Inspired with the results of the recent first computerized election in the country, cheering relatives, friends and supporters of victorious elective officials in the Province of La Union led by reelected Governor Manuel C. Ortega, rallied to the Bangko Sentral Ng Pilipinas Convention Hall on June 12, 2010 to witness the Joint Inauguration and Oath-Taking Ceremonies of national and local officials with the theme, “La Union Leaps Through Effective Development Partnership.”

In opening the program, Dir. Corazon P. Guray of the Department of Interior and Local Government (DILG)-Region I congratulated all the elected officials as she challenged them to continue their outstanding practices in local governance. Director Guray even cited personal experiences which affirmed the effective and efficient implementation of the Citizens Charter in the province. In a transaction to one of the offices of the City Government of San Fernando, she got the services she needed in half the time expected. Surprised with the fast service she got, she instructed one of her staff to discreetly return to the office and request the same service. The result was still the same: fast, prompt and courteous service. In another instance, one of her acquaintances sought for Anti-Rabies Vaccination at the Provincial Health Office after being bitten by a dog. The result was similar: she got her request for free in just five minutes.

In his Inaugural Address, La Union 1st District Congressman Victor F. Ortega declared that the success of the 1st automated election confirms the “Liberation” of La Union from “Guns, Goons and Gold” through “God and Good Governance. He also remarked that the realization of a Joint Inauguration and Oath-Taking Ceremony proves that La Union has a “unified front against poverty and all other things we do not like for our province.” Unopposed, Congressman Ortega got 144,537 votes last May 10.

“Dream with me. Believe with me. Plan with me. Work with me,” starts La Union 2nd District Congressman Eufranio “Franny” C. Eriguel during his inaugural address. To emphasize that his victory is the victory of the entire 2nd district of La Union, he asked the Mayors of his district to join him on-stage before taking his Oath of Office. He thanked the people who were instrumental in his success, especially his wife, Agoo Mayor Sandra Y. Eriguel, for her unconditional love and belief in him despite the setbacks they have encountered during the campaigns. He thanked spouses Congressman Ortega and former City of San Fernando Mayor Mary Jane Ortega for being his mentors, instilling in him the value of hope as they encouraged him to continue the quest for his desire to serve the people. Congressman Eriguel thanked Governor Ortega for his trust in him – making him the father of the 2nd district of his province. He also thanked Board Member Rolando “Rudy” V. Rivera for being his big brother and companion in his political campaign sorties. In thanking the Mayors who supported him, he commended Mayor Reynaldo J. Flores and Vice Mayor Abraham P. Rimando of Naguilian. During the 2007 elections, Congressman Eriguel received only 1,000 votes in Naguilian but now, because of Mayor Flores’ love for his town, he fought hard and even risked his life in supporting the former Agoo Mayor, giving him an overwhelming victory as he bagged 90% of the total number of votes in Naguilian.

In starting his inaugural speech, ABONO Partylist Representative Francisco Emmanuel “Pacoy” R. Ortega quoted the touching words of the late Christopher Reeve, the Superman epic hero, during the 1996 Democratic National Convention Address, “So many of our dreams -- so many dreams at first seem impossible. And then they seem improbable. And then when we summon the will, they soon become inevitable.”

Apo Pacoy took pride of the occasion as their political coalition overwhelmingly won most positions from District Representatives, Governor down to the Councilors. He also described his success as a bonus which was “at first it seemed to be just a dream - an impossible dream. Yet it did not only become probable but it became inevitable as well.”

He also praised and congratulated the Commission on Elections, Board of Election Inspectors, the Armed Forces of the Philippines and the Philippine National Police for a “job well done” during the May 10, 2010 elections.

hugodiekonig
July 9th, 2010, 02:46 PM
Congressman Pacoy Ortega remarked that the occasion “brings together our local officials, we feel a better partnership to establish a more harmonious relationship among our leaders. This day, we gathered together because we have chosen whom to lead, our citizenry and unity of purpose over conflict for the benefit of our people.” He further explained that the joint celebration is a sign of simple commitment, unity and team work for the attainment of a more progressive and peaceful La Union.

The younger Ortega also gave his special thanks to his father, Governor Ortega, whom he described as worthy of emulation as the Father of the Province as has “has labored and dedicated his life in the service of La Union and his people and who continuously commit as a selfless and devoted public service.”

In behalf of the Abono Partylist, he extended his deepest appreciation and gratitude for the overwhelming support during the May 10 elections as his party got the biggest number of votes in La Union with 180,200 votes which is more than a 100% increase as compared to the 87,541 votes they received in the 2007 election. He further informed everyone that in the last elections, Abono is also number one in three other provinces which include Apayao with 4,478 votes; Pangasinan with 413,787; and Tarlac with 51, 121. During the 2007 national elections, Abono ranked 15th out of 93 groups but in the recent elections, the party bagged 766,615 votes nationwide to claim the 8th spot out of 187 groups. “This paved the way for your humble province-mate, being Abono Partylist’s second nominee, to be proclaimed as member of the House of Representatives again,” declared Apo Pacoy.

“As we take the road that unfolds before us, to the new national administration, and a new dawn for our beloved province, the Abono Partylist remains committed in formulating, proposing and supporting sound legislations. More importantly, we remain forever loyal in designing the programs that would deliver basic services.” As a gesture of his gratefulness to his constituents, he further declared that “charity begins at home and so, expect my dear province mates that aside from the agri-business sector and the people whom I represent in Congress, you my province mates, especially our local farm tillers who are the front liners in the quest for economic recovery and growth shall be my topmost concern. Let us also continue to work towards the fulfillment of our dreams, saan nga umanay iti arapa-ap laeng apo, masapul iti aramid a pakakitaan.”

In ending his speech, Sir Pacoy quoted the late US Senator Edward Kennedy to keep the ball rolling “The work goes on; the cost endures; the hope still lives and our dreams shall never die.”

For his part, Gov. Manuel C. Ortega thanked his family for their support, especially his better-half, La Union Vibrant Women, Inc. Chair Geraldine R. Ortega, for their unconditional support in implementing his development projects programs fort the province. The Governor also explained that the election of officials from other parties in La Union proves that democracy is very much alive in La Union. For his second term as local chief executive of the province, Apo Manoling vowed to continue making peace and order as the top priority of his administration, most especially that the elected Congressman of the province’ 2nd district comes from his party.

Governor Ortega made history last May 10 as he posted one of the most lopsided election victory in the Province of La Union after being proclaimed as reelected Governor by the Provincial Board of Canvassers last May 11 at the Sangguniang Panlalawigan Session Hall of the Provincial Capitol Building in the City of San Fernando with 250,821 votes over his lone opponent’s 86,198. Of the 358,226 voters who actually voted, 74.42% voted for Apo Manoling while only 25.58% voted for his opponent. After beating the same gubernatorial candidate last 2007 during his first term by more than 30,000 votes, Governor Ortega registered a commanding lead of more than 164,000 for the recently concluded election.

The aforementioned gentlemen took their Oath of Office before Sandiganbayan Associate Justice Samuel R. Martires, a native of Agoo, La Union.

Governor Ortega administered the Oath of Office to come-backing Vice-Governor Augusto Aureo Q. Nisce, who won with 120,466 votes over his rival’s 48,119 votes. Of the total number of voters who actually voted, Apo Aureo got 72.2% while his rival only got 27.8%.

Apo Manoling also administered the same to the elected Sangguniang Panlalawigan Members which include Franciso “Kit” C. Ortega, Jr. who bagged 118,774 votes last May 10; Jose Maria “Pepe” C. Ortega, 111,292; Joaquin C. Ostrea, Jr., 93,167; Reynaldo M. Mosuela, 88,237; and Victoria L. Aragon with 83,876 votes for the 1st District while for the 2nd District, re-electionist Henry B. Balbin led winners with 98,200 votes followed by Rolando V. Rivera with 80,773; Robert B. Madarang, Jr., 66,393 votes; Henry A. Bacurnay, Jr., 62,987; and Ruperto A. Rillera, Jr. with 58,614 votes.

After taking his Oath of Office before Governor Ortega, City of San Fernando Mayor Pablo C. Ortega assured the continued world-class public service of the City Government which is exemplified by its world-class workforce. Mayor Ortega also mentioned with pride that although the City of San Fernando is a small city with small budget, its services are one of the most competitive in the Philippines. Dubbed as the “City of Possibilities,” Mayor Ortega guaranteed to make San Fernando the “Prime Capital City of the Ilocandia” through sustainable programs on trade, tourism and good governance.

Mayor Ortega administered the Oaths of Office of City of San Fernando Vice-Mayor Hermenegildo A. Gualberto and Sangguniang Panlungsod Members Alfredo Pablo R. Ortega, Francisco Paulo P. While most tourists often flock to La Union for surfing, this Northern Province has more to offer than its surging waves.

Unknown to some people, La Union is blessed with several majestic waterfalls. A must-visit is the Tuddingan Falls in Naguilian. Going there is relatively undemanding since there is a 700-meter cemented pathway from Bagulin Road up to the hill overlooking the waterfall.

The 70-feet magnificent waterfall provides a fantastic view, showcasing an enormous cascade with a strong and high water drop. Some adventurous tourists love to jump from the multi-layered rock formations into the man-made pool-like base of the waterfall.

For a more exhilarating discovery, pursue the trail leading to Balay Anito Falls (Santol). The waterfall cascades to a 20-meter deep water pool, which the locals call “ban-aw.” The trail leading to the waterfall is quite steep that one has to cling to the exposed roots of the trees along the stream of the water just to get up and down.

Located between Barangays Lon-oy and Bayabas in San Gabriel, be amazed with the Lon-oy Spring. Nestled in an estimated 10 hectares land area are the numerous natural springs and three grand waterfalls that possess pristinely clear and invigoratingly cool waters.

Walk along the garden path and discover the beauty of nature at the La Union Botanical Garden, located in Sitio Japan in Cadaclan, San Fernando City. With a serene Japanese setting, the botanical garden boasts of a diverse collection of indigenous plants from the Philippines and other tropical countries which is housed in the various theme gardens such as Shade Garden, Sunken Garden, Evergreen Garden, and Herbal Garden, among others.

The garden aims to become a haven for environmental education, scientific research, biodiversity conservation, and aesthetic recreation as well as to congregate all the Philippine native and ornamental plants suited to the Northern Luzon provinces.

Since La Union is overwhelmingly Catholic, it is no wonder that one can visit numerous century-old churches such as the Our Lady of Namacpacan. According to legends, the Apo Baket (as the locals call the Blessed Mother Mary) appeared to the indigenous people as an old woman who was asking for food and water, and would give blessings and miracles to those who were kind enough to provide provisions for the old lady.

The province borders South China Sea in the west, so it is not surprising that long stretches of white and gray sand beaches besiege its towns, particularly San Juan, Bauang, and Agoo, all are ideal for water sports including snorkeling, swimming, surfing, and diving, among others.
San Juan beaches, located approximately eight kilometers from San Fernando City, which is the capital town, are known for their strong waves, especially during the months of November to February.

Part of the Agoo-Damortis National Park, the Agoo beach has a historical significance since it was where the Japanese traded with the locals during the pre-Spanish time, thus earning the name “Puerto de Japon” in the early days.

Far from the usual white and gray sand beach, beaches in San Carlos and Santiago Norte are becoming most-frequented tourist sites because of their sands which are almost black. This is due to the fertile metallic iron deposit in the beaches.

The pebbled beach of Luna is home to the impressive Baluarte, which was built during the Spanish period as a watch tower and observation post for impending dangers from the sea. It was used by the locals to keep an eye, not only on typhoons and tsunamis, but particularly from the pirates who usually raided towns. Today, the Baluarte seems to lose its grandeur since it is vertically cut in two, with the base and foundation weather-beaten, and is only supported by concrete posts on the side to keep it intact.

Scattered all over the Baluarte are the industrious pebble pickers, unmindful of the scorching sun just to make a living. The collected stones are sold to buyers who often use them for interior designing purposes.

After an adventurous day of traversing and exploring the wonders of La Union, it is nice to come home to a serene yet luxurious place. Greatly influenced by the Santorini Islands of Greece, the Thunderbird Resorts is situated in a 65-hectare land area located in Poro Point, San Fernando City.
The Mediterranean-inspired resort features stylish yet cozy suites perched on a cliff. The resort is nestled on a scenic cliff, overlooking the white sand beach and the vast South China Sea. It offers a distinct terrain, character, and contours since the resort management followed the natural terrain of the place and worked around the natural environment.

Within the sprawling property is the all-weather 9-hole golf course, which is seated at the highest point of the Poro peninsula, and sand-capped according to the specifications of the US Golf Association.
The Beach Club waterfront offers a dreamy relaxation concept, complete with a hillside veranda, a lounge area, and an outdoor spa. Its seaside landscape is part of the Poro Point Boardwalk, which is home to the Presidential Rest House, the Catalnaan, as well as the Philippine Navy Detachment in the south point. On the other side of the resort is the round-the-clock international Fiesta Casino, adjacent to the Vegas Café and Cabana Bar.

Although for those who don’t have the budget, there are several buses that will ferry passengers from Manila to La Union province. Travel time usually takes five to six hours.

Whatever you fancy – be it a sojourn with nature, a taste of the local culture, or a walk down historical lane, La Union has it all covered.

salamat sa translation.
so, patupat is the one wrapped in coco leaves.
sandali check ko muna sa net how it's made. para kasing may similarity siya sa ibos (bicol) or suman (tagalog). :)

patupat i think is a specialty kakanin ng mga Ilocanos. I believe also na mayroon ding ganoon sa ibang lugar hehehe

got the recipe from A Mother's Stuff (http://wahm.blogpostie.com/tag/recipes/)

Glutinous rice dipped in sugarcane juice wrapped in coco leaves. It’s a sticky, tasty treat often brought home by mothers after a tiring market day, and a delicacy usually shared by the family after attending mass on Sunday.

Basic ingredients:
10 cups glutinous rice, 2 tbsp salt, 2 cups coconut cream, 5 cups coconut milk lift

1. Prepare patupat baskets by weaving young coconut leaves in a rectangular shape. Leave a small opening in one end.
2. Fill patupat basket with uncooked glutinous rice, half full.
3. Close the patupat basket’s opening with a knot. Secure them with a bamboo splice to form clusters.
4. Boil sugarcane juice in a carajay (kawali). Scoop the solid particles that form at the surface of the liquid.
5. Put the clusters into it to boil or until it is cooked (approximately 1 hour).
6. Lift the cooked clusters and drain the excess juice thoroughly.
7. Continue heating the sugarcane juice to densely concentrated, yellowish brown syrup.
8. Dip clusters into the syrup for 30 – 50 minutes.
9. Then, lift and allow to drip for several minutes.

Nung nandiyan pa ako sa Pinas, I went to San Fernando almost everyday, tapos gabi na pag umuuwi ako sa amin sa Luna. One night stayed up until 10 pm, at that time no more mini-buses going north, so mostly Partas, Viron, Farinas, Phil Rabbit, etc.

SAN FERNANDO CITY, Philippines – La Union’s 2nd District Representative Eufranio Eriguel belied reports on national television that he is maintaining a private armed group (PAG) along with other influential persons and politicians in the north.

Eriguel denied the report aired the other day over ABS-CBN's TV Patrol, quoting the Zeñarosa Commission, that he was listed as having PAG together with several politicians in northern Luzon.

“The La Union police can attest to that, that I have no such group. I don’t know who reported that to the Commission and where the figure came from,” Eriguel said in a phone interview.

La Union police director Senior Superintendent Noli Taliño told The STAR that they don’t have any record of PAGs in La Union, particularly involving Eriguel.

He said they were just provided with the list of PAGs from Camp Crame which showed the name of Eriguel.

Siya si Mayor Martin de Guzman III - one of the most outstanding mayors of the Philippines noong early 2000s^^

La Union is called the “surfing capital of the north” and is home to several beaches and other natural sites. It is also only an hour’s drive away from the country’s summer capital. It is a historic, cultural province that boasts several centuries-old churches and remnants of its long, rich history.

Surfing

The surf fronting Monaliza in Urbiztondo, San Juan is the best site for board surfing from November to February. Other recommended sites are in Carlatan and Wallace in San Fernando.

Scuba Diving - Fagg Reef

This is the most famous diving site in the area. The site may also be referred to as The Tanks as three WW2 M10 tanks were dropped off a barge at the end of the war and came to rest on a ledge part of the way down the drop-off at 39m. As a result, they have become home to a wide and diverse range of marine life.

Botanical Garden

The first of its kind in the Philippines, this is a 20-hectare scientific garden that’s the center of laboratory research in Northern Luzon. Showcases include the Sunken Garden, Medicinal Garden, Chinese Garden, Japanese Garden, and Fragrance Garden.

Kasay Marine Sanctuary

Thirty hectares of devoted area for the rehabilitation and replenishment of fishery and other coastal resources.

Museo de La Union

Located at the Provincial Capitol ground in San Fernando, the Museum showcases archaeological finds in La Union during the pre-Spanish period.

Shrine of Our Lady of Namacpacan

The century-old church of St. Catherine in Luna, formerly called Namacpacan, houses the miraculous image of Our Lady of Namacpacan, patroness of Ilocano travelers.

San Fernando City- Bureau of Internal Revenue acting assistant revenue Director Ernesto Mangabat informed that the said agency has improved its tax collection in the City of San Fernando due to the city’s increased revenues collection as a result of taxpayers obedience and early payment of taxes here in Region I. He furthers that the taxpayers’ attitude had greatly contributed to the yearly increase of collected revenue taxes.

The actual collection for June 2010 is P 99,063,591 which is P28, 496, 679 higher from last year’s P70,566, 912. Mangabat added that the present collection have surpassed the BIR collection target goal amounting to P92, 865,000. Mangabat also thanked the taxpayers for their cooperation and hopes that the revenue collection will still increase in the years to come. (Bombo Radyo)

Taxes are very important in running the government as most of its projects ranging from building infrastructure; health care, budget for running the agencies, etc. come from taxpayers. President Benigno “P-Noy” Aquino had recently directed the new BIR head to go after tax evaders and exert measures to check on their tax collection. The Aquino administration vowed not to implement new form of taxes to the public following public strain over EVAT’s implementation in the previous administration. Meanwhile, BIR continuously encourage the public to ask for official receipts or “resibo” on establishments for every purchase of goods and services as the OR’s are instrumental in determining the appropriate taxes to be collected by the BIR.

Kapitolyo- Governor Manuel C. Ortega of La Union addressed the citizens to take part in further strengthening the peace and order situation of the province during his inauguration. Ortega believes that maintaining peace and order will contribute to the economic progress of La Union especially in luring investors to come and do business thus generating jobs for the people. “There is progress where there is Peace and Order.” said Ortega who stressed on this principle as a number one project to achieve goals for the provincial economy. Gov. Ortega has advocated this move ever since he began his leadership in La Union.

Mr. Adamor Dagang, provincial information and tourism officer of La Union explained through a Bombo Radyo interview why peace and order contribute to progress. He affirmed on what the governor stated because if a certain area does not maintain peace, there is instability thus favorable business will not transpire. However, if there is peace and order, more jobs for the people will be created, also for surrounding areas and progress will be seen in the province.

The local officials of La Union also believe and responded positively on the campaign of Gov. Ortega. Thus, the local government officials continuously work together with Governor Ortega, who also heads the Peace and Order Council to strengthen the economy of the local governments. The key to achieving this is to continuously urge the people of La Union to take part in maintaining it and for them to not solely rely on authorities especially in crime prevention. Mr. Dagang also mentioned the role of the Philippine National Police, Philippine Army, Philippine Navy, barangay tanods, and other agencies as authorities in implementing laws concerning peace and order.

Meanwhile, the City of San Fernando as a model to other municipalities under the leadership of Mayor Pablo C. Ortega also boasted on its outstanding peace and order situation. The city mayor has said that San Fernando had a decreasing crime rate in 2008 due to high crime solving efficiency rate of 95.23% from 93.87 % in 2006 in his past state of the city address. The situation is also owed to an increase in police personnel, barangay tanods and volunteers.

Dapat ramdam na ramdam natin ang pagtaas ng city revenues, maybe on improvement of basic services, poverty alleviation and inflow of investments

SAN FERNANDO CITY, La Union — Several ricefields in at least three villages in Burgos, La Union were attacked by “army worms,” according to the office of the provincial agriculturist.

The army worn attack was the first to hit the province of La Union after the reported similar phenomenon earlier in the province of Bataan.

La Union Provincial Agriculturist Imelda J. Sannadan said Wednesday that ricelands in the mountain villages of Imelda, Agpay, and Libtong, all in Burgos, La Union were attacked by army worms, affecting at least 40 farmers with still undetermined total land areas.

“After we verified reports of ‘army-worm attacks’ on the ricefields in Burgos town, we rushed up immediately to the said places to give technical assistance to contain the spread of the dreaded worms,” she said.

Quoting the reports from La Union Information Officer Mario O. Casimiro, Sannadan handed over 10 bottles of insecticides to Burgos Mayor Jose Abansi who was with the former during the ocular and validation on the affected ricefields on July 13.

Sannadan, who is fully aware of the damage that the army worms could inflict to the seedling stage rice varieties, said that the attack if not immediately contained and controlled would deliver considerable loses in the standing rice plantations and would eventually spread rapidly to nearby villages and towns.

“We have available insecticides which we can utilize to combat this natural agricultural problem. The fact that we are on close watch on situations like this is a blatant manifestation of our commitment to doubly serve our people in the agricultural sector, particularly those whose access to government is seemingly remote. While we are busy concentrating on our regular and special agricultural concerns to address the flagship program of Governor Manuel C. Ortega for his second term, our team will always remain steadfast to deliver what could be best for our constituents in the countryside,” Sannadan said, in an interview on the mountain slopes of the said villages.

Meanwhile, the Department of Agriculture has ordered the immediate distribution of some P900,000 worth of knapsack sprayers and recommended insecticides to control the proliferation of “army worms” that attack farms in the provinces of Batangas, Cavite, and Quezon.

Agriculture Secretary Proceso Alcala instructed DA Undersecretary Joel Rudinas and Assistant Secretary Dennis Araullo to monitor the infestations.

Experts from the Bureau of Plant Industry (BPI) Crop Protection Division said that army worms are nocturnal moth larvae that travel in multitudes, destroying any kind of vegetation including grass and grain on their path.

One egg mass is equivalent to 100 to 300 eggs, which turn into voracious defoliators after hatching.

They are most destructive during their larval stage, which lasts 14 to 24 days.

Army worms are most destructive during their larval stage and may be controlled by applying recommended insecticides such as “Carbaryl” and “Pyrethroids.”

“The chemicals should be sprayed directly to the army worms or to the vegetation, where the pests are visible during late afternoons when they are most active,” the experts said.

“We are urging the extension workers and farmers to follow proper procedures in the application of recommended chemicals as indicated in their labels. We are also urging farmers to always wear protective gears during insecticide application,” they recommended.

De Ocampo’s casino winnings

The casino winnings of Roberto de Ocampo are getting bigger, in a manner of speaking.

Thunderbird Resorts, whose nominal chairman is the Ramos-era finance secretary, saw its first half revenues from casino and resort operations jump 28 percent to $28.852 million from $22.487 million a year ago.

Growth apparently is being led by the Santorini-like charms of the Poro Point venture in La Union, which saw revenues rise by $1.3 million for the first three months of the year, mainly due to the increase in slot operations.

Poro Point’s good fortune was more than enough to offset the $0.2-million decline in revenues in the same first quarter from Fiesta Casino in Binangonan, Rizal, Thunderbird’s first project in the country.
