The conventions, concluded between the Moroccan government and two important economic operators from UAE “Dubai Holding” and “EMAAR”, concern development project and assessment of residential and tourist potentials for a budget of USD 9 billion.
These agreements, which extend over 10 years, aim at encouraging investment in the four principal poles of economic development in the kingdom, including Rabat, Marrakech, Casablanca and Tangier.
The convention, related to the upgrading of the 330 ha Rabat beach, was signed by the Wali of the Rabat-Sale-Azemmour-Zaer region, Hassan Amrani, the president of EMAAR group, M'Hamed Al Abbar, the president of the council of Rabat urban commune, Omar Bahraoui and the General Director of the Agency for Housing and Military Equipment (ALEM).
The convention, related to 110 ha ‘Amwaj' project in Rabat as part of the valuation of Bouregreg valley, was signed by the president of “Dubai Holding” group, Hakim El Maghari Essakl.
As for the convention of Oukaimden tourist project, which will extend on 600 ha, it was signed by the Wali of the region of Marrakech-Tensift-Haouz Mounir Chraibi and the president of EMAAR group. The investment cost USD 1,4 billion.
The agreement of building a tourist and residential complex in Tangier was signed by the Wali of Tanger-Tetouan region Mohammed Hassad and the president of EMAAR group.
The conclusion of these agreements, fruit of a personal engagement of HM King Mohammed VI, reinforces the exceptional partnership existing between Morocco and the UAE.
The conventions stress the respect and confidence uniting the two countries.
They share the same vision of reinforcing the dynamism of their economic development.
The signing ceremony was attended by the Prime Minister Driss Jettou, the Monarch's advisors, members of the government, the UAE ambassador in Rabat and several businessmen.

It’s an important investment. 1. 4 billion dollar will be invested in a gigantic place of interest in Oukaïmeden, the single ski resort of Africa, located within 70 kilometers of Marrakech in the mountains of Jbel Toubkal.
It’s a residential complex with 11 hotels and golf. The whole will occupy a surface of 600 hectares. The investors highlight that it will be the highest golf in the world, one 18 holes located at 3.000 meters height. But, before, it will be necessary to level the station to answer the international standards of the activities of winter sports.
The promoter is not other than EMAAR. Its project is part of the 8 conventions concluded between the Arab Emirates and the Moroccan government under the presidency from Its Majesty the King, Wednesday in Casablanca.
According to the technical studies, a coherent management of the tracks would allow a higher snowing. This will increase, in time and quality, the activity of the winter sports. The technical approach also considers artificial snowing, a solution adopted by several other international stations of ski. That requires alteration work through the creation of water reserves, but that can allow only 6 months of snowing.
Since 2004, the station knows favorable climatic conditions with falls of snows from the very start of the winter, (November in particular). Due to the nature of the activity, the station currently accommodates less than 5.000 visitors per weekend, whereas the period of snowing does not exceed three months. The period of snowing will be lengthened to 6 months and the site could be used during spring and even in summer thanks to its golf and its residences.

Two new projects Dubai Towers - Casablanca and Marina de Casablanca - were announced as part of the agreement.
Mohammed Al Gergawi said, "I had the honour of meeting His Majesty King Mohammed VI. He welcomed our planed investments in Morocco and assured us that Morocco will support Dubai Holding and UAE companies."
He added, "Apart from achieving high growth, the Moroccan Government's policies aimed at diversifying its economy and moving beyond the agriculture sector have met with great success. The Government has also worked hard to develop regulations that made the country more attractive for Arab and Gulf investors. We are very confident of the potential of Moroccan economy under the wise leadership of His Majesty King Mohammed VI."
Farhan Faraidooni, CEO of Dubai International Properties said, "Morocco has some of the most historically rich cities in the region. It has a favourable climate and a highly-developed tourism infrastructure which make them ideal business and tourism destinations. Over the last few years, the country has also worked to develop itself as an international economic hub."
The CEO of DIP said: "DIP's projects in Morocco will be spread across its biggest cities including Marrakesh, Casablanca and Al Rabat. The Dubai Towers - Casablanca', the newly announced project worth US$ 600 million, will cover an area of 240,000 sq. m and will include two buildings - a hotel and an office tower. A mall anchored by prestigious brand names will add to the attractiveness of the development. The whole complex will offer office space, residential apartments, and retail and entertainment facilities.
"Marina de Casablanca, the other new project worth US$ 500 million, will feature offices, retail and entertainment facilities, marina hotels, residential apartments, promenade and open landscape spaces, over a built-up area of 190,000 sq. m."
Amwaj, a massive US$ 2 billion community development project, already in progress in Al Rabat, also forms part of the investment.

Dubai: Emaar Properties, the largest real estate developer in the world, broke ground yesterday at the Rabat waterfront, the site of its fourth luxury planned community in Morocco.
Situated on the Moroccan capital's western side, the 11-kilometre, Dh12.5 billion Saphira development will have high quality residential communities and a vast array of hotel and leisure facilities, in addition to the infrastructure needed to turn the area into a world-class tourism, retail and leisure hub.
The Governor of Rabat Province, Hassan Amrani, and Emaar Chairman Mohammad Ali Al Abbar led a delegation that met Rabat city government officials and Emaar's board of directors at the site for the ceremony.
"Rabat is one of the country's most famous historic and cultural centres and the plans for Saphira will bring something new and refreshing to it. The community will become an integral part of Rabat City," Amrani said.
Yesterday's ground-breaking follows the signing of a Memorandum of Understanding between the government of Morocco and Emaar at the end of March, which allows Emaar to begin work on three unique developments stretching from the Atlas Mountains to the Atlantic coast and includes world-class golf and ski communities, Riviera living and luxury spas and resorts.
Al Abbar said: "The Saphira development is a vital step in returning the capital to its historical stature as a city coveted by the world. Just as Morocco is a proving ground for Emaar's international expansion, we envision Saphira as the launch pad for the Rabat of the new millennium.
"What we are doing here today is giving Rabat a window on the ocean once more. Saphira is the first fruit of Emaar's special relationship with the Government of Morocco, a relationship that will position us both as pioneers of millennial living."
Saphira stretches along 11 km of picturesque Atlantic coastline. The community is situated on Rabat's Corniche and is made up of nine distinctive districts.
Residential areas will include the family neighbourhood of Grand Littoral, the beachfront community of Beaux Rivages, the apartment community of Nouvelle Vague set in park surrounding and the lakeside Trois Rives.

l hotel ibis est presque finit , mais la grande tour que je crois va surclasser twin center elle sera prete jusqu en 2009
malheureusement ici au maroc la majorite des plans des projets ne sont pas communique comme le city center , le marhaba qui sera pret en fin 2006 et il sera le deuxieme plus haut building de casa en attendant les dubai towers que j espere seront les plus hautes tours en afrique

With an investment estimated at roughly 150 million euros, the project includes 2189 homes offering stunning views of the sea. There will be approximately 1656 residential flats, 354 tourist flats and 179 villas, all aimed primarily at the second home market.
Sprawling out over 55 hectares, the complex will be located on Morocco’s Mediterranean coast between Tetuán and Ceuta, at a distance of 4 kilometres from the latter city. This new development project undertaken by FADESA in Morocco will also include a hotel, to be located in an extensive space of over 33,000 m2 and a 55,000 m2 area dotted with restaurants and places of entertainment.
FADESA in Morocco
After breaking into the Moroccan market in 2000, FADESA has become the leading Spanish company to forge its way in the construction of developments in this country.
Their first venture, a promotional high-rise development consisting of 1500 homes in Rabat, has proven to be a commercial success, with practically all of the homes having been sold. This ground-breaking development led to the construction of another similar project in the popular tourist destination of Agadir, Tafouk Residential Complex, comprising 1100 collective homes, over 50% of which have already been sold.
In addition to the construction of housing estates, FADESA is also involved in developing the country’s patrimony. The first step taken in this direction was the purchase of land in the heart of the financial district of Casablanca for the construction of a hotel. This 4-star Premium establishment, boasting 85 rooms, opened its doors on March 17th of this year under the name of Barceló Casablanca.
In 2003, FADESA was awarded a tender by the Moroccan government for the development of Mediterrania Saïdia, a large-scale tourist and residential complex located in the northern part of the country opposite the coast of Almería. Construction on the Mediterránea Saïdia project is currently underway and moving along at a good pace. The first homes are expected to be ready next year and the same date is set for the opening of the first hotel in the complex.
With a solid reputation as one of the most important Spanish companies investing in Morocco, FADESA has plans for another large-scale residential and hotel project on the shores of the Bay of Tangiers. In this sense, FADESA and Anjoca will build Tangiers City Center, a complex with an estimated investment of 90 million euros and a projected construction time of five years. With its ultra-modern design, Tangiers City Center will hold 850 homes, two 4 or 5 star hotels offering some 1000 beds, an immense 10,161 m2office building, a commercial and leisure centre expanding 32,000 m2 and a parking area occupying more than 56,000 m2.

in countrary there are too much projects going on in morocco, 3 stadiums under construction, many new cities, many buildings for low income, and many touristic villages and hotels all around morocco, but unfortunately it is hard to get information about all theses, i posted what i could get i copied what was published in their web site, and the purpose of this forum is to share what is going on in each country, i m trying my best to report what is going on in morocco and thanks for other forumers who do the same

Rabat, May 5 - President of the Emirati group "Emaar" said there are a lot of benefits to be taken advantage of in Morocco thanks to an economy that has a flourishing future ahead.
Speaking to the French-language Moroccan weekly, Maroc Hebdo International, Mohamed Ali Albbar said "we believe in the future of Morocco's economy, and this is why we have directed the greatest part of our investment towards the Moroccan market, which is very promising."
Emaar is investing USD 5.2Bn in three projects in Morocco, which is the group's largest investment in an Arab country, said company's boss, hailing the north African kingdom for a "clear economic policy and an important growth potential."
Albbar voiced persuasion that Morocco will "facilitate the international expansion of Emaar."
The Emirati group's projects in Morocco include the development of Rabat’s seaside, and two tourist projects (skiing station, high-profile thermal stations…) in the northern and central towns of Tangier and Marrakech.

Jokes aside, I am pretty sure that the Dubai Towers will not be integrated into the Marina, since quote : Two new projects Dubai Towers – Casablanca and Marina de Casablanca – were announced as part of the agreement.

Which means that Dubai Towers Casablanca is an independant project from the Marina. It is stated that DP's Investment into the Marina project would be 500 Million $, whereas the DP towers alone will cost 600 Million $.
I for one would like to know where they plan on building them.
greenbage May 13th, 2006, 02:49 PM TANGIER, Morocco Although only the narrow Straits of Gibraltar separate Morocco from Spain, the announcement last week of huge capital investment by the United Arab Emirates has brought the Gulf states economically closer to the North African country than their European neighbors.
During the annual tourism conference held in Tangier, the agenda was dominated by the news that two Dubai-based companies are to make an overall investment of $20 billion in Moroccan tourism and infrastructure.
Although the visitors who are likely enjoy the new tourist facilities will be largely drawn from Europe, the deal puts the UAE at the top of the investors list in Morocco.
The agreement was formalized at the royal palace in the presence of the Moroccan King Mohammed VI who has in recent years made steady progress in opening the economy to foreign trade and investment.
The North African country has also made financial reforms aimed at encouraging the continued growth of the Moroccan economy
Dubai International Properties, the overseas property development arm of Dubai Holding, and Emaar Properties together will fund projects worth $18.9 billion to begin within the next three years as part of the overall investment of $20 billion.
Size of investment causes surprise
While Africa has suffered from western companies growing reluctance to invest, Arab groups, looking for ventures to expand their area of operations, are opting for North Africa for cultural and linguistic reasons. This expansion has also been aided by liberalization of Middle Eastern economies.
The size of the investment caused surprise, and some analysts pointed to the irony of a Morocco about to celebrate 50 years of independence, being economically "colonized" by another power, but officials were keen to emphasize the positive.
"The UAE has become the single largest source of foreign investment in Morocco," said Salaheddine Mezouar, Morocco's Minister for Trade, Industry and Economy. " We anticipate more investment of this sort in the future."
The ventures include three developments stretching from the Atlas Mountains to the Atlantic coast including golf and ski communities, Riviera-style living and luxury spas and resorts.
Mohammad Ali Al Abbar, Chairman of Emaar, put the investment in perspective by explaining that his company's international operations will dominate future activities. "In two years, 80 percent of our projects will be located outside the UAE," Al Abbar said.
Inevitably the furore over Dubai Ports' acquisitions in the United States, will slow down the flow of Arab money into the the American economy.
Tangier's rather run-down tourism infrastructure will receive $650 million.It is said that Emaar's projects in Morocco will be owned by it, including the land on freehold. Emaar has also made inroads into Egypt, and it is negotiating for new projects in Tunisia.
In addition to development in the Moroccan capital, Rabat, $2 billion has been earmarked for tourism projects in the valley of Bouregreg, the river that separates Rabat from the city of Sale.
In the Marrakech area, millions of dollars have been allocated for projects in the upper Atlas mountains and areas surrounding the terracotta-colored city.
The delegates at the annual tourism conference were interested to learn that Tangier's rather run-down tourism infrastructure will receive $650 million for the construction of hotels and different businesses in a city that is only separated from Europe by the Straits of Gibraltar.
The Chairman of Emaar says that the projects will enhance Morocco's status as a tourist destination and residential investment location.
"Morocco is a natural fit with the types of world class communities we offer," explained Mohammad Ali Al Abbar.
"It has distinctive natural beauty, from rocky coast to snow-capped mountains, and a climate conducive to year round outdoor living and leisure. As a destination and a place to live it is increasingly sought after.

The MAD 1.6Bn (USD 180Mn) project, won by the Valencia-based "Marina d'or" will also include stores, shops and other facilities and utilities.
The new town with an estimated population of 250,000 people will be built in a four-year time, said a press release of the Moroccan Housing and Urbanism Ministry.
Other foreign real estate companies have already started building some 10,000 houses in Tamesna, including French and Malaysian groups, as well as Moroccan private companies.
In June 2005, the government earmarked a total of MAD 3.25Bn in an effort to eradicate shantytowns and improve the living conditions of the most vulnerable people in the Rabat area. The money was allocated under conventions on the urban development of the cities of Rabat and neighbouring Salé and Temara.
The conventions also provide for refurbishing roads, reinforcing public lighting system, restructuring green spaces and urban transport and creating social, cultural and sport infrastructures.

they began last year with the construction and both stadiums are expected to be delivered end of this year.
The stadium in Agadir is also under construction and should be ready next year (2007). I couldn't find any construction pictures on the internet, so you'll just have to do it with these renders.

Même sans coupe du monde, la capitale du Souss aura son stade de football. Contrairement à ce qu’avancent nombre de Gadiris, les travaux n’ont pas été suspendus. Une visite du chantier organisée dernièrement par la Direction régionale de l’équipement du Souss-Massa-Drâa pour les représentants des médias a permis de constater de visu que le projet confié pour sa construction à l’entreprise Somagec est sur la bonne voie.
Selon les responsables, son taux de réalisation globale a atteint les 17%. Dans le détail, les travaux de fondation et ceux de génie civil sont respectivement à 80 et 35% réalisés. Au total, ce sont 600.000 journées de travail qui seront nécessaires pour aménager l’ouvrage dont le coût est estimé à plus de 817 millions de DH. Une opération qui aura un fort impact sur le secteur BTP de la région ainsi que ses filières dérivées.
Pour rappel, ce sont Saâd Benkirane et Vittorio Gregotti, lauréats du concours international en 1999 pour la réalisation de ce complexe, qui sont les architectes du projet. Pour concevoir les plans du stade d’Agadir, l’architecte marocain et son confrère italien disent avoir été fortement inspirés par les caractéristiques du site retenu. Un terrain à la topographie mouvementée situé au piémont de l’Atlas à l’extérieur de la ville sur la route nationale 8 menant vers Marrakech et l’aéroport. C’est ainsi que pour des considérations sismiques et topographiques, les architectes ont évité les structures portantes en console pour les gradins. Ceux-ci seront posés sur un talus ou une digue circulaire aménagée avec un matériau issu des déblais du site mélangé d’un faible dosage de ciment calcaire.
D’une capacité de 45.000 places dont 10.000 couvertes, la structure s’intègre dans son cadre environnemental. Elle est pensée comme un équipement structurant à l’échelle de la ville. A l’intérieur, les équipements prévus feront un clin d’œil aux couleurs nationales, notamment au niveau des sièges et de la toiture.
Outre le terrain de football, qui sera polyvalent et pourra ainsi être utilisé pour d’autres disciplines grâce à une piste d’athlétisme de huit couloirs, l’infrastructure comprendra de même un stade annexe avec une piste d’athlétisme dotée de six couloirs. De nombreux aménagements annexes sont aussi prévus. Il s’agit, entre autres, d’une loge royale, de bureaux administratifs, de centres médicaux sportifs et locaux pour la presse. Un ensemble qui répond, selon Saâd Benkirane, aux normes de la FIFA.
Une fois achevé, le stade permettra, dès 2007, à la ville d’abriter de grands matchs et manifestations sportives. Et peut-être un jour une Coupe du monde.

Le coût d’investissement est de 2,6 milliards de DH. Ils seront compatibles avec les normes nternationales en matière de football et d’athlétisme à la fois. La gestion déléguée est à l’étude.
Même si le Maroc n’a pas été retenu pour l’organisation de la Coupe du monde de football 2010, les travaux de construction des stades Tanger, Marrakech et Agadir se poursuivent « conformément au planning initialement prévu, aussi bien en infrastructure qu’en superstructure », annoncent les responsables de la direction des Equipements publics. Ainsi, les stades de Tanger et de Marrakech seront opérationnels dès décembre 2006. Celui d’Agadir, quant à lui, n’ouvrira ses portes qu’en juin 2007. Il ne manquera plus alors que des équipements complémentaires (panneaux d’affichage, salles de presse équipées...), afin d’arrimer ces stades aux normes techniques de la FIFA. Ces travaux seront bouclés en décembre 2009. Chaque stade aura une capacité d’accueil de 45 000 spectateurs.
Des opportunités pour les entreprises locales Le coût d’investissement pour ces trois stades est de 2,6 milliards de DH, dont 877,1 MDH pour Tanger, 891,8 MDH pour Marrakech, 817,7 MDH pour Agadir. Cet investissement a nécessité le concours du Budget général de l’Etat aussi bien - mais dans une moindre mesure - que la contribution des collectivités locales. Ces deux modes de financement ont transité par le FNDS (Fonds national du développement du sport). Selon la direction des Equipements publics, « la réalisation de ces stades est menée en parfaite conformité avec les normes de qualité et de sécurité les plus exigeantes aussi bien pour le football que pour l’athlétisme ». Il s’agit, entre autres, du système d’éclairage high-tech, des systèmes audiovisuels pour la diffusion du son et des annonces de sécurité, un pré-équipement de radio et de télévision et de communication et des écrans vidéo matriciels. Par ailleurs, la construction simultanée de ces trois stades a constitué une opportunité pour les entreprises de travaux publics, notamment marocaines, grâce au mode d’attribution des marchés. Celui-ci a été adapté à leur situation financière et à leurs références techniques. Ainsi, les marchés ont été exécutés en lots séparés et certains critères comme l’expérience ont été assouplis par rapport aux marchés classiques. L’impact, en termes d’emploi direct, est important. Les trois chantiers aboutiront, en fin de travaux, à la création de plus de deux millions de journées de travail. En fin de parcours, les trois chantiers auront englouti 230 000 m3 de béton armé et 20 000 tonnes d’acier ainsi que d’autres matériaux destinés à la réalisation de 33 000 m2 de couverture métallique, 100 000 m2 de revêtement, 76 000 m2 de menuiserie et 600 000 m2 de voiries et parking. Près de 38 marchés ne sont pas encore attribués. Il s’agit, entre autres, pour les trois stades, des courants faibles, des sols sportifs, de l’engazonnement, des équipements de cuisine, des mobiliers de gradins. Pour ce qui est du stade d’Agadir, plus particulièrement, les marchés de la climatisation, des courants forts, de la menuiserie aluminium, bois et métallique, des ascenseurs, de l’assainissement, de la peinture, revêtements et faux plafonds sont en cours d’affectation. A terme, il faudra résoudre le problème de l’exploitation. La réflexion est actuellement menée pour adopter la formule de la gestion autonome ou de la concession au secteur privé. L’objectif étant la rentabilisation des coûts futurs d’exploitation qui sont de plus en plus élevés eu égard aux exigences poussées en termes de conservation des performances des sols sportifs et du maintien du haut niveau de performances des équipements techniques.
Les trois chantiers engloutiront 230 000 m3 de béton armé et 20 000 tonnes d’acier, 33 000 m2 de couverture métallique, 100 000 m2 de revêtement, et 76 000 m2 de menuiserie.
Le stade de Marrakech aura des remparts et des tours caractéristiques de l’ancienne muraille de la ville rouge. Coût 892 MDH.

secondo the dubai towers are in the marina of casablanca and it is the highest structure of the marina , this picture was published in many newspapers , i'm sure that this ugly structure will not be the dubai towers , i don't know how they put structures like this in the pictures of marina casablanca. it lacks taste comme pas possible. if they want anew image of casa they have to forget these old architectes who always try to create new building in the basis of old architecture of county side in morocco like what they did with the twin towers they wanter to have the little square at the wall , like the holes in the kasbah in the south , new buildings means future and of course they can add few moroccan artcraft which is unique in the world in the interior decoration to give it the moroccan touch

Marrakech, Dec. 3 - Two American and Russian groups will co-fund the construction of a resort in Marrakech, dubbed "Club Tamesloht Resort", for a global cost of $160 million.
Russian "Metropol Invest" and American "Strategic Partners" will carry out in two phases the project that will extend on a 280ha area.
The first phase of the project, to be implemented on 36 months, will include a 200-suite palace, a four-star hotel, a conference center, two golf fields and other facilities.
The second phase, to be carried out on 24 months, will see the construction of a second hotel with a capacity of 350 rooms, and a residential complex.
Chief executive of "Metropol Invest," Gabriel Danon, told a press conference Friday in Marrakech, this is the first American-Russian project in Morocco and the first of the kind in the Arab world.
He said American and Russian tourists will be the major customers of the club that will allow Morocco attract new markets, noting that the latest statistics have shown that Russian tourists are the of top spenders in the field of tourism.
Russian ambassador to Morocco, Alexandre Tokovinine, said this project will help develop the tourism sector in Morocco in general and the region of Marrakech in particular.
Tokovinine recalled the current efforts to create a direct and regular
air link between Marrakech and Moscow, saying it would contribute to increasing the flow of Russian tourists to Marrakech.
atlaslion June 9th, 2006, 12:56 PM CASABLANCA - Morocco aims to create up to 100,000 jobs over ten years by drawing new business from companies seeking to hive off labour-intensive service activities, the country’s industry and trade minister said.
The government is setting up a chain of specialised business zones across the North African kingdom to capture a slice of the global market for offshore services, expected to be worth 30 billion euros ($38.74 billion) over the next ten years.
The zones offer lower overheads such as telecommunication costs, simplified administration and employee training services to draw banks, insurers and IT companies.
With a plentiful supply of French and Spanish-speaking graduates, Morocco hopes to replicate the success of India, which has become an outsourcing hub for the English-speaking world.
“Over ten years we’re aiming for 90,000 to 100,000 jobs in offshoring,” Salaheddine Mezouar said on the sidelines of an economic conference in Casablanca late on Monday.
The government wants offshoring to contribute an additional $1.76 billion of gross domestic product by 2013 and help absorb a growing number of jobless graduates.
According to an official report early this year, the country needs to create 400,000 jobs per year over the next 10 years to prevent mass unemployment.
The official unemployment rate among university and high school graduates was at 18.6 percent in the first quarter of the year, compared to an overall jobless rate of 9.8 percent.

greenbage June 25th, 2006, 02:54 PM The Spanish FADESA group announced Thursday that it will invest Euros 300 million for the construction of a real estate and tourist complex of "high standing" in Marrakech.
In an official communiqué to MAP news agency, the Spanish group said that the new project envisages the construction of 2,685 residences, 3 hotels, a golf and a commercial center of 30,000 sq.
The project, which is located 4 km away from the center of Marrakech, will extend over a surface of 174 ha, added the same source.
With the new project, FADESA reinforces its presence in Morocco as one of the large tourism investor leaders. The Marrakech complex is part of a package of real estate and tourism projects carried out or under construction in various regions of the kingdom.
In April, FADESA had announced the launching of a tourism complex project dubbed "feet in water" in Kabila, near Tetouan.
The complex will cost nearly Euros 150 million. It includes 2,189 residences of various types, a hotel and a zone of trade and entertainment.
The ambitious real estate project of Tangier City Center (hotels, residences and office buildings) has also been attributed to a Spanish consortium made of Fadesa Maroc and Anjoka.
The total investment in this project is expected to top MAD 980 million (63 million euros) and will considerably help the northern city increase by 20% the city's tourism capacity to 8,400 hotel beds.
Fadesa Maroc is already in charge of various real estate projects in Morocco including the Mediterranean resort of Saidia, a major component of the Azur Plan.
Azur Plan to give a thrust to tourism
To cash in on the untapped potential of the country's 3,400 km of littoral on both the Mediterranean sea and the Atlantic Ocean, the Ministry of Tourism devised the “Azur Plan” according to which six of the most scenic beaches were carefully singled out to host integrated tourism facilities.
Major international investors have been lining up for the tender offer and the Accor Group of France won the Mogador resort in Essaouira. The Mazagan resort, near El Jadida, has been granted to Kerzner International of South Africa and the Mediterranean resort of Saidia was delegated to Fadesa of Spain. The Lixus resort will be built by Thomas-Piron of Belgium while the two remaining projects are scheduled to be delegated before the end of 2006, according to Diouri.
The government's success in attracting renowned investors can be explained by the various fiscal incentives conceded. Help goes beyond taxes and some projects benefit from government subsidies in acquiring land plots and undertaking construction works.
Morocco managed to hit in 2005, for the first time ever, the five million mark of visitors. The figure, though, includes more than two million Moroccans living abroad who visited the country.

However they are not the tallest structure in Africa. This is still the 417 metre tall radio mast of former OMEGA transmitter in Paynesville, Liberia, which is still standing, but nowadays unused ( http://en.wikipedia.org/wiki/Omega_Transmitter_Paynesville ).

HM King Mohammed VI launched, on Tuesday, the construction of the second section of Tangier free zone, which will require an investment of MAD 105 million, MAP news agency reported.
On this occasion, the Sovereign was briefed on the project which extends over 60ha and will be able to accomodate 140 new units.
The project will allow the creation of 16,000 new jobs. The development of this section will also support the creation of poles and specialised industrial parks, particularly in high added value fields (new technologies, car industry, aeronautics and metallurgy).
Created in 1993, Tangier free zone, extending over 345 ha, currently includes 234 units, employing 27,049 people in such sectors as textiles and leather (22%), metallurgical, electric, electronic and mechanical industries (39%) as well as services (30%).
The amount of the investments in the free zone has increased during the current year, with more than Euro 3.2 billion against Euro 199 million in 1999.
The Tangier free zone also witnessed an intense concentration of large national and foreign enterprises from Japan (21%), Spain (18%), France (17%), Morocco (10%), in addition to American, Belgian, Portuguese, Italian and British enterprises.
On Monday, the King inaugurated, in the eastern city of Al Hoceima, the construction of the urban pole "Al Irfane", which will cost about USD 477 million, consisting of the building of 18,000 houses in favour of 90,000 people, and the rehabilitation and development of the Boukhalef region to profit 20,000 inhabitants.
The project covers 60ha, and will be completed by 2011. The groups "Kounzy" and "Addoha" will contribute to the project, each taking in charge the building of 9,000 houses, and the basic infrastructures.
The Monarch also chaired the signing ceremony of a convention relating to the creation of an applied sciences school (ENSA), in the rural commune of Sidi Bouafif (15 km from Al Hoceima). It will cost MAD 50 million (USD 5.67 million).
The institution, which will be operational in September 2008, is to be built on 5,690 m2 covered area. It includes 22 offices, a conference room, 28 study and research rooms, 10 faculty offices, a student lounge, and other facilities.
The funds for the construction of the school will be provided by the Ministry of Higher Education (MAD 30 million), the council of the region (MAD 16 million) and the Northern Provinces Development Agency.
ENSA is the first part of a project aiming to provide the north-eastern region with a university by 2012. It is also planned to train 10,000 engineers by 2010 against only 5,000 today.

On his part, one of the Moroccan directors said that this trilateral accord will layout plans for future residential and tourism investment projects in a number of Moroccan cities.

Morocco and the United Arab Emirates (UAE) signed on Sunday two large-scale investment agreements of up to USD 1.75 billion in to be carried out in Rabat and Marrakech.
The signing ceremony, which took place in Casablanca, was co-presided by HM King Mohammed VI and visiting UAE president Cheikh Khalifa Ben Zayed Al Nahyane.
It was also attended by Prime Minister Driss Jettou and the Minister of Tourism, Handcraft and Social Economy, as well as a number of Emirati ministers.
The agreements were signed by the Moroccan state and two big Emirati groups, Reem Investments and Sorouh.
In partnership with the Bouregreg Valley Development Agency, Sorouh will participate in the development of a part of the Bouregreg valley (70 ha).
The project, worth USD 750 million, comprises mainly a Marina, hotels, houses and infrastructures of economic and commercial activities.
To be carried out by Reem Investments in Marrakech's Ourika, the second project includes a golf course, three hotels of 2,500 beds, houses and infrastructure for commercial and economic activities. This project, costing USD 1 billion, is expected to create about 6,500 direct jobs.
Earlier, Morocco signed investment agreements with two important economic operators from UAE, Dubai Holding and EMAAR, concerning the development of tourist projects, worth USD 9 billion.
These agreements, which extend over 10 years, aim at encouraging tourist investment in the four principal poles of economic development, including Rabat, Marrakech, Casablanca and Tangier.
“Morocco and the UAE are determined to reinforce their economic relations,” had stressed the Emirati Minister of Economy and Planning, Cheikha Loubna Bent Khalid Khassimi, last May in Rabat.

Followed building sites, controls with the improvist, visits incognito, the persons in charge are on the alert.
We are in September 2005. Whereas Morocco still approaches the re-entry weighed down by the estival torpor, King Mohammed VI, traverses the country to him. Sometimes it is a new stopping to be inaugurated, sometimes a center of formation for prisoners, sometimes a signature of conventions to be sponsored. September 5 of this year, therefore, the Sovereign is in Marrakech. Two days later, it is in Fnideq, the other end of Morocco which it will be. The following day, it marks its presence with Mdiq the launching of several projects in the habitat, the infrastructures, or of an economic nature. After a passage by Tétouan, three days and 400 km further, it is in Casablanca that it takes its districts on September 13. September 19, it is in Meknès that it lands for a small week. There still these are the six projects which will profit from the royal attention. The 26, it is in Oujda, the 29, at the end of 1 300 km of tour, it makes its entry with Guelmim. One the third of the projects relates to the infrastructures
500 projects and signatures of convention in two years. Of which nature are they? The third comes under the field of the infrastructures. Normal, being given the broadth of the needs that knows the country. The other third milked with projects of social nature: socioeducational center for the blind men, hearths for girls, protection of the handicapped and poor children, given on level of hospital and centers of health... It should be said that with the launching of the INDH, the building sites open are numerous. Lastly, the last third is made up to a great extent of projects of social habitat, small economic units or of educational centers, the culture (libraries) or the inauguration of places of worship (mosques) occupying a relatively marginal place.
A reliftée tradition, ceremonies light
What animates the Sovereign? "Actually, in the history of Morocco, the kings always furrowed the country of the kind, underlines the historian Mohamed El Ayadi, who goes up further while affirming than in the beginning, i.e. before colonization, the sultans, at the following day of their access to the Throne, undertook, made military forwardings to subdue the rebellious tribes and to raise the taxes. Mohammed VI maintained the ritual. With this difference close Hassan II "had gone until the identification, by adopting for each visit a costume, a way of being, a setting in particular scene", explains the political economist Mohamed Tozy. It is not the only difference. For an ex-adviser of Hassan II, this last "had as a practice to inaugurate only the great projects like the stoppings and ports. Moreover, these ceremonies were accompanied by a heavy protocol, generally requiring the presence of the whole of the members of the government and the notabilities of the area. With Mohammed VI, it is all the opposite. According to a wali, "the number of invited people is limited to those in direct relationship to the project, that is to say the ministers concerned, the local authorities, the actors of the city and some representatives of the civil company".
Large building sites and small co-operatives on an equal footing
Ceremony light? "Rather effectiveness, corrects the wali. Under Hassan II, it was not possible to inaugurate more than one project per day, whereas currently, it sometimes happens to the Sovereign to supervise in one day four or five projects ". Typical example, the visit of the Sovereign with Zagora, February 4, 2005. During the same day, it will have chaired the signature of 14 conventions on the socio-economic development of the area, launched several social projects, followed presentations concerning the creation of a hearth of girls and two female co-operatives, before inaugurating the new road station of the city. Another more recent example, last 12 July, with Al Hoceima, Mohammed VI is enquis programme of space handing-over on level of the province before distributing keys of apartments to disaster victims of the seism of February 2004. The selection of the projects passes in fact by a well ground circuit. Sources: ministries and local authorities. In forecast of a royal visit each of the two actors submits the projects which it considers most interesting - inauguration, launching of building site... - either directly with the royal cabinet for the first, or at a commission concerned with the Interior for the seconds, the whole accompanied by a card by project. "Often, estimates Adil Douiri, Minister for Tourism, they are joint proposals between wilayas and ministries."
Not important, the charts of the projects must imperatively include/understand very precise information on the time of launching. "It happens that the royal cabinet asks for more details to us", pays Karim Ghellab, Minister for the Equipment. Precision brought by a wali: if the royal cabinet acts as filter, "it is indeed Its Majesty in person which chooses, in the final analysis, the projects, and which adds with the list some building sites to be visited". Of course, there is project which is impossible to circumvent, from their size, like Tangier-Med or the installation of banks of Bouregreg, but not only these. "the project is appreciated according to its size, its technical importance, technological, or its social impact. Sometimes, the set of themes of the visit weighs in the decision. Example, in these times of INDH, the projects with social vocation are likely more to profit from royal solicitude ", explains a wali.
A thing is sure: so that a project is adopted, it is necessary that it became ripe. Phase of realization, times, budget, financial arrangement, all must be controlled. "It is necessary to present reliable projects at 100%, that wants to say that the land one, the financing and the promoter of the project are known. It is only when one controls these three factors which one can present a file ".
But, even with such a Draconian selection, is one sure to see the project visited by the King? Not, still it is necessary that its starting coincide with the displacement of the Sovereign in a given place.
Quid then of the projects from which launching or the inauguration would come to be delayed while waiting for the royal visit? Questioned, of the ministers and walis advance that, contrary to a spread idea, one does not delay the projects for reason of royal calendar. Karim Ghellab brings a technical explanation: "the royal cabinet takes care that the process of exploitation is not blocked. But, being public working premises, for example, they should be known that between the moment when the order of service and the beginning of work are given, one four months period ago of preparation, which leaves margin. The Sovereign can thus come to launch the building site, knowing that the effective starting of work will only take place later. Conversely, it may be that work starts but that the Sovereign carries out launching only a posteriori. Essence is to be transparent on top. It is necessary that the Sovereign is informed ". According to a wali, launching can occur after the beginning of work.
It happens that launchings are done after the beginning of work
It arrives as sometimes as one puts the mouthfuls double by making coincide the inauguration of a project with the presence of the Sovereign. Example, one month before the last visit of the Sovereign in Casablanca, the authorities of the city requested the Habitat to put a real project on the list of the "inaugurables". The project, which was in two months of its completion, will have seen its work accelerated to be ready the D-day.
In short thus, to be able to claim with the sponsorship of the Sovereign, the project must justify of an unquestionable interest and to be ready to be launched or inaugurated because, walis and ministers all are formal on top, Mohammed VI badine not with the subject. Karim Ghellab tells: "When Its Majesty comes to inaugurate a project, it has already an idea on its broad outline. It raises technical questions systematically. In the case of a launching of building site, the presence of the Sovereign is far from being an act purely ceremonial, it acts of a true public meeting of technical work, where one must be ready to answer all the questions ". It is thus not astonishing that ministers and local authorities make the turn of the building sites the day before of the royal visit.
This kind of precaution is all the more important as the Sovereign is known to return to the places which it inaugurated before. Thus, at the time of its last visit with Al Hoceima, it made a point of traversing in the car the section of the Mediterranean by-pass ranging between this city and Nador, of which it had launched work in 2003, and gave its appreciation on work achieved to the persons in charge for the ministry concerned. Ahmed Taoufik Hejira, Minister for the Habitat, are particularly attentive as for the follow-up: "the Sovereign has a very good memory, it knows the name of the shantytowns by heart and, at the time of certain operations, it does not fail to recall that it already visited the building site".
Being given the dynamics of real promotion engaged by Morocco these last years, the number of projects relating to the habitat, inaugurated or launched by the Sovereign, is particularly high. Solution chosen by the department of supervision, the recourse to a engineering and design department deprived to supervise the times and the costs of realization of the projects launched since the beginning of the reign of the Sovereign.
Often also, the King, visits some in an area and without warning the persons in charge concerned for them, will enquérir visu of the state of progress of the work or preparations concerning a ceremony envisaged the following day. Thus it has supris, last 19 April, the organizers of the international Living room of the agriculture of Meknès by visiting the stands the day before of the official opening which it was to chair. These surprise visits, and overall the very important presence of the Sovereign on the ground, naturally generate an increased mobilization of the persons in charge for the projects concerned. It is thus understood that the weight of the royal, official visits or not, is certain. But, beyond the fact that ministers and walis must be able to ensure the realization of work, the impact of the rounds of the King on the ground is differently more important.
Initially, the persons in charge for a project must be able to bring an explanation constantly, which supposes a rigorous follow-up of their share. On the French version, both of the maps of Morocco are complete and show all of Morocco's territorial integrity. BUT
On the English version, only one map shows Morocco entirely. It fails to show that the Western Sahara is a Moroccan territory.
I always thought it was provocative, but then I realize that after a week or so they actually put the whole country's territory on the map, but then I guess they took it off again??!?!

Hôtels, golfs, marinas, centres de conférences... sont prévus.
Les groupes émiratis, Emaar et Dubai International Properties (DIP), ne perdent pas de temps. Signées seulement le 25 mars, les 8 conventions entre les deux groupes, le gouvernement marocain, d’une part, et la CDG, d’autre part, sont déjà en cours d’exécution. D’abord avec le lancement des travaux, il y a quelques jours, du projet Amwaj à Rabat par DIP et la CDG, puis de Saphira, toujours à Rabat, par Emaar...
Mais le plus important est que ces investissements qui concernent des projets immobiliers et touristiques haut de gamme seront réalisés dans plusieurs pôles économiques du pays. Rabat se taille la plus grosse part avec 5,1 milliards de dollars (46 milliards de DH). Ce montant est réparti entre l’aménagement de la corniche (projet Saphira) par Emaar pour 3,1 milliards de dollars (28 milliards de DH), et l’aménagement de la baie du Bouregreg par Dubai International Properties (Amwaj) pour 2 milliards de dollars (18 milliards de DH). Ce dernier projet, comme tous les projets de DIP, est réalisé en partenariat avec la CDG (Caisse de dépôt et de gestion).
22 milliards de DH seront investis à Marrakech et 9 milliards à Casa
Vient ensuite Marrakech avec un investissement de 2,4 milliards de dollars (21,6 milliards). Cette enveloppe est répartie entre le projet Chrifia (DIP) pour 1 milliard de dollars (9 milliards de DH) et Oukaimeden (Emaar) pour 1,4 milliard (12,6 milliards de DH).
Casablanca bénéficie d’un investissement d’un milliard de dollars (9 milliards de DH) couvrant la marina et le projet cap El Hank initiés par DIP et la CDG, alors qu’Emaar misera 650 millions de dollars (5,85 milliards de DH) à Tanger. Au total, ce sont près de 10 milliards de dollars (90 milliards de DH) qui seront investis en 10 ans par les deux groupes si l’on comptabilise d’autres projets non cités.
Ces projets, dont l’intérêt économique est indéniable, particulièrement en matière de création d’emplois, s’incrivent, et les responsables émiratis l’ont dit et répété, parfaitement dans la vision 2010 pour le tourisme. Et quand on sait comment Dubaï est devenue en quelques années une des destinations les plus visitées de la région, on ne peut que se réjouir que des investisseurs de cette dimension croient en la destination Maroc.

nwusaad November 29th, 2006, 04:53 AM The UAE's Al Qudra Holding Company and the Morocco-UAE Development Group (Somed) have signed a Memorandum of Understanding (MoU) for joint agricultural co-operation, according to Emirates new agency WAM. Under the MoU, the two companies will launch projects for farming olives on 5,000 hectares of land and extracting olive oil.
Al Qudra Holding Chairman Salah Salem Bin Omair Al Shamsi and Mohammed Darwish, Director of Investment, Somed, inked the agreement. With a capital of Dhs950 million, Somed is a joint holding company between Abu Dhabi Fund for Development, Moroccan treasury and a group of Moroccan investors. It also acts as a communication channel between businessmen of UAE and Morocco.

This exceeds any other state in the region or world in regards to audience figures. Consequently, my previous hesitance to accept the mainstream reasons presented for the establishment of an office in Morocco rather than Tunis, Algiers, Nouakchott, Tripoli is justified.
I think that it chose Morocco simply to not lose the market that has the greatest audience potential. Therefore while it is true that the system is more liberal and stable in Morocco than some neighbouring states, the purely commercial reasons should never be discarded and replaced by vague political rhetoric that the media likes to present.

Manama- Bahraini group "Real Capita" intends to invest some USD 400Mn in Morocco to build 22,000 housing units for a cost of USD 400Mn.
Speaking at a press conference, "Real Capita" CEO said the program will be implemented through 8 phases of 18 months each, adding that the convention related to this program will be signed in mid-December in Casablanca.
Created in February 2006, Real Capita, is an alternatively new real estate investment firm based in Bahrain. The company is undergoing major projects such as Amwaj Gateway, affordable housing in Morocco (Real Maroc) and Residential Towers in Um Al-Hassam (Bahrain).
Some 7,000 apartments will be built in Casablanca, 6,000 in Tangier, 5,000 in Agadir (South) and 4,000 in Marrakech, he said.

Skhirat- Morocco signed, Thursday in Skhirat (25 south of Rabat), two investment agreements with two international groups in offshoring and tourism fields.
The first agreement, signed with the Indian group TATA Consultancy Services (TCS), provides for setting up a delivery center in Morocco for the French and Spanish-speaking European countries. This project will create 500 job opportunities.
The Indian group will contribute in an offshoring training program. set up by the Moroccan government, the program aims to train 25,000 people and 100 supervisors up to 2010.
The second agreement, signed with the Qatari "Diar For Real Estate Investment", is meant to achieve an USD335Mn tourism infrastructure integrated project in the northern city of Tangier.
This project, which will create 1,500 job opportunities, provides for building three hotels, a tourist residence, a golf fairway and a conferences center.
The Qatari group launched, in 2005, 18 investment projects in several countries, such as Egypt, Syria, Oman, Seychelles and Morocco.

there are more than one ski resort in Morocco , I can name at least two : Mishleffen in the middle Atlas and Oukaimeden in the High Atlas close to Marakesh , I think an emerati company is building a huge resort in the latest ....

Les cinq aménageurs-développeurs des stations balnéaires concédées du Plan Azur se sont donné rendez-vous mercredi 14 février à Casablanca pour exposer l’état d’avancement de leurs projets (www.leconomiste.com). A l’initiative du ministère du Tourisme et à quelques semaines des Assises internationales du tourisme, où il sera essentiellement question de «business», les représentants des sociétés d’aménagement se livrent à un face-à-face avec la presse. D’emblée, Adil Douiri exprime son souhait de «voir les aménageurs travailler plus vite». Cela ne signifie pas pour autant que l’état d’avancement soit jugé lent ou non conforme aux objectifs initiaux. Amyn Alami, président de la société d’aménagement de Mogador, abonde dans le même sens, en apportant une nuance qu’il qualifie de taille. «L’aménagement des stations du Plan Azur consiste en la conception de nouvelles villes». En clair, si «certaines lenteurs» ont pû être constatées, elles n’influent en rien ni sur la réalisation de la Vision 2010, du moins son volet hôtelier, ni sur les objectifs à cette échéance.
En tout état de cause, les aménageurs se disent «satisfaits» aussi bien de l’état d’avancement des projets que de leurs relations avec l’Administration marocaine.
La station de Saïdia sera la première à livrer ses unités hôtelières. Dès le printemps 2008, un hôtel 5 étoiles géré par la chaîne Barcelo ouvrira ses portes ainsi qu’un second, de la même catégorie, géré par Iberostar. La capacité globale est de 1.200 lits pour la première unité et de 1000 pour la seconde. Mais ce sont surtout les projets de villas qui «explosent». «Tout a été vendu et aucune autre parcelle n’est disponible», déclare le directeur de la station, Juan Cano. Younès Iraki, responsable de la société d’aménagement de Mazagan, se dit lui aussi satisfait. Les adjudicataires des appels d’offres pour la construction d’hôtels et d’un golf de 18 trous au sein de la station devraient être connus dans les prochaines semaines. Les travaux devraient pour leur part débuter dès 2008. Christian Vande Craen, directeur de Salixus, société d’aménagement de Lixus à Larache, affirme avoir pris «un peu de retard dans la livraison». La première capacité hôtelière, prévue fin 2008, ne sera livrée qu’à l’été 2009. L’ouverture de la station Mogador devrait intervenir dans les délais, c’est-à-dire d’ici l’été 2008. Au total, il s’agira de 10.600 lits, dont 6.800 hôteliers et 3.800 résidentiels. Enfin, Taghazout, dernière station à avoir été concédée, vient d’entamer les travaux en janvier.
Seule Plage-Blanche n’a pas trouvé d’acquéreur. Les deux autres «ministations», Tamuda Bay et Oued Chbika, à 55 km de Tan Tan, complèteront l’offre. En 2008, le nombre de lits hôteliers s’élèvera à 6.000 et sera porté à 8.000 dès l’année suivante.
Ils ont dit...
- Des fonds d’investissement marocains seront présentés fin mars à Fès lors des Assises internationales du tourisme. Leur objectif principal consiste en l’acquisition de terrains en vue de la construction d’hôtels.
- La loi sur l’immobilier locatif permet de faire passer dans le giron de l’hôtellerie toute villa et tout appartement. La gestion confiée à une société spécialisée doit préalablement faire l’objet d’une autorisation délivrée par le ministère du Tourisme.
- Une étude sur l’adéquation formation/emploi dans le tourisme est en cours de finalisation. Les résultas seront incessamment dévoilés.
- Colony Capital gèrera deux unités hôtelières à Taghazout. Le canarian, Lopesan un hôtel. La station comprendra 8 hôtels et 13 résidences touristiques.
- Les sept unités hôtelières programmées à Lixus ont toutes trouvé acquéreur. Trois d’entre elles (Le Point de Vue, Punta Negra et Hôtel de la Plage) ont été acquises par le même groupe espagnol, dont le nom n’est pas encore divulgué.

RABAT: Morocco's government ratified private sector deals worth 19.38 billion dirhams ($2.3bn) yesterday, evidence that a boom in foreign direct investment is continuing, official news agency MAP said.
Seven investment conventions covering property, tourism, steel manufacturing and business service outsourcing were signed by government and industry officials in a ceremony presided over by Prime Minister Driss Jettou, MAP said.
Iberostar Hotels and Resorts will build a 3,000-bed tourism and residential complex in the southern city of Marrakesh and Dubai-based Emaar Properties will develop another in the north with 1,200 beds, along with a retail zone and business centre.
Maghreb Steel will build a plant on Morocco's coast near the economic capital Casablanca and Logica-CMG plans to build an IT development, maintenance and software support centre, MAP said.
It was unclear whether some of the projects, already approved by Morocco's Investment Commission, were part of deals already announced.
Meanwhile, Morocco's central bank unveiled a set of Sharia-compliant banking products yesterday, venturing for the first time into Islamic finance with the aim of bringing banking services to more of the kingdom's population.
Moroccan lenders will be allowed to offer leasing (Ijara) products whereby they rent an asset to a customer who may later be able to buy it at a fixed date.
Moucharaka products will involve lenders taking shares as partners in a company's equity while Mourabaha will allow a lender to buy an asset and re-sell it to a client in instalments at a margin decided in advance.
"The introduction of the Ijara, Moucharaka and Mourabaha products should allow a widening of banking services and contribute to a higher rate of banking in the economy," Bank Al Maghrib said in a statement.

DUBAI - Amlak Finance, the largest UAE mortgage lender by market value, said on Tuesday it was considering expansion into Morocco, where UAE developers are building projects worth $30 billion in the next five years.
Amlak, which opened a home loan subsidiary in Egypt this year, said in a statement it had held meetings with Morocco’s central bank and finance ministry about setting up in the North African country. It did not give further details.
The Islamic mortgage lender, in which Emaar Properties EMAR.DU has a 40 percent stake, is expanding beyond the UAE as competition in providing retail mortgages intensifies.
Its Egyptian unit will begin selling mortgages in June, and Amlak will open in Saudi Arabia by the end of the year, Amlak Chairman Nasser al-Shaikh told Reuters this month.
The company was also eyeing Syria, Pakistan and Turkey, he added.

UAE firms expect to build $4b export refinery in Morocco

Mohammedia: Morocco may host a $3 billion to $4 billion plant to refine and export crude oil, developed by companies from the UAE, the head of Moroccan refining firm Samir said on Tuesday.
"There is a talk ... about some Emirati companies studying the option of having an export refinery at (Moroccan Atlantic port) Jorf Lasfar," Samir General Manager Jamal Ba Amer said at a presentation at the company's headquarters.
"It is at an early study stage... It would take a massive investment to make a new grass-roots refinery nowadays - we're talking about $3 billion to $4 billion."
He did not name the firms that might be involved or say whether Samir, Morocco's sole refiner, might take part in such a project.
Ba Amer played down the prospect of Samir building a new refinery itself, pointing out that Morocco's domestic fuel market is still relatively small at 8 million tonnes, compared to 50 million for France.
"You can consider seriously building a new one when Morocco is consuming 15 million tonnes," he said.
To meet growing domestic demand, it plans to expand capacity at its existing Mohammedia plant on the Atlantic coast southwest of the capital Rabat.
Boosting capacity
Samir officials said they expected contracts to be signed in coming months to increase capacity to just over 9 million tonnes per year from 6.25 million tonnes now, a project that would cost under $45 million and would take 24 months to complete.
The plan comes in addition to a sweeping, $850 million modernisation of the Mohammedia plant already under way to add hydrocracking technology and the latest refining processes to improve the quality of its products.
That overhaul was 49 percent complete by the end of April and fully on track, said Ba Amer, an impressive feat given that high oil prices have boosted construction activity worldwide and placed a strain on available equipment and services.
"If we had started six or seven months later, we would have had big delays," said Ba Amer.
Samir says the plant improvements were financed with Moroccan bank loans and bonds. The new refining units are due to come fully online by the end of 2008.
Company officials expect the upgrade to double refining margins from $3-4 per barrel, reducing the risk of a sudden slide in profits when crude prices rise and making Samir more able to fend of competition from imports.

RABAT - Morocco’s national rail service, ONCF, plans to become a limited company from January in order to ease financing for extending its network, its chief said in an interview.
The vast majority of Morocco’s 1,907 kilometres of rail lines are single track, built for the most part before the kingdom gained independence in 1956.
In January 2008, the ONCF will change its status to that of “limited company which permits other arrangements in order to finance and develop the rail network,” Rabie Khlie told the Liberation newspaper.
Currently a public company, ONCF transported 23.6 million passengers in 2006 compared to 13 million just four years earlier, and the number is expected to jump to 30 million by 2010, he said.
Most of a 1.56 billion-euro investment programme for 2005-2009 has already been undertaken, he added.
Improvements underway include double tracking, refurbishing 40 stations and extending the network, including a 117-kilometre stretch between Taourirt and Nador in the north-east, Khlie said.

nwusaad June 19th, 2007, 01:08 PM I read that there is a new project to be constructed in Asilah. I believe this suggests that the previous Plan Azur project of Asilah will no longer go through. Since I believe that Asilah had a project for it along with Saidia, Taghazout, Plange Blanche, Lixus.
Anybody know why? It just suggests that the whole Plan Azur might take a bit longer to take place, although there are many new coastal stations that were added after the Plan Azur. (Tan Tan, Many on the Mediterranean...)

It is located between the city of Casablanca and town of El Jadida.

Madrid, June 20 - Spanish ABENGOA signed a USD 626Mn agreement with the Moroccan Electricity Utility (ONE) to build a thermal-solar station in Aïn Béni Mathar south to the eastern city of Oujda.
The agreement provides for building a 472MW electricity power station that combines natural gas and solar energy in electricity production. An estimated 20% of the electrical power will be supplied by a USD 43Mn field of solar panels spanning over 183,000 sq meters.
The Global Environment Fund (GEF) and the African Bank for Development have also chipped in this station, due to enter into service in the first quarter of 2009.
The Spanish multinational said the agreement also provides for maintenance works during the first five years of management.
Abengoa is one of Spain's largest applied engineering and process management companies. It manages projects for the energy, telecommunications, transport, water, and environmental industries.

Morocco’s television channel, 2M, will broadcast its famous show "Studio2M" on Saturday (June 23rd) from the largest studio in Africa. The channel, in which the state holds a 70% share, inaugurated the new Casablanca studio on Wednesday, l’Economiste reported. Construction on the 1,200 square metre, 500-seat studio began in December 2006, and cost 7m euros, said the channel's director-general, Mustapha Ben Ali. The new studio is equipped with anti-resonance devices, a digital director's room, 12 manual cameras and two remote-controlled cameras.

Dubai: Dubai World investment firm Istithmar said yesterday it has started work on its $350 million (Dh1.28 billion) resort development in Morocco as the company hunts for assets in key tourist destinations.
Istithmar and luxury resort operator Kerzner International have 50 per cent stake in the venture with the rest being held by Moroccan companies.
The Mazagan Resort, to be managed by Kerzner, will include a 500-room five-star hotel, a golf club and 150 private residential villas.
The resort is expected to be ready in the fourth quarter of 2009, Istithmar said in a statement.

Damac plans further expansion with $1bn project at Saudi
Damac Properties plans to invest Dh.3.67billion ($1 billion) in the booming real estate market of Saudi Arabia by the end of this year.
The Chairman of Damac, Hussain Sajwani mentioned that Damac will be launching villas and residential apartments worth one billion dollars at Jeddah and Riyadh. He added that such a decision was arrived at, based on the demand for residential projects at Saudi Arabia.
Sajwani also mentioned their intention to invest a billion dollars at Morocco for building a mega tourism project in one of its coastal cities. He added that they also plan to enter the sub-continent, and are already in the process of planning a project at Hyderabad. Projects are being planned at Pakistan too.
Damac’s most recent announcement was the launch of Gamsha Bay in Egypt, a tourism and residential project, worth Dh.60billion with luxury hotels, 18 hole golf course, and marina, all spread in 3000 hectares of land.
Damac CEO, Peter Riddoch, expects total investment in the project to touch $16billion in a span of ten years.

Work began on Monday in Morocco on the first phase of Dubai World's $350 million resort project that is set to bolster the country's tourism industry.
The Mazagan Resort is a joint venture project involving Istithmar - Dubai World's wholly owned investment firm - and Kerzner International Holdings who are set to develop and manage the luxury resort.
"The Mazagan Resort demonstrates Dubai World's deep commitment to invest in developmental projects in the Arab world," said Sultan Ahmed Bin Sulayem, chairman of Dubai World.

Ces deux conventions viennent couronner la deuxième participation consécutive de "Tanger free zone" au Salon Internationale de l'Aéronautique et de l'Espace, le Bourget en France, clôturé dimanche.
En vertu du premier contrat signé la semaine dernière entre le groupe "Dion aéronautique" et "Tanger free zone", Dion s'engage à investir 30 millions dhs pour construire une unité de production dans la zone franche, pré. précise mardi un communiqué de la Zone Franche de Tanger.
S'étendant sur une superficie de 2.000 m , cette unité permettra la création de 50 emplois directs.
Après le succès de son projet à la zone franche, le groupe français "Souriau" s'est engagé, à travers la 2è convention à investir 40 millions dhs pour élargir son unité de production spécialisé dans le montage et la fabrication des câbles pour les avions civils et militaires dans la Zone.
La même source a précisé que la zone franche s'engage à effectuer les travaux d'élargissement et de construction de nouveaux bâtiments couverts sur une superficie de 7.000m , pour augmenter la capacité de l'unité dans les deux années à venir.
Ce projet permettra de créer 500 emplois stables.
En vertu de cette convention, qui va entrer dans les nouvelles formes de financement octroyées aux investisseurs, la Zone Franche de Tanger louera les nouveaux bâtiments pour un contrat de longue durée ( 15 ans) à la compagnie française, sous-traitant principal d'AIRBUS et de Boeing.
La Zone Franche de Tanger est un leader dans l'aéronautique, elle accueil une unité de production spécialisée employant 1500 personnes et a réalisé des rendements importants lors des 15 dernières années.

July 9 - The foundation stone was laid Monday to construct a new air terminal at the Oujda-Angad airport of the eastern city of Oujda due to be operational in 30 months for a global budget of MAD 450Mn (about USD 54.7Mn).
The terminal, whose construction works were kicked off by king Mohammed VI, will be built on an 18,000-sqm area, and is meant mainly to provide an additional capacity of 2 million passengers. It also includes the expansion of the plane parking to receive 15 airliners, the construction of a second runway, a control tower ...
The project is part of a USD-79.1Mn expansion program of the entire airport. The terminal project eyes anticipating the development perspectives of tourism and accompanying the economic and tourist projects of the eastern region, especially the seaside resort of Saidia, at a few kilometres from the airport.
According to figures release by the National Airport Authority (ONDA), the passengers transiting from the Oujda airport up to June 25 stood at 110,220, that is a 22.3% increase, compared to the same period of last year. ONDA also forecast another 20% progress during the summer.

Im not sure whether this refinery would materialize. Its been a long time since the government announced Repsol's intention to build a refinery in Jorf Lasfar but it did not occur.
Similarly, I read recently that a Bahreini group will be investing in anoil refinery in Laayoune and that the government gave them 300+hectares for free in order to go on with the project.
What is certain is that La Samir's modernization allows it to atisfy 90+% of the forecasted local consumption. If a new refinery were to enter the market, then it would be based on an export orientation.

Rabat, July 19 - Morocco has devised a second national program to build 15,560 km of rural roads over the period 2005-2015, that is an average of 1,500 km every year, revealed, here Wednesday, Moroccan Transport minister, Karim Ghellab.
Speaking at the House of Representatives' (lower house) question time, the minister said a national fund was set up to provide the required financial resources, estimated at some USD 1.3Bn.
Mr. Ghellab went on to say that the first stage of this program includes building 7,732 km of roads over the period between 2005 and 2010, at a global cost of about USD 700,738, noting that a total of 1,700 km was programmed for 2007.
With the aim of opening up the rural areas, the minister pointed out, 7,316 km of rural roads are to be built over the period October 2002-September 2007, i.e. an average of 1,625 km a year.
He recalled that 10,600 km were built up to late 2005, as part of the first national program, with an average of 1,000 km per year.
The minister had recently said that Morocco had earmarked about USD 3.7Bn to overhaul the capacity of and surface roads across the country, and that maintenance operations are carried out at a yearly basis to reinforce and surface a total of 1,200 km. The official had also said that 304 kilometers of motorway were built since 2002, while another 635 km are under construction.

Morocco plans to invest $7.7 billion in the energy sector over the next five years, Energy Minister Mohamed Moutaleb announced in a press statement July 12th. Moutaleb explained that projects both underway and planned for the future will satisfy the country's energy needs and support its socioeconomic development.
Morocco added natural gas to its national energy supply system in February 2005, as part of a bid to diversify its energy sources. This fuel currently accounts for 13% of the country's generated electricity. The government has decided to continue these efforts to develop the use of natural gas in light of the fact that industrial operators' requirements for natural gas are expected to reach 10 billion cubic metres by 2020.
The energy ministry carried out a technical and economic study to determine the optimal infrastructure for the development of natural gas use in Morocco, and decided that a new gas terminal with an initial annual capacity of 5 billion cubic metres will be required by 2013, doubling to 10 billion by 2020.
With regard to refining, negotiations are underway with a number of oil companies from countries including Spain, the United Arab Emirates and Kuwait to build a second refinery in Morocco. The aim is to safeguard the ongoing supply of petroleum products in the country by making available a new domestic supply source and also exporting products to countries with insufficient refining capacity.
Officials at the Ministry for Energy say hydrocarbon prospecting and exploration have been boosted in recent years by a number of reforms, particularly the adoption of a new Hydrocarbons Code and the establishment of a National Hydrocarbons and Mines Office which will oversee prospecting and exploration. At present the majority of promising sites are the subject of reconnaissance or prospecting permits held by a total of 23 major international oil companies.
The National Hydrocarbons Office is expected to spend $163 million on exploration during the 2007-2011 period.
In the area of electricity, nearly $6 billion will be invested in generation resources through 2012 as part of a power supply project. The Energy Minister said the rural electrification programme raised the rural electrification rate from 18% in 1995 to its current level of 98%. One current area of activity is a bill in the legislature to modernise the power sector. It will open the sector up to competition, change the way in which it is organised and create a free market alongside the existing one. The job of regulating the industry will be the task of a national power regulation agency.
Morocco is the world's leading exporter of phosphates and their derivatives and the energy minister said the National Phosphates Office will adopt a financially viable development strategy by developing partnerships with operators both in Morocco and abroad to strengthen the country's position in the international market. The ministry projects major investment during the 2008-2011 period in exploitation ($220 million) and efficiency ($195 million) projects.

King dedicates several development projects north
Al-Hoceima, July 23 - King Mohammed VI dedicated, on Monday, several development projects in the northern city of Al-Hoceima touching mainly on maritime transit and social housing.
The first project is a USD 2.4Mn maritime station, spanning over 1,500sqm. It will ease the transit of coastal fishing products as well as passengers.
The sovereign also enquired about a 1370sqm project to build a center for the Fishermen Association of Al-Hoceima with a cost of USD 369Mn.
The monarch inaugurated a USD 4.3Mn tourism and hotel business school. Covering an area of 4,300sqm, this institution is due to host up to 600 interns and provide nine different courses of study, part of a tourism professional training development strategy carried out under the Vision 2010 plan, aiming at attracting 10Mn tourists to Morocco.
Detailed explanations were provided to the king concerning development projects of the “Souani” tourist zone and on those related to the global tourism development project in Al- Hoceima, worth USD 492Mn.
The king also launched the construction works of the city of “Badis”, over an area of 49 ha and for which some USD 258Mn were earmarked. This new urban zone includes around 4,000 housing units, along with social, economic and sport facilities. It is to host up to 20,000 people, i.e 36% of Al- Hoceima population.
He also followed explanations on the housing project “Abdelkrim Al Khattabi” (USD 21.5Mn) and the rehabilitation project to revamp Al hoceima (USD 21Mn), which aims to improve life condition for the local population.

MOROCCO. Moroccan and American car manufacturer Delphi Group signed a memorandum of understanding on Wednesday to set up a US$36 million plant for car components production in the Tangier Free Zone, MAP reported.
The new unit, which is expected to create 2,500 to 3,000 jobs over the next three years, will produce electrical and electronic systems for the auto industry. The Delphi Group has been present in Morocco since 1999 and employs some 4,500 employees in the country. The firm said it chose Morocco because of its proximity to the EU market and the low cost of labour.

They are apparently an Italian based company called ITALI DIFICATIONE. Has anyone on these boards heard of this company????
They have also stated that when placing the 40% deposit they will only show 30% on their books IE they will only issue a receipt for 30%. The reason behind this (according to the agent) is for tax purposes and is a common practice among constructors in this region. Is anyone aware of this practice and is it as common as the agent says????
A few of my associates have already invested in this project and I have been told that many of the blocks are close to completion. The block I am contemplating investing in is due for completion in the final quarter of 2008.
I am travelling soon to view the site and show homes and speak face-to-face with the company (if possible).
Any info anyone has on this project or developer would be much appreciated.

That's interesting, I havent heard of them building a new motorway from El jadida to Essaouira. Is it going to be an "Autoroute" or "Voie Express"? Nevertheless, I think it makes perfect sense!

l’élargissement de l’autoroute démarre en avril 2008
Il était prévu que les travaux démarrent en 2007 pour prendre fin 18 mois plus tard. Finalement, c’est au cours du deuxième trimestre 2008 que commencera l’élargissement du tronçon autoroutier Casa-Rabat. Sur une longeur de 60 km donc (l’autoroute est délimitée dans sa partie sud par l’échangeur de Aïn Harrouda), les travaux consisteront en l’ajout d’une troisième voie, dans les deux sens, en grignotant notamment un espace de 3,50 mètres (par voie) sur le terre-plein central. Initialement prévu pour coûter 600 MDH, le chantier nécessitera, selon les dernières prévisions, 200 MDH supplémentaires, que devrait accorder, sous forme de prêt, la Japan Bank of international cooperation (JBIC). Cette dernière, rappelons-le, avait diligenté, à fin septembre dernier, une mission portant sur l’étude de faisabilité qui s’était avérée concluante. Aujourd’hui, l’étude de définition est achevée et l’étude d’avant-projet devrait être bouclée dans quelques semaines.
Il faut dire qu’il était temps. Le tronçon autoroutier Casa-Rabat est celui qui a la plus forte densité de trafic. Le seuil de 28 000 véhicules par jour, au-delà duquel on peut considérer que l’autoroute est en situation de saturation, est pratiquement atteint, et parfois largement dépassé. En week-ends, périodes de vacances, fêtes et en été, des pics de 35 000 véhicules sont observés. Déjà en 2004, on en était à une moyenne de 23 000 et les études prévisionnelles font état d’un trafic de 37 000 véhicules à l’horizon 2010.
Reste la question de certains franchissements d’oued, quelques ouvrages d’art pour lesquels le gain sur le terre-plein intérieur ne pourra se faire. Entre dédoubler un pont ou carrément le détruire pour en construire un autre plus large, les arbitrages devraient être connus d’ici le début des travaux.

Un Technopark :

Le projet prévoit également la création d'un Soft Center (centre de développement de logiciels et centre de design) et le développement d'une zone d'offshoring, qui s'intéresse aux activités administratives (office bancaire et assurance, comptabilité et finances) et celles informatiques (gestion de parc informatique, développement et maintenance). Le Technopolis prévoit aussi la création d'un Media Park qui s'occupe des métiers cinématographiques et de l'audiovisuel.
Dans ce cadre, et en exclusivité pour www.rabatinfo .ma, M. Hassan Amrani, wali de la région de Rabat-Salé-Zemmour-Zaer, situe le projet en ces termes : «Le choix de Rabat s'impose de plus en plus pour le développement des services en raison de la modernité affichée par la ville et de son ouverture sur l'international. L'ambition de Rabat et de se hisser au rang des capitales internationales qui plutôt que de développer leurs capacités industrielles deviennent des pôles de services (tourisme, centre financier, congrès, culture, etc), en recherchant les métiers à haute valeur ajoutée. Cette vision trouve sa force dans le fait que Rabat concentre 85 % des universités du Royaume, Ecoles d'Ingénieurs et Instituts de Recherche. Les responsables ont compris que la prospérité peut provenir du développement des activités qui font appel à la matière grise. D'où la nécessité de créer une ville offrant un cadre de vie agréable et une qualité de vie qui renforce son attractivité».
Précisant sa pensée, M. Hassan Amrani, ajoute que «la création d'une technopole répond à ce souci» ajoutant que «de plus en plus de donneurs d'ordre dans les métiers des logiciels et des semi-conducteurs s'intéressent à la Région : ST Microélectronics qui emploie 170 ingénieurs sur son site de recherche installé à l'Ecole Mohammédia d'Ingénieurs, vient d'achever la construction de son complexe de recherche appliquée et de recherche développement situé au cœur du Campus universitaire de Rabat, sur un terrain mis à sa disposition par la wilaya de rabat en février 2004. Le nombre d'ingénieurs sera porté à 350 dès septembre 2006 pour répondre à la demande. Labinal est le second exemple qui a récupéré un domaine de l'Etat pour construire une usine d'assemblage de câbles aéronautiques. Sa mise en production est prévue dès février 2006. Ces cables seront fabriqués et testés à Rabat avant d'être livrés pour être montés sur les tableaux de bord des Airbus.
Toujours dans les secteurs à haute technologie et le développement de la filière amont du textile, les groupes Legler et Fruit of the Loom développent actuellement leurs plateformes autour de Rabat. Leur entrée en production est prévue pour mai et août 2006».
L'engagement de Rabat dans sa détermination à se transformer complètement se vérifie enfin avec le projet Bouregreg et l'aménagement de la Corniche. A cet effet, M. Hassan Amrani confirme les choix des grandes orientations qui se mettent en œuvre dans la Capitale : «Avec les chantiers de Bouregreg et de la Corniche qui font appel à des groupes du Moyen-Orient de renommée internationale, Rabat ne sezra plus seulement la Capitale administrative mais plutôt une grande Capitale politique, diplomatique, culturelle et de services».

Both Statements are highly incorrect and I find it Idiotic that the Wali would state that 85% of Moroccan Universities are in Rabat, what Does he make of the universities scattered all around the country (Casa, Tanger, Settat, Agadir, Marrakech, Oujda et j'en passe!). To be honest, that 85% figure is not even worth debating since it is probably an Error.
90% of Schools in Souissi? that suburb represents only what, 20% of the surface of Rabat? I'm from Rabat and I can list at least 5 High schools that I know of in Rabat and are definitly not in Soussi (as a matter of fact I know only of 2 Schools in Souissi). Please revise your figures

I'm Casawi ;) From your prespective I can imagine you would say that. Just like most Casawa will tell you that Casa has 90% of Everything in Morocco (Or People from New York will tell you that New York is all that matters in the US ;) )
As for High Schools in Rabat, Well Descartes, Gustave Flaubert, Moulay Youssef etc etc.. Are all not in Souissi at all. Almost every "arrondissement has at least 2 or 3" so please dont say that 90% of High Schools are in one single suburb (in this case Souissi) because that wouldnt make sense in any country of the planet

Ah Dans ce cas la saraha je ne sais pas. But yea it does make more sense that most of the universities would be in souissi since there is much more Space there. Having said that, The Universite (Cite Universitaire De Rabat?) is almost on the entrance of Rabat, not very far from Lkamra. am I correct?
