Mediterrania-Saïdia is the latest development by FADESA, a remarkable residential and tourist complex located in Saïdia, a picturesque village with a long tourist tradition in the Mediterranean coast of Morocco.

The first phase of the Mediterrania Saïdia resort being developed and promoted by FADESA on Morocco’s Mediterranean coast will be completed in June 2006. This was announced today during the official launch of the project, which took place in Saïdia itself. The Prime Minister of Morocco, Driss Jettou, presided at the ceremony, which was attended by 500 dignitaries from financial, business and social circles in Europe and Morocco. Among them was the Chairman of FADESA, Manuel Jove, its Vice Chair, Felipa Jove, and other Moroccan top-level dignitaries, including the Minister of Tourism, Adil Douiri, among others.

Of the 6 resorts which comprise the Plan Azur Visión 2010, set up by the Moroccan Government to promote the country’s tourism industry, Mediterrania Saïdia is the project where work is most advanced. The resort headed by FADESA is the only one located on the Mediterranean coast and is a project which is unprecedented in the south of Europe in several ways: its size, 7 million square metres; its location, 6 kilometres of beach facing the coast of Almería; and its communication links, with two international airports (Oujda and Nador) which make it just 3 hours from Berlin and London, 2 hours from Paris and Rome, and 1 hour from Madrid.

Half way through next year, FADESA will complete the first phase of Mediterrania Saïdia. This will involve completion of the development works for the whole project: 7 million square metres. By the same date, as part of the Residential Area of the project, a total of 244 apartments and 50 villas will be finished, as well as work on the Marina, the central feature of the project’s Marina Area. With regard to the Golf Area, this first phase includes the completion of the 18-hole “El Palmeral” golf course.

Finally, with regard to the Hotel Area, the first of the six hotels will be finished at the beginning of 2007. This will be the 5-star Barceló Saïdia with 602 rooms, 60 of which will be suites.

FADESA is acting as promoter and developer of the resort, and is inviting participation from investors interested in developing one of the areas which make up the complex. For the official launch, the Group has organised a cruise for 300 passengers from the Port of Malaga to Saïdia to show the project to Spanish and international top-level investors who have shown a great deal of interest in Mediterrania Saïdia’s potential as a benchmark destination at the gateway to Europe.

At Saïdia itself, the Moroccan Prime Minister, Driss Jettou, presided at the project’s official launch ceremony, accompanied by other Moroccan dignitaries and the Chairman of FADESA, Manuel Jove Capellán. After the speeches, the Prime Minister and the Chairman of FADESA unveiled a commemorative monument which is over six metres high and made of marble and tiles to symbolise the two main elements of Mediterrania Saïdia: the sea and sailing. There then followed a lunch given by the Government of Morocco for the 500 guests.

The launch of the resort concludes this afternoon with a series of Moroccan activities organised on the beach. A replica of the souk at Marrakech has been set up along with a nomad encampment where a traditional tea ceremony will take place as a symbol of hospitality. An Arab horse race has also been organised with more than 100 horses, as well as camel rides and other activities.

STRUCTURE
Mediterrania Saïdia is structured around five main areas:

Hotel Area. Mediterrania Saïdia will have 6 four and five-star hotels with a total of 16,000 beds. Work is most advanced at the Hotel Barceló Saïdia, a five-star hotel with 1.228 beds. The hotel will also have three swimming pools, tennis and paddle tennis courts, a crazy golf course, an archery range and a Spa and Fitness Club, as well as other services. As well as the hotels, there are also 22 plots for holiday homes and villas.

Residential Area. The 3,000 homes which make up the Residential Area of Mediterrania Saïdia will be built over an area of 700,000 m2, 1, 2 and 3-bedroom apartments and 3 and 4-bedroom villas next to one of the golf courses. All the homes will be built using the principles of Mediterranean architecture, and will follow the traditions of Moroccan design. FADESA has put up one of its trademark sales structures next to the site. This includes a large Marketing Suite with 2 fully furnished and decorated show homes, with traditional Moroccan lounges, as well as a show villa located just outside. Work has already started, along with marketing.

Golf Area. Three golf courses with a total of 54 holes will be built at the centre of the resort, over an area of 2 million square metres. This will make Mediterrania Saïdia the benchmark for golf to the south of Europe. The first of the courses (El Palmeral), which will have 18 holes and be a par 72, has an American-style design with English-style touches. The remaining two courses will make up a 36-hole round, split into two 18-hole sections (Las Lagunas and Oasis Golf). The “El Oasis” golf course is located in the northeast of the complex to the north of “Las Lagunas”, which is the most demanding course at the complex. The Golf Area consists of a total playing area of 210 hectares.

Marina Area. Saïdia Marina is the complex’s central sea-related feature and takes up more than 290,000 m2, although the Marina Area also includes the 6 kilometres of virgin beach where there are 17 beach clubs. The marina has 740 berths, of which 340 are for sailing boats and 400 for motor boats. The Yacht Club will also be in this area. It will take up an area of 9,215 m2, and will have a restaurant, bar, 15-room waterside hotel, lounge, gym, changing rooms, video club, etc. There will also be a water park, as well as a shopping and business area built around a boulevard, consisting of three buildings with sea views and large courtyards all under a glass roof.

Shopping and Services Area. The resort will be a major centre for leisure activities, which is why the fifth area consists of spaces set aside for shopping centres, themed restaurants, spas, etc. The Services Area will include, among other facilities, a conference centre, a medical clinic and a heliport. Green spaces will also be an important element of Mediterrania Saïdia.

WORK PROGRESS
The development works around Mediterrania Saïdia are already well advanced. FADESA has also started building both the apartments and the villas in the project’s Residential Area. In the Hotel Area, the hotel which will be managed by Barceló is being built, while with regard to the Marina, work has already started on the seaside promenade which stretches along the 6 kilometres of beach, and work has also started on the “El Palmeral” golf course

Complexe Mediterrania Saïdia
Iberostar Hotels & Resorts en charge d'une nouvelle unité

L'établissement appartient à hauteur de 70% à Inhova contre 30% pour Fadesa


Inhova, une société qui se consacre au développement de projets de promotion et d'exploitation d'actifs immobiliers destinés à l'hôtellerie, compte se faire une place dans le secteur touristique marocain.

Composée d'Iberostar, Caja Madrid, Caixa Galicia et Sa Nostra, elle vient de signer un accord avec Fadesa pour devenir propriétaire de l'un des hôtels du complexe Mediterrania Saïdia, actuellement en cours de construction.

En vertu de ce contrat qui permet à Inhova de contrôler 70% de l'établissement contre 30% pour le compte de Fadesa, l'unité hôtelière sera gérée par Iberostar Hotels & Resorts pendant une période initiale de 10 ans.

Situé en front de mer, cet hôtel, qui bénéficiera de la catégorie “4 étoiles plus”, est composé de 485 chambres (970 lits). Il fera ainsi partie des 4 établissements touristiques dont le fonctionnement est prévu l'année prochaine.
Il s'agit notamment de Barceló Mediterrania Saïdia (hôtel 5 étoiles comptant 614 chambres) et l'Oasis du groupe Globalia, hôtel 4 étoiles comptant 500 chambres.

A vrai dire, la présence d'Iberostar sur le complexe Mediterrania Saïdia signifie l'entrée en scène d'une société au champ d'action international. Iberostar Hotels & Resorts, étant l'une des premières chaînes hôtelières espagnoles, grâce à plus de 100 établissements situés en première ligne de plage et disséminés sur trois régions du monde hautement touristiques : l'Espagne, les Caraïbes / l'Amérique du Sud et la Méditerranée Orientale/ l'Afrique du Nord.

En 2006, la facturation s'est élevée à 728,5 millions d'euros. Ainsi faire profiter Mediterrania Saïdia de son professionnalisme permettra de la placer parmi les prochaines destinations de vacances de référence. Située au Nord du Maroc, cette station se trouve en face de la côte d'Almeria, sur un front de mer de 7 km. Elle sera composée d'environ 3.000 logements, 16.000 chambres touristiques, 3 terrains de golf. En plus de zones de loisirs et de services ainsi que d'un port de plaisance de plus de 800 amarres qui sera opérationnel au printemps 2008.

Reste à signaler qu'en 2009, la station serait opérationnelle à 90% et ce n'est qu'en 2010 qu'est prévue la pleine capacité. Pour rappel, Saïdia est la première station à avoir été concédée à Fadesa, compagnie spécialisée dans le développement de grands projets immobiliers, allant des résidences principales et secondaires à des projets hôteliers et des terrains de golf. Elle compte à son actif plus de 173.000 logements. En 2006, le Groupe a réalisé un bénéfice net consolidé de 230,4 millions d'euros, les recettes totales s'élevant à 1,28 milliard d'euros.

Son patrimoine foncier s'est élevé, à fin 2006, à 23,7 millions de mètres carrés constructibles. D'ailleurs, sa présence au Maroc ne se limite pas à Saïdia, mais également au Sud, dans la province de Guelmim. Elle a remporté l'adjudication de la station «Plage Blanche». Le nouveau complexe sera composé de 1.338 appartements résidentiels, 865 villas, 1.850 appartements touristiques et 980 villas touristiques. En plus de 8 établissements hôteliers de 4 et 5 étoiles, un golf de 18 trous, un centre artisanal, un centre commercial, un Spa et des installations de loisirs.

Par ailleurs, le groupe Fadesa prévoit le développement de la station en deux phases pour une capacité globale d'environ 30.000 lits dont 19.500 lits hôteliers.

Calendrier du plan Azur
Les autres stations ne prévoient l'achèvement des travaux que deux ou 5 années après la station de Saïdia, voire même plus.

C'est le cas pour la station de Port Lixus dont les travaux ont démarré le 6 février 2006, elle prévoit son premier né pour début 2009, alors que l'achèvement des travaux ne serait que pour fin 2015.
Rappelons que, pour un montant d'investissement global estimé à 6 milliards de dirhams, cette station visant la réalisation de 7.000 lits a été attribuée, en février 2006, à un groupe belgo-holladandais Thomas&Piron.

Ce même groupe fait partie du tour de table de la Société d'aménagement Mogador-Essaouira (Saemog).
Celle-ci engage un investissement de 6,8 milliards de dirhams pour la réalisation de 10.600 lits (6.800 lits touristiques et 3.800 résidentiels) sur une superficie de 580
hectares.

Le calendrier d'aménagement s'étend entre mai 2006 et décembre 2008, tandis que celui relatif au développement s'étale entre juin 2007 et décembre 2012. Quant à la station Mazagan d'un investissement global de 6,3 milliards de dirhams, elle n'achèvera les travaux de construction qu'en 2018. La première unité hôtelière serait pour 2009.

Concernant les aménageurs de Taghazout, concédée au Groupement Colony Capital / Satocan/ Lopesan, le 9 mai 2006, ils estiment que l'achèvement des travaux aurait lieu fin 2016. Le délais global s'échelonne entre 2007 et 2016.

Fadesa: 2 fois Deauville et stars en prime!

· Les raisons d’un retard

Le mastodonte espagnol Fadesa prend forme à Saïdia. Après un retard de près d’un an sur l’échéancier annoncé par l’aménageur-constructeur, finalement les contours de la station-pilote du plan Azur se précisent. Le management espagnol impute, en grande partie, le retard à l’enclavement et aux contraintes de réalisation de la station d’épuration. Autre raison invoquée: «Nous sommes globaux dans notre démarche, nous voulons livrer un package dans un site intégré et non des unités individuelles», soutient Farid Chbani, directeur commercial à Fadesa.
Retard ou pas, ceux qui n’ont pas mis les pieds depuis 6 mois à Saïdia auront certainement du mal à reconnaître le site. La couleur est annoncée par des panneaux publicitaires tout au long de la route menant à la station. Au détour d’une bretelle, une grande affiche montre des stars british du football: John Terry (Chelsea), Gary Neville et Rio Ferdinand (Manchester United)… En somme, le trio de l’arrière-garde de l’équipe nationale anglaise accueille les futurs acquéreurs et autres visiteurs (voir encadré). Joli coup de promo pour un produit bien marketé à l’étranger! Partout en Angleterre, en Scandinavie, Europe, Emirats arabes… des API (agents promoteurs immobiliers), conjugués par fois à des bureaux Fadesa sur place (comme à Londres par exemple), s’emploient à vendre le produit Fadesa. La machine marketing de l’opérateur espagnol est déployée à fond pour vendre non seulement le produit Fadesa, mais toute la destination Maroc, explique le management. Il en veut pour preuve que Saïda ne ferme plus 12 mois sur 12. Auparavant, l’activité battait son plein uniquement 3 à 6 mois par an. A cela s’ajoute la force de frappe de grands marketeurs étrangers, notamment Property Logic, auxquels Fadesa a cédé des parcelles. L’astuce de ces opérateurs étrangers aura été d’offrir des villas à des stars du foot anglais, un capital image qui servira à drainer une clientèle jet set.
Un succès que le patron de Fadesa, Manuel Jove Capellan, savourera de loin puisqu’il a cédé son concept (Fadesa) à un nouvel acquéreur, Fernando Martin, patron du groupe Martin SA et ex-président du Club de Real Madrid.
«Le patron estime que son concept a atteint sa maturité, il le cède pour se consacrer à reproduire le même schéma sous un nouveau label», confie une source proche du management. Un site serait déjà localisé à cet effet entre Al Hoceïma et Nador.
Sur site à Saïdia, la station Fadesa est aujourd’hui une ville dans la ville. «C’est 2 fois Deauville avec une capacité d’accueil de 30.000 lits, sagement hôtelier et résidentiel compris», affirme sur place le management de Fadesa.
Des constructions à perte de vue même si l’on affirme auprès de l’aménageur-constructeur que seuls 15% de la superficie sont construits, le reste étant dédié aux espaces verts (3 greens de 18 trous chacun sur 200 ha, soit le tiers de la superficie totale, jardins…). Le tout sur une superficie totale de 713 hectares avec un front de mer de 6 km, auxquels vient s’ajouter une extension de 156 ha dédiée au sagement résidentiel.
Sur site, se détachent complexe résidentiel et village touristique (VVT). «Nous en sommes à 40% de réalisation. Contrairement à ce qui se dit, nous sommes plutôt en avance en termes de chantier», affirme Farid Chbani, directeur commercial de Mediterrania-Saïdia. Il reconnaît, toutefois, un retard dans les livraisons. Annoncées pour fin 2006, les premières clefs ont été octroyées depuis septembre 2007. Quelque 80 unités ont été livrées et un millier à fin 2007.

· 4 unités hôtelières déjà cédées

Au niveau de la Marina, les travaux vont bon train. Ce sera le premier port de plaisance d’une telle envergure avec plus de 800 points de mouillage ou anneaux pour des bateaux de 7 à 60 mètres. Le tout équipé d’une connexion Internet, d’électricité et alimenté en eau. Sans oublier des services complémentaires: douane, capitainerie, tour de contrôle, ateliers… et une clinique de spécialités avec lits-ports, cédée à des Espagnols.
A quelques encablures, les premiers beach-clubs, Chiringuito (17 au total) se dressent déjà pieds dans l’eau. Le groupe Fadesa destine ces produits à la concession avec un cahier des charges précis. «Le concept est une mine d’or très convoitée par une clientèle espagnole et allemande», précise Zouheir Yousfi, du service commercial de Mediterrania-Saïdia.
Un peu plus loin, donnant sur la Marina, une galerie marchande s’étend sur quelque 20 ha. Ce shopping-center est aménagé en boutiques haut standing, médina et grands centres commerciaux. De grandes marques et franchises (Zara, Mango, Marionnaud, Hagen Daaz…) y ont déjà acquis des locaux en mode location.
Le groupe opte pour la formule locative qui a partout fait ses preuves pour assurer l’animation en permanence du centre. L’artisanat marocain sera à l’honneur à la galerie marchande. Une place de choix lui sera réservée dans l’espace dit médina.
D’une superficie variant de 40 à 1.200 m2, les locaux sont loués à partir de 14 à 22 euros le m2.
Barcelo, Globalia, Iberostar… des majors mondiaux de l’hôtellerie se positionnent déjà à Saïdia. Ce sont les premières enseignes hôtelières qui battront pavillon à la station balnéaire. Sur les neuf unités hôtelières (500 à 600 chambres chacune) au programme de Fadesa, 4 sont déjà cédées. Outre les trois majors précités, un opérateur marocain complète cette première fournée. Le nom de Atlas Hôtels circule déjà, mais personne ne veut confirmer ni infirmer l’information.
Côté résidentiel, les clients se bousculent au portillon. Par type de nationalité, les Britanniques représentent quelque 60%. Ils sont suivis par des acquéreurs espagnols (20%). Le reste de la clientèle (20%) est réparti entre Français, Marocains (MRE et locau
x), Algériens résidant à l’étranger,

Scandinaves, Allemands, Moyen-Orientaux… «La plupart des villas ont été vendues sur maquette le jour de l’inauguration officielle du site», confie-t-on auprès du service commercial. Autre type de clientèle qui se démarque, souligne-t-on auprès du Sales office, les spéculateurs. «Une bonne partie des acquéreurs s’inscrit dans une logique de spéculation. Pour eux, un bien immobilier c’est un placement pour le long terme. Dans un contexte de bulle immobilière, la plus-value ne peut être que conséquente.
Mais le tableau de Saïdia n’est pas tout rose. Si on a ou presque tout envisagé, reste le volet ressources humaines. C’est un problème généralisé à l’ensemble du plan Azur, mais le déficit se pose avec acuité dans l’Oriental. A elle seule, la première station balnéaire Fadesa devra générer dans l’immédiat 40.000 emplois directs et indirects. Sauf que cet aspect a quelque part été laissé-pour-compte. Aujourd’hui, et à la veille de l’exploitaiton du projet Fadesa, l’on commence à s’inquiéter du manque de profils de tous genres orientés services et hôtellerie, du chasseur au management, en passant par le room-service et la réception.
Même pour le suivi du chantier, Fadesa a rencontré des problèmes. Elle a dû recruter tous azimuts pour pouvoir faire face au déficit. Mais pour certains, c’est un faux problème: «Certes, c’est regrettable de ne pas s’y être préparé auparavant, mais s’il faut importer des ressources de Roumanie, de Pologne ou même de Chine, on le fera. L’exemple Dubaï est un cas d’école en la matière. Il ne faut pas avoir de complexes», estime Ibrahimi, wali d’Oujda. Rappelons que pour le plan Azur, ce sont quelque 80.000 emplois à créer.
Or, la capacité de formation des instituts de formation à l’échelle nationale ne dépasse pas 3.000 lauréats par an. C’est dire le gap du plan Azur. «Le succès du plan Azur dépend de notre capacité à développer des métiers. Si, en attendant, il faut puiser dans les ressources étrangères, pourquoi en faire un problème!», déduit le wali d’Oujda. Au contraire, renchérit-il, il faut voir dans le déficit auquel se heurte le projet Fadesa une sonnette d’alarme pour toute la filière touristique et, en particulier, le plan Azur.

Lorsqu’une British s’énerve!



Trois ans… L’attente aura été longue pour cette cliente britannique qui attend toujours les clefs de sa villa et de son appart acquis dans le projet Fadesa-Saïdia. Ce n’est pas faute de liquidités, puisqu’elle aurait versé l’acompte demandé (30.000 euros), placé le reliquat sur un compte au Maroc et signé ses compromis de vente. Qu’est-ce qui cloche alors? Depuis, la date de livraison clefs en main est reportée à plusieurs reprises.
Motif invoqué par le constructeur-aménageur: retard dans les constructions. Retard que la cliente british aurait, peut-être, pu digérer si elle n’avait pas «commis l’erreur de plier bagages» et de déménager de son pays natal. Erreur monumentale qu’elle paiera cher puisqu’en attendant ses clés, elle a dû loger dans un hôtel.
Pour Farid Chbani, directeur commercial à Fadesa, le groupe espagnol n’a aucun reproche à se faire du moment qu’aucun document authentifié n’a été signé avec cette cliente lui notifiant une date de livraison officielle. «Notre procédure est claire: les clients sont avisés, dès le départ, qu’une fois les unités acquises sont livrables, ils seront notifiés par acte notarié», argue le directeur commercial. «Nous ne sommes donc aucunement responsables des décisions personnelles et hâtives des clients qui n’engagent qu’eux».

Le label Fadesa-Saïdia a déjà sa cote à l’international. Outre les efforts du marketing déployé à grande échelle aussi bien sur les plans national qu’international, il bénéficie de l’effet image que lui assure le Star system européen. Outre les footballeurs anglais de renom: John Terry (Chelsea), Gary Neville et Rio Ferdinand (Manchester United)… L’on parle sur place d’autres acquéreurs tout aussi médiatisés dans la sphère du sport international ou du showbiz. Parmi eux, sont cités les noms de Zineddine Zidane et Christophe Dugarry (champions du monde de 1998) qui auraient acquis des unités dans des VVT (Villages de vacances touristiques) de la station balnéaire Mediterrania-Saïdia.
Aux stars du ballon rond, s’ajoutent d’autres telles que Driss Khellafi, champion mondial de boxe, ou encore Jamaleddine El Mir, champion français de karaté, et qui sont aussi originaires de l’Oriental. Les chantres du raï, Khaled et Réda Taliani ne sont pas en reste. Ils auraient également manifesté leur intérêt pour le VVT. La liste des stars est encore plus longue, mais le management de Fadesa reste très discret!

«Ni bunker ni club Med fermé!»



L’Oriental ne jure que par Fadesa. Certains y verront un bunker ou un «club Med» fermé sur lui-même, d’autres un vecteur de développement avec un effet d’entraînement pour toute la région. Ce que conforte la dynamique nouvelle qui anime tout l’Oriental. Des investissements et autres chantiers (publics et privés) viennent se greffer au mastodonte. A voir le mouvement enclenché (restaurants, petits hôtels, corniche, routes, commerces…), les appréhensions quant à une «Saïdia à deux vitesses: une ville ancienne délabrée d’un côté et une Fadesa City flambant neuve de l’autre» s’amenuisent. «La nouvelle station n’aura d’intérêt que si elle se greffe harmonieusement à la ville», précise Mohamed Ibrahimi, wali d’Oujda. Mais, nuance-t-il, «il n’y a aucun complexe à avoir un vieux Saïdia ringard à côté d’une station ultramoderne».
D’ailleurs, renchérit la wali, «l’enjeu est de garder le cachet de Saïdia, c’est cette dualité vieux/neuf qui contribuera à mieux vendre la destination!». Mais, selon des opérateurs à Saïdia, l’Etat doit se donner les moyens de ses ambitions. «Dualité vieux/neuf oui, mais attention aux poches de précarité et à l’insalubrité qui gagnent du terrain», fait remarquer un acteur économique de la région. Il pointe du doigt notamment la frontière de Béni Nssar, premier contact avec la clientèle étrangère qui arrive à Saïdia (longue file de contrebandiers, attentes interminables des automobilistes, corruption, saletés, nuisances diverses…). Ou encore, le marché de Saïdia, incontournable pour la clientèle, locale et étrangère, qui détonne, par son manque d’hygiène et d’organisation, dans le nouveau cadre prôné par le plan Azur.

- L’Economiste: Des acquéreurs se plaignent du retard de livraison des villas et appartements?
- Farid Chbani: Il est vrai que nous avons accusé un léger retard, non pas dans l’avancement du chantier, mais dans les livraisons. Mais il faut ramener ce retard à l’envergure du projet. C’est une ville dans la ville, avec une capacité totale de 30.000 lits, soit 2 fois Deauville.
Ce qui n’est pas négligeable en soi, sans parler de l’enclavement originel de la zone et des difficultés d’accès au terrain. Autre aspect important, Fadesa a développé une expertise dans ce type de projets d’envergure. Son savoir-faire va de l’aménagement à la commercialisation, en passant par la viabilisation et la construction. Nous sommes globaux dans notre démarche.

- Justement, votre approche ne fait pas l’unanimité aux yeux des écologistes…
- Ce volet ne rentre pas dans mes fonctions. Mais je tiens à vous rappeler que des études ont été réalisées bien avant le démarrage des travaux. En plus, pour pallier le retard de réalisation d’une station d’épuration que Fadesa devrait effectuer conjointement avec les autorités locales, nous avons réalisé une station provisoire.

- Fadesa ne risque-t-elle pas de faire de l’ombre à une Saïdia à deux vitesses?
- Je pense que c’est le contraire qui est en train de se produire. Le site sera assez harmonieux avec l’ensemble, nous avons tenu à éviter l’aspect bunker en ouvrant la station sur son environnement. Ce qui est sûr, c’est que la dynamique de Fadesa enclenche déjà un effet d’entraînement qui ne se limite pas à Saïdia, mais touche tout l’Oriental en termes d’investissements, aménagement de la corniche, mise à niveau de l’ensemble. C’est dire que Saïdia profite déjà du boom de Fadesa.

Hailed as Morocco’s flagship resort, Mediterrania Saïdia is expected to receive large numbers of visitors as part of the Vision 2010 plan for tourism development. In order to prepare for this, the Moroccan government has revealed plans to expand Oujda international airport with the construction of two new runways, a brand new terminal building with bridge access to 25 stands and a parking bay with capacity for 15 aeroplanes.

According to the Moroccan authorities, the number of passengers travelling through Oujda airport will reach 1.2 million by 2015 (compared with 258,700 in 2006). This growth is in line with the increase in hotel beds which will rise from 620 (2006) to 15,942 beds in 2012.

In order to transform Oujda into the main airport for the region, significant investment is being made in the road infrastructure. The airport will be connected to the city of Fez by high speed train and toll road and the journey time between Oujda and Mediterrania Saïdia will be only 35 minutes thanks to the new motorway link which is at an advanced stage.

This Saidia mediterania was designed by a Moroccan architect.

i always had fond memories of saidia as a child .i have not been there for years i wonder with all these development it will lose its charm .Whatever happens i hope it doesnt become dirty and poluted .it was always one of the cleanest beach in the mediterranean,it hope it will stay that way.

I wouldn't worry too much. These projects are supported by the king, i dont think there will be any huge delays.

La nouvelle marina est superbe, on se croirait à Monaco belles voitures, beaux bateaux Inch'Allah que le nord va se développer pour concurrencer la costa del sol :cool:

Saidia reçoit chaque été plus d'un million de visiteurs par an hors le site de fadesa qui est rappelant le, le plus grand site touristique du maroc ta ka voir les stars qui ont acquit une résidence la ba (Zidane, Leo Ferdinand, John Terry, Cheb Khaled, Gerrouj...). Et le ministre du tourisme lui même la dit : "on comte sur marrakech, agadir et saidia pour booster le tourisme a long terme".

Airport Road Link to Mediterrania Saidia Now Open [Property News by Colin Timms June 30, 2008]

In news that bodes well for Saidia property investors, Moroccan Sands can report that the eagerly awaited direct road link from Oujda International Airport to the spectacular Mediterrania Saidia resort development has now been completed.

Improved transport links for Saidia property owners

The final 10 km section of this impressive dual carriageway is now open to traffic even though the Moroccan authorities have yet to announce the official opening.

The new direct link means that motorists will no longer have to pass through Saidia town to reach the resort area, effectively shaving 15 minutes from the journey time which had previously taken at least 50 minutes.

Work started on the multi-million dollar link road around 2 years ago as part of planned improvement and upgrading of Morocco’s transport infrastructure. The millions of dollars being invested in new road, rail and air links is a direct result of the King of Morocco, Mohamed VI’s “Vision 2010” initiative which aims to boost visitor numbers from 2 million (in 2001), to 10 million a year by 2010, at the same time, creating 600,000 tourist sector jobs.

Meanwhile, building work to construct a new terminal at Oujda International Airport has just commenced and Moroccan state rail operator, (ONCF) have recently announced a new high speed rail link to be built between Oujda and Fez, further opening up eastern Morocco to the rest of the country.

Michael Kent, Managing Director of Morocco property specialists Moroccans Sands commented: “The completion of the final section of road means that journey times from the airport at Oujda to the Saidia resort will be substantially cut.

He added: “This is yet more good news for investors in Saidia property and comes on the back of recent reports of increased building activity within the Saidia development”.

Sa Majesté le Roi Mohammed VI a procédé samedi au lancement des travaux d’extension de la digue de protection du port de plaisance de la station touristique de Saïdia. Ce projet qui nécessitera une enveloppe de 300 millions DH sera réalisé dans un délai de 13 mois. Il permettra d’éviter l’ensablement du port de plaisance et constituera un accès au port pour les navires plus de 12m. Il assurera une activité maritime pour les navires tout au long de l’année. Edifié sur une superficie totale de 25 ha (3 bassins), le port de plaisance disposera, après extension, de 1.350 anneaux d’accostage, dont 50 % pour des embarcations de plus de 12 m de longueur et d’un mouillage de 85.000 m2. Troisième important port de plaisance de la Méditerranée en termes de surfaces utiles d’embarcation, ce port a été réalisé avec un budget de 240 MDH. Le Souverain a également suivi des explications sur le projet de la station balnéaire de Saïdia. Les travaux s’achèveront à l’horizon 2013 et ont nécessité un investissement de 12 milliards DH, assuré dans le cadre d’un partenariat entre l’Etat (605 millions DH), le groupe FADESA Maroc (3,7 milliards DH) et autres investisseurs (7,7 milliards DH). Ce projet permettra la création de 48.000 emplois, dont 8.000 directs et prévoit la mise en place, d’un aquaparc, d’un centre de thalassothérapie, d’une clinique, d’un centre de sports, d’une salle de cinéma, ainsi que d’autres espaces de divertissement dans les zones d’activités commerciales et de loisirs. La station «Mediterrania Saïdia» prévoit la construction, entre autres, d’hôtels, de résidences touristiques, de logements, de villas, de terrains de golf de 18 trous chacun et d’un port de plaisance. Par ailleurs, le Souverain s’est enquis, samedi, du projet de renforcement de l’alimentation en eau potable de Saïdia et du complexe touristique de cette ville pour un montant de 251 millions DH.

Par ailleurs, l’ouverture des locaux commerciaux ne se fera pas non plus dans les délais. De nombreux acquéreurs de boutiques ont été avertis du report par Fadesa. De sources sûres, le lancement commercial de l’ensemble du site sera reporté d’au moins une année. « La livraison ne peut se faire que vers les mois de mai-juin 2009 », annonce sous couvert de l’anonymat un autre responsable à Fadesa. « Nous expliquons aux acquéreurs que nous sommes globaux dans notre démarche, nous voulons livrer un package dans un site intégré et non des unités individuelles », explique un cadre commercial.

La galerie marchande, rappelons-le donne sur la Marina. Elle s’étend sur quelque 20 ha. Le shopping center est aménagé en boutiques haut standing, médina et grands centres commerciaux. De grandes marques et franchises y ont déjà acquis des locaux en mode location.

c'est bien qu'ils donnent de l'importance à l'oriental, je sais que vous avez beaucoup de problèmes (chômage, pauvreté...) et si ça peut rendre son orgueil et sa place à l'oriental c'est plutôt une bonne nouvelle.

Je me disais juste qu'avec toute l'expérience que nous avons ici, dans le nord (Tanger-Tetouan) dans le domaine du tourisme balnéaire, c'est dommage qu'on ne nous considère comme une "locomotive économique" que pour l'industrie (deuxième PIB industriel après Casablanca) et pas pour le tourisme.

Fait : PROPERTY LOGIC délègue à KENZI HOTELS et à SAKA HOSPITALITY la gestion de deux hôtels à SAIDIA.

Analyse : Dans le cadre de son projet LE JARDIN DE FLEUR, PROPERTY LOGIC vient de signer deux conventions pour la gestion de deux nouveaux hôtels 5 étoiles à SAIDIA notamment KENZI PREMIUM et CRYSTAL HOTEL, respectivement par KENZI et SAKA HOSPITALITY. Doté de 59 villas de 800 à 1 000 m², le KENZI PREMIUM devrait disposer d’une capacité de 484 lits sur 8 hectares, tandis que le CRYSTAL HOTEL offre 150 chambres réparties sur 50 villas.

Signalons, par ailleurs, que PROPERTY LOGIC est un promoteur immobilier anglais spécialisé dans les complexes hôteliers luxueux notamment au Maroc et au Brésil. Le Groupe a été créé en 2005 par ses trois fondateurs à savoir Mr Sean Cusack, Mr Margus Reinsalu et Mr Joop Huisman. Depuis sa création, le groupe a lancé 11 chantiers pour un investissement dépassant M EUR 400. Pour sa part, LE JARDIN DE FLEUR, projet phare de PROPERTY LOGIC, est un complexe hôtelier luxueux à SAIDIA qui rassemble de grandes enseignes telles que BARCELO, IBEROSTAR, BEST WESTERN et GOLDEN TULIP.

Pour les amoureux de la plongée, il y a plusieurs spots d’immersion de qualité, pour plongeurs de tous niveaux. already opening? i doubt that not even 60% is completed. look at the medina, nothing is finished. This will not give a good view othe resort. It is better when the resrot is open for 110%. I think that it is fully functional in 2011 or 2012. It looks very boring right now, especially the marina.

soudain des quetions me virent à la tete: pourquoi partir visiter la turquie, la grece ou l'éspagne si on a des cotes similaire et qui coutent moin cher??? pourquoi ne pas developper notre tourisme???
la seule que j y pense est : je suis un casablancais , et saidia est un peu lointe ac la route et tt ça, je peux prendre lavion pour oujda et terminer a saidia car entre les 2 villes ya que 70km, une autre question me vint tout a coup: pourquoi ne pas attendre lautoroute de fés-oujda et partir en voiture??? cé vraiment simple : casa-rabat, rabat-fes, fes-oujda puis oujda-saidia (j'ai entendu dire ke la route de oujda-saidia a ete refaite)

wow le maroc se metamorphose!!!
soudain des quetions me virent à la tete: pourquoi partir visiter la turquie, la grece ou l'éspagne si on a des cotes similaire et qui coutent moin cher??? pourquoi ne pas developper notre tourisme???
la seule que j y pense est : je suis un casablancais , et saidia est un peu lointe ac la route et tt ça, je peux prendre lavion pour oujda et terminer a saidia car entre les 2 villes ya que 70km, une autre question me vint tout a coup: pourquoi ne pas attendre lautoroute de fés-oujda et partir en voiture??? cé vraiment simple : casa-rabat, rabat-fes, fes-oujda puis oujda-saidia (j'ai entendu dire ke la route de oujda-saidia a ete refaite)
bon cher casawis ,euh non! marocains et MRE aussi ,ya une raison pour ne pas explorer le maroc?? et ben certainement pas!!
ben c comme ke le tourisme marchera bien en developpant aussi le tourisme "interne"(ou je ne c koi le truc des marocains ki visitent le maroc :tongue4:)

oui sa me parait logique, il y a des familles marocaines qui depensent trop d'argent pour aller visiter l'espagne,la france, la turquie ou encore l'italie alors qu'on a nos saidia, agadir, m'diq pour ne citer qu'eux.

PS: il y a exactement 56 km entre oujda et saidia (double voie depuis 2006)

Saka Hospitality To Open Crystal Hotel Saidia

The SAKA Hospitality Group has signed a management contract with the developer Property Logic for the “Crystal Hotel Saïdia” project in Le Jardin de Fleur Saïdia.

The Crystal Hotel Saïdia is just a few minutes walk from the beach, the marina and the shops and restaurants. These privileged surroundings provide the ideal choice for those who wish to enjoy the idyllic natural conditions and mild climate for year-round golf and water sports.

With a capacity of 50 villas, each one with 3 bedrooms, Le Jardin de fleur Crystal Hotel Saïdia is a haven of tranquility and privacy. The boutique resort, due to open in 2010, will offer:

The Managing Director of SAKA Hospitality, Mr. Saad Kabbaj is owner of the Pacha entertainment franchise in Morocco with its highly successful nightclub, restaurant and hotel complex Pacha Marrakech. the Crystal Hotel in Saïdia will offer stylish hotel residences with private rooftop pools, solariums and cascading fountains in addition to all the modern comforts of a five star resort.

Enfin, la première station du plan azur, celle de Saïdia, sera opérationnelle en juin prochain. Les objectifs de la vision 2010 sont en passe de se concrétiser. La conjoncture mondiale nécessite toutefois beaucoup plus d’agressivité en termes de stratégie promotionnelle de la destination.

Une ambiance de soirée branchée, tendance techno-house. Le ton est donné. Un grand happening qui donne au projet Mediterrania Saïdia toute sa dimension festive et de loisirs, que l’environnement authentique de l’Oriental rehaussera. Ces lignes de prose s’imposaient. Car finalement, la première station du plan Azur verra ou soyons pragmatique, voit le jour. Le mois de lancement est également fixé, c’est pour juin prochain. «Six années de travail et beaucoup de péripéties et grâce aux efforts d’Anas Sefrioui», témoigne Mohamed Boussaïd, ministre du Tourisme et de l’Artisanat. Et bien oui, c’est un groupe marocain, en l’occurrence Addoha, qui sauve la station de Saïdia, Mediterrania Saïdia. Le témoignage du wali de la région, Mohamed Brahimi, va également dans ce sens. «Addoha a pris le train en marche et l’a bien pris, malgré les difficultés», a-t-il tenu à souligner...

Trois marchés prioritaires

Certes, une initiative a été prise dans ce sens, auprès des tours opérateurs russes. En effet, les marchés russe, espagnol et italien ont été identifiés comme les trois marchés prioritaires du moment. Par ailleurs, il faut mentionner la rallonge de 50 millions de DH contenue dans la loi de finances pour cette année, destinée aux caisses de l’Office du tourisme, à laquelle il faut rajouter les 500 millions de DH prévus initialement. A titre comparatif, un tel budget n’est alloué par les Tunisiens qu’au seul marché allemand. L’Egypte en fait de même pour un seul marché émetteur. Les choses ne paraissent pas gagnées d’avance. Mais l’espoir est incarné par les grands noms de l’hôtellerie qui s’associent au projet. La commercialisation de leurs nuitées est un mécanisme plutôt rodé, puisqu’il s’établit sur la base de partenariats avec des tours opérateurs de renom. C’est ainsi qu’Iberostar, avec son hôtel 4 étoiles, d’une capacité de 970 lits, profitera notamment de sa convention avec Thomas Cook. Un récent investisseur est aussi de la partie, le groupe Atlas Voyages. Un investissement de l’ordre de 230 millions de DH portant sur la réalisation d’un «village de vacances», doté d’une capacité d’hébergement de 350 chambres. Les travaux démarrent cette année et selon Othmane Chérif Alami, PDG du groupe : « il sera mis en exploitation au plus tard en mai 2012 et sera commercialisé en exclusivité auprès du tour opérateur français Marmara». Pour l’heure, la station proposera cet été une capacité d’hébergement, notamment hôtelière, de 4.000 lits ; et ce à travers les deux hôtels Barcelo 4 et 5 étoiles. A eux deux, ils totalisent près de la moitié de ce chiffre. Quant aux résidences, elles s’étendront sur une superficie de 700.000 m2 et compteront 3.000 logements, répartis entre 300 villas et 2.700 appartements. Ces résidences semblent être des produits d’appel. Rio Ferdinand, le footballeur anglais, est devenu propriétaire d’une villa dans l’un des complexes du site. Une stratégie tournée vers les VIP et les stars qui portera certainement ses fruits.

Anas Sefroui joue la carte de la com’

La sortie médiatique d’Anas Sefroui, mardi dernier, sous couvert d’annonce du chiffre d’affaires, était plutôt une opération qui visait à taire les rumeurs sur l’état des finances du groupe Addoha.
Interrogé sur l’opportunité de tenir un point de presse qui, en termes de résultats, ne porte que sur le chiffre d’affaires, le staff a donné une réponse qui ne laisse place à aucune équivoque. Hassan Ben Bachir, conseiller à la présidence, a pris les choses en main : «aucune demande de financement n’a été introduite en 2008 et n’a par conséquent encore moins essuyé de rejet. Nous n’avons pas d’impayés par rapport aux échéances des crédits bancaires. Cette rumeur est née du fait que nous avons pris d’une manière brutale la décision de modifier les conditions de règlement de nos fournisseurs. Nous étions d’ailleurs encore les seuls à les payer cash. Nous avons alors décidé de faire comme les autres promoteurs immobiliers et de régler nos fournisseurs par effets de commerce à 60 jours». Aussi, sur le plan des résultats, seul le chiffre d’affaires consolidé a été communiqué, dont la progression par rapport aux prévisions d’octobre dernier a été particulièrement soulignée. C’est ainsi que ce sont 4,7 milliards de DH qui ont été enregistrés, soit une augmentation de 57,5% par rapport à l’année 2007. Toutefois, une précision de taille. Ce résultat a été calculé sur la base des normes comptables marocaines. Et une rumeur supplémentaire balayée. En effet, nombreux sont ceux qui ont insinué qu’Addoha s’alignerait sur les normes IFRS, utilisées par la grande majorité des sociétés immobilières à travers le monde. « On s’interroge sur l’opportunité de l’application de ces normes », reconnaît à ce propos Anas Sefrioui.

Alors pour les autres résultats, il faudra encore attendre. Le financier du groupe a précisé être « en train d’arrêter les comptes¸ mais nous n’avons pas voulu attendre pour communiquer sur le chiffre d’affaires » ; et d’ajouter, « c’est d’autant plus difficile que nous avons une multitude de produits et de programmes ».

La dégringolade du cours du titre Addoha et le pronostic formulé par certains observateurs fixant le prix à 50 DH n’inquiètent pas outre mesure le groupe. Et les explications n’ont pas tardé : « les investisseurs qui se sont retirés sont des étrangers qui, dès le déclenchement de la crise à l’international, ont récupéré leurs fonds aussi bien au Maroc que dans les autres pays, notamment en Egypte et au Maghreb. Et qui attendent que les choses se calment pour revenir». D’autres éléments ont été relevés : une réserve foncière qui s’élève à 5.754 hectares (comptant le rachat des filiales Citaf et Optim immobilier), répondant aux besoins du groupe jusqu’en 2017 et un chiffre d’affaires sécurisé par le stock des compromis de vente, qui se monte à 8,3 milliards de DH. Quant à l’introduction en bourse de Fadesa, elle n’est pas d’actualité, même si le top management ne manque pas d’avancer ironiquement que la société mère n’y verrait pas d’inconvénient. Le PDG d’Addoha a confié également que «le business plan de sauvetage de Fadesa, la maison-mère, est tributaire de l’opération Maroc». Le succès de la station de Saïdia sera certainement déterminant.
