Pinataob ng Calapan City ang Divine varsity sa isang exhibition game sa huling araw ng 2011 MRAA Meet, ika -18 ng Pebrero sa iskor na 41-35.
Sa kadahilanang natatanging kalahok ang Calapan City sa Secondary Women’s Basketball Tournament, kwalipikado na sila sa Palarong Pambansa. Ang nasabing laro laban sa Divine Word College Varsity ay tune-up exhibition game na siyang suhestiyon ni Vice Mayor Jojo Perez upang mabigyan ng mas mainam na ensayo ang mga manlalaro. Kasama na rin dito ang pagpili sa pangunahing manlalaro na ipapadala sa Palarong Pambansa.
Sa 1ST quarter, nilamangan agad ng Calapan team ang kabilang koponan sa pamamagitan ng kahanga hangang pangunguna ni Deza Giagone, ang team captain. Tinambakan nila ang Divine sa iskor na 17-7.
Hindi natinag ang Divine varsity at sa mahusay na pagdadala ng bola ni team captain Xy Balintataw, naihabol nila sa 16-3 run ang laro kung saan napako sa 20 points ang Calapan team dahil sa kanilang sunod-sunod na technical fouls.
Subalit sa 3rd quarter, hindi inaasahan ang paglabas sa laro ni team captain Balintataw dahil sa kanyang sprained ankle. Pinagsamantalahan ito ng Calapan team at pinagtulungan ni Macapia at Afable na maiahon ang iskor na 35-28, pabor sa Shooters.
Nai-shoot ni Lesaguis ang unang puntos ng Divine varsity, sa unang minuto ng 4th quarter. Subalit hindi nagpatalo sa galing ang Calapan City kung saan pinaulanan ng hoops ni Seño ang huling 4 na minuto ng laro. Natapos ang laro sa iskor na 41-35.
Nagkamayan ang mga manlalaro ng magkalabang pangkat gayundin sina Coach Jeedee Luarca ng Calapan City team at Divine varsity Coach Annie Amuguis. Sinang-ayunan ang pinal na desisyon at opisyal na tinapos ang laro nina Tournament Manager Henry De Guzman at Referee Bobby Fesalbon.

Matagumpay na nasungkit ng Oriental Mindoro delegation ang gold medal sa naganap na Rhythmic Gymnastics Competition sa elementary level kung saan gumamit ng apparatus na hoop ang mga kalahok noong ika-16 ng Pebrero sa Gov. Alfonso Umali Sr. Gymnasium sa Jose J. Leido Jr. Memorial National High School.
Kinagiliwan ng mga hurado at manonood ang ginawang pagtatanghal nina Beatriz Abanilla na hinirang na gold medalist ng kompetisyon at Jeysel Delos Reyes na nakakuha naman ng silver medal at parehong mula sa delegasyon ng Oriental Mindoro. Sinundan naman ito nina Cauree Nicole Escalona mula sa delegasyon ng Palawan na nakakuha ng bronze medal at Althea Goco mula sa delegasyon ng Puerto Princesa City na nagkamit naman ng special recognition award.
Ayon kay Oriental Mindoro Tournament Manager Marevil Arban, naging bahagi ng pamantayan sa nasabing paligsahan ang artistry, execution, body elements, apparatus, choreography at music. Kabilang sa mga hurado sina Mr. Lewelyn Suzara Lumpas at Melchor Lopez Mercado ng Oriental Mindoro, Nanette P. Escalona ng Calapan City at Cristina Tabinga ng Palawan.
Nagpadala naman ng karagdagang suporta sina Calapan City Mayor Doy C. Leachon at Oriental Mindoro Governor Alfonso Umali, Jr. sa pamamagitan ng Calapan City Discipline Action Group (CALCIDAG) at Provincial Disaster Response Team. Sa pangunguna nina Disaster Management Operation Assistant Mark Agutaya, Noriel Aytin at ng kanilang Team Leader na si Dennis Escosora, naging handa ang dalawang nasabing grupo sa kanilang medical kit, stretcher, spine board at knee splint para sa mga kaso ng emergency kaugnay ng nasabing kompetisyon

Matapos ang Inter Team Competition sa Secondary Level ng Sepak Takraw, naging mas kapana-panabik at kaabang-abang pa ang tunggalian sa pagitan ng dalawang koponan ng Puerto Princesa City at Palawan sa ginanap na Inter-Regu Competition kahapon, ika-18 ng Pebrero sa Holy Infant Academy (HIA).
Sa pangunguna ni Marinduque Tournament Manager Rodelito M. Malabayabas, Palawan Tournament Secretary George Lagan at Calapan Tournament Coordinator Pepito Bagalayos, naging matagumpay ang pagsasagawa ng nasabing laro.
Ayon kay Malabayabas, binubuo na lamang ng isang regu na may limang (5) miyembro ang bawat magtutunggaling koponan sa halip na tatlong (3) regu pa na may apat na miyembro.
Hindi maikakaila ang natatanging kooperasyon at sigasig ng bawat miyembro ng mga manlalaro mula sa Palawan at Puerto Princesa City na kapwa inspiradong magwagi at masungkit ang titulo ng pagiging kampiyon.
Sa tumitinding laban, naitala ang iskor sa unang set ng sport ng manguna ang Palawan kontra Puerto Princesa sa puntos na 21-10 na resulta ng pinagsama-samang pagtutulungan nina Kaiko Ravina, John Alfred Estacioat John Carlo Cabasal.
Samantala, lalo pang nagpursige at pinag-igting ang teamwork ng Puerto Princesa sa aktibong pagpapakawala nang nakabubuladas na pagsipa sa bola ng kanilang tekong na si (#1) Mil Joseph Apdon. Sa pinag-ibayong kooperasyon, nagawa nilang makabawi sa laro sa tulong na rin nina (#6) Jeferd Rugay at (#12) John Carlo Lee. Naitabla sa second set ang laro sa iskor na 21-15.
Nagpamalas naman ang mga manonood ng pagsuporta sa third set ng sport event. Umalingawngaw ang hiyawan, sigawan at cheers sa panulukan ng HIA Gymnasium at nakadagdag pa ang maingay na suporta sa tila naging “crush ng bayan” na si Puerto Princesa City John Carlo Lee.
Sa kabila ng tagisan ng galing sa pagpapaliban at pag-atake ng bola gamit ang paa at ulo, pumanig naman sa delegasyon ng Puerto Princesa ang set na ito nang magtapos ang nasabing kompetisyon sa iskor na 15-6. Nagpaunlak naman sa isang panayam ang delegasyong naging kampiyon kasama ang kanilang coach na si G. Camilo Abdon.
“Una po sa lahat ‘yong pokus namin sa laro, humingi po kami ng tulong sa itaas at ito po habang naglalaro, may rosary po akong hawak. Alam ko po na hindi kami matatalo dahil nandiyan po si Lord.” – sambit ni Apdon.
“Nagpapasalamat na rin po ako sa pag-aaruga nila sa amin dito sa Holy Infant ng Calapan City dahil sa kanilang suporta, naniniwala po ako na suportado po nila kami,” dagdag pa ni Lee. Ipinabatid din nila ang kanilang impresyon sa Lungsod ng Calapan bilang host city sa pamamagitan ni Jeferd Rugay. Ayon sa kanya, napakagandang lugar at disiplinado ang mga tao sa Calapan.
Binigyang-diin naman ni Coach Abdon sa kanyang mensahe na ang naging susi sa kanilang tagumpay ay ang pagkakaroon ng disiplina, pokus sa laro at seryosong pagte-training ng mga batang atleta ng Puerto Princesa. “Sa second set, na-remind ulit sila na nandiyan ang Panginoon sa taas na nagbibigay ng lakas kung kaya’t tiwala sa taas, pokus sa laro at tamang pag-iinsayo, makukuha mo ang tagumpay,” aniya.
Sa pagtatapos ng laro, itinanghal ang opisyal na nagwagi sa kompetisyon sa Inter Team Competition, Inter-Regu Competition sa secondary level ng Sepak Takraw; at sa elementary level ng Sipa Takraw. Naitala ang mga sumusunod:

Mindoreños are often say that our province has been so far yet compare to other developed places in the country. But the development is not just something to say, it is something to create!
Pagkatapos ng maraming taon na pagtratrabaho ng ate ko sa Maynila ay nagkaroon siya ng pagkakataong makapunta sa bansang Japan sa tulong ng aking bayaw na hapon. Mahigit limang taon siyang namalagi doon. Nang siya ay muling bumalik dito sa Mindoro nooong nakaraang taon isa sa naitanong ko sa kaniya, “saan ka nahirapan sa pamumuhay mo sa ibang bansa”?”
“Alam mo Mey, hindi ako nahirapang mag-adjust sa pagkain at maging sa kultura kasi flexible naman ako,pero higit akong nahirapan sa pagtatapon ng basura. Iba kasi ang pamamaraan nila doon ng pamamahala ng basura. Mataas ang pagrespeto nila sa kalikasan. Mahigpit ang pagpapatupad nila ng “waste segregation. Tulad sa atin, mayroon ding araw ng paglalabas ng basura. Pero hindi katulad sa atin, dahil dito sa atin walang waste segregation.”
Sabi pa ng ate ko kapag hindi mo ginawa ang segregation hindi ito hahakutin ng mga basurero at maiiwanan ang basura mo na nakalagay sa isang garbage can. Nakakahiya dahil ang lahat ng plastic ng basura mula sa mga bahay ay mayroong mga pangalan.Kaya malalaman ng mga kabit bahay mo kung kaninong basura ang naiwan.
Minsan daw nangyari,, na ang basura niya ay iniwan ng mga basurero. Nagtataka raw siya dahil ito naman ay kaniyang isinaayos. Pero noong kaniyang muling buksan ang plastic niya ng basura upang tingan kung bakit iniwan, natuklasan niya na sa balumbon ng mga papel ay mayroong napasamang pinaggupitan niya ng balat ng shampoo.
Noong bago pa kami sa Barangay Lalud, natuwa ako dahil mayroong ordinansa ang City Government ng “waste segregation.” Ako, ang asawa ko pati mga anak ko at mga kasambahay ay matiyaga at maingat na nagsasagawa ng pagbubukod-bukod ng basura mula sa nabubulok at hindi nabubukok. At hanggang sa ngayon ito ay aming ginagawa. Pero ang nakakalungkot, waring ang mga taong nagpapatupad ng batas na ito ay tinamad na rin sa pagtuturo sa ating mga kababayan na maipatupad ng maayos ang ordinansang ito. Kaya din naman ang mga tao ay tapon dito tapon doon.
Simulan na sana nating isaayos ang ating mga pananaw. Kung kaya nating pumagitna sa kalsada at sumigaw ng pagtutul sa pagkawasak ng ating kaliksan, bakit hindi natin magawa ang simpleng pagsasaayos ng ating mga sariling kalat?
Saan nga kaya magsisimula ang magandang pagbabago? Sa gobyerno ba o sa mga mamamayan? Para sa akin po, ito ay dapat magsimula sa ating sarili! (Mey F. Valenzuela)

Nakiisa ang Oriental Mindoro sa Nationwide Simultaneous Earthquake Drill na itinaguyod ng National Disaster Risk Reduction and Management Council.
Isinagawa sa Baco, ang earthquake drill ay nilahukan ng 628 mga mag-aaral at guro ng Baco Catholic High School. Pangunahing nagtaguyod nito ang pamahalaang panlalawigan sa pamamagitan ng provincial disaster response team at sa pakikipagtulungan ng municipal disaster response team ng Baco, Bureau of Fire ng Calapan City at Baco, Philippine Army, Department of Health, PNP at Office of Civil Defense.
Kasabay ang lahat ng drill sa buong bansa, alas nuwebe y medya ng umaga ay isang senaryo ang nilikha kung saan ay nagkaroon ng sakuna at ipinakita ang pagrespondeng isinagawa ng mga response teams.
Ang pagsasagawa ng simultaneous earthquake drill ay bahagi ng implementasyon ng Four Point Plan of Action for Disaster Preparedness ng pamahalaang nasyunal. Gagawin ito kada kwarto ng taon upang maipakita ang kritikal na emergency response operations sa loob ng unang 72 oras na tinatawag na Golden Hour kabilang ang search and rescue, mass casualty incident management and evacuation. Ang mapabilis ang pagsasaayos ng mga daan at iba pang mga pagawaing bayan upang mamaksimisa ang pondo para rito at mapabilis ang pagpapadaloy ng serbisyo para sa mga mamamayan.
Ito ang iprinisenta ng grupo ng Global Promo Builders & Supply, Inc. sa Kapitolyo noong Pebrero 17 na pinangunahan ng kilalang aktor at civil engineer na si G. Cesar Montano, kasama si G. Noel Lacson na isa ring civil engineer, kina Gob. Alfonso V. Umali, Jr., Mayor Salvador Leachon at Vice Mayor Jojo Perez.
Tinawag na “Acrylic liquid polymer soil modifier technology”, ang pinaka-latest na teknolohiyang ito na ginagamit sa mga bansa sa Amerika at Europa ay malaki ang adbentahe kumpara sa ginagamit na semento at iba pang sangkap ng mga kontraktor sa mga pagawaing bayan tulad ng daan at earthdike, at maging sa mga proyektong pang-imprastraktura sa agrikultura tulad ng fishpond at irrigation wall. Ayon kay G. Lacson, environment –friendly ang kemikal na inihahalo rito sapagkat hindi ito nagdudulot ng alikabok, at walang carbon emission. Ito rin ay madaling i-apply at higit na mas matibay at mas matigas sa sementong ginagamit sa mga pagawain. Mas mabilis din anila ang curing period nito sa paggawa ng mga daan na isa hanggang dalawang araw lamang at menos sa pagre-repair dahil mas matibay ang ginagamitan nito. Naaangkop din ito sa kahit anong uri ng lupa at mas nakatitipid sa pondo.
Matapos ang presentasyon, umikot ang grupo sa mga pagawain ng lalawigan na maaaring paggamitan nito gayundin sa tanggapan ng Punong Lungsod para naman sa mga pagawaing pambarangay. (Provincial Information Office)

Pormal ng binuksan ang kauna-unahang pinakamalaking bagsakan center o Food Terminal sa lalawigan ng Oriental Mindoro na matatagpuan sa bayan ng Pinamalayan noong ika-10 ng Pebrero.
Layunin ng programa na mapanatili ng Oriental Mindoro ang pagiging isa sa food baskets ng bansa at maitiyak ang pagseseguro sa suplay ng pagkain ngayong patuloy ang paglaki ng populasyon ng lalawigan at sa buong bansa.
Ayon kay Mayor Wilfredo L. Hernandez Sr. ng Pinamalayan, ang proyekto ay maituturing na katuparan ng kanilang pangarap na mgakaroon ng maayos na ugnayan ang mga magsasaka, mamimili, at mga negosyante na sa kalaunan ay magbibigay ng maunlad na pamumuhay sa bawat mamamayan.
Sa okasyon ay binigyan ng plake ng pasasalamat si DA-RFU IV-B Regional Executive Director Antonio G. Gerundio, dahil sa napakalaking tulong nito para sa konstruksiyon ng Sta.Isabel-Buli farm to market road na may halagang P5 M, farm tractor sa halagang P2.6 M, at ang konstruksiyon ng bagsakan center sa nasabing bayan.
Plake rin ng pasasalamat ang ipinagkaloob kay Governor Alfonso V. Umali Jr. na nagbigay ng P1.4 Mn para sa traktora noong siya ay Kongresman pa.

Dalawang farm tractors na nagkakahalaga ng P5 M ang ipinagkaloob ng Department of Agriculture sa pamahalaang panlalawigan ng Oriental Mindoro.
Noong Pebrero 18, pormal nang itinurn-over ni DA Regional Regional Director Antonio Gerundio kay Gobernador Alfonso V. Umali, Jr. ang dalawang units ng farm tractors sa isang seremonya sa Kapitolyo.
Ang pagkakaloob ng farm tractors ay nasa ilalim ng Medium-Term Agriculture Development Plan ng DA na isa sa mga pangunahing tinututukan ay ang pagtitiyak ng sapat na ani ng mais at bigas at sa kalaunan ay magbibigay ng malaking kita sa mga magsasaka ng buong bansa.
Sa kasunduan para sa pagkakaloob ng farm tractors ay nakasaad na bukod sa farm equipment, magbibigay rin ang DA ng libreng pagsasanay at technical assistance para sa maayos na implementasyon ng programa.
Samantala, ayon kay Provincial Agriculturist Petronilo Dimailig, nais umano ni Governor Umali na sa una at ikalawang distrito maibigay ang mga nabanggit na farm tractors. (Provincial Information Office)

Naging atraksyon ang gabi-gabing pagtatanghal ng mga natatanging bilang pangmusika at pandulaan sa capitol grounds mula Pebrero 15-18 kaugnay ng pagdiriwang ng Pambansang Buwan ng Sining. Ang mga palabas na may paksang: “Ani ng Sining, Galing Mindoro” ay nagtampok sa husay ng iba’t ibang talentadong artista ng lalawigan.
Noong Pebrero 15 pinangunahan ng performing arts groups ng Mindoro State College of Agriculture and Technology Calapan City Campus (MinSCAT-CC) ang pagtatanghal ng isang variety show. Ang mga pinakamahuhusay na mang-aawit ng Sikada Chorale ng kolehiyo ay nagpakitang-gilas sa pag-awit. Nagpatawa at nagpakilig din ang mga natatanging aktor ng Theater Company ng MinSCAT. Lubos ding kinagiliwan ang iba’t ibang sayaw ng Baanaw Dance Troupe at Laboratory High School Cultural Club ng institusyon.
Sa gabi ng Pebrero 16 nagpasabog sa kanilang “Konsyerto’t Katuwaan sa Kapitolyo” ang Oriental Mindoro Band, Ninja Bears at Flyback. Naging isang maingay at masayang party ang masiglang pagtatanghal ng iba’t ibang grupo na tumugtog ng mga mellow, hard at alternative rock na musika. Nakisabay sa kanta at umindak sa tugtog ang karamihan lalo na ang kabataang manonood. Maging ang ilang mga delegado ng MIMAROPAA Meet ay dumalo rin upang tunghayan ang pagtatanghal.
Isang acoustic night ang humarana sa gabi ng Pebrero 18 sa capitol grounds. Muling nagbigay ng mga tanging bilang ang Oriental Mindoro Band, kasama rin ang iba pang mga kabataang mahusay sa pag-awit. Tampok sa gabing ito ang mga musikang sentimental at may kurot sa damdamin.
Kaugnay sa pagdiriwang ng National Arts Month sa lalawigan, itinampok sa isang linggong painting at photo exhibit ang mga likhang sining at larawan ng mga Mindoreño.
Sa opening ng exhibit noong ika-14 ng Pebrero sa Capitol Square sa loob ng Kapitolyo, pinangunahan ni Fr. Simple Bonquin ang misang pasasalamat at ribbon cutting ceremonies na nilahukan ng mga opisyal at kawani ng Pamahalaang Panlalawigan, sa pangunguna ni Gob. Umali, kasama ang kabiyak na si Gng. Susan Umali, ng mga hepe ng iba’t ibang departamento ng pamahalaang Panlalawigan, sa pangunguna ni Supervising Tourism Operations Officer Orlando B. Tizon, na nangasiwa sa programa.
Ipinaabot ni Gob. Umali ang kahalagahan ng gawain bilang pagkilala at parangal sa galing at talento ng mga Mindoreño sa larangan ng sining ng pagpipinta at potograpo.
Kabilang sa mga itinanghal sa exhibit ang mga likhang sining ni Beatriz Villas, 13-taong gulang anak nina City Architect at Ginang Elmer Villas, na kasalukuyang nag-aaral sa Philippine High School for the Arts. Sa edad na 9 na taon, nagsimulang i-develop ni Bea ang galing niya sa pagguhit. Hinikayat niya ang kanyang mga kapwa kabataan na may hilig sa pagpipinta na sikaping mapaunlad ang sarili sa napiling larangan.
Itinanghal din ang paintings at art works ng local artist na si Louie Aldaba gayundin ng mga piling mag-aaral ng MinSCAT-Calapan City. Itinampok rin ang naggagandahang kuhang larawan ng mga photography enthusiasts sa lalawigan, mga likhang sining na nagpapakita at nagpapatunay sa angking ganda ng Oriental Mindoro at ang husay at pagiging malikhain ng mga Mindoreño. Special awards hinakot ng Or. Mindoro at Calapan City
Napagwagian ng mga delegasyon ng Oriental Mindoro at Calapan City ang una at ikalawang pwesto, ayon sa pagkakasunud-sunod, ang halos lahat ng special awards sa katatapos na MIMAROPARAA Meet 2011 na ginanap sa Lungsod ng Calapan mula ika-12 hanggang 18 ng Pebrero.
Sa pangunguna nina Gob. Alfonso V. Umali at City Mayor Salvador Leachon katuwang sina DepEd Or. Mdo. Schools Division Superintendent Dr. Estrellita A. Dolor, at ng Calapan City Division, sa pangunguna ni DepEd Calapan City OIC Schools Division Superintendent Dr. Araceli Rada Salmorin, tinanggap ang tropeo ng pagkapanalo sa mga titulong Best in Parade, Cleanest at Most Disciplined delegation, Best in Uniform, Most Creative Quarters. Marinduque naman ang nagwagi sa Best in Salute at pumangalawa pa rin ang Oriental Mindoro.
Samantala, sa pangkalahatan, nagkampeon ang koponan ng Palawan sa limang lalawigan at dalawang lungsod na naglaban-laban sa katatapos na MIMAROPARAA 2011.
Sa isinagawang closing ceremonies sa JJ Leido Memorial National High School, pinangunahan ng Palawan ang isang linggong palarong panrehiyon sa elementary at secondary divisions. Pumangalawa ang Puerto Princesa delegation sa parehong dibisyon, samantalang nakuha ng Oriental Mindoro ang ikatlong puwesto sa elementary division at Calapan City sa secondary division.
Sa elementary division, nakuha ng Occidental Mindoro, Calapan City, Marinduque, at Romblon ang ikaapat, ikalima, ikaanim, at ikapitong puwesto, ayon sa pagkakasunud-sunod.
Sa secondary division, nakuha ng Oriental Mindoro ang ikaapat na pwesto na sinundan ng Romblon, Occidental Mindoro at Marinduque.
Sa pagtatapos ng palaro, kinilala rin ang mga natatanging manlalaro sa iba’t ibang sports events, kabilang na rito ang Best Athletes at Outstanding Athletes sa bawat laro at dibisyon.
Bago isinagawa ang mga parangal, pumarada ang libu-libong mga manlalaro mula sa mga islang lalawigang bumubuo sa Rehiyong MIMAROPA sa kanilang Friendship Parade. Sa parada, magkakasama ang mga manlalaro sa kani-kanilang sports events na kinabibilangan ng archery, arnis, athletics, baseball, basketball, boxing, chess, football, gymnastics, lawn tennis, sepak at sipa takraw, softball, swimming, table tennis, taekwondo, volleyball at dance sports.
Nakiisa sa gawain sina Gobernador Alfonso V. Umali, Jr., Calapan City Mayor Salvador Leachon, Vice-Mayor Jojo Perez, mga opisyal at kawani ng iba’t ibang delegasyon at ng DepEd Regional Office, sa pangunguna nina Regional Task Force in School Sports Chief Arlene dela Vega na nagpaabot ng pasasalamat sa lahat ng mga tao at institusyong nagtulung-tulong upang matagumpay na maidaos ang palaro. Kinatawan naman ni Regional Director Luisa B. Yu na si Administrative Officer Rene Pastorfide na siyang pormal na nagsara ng 2011 MIMAROPARAA.
Taus-pusong pasasalamat din ang paabot ni Gobernador Umali sa DepEd Calapan City Division at sa Pamahalaang Lungosd ng Calapan, sa pangunguna nina Mayor Leachon at Vice-Mayor Perez, sa maayos at matagumpay na paghu-host ng palarong panrehiyon. Hinikayat niya ang lahat ng mga taga-MIMAROPA na ipagpatuloy ang pagkakaisa at pagkilos upang maituluy-tuloy ang pag-asenso ng rehiyon.
Pasasalamat din ang paabot ni Mayor Leachon sa lahat ng mga lumahok at nakiisa sa palaro. Aniya, ito lamang ang simula nang sunud-sunod na pagsasagawa ng regional at national events sa Lungsod ng Calapan. Pagkilala ito, aniya, sa pagiging regional government center ng lungsod at sa kakayahan nitong mag-host sa malakihang gawain tulad nang naka-schedule na Olympics ng local colleges and universities sa bansa at ng iba pang mga gawain.
Pasasalamat din ang paabot ni DepEd Calapan SDS Salmorin sa tulong at pagsuporta ng Pamahalaang Panlalawigan at Pamahalaang Panlungsod upang maayos na maisakatuparan ang palarong panrehiyon.
Bago ang pagtatapos ng programa, isinagawa ang lowering of banners na pinangunahan ng mga opisyal ng mga delegasyon, kasunod ang pagpatay sa sindi ng MIMAROPARAA Meet’s Urn of Friendship.
Bagamat ang MIMAROPARAA Meet 2011 ay naging pagkakataon upang magtagisan ng galing at husay ang mga kabataan sa iba’t ibang larangan ng palakasan, higit sa lahat, naging magandang pagkakataon ang palarong panrehiyon upang magsama-sama at makapagbuo ng pagkakaibigan ang mga kabataang manlalaro mula sa mga lalawigan ng rehiyon – isang oportunidad na minsan lamang sa isang taon nangyayari sa Rehiyong MIMAROPA. Sa isang panayam kay City Mayor Doy C. Leachon, diretso niyang sinagot ang umuugong na isyu hinggil sa diumano’y plano niyang pagtakbo bilang congressman ng 1st District ng Oriental Mindoro sa 2013 election.
Dagdag pa ng Punong Lungsod, pinahahalagahan niya ang tiwala na ibinigay sa kanya ng kanyang mga kababayang Calapeño na muling naghalal sa kanya bilang alkalde ng lungsod. Nangako siya ng mas maunlad at matiwasay na pamumuhay ng mga Calapeño at hindi kailanman magiging hadlang ang pulitika upang matupad niya ang pangakong ito.

Alinsunod sa “Green Calapan Program” ng “Ang Bagong Calapan,” pinagkalooban kamakailan ng parangal bilang Most Productive, Cleanest and Greenest School Campus para sa buwan ng Nobyembre at Disyembre ng nakaraang taon ang Adriatico Memorial School (AMS) at Jose J. Leido Jr. Memorial National High School (JJLJMNHS).
Taas-noong tinanggap ni JJLJMNHS Principal Nimrod Bantigue para sa secondary level at AMS Principal Nicanor Alcañices para sa elementary level ang cash prize na tig-P1,000.00 kada buwan ng kanilang panalo, revolving glass plaque at certificate of recognition sa naganap na awarding ceremony. Iginawad ito sa JJLHMNHS Grand Stand noong ika-21 ang Pebrero at AMS Gymnasium noong ika-22 ng Pebrero.
Kabilang sa pamantayan o criteria sa nasabing paligsahan ang Environmental Productivity (20%), Greening (40%) at Cleanliness (40%). Nagbigay din ang mga hurado ng karagdagang puntos para sa pagkakaroon ng forest park, fish pond, segregation ng mga basura, pagkakaroon ng sapat na trash bins, orchidarium, herbarium at maayos na drainage facility.
Kabilang sa mga hurado sina City Education Department Officer Mirasol Luna, City Engineering and Public Works Department Engineer Monette Geronimo, City Environment and National Resources Representatives Allan Abu at Jerry Delos Reyes, City Agricultural Services Department Representatives Nestor Soriano at Constantine Bumohya, City Social Welfare and Development Department Officer Manny Mahia at Urban Planning and Development Department Representative Boyet Montellano.

Muli na namang napili ang Lungsod ng Calapan upang maging host city ng isang napakalaking aktibidad na hindi lamang sa pangrehiyong lebel ngunit sa larangan ng pangnasyunal na palakasan. Ito ay ang Association of Local Colleges and Universities Olympics (ALCULYMPICS) 2011 na gaganapin sa lungsod sa ika-6 hanggang 11 ng Marso.
Tulad ng katatapos lamang na MIMAROPA Regional Athletic Meet na isinagawa sa Calapan, ang ALCULYMPICS ay isang nasyunal na aktibidad na may layuning hubugin sa larangan ng isports ang kakayahan ng mga kabataan mula sa iba’t-ibang kolehiyo at unibersidad sa bansa na pinatatakbo ng mga Local Government Units (LGU). Isang halimbawa nito ay ang City College of Calapan (CCC) na pinatatakbo ng Pamahalaang Lungsod ng Calapan.
Sa pangunguna ni City Mayor Doy C. Leachon, sinimulan na ang paghahanda para sa nalalapit na ALCULYMPICS kung saan mahigit isang libong delegado mula sa higit 30 mga paaralan ang dadating sa lungsod. Ang ilan sa kanila ay magmumula pa sa mga malalayong lugar sa bansa tulad ng Misamis Oriental, Negros Occidental, Pangasinan, Bulacan, Olongapo, Cebu, Iloilo, Laguna at Metro Manila. Nagpulong na ang mga working committees para sa naturang event kung saan ang CCC ang punong abala katulong ang mga kawani ng Pamahalaang Lungsod ng Calapan.

Pinagtibay kamakailan ng Pamahalaang Lungsod ng Calapan, Oriental Mindoro Electric Cooperative, Inc. (ORMECO), ilang telecommunication companies at cable television networks ang Sangguniang Panlungsod (SP) Resolution No. 221 na may layuning isaayos ang mga linya at kable ng kuryente sa lungsod na ginanap sa SP Conference Hall.
Isinagawa ng nasabing hakbang bilang bahagi ng Ang Bagong Calapan Program ni City Mayor Doy C. Leachon upang higit na linisin at pagandahin ang mukha ng lungsod na isang mahalagang aspekto ng programang pangturismo na isinusulong ng kasalukuyang administrasyon.
Ayon naman kay Vice Mayor CA Jojo S. Perez na siyang nanguna sa pagpasa ng nabanggit na resolusyon, lubhang mahalaga ang kooperasiyon ng bawat ahensya sa nasabing programa na nangangailangan ng agarang aksyon.
Naging usapin sa nasabing pagpupulong noong ika-18 ng Pebrero ang pagtanggal sa mga dropped wires na hindi na napapakinabangan pati na rin ang pagpapalit sa mga leaning posts na maaaring magdulot ng panganib at sakuna sa mga Calapeño at nagiging eye sore lalo na sa mga bisitang dumadating sa Calapan.
Upang maiwasan ang pagkaantala ng mga negosyo at iba pang gawain na maaaring maapektuhan ng nasabing hakbang, nakatakdang isagawa ang pagsasaayos ng mga kable ng kuryente tuwing off-peak hours sa lungsod.
Napagkasunduan ng mga dumalo sa pagpupulong sa pangunguna nina Mayor Leachon at City Vice Mayor CA Jojo S. Perez na magsasagawa ng dagliang inspeksiyon at pagsusuri ng mga kable ng kuryente sa kahabaan ng J.P. Rizal Street mula ika-21 hanggang ika-25 ng Pebrero. Gagawin ito ng mga kumpanya na susundan naman ng aktuwal na pagsasaayos o pagpapalit ng mga kable sa ika-26 ng Pebrero na mag-uumpisa sa simbahan ng Sto. Niño.

CALAPAN CITY, Oriental Mindoro, Abril 8 (PIA) -- Isa ang Pandang-Gitab Oriental Mindoro sa 20 pangkat na kalahok sa prestihiyosong Aliwan Fiesta sa Abril 14-17 sa Lungsod ng Pasay – isang taunang pambansang kumpitisyon ng mga pinakamagagandang kapistahan sa buong Pilipinas.
Ayon kay Supervising Tourism Operations Officer Orlando B. Tizon, isang malaking karangalan para sa lalawigan ang mapabilang sa Aliwan Fiesta kung saan piling-pili ang mga kalahok na pawang mga nag-kampeyon na sa streetdancing competitions sa iba’t ibang panig ng bansa. P1M ang naghihintay na gantimpala para sa magwawagi ng Grand Prize sa nabanggit na paligsahan.
Ayon kay Tizon, mahalaga ang paglahok ng lalawigan sa nabanggit na paligsahan dahil isa itong paraan upang maiangat ang festival quality ng Pandang-Gitab Oriental Mindoro at isa ring mahalagang venue upang mai-promote ang makulay at masining na kultura at turismo ng lalawigan ng Oriental Mindoro.
Nahahati sa tatlong kategorya ang Aliwan Fiesta – ang Dance Parade kung saan kabilang ang Pandang-Gitab, ang float competition ng mga contingent, at ang Reyna ng Aliwan kung saan kandidata ng lalawigan si Crissia del Atienza ng Puerto Galera, ang Miss Oriental Mindoro 2009.

Ito ay isasagawa sa darating na Abril 16 na kung saan ang dance parade ay magmumula sa Quirino Grandstand, tatahak sa kahabaan ng Roxas Boulevard at magtatapos sa Aliw Theater sa Star City.

CALAPAN CITY – The government has formally announced that the first phase of the P2-billion worth and 44-megawatt wind power project in Oriental Mindoro will start this April with the construction of the needed facilities in Puerto Galera municipality.
Oriental Mindoro First District Congressman Rodolfo G. Valencia told newsmen here that last March 15, a memorandum of agreement was signed by him, Governor Alfonso V. Umali, Jr., Director General Cayetano Paderanga of National Economic and Development Authority (NEDA), Secretary Jose Rene D. Almendras of Department of Energy (DOE) and Brulli Energia for the construction of 16-megawatt facility for the first phase of the project, which its groundbreaking will be held on April 15.
Congressman Valencia told newsmen that with the subsequent implementation of the total 44-megawatt wind power project, as a result of concerned groups’ cooperation, the power rates in the whole province will be lowered. This is because that aside from the said project in Puerto Galera, a similar undertaking is now being conceptualized for realization in Bulalacao, the southernmost tip municipality in Oriental Mindoro.
According to Valencia, once the project be completed, the P13 per kilowatt-hour being presently charged from electric consumers here will be lowered to an estimated P6.50 per kilowatt.
The project will be mainly managed by Brulli Energia, a private Italian company that handles major part of electric transmission grid in Italy and specializes in operating electric transmission stations and power plants from hydro power plant to wind farms.
The $44-million or almost P2-billion project is envisioned to be the “most modern and most efficient wind power in the Philippines."
According to the explanation of Gian Luigi Montorsi, managing director of Brulli Energia, there will only be 10-15% of the total project cost will be allotted to its maintenance cost. And once the project become successful, Oriental Mindoro is estimated to reach a total electric generating capacity of 260 megawatts.

Sa pangunguna ng Calapan City Health and Sanitation Department at sa layuning mabawasan ang bilang ng mga batang Calapeño na nasa panganib na magkaroon ng sakit na tigdas, maglulunsad ang Pamahalaang Lungsod ng Calapan ng libreng bakuna sa ika-18 ng Abril batay sa nakatakdang iskedyul ng mga barangay.
Tinatawag na Measles-Rubella ang ibibigay na bakuna na may dagdag-proteksyon laban sa German Measles. Nakatakdang ibigay ang nasabing bakuna sa mga batang may edad na walong (8) buwan hanggang walong (8) taong gulang.
Ayon kay Calapan City Mayor Doy Leachon, ito ay isang pagsuporta sa routine immunization na karaniwang ibinibigay sa mga bata mula pagkapanganak hanggang bago sila mag-isang taon.
Binigyang-linaw din ni City Health Officer Basilisa Llanto na para sa mga batang nabakunahan na, magsisilbi itong pampalakas sa naunang parehong bakuna at hindi magiging dahilan ng overdose, kundi mas lalo pang makasisiguro sa proteksyong dulot ng bakuna.
Sa mga nakalipas na pagsasaliksik, napag-alaman na ilan sa mga komplikasyon na dulot ng tigdas ay ang pagtatae, impeksyon sa loob ng taynga, pulmonya, impeksyon sa utak o meningitis, malnutrisyon at pagkabulag. Ayon sa Pamahalaang Lungsod, maaaring maiwasan ang mga nasabing sakit kung pababakunahan ang mga bata sa wastong gulang na siyang nagbunsod ng paglulunsad ng nasabing kampanya.

Mindoro Hawk Owl (Ninox Mindorensis), also called Ninox plateni, is endemic to the Philippines and was formerly considered a subspecies of Philippine Hawk Owl (Ninox philippensis).
The Philippine Hawk Owl is an earless species, tThe males and females look much alike. The subspecies (including the Mindoro Hawk Owl) differ in size and pattern on the bottom side. The pattern on the bottom side of the Mindoro Hawk Owl is checked while the pattern on all the other subspecies is striped.
The Mindoro Hawk Owl is the smallest.

Inland, Mindoro has a mountainous terrain great for trekking. Within the mountains you can bathe in rock pools and waterfalls such as the Tinukuran falls and Tamarraw falls.
Weekends is when locals descend, so as much as possible go during weekdays. It is also adviseable to book your room in advance since rooms are all occupied in peak months of March to May.

CALAPAN CITY – The Department of Health, through Secretary Enrique T. Ona, has immediately released a total of P232,291,685 to beef up the funds needed for the completion of all satellite hospitals in Oriental Mindoro, as well as the newly-constructed Oriental Mindoro Medical Center in this city.
Secretary Ona ordered the release of the said multi-million funds support from the national government immediately after the DOH chief learned the present condition of public hospitals in the province when he recently went here together with health officials Undersecretary Teodoro Herbosa and Regional Director Gloria J. Balboa.
Ona and company visited this island province to know Oriental Mindoro’s general health status and inspect the medical capabilities of all public health centers and hospitals. During the visit, the DOH secretary announced the national government’s fund assistance here as part of President Benigno C. Aquino III’s commitment to increase the level of health services in the whole country.
Accompanied by Oriental Mindoro Governor Alfonso V. Umali, Jr., Provincial Health Officer Dr. Normando Legaspi and Provincial Administrator Angel Saulong, the said health officials not only made rounds of all hospitals in this city but also in other satellite public hospitals outside Calapan. william :D May 5th, 2011, 02:17 PM DSWD’S PROGRAM GIVES MANGYAN KIDS IN MINDORO THEIR BIRTH CERTIFICATES, AT LAST
CALAPAN CITY – “If not for Pantawid Pamilyang Pilipino Program, our children would still have no name and nationality,” said Marilou Encabo, 35, a Mangyan native in Occidental Mindoro, happily told here referring to the special program of the Department of Social Welfare and Development (DSWD) that allowed some kids in the said indigenous community have their official birth certificates.
The said Mangyan is part of an indigenous group of people living as mountain dwellers or in the mountains of Occidental Mindoro, a southern province Mindoro Island.
In an interview with Encabo, which was posted in the DSWD’s website Saturday (April 8), he said that she has three kids but not one of them has been registered with the local civil registrar of the said province until February 2009, when she became a Pantawid Pamilya or PPPP beneficiary. Encabo explained that the Mangyan’s way of life and the distance of their residence have excluded them from the usual community activities and government service.
Because of the said DSWD’s program, Encabo and more other Mangyan parents have been encouraged to officially register their children, for it was a requirement for the validation of qualified beneficiaries of Pantawid Pamilya.
PPPP or Pantawid Pamilya is a poverty reduction program of the national government that provides cash grants of as much as P1,400 to extremely poor households with three qualified children to help them meet their health, nutrition and education needs. The cash grant includes P500 per month for nutrition and health expenses and P300 monthly per child for educational expenses.
Families can receive the cash grants up to five years as long as they comply with the the program’s conditionality such as sending their children to school with 85% attendance and bringing them to health centers for immunizations, check-ups and deworming. PPPP’s other conditionalities for their Mangyan beneficiaries are that, pregnant women must avail of pre and post natal care and be attended during childbirth by a trained professional, and parents must attend family development sessions.
Encabo’s family is among the 3,036 (as of March 30) beneficiaries of Pantawid Pamilya in Magsaysay, Occidental Mindoro.
As a beneficiary, the said Mangyan parent received P800 for health and education of her seven-year old son who is in elementary. Since Encabo was pregnant then, she had her pre-natal check-up at the nearest barangay health center in her area, where she was given a tetanus toxoid. Her children were also given a dose of deworming pills.
The Mangyan mother realized that her children need health services and primary education and it is her responsibility as a parent to ensure that they are provided with these services. She said she also realized that a birth certificate is an important document that will entitle an individual to basic services, on top of having a legal personality.
Accordingly, DWSD Secretary Dinky Soliman is pleased that their department’s PPPP has helped in promoting and upholding the rights of children especially the right to a name and nationality.
“The government has intensified its efforts to reach out to indigenous peoples in order for them to be involved in development initiatives paving the way for their empowerment towards improved quality of life,” Secretary Soliman added.
Meanwhile, the local civil registrar of Magsaysay affirmed that when the DSWD started implementing the Pantawid Pamilya in the municipality, the registration for birth and marriage was estimated to have a ten percent increase.

CALAPAN CITY – Joint troops from the Philippine National Police and the Philippine Army are now thoroughly conducting hot pursuit operations against still unidentified suspects who ambushed and wounded the mayor of a remote municipality in Romblon and his two aides last Monday (April 25) afternoon in the said island province.
In report reaching the MIMAROPA Regional Police Office based in this city, Sr. Supt. Leo A. Tumolva, Romblon provincial PNP director, stated that Cajidiocan, Romblon Mayor Festo Riano Galang, Jr. was on his way home with his bodyguard and a driver on board a service vehicle, at around 5 PM of April 25, when unidentified suspects surprisingly fired at the victims.
According to the police report, investigations conducted revealed that the victim’s vehicle was then traversing the national road near a cemetery in Brgy. Cambahao, Cajidiocan when the undetermined number of suspects, who purportedly waited for the mayor’s group to pass the area, fired successive shots towards their subjects.
Galang and his driver Jorge Rabino sustained gunshot wounds on their left arms, while PO1 Erick Espartinez, Galang’s security aide, was hit on his left and right shoulders. The three were immediately rushed to a nearby hospital for immediate medical treatment but the mayor was eventually airlifted by military chopper to Manila for further medication.
Rabino and Espartinez are reportedly now in stable condition.
Police investigators recovered from the crime scene two empty shells of M16 assault rifle and a bonnet, presumably used by one of the suspects.
Yesterday (April 26), the Romblon PNP reported here to Chief Supt. Artemio G. Hicban, MIMAROPA regional police director, that while they have yet to identify the suspects and establish possible motives for the Monday ambush, joint police and military troops are now conducting pursuit operations against the perpetrators of the incident.(By JUANCHO R. Tarictics are hornbills, large mystifying birds with distinctly shaped bills belonging to the family Bucerotidae.
There are four similar kinds of hornbills in the Philippines belonging to the genus Penelopides, but these species do not look exactly alike and live geographically apart.
Where does the Mindoro Tarictic live?
About a hundred years ago, the Mindoro Tarictic was abundantly found in lowland areas, and even during the 1970’s they have been reportedly seen in flocks of up to 50 individuals.
These numbers have been rapidly declining, and reports say it is now rare to see them in flocks of seven.
What makes survival difficult for these birds? First of all, the forest, their home, is shrinking. Everyday it gets smaller and smaller due to logging and land conversion for agriculture. Secondly, they are hunted for food. Because of their size and visibility, they are easy shooting targets. Now, the Mindoro Tarictic is sighted in a few lowland primary forests, forest edges, or secondary growth forests.
The Tarictics have also been seen in isolated woodlots and even in single fruiting trees in cultivated areas, but prefer closed canopy forests. They are rarely seen beyond 1,000 meters above sea level unless they are disturbed by human activities in the lowlands. Although they have been seen to feed in forest edges, hornbills by nature are arboreal and very dependent on large forest trees, living and feeding off the upperstorey or canopy of a forest.
The Mindoro Tarictic has been classified as an Endangered species by the International Union for the Conservation of Nature (IUCN). This means that it is at a very high risk of extinction, and unless something is done to save them, the Tarictics of Mindoro will be gone in the next 20 years.
Besides their aesthetic value and their right to life, Tarictics play an important role in forest regeneration as they disperse the seeds of the fruit trees that they feed on. They are part of the intricate web of forest life, from which our human needs such as water, food and shelter can be traced back to.
Several groups in Panay and Negros Islands have worked over the years to be able to save their Tarictics. There are existing facilities for rescue and captive breeding, and ongoing research on how to stabilize the population of the Visayan Tarictics. Unfortunately, there have not been the same conservation efforts specific for its kin in Mindoro.

What is life like for this bird?
Mindoro Tarictics forage for food either alone or in groups, and sometimes even with other birds such as the Green Imperial-pigeon and the Coleto. Usually there is a lookout among the group who will first scout the area for predators before the rest of the group perches on the food tree.
Its diet includes carbohydrate-rich figs, lipid-rich drupes and capsules and other watery fruits. These include fruits of the Balete, Dao, Is-is, Igyo, Malugai, Kalumpit, Tuai, and Duguan trees. An insect or small animal may occasionally spice up its meal. It is fascinating to watch hornbills eat, as they peck at the food, place this at the tip of their bills, then toss it before swallowing. If the food bit is too big to swallow, they will chew on this, place it again at the tip of their bill, then toss back to their throat.
Unlike other birds, the nest of a hornbill is a cozy cavity high up in the trunk of a large tree. Biologists believe they breed around the months of April and May.
It is sad to note that when a foraging male Tarictic is caught or killed, its female partner also dies of starvation. The females do not leave their nestholes during breeding season and are highly dependent on their male partners to bring home food. Biologists also observe that fidelity is a trait among Tarictics.

What can be done?
The greatest threats to the flying foxes are habitat loss, disturbance of roosting area, and hunting for food and for trade. Air guns, shotguns, slingshots, thorny vines, nets and tree snares are used to catch them, but the most destructive of these are nets, since juveniles and those in pregnancy get caught as well. Statistics estimate that a seasoned hunter can bag as many as 50 flying foxes per month!
Studies such as population counts and monitoring have been effective at estimating remaining numbers and rate of decline of this species. However, more research is urgently needed if we are to stop the extinction of flying foxes. There is still very little known information about their habitat, foraging range, roosting behavior, diet and natural history. Researches on this would greatly help conservationists assess how the species can be saved.

How to Get Here?
Abra de Ilog is one of the 11 towns in Occidental Mindoro. It is located in the West side of Mindoro Island in the Southern Tagalog region of the Philippine Archipelago.

Brief Profile
The Municipality of Abra de Ilog lies in the northernmost tip of the mainland Occidental Mindoro. It is bounded by Paluan in the West, Mamburao in the South & Puerto Galera, Oriental Mindoro in the East. It has a total land area of 72, 865.870 hectare, consisting mainly of 70.47% forest land and 20.91% agricultural. Just like the rest of the country, Abra de Ilog experiences dry season during the months of March, April & May. Rainy season starts in June and persists until late November. But unlike other coastal towns Abra de Ilog is located between two ranges of mountain hence; it can have a low of 20.8°C even during summer and a high of 30.1°C during wet seasons.
Its terrain can be attributed to the rugged mountains ranging from the coastline up to the most isolated, untouched land formation going further south. The town has average annual rainfall is 2,262.5 mm to 3,850 mm while the humidity range from 63° to 87° with an average of 75.4°. Based on 2004 Local Government Unit survey, the town has a total population of 23,915, 33.78% of which are Indigenous People (IPs) with almost 1:1 male to female ratio. Lowlanders or Tagalog are 15,835. Electorate population is 12,126. About 90.14% of families belong to poverty level.

MANILA, Philippines — The tamaraw, the Philippines’ flagship species found only in the island of Mindoro, is now out of danger from extinction, officials say.
Dr. Arnel del Barrio, director of the Department of Agriculture’s Philippine Carabao Center (DA-PCC), said that from 2001-2008, the tamaraw population has increased yearly by an average of 10 percent.
Reporting on the findings of the latest tamaraw expedition by government and private entities, including students from the Far Eastern University (FEU), last April, Del Barrio said the tamaraw population was counted at 263 this year compared to only 175 heads in 2001.
“The calving rate estimated by number of yearlings is considerably high... (which could mean that) more than 55 percent of the Tamaraws are giving birth," Del Barrio reported during the Third Tamaraw Forum at the FEU Conference Center in Manila on Friday.
The expedition was organized by the Tamaraw Conservation Program (TCP) at the Mt. Iglit-Baco National Park in Mindoro Occidental
In another bit of good news, the TCP figure was considered conservative by the Department of Environment and Natural Resources (DENR).
DENR Undersecretary Manuel Gerochi said a “systematic counting" conducted by the department’s field personnel in all possible tamaraw habitats on the island estimated the tamaraw population to be more than 1,000.
“The figures of the TCP are based on actual, visual counting; and done only in one area, Mt. Iglit-Baco," Gerochi said in the same forum.
The TCP and DENR attributed the increase in the tamaraw population to continuing initiatives to raise awareness regarding the significance of the species and its preservation by national and local government, as well as the private sectors.
Through the tamaraw awareness campaign, the island’s native Mangyan dwellers stopped their tradition of killing the animal for its blood, which the tribesmen consider as a source of strength and good health.
Known to scientists as the Bubalus mindorensis or Mindoro dwarf buffalo, the tamaraw population was estimated at 10,000 during the 1900s, when the island was unpopulated due to malaria.
But the population of the animal started to decline with the eventual increase in human activity and the occurrence of diseases, starting in 1930 with the outbreak of rinderpest, a viral disease mostly affecting cattle.
In 1953, the estimated tamaraw population was placed at around 200, slipping to only about 100 in the 1960s when the animal’s range was reduced to three areas: Mount Iglit, Mount Calavite and areas near the Sablayon Penal Settlement.
Haribon Foundation also noted the introduction of cattle into Mindoro in the early 1900s, rampant hunting of the species and the widespread logging that destroyed much of Mindoro’s forests where the Tamaraws live as among the major causes of the decline in tamaraw population.
Concerns over the deteriorating population of the tamaraw were elevated in a conference of the International Union for the Conservation of Species (IUCS) in Bangkok, Thailand; resulted in the establishment of a 280-hectare gene pool farm in Rizal municipality of Mindoro Occidental.
Captive breeding
Breeding the tamaraws in captivity, however, was found to be ineffectual. Only four births were recorded from 1990 to1997, and all four calves did not live long.
Learning from experience, the government shifted focus on improving actual habitat conditions and educating the local populace.
Gerochi said that tamaraws “should be somehow isolated from human population" and must be allowed to roam freely, as incidents of suicide or self-inflicted harm have been noted from tamaraws that were held in the gene pool farm.
“The tamaraws should be somehow isolated from human population so we need to know their real habitat during its highest population," Gerochi said.
“Breeding in captivity might not be good, same as what happened with our experience with the Philippine eagle," he said.
He said captive-bred Philippine eagle encountered difficulties when they were released in the wild.
“It seemed that if we restrict them or these animals, we lose the glory of that species," Gerochi said.
Carabao's cousin
Tamaraws are usually mistaken as carabaos, but scientists say it differs in several aspects.
Dr. Antonio Manila, assistant director of the DENR-Protected Areas Wildlife and Bureau (PAWB), said that tamaraws are smaller and darker in color than carabaos. He also said that tamaraws have shorter tail and have V-shaped horns, unlike the carabao’s which are large and C-shaped.
A mature tamaraw stands at only about three feet high at the shoulder and weighs 300 kilograms.
Unlike the domesticated carabao, the tamaraw is wild and fierce that if cornered or disturbed in its natural habitat, it will attack and pursue the intruder relentlessly.
“The indigenous Mangyans of Mindoro rightly respect the tamaraw and keep their distance from it," says researcher Art Fuentes in the Haribon Foundation’s Web site (http://www.haribon.org.ph).
Gerochi stressed that extensive reforestation might be the key to accelerate the propagation of the tamaraws, which are found only in the mountainous portions of Mt. Iglit-Baco National Park, Mt. Calavite, Mt. Halcon-Eagle Pass, Mt. Aruyan-Sablayan-Mapalad Valley, and Mt. Bansud-Bongabong-Mansalay.
“The current sanctuary is big enough, I think. So, really it is the preservation of their habitat, which should be undertaken," he said.
In 2002, by virtue of Presidential Proclamation 273, the governmentset the month of October as a “Special Month for the Conservation and Protection of the Tamaraw in Mindoro," emphasizing the need for more intense effort to protect, conserve, and eventually perpetuate one of the country’s flagship species and national pride. Bleeding-heart is a pigeon, so called because of a distinct red or orange marking on its breast that looks like it is bleeding. It may be Mother Nature’s sense of humor that stained these birds with target shooting marks, but these awesome patches make them special from all other colorful birds. The distinct patch slightly varies in shape and color among species of Bleeding-hearts.
For the Mindoro Bleeding-heart, it is orange and relatively elongated.
Unlike many birds, the males and females of this species look the same.
Found only in Mindoro, a 9,826-square kilometer island southwest of mainland Luzon, the Mindoro Bleeding-heart is known as Kulo-kulo to the Mangyans, the indigenous peoples living in Mindoro’s forests. The bird also goes by the local names La-do, Manatad, Manuk-manuk, Punay, and Puñalada. Although similar in habits to its cousin the Common Emerald-dove (Chalcophaps indica), its calls and appearance are different.

CALAPAN CITY – Legitimate cooperatives in Oriental Mindoro, as well the entire country, can now heave a sigh of relief following the order of the national office of the Bureau of Internal Revenue (BIR) on its local office here to allow or issue the said groups its needed tax exemptions so that the latter continue working for the people in this critical times.
In a memorandum order, dated last Friday (June 10), BIR Deputy Commissioner Nelson Aspe directed their local office here, Revenue District Office No. 63, to process and issue the Certificate of Tax Exemption (CTE) to qualified cooperatives which have already applied it for a long period of time and for the said RDO to receive the coop’s annual income report to resume the latter’s operation without the fear of being branded as “illegal.”
Oriental Mindoro 1st District Congressman Rodolfo G. Valencia relayed the good news Saturday (June 11) to some 100 members and representatives of 8,000 registered cooperatives in Oriental Mindoro, who trooped to the lawmaker’s house here in relation to their plight and campaign against the officials of BIR in the province.
According to Congressman Valencia, who hit the said local revenue office in his privilege speech last week because of the complaints of Oriental Mindoro cooperatives led by Calapan Labor Service and Development Cooperative (CALSEDECO), Deputy Commissioner Aspe issued the ruling following his (Valencia’s) representation with BIR Commissioner Kim Henares and after the national tax officials assessed the situation and the law governing cooperatives in the country.
Republic Act No. 9520, or the Cooperatives Law of the Philippines, states that the state shall encourage the formation of cooperatives around the country to help in nation-building and in doing so, the subject groups “deserve a preferential tax treatment because of the vital role they play in the attainment of economic development and social justice.”
Valencia said RDO 63 here, led by Revuene District Officers Salvador Lasala and Benjamin Cruz, “misinterpreted” the law and denied the cooperatives of their needed CTE and assessing tax on the said groups “way beyond the normal tax assessment” given by government.
The CTE is among the legal documents that cooperatives need to present in order to be able to transact business with clients and institutions. Without CTE, the coops are unable to borrow loans from banks for specific project requirements, enter into business agreements, and win awards in competitive biddings, among others.
Apparently, during the congressman’s encounter with top BIR officials in a joint Senate and House committee on cooperatives last week, revenue executives acknowledged the true intent of the said law on coop. The BIR is said to have conforming now their revenue laws and regulations to RA 9520.
Valencia was told by representatives of cooperatives here on Saturday that almost 50,000 of their estimated members in Oriental Mindoro will be benefitted by the said BIR national office’s ruling. Mga alituntunin ng batas, binigyang-linaw ni City Health Officer Llanto
Upang higit na maunawaan ng mga mamamayan ng Lungsod ng Calapan ang ordinansang nagbabawal ng paninigarilyo sa mga pampublikong lugar sa syudad, binigyang-linaw ni Calapan City Health Officer Dra. Lisa Llanto ang ilang mahahalagang aspekto na nakapaloob sa nasabing batas noong ika-8 ng Hunyo, 2011.
Ayon kay Dra. Llanto, inilunsad ng Pamahalaang Lungsod ng Calapan sa ilalim ng Programang Green Calapan ang City Ordinance No. 7, Resolution No. 269 na nagmula sa inamiyendahang City Ordinance No. 13-04, Resolution No. 311 ng Calapan. Binigyang-diin niya na bukod sa mga gusali at establisimiyento, kasama na din ang mga pangunahing kalye ng lungsod na babantayan sa pagpapatupad ng nasabing batas.
Sa panayam kay Dra. Llanto sa Aksyon Agad sa Bagong Calapan sa DWOM-FM, inilahad niya ang proseso kung paano isasagawa ang mahigpit na implementasyon nito sa ika-1 ng Hulyo. Nilinaw niya na hindi na maaaring magsigarilyo ang sinuman sa mga pangunahing kalye sa city proper partikular sa J.P. Rizal, Bonifacio, Leuterio, Juan Luna at iba pang streets maliban sa mga itinalagang smoking areas ng Pamahalaang Lungsod. Sa mga smoking areas ay may ilalagay na smoking signages, ashtray at garbage bins. Maging ang mga sabungan at rural barangays ay hindi rin ligtas sa batas na ito.
Para naman sa mga turista ng Discipline City, maglalagay sa Calapan City Port ang Pamahalaang Lungsod ng mga babala hinggil sa nasabing ordinansa upang magabayan ang mga bibisita sa lungsod.
Isang libong piso (P1, 000.00) at tatlong (3) araw na pagkabilanggo ang kaparusahan sa unang beses ng paglabag sa ordinansa; tatlong libong piso (P3, 000.00) at limang (5) araw na pagkakulong naman sa ikalawang paglabag at limang libong piso (P5, 000.00) at pitong (7) araw na pagkabilanggo sa ikatlong paglabag.
Dagdag pa ng City Health Officer, bukod sa pagkilala sa personal na karapatan ng mga naninigarilyo at hindi naninigarilyo, layunin din ng ordinansa sa pangunguna nina Calapan City Mayor Doy C. Leachon at Vice Mayor Jojo S. Perez na mahikayat ang mga Calapeño na tumigil na sa paninigarilyo dahil sa bantang dulot nito sa kalusugan.

Matagumpay na nalampasan ng Divine Word College of Calapan (DWCC) ang national passing percentage nang makapasa sa May 2011 CPA Board Examination ang labing-apat sa labimpitong estudyante ng nasabing kolehiyo sa kursong Bachelor of Science in Accountancy.
Pumangatlo ang DWCC sa sampung pinakatanyag na kolehiyo at unibersidad sa buong bansa kasunod ng University of the Philippines (UP) Visayas sa ikalawang pwesto at De La Salle University (DLSU) Manila na nanguna sa nasabing Board Examination.
Sa 40.50% na national passing rate, 82.35% ang ipinamalas ng DWCC, 40.50% ang UP Visayas at 100% naman sa DLSU Manila.
Samantala, sa ilalim naman ng Divine Word Educational Association (DWEA), pinakamataas ang antas na nakuha ng DWCC na sinundan ng Holy Name University (72.97%) at University of San Carlos (66.20%).
Sa buong rehiyon naman ng MIMAROPA, pumangalawa ang DWCC sa Romblon State College na may 100% passing rate kung saan dalawa sa dalawang examinees ang parehong nakapasa. Gayon pa man, sa kategorya ng sampo hanggang limampong examinees, nanguna ang DWCC sa Region IV-A at Region IV B.
Nananatiling isa sa mga flagship courses ng DWCC ang Bachelor of Science in Accountancy sa ilalim ng pamumuno nina DWCC Accounting Department Head Mary Jane Bautista at sa suporta at pamamatnubay ng kanilang Vice President for Academic Affairs Dr. Aleli C. Dugan.
Ikinagalak naman nina Calapan City Mayor Doy C. Leachon at Vice-Mayor Jojo S. Perez ang tinamong na karangalan ng DWCC. Ayon sa dalawang lider, patunay ito na ang Calapan ay nananatiling sentro ng edukasyon hindi lamang sa buong Lalawigan ng Silangang Mindoro ngunit sa buong Rehiyon ng MIMAROPA.

Isang Orientation Program para sa mga bagong mag-aaral ng Dalubhasaan ng Lungsod ng Calapan (DLC) ang ginanap sa City Hall sa unang araw ng pasukan noong ika-6 ng Hunyo, taong kasalukuyan.
Kabilang sa programa ang pagpapakilala sa mga program heads ng dalubhasaan, mga guro ng bawat departamento, staff at part-time teachers kasama na rin ang mga kawani ng nasabing paaralan. Ipinakilala din ang Students’ Parliament ng DLC at ang bagong tatag na Association of Calapan City Scholarships’ Alumni (ACCSA), isang organisasyon para sa mga nakatapos na iskolar ng Pamahalaang Lungsod ng Calapan.
Layunin ng nasabing orientation na gawing pamilyar ang mga bagong mag-aaral, scholar man o paying student, sa mga patakaran at alituntunin ng kolehiyo upang maging madali para sa kanila ang kanilang pagsisimula sa pag-aaral doon. Sa pangunguna ni City Education Officer Marilyn E. Manigbas at DLC Administrator Dr. Rene Colocar, binanggit at ipinaalala ang mga requirements ng mga estudyante sa unang araw ng kanilang pagpasok kabilang na ang pagsusuot ng uniform at ID na siyang mahigpit na ipapatupad sa eskwelahan simula sa ika-6 ng Hulyo.
Ang mga kursong maaaring kunin ng mga mag-aaral sa DLC sa kasalukuyan ay Bachelor of Science in Education Majors in Physical Science, Math at SPED; Bachelor in Library Information System (BLIS); Bachelor of Science in Information System (BSIS); Bachelor of Science in Hotel and Restaurant Management (BSHRM); at Bachelor of Science in Tourism (BST).
Para sa School Year 2011-2012, may 475 na mga estudyante ang nag-aaral sa DLC o City College of Calapan (CCC). Nahahati sila sa mga City Government Scholars (Cultural, Academic at Handog Scholars) at paying students. Sa maliit lamang na halaga na Php. 3,600.00 – Php. 5,200.00 na tuition fee kumpara sa ibang mga college schools sa Calapan, de kalidad na edukasyon na ang nagiging benepisyo ng mga maralitang Calapeño sa CCC. Sa 2012 ay inaasahang magtatapos na ang unang batch ng graduates ng kolehiyo na nagsimulang mag-operate sa lungsod noong taong 2008.
Ang bagong tayong gusali ng DLC sa likod ng New City Hall sa Barangay Guinobatan ay kasalukuyan nang ginagamit at nagsisilbing classrooms para sa mga 1st year at 2nd year students samantalang ang lumang DLC o CCC Building sa Barangay Ibaba naman ay para sa 3rd year at 4th year students.

Tuwing araw ng Linggo, mahigpit nang ipagbabawal ang paggamit ng mga non-biodegradable plastic, cellophane at styropor bilang lalagyan ng mga gamit, pagkain o anumang bilihin sa mga pamilihan sa Lungsod ng Calapan. Alinsunod ito sa Resolution No. 405, City Ordinance No. 11 ng Sangguniang Panlungsod na naaprubahan noong ika-29 ng Abril ngayong taon.
Ang nasabing pagbabawal ay bahagi lamang ng anim na buwang moratorium ng mahigpit pagpapatupad ng ordinansa simula ngayong buwan ng Hunyo. Makalipas ang anim na buwan, tuluyan na ang mahigpit na implementasyon nito araw-araw sa lahat ng mga pamilihan o tindahan sa lungsod.
Bilang aternatibo sa mga sisidlang plastic, iminumungkahi sa mga manininda ang pagbibigay ng paper bags; cloth bags o katsa; woven bags o bayong; non-plastic sack or bags o shopping bags; biodegradable plastic o kahit anong nabubulok na sisidlan ng mga pinamili. Pinakikiusapan naman ang mga mamimili na magdala ng sariling lalagyan bilang isang kampanya sa programang “Bring Your Own Bag” ng Discipline City.
Isang buwan bago ipatupad ang ordinansa, magkakaroon ng malawakang pagpapakalat ng impormasyon ukol sa pagpapatupad ng Zero Plastic Ordinance. Gagawing puspusan ang pagpapalaganap ng impormasyon ukol dito sa radyo, telebisyon, dyaryo, magasin at maging sa internet.
Ayon kay Calapan City Mayor Doy C. Leachon, isang magandang simulain ito upang ipagpatuloy ang malawakang kampanya ng Pamahalaang Lungsod ng Calapan sa pag-aalaga sa kalikasaan, pagsiguro sa kalinisan at hakbang na rin ito upang makaiwas sa malawakang pagbaha dahil sa mga baradong kanal na puno ng plastic bags o containers. Dagdag pa niya, sa patuloy na pagtindi ng climate change ngayon, hindi dapat ipagwalang-bahala ang nasabing ordinansa.
Suportado naman nina Calapan City Vice Mayor Jojo S. Perez at kaniyang mga konsehal ang nasabing batas. Ayon kay Vice Mayor Perez, magiging madali ang pagpapatupad nito sa pamamagitan ng mahusay na pagpapakalat ng impormasyon at kooperasyon ng mga Calapeño.
Pinaaalalahanan naman ang lahat ukol sa mga parusa kung sakaling may lumabag sa ordinansa: unang paglabag – magbabayad ng limadaang piso at apat na oras na community service; isang libong piso naman at walong oras na community service naman ang ipapataw sa pangalawang paglabag, habang P2,500.00 naman at pagkakulong ng hindi hihigit sa anim na buwan ang kaparusahan sa ikatlong paglabag.

CALAPAN CITY, Oriental Mindoro, Hulyo 15 (PIA) -- Maliban sa mga iba't ibang klaseng tulong na una nang ipinaabot ng Kapitolyo sa mga mamamayang Mindoreno, handog naman ngayon ng pamunuan ni Gobernador Alfonso V. Umali, Jr. ang tax amnesty para sa mga ari-ariang di natitinag na amoroso sa buwis.
Sa bisa ng Provincial Ordinance No. 17-2011, “Provincial Ordinance granting Tax Amnesty or relief to owners of tax delinquent real property located within the Province of Oriental Mindoro, na inaprubahan ng Sangguniang Panlalawigan noong Hunyo 14, 2011, ang batas na inakda ni Vice Governor at ngayo’y Acting Governor Humerlito A. Dolor, bibigyang daan nang nasabing batas ang mga hindi nakapagbayad ng kaukulang buwis ng kanilang ari-ariang di natitinag sa mga nagdaang taon na magkaroon sila ng pagkakataong mabayaran ang buwis sa halaga lamang ng prinsipal nito o wala nang interes o multa.
Itinatadhana ng Section 192 ng Local Government Code of 1991 ang pagpapaubaya sa mga lokal na pamahalaan na magbigay ng amnestiya sa mga ari-ariang amoroso sa pagbabayad ng buwis upang mabigyan ng pang-agapay ang mga may-aring hindi nakapagbayad ng tamang buwis sa mga nakaraang taon.
Makikinabang sa programang ito ang mga mamayan ng Oriental Mindoro na hindi nakapagbayad ng buwis mula 2010 at sa mga lumipas pang taon.
Sakop lamang ng programang ito ang 14 na bayan sa lalawigan at hindi kasama ang Lungsod ng Calapan.
Mula Hulyo 1 hanggang Disyembre 31, 2011, maaring makinabang ang mga mamayan dito.
Kung dati-rati ay may babayarang interes, penalty, surcharge o multa ang mga huling magbabayad ng buwis para sa ari-ariang di-natitinag, sa loob ng ilang panahon, may pagkakataon ang mga mamamayang hindi nakapagbayad ng buwis na nagpatung-patong na ang interes na makapagbayad ngayon nang walang interes, multa, penalty o surcharge.
Tanging ang basic tax lamang o prinsipal ang sisingilin sa kanila ng Provincial Treasurer's Office.
Sa naging suliranin ng Pamahalaang Panlalawigan hinggil sa mga hindi nakapagbabayad nag buwis lalo na nang matagal nag panahon, sa halip na subasta ay minabuting amnestiya na lamang ang gawing hakbang para rito upang makaagapay na rin sa sitwasyon ng mga ito. (PIO-PIA/Louie T. Cueto)

PUERTO PRINCESA CITY, 15 July (PIA) -- The Philippine Coconut Authority (PCA) Palawan Office has already saved 300,000 coconut trees from the dreaded brontispa longissima infestation which threatens to wipe out the local coconut industry in southern Palawan.
The PCA Palawan Office is employing both chemical and biological procedures to check the spread of the infestation and to treat already affected coconut trees. To date, PCA has estimated 400,000 trees infested in four municipalities in the south, including Balabac. In the north, infestation has spread in Roxas, Taytay, El Nido, Araceli and Dumaran towns.
Two modes are used in chemical control of brontispa pest – spraying and trunk inoculation. Spraying is used for young non-bearing coconut trees. However, spraying is not practicable because it poses risks to the applicator.
“Ginagamit lang ang application na ito sa mga batang puno kasi delikado na para sa sobrang taas na adult trees, at may risk din sa health ng tao ang madalas na exposure sa pesticide,” said Ms. Claire Mendez, Senior Agriculturist of PCA Palawan.
Another alternative employed in chemical control is the trunk inoculation which is the systemic application of the pesticide. In biological control, the natural enemies of the brontispa pest is introduced to the infested trees. These natural enemies will then attack the larvae or pupae of the brontispa pest.
Mr. Rodolfo Romasanta, Chief of PCA Palawan Office said that success of controlling the infestation lies in working together of the PCA with the local government units and farmer associations.
He said that the PCA is not letting up on its mandated intervention for the affected areas.
He said that they will conduct trainings of farmers, conduct IEC and supervise the application of appropriate controls of infested coconut plantations next week in the affected towns in northern Palawan. (vsm/pia-palawan)

Sa pamamagitan ng CHMI, na pinangungunahan ni Noel Gonzales at dating Caloocan City Mayor Rey Malonzo, magtatanim ng halamang panggagalingan ng kape gaya ng Robusta at Arabica o kapeng barako sa may ilan daang ektaryang lupain sa mga bayan ng Baco, San Teodoro at Socorro upang makapag-prodyus ang lalawigan ng tinatayang nasa 40 toneladang kape.
Sa naging pagpaplano at lagdaan ng MOU, na isinagawa kamakailan sa opisina ng Orminvest Foundation, Inc. sa Filipiniana Hotel sa lungsod ng Calapan at dinaluhan ng CHMI at mga kinatawan ng Orminvest gaya nina Congressman Valencia, Nico Valencia at Mayor Graciano Dela Chica ng Baco at Mayor Alfredo Ortega Jr. ng Victoria, nalaman na sa nasabig malawakang pagtatanim ng kape sa unang 200 ektaryang lupa sa nabanggit na mga bayan, mangangailangan ng 400 magsasaka o manggagawa dito.
Dati nang nakapagtatanim at nakapagluluwas ng kape sa Oriental Mindoro, subalit ito ay napalitan ng ibang mga pananim dahil sa kawal ng maayos na merkado para dito.

LINGAYEN, Pangasinan, July 26 (PNA) -- The provincial government, led by Governor Amado T. Espino Jr., expressed full support to the country’s campaign to make the Puerto Princesa Underground River as one of the New 7 Wonders of Nature.
Espino called on all provincial government officials and employees and the people of the entire province to participate in the text drive called "Atin ‘To, Ating Iboto Lahat Panalo" text drive in the global search to make the Palawan natural wonder in the list of world's New 7 Wonders of Nature.
Corollary to this, Provincial Administrator Rafael Baraan led the synchronized text voting in a brief launching program held after the regular flag-raising ceremony July 25 at the Capitol Plaza here, participated in by provincial department heads, guest officials from the Department of Education (DepEd) and province's different departments.
Baraan encouraged all Pangasinenses to support the nationwide voting campaign launched by no less than President Benigno S. Aquino III who stressed that the pride of Puerto Princesa is the pride of the entire nation.
This will be made possible by casting votes via sending texts or thru the internet.
The Puerto Princesa underground river was chosen earlier as one of the 28 global finalists and the top 7 will be finally known November 11 this year.

ROMBLON, Romblon, August 5 (PIA) -- Fish pen operators from Taal lake has signified their intention to relocate their fish pens to Looc bay in the province of Romblon after suffering huge losses due to a fish kill that hit Taal lake a few months ago.
In a phone interview with Governor Eduardo “Lolong” Firmalo, he said that talks are being undertaken for the relocation of the fish pens with the fish pen operators, the Bureau of Fisheries and Aquatic Resources (BFAR) and the provincial government.
Romblon is widely known for its beautiful dive sites and abundant fishing grounds. Some professional divers consider Romblon as one, if not the best diving spot in the world.
Firmalo added that they will make an arrangement to ensure that the fish pens would not compete with local fishermen in the area and that only the required number of fish per fish cage would be place so that it would not harm the environment.
He also added that a marine breeding station would be put up in Romblon and the fingerling produced from the said station will be distributed to the different municipalities.
A cold storage facility will also be constructed to help fish pen operators and local fishermen.
The income which will be generated by the fish pens will greatly boost the economy of Romblon and will ensure stable jobs for Romblomanon.

PUERTO PRINCESA CITY, August 5 (PIA) -- The construction of the Ph18 million Tagbolante Communal Irrigation Project will be completed in September supplying much needed water in 124 hectares of farmlands in Barangay Berong in Quezon municipality.
The project was started first quarter of this year as one of the priority projects of the Agrarian Reform Infrastructure Support Project (ARISP), a foreign-assisted project of the Department of Agrarian Reform.
According to Provincial Agrarian Reform Officer Conrado S. Guevarra which also serves as the ARISP Provincial Project Manager, an initial of 60 farming families are set to benefit from the project. “These farmers mostly beneficiaries of the CARP are dependent on rainfed rice-farming system for a long time,” PARO Guevarra said.
Under the ARISP which is now on its third phase, agrarian reform beneficiaries are provided infrastructure support such as irrigation, farm-to-market roads, post-harvest facilities; institutional development and agricultural support. The general objective of the project is to alleviate poverty, institute agrarian change and spur economic growth in ARCs nationwide.
“Like any other special Agrarian Reform Communities in the country, DAR is mandated to link Barangay Berong to any available CARP-funded programs which in turn provide rural infrastructure projects and other material help to ensure increase productivity of lands awarded to the beneficiaries of the government’s agrarian reform program,” he further explained.
He said that the community is also a beneficiary of the DAR-Department of Energy (DOE) partnership through the support of the Spanish government that provided the off-grid barangay with renewable solar-powered electricity dubbed as Solar Power Technology Support in the ARCs (SPOTS).
Under ARISP, the province received 127.5 Million Pesos for the first phase and close to 200 million for the second phase. Most of the projects were in the form of rural infrastructure, institutional and agricultural support and credit facilities.

MANILA, Philippines — The country’s unemployment rate in July remained high at 7.1 percent compared with 7.2 percent in April, but higher than 7.0 percent in July 2010, the National Statistics Office reported.
The underemployment rate, or people holding down part-time jobs, stood at 19.1 percent, down from 19.4 percent in April but still much higher than the 17.9 percent underemployment rate in the same period last year.
This means more than one in four working-age Filipinos are either unemployed or looking for more work.
The high unemployment and underemployment rates came after economic growth slowed to a disappointing 3.4 percent in the three months to June.
Government officials blamed the economic slowdown largely on overseas developments such as high oil prices, the March disasters in Japan, the poorly performing US and European economies, and unrest in the Middle East. Unemployment data is released on a quarterly basis.
Likewise, the NSO reported that the country's employment rate in July 2011 remained steady at 93 percent to 37.1 million persons employed compared to the same period in 2010.
Cagayan Valley had the highest employment rate at 97.6 percent, followed by Zamboanga Peninsula (96.7%), Autonomous Region in Muslim Mindanao (ARMM) (96.3%) and MIMAROPA (96.2%). The National Capital Region (NCR) had the lowest employment rate at 89.1 percent.
NSO revealed that the number of persons in the labor force, or those who were either employed or unemployed, is approximately 39.9 million out of the estimated 62 million population 15 years old and over.
Of the estimated 37.1 million employed persons in July 2011, those in the services sector comprised the largest proportion, accounting for more than half (52.2%) of the total employed population. Around one-third (32.6%) were in the agriculture sector and the rest (15.2%) were in the industry sector.
Among the various occupation groups, laborers and unskilled workers comprised the largest group, making up 32.6 percent of the total employed population. This was also the largest occupation group in July 2010 (31.8%). Farmers, forestry workers and fishermen were the second largest group of workers accounting for 15.2 percent of the total employed.
Employed persons fall into any of these categories: wage and salary workers, self-employed workers without any paid employee, employer in own-operated farm or business and unpaid family workers.
Wage and salary workers are those who work for private households, private establishments, government or government controlled corporations, and those who work with pay in own family-operated farm or business.

PUERTO PRINCESA CITY, September 15 (PIA) -- The establishment of Cuyo Technical -Vocational High School is being sought by way of a Sangguniang Panlalawigan resolution that was approved in yesterday’s regular session.
The resolution passed by Board Member Rolando Bonoan gives authority to the Provincial Government to enter into a Tripartite Memorandum of Agreement with the Palawan State University (PSU), and the Department of Education.
The Tripartite MOA is the output of the agreement reached in a meeting conducted in June to determine the possibility of the establishment of the technical-vocational high school and other considerations. The meeting was participated by Dr. Sinforosa Guiñares, Officer-In-Charge of DepEd MIMAROPA, Dr. Erlinda Ganapin, OIC of Palawan State University and the provincial government. The parties agreed to a MOA that shall set off the realization of the school.
The signing of the MOA is seen as the final stage in the establishment and operations of the Cuyo Technical-Vocational High School.
The Commission on Higher Education ordered the school closed in 2008. The students transferred to another school where it was far from the center of the town. Since then, the local officials of Cuyo and 2 other towns, parents and the students have requested for the re-opening of the school. (vsm/pia-palawan)

PUERTO PRINCESA SITY, September 11 (PIA) -- The security of tourists visiting the province is sought to be enhanced through a resolution submitted by Provincial Board Member Rolando Bonoan in this week’s regular session of the Sangguniang Panlalawigan.
The resolution seeks to strengthen the presence of tourist police force in popular tourist destinations to ensure the safety of the growing number of visitors .
“Mahalaga ang seguridad ng isang lugar sa pagpapaunlad ng turismo dahil dito nakasalalay ang tiwala at pagtangkilik ng mga turista at mga negosyante at organisasyong nais mamuhunan sa industriya ng turismo sa lalawigan,” said Board Member Bonoan.
BM Bonoan encouraged the Philippine National Police, private security agencies, local government units, and tourism-related establishments for strong coordination and collaboration and to come out with its own peace and security plan for the industry.
Outside of Puerto Princesa City, the municipalities of El Nido, Coron, and Taytay are major tourist destinations . Tourist arrivals more than doubled with the increase in the number of flights of four major airline companies in Puerto Princesa City and Busuanga. (vsm/pia-palawan)

Some 46 local government units (LGUs) throughout the country received on Tuesday a total of P91 million as incentives for good governance under the government’s "Gawad Pamana ng Lahi" program.
In a news release, the Department of Interior and Local Government (DILG) said the funds came from the department's P500 million Performance Challenge Fund (PCF).
The DILG said the fund serves as incentives for the country’s LGUs to adopt transparent, accountable and participatory governance.
The awards consisted of a trophy and a check amounting to:
P3-million for each provincial winner,
P2-million for each of the city awardees, and
P1-million for each municipal winner.
Interior and Local Government Secretary Jesse Robredo said the LGUs were chosen based on the following criteria:
scores in the development indices from the Local Governance Performance Management System,
the Seal of Good Housekeeping,
organization of national government bestowed awards, and
acknowledged innovations.
“We expect the Gawad Pamana ng Lahi awardees to sustain their outstanding performance and serve as shining exemplars of good governance," Robredo said.
“Through this awards program, we aim to recognize the invaluable contribution of LGUs that have continuously adhered to the good governance principles of transparency, accountability and inclusivity in local administration and development," he said.
The awards were handed out as part of the DILG's "Biyaheng Pinoy" program, a yearlong celebration of the 20th anniversary of the Local Government Code.
Of the 46 regional winners, 15 were provinces, 15 were cities and 16 were municipalities.
The provincial awardees include the provinces of La Union, Quirino, Bulacan, Cavite, Marinduque, Albay, Negros Occidental, Bohol, Leyte, Zamboanga del Norte, Misamis Oriental, Compostela Valley, Cotabato, Agusan del Norte and Benguet.
The city awardees were: San Fernando, Santiago, San Fernando, Antipolo, Puerto Princesa, Ligao, Iloilo, Cebu, Ormoc, Zamboanga, Cagayan de Oro, Tagum, Kidapawan, Surigao, and Tabuk.

Northeast of the Province of Palawan in Region IV of the Philippine Republic is the island of Mindoro, which (with surrounding smaller islands) constituted the Province of Mindoro from 1921 until 1950, when it was split into Occidental and Oriental halves. Occidental Mindoro has a population of 378,000 in eleven towns, of which Mamburao is the capital, on 5880 sq.km.
The Chinese traded with the natives of Mindoro for centuries before the Spanish, in the person of Miguel Lopez de Legaspi, discovered the island in 1569. Gold sediments in the streams led the Spaniards to christen the island "Mina de Oro" or "Gold Mine," but that didn't pan out to any great extent. The name survives, compressed. Spanish occupation began the next year under Lopez de Legaspi's lieutenant and grandson, Juan de Salcedo.
Both provinces Mindoro Occidental and Mindoro Oriental include primeval forest, nature reserves, many miles of unspoiled beach, and opportunities for hiking, swimming, diving, wind-surfing, fishing, camping, nature-watching, etc. The island is sole home to the tamaraw, a wild relative of the carabao, or water buffalo, with horns that grow up in a V instead of curving in. Exotic birds and butterflies also abound. Oriental Mindoro has the oldest Spanish fort in the Philippines, with the cannons that were used against Moro raiders, whose depredations continued well into the nineteenth century. Occidental Mindoro includes the islands where Japanese soldiers Hiroo Onoda and Fumio Nakahira prolonged World War II until 1974 and 1980, respectively. Both provinces are mainly agricultural, growing rice, maize, coconuts, bananas, and vegetables. There is some light industry, and the ocean teems with commercial and sport fish.

Oriental Mindoro (Filipino: Silangang Mindoro; Spanish: Mindoro Oriental) is a province of the Philippines located in the island of Mindoro under MIMAROPA region in Luzon, about 140 km southwest of Manila. The province is bordered by the Verde Island Passage and the rest of Batangas to the north, by Marinduque, Maestro del Ocampo Island, Tablas Strait and the rest of Romblon to the east, by Semirara and the rest of Caluya Islands, Antique to the south, and by Occidental Mindoro to the west. Calapan City, the only city in the island, is the provincial capital.Oriental Mindoro is touted as the country's emerging eco-tourism destination. In 2005, the Philippines was found to be the center of marine fish biodiversity and the home of the most diverse marine ecosystem in the world[1], by American biologists Kent Carpenter and Victor Springer. Most of the endemic species in the Philippines are found in the Verde Island Passage between Mindoro island and the main island of Luzon. The passage houses 2,983 individual species of algae, corals, crustaceans, mollusks, fishes, marine reptiles, and marine mammals, based on a study conducted by scientists Carpenter and Springer in 2005.

Marinduque
East of the Province of Oriental Mindoro is the smaller province of Marinduque. Its population is 217,000 in six towns, of which Boac is the capital, totalling 959 sq. km. It has been a separate province since 1920. It has considerable mineral resources, but a disastrous leak of mine tailings in 1996 forced the closure of the copper mines. Its chief products are coconuts, rice, maize, fruits, vegetables, livestock, fish, wood, and the products of a number of small-scale industries. Off the coast are three small islands called the Three Kings, individually Gaspar, Melchor, and Baltazar, a favoured spot for day-trips and diving; a Spanish galleon was found off Gaspar in forty meters of water in 1981. It has yielded a wealth of archaeological treasure. Both provinces seem to offer sufficient wilderness, wildlife, and water to make many vacationers happy, but here has been little touristic development.

Romblon
The province of Romblon was created by Act 2711 on 10 March 1917. The flag is orange with the seal. In the seal is white with a map of the province. The white is for the marble quarries found in the islands of Romblon and for which it was known. The province include several islands (Tablas, Sibuyamm Romblon, Banton, Simara, Carabao, Alad, Logbon, Cobrador and number of scattered islets). The first Christian mission was founded by Recollects in 1635 in Banton Romblon and Cajidiocan. In 1646 it suffered an attack by the Dutch. A fort was built in Romblon in 1650 and another in Banton Island by the Recollects. In 1818 it was united with the province of Capiz and 1853 the "Comandancia político militar de Romblon" was created. In 1898 the region was under the rule of a Spanish army officer with the rank of captain, and in 1899 was under control of the Philippino revolutionary leader General Mariano Riego de Dios, head of the revolution in the Visayas, in the struggle against America. A civil colonial government was established by the Americans on 16 March 1901. In that year it became a regular province, but due to insufficent income, it became a sub-province of Capiz in 1907 until 7 December 1917 when act 2724 restablished the former province. Reorganization on 8 June 1940 resulted in the formation of four municipalities (Tablas, Romblon, Banton and Sibuyan). A Japanese garrison was established in 1942 which was surrendered after the Sibuyan Battle, 25 October 1945. On 1 October 1946 the province was abolished and four special municipalities were created. (act 581), but on 1 January 1947 the provincial status was restored (Republic act nº 38), sponsored by Congressman Modesto Formilleza. A new municipality was created (Santa Fe).
Romblon is more identified with marble than any other province. In the province there are historical and tourist landmarks, such as the ruins of Spanish forts, the beach of Romblon and the waterfalls of San Andres and Odiongan

Palawan
The province of Palawan, an archipelago in itself, stretches southwest of Luzon almost as far as Borneo, forming one of the four sides of the Sulu Sea. It consists of a principal island, Palawan, and more than seventeen hundred minor islands. Its capital and only city is Puerto Princesa. A surviving fortress church in Cuyo with cannon on its four towers bears witness that Palawan was a regular route of the Moro pirates. The province's ethnography is extremely complex. The population is some 737,000 on 16,456 sq.km. Its wildlife is remarkably diverse, including many species not found elsewhere. The government encourages eco-tourism to prevent habitat destruction, and there are a number of national parks and wildlife refuges. Palawan produces maize, rice, coconuts, cashews, natural gas and oil, and huge amounts of fish. Livestock raising, seaweed farming, and food processing are being developed.

A P1-billion road project that will connect Oriental and Occidental Mindoro has been inaugurated.
In a simple ground-breaking ceremony, Oriental Mindoro officials officially started the Puerto Galera-Abra de Ilog Road Construction Project.
The road will connect the tourism town of Puerto Galera in Oriental Mindoro to Abra de Ilog of Occidental Mindoro. Currently, travel between the two towns is done via the sea route.

Oriental Mindoro is urging its lawmakers at the House of Representatives to push for the passage of a bill seeking the creation of a new congressional district in the province.
Vice-Governor Humerlito A. Dolor said the creation of a third district was needed for a better representation of Oriental Mindoro in the lower chamber.
Representative Rodolfo Valencia (First District) on May 5 filed House Bill 04570, which seeks to carve out a new congressional district from the province’s first district. The proposed legislation had its first reading on May 11.
“Sa pagkakaroon ng isa pang distritong panlehislatura, magkakaroon nang mas malakas na boses ang lalawigan ng Silangang Mindoro sa Kapulungan ng mga Kinatawan,” said Dolor.

PUERTO PRINCESA CITY, 25 October (PIA) -- Continuing its global call to vote, New 7 Wonders of Nature Founder and President Bernard Weber breezed into Puerto Princesa City this weekend to officially visit the Puerto Princesa Underground River (PPUR) calling it “masterpiece of nature.”
City Mayor Edward Hagedorn personally accompanied the N7W team in the 45-minute river tour of the PPUR, the world’s longest navigable underground river. As soon as they came out of the mouth of the PPUR cave, Weber with N7W Director Jean Paul de la Fuente and City Mayor Hagedorn, waved the Philippine flag.
Weber said the river tour was a “very nice experience.”
Weber said that the PPUR has a good chance to make it if all Filipinos all over the world would get their acts together and motivate them to vote.

According to the statement sent here to the Oriental Mindoro Electric Cooperative, Inc. (Ormeco), the ERC was said to have provisionally approved the certificate of compliance of the local electric cooperative’s Dulangan mini-hydroelectric power plant located in Baco town.
The plant was commissioned in 1989 and is composed of four 400-kilowatt run-of-river units.
A final compliance certificate will be granted to the power plant “upon submission of the memorandum of agreement with the Energy department regarding the benefits to host communities,” the statement read.

Sa temang “Safeguarding the Environment, Protecting our Future,” pinag-usapan sa assembly ang kapakanan ng kani-kanilang lalawigan at lungsod ayon sa mga programang may pangangalaga sa kalikasan. Isa sa naging halimbawa ang programang ‘Green Calapan’ ng Pamahalaang Lungsod ng Calapan sa pamumuno ni Mayor Doy Leachon at ni Green Calapan Chairman CA Jojo S. Perez na siya ring Vice-Mayor ng lungsod.
Ipinakilala si Mayor Leachon sa pagtitipon bilang isang environmentalist dahilan sa mga ordinansang ipinatutupad sa Calapan na nangangalaga sa kalikasan. Nagbigay din siya ng mensahe bilang keynote speaker ng programa. Aniya, “Walang saysay lahat ng programa kung patuloy namang nasisira ang kalikasan.” Binanggit niya ang iba’t-ibang makabuluhang proyekto ng ”Green Calapan” na hindi lamang nagbibigay proteksyon sa kalikasan ngunit malaking tulong din sa patuloy ng pag-unlad ng Lungsod. Kabilang dito ang Monthly Linis Lungsod, Monthly Earth Hour, No Smoking Campaign, Non-Plastic Day, pagtatayo ng Materials Recovery Facility (MRF) sa bawat barangay ng syudad at Tree Planting. Pinasalamatan din niya si Vice Mayor Perez dahil sa mahusay nitong pamumuno sa Sangguniang Panlungsod ng Calapan at sa epektibong implementasyon ng programang ”Green Calapan.”

OF PUERTO GALERA IN OR. MINDORO
CALAPAN CITY – Personnel of the Department of Public Works and Highways (DPWH) are now rushing the immediate but temporary repair of the national highway in the part of the municipality of Puerto Galera, some 39 to 40 kilometers away from this capital city, which had become impassable to any type of motor vehicle due to non-stop heavy downpour last week and brought about by flash floods in Barangays Villaflor and Dulangan in the said town.
The concrete road, which was inaugurated only last month, had been heavily damaged and DPWH officials, led by First District Engr. Efren G. Padilla and Assistant District Engr. Del Rosario, have estimated that some P7 million to P8 million will be needed to repair it in time for the coming Christmas holiday.
Last week, because of the heavy rainfall, four major landslides occurred in the said areas and in that part of Puerto Galera (Km. 40 in Brgy. Dulangan), the concrete pavement of the highway broke down and collapsed. Some 15 meters length has been damaged and it collapsed to about 10 to 11 meters down.
An estimated total of 100 passenger and private vehicles got stranded in between the landslides in the area and at the town proper.
The municipal government of Puerto Galera, under Mayor Hubbert Christopher A. Dolor in the northern part of the damaged highway, and the San Teodoro town local government under Mayor Apollo Feraren on the southern portion, had taken action to temporarily ease the situation of the trapped commuters by installing wooden planks as footbridges on both sides.
Continuous heavy rains rendered rehabilitation work very difficult, according to DPWH Assistant District Engineer Del Rosario, adding they can repair the damaged part in three to four days for it to be passable. However, if rains continue to fall because of the low pressure area now being experienced in the whole Southern Tagalog areas, Del Rosario said it may take some two weeks to one month to fully open the road to traffic.
And because of the risks involved in commuting passengers, the usual fare of P80 has been increased to as high as P300 from Puerto Galera to Calapan City and vice versa. Only single motorcycles and tricycles can presently traverse the highway. (By JUANCHO R. MAHUSAY)

The construction of a bridge that will connect Mindoro island to mainland Luzon is about to start, the state news agency said.
The Batangas-Mindoro Superbridge will connect Puerto Galera to Batangas, passing through Isla Verde.
On December 22, the principal investors of the project from China met with Governor Alfonso Umali Jr. in Calapan City, the Philippine Information Agency said.
They discussed details of the proposed multi-billion project. At the same time, Chinese engineers conducted a site survey.
Umali said the “superbridge” is a realization of his vision for Oriental Mindoro.
The bridge is seen to facilitate the easier transport of agricultural products to Metro Manila and other market destinations. Mindoro island is considered a major food basket of the National Capital Region and products are traditionally transported from the island through interisland vessels.

Bunga ng mahusay na liderato ni Mayor Doy C. Leachon, matagumpay na idinaos ang 14th Founding Anniversary ng Lungsod ng Calapan noong ika-21 ng Marso 2012.
Bilang kaugnay na gawain, isang misa ang ginanap sa Sto. Niño Cathedral na sinundan naman ng parada na nilahukan ng mga empleyado mula sa iba’t-ibang sektor at ahensya ng pamahalaan kabilang na ang mga guro, mga iskolar ng Pamahalaang Lungsod at Sangguniang Kabataan.
Naging abala ang buong kahabaan ng JP Rizal St. sa isinagawang street dancing na nilahukan ng iba’t-ibang grupo mula sa Pedro Panaligan National High School, Ceriaco Abes Memorial School, Luna Goco Colleges-High School Department, Community Vocational High School at Mindoro State College of Arts and Technology (MinSCAT)-High School.
Bakas sa mga mukha ng mga manunuod ang tuwa sa nasaksihang makukulay at pabolosong costumes at mahuhusay na dance exhibitions. Ipinamalas ng mga kalahok ang kultura at tradisyon ng lungsod.
Samantala, hindi nagpahuli ang mga kabataan ng Calapan sa pagpapakita ng angking husay at talento sa idinaos na Dance of the Youth Contest: It’s DOYTIME 2012. Walang tulak-kabigin sa performance ng mga kalahok kung saan mayroong nag-fire dancing at nagpakita ng umaatikabong stunts na hinangaan ng mga manunuod.
Bagamat malakas ang ulan, nagpamalas ng suporta ang mga Calapeño na hindi natinag sa pagtangkilik sa kanilang mga pambato. Dahil sa pambihirang exhibition at sayaw na ipinamalas, itinanghal na kampiyon ang grupong Big Bounce. Nasungkit naman ng Spy Group ang ikalawang pwesto at pumangatlo ang Solid Dancers. Samantala, lumapag sa ikaapat na pwesto ang DWCC Friday Night.
Maliban sa mga nabanggit, isinagawa din noong mga nakalipas na araw ng buwan ng Marso ang iba pang mga inihanay na aktibidad para sa selebrasyon ng anibersaryo ng lungsod. Kabilang dito ang Livelihood Fair kung saan nagkaroon ng mga pagsasanay para sa Basket Making, Chicken Processing, Handicraft Making at Charcoal Briquette Making. Alinsunod naman sa programa ng lungsod na Green Calapan, idinaos din ang Hataw Indak sa Kalikasan at Tree Planting. Matagumpay ding isinagawa ang pagpapasinaya ng New City College and HRM Buildings; People’s Day; Foundation Job Fair; CGC Employees’ Day; Araw ng Kababaihan; Motorcade of Mutya ng Lungsod ng Calapan 2012 Candidate; BanCADOY; Search for Mutya ng Lungsod ng Calapan 2012; Search for Cleanest and Most Productive School; at The Outstanding Calapeño Awards(TOCA) 2012.
Hindi roon natapos ang selebrasyon dahil nagdiwang ang mga Calapeño sa ginanap na street party o mardi gras. Nag-enjoy ang lahat ng dumalo; nakisayaw at naki-jam sa mga bandang tumugtog sa aktibidad.
Bilang pagtatapos, nasaksihan ang makulay na fireworks display sa City Plaza na tumagal ng halos 20 minuto.
Sa tagumpay ng makulay at masayang pagdiriwang, umaasa si Mayor Doy at ang buong Pamahalaang Lungsod ng Calapan sa mas masaya at progresibong Bagong Calapan sa mga susunod na taon.

Various developers like the Ayala's, Elizalde's, Megaworld to name a few have bought large chunk of properties in the area for future development. Manny Pacquiao and Sharon Cuneta have also confirmed that they bought properties in the area.
The airport @ San Vicente, Poblacion is already being readied for the tourism boom in the near future. As of June 2011, the runway is already in its finishing stages while the airport terminal construction is also underway.
As most beachfront properties are owned by big developers, there are still some that are available for sale.

CALAPAN CITY – Two tourist destinations in Region 4B or MIMAROPA (Mindoro-Marinduque-Romblon-Palawan) have been listed as among the best diving sites in the world, according to last week’s posting of the travel news website of the Cable News Network (CNN).
The CNN’s list of best dive sites in the world ranked eight the Tubbataha reef, located southeast of Palawan, and 45th place “The Canyons” in Puerto Galera, Oriental Mindoro .
According to the said website, one can feel a “super-size dive experience at Tubbataha, where everything comes in giant form.” It also said the main advantage to diving at Tubbataha is that the water is “exceptionally clean, so the marine life lives much longer, making it grow to silly proportions.”
“Expect kaleidoscopic colors combined with guitar sharks, black tip reef sharks, nurse sharks, gliding blue-spotted lagoon rays, unicorns, boxfish, scorpion fish and more,” it added.
Tubbataha is located 181 kilometers southeast of Puerto Princesa City in Palawan Province. The reef is made up of two coral atolls divided by an eight-kilometer wide channel. Its diving area has a depth of 5 to 60 meters.
It is also part of Tubbataha National Marine Park, which was established on August 11, 1988 and was declared a “World Heritage Site” by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) in December 1993. It is under protective management by the Department of National Defense (DND) and under the technical supervision by the Palawan Council for Sustainable Development (PCSD) and Department of Environment & Natural Resources (DENR).
Another dive site in the Philippines that made it to CNN’s list is “The Canyons in Puerto Galera, Oriental Mindoro.
“Schools of spotted and ribbon sweetlips, shiny trevallies and weird-looking batfish make up the scene at this first-rate dive site. There’s also an explosion of coral and plant life including beautiful delicate gorgonian sea fans and hollow barrel sponges; look inside for critters lurking within,” the website said about The Canyons, which was rated as a five-star diving site and located at the northeast of Escarceo Point, some 5 minutes away by boat from Brgy. Sabang.
With a depth of up to 30 meters or about 95 feet to a maximum of 200 feet, The Canyons’ area was designated as a “Man and Biosphere Reserve” of United Nations’ Educational, Scientific and Cultural Organization (UNESCO) in 1973.(By JUANCHO R. MAHUSAY)
