LA UNION PROVINCIAL CAPITOL

ITS HISTORY OF STRUCTURE AND ITS SIGNIFICANCE TO THE PROVINCE’S DEVELOPMENT AND GOVERNANCE THRUST

During the Spanish era, the La Union Governor held office and residence at the casa real, located in the cabecera, in San Fernando. It was established in August 23, 1851. The casa real stood until the American regime. At some point in the Japanese occupation, the structure was deplorably bombed. In 1949, during the administration of Governor Doroteo Aguila, the construction of the Provincial Capitol building was started. The Capitol, which used to be housed at the area now occupied by the San Fernando City Hall, was built on a 97,864 square meter ground. It was then rebuilt with the aid of the people of the United States of America under the Philippine Rehabilitative Act of 1946. On March 24, 1949, Senator Camilio Osias laid the cornerstone of the Capitol of the great and progressive Province of La Union. A year after, the edifice was completed.

In 1977, the welfare of the province and its future had been the prime concern of Governor Tomas M. Asprer ever since he assumed office as chief executive of La Union. Since it is “his lifestyle to surround himself with beauty with nature’s greenery and foliage and cool surroundings”, he spent a fortune providing for a scenic park across the doorsteps of the Provincial Capitol, its surrounding terraces and also its interiors. The Capitol toilets were repaired and improved. The entire roofing of the Capitol which had become rusty was replaced. The Canopy of the Capitol was constructed in 1980. This added feature of the Capitol not only made the Capitol building more beautiful and impressive but serves as a protection of the employees from the sweltering heat of the noon day sun and rain during the rainy season. Befitting as the seat of the provincial government, a flagpole where the Philippine flag rises every morning was installed in front of the Capitol where all provincial government employees are required to join the flag raising ceremony every first Monday morning of each month.

Under Governor Victor F. Ortega’s second term, the full-blast concreting of the perimeters of the Capitol grounds, and three major access roads (Zamora, Gapuz-Zigzag and the Guerrero Roads) leading to the provincial seat of government was finished. Some of offices have been refurbished with modern configuration and new-fangled facilities.

By the sunrise view from the balcony, behold the radiance of verdant hills and blue mountains blending with the azure sky and the towering wave of the Philippine flag beneath, along with the centennial flags and banner for each of the LGUs and the lone city of San Fernando. By the capitol veranda, take a spellbinding panoramic shot of the region’s cleanest and greenest and most beautiful scene in La Union-the bayside Capitol City of San Fernando, the City of 7 Hills, the emerging “Subic” version of the North Quad and home to Poro Point Special Economic and Free Port Zone in the Heart of Metro San Fernando.

Now beautifully landscaped, the Capitol grounds and the building can compete with other scenic spots in the country. The Provincial Capitol of La Union is dubbed as the “People’s Capitol” because its construction was undertaken as the Provincial Government of La Union’s humble gift to its people.

BALUARTE: A REMINDER OF OUR HISTORIC PAST

Built by the Spaniards during their heydays, the mighty Baluarte was used as watch tower and observation post by the authorities for impending danger from the sea. Not from typhoons or tsunamis, but from the Abu Sayafs at that time: the Japanese, Chinese and Moro pirates who took pleasure in raping coastal towns and settlements.

Because of its massiveness and height, the Guardia Civils are able to warn the residents of Namacpacan (the original name of the town of Luna) and prepare the peace officers to defend the properties and lives of their constituents. Like a guardian looking over its subjects, this ancient structure had served well its very purpose for countless times in the past.

Today, Baluarte stands in disarray, vertically cut in two because of eroded base and foundation, its two halves stand through concrete post supports on its sides. Like an old wounded soldier, it still stands in the pebble beaches of Luna, watching its industrious stone pickers finding a way for survival amidst the scorching hot sun. Time will come when this historic landmark will be finally and totally washed ashore, but the Baluarte which saw the Luna brothers grew, will continue to be a representation of the people of Luna, strong and united like its cemented bricks. Let’s just hope that this historic structure will still have more years to witness its people’s efforts for a better tomorrow.

PINDANGAN RUINS

Pindangan Ruins is located at Brgy. San Vicente, San Fernando City, La Union, about 500 meters from the national highway, near Camp Oscar Florendo, the Regional Headquarters of the Philippine National Police (PNP). The original name of San Fernando, Pindangan in the Ilocano dialect means a place where meat is sun dried with salt for preservation. Because of the place’s abundant dried meat, the place was called Pindangan.

To centralize and start its evangelization in the area, the Frayles Francisco Romero and Santiago Holarte built a church made of stone thatch at the present site in 1764. Because of its proximity to the sea however, there were numerous raids by Japanese, Chinese and Moro pirates that usually loot the coastal areas of La Union. To solve the problem, the Spanish clergy decided to transfer the church to Brgy. Tanqui then to Brgy. Cabaroan and afterwards to its present site in front of the City Auditorium.

Today, the ruins’ buttresses and walls are still standing. An old well which supplied the area with cool water through the centuries, can still be found at the side of the church. Made of corals and bricks, the enchanting well is still in good condition. The Carmelite Sisters, whose monastery stands behind the ruins, are the caretakers of the glorious landmark.

Centennial Tunnel
Situated in Poblacion, Aringay, La Union, this 500 meter tunnel was made in 1913 during the American regime. Intended for the trains of the Philippine National Railways (PNR) bound for Baguio City, it was later abandoned by the Commonwealth Govenment because of the then impending Second World War. According to locals, the tunnel already exists during the Spanish era, it was only in the American occupation that it was developed and fortified, thus making it officially more than a century year old. During the Japanese occupation, the tunnel was used as headquarters of the Japanese Imperial Army because of its durability against US bombings, rising speculations that hidden treasures were buried in the area. Similar structures could also be found in Tuba, Benguet which were supposed to be part of the ambitious railway system.

All in all, the abandoned PNR track has a total length of approximately 40.4 kilometers from Aringay town proper to Baguio City. Aringay’s Centennial Tunnel is 7.6 meters wide and with a depth of 4.5 meters.

La Union Province
General Info about La Union

La Union has predominantly hilly terrain which gradually rises eastward from the shore.The western border is a coastal plain of raised coral and alluvia (sand or clay deposited by flowing water) overlaying older sediments. East of this palin are rolling hills parallel to the coast covering a wide portion of the central area. The province has two pronounced seasons - dry from November toApril and from May to October.

HISTORY
The natives of what is now La Union were already trading with the Japanese when the Spaniards came to the Philippines, the area of Agoo was then known as "Puerto de Japon". Captain Juan de Salcedo explored the region in 1572, followed by Augustinan missionaries who founded the towns of Balaoan, Bauang, and Agoo in the late decades of the 16th century. The province was created on March 2, 1850 out of towns then belonging to Ilcos Sur and Pangasinan. Luciano Almeda headed the provincial government for a time during the Philippine Revolution while General Manuel Tinio occupied San Fernando in May 1898. After the battle in Aringay River on November 19, 1899, the American troops took controll of the province. A civil government was established in La Union in 1901. A year later, La Union ceded a narrow strip of land to Amburayan which later became a sub-province of the old Mountain Province.

The majority of the population are Ilocanos. Some Pangasinenses are found in the southern part of the province, while a substantial group of Chinese Filipinos are in San Fernando, the commercial center. Ilocano is the predominant language of the people. La Union has 20 municipalities which are subdivide into 576 barangays. The Northern towns of Sudipen, Bangar, Luna, Balaoan, Santol, San Gabriel, Baonatan, San Juan and San Fernando comprise the First District. Belonging to the Second District are Bagulin, Naguilian, Burgos, Bauang, Caba, Aringay, Agoo, Tubao, Sto. Tomas, Rosario and Pugo. San Fernando is moving forward to become a component city.

Commerce and Industy:
The main sources of livelighood are farming and fishing. The pricioal product are rice, corn tobacco, garlic, sugarcane and cassava. Grapes are extensively grown in Bauang. The rich Lingayan Gulf is the main fishing ground. Cottage industries include blanket-weaving, basketry, shellcraft, pottery and furniture-making. La Union is also well known for its basi-making industry, the Ilocano native wine mande from fermented sugarcane juice.

20 years and siesmologists say it's ripe again for another major earthquake. huwag naman sana.

i'm not from Balaoan but I guess naayos narin siguro yung altar doon. Kung na-repaint nga yung simbahan, i guess naisali din sa maintenance ang renovation ng altar hehehe

Barangay San Vicente, San Fernando City – The La Union Media Gun Club, Philippine National Police, sports-shooting enthusiasts and members of Starshooter’s Firing Range recollected on July 15, 2010 to establish camaraderie among mediamen, police authorities, and responsible gun owners in the province. The event was culminated with the induction of officers of the La Union Media Gun club by PNP Chief Supt. Orlando Mabutas.

The event brought about activities such as seminar on gun safety, counter-intelligence and crime prevention. There were also firing demonstration or practice shooting, interaction opportunities in relation to combating media slays in the country, responsible gun ownership, among others. A boodle-fight where all participants traditionally eat together with their bare hands or “kamayan” on food placed on banana leaf was enjoyed by the participants. Boodle-fight is traditionally done by the military and police or people on significant activities wherein they eat together as a sign of fellowship.

The incoming PNP directors supported the activity and looks forward that more related activity will be done on a regular basis to enhance firing skills and discipline. Rico Valdes President of La Union Media Gun Club said, “Para naman meron tayong konting alam kung papano natin idepensa an gating sarili sa mga media assassin… of course gagawin nating sports ito.” Valdes mentioned that a target-shooting shall be organized in the future advocating it as a sport and he also encouraged others who are interested to join.

The election of La Union PNP Press Core also followed. La Union has not reported any media killings to date but mediamen are aware that threats are always part of their work and the PNP are in the look as partners for the safety as the Aquino Administration directed key agencies to resolve cases related to media slays in the country.
Sec. of Justice Leila Delima had recently pushed for a body to investigate cases related to media killings while the PNP and other agencies earlier worked for Task-force Usig and similar cause

The event was made special because the province had recently welcomed its news PNP leaders: the new La Union Police Provincial Director Police Senior Supt. Ramon Puruganan and new Regional Director Police Chief Supt. Orlando Mabutas. Members of the media have high hopes on the new leadership as they verbalized high praises on outgoing PNP officials including Police Chief Supt. Noli Talinyo who was distinguished by the local government leaders especially Cong. Victor C. Ortega on his leadership in maintaing peace and order in the province.

Urayong, Bauang – The Regional Rehabilitation for Youth Center have expressed its need to add additional security guards in the center and enhancing the security system of the said establishment in order for the youth who are undergoing rehabilitation in the said facility will not escape or violate policies. The said facility house children and or teenagers who have been involved in criminal activities in which authorities require them to undergo series of rehabilitation in order for them to live normal lives in the future.

The plans on enhancing the security measures are also in response to the previous reports of escapes by some but were safely returned in the facility. The authorities have learned that the youth who escaped were allegedly home-sick and missed their parents. Hence, the administrators of the facility reminded parents that they should continuously support their children in order for the rehabilitation to be more effective and they are also looking into improving the existing programs.

Parents are assured that their children in the facility should not worry as the center is doing all it can to provide security for their children.

San Fernando City- Authorities of La Union’s capital city is moving with its campaign to trim and eradicate ambulant vendors on the streets and sidewalk vendors which is seen as another solution to lessen the traffic problems downtown. The city government signed an ordinance and directed the Philippine National Police under the leadership of City Police Supt. Pedro Ubaldo and city authorities to implement the said ordinance along with “Baklas sign Board” which covers sign boards and similar signage that could interfere with vehicle’s traffic the flow of people passing on sidewalks.

Authorities are doing this move to provide welfare for legitimate vendors who are paying appropriate dues for doing business in the city. More so, it will also provide for added road safety for motorists and the riding public. Meanwhile, authorities have also informed displaced vendors that they can still do business provided that they will secure permits to operate in proper business areas set for them including the San Fernando City Market. The city has also several projects for vendors, especially small-scale businesses such as the night market, “Rimat ti Amianan” and other trade fairs. The city officials under the leadership of Mayor Pablo C. Ortega have vowed to continue such activities to stimulate economic activity.

It has been noted that sidewalk vendors formerly located beside the Marcos Building have been relocated to provide parking spaces for official vehicles including the ambulance of the city health and as a result, it lessened congestion in the area especially during rush hours. Such measure is seen to provide better mobilization and emergency response because the area is where the Bureau of Fire and Protection, City Police Department, City health and City Hall are strategically located.

I think another solution to lessen the traffic in the city, though may be expensive, are the construction of Footbridges along congested areas like BHC, DMMMSU, Lorma and SLC. mag-synchronice each other din yung traffic lights sa bandang greenwich at centerpoint sa traffic lights sa main intersection. Ang sikip din ng kalsada sa divertion road, wala man lang shoulder. napakadelikado.

kaunti lang ang nagbebenta niyan sa amin sa San fernando, bale sa Naguilian talaga nabibili iyan. Ewan ko nalangkung meron sa supermarkets, pero parang wala hehehe. Sa Palengke lang meron siguro.

pero di ko lang sure kung lahat ng ampuklaw eh me kuryente.narinig ko kasi nakakonekta daw yung iba don sa nuclear power plant sa bataan (na wala na ata ngayon) para yun ang mgadadala ng kuryente sa kamaynilaan.sa panahon ata ni marcos ginawa yon.hehe.pero yung iba naman ata gumagana. :D:D:D ang yaman ng meralco.

Yung color coding sa mga tricycles sa La Union is to distinguish yung Town na origin nito. Halimbawa, pag white tricycle, from San Fernando siya. Bag Blue, maybe sa Bauang or Agoo. Pag pink naman, sa Balaoan iyon.^^^^^^:)

I heard a lot about Puerto San Juan. I did not realize how extensive the complex is... and how the different amenities have improved over the years. It will definitely be one of our must visit places for our family vacation!!!

hopefully you could visit again this resort. I haven't visited this resort already for around 11 years. i was stunned by the changes in the resort.

May ipapatayong condominium noon sa san juan but i don't know if it is in Puerto de San Juan, pero hindi ata natuloy.

i can see that the different colors represent a certain town/city, but can you take a white trike to a blue area without any ramifications? just wondering.

there was an ordinance before that tricycles in any of the towns in La Union cannot go to other towns, but i guess that ordinance was immediately changed, and now tricycles from any of the towns can be allowed to go to other towns as long as these woudn't hire passengers if these are in another town.

Fun Run 2010 with the theme: “Run for Health, Run to Help” is a project proposed by the Ilocos Training and Regional Medical Center (ITRMC) sponsored by no less than the Department of Health (DOH) together with the San Juan municipality. The event happened just this morning, July 17, 2010 @ 6:00 am categorized by 1km, 3km, 5km-runs. The starting line was located at La Union College of Nursing Arts and Sciences (LUCNAS) and the 5km-run finished at the San Juan Municipal Hall.

Most of the participants came from the ITRMC group. Some participants came from the Lorma Medical Group, City Health Office (CHO) and others from different schools like Don Mariano Marcos Memorial State University (DMMMSU) and La Union College of Nursing Arts and Sciences (LUCNAS). The Philippine National Police (PNP) from San Fernando and San Juan departments also extended their cooperation by joining the Fun Run.

After the run, a short program was held for thanksgiving and awarding of winners. Snacks were also given to all the participants. The winners for the 5km-run came from the PNP group and received cash as their prize. Meanwhile, all other participants received a t-shirt, and a certificate for joining this project.

Sa Cagayan bawal ang intertowns sa trike. Huhulihin ka sa highway except if you are using it for private use. Pag intertowns mag-jeep, bus or van ka na lang mas safe ka pa. :)

Kahit 100million+ na ang income ng Bauang at Agoo, wala parin silang plans or moves for citihood. pinaparami muna nila yung population and business establishments bago sila mag-plan for citihood, though ang Agoo is qualified to be a city na.

lahat ng cities ay municipalities, parang yung Ottawa sa Ontario, Canada. Yung Ottawa-Gattineau Metropolitan area, kahit city siya, is considered the 4th largest municipality sa Canada. Pero pag kabaliktaran (all cities are municipalities), false na iyon.

Every municipality where the archdicese or a cathedral is located were worthy to be called cities while a municipality with only a parish church would only be called a township. All the rest would be called a village meaning no local parish church around. :)

Pag naging City ka kasi, mas malaki yata ang IRA, as a result, lalo pang uunlad ang lugar, bukod sa mas lalong magiging attractive eto sa mga investors na gustong magnegosyo. Pag yumaman ang city, mas lalong gaganda ang public services sa mga tao, gaya ng pagpapatayo ng public hospitals at iba pang programs gaya sa education at infrastructures. Lalaki din ang pundo para sa pagpapaganda ng lugar para naman sa tourism.:):) Yun nga lang may mga disadvantages pa rin.:)

usually naman ang Jollibee hindi basta basta ang location niya. Ang mga location ng Jollibee ay napaka-strategic. Nilolocate nila yung Jollibee sa mga lugar na dynamic ang economy

Hopefully sa bauang ma-revive uli yung Citihood dream niya noong early 2000s. medyo nag-lie low kasi nung nag-iba yung mayor, pero hopefully umunlad uli ang bauang. Yung dating mayor noong 1998 - 2007 yung mayor uli ng Bauang. marami ngayong pinapatayo na commercial buildings doon. nandoon din ang Bauang Power Plant Corporation, and PLDT, mga kabi-kabillaang beach resorts, at booming din ngayon ang town proper. Sana magka-Jollibee uli doon. Plano din na i-rennovate yung Auditorium. Sana matuloy ngayong bumalik na yung dating Mayor

Not necessarily. A town must earn/meet the minimum requirements of being a city to become a city, to be fair with existing cities. Agawan kasi nanaman iyan sa IRA, though Jollibee, as we know is a big help to the economy of a town or province

Yup. For 150 years until they transferred the Archdiocese to Vigan somtime in the late 1750's because the river was eating up most of the town. It was a city of 25,000 people with three parishes and the St. Dominic Cathedral as the seat of the diocese. It was the original seat of the Archdiocese of Nueva Segovia, which had the overall supervision over all parishes in north luzon during the time, hence the place was then called Ciudad de Nueva Segovia which was created under a decree by the Spanish king thru the reccomendations of the catholic hierchy:cheers:.

Hehe... sa Isabela, the towns of Ilagan and Roxas have a jollibee each.
Solano in Nueva Viscaya, may Jollibee, Mcdonalds, Mang Inasal, greenwhich at Savemore... pero up to now hindi pa abot ang income requirement...:)... So i dont think yan ang basis or may correlation sa pagiging city:)..hehe...

yan ang common na problema sa karamihan ng ciudad sa atin. ang sagot ng mga utility companies ay masyado raw mahal ang underground wiring. maski gustuhin ng PLDT mag-underground, kaya ba ng ibang utility (local power, tv cable) companies? mas practical at mura sa iba ang overhead (spaghetti) wiring sa ngayon.
anyway, the eastern side of san fernando's quezon avenue (mcarthur highway) has underground wiring system.

Color coding of the public transport is a novel idea - what brought about this scheme?

When i was in the Philippines, I asked the same thing why every town's tricycles has different colors. What I was told is that with that scheme it is easier for the police, local goverment and the public to identify where the tricycle is from. For example, if the driver of the tricycle got in an accident while driving in another town, it will be easier for the police/authority kung saan bayan siya nakatira.

Ganun din daw pag ginamit yung tricycle sa krimen sa ibang lugar.

yan ang common na problema sa karamihan ng ciudad sa atin. ang sagot ng mga utility companies ay masyado raw mahal ang underground wiring. maski gustuhin ng PLDT mag-underground, kaya ba ng ibang utility (local power, tv cable) companies? mas practical at mura sa iba ang overhead (spaghetti) wiring sa ngayon.
anyway, the eastern side of san fernando's quezon avenue (mcarthur highway) has underground wiring system.

i heard from the tv, but i can't remember if it's from Meralco's statement. Ang cost daw ng paglalagay ng mga kable ng kuryente underground ay aabot ng P400 per kilometer. So siguro halimbawa sa LUECO naman, aabot din ng ganun siguro ang gastusin pag ilalagay underground ang mga kable ng kuryente hehehe

Nagpintasen ti Jollibee plaza karen-renovate da lang di naminsan nga bulan. Isaruno da met kuma ditoy Jollibee 2 hehehe. Yung greenwich naman nalugi, kaya yung 1st floor nalang ang ino-occupy nila. mas masarap naman kasi ang pizza ng pizza hut hehehe

Adda ngem first reading pay lang. 2004 pa yun. Napunno't tapok itan. Anyway during that time it was still not qualified to become a city as to income requirement but the local officials wanted to go the Vigan way, that it be recognized as a city because of its historical significance. But the town is now first class and has achieved the 100 million peso mark to become qualified based on area and income requirement as stated in the Local Gov't Code as amended. Nia met madamag idiay IDO sir oanari?

ang alam ko sa Vigan kaya din na-qualify ay dahil sa income din nito na 100M+ bago naging city. parang sinuportahan nalang ng Queen of Spain ang citihood ng Vigan

First of all, in my personal opinion, Canada is the most envied country in the whole world, even the US is trying to copy Canada's economic srategies and health care programs. No wonder it is a G8 country, and Ottawa is one of the most high-tech cities in the world.

a Canadian dollar i think has a value in Phil. Peso at P43, so you will have roughly P2 billion pesos.

You like going outdoors, and People of La Union do like going outdoors. People of La Union always want to go out of their homes to travel and explore. I think you could establish a resort at Poro Point. You can also What i know is that businesses in Poro Point have incentives especially on tax subsidies. You could also build a resort near our Botanical Garden, on the hilly part of our city.

Fishing business is not a problem. There are many rivers here in our province. You could establish a wide fishpond and establish a fish processing plant. Fishing is one of the largest employers in La Union.

There are many hospitals in San Fernando, so maybe you could establish one at every town outside San fernando. Maybe you could provide the most modern facilities so that people from the north won't need to go to Manila to avail of the best healthcare services.

With regards to anti-red tape, La Union has just been awarded last year as the Model Province of the Ilocos Region for anti-red tape (anti-corruption). Progress is felt best especially at San Fernando. San Fernando is one of the most competitive and most livable cities in the Philippines. San Fernando is also a major investment hub. San Fernando and La Union is reachable through air, sea and land. An international airport has just recently opened, more roads are being constructed, and the Poro Point is on its upgrade to cater larger cargo vessels.

San fernando is the Seat of the Ilocos Region, with the cities of Laoag and Vigan at the North, Baguio at the East, Dagupan, Urdaneta, Tarlac and Manila at the south. many would flock to san fernando, making it perfect for businesses.

With regards to establishing a business in La Union, especially in San fernando, here are the thigs to consider:

Buying a Property (Land) - expensive
Electricity - La Union's electricity rates are one of the lowest in the Country
Water supply - ample
Application for permit - it takes a week up to 2 months, depending on the extent of the business

Five of the country’s ports have recorded significant increases in cargo traffic for the first quarter of 2010.

The Philippine Ports Authority (PPA) said the port of Iloilo registered the highest increase in cargo volume of 135 percent in the first quarter followed by Puerto Princesa (83.7%), Iligan (83.4%), San Fernando (61.1%) and Dapitan (56.3%).

PPA attributed the significant growth to the increasing shipment of corn, cement, grains, coconut oil, flour, chemicals, general cargoes and export products such as coal, mineral fuels, limestone and coco oil.

The total cargo throughput for the first quarter of the year rose by 22.7 percent to 39.5 million metric tons (MMT) from 32.2 million metric tons in 2009.

Of the total cargo traffic, government ports handled 17.7 MMT, with MICT and South Harbor combined (6.16 MMT) and other ports (11.6 MMT).

PPA, however, noted a decline in cargo traffic in the ports of Cotabato (-16.7%), Nasipit (-16.1%), South Harbor (-13.7%, General Santos (-3.9%) and Batangas (-2.1%).

San Fernando City, La Union (19 July) -- As of 9:45 am, July 16, the United States. Ambassador to the Philippines His Excellency Ambassador Harry P. Thomas Jr. arrived at the San Fernando City for the Groundbreaking Ceremony of the United States Agency for International Development (USAID) Sewerage and Septage Management Project in Barangay Mameltac, this city.

Congressman Victor Francisco C. Ortega, City Mayor Pablo Ortega, Vice-Mayor Hermenegildo "Dong" Gualberto, former City Mayor Mary Jane Ortega, outgoing Rotary President Mr. Roderick So and incoming President Harvey Tan, Department of Environment and Natural Resources Director Samuel Peñafiel welcomed the US dignitary and party.

With the United States envoy are Rick Nelson – Public Affairs Officer, Pete Broadbent – Control Officer and Roger Carlson – USAID, Acting Director.

The USAID – Rotary San Fernando City Sewerage and Septage Management Project is a USAID-Rotary International H2O Collaboration Project that aims to address the sanitation problem in this lone city of the province.

This issue is a big health risk challenge for San Fernando the fact that drinking water wells which underwent samplings showed widespread contamination that threatens a huge area with water-borne bacteria.

Though many of the residents would want to dislodge their septic tanks, the high cost of the service which is one of the highest in the country hinders them.

Project cost amounts to about P25.46 million, with a shared breakdown of P5 million from Rotary International, P0.46 million from USAID, and a counterpart of a concrete road, lot with an area of 1.2 hectares and fencing amounting to P20 million from the City of San Fernando.

Congressman Ortega said in his speech that this is "another milestone for the city of San Fernando" and to show his full support to the project, he pledged to give P2million of his countryside development fund (CDF) provided the said fund won’t be sliced in the House of Congress.

He urged the people to support all projects that concern the environment, for the city to be a citizen and environment-friendly city.

Ambassador Thomas made a stress in his speech that "an investment of a clean water and sanitation is an investment to the economy, and USAID is a proud partner in protecting health, the environment and the citizens of this country."

After the program proper, Thomas spearheaded the groundbreaking and laying of the time capsule together with Cong. Ortega, Mayor Ortega, Mr. Roderick So and all the local officials and Rotarians present.

In an ambush interview, Thomas said that the US Government can assess the Philippines as a country that is striving to uplift the economy and strategically a nice place for innovation.

When asked on other projects that the Americans can offer, he said that there are a lot of programs and projects which can be offered to the Philippines.

On the issues re: extra judicial killings, Thomas answered, "not one country can be considered perfect not even my country is perfect but we are doing everything we can to find solutions to all kinds of problems. (PIA-RO1/LU)

Thomas Jr. visited this province over the weekend to lead the groundbreaking ceremony for the construction of the septic treatment plant project in Barangay Mameltac, San Fernando City.

Thomas cited the initiative of former City Mayor Mary Jane Ortega in spearheading the conservation of safe water and proper sanitation.

He said that having clean water and sanitation are excellent investments for the economic development of the city.

He assured that the US through its USAID Rotary International Partnership Program will continuously support the project.

It was learned that the septic treatment plant project, which will be constructed near the engineered sanitary landfill here, will convert waste water into safe water for plants.
