Looks like the gate in Tintin's Blue Lotus (Shanghai)

Heilongjiang is the right answer, and the town's name is called 一面坡, it's a real town. It's two scales down than the provincial capital Harbin, with residents I think around 10,000 :D

These 2 gates actually look different...

i still think it is Nanjing, not Shenyang...

compare both pics and u will even see that the light-blue building "behind" the gate look the same.
