I like this idea of converting mud silt (Burak) into vermicast or organic fertilizer. This means millions of cubic meters of Fertilizer. "Pera sa Burak at Water Lilies". :banana:

Technology in Processing Freshwater Mud Silt

MANILA — A country-based manufacturing entity could just have the solution to the flooding problem surrounding Asiaâ??s second largest freshwater basin. They are eyeing the extraction of mud silt (burak) from Asiaâ??s second largest freshwater basin for processing into fertilizer, which in turn would be commercially sold.

In an agreement signed by the Department of Environment and Natural Resources (DENR), the Laguna Lake Development Authority (LLDA), the National Commission on Urban Pest Control NCUPC), and the Mapecon Green Charcoal Philippines Inc. (MGCPI), mud silt would be extracted from parts of the Laguna de Bay and processed to become fertilizers.

Blaming mud silt

Mud silt, locally known as â??burakâ?, has earned the blame as to why most of the localities surrounding Laguna de Bay has remained under water. It is also named as culprit as to why the 949 square kilometer freshwater basin has suffered from siltation, which has caused lake water to swell into the surrounding dry land around the basin during the onslaught of tropical storm Ondoy. Information gathered from the web said that the Laguna de Bayâ??s depth shrunk to just an average of 2.5 meters from 12-meters because of heavy siltation.

The lake agency, in its portal, said that informal settlers around the Laguna de Bay have literally encroached on the lake itself, causing the basin the â??shrinkâ?, even as people living at the lakeshore parcels get to be blamed for the 70 percent of the garbage found in the lake. National politicians however have the sprawling fishpens to blame, while the Department of Environment and Natural Resources (DENR) said that the lake agency tasked to preserve, protect and promote sustainable development in the Laguna de Bay region, is the biggest problem hounding the freshwater basin.

Getting this done

On top of â??burakâ?, Mapecon likewise expressed interest in doing the same to the water lilies, which covers a significant portion of the lake. Under the agreement, the water lilies and mud in Laguna Lake as well as farm wastes are to be converted into fertilizers for commercial use and distribution.

Initiated by Gonzalo Catan Jr., executive vice president of MGCPI who, through research, discovered that lake mud, estimated to be some seven meters in depth, is a cheap source of vermicast fertilizer now widely used by farmers.

With the money-making agreement, forest folk no longer need to carry huge loads of farm wastes to charcoal-making sites as they will just deliver them to the designated Mapecon recycling centers where it would be processed to produce cheap, safe environment-friendly green charcoal fuel through the patented process. Green Technology utilizes Toyota 4K engine converted to run on 100-percent bio-fuel.

Hitting two birds with one stone

Gathering mud from the lakes will eliminate the filthy smell that plagues the lakeshore residents. It would also help restore the lake depth and help subside floodwater in the region. In Rizal province alone, all nine lakeshore towns remain under floodwater as the water level at the lake appears stalled at its high level.

LLDA said that the project would help improve the quality of the Laguna de Bay even as they claimed that seasonal foul smell would also be minimized. Laguna de Bay is the largest lake in the Philippines and the second largest freshwater lake in Southeast Asia. GP

wla na tayong magagawa kasi wlang ROW para gumawa ng isa pang lane... pero kung tutuusin malala talaga ang traffic sa Santa Rosa eh..

dapat ung Greenfield / Eton City Interchange ay merong isang access road papuntang Town Proper para magkaroon ng shortcut o another access to the Town Proper.. kasi kung iisip ka ng daan patungo ng Complex..

Nasa CABUYAO rin ang Light Industry and Science Park of the Philippines I,II,III na kinatatampukan ng mga pabrika, warehouses, manufacturing plants, etc.

At sa CABUYAO rin ang warehouse ng SMARTMATIC TIM, ang gumawa ng mga PCOS machines na gagamitin sa May 10, 2010 elections.:)

As of 2007 or 2008 po ba yung data niyo? Sana i-update mo po yung sa wikipedia (yung top 10 richest municipality) kung 2008 na yung data. :) Kasi city na ang Binan at Dasma.

MANILA, Philippines - Movie actor Jeorge "ER" Estregan Jr. has joined the ranks of winning celebrity politicians in the May 10 elections.

Estregan, Emilio Ejercito in real life, was proclaimed Thursday as governor of Laguna province.

The actor, who played villain roles in several action movies, won over gubernatorial candidate Dennis Lazaro.

From the provincial capitol, Estregan went straight to the Ejercitos' ancestral house in Pagsanjan town and celebrated with his supporters and local political allies.

Estregan's first lady, Maita, also was as mayor of Pagsanjan town.

Meanwhile, the provincial board of canvassers also proclaimed Caesar Perez as Laguna's vice-governor. He toppled Estregan's runningmate in the race.

Also proclaimed was Timmy Chipeco as representative of Laguna.

Hi! @daily commuter, I am orig Liliwenos, sa bundok ako lumaki, halos isang lahi lang naman ang Nagacarlan at Liliw, pero abroad ako ngayon and my plan is to stay in Liliw after abroad.

We have tree planting activities this coming june sa bundok and to present solutions to flash flooding problem of our town. Imagine how highland towns suffered similar fate of lowland, and seems the worst is yet to come, God forbids. So we have to help in our own little ways.

As far as the idea of rehabilitation of Pagsanjan-Manila Railway, that is one of the best thing to happen in the third district. Even just an ordinary coaches will means a lot for this towns.

Smart Growth Concept of urban development is the in things now in the west. Like the U.S. for example they suffered so much with urban sprawl development, that why they consume so much gasoline. One of the approach in Smart Growth is to rehabilitate existing railways and concentrate development along this route.

Imagine even if your are working in Manila with Train to commute from Pagsanjan will have just less than an hour travel time. Hoping that the economy can sustain a bullet train in the future with heavy traffic in Manila will be more practical to live in Laguna.

If this project will push thru believe me, you will have ease in relocating squatters like those in Bayan ni Juan in Calauan, with this available transport it is like we are giving squatter a paradise and will have their means of livelihood even in Metro Manila where most of them works as guards, janitors, etc.

Of course the high end development will come along and even create like Monte Carlo type of development along Caliraya.

The third district is one of those left behind by progress of nearby town along Manila. But we cannot sacrifice water shed, however, pocket development of modern neighborhood could be achieved with proper Urban Planning approach.

This Train Route is the answer to that. This will create boom towns in the third district and will solve the the terrible traffic in Los Banos-Calamba as you said.

May new route ang JAM TRANSIT: LRT/BUENDIA - PULO CABUYAO; at CUBAO/KAMIAS - PULO CABUYAO and vice versa. Ang terminal nila sa Cabuyao ay sa tabi ng Barangay Hall ng Pulo along National Highway.

@dessertfox, kabayan ganda talaga ng bayan pag may tren kaya nga isa sa mga topic lagi sa PNR thread natin dito sa SSC ay buhayin ng PNR ang mga lumang riles. Environment-friendly na, less traffic jam pa. Isa sa mga aktibidades ng PNR ngayon ay buhayin (not yet sure) ang Carmona branch line. Sana pati nga yang Pagsanjan branch line kasi siya ang tulong sa mga 3rd-4th district ng Laguna.

Hi Bergens@, long time, kailan ang uwi mo. Tungkol sa Eco-Tourism Project kun meron man mas OK pa sa akin yon kaysa sa Vegetable farming, malaki kasi ang perwisyo nang farming sa Banahaw. Una ay ang sistema like using pesticide, total clearing and not so profitable venture, gaya ko huminto ako sa Kamatis kasi halos breakeven lang palagi. Noong araw ay marami pa sa ating limatik, labuyo, musang, paniki at meron pa ngang unggoy at napakaraming ibon at mga lawin, marami pang iba. Halos nawala nang lahat yon dahil sa pag-kakamatis at gulay, pati yong mga beneficial insect ay nawala na rin at ang natira at ang peste like whitefly na sumira sa niyugan at lansonez.

Sa Eco-Tourism say isang Bed & Breakfast sa ilalim nang mga fruit trees like duhat, santol, hunggo, mabolo at yong medyo mababa gaya nang Cacao, rambutan, kape ay hindi hamak na mas mabuti pa kaysa sa gitna nang gulayan. Anyway, kahit sa ilalim naman nang mga puno ay tumutubo ang ibang gulay sa tamang inter-cropping. Mas malaki pa ang kikitain nang magsasaka sa ganoong paraan.

Sa Eco-Tourism ay ang nature at scenery lang naman ang habol doon, kasi may limitation ang implementation nito gaya sa Australia na mas pinadami pa nila ang mga puno para lalong maging-totoong gubat. Hindi pa nga ako sangayon sa niyugan kasi mahina lang ang niyog sa baha at laging bagsak ang presyo nang niyog, at nauuna pa yong mang-eegoy sa bunga. School Batch Project lang namin yon, kung gusto mong sumama most welcome ka. Camping/Tree Planting yon tree days sa bundok kaya medyo madugo parang nice people muna tayo:) Accessible naman ang lugar sementado na kasi ang kalye hangang bundok. you got a point there. sana the authorities remain true on that..i still believe that they must prioritize farmer's education and the gradual elimination of vegetable farming in the mountain and provide alternative farming land to the magkakamatis and maggugulay.

Wala tayong team sa ngayon, neutral tayo, kasi hindi pa naman ako rehistrado sa Liliw. Next election sakali, marahil tatakbo muli si JP.

Sabi ni utol balak nang ituloy yong project nang JICA na Cable Car Network sa Istampa, for goods ang tourist, yon marahil ang sinasabi mong part nang eco-tourism.

Sana masama sa linya nang mga Cable Car yong lugar namin see below. Yan yung unang burol. Refreshing ang view di ba, I enjoy it especially at night with the islands of lights you will see among Laguna towns.

(so if you happen to visit it and saw the antique pics and know the one who posted them, you will now have a face to go with my name :banana: ) one of the hot topics under the discussion board is "Suggestion to the Elected Liliw Officials", where the daughter of JP leads the tally on the number of posts. and quality ones too.

i just learned that they have pig farms near Liliw Resort (Liliw River) and of course, the waste product are being dumped to the river...damn shit! may kinabukasan pa kaya ang liliw?

Baka na post na yong study ko sa "How to save Liliw River and Mamalin Creek". Kasama doon ang solusyon sa pag-baha sa Mamalin. Isang Polistico kasi ang nag-publish noon sa website. Kasama doon yong suggestion ko to provide septic-vault, at kung malakihan ay dapat mini-treatment plant. also to collect waste for bio-gas. Maganda yong ginawa ni JP doon sa project niyang kalye sa may Blue Lagoon, hindi niya pinayagan ang mga piggery para hind masalaula ang Maimpis River. Meron pa akong mga livelihood projects na gamit ay renewable materials like Ting-Ting, Bamboo, Bao for Architectural Finishing. Sa Tree Planting we are planning to open this up with local barangay council, with video presentation.

Central Bank OK’s €272-M loan for Laguna de Bay rehab:banana:

THE BANGKO Sentral ng Pilipinas (BSP) has formally approved a €272.394-million loan of the government to fund the rehabilitation of Laguna de Bay over the next two years.

BSP deputy governor Diwa C. Guinigundo told reporters on Friday last week the approved loan will help finance the Laguna Lake Rehabilitation Project, which involves dredging the bottom of a heavily silted channel that drains the lake in order to improve water quality and flood mitigation.

A BSP document showed the project aims "to improve the ecological and environmental quality of Laguna Lake in order to restore its life support system, to provide impetus to the socioeconomic development of the region, and to improve Laguna Lake’s capacity as a catch basin to reduce flooding in the adjacent towns and cities."

The loan, which will be extended by Fortis Bank of Belgium to the Department of Environment and Natural Resources, will mature in 12-and-a-half years, with a grace period of two-and-a-half years. The loan imposes a penalty for late availment at 0.75% a year on the undrawn amount.

The project will involve the dredging of the entire eight-kilometer stretch of the Napindan Channel of an estimated 9.84 million cubic meters of silt. The project also includes the reclamation of five lakeshore areas for wastewater treatment facilities; establishment of four sewerage treatment plants; and development of a ferry system.

The rehabilitation is slated to start this year and end in 2012. The project is in line with Executive Order 815, issued in July 2009, which sought to improve the lake’s ecological condition. -- JBFS

Euro loan for lake’s upkeep cleared

Bangko Sentral has cleared a P16.5 billion loan from the Fortis Bank of Belgium for the redevelopment of the Laguna de Bai.

Bangko Sentral deputy governor Diwa Guinigundo said the loan, denominated in Japanese for an equivalent of 272.394 million euros, will be used for a project by the Environment Department to improve the ecological balance in the country’s largest lake.

Bangko Sentral documents showed that fund will provide impetus for socio-economic development and improve the lake’s capacity as a catch basin to reduce flooding in surrounding localities.

In October 2009, the board of the National Economic and Development Authority approved a P18.5 billion budget to cover activities on irrigation, fish production, energy, recreation, transport and water supply.

More than 8 million people live in the Laguna de Bay region. The 94,900-hectare freshwater lake has a 285-kilometer shoreline embracing towns and cities in Metro Manila and the provinces of Laguna and Rizal.

Over the weekend, I was informed by a cousin, also a relative of Jose Rizal, that the Alberto house in Biñan will most probably end up in a seaside resort in Bagac, Bataan. She was quite baffled by that unconfirmed report because she had not heard about the Bagac project, and worst of all, she had never been to the Alberto house in Biñan.The Bagac project, “Las Casas Filipinas de Acuzar” is Mr. Jerry Acuzar’s (of San Jose Builders fame) “Royal City” on a 400-hectare preserve on the shores of the South China Sea. Marketed as the “new Spanish colonial village,” it is a rather obsessive accumulation of vintage structures, mostly residential, some historically significant, harvested from Cagayan up north, La Union, Pampanga, Nueva Ecija, Bulacan, Laguna; among the latest acquisitions are houses from Quiapo and Binondo.These architectural legacies are lovingly assembled, plank by plank, with 50 to 60 percent accuracy, according to resident artist Jose Puig Ceriola. Grouping vintage structures into “villages” is not a new idea and Mr. Acuzar probably visited a lot of these delightful tourist destinations in his journeys abroad. At best, the “Las Casas Filipinas de Acuzar” could be justified as a last-ditch effort to salvage heritage.However, when it concerns Alberto house in Biñan where Teodora Alonso and Jose Rizal once lived, though at different periods, I cannot help but feel a personal loss. Since Mr. Acuzar has successfully accumulated capital to finance his whims and dreams, why can’t he restore the Alberto house “in situ?” He would be doing Binan a great favor.By restoring and conserving a landmark house right where it was originally built, at the corner of the plaza, in front of the church, Mr. Acuzar would, in fact, could bring to life a forgotten page of this nation’s history.Evidently, he is clever enough to give the heritage house adaptive re-use so it can be a self-sustaining endeavor, if not a very profitable one. That may even raise the value of real estate in the area, attract more tourists and create livelihood in corollary sectors, thus making a positive impact on the community.I do hope Mr. Jerry Acuzar makes a paradigm shift to the authentic side of heritage conservation. It is more cheaper to renovate than to relocate and the significance will be more for the renovated authentic ancestral house rather than relocating it somewhere. Thanks that there's effort to prevent further demolition of historical houses. The owner could be lured into money matter with the increased value of the land and for the amount of those antiques.


Laguna town prevents demolition of Rizal mom’s home

SAN PEDRO, Laguna, Philippines—The city government of Biñan in Laguna on Wednesday stopped the demolition of the 200-year-old ancestral home of the family of Teodora Alonso, mother of national hero Jose Rizal, and announced plans to acquire the property so as not to lose the city’s cultural heritage to a resort in Bataan.

The two-story house, with a floor-area of about 600 square meters, was built in the 1800s in the heart of the city opposite what is now the Biñan city hall.

The house, locally known as the Alberto Mansion, was owned by the family of Jose Alberto Alonso, the father of Teodora.

According to the local group United Artists for Cultural Conservation and Development, the current property owner Gerardo Alberto, had closed a deal to sell off the house to Las Casas Filipinas de Acuzar, a heritage resort, in Bagac, Bataan.

It said about 20 percent of the house’s interior was already “demolished” as of this week.

“All the antique furniture were already taken out. The ceiling was also already taken off,” said Rosauro Sta. Maria, the group’s president and executive director, whose honorary chairman is also Biñan Mayor Marlyn Alonte-Naguiat.

Sta. Maria said the demolition was being carried out despite the non-issuance of a demolition permit by the city government to the property owner.

“We fully understand the plight of the Albertos—how costly it is to maintain such an old house and maybe that was why they were forced to sell it,” said Sta. Maria.

But Sta. Maria appealed to the Albertos not to take the valuable piece of heritage out of Biñan as losing it means losing the identity of the city.

“Understanding the present, means knowing the glorious past,” he said, adding that little is known about Biñan being a part of the history.

He said both Rizal’s parents, Franciso Mercado and Toedora, were natives of Biñan. The hero himself spent years in Biñan while he was in grade school.

“I asked our city engineering office to order a halt to the demolition. We have not issued them a permit for the demolition,” said Vice Mayor Arman Dimaguila in a phone interview.

He said the city council in a hearing on Thursday will discuss the mechanics of acquiring the house, which the city government could renovate to house a proposed Binan cultural affairs office.

The house was priced between P500,000 and P1 million.

“Our call is for the Albertos to heed the proposal of the city government of Biñan. If that won’t do, we are appealing to Jerry Acuzar, owner of the heritage resort, to instead donate the house to Biñan City and we will forever be indebted to him,” Sta Maria said.

Bryan Jason Borja, artistic director of the United Artists for Cultural Conservation and Development, said they were organizing a cultural protest and were inviting artists and cultural workers to join their campaign against the demolition of the heritage home.

Hindi naman masama ang ginagawang restoration/relocation ni Jerry Acuzar, kaya lang dapat sensitive siya sa mga binibili niyang ancestral houses. Kasi lalabas niyan ay taking advantage of the historical value. Nangyayari kasi talagang ang hinahanap niya ay yong may pangalan hindi na yong for the sake of restoration nang kahit na kaninong lumang bahay.

SM Prime forms REIT vehicle to raise $500 million

MANILA, Philippines - Shopping mall giant SM Prime Holdings Inc. approved yesterday the creation of a real estate investment trust (REIT) unit ahead of a plan to raise up to $500 million from a property trust listing on the Philippine Stock Exchange.

The move comes on the heels of the release by the Securities and Exchange Commission of the draft implementing rules and regulations for the REIT Act, which was enacted into law in December 2009.

Hans Sy, president of SM Prime, said the planned REIT listing would unlock the values of the company’s assets, secure an additional source of capital and ultimately create value for its shareholders.

“We expect that a REIT with SM Prime assets would be a significant and beneficial vehicle for transforming our business model. It will potentially allow us to create a capital-efficient, asset-owning vehicle and acquisition platform to drive our growth and expansion while minimizing borrowing activities and related costs. With a REIT structure in place, we believe that SM Prime would be well-positioned to show the potential value of its assets, which have appreciated tremendously over the years, as a result of operational efficiency, proper maintenance, expansion and introduction of new features and concepts into our existing malls,” Sy said.

Jeffrey Lim, executive vice-president and chief finance officer of SM Prime, said the company is shopping for a financial adviser that will help package the REIT. The firm was originally looking at raising $300 million but noted it might upsize it to $500 million due to strong interest expressed by several parties.

SM Prime is in the process of studying various REIT structures and options available for inclusion of certain of its malls in a REIT as it continually explores various means of raising funds, including enhancing access to international equity investors through a REIT structure.

Lim said around 15 to 18 malls would be included in the asset pool, noting that these are already providing a regular stream of income to the company. He said these exclude the China malls.

He said proceeds from the REIT listing will be used to fund the company’s expansion program and pay down debt.

For 2010, SM Prime is slated to open four new malls — SM City Novaliches in Quezon City; SM City Tarlac; and SM City Calamba and SM Supercenter San Pablo, both in the province of Laguna. This would bring SM Prime’s total number of malls to 40 by the end of the year, of which 16 are located in Metro Manila and the others are spread out nationwide. The 40 malls will have an estimated combined gross floor area (GFA) of 4.8 million square meters.

The company will open this Friday its 37th mall — SM Tarlac, which has a gross leasable space of 60,000 to 70,000 sqm.

Aside from this, SM Prime is scheduled to open its fourth mall in China, SM Suzhou in the fourth quarter of the year. Located in the province of Jiangsu. SM Suzhou will have a GFA of approximately 70,000 sqm.

SM Prime is spending P12.1 billion this year of which P8 billion will go to its domestic expansion while P4 billion will be spent for its expansion in China.

The other two malls targeted for opening in China are in Chonggqing and Zibo which will add to the firm’s three existing malls – SM Xiamen, Jinjiang and Chengdu.

SM Prime is targeting to put up two malls each year in China to bring the total number of malls in the mainland to 10 by 2014 as it seeks to take its malls overseas public.


For next year, SM Prime will start building malls in Gen. Santos City, Commonwealth Avenue in Quezon City, Lanang (second mall in Davao City) and its second mall in Cebu to be located in La Consolacion, South Reclamation Project.

Lim said the company expects to add 300,000 sqm to SM Prime’s current gross leasable area of 4.5 million sqm this year and another 300,000 to 350,000 sqm next year.

While the company refused to say how much it was projecting to earn this year, Sy said he is “very bullish” about SM Prime’s prospects this year due to new mall openings and the expansion of its existing malls.

In the first quarter this year, SM Prime reported a 10 percent growth in consolidated net earnings to P1.9 billion from P1.7 billion while revenues rose 15 percent to P5.4 billion.

Rental fees still accounted for the largest share of SM Prime’s consolidated revenues, amounting to P4.6 billion, representing a 13 percent growth. Cinema ticket sales, on the other hand, went up 28 percent largely due to the sharp increase in IMAX receipts.

Operating expenses, meanwhile, increased 14 percent to P2.5 billion.

For sure tataas ranking niyo, Cabuyao na yata ang fastest growing municipality interms of population growth e. 9% yata growth rate nyo nung 2000-2007. Sure din na lalaki ang agwat ng population ng Sta. Maria at Cabuyao, diba halos 150 lang ang lamang ng Cabuyao sa Sta. Maria nung 2007 census.

Dito samin lahat yata ng urbanized na barangay binaha. Buong town proper (except simbahan) at yung mall dito umabot sa loob yung tubig baha. :D

When my redoutable Tio Zoilo Alberto was still alive, the sumptuous dinner parties he hosted in his ancestral home during Binan fiestas were like scenes from Rizal’s Noli and Fili.

It was always open house but the formal dining room, a glimpse away from the grand staircase, was reserved for local dignitaries, the cura parroco, police officials, the Biñan elite, long-lost relatives, and VIPs from Manila. Crisostomo Ibarra’s homecoming had a similar guest list.

While toasting and wishing each other well, they always debated animatedly, sometimes raucously, on palpitating controversies, usually political. I am certain that no one would have batted an eye lash had Jose Rizal himself suddenly made an appearance.

After all, he lived there as a young boy, when he was a student at a parochial school in Biñan, before he was sent to the Ateneo Municipal in Intramuros. His mother, Teodora Alonso, lived in that same house when she was still single. Apparently, she was a relative of the Albertos, but did not get along well with some in-laws, according to the family grapevine.

When Tio Zoilo passed on, it was as if the blazing lights in that house were quickly extinguished and deterioration crept in with adamantine certainty. The last time I was invited, there was a pulverulent glow from the dining room window and on the bare table cousin Gerry Alberto had spread out an old architectural plan of his historic ancestral home. What to do?

There was an architect from the National Historical Institute (Commission, once again) and a retired army officer turned contractor/builder. We were brainstorming about adaptive reuse which would jump start heritage tourism and revive traditional crafts needed for conservation of a cluster of heritage homes nearby. I hope those plans materialize before Biñan loses a physical reminder of a poignant chapter of its history. (gemma601@yahoo.com)

After eight days, the joint session on canvassing ends its committee session with Senator Benigno “Noynoy” Aquino III emerging as winner with 15,208,678 votes for the presidential race.

Former president Joseph Estrada lagged with 9, 487, 837.

Although unofficially proclaimed, Makati Mayor Jejomar Binay also have sealed his win with 14, 645, 574 votes, with over 700,000 vote lead over his closest rival, Senator Mar Roxas.

Aquino and Binay are expected to be proclaimed before the joint Congress on Wednesday.

House Speaker Prospero Nograles allayed fears that a proclamation might not push should there be lack of quorum.

“We think everybody is excited for this historic event. I don’t foresee any quorum problem,” Nograles told reporters after the canvassing ended past 4 pm.

Senate president Juan Ponce Enrile also called on his colleagues to “rise above ourselves.”

“Let’s respect the will of the people and follow the rule of law,” said Enrile.

Nograles explained the process for the proclamation would start with the submission of a report and somebody has to sponsor it. The call for a vote, via Ayes and Nays, will follow.

“After the voting, we will allow anybody who would want to make any manifestation,” said Nograles.

Enrile said they have yet to make a formal invitation to Aquino and Binay but call for their presence have been coursed through their lawyers and party-mates.

“They know the time, they know the day, they know the hour. We expect to have them,” said Enrile.

Nograles said a holding room will be prepared for the two.

After sealing his win in the vice presidential race, Makati Mayor Jejomar Binay has thanked Senator Francis “Chiz” Escudero and his supporters.

“My warm thanks to my friend and kumpare Sen. Chiz Escudero for his guidance and help,” Binay said in a statement after the Joint Congress sitting as National Bard of Canvassers finished the canvassing of votes for the 2010 elections.

Escudero’s endorsement apparently gave Binay the big lead in surveys in the latter part of the campaign.

At the same time, Binay thanked his ‘mentors,’ former president Cory Aquino, Fernando Poe Jr., and former president Joseph Estrada whom he said have “inspired [me] to serve our people.”

“I would like to thank my fellow Filipinos who gave their wholehearted support. Rest assured that I will do my best to reciprocate your trust,” he added.

Binay also expressed gratitude to his family, APO fraternity mates, mayors and local

officials, and his volunteers who carried out his campaign.

“I look forward to working with our next President. I believe bother President-elect Nynyo Aquino andI share the same aspiration of improving the lives of our people,” said Binay.

Cabuyao, Laguna - Matapos ang humigit-kumulang na tatlong taon ay may nakarating uli na airconditioned tren sa Laguna. Ang huli ay ang tren na papuntang Kabikulan noong Setyembre 2006.

Sakay ng Filtrack DMU 4 (DMR07+ITR04+DMR08) ang ilan sa matataas na opisyales ng Philippine National Railways (PNR) sa pangunguna ni General Manager Manuel Andal, upang mag-inspeksyon sa ginagawang San Cristobal Bridge na nasa boundary ng Cabuyao at Calamba sa Lalawigan ng Laguna.

Ilan sa mga residente na nakatira sa gilid ng riles ang nagulat sa pagdaan ng bagong tren. Ang iba naman ay nagimbal dahil sinira ng mga tauhan ng PNR ang mga bahay na nakaharang sa riles. May isang residente ang nagalit dahil hindi man lang daw nagpasabi na may darating na tren.

Ang San Cristobal bridge ay isa sa malalaking tulay ng PNR na nasira dahil sa Bagyong Milenyo noong 2006. Patuloy ang konstruksyon sa tulay upang ito ay magamit na uli para mapagsilbihan ang publiko sa pamamagitan ng mga tren na biyaheng Calamba at Bicol.

Kasama din sa biyahe kanina ang ilan sa miyembro ng Railways and Industrial Heritage Society of the Philippines (RIHSPI) sa pamumuno ng pangulo nito na si Alberto Nual, at mga magigiting na forumer ng Skyscrapercity na sina Happosai, Englehart, Mark922 at Batangriles_30 na nagsilbing external photographers para maidokumento ang unang biyahe ng DMU sa lalawigan ng Laguna.

Cabuyao, Laguna - Matapos ang humigit-kumulang na tatlong taon ay may nakarating uli na airconditioned tren sa Laguna. Ang huli ay ang tren na papuntang Kabikulan noong Setyembre 2006.

Sakay ng Filtrack DMU 4 (DMR07+ITR04+DMR08) ang ilan sa matataas na opisyales ng Philippine National Railways (PNR) sa pangunguna ni General Manager Manuel Andal, upang mag-inspeksyon sa ginagawang San Cristobal Bridge na nasa boundary ng Cabuyao at Calamba sa Lalawigan ng Laguna.

Ilan sa mga residente na nakatira sa gilid ng riles ang nagulat sa pagdaan ng bagong tren. Ang iba naman ay nagimbal dahil sinira ng mga tauhan ng PNR ang mga bahay na nakaharang sa riles. May isang residente ang nagalit dahil hindi man lang daw nagpasabi na may darating na tren.

Ang San Cristobal bridge ay isa sa malalaking tulay ng PNR na nasira dahil sa Bagyong Milenyo noong 2006. Patuloy ang konstruksyon sa tulay upang ito ay magamit na uli para mapagsilbihan ang publiko sa pamamagitan ng mga tren na biyaheng Calamba at Bicol.

Kasama din sa biyahe kanina ang ilan sa miyembro ng Railways and Industrial Heritage Society of the Philippines (RIHSPI) sa pamumuno ng pangulo nito na si Alberto Nual, at mga magigiting na forumer ng Skyscrapercity na sina Happosai, Englehart, Mark922 at Batangriles_30 na nagsilbing external photographers para maidokumento ang unang biyahe ng DMU sa lalawigan ng Laguna.

are the railroad tracks still in place after the trains had stopped operation as you've said three years ago?so it is clear that the trains to Bicol would pass by Los Baños?where's the station in that area?I mean the old stations still operational?when I was there it was in bayan or in poblacion,and in Batong Malaki ba yon?

Sa Batong Malaki, actually, sa border ng Mayondon and Junction, Batong Malaki. Kakarinig ko lang sa ingay ng tren ngayon lang (even though we're situated almost 2km from the railroad).
I'm not sure if that station has been refurbished. Flooding is a major problem there. We used to live just beside it, and everytime there were heavy rains (and ocasionally even with just a drizzle) waters would easily rise to at least ankle deep... at the platform. Now imagine, just to get home, trying to cross the railroad which is at a lower level than the platform... :ohno:

I've been living in Balibago for 8 years..nasanay naku sa traffic...kaya nga hindi ako bumoto ng Mayor last election kasi non of them ang nakakapagbigay ng solution sa traffic sa Balibago.
Sta. Rosa is a city pero wala ni isang street light ang pag mamay-ari ng LGU.

THE Department of Justice (DOJ) has ruled that the P18.7-billion Laguna Lake Rehabilitation Project is excluded from the coverage of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act, which mandates the conduct of competitive bidding in all the procurement activities of the government.

In his eight-page legal opinion issued early this month, Justice Secretary and concurrent Solicitor General Alberto Agra noted that the project is covered by a loan agreement between the government through the Department of Finance (DOF) and the Fortis Bank SA/NV, a Belgian commercial bank which offers a comprehensive package of financial services for private and professional clients, wealthy individuals, corporate clients, financial institutions and public entities.

The loan granted by Fortis Bank, Agra added in his opinion, is to be guaranteed by the Office National du Ducroire-Nationale Delcrederedienst, the export credit agency of the Belgian government.

As such, the Belgian government-guaranteed loan is considered an official development assistance (ODA) under RA 8182, or the Official Development Assistance Act of 1996.

RA 8182 described ODA as loans and grants administered for the purpose of promoting the country’s economic development and contracted with the governments of foreign countries with whom the Philippines has diplomatic and trade relations.

Furthermore, Agra said ODA loan agreements may be considered an executive agreement which, under the Revised Implementing Rules and Regulations of RA 9184, are exempt from the coverage of RA 9184 “unless the government and the foreign grantor agree otherwise.”

“There is no such agreement between the GOP [government of the Philippines] and the Belgian grantor in the present case. Hence, the exclusion of the Laguna Lake Rehabilitation Project from the coverage of RA 9184,” Agra declared.

Thus, Agra said, the direct award of the project by the government to Baggerwerken Decloedt En Zoon, as contractor for the project financed by the loan agreement, is legal.

“We find that the direct award of the contract to Baggerwerken Decloedt En Zoon is supported by law, as the procurement of infrastructure-projects fund by the official development assistance [ODA] under RA 8182 is excluded from the public-bidding requirement of RA 9184,” the DOJ chief added.

Agra issued the legal opinion based on the letter-request of Environment Secretary Horacio Ramos seeking advice on whether the loan agreement constitutes an executive agreement and what laws govern the loan agreement.

The DOJ secretary said the loan agreement may be considered an executive agreement based on the ruling issued by the Supreme Court in the Commissioner of Customs v. Eastern Sea Trading case, where it differentiated an executive agreement from a treaty.

In the said ruling, the Court held that international agreements involving political issues or changes of national policy and those involving international arrangements of a permanent character usually take the form of treaties.

On the other hand, executive agreements involve arrangements of a more or less temporary nature such as commercial and consular relations.

The P18.7-billion loan agreement was signed by the government through the DOF and Fortis Bank on April 30, 2010.

The loan was intended to improve the environmental condition of the lake in order to uplift the socioeconomic condition of the people within the Laguna de Bay region and its spillover development effect benefiting the entire Metro Manila and the whole country as a whole, in the long term.

The project is composed of subprojects such as dredging of the lake nautical highways; lake water-quality improvement; development and operation of the lake ferry-transport system; and lakeshore development.

The project will be implemented for 850 days or more than two years.

Following the signing of the agreement, the project’s supply contract was awarded to Baggerwerken through direct contracting, an alternative mode of procurement.

Baggerwerken is a Belgian company engaged in the business of keeping the sea lanes open, construction of some of the world’s biggest ports and protection of the coastal population against flooding and violence of the seas.

The supply contract was entered into by and between then-Environment secretary Eleazar Quinto for the government and Dimitry Dutilleuz for Baggerwerken.

LISTED SM Prime Holdings, Inc., the country's largest mall operator, will spend P12 billion this year to build ten new malls, a ranking official said on Wednesday.

"[Capital expenditure] for this year will be about P12 billion. We are spending P8 billion for the Philippines and P4 billion in China," Jeffrey C. Lim, executive vice-president and chief finance officer of SM Prime, told reporters at the sidelines of the opening of SM Fairview Annex II.

For this year, new SM malls will rise in Calamba City and San Pablo City in Laguna;Tarlac City; Novaliches;Masinag in Antipolo; and in Suzhou City in China.

"We will also start to construct malls that will open in 2011," Mr. Lim said.

At the end of the year, SM will have 44 malls in the Philippines and in China totaling a retail space of 4.5 million square meters.

Share prices of SM Prime rose to P9.30 per piece on Wednesday from P9.20 per piece on Tuesday.

kaya dapat di patatalo ang cavite! 4 na SM sa cavite as of 2009. Sana iconvert na as SM Mall ang makro Imus not just as hypermarket. Sayang nga lang kasi malamang Makro Imus will be converted just like other Makro into SM Hypermarket very soon

Kahit dun na kayo mismo maghanap pagdating nyo dun.. or maghanap hanap na kayo... it is just 10-20 mins away from Calamba Crossing...
Since rainy season na ngayon may makukuha na kayo nyang 3k na private resort (overnight rate)...may kasama na ring videoke yan...

^^hindi na gaano karami ang costumer ng makro imus, dapat i-convrt nalang nila ito into SM..

As so far, parang mini SM lang sa part ng calamba at san pablo pero SM sta. rosa ang pinaka malaki:)

may issue kasi sa SM Calamba eh... hindi naman nila maaring bilhin ung mga karatig na establishments sa paligid nito.. kaya ang naisip nila.. gawing tagilid ung format ng mall.. kaysa sa kalsada humarap ung mall.. para hindi magkumpol ung mga sasakyan sa highway.. ang problema dito.. malaki ang nasakop ng parking area... wala tuloy area ung mall.. kaya ang ginawa nila.. 3 floors ung mall (pero kung mapapansin ninyo.. parang may 4th floor ito pero maliit lang ang space)..

Sa tingin ko mas malaki at mas mahaba ang SM Santa Rosa, mas mataas nga lang ng konti ang SM Calamba, sa tingin ko nga may 3rd floor yung bandang gitna ng mall eh..


Kagagaling ko lang kanina sa SM Santa Rosa..:lol::lol: at nadaanan ko nman yung ginagawang SM Calamba galing school..kaya napagkumpara ko yung dalawa..hehehe

if prefer nyo Calamba or Sta Rosa...then I suggest you the well-known Pansol, Calamba...
Kahit dun na kayo mismo maghanap pagdating nyo dun.. or maghanap hanap na kayo... it is just 10-20 mins away from Calamba Crossing...
Since rainy season na ngayon may makukuha na kayo nyang 3k na private resort (overnight rate)...may kasama na ring videoke yan...

Nawindang ako sa traffic kanina....almost 1 hour akung na stranded and it end up na naglakad ako..... yun hingal pagdating sa bahay..

Good Morning Laguna people...Thread 2 na!Congrats to all forumers...kahit madalang ako mag post dito at least araw araw pag naka log in ako sa SSC ay bumibisita ako dito...wala lang akong maipost na bagong development news kasi nga hindi ako taga rito.I just would like to follow up reading the posts about Los Baños and Calamba. Meron ba taga Los Baños dito?itatanong ko lang sana kung ang Los Baños High School dati ay sya pa rin ngayon?Grinhar ang popular na tawag dito,branch kasi yan ng Biñan Grinhar School.sikat noon yan,Grin and Har...Har being Harvard...the President of the school being the Cariños.

Yun isa ay naitabi sa gilid, yun ulo niya ay nasa tapat ng Kalesa Kape compound at yun trailer ay nasa may Caltex. The other one naman ay nasa may tapat ng Meralco sa Sta.Rosa near boundary ng Cabuyao.

Indian trader shot dead in Laguna

CAMP VICENTE LIM, Laguna—A 35-year-old Indian national was shot dead by two unidentified motorcycle-riding gunmen in Cabuyao, Laguna Thursday morning, police said.

Senior Superintendent Manolito Labador, Laguna police director, identified the victim as Hardeep Hampal, a resident of Calamba City.

Labador said Hampal was making his rounds for the collection of loans in Mabuhay City subdivision in Barangay Mamatid when the gunmen approached him from behind and shot him at 11:45 a.m.

The victim sustained a gunshot wound in the nape that caused his instant death.

The police ruled out robbery as motive, since the P5,178 cash and cellphone of the victim were recovered intact at the crime scene.

Meanwhile, a retired Australian government employee was found dead on his bed in a rented studio-type apartment in Los Baños town, a belated police report said.

Los Banos police chief Superintendent Chito Bersaluna said Gomercindo Guevarra, 54, was already dead for 5 days before his lifeless body was discovered by visiting relatives.

Initial investigation revealed that the victim was strangled to death. Authorities are looking into robbery as possible motive.

MANILA, Philippines - Police are investigating if there was foul play in the death of a retired Australian government employee who was found rotting inside his apartment in Los Baños, Laguna Thursday night.

Police identified the fatality as Gomersino Guevarra, 54, a former Australian government employee who hails from Santo Tomas, Batangas. They said that, judging from the state of decomposition, Guevarra was already dead for 5 days when he was discovered.

Authorities said Guevarra started renting a studio-type apartment in Los Baños to be nearer to a hospital where he was undergoing therapy for his prostate.

Guevarra's death was discovered by his relatives who visited the house Thursday. At first, they said Guevarra might have died of a heart attack since the apartment's TV, airconditioner and lights were still on when they found him.

Police, however, noted that Guevarra was missing his jewelry, cell phone and wallet with $7,000. They added that there was wine, glasses and a cigarette with a lipstick stain near the body, indicating that the victim had company before he died.

There was no sign of forced entry in his apartment, police said.

Police said Guevarra might have been killed by someone pressing a pillow on his face.

Death through natural causes has not been ruled out, they added.

thanks sa Update...@DC san ba ang terminal ng train sa Binan? at kelan magsisimula yung regular na byahe..nabalitaan kasi ng mga officemates ko yung test run kaya nagplano kaming sumakay from Biñan to Manila (trip trip lang).
Di pa kasi namin na experience sumakay sa ganyang train.
