my mom is looking at moving to delaware and just wanted to get peoples' input as to how things are up there; jobs, economy, cost of living, things to do...

go to Utica it's much nicer and I'm sure the crime is lower. lol

its suburbia at its finest, but its nice. Quality of life is good. Jobs are plentyful. Cost of living is low compared to most other comprable areas on the east coast.

What part is she considering moving to?

It's a great place to retire to (I'm assuming that's why) financially, my parents are currently planning their retirement and will probably go there, Florida, PA, or South Africa.

she is leaning probably towards the wilmington area. she's in her late 50's so she has a few more working years before she retires but she dosn't want to retire in texas.

i think she would rather get run over by a mack truck than move back there.

Good choice. That, imo (besides the beaches), is the only desireable area of Delaware. But it all depends on what she's looking for.

I think your mother, and you, would be impressed with Wilmington. It's a small city that has a big city feel, so anyone can get comfortable with the city. Wilmington's first-ring suburbs are also very nice; the neighborhoods have so many trees that you sometimes feel like you're in the woods, and they are very quiet at night.

The big retirement area in Delaware are the beach towns. Most of the retirees down there are Wilmingtonians, Philadelphians, or other Delaware Valley people who want to retire to a beach area but don't want to go all the way down to Florida. The beach towns are nice and still cheaper than most of the Mid-Atlantic area, but if she wants to truly live by the beach, and not a couple miles inland, she'll be paying a LOT of money.

Delaware in general is cheaper then the surrounding states because we have lots of undeveloped land downstate, and also because Wilmington is a forgotten and overlooked city on the I-95 corridor. That's one nice thing about Wilmington's small size; you'll pay small-city prices for things.
