seeds, farmers can buy it for only P600.00 and the remaining P600.00 is a subsidy from the government. 1Bag contains 40 kilos of palay.
While hybrid seeds classified into two (2) categories. The SL8 hybrid seeds only cost P3,500.00 for the farmers and a subsidy of P1,000.00 came from the government. For M1 (Mestiso1), M3 (Mestiso3), and M7 (Mestiso7) hybrid seeds, it cost P2,500.00 for the farmers and a P1,000.00 subsidy came from the government. These hybrid seeds contains 20 kilos of palay and is good for 1 hectare. The selling of palay continues until the end of palay planting.

hugodiekonig July 8th, 2010, 06:10 AM City Schools Division Supervisor Linda Laudencia has appealed to internet shop operators not to allow elementary and high school students to play computer on-line games during school hours.
This is in line with unconfirmed reports that there are internet shops which allow minors or students, particularly in elementary and high school, to play even during the late evening hours and school days.
The city government has enacted an ordinance which regulated minors and students to play on-line games in internet shops and also banning them from roaming and staying late in public places beyond 10:30 in the evening during school days.
“The curfew is continuing,” Pol./Supt Pedro Obaldo, Jr., city police director said.
Mayor Pablo C. Ortega, on his part said, that he met with internet shop operators before he went to the US last month and asked them to support and help implement the ordinance in which they agreed.
The Mayor added that they have formed an association among them to be able to enforce the regulation properly and to be able to monitor one another and determine its penalties in case one of them violates the law.
The Mayor lauded this move as he also confirmed that the city government has the power to issue a closure order for business violators.
According to Laudencia, she has organized a staff meeting to tell public school principals and to be vigilant even on fraternity groups.
She has also heard reports that internet shops near the vicinity of La Union National High School has been allowing students to play on-line games during school hours even as there is an academic shifting schedule, morning and evening classes, divided among students to accommodate them all.
“Regardless whether a student has the morning schedule, it is still a whole-day class for him so it is considered that he has still classes in the afternoon,” Laudencia added when asked if the morning classes shift attendee is exempted from playing in the internet shops in the afternoon.

hugodiekonig July 8th, 2010, 06:11 AM This city, aside from Dagupan, Vigan, Candon, Batac, Laoag, San Carlos, Urdaneta and Alaminos Cities, has been chosen as one of the principal sites of the 2nd Quarter 2010 Nationwide Simultaneous Earthquake and Fire and Safety Drill exercise was held last Friday, June 18.
Participants of the drills were city government employees, emergency management representatives of the City Health Office and emergency response team of the fire station brigade, city government clients and visitors.
Lauro Laudencia, safety officer of the City Planning and Development Office, said that the drills started at exactly 9 AM, where participants executed a “Duck, Cover and Hold-Over” action, during the two-minute alarm and then they all voluntarily moved out of the City Hall main building and proceed in front as a makeshift evacuation area.
“This is a part of the Health and Safety Program under the ISO (International Organization for Standardization) chaired by the mayor (Pablo Ortega), with the city administrator (Annjanette Dimaculangan) as vice chairman,” Laudencia explained.
Laudencia added that this year’s National Disaster Coordinating Council-sponsored drills, focused on the City Hall main building, which houses the Mayor’s, Administration, Treasury, Assessor, Civil Registrar, Planning, Information and Tourism, Accounting, Budget and Legal Offices. Last January, the drill was held at the adjacent Marcos Building, focusing on the Legislative, Agriculture, Health, Engineering, Social Welfare and Development, Commission on Elections, Postal and Human Resource Management Offices.

hugodiekonig July 8th, 2010, 06:13 AM A local chain of bakery’s equipments was confiscated by the city government here, Friday after its owner failed to comply with city ordinance requirements and also violated a closure order which was issued earlier.
City and Permits Licenses Section chief Ofelia Mendoza identified the violator as Maria Concepcion Ortiquera, owner/operator of the Alcon Bakery but uses “Mulawin” Bakery as its business name in its three local branches, located at Mabini St. in Barangay Catbangen; Ortega St. in Barangay III and one at Barangay Sevilla, in front of a police outpost.
“We confiscated their equipments because this business establishment was ordered closed first week of May and we were waiting for them to comply but (instead) inspite they reopened their stalls,” Mendoza explained.
Aside from no existing business permit, its employees and workers of the said bakery have also failed to acquire their individual working permits, according to Mendoza.
When the city government padlocked the establishments last May, it reopened a month later by destroying the closure order signage and the padlocks, allegedly on the orders of Ortiquera.
“We will return their equipments until they paid the city government what is due,” Mendoza added.
For violating the ordinance, the bakery owner will pay the city government P15, 000 for its three branches excluding penalties and surcharges, it was learned.

yung city hall ng san fernando, san fernando officials lang ang namumuno dun. Nasabi lang na seat of regional governenment ng Ilocos Region ang San Fernando dahil lahat ng regional offices like DOH, DOT, DepEd, DOJ, etc ay nandito, pero walang building na para sa san fernando as capital ng region 1 hehehe.
