Leonardia had tasked Secretary to the Mayor Roger Balo months ago to come up with recommendations on the alternative uses of the existing airport and Balo said one of them is for the retention of the Bacolod airport for short flights or as an alternative airport. Leonardia said he hopes the findings of Balo will include a situation where the two airports can both be operational. This is because authorities in urban planning have informed them that there are cases worldwide where airports are near each other and the trend is not to close airports but to open more, he said. If that happens here in Bacolod, we can be a trendsetter in the whole country. Orola said the original plan was to expand the existing Bacolod airport runway to the sea which would only cost about P400 million, as against the P4.3 billion construction of the airport in Silay.

If ever the airport in Silay is operational, how prepared is the area, and how are we in Bacolod prepared to lose all these opportunities, considering that most tourism establishments like hotels and restaurants are located in Bacolod City? Environmental groups allied with Greenpeace International are calling on Bacolod officials to fast-track support for the climate-friendly cities project by launching the use of electric-power jeepneys.

The Green Renewable Independent Power Producer and Solar Generation Pilipinas said that by doing it, Bacolod City can demonstrate sincerity and integrity in providing cleaner, safer sustainable projects for the people of Negros.

In its press statement yesterday Greenpeace said the launching of the electric jeepneys in Bacolod remains uncertain because they haven't yet received an endorsement from the city government for the memorandum of understanding and a public launch.

Athena Ronquillo Ballesteros, Greenpeace International climate campaigner and founder and chairperson of GRIPP, said Bacolod was supposed to be the main pilot site of the electric jeepneys.

But the E-jeepneys, which Greenpeace says are the first transportation of its kind in Southeast Asia, were launched yesterday in Makati City instead.

"What has taken Bacolod months and months to process, only took Makati less than two weeks to produce," GRIPP coordinator Reina Garcia said.

Councilor Jocelle Batapa-Sigue, chairperson of the committee on energy, told the DAILY STAR yesterday the Sangguniang Panlungsod had actually passed two resolutions early this year endorsing the climate-friendly cities project.

But the city government eventually failed to draft and approve the memorandum of agreement that would have granted Bacolod the opportunity to pilot test the E-jeepneys.

The launch of the E-jeepneys in Bacolod and Negros Occidental is intended to ensure its technical, commercial, environmental and social feasibility.

The two pilot E-Jeepneys are part of a fleet designed by Solar Electric Company. These will undergo technical and commercial tests for six months in Makati City and eventually in Bacolod and other areas in Negros Occidental.

^^ The existing City Hall is a good location for a hotel.It has small parking alley,a beautification of the driveway and the fountain area and of course a more glassy building,whoaala another First Class Hotel.Just my thoughts:lol: Does anyone know the plan when they moved to the New City Hall?

hope the city hall will replaced it that a hotel and they will name it a Masskara Hotel. a city own hotel, i'm waiting for this name as a bacolod known for his masskara festival over the world or even the other investor will be having an interest it to name. like the reclamation area they will replace it a Masskara City business district in a future.

the new city government center has targeted to finish an 8 months. so maybe after one year they will operate it.

^^ Last year during Masskara Festival,Reclamation Area was named "Masskara City" .
^^ That would be a good investment for the City of Bacolod if the City will be the owner itself.Additonal income for city plus the taxes.That's a prime location for a hotel.An additonal colorful lightings like those in Manila's Roxas Boulevard in the neighboring streets to make more lively,it will be a very attractive place.
^^ If i have millions I am very interested to buy that building.I would love develope that area.Any interested investors? :lol: :lol:

Sounds great Sugarfreak! Masskara Hotel is the best name or Masskara INN. Add more palm trees near the sidewalk and a little garden near the fountain. Nagkadto kami ni Bernimack dira 2 weeks ago.:)

^^ Personally, i like the architectural design.The distance from the street gives a good picture of the package and beauty of the building.The fountain adds a refreshing sight as well especially on summer it will cools down a bit the area.

NEGROS Occidental Governor Joseph Marañon has presented to Malacañang proposals to construct an "irrigation highway" connecting all seven major rivers in the province.

He however stressed that the feasibility study for the project would cost about P10 million while the actual cost of construction cannot be determined yet.

"Tons of unutilized water are discharged by our major rivers daily. This could be conserved for other purposes primarily for the increase of food sufficiency level if we already have the irrigation highway," he said.

The seven major rivers in Negros Occidental are the Himoga-an river, Sicaba river, Bago river, Malogo river, Ilog-Hilobangan river, Binalbagan river, Tayabanan river.

Under the proposal, Marañon said that what they are planning is to put up a structure that will connect them all to a huge catch basin.

In a related interview, Project Development Officer of the Provincial Environment and Management Office Greg Destajo explained that for "mega-projects" like the irrigation highway, integration and complementation of services is of extreme importance.

Destajo said projects of such magnitude need the participation of all stakeholders especially the titled land areas where the irrigation structures will pass through.

It may not take longer time before SM may realize they need to expand from the current volume of people visiting the mall and the business activity in the city.Does it still get full during weekends.SM City is an iconic building in Bacolod City simply beacuse of the bridge.

NEGROS Occidental Governor Joseph Marañon said there is no confirmation yet with regards to the visit of President Gloria Macapagal-Arroyo here as relayed by a Malacañang team.

Marañon clarified that previously a communication was sent to him asking about the New Bacolod Airport in Silay, of which he thought Malacañang will be sending an advance inspection team in time for the President's visit.

Marañon said, "The Malacañang team headed by Marivic Pilar interviewed me regarding the newly-built structures as inputs for the President's State of the Nation Address (Sona)."

"As far as Negros is concerned, I reported the newly-constructed airport in Silay only. Hopefully, she would include the Negros-Panay Friendship Bridge as I had already submitted the proposal to National Economic Development Authority (Neda)," he added.

Earlier, Marañon announced plans and investors in the ethanol plant and the Negros-Panay Friendship bridge but refused to divulge the corporate entities involved as everything is still premature.

Meanwhile, Vice Governor Isidro Zayco would want the President to visit Negros, saying, "My agenda is to present the final proposal for the new Kabankalan airport."

This planned airport in Kabankalan City has already been included in the President's last Sona, Zayco said.

as i heard to my brother nga naga work at Gaisano City and the Gaisano Main, the Gaisano Metro daw will be rise at the north reclamation area near the site of the future convention center owned by the provincial government.

for about Lopue's Group they will planned to put a biggest lopues mall among all the Lopue's mall in bacolod and will be rise at brgy mansilingan.

A PHOTO exhibit showcasing the significant events in the history of Philippine Airlines officially opened Friday at the South Wing of SM City Bacolod.

The ribbon-cutting rite was jointly led by Bacolod City first lady Mrs. Elsa Leonardia and Mrs. Josefa Puentevella, the better half of Bacolod Lone District Rep. Monico Puentevella. Bacolod City Mayor Evelio Leonardia was the guest of honor of the event. Guests and visitors were warmly welcomed by PAL Bacolod Branch Manager Job Lamela and PAL Corporate Communication, Manila Manager Rene Soliman.

Dubbed “PAL at 66: Beyond a Proud Legacy”, this exhibit is part of PAL’s 66th anniversary celebrations this year. It was first staged in Manila last March and is now in Bacolod on the third and last leg of a provincial tour.

After PAL’s first flight on March 15, 1941 – from Neilsen Airport in then rural Makati to Baguio – the succeeding six and a half decades have seen the airline’s history intertwined with that of the Philippine nation.

These historical photos trace PAL’s proud legacy and rich heritage, beginning at the onset of the Second World War, through the Republic’s struggle for independence, through tumultuous events in the country’s recent history, to today’s fast-paced world.


The role of PAL in nation-building, including its service to Filipinos who do not even fly, is graphically presented in this exhibit.

As the country’s first flag carrier and Asia’s first airline, PAL has flown prominent personalities – two Popes, all Philippines presidents from Quirino to Arroyo, world leaders and statesmen, Hollywood celebrities, international beauty queens, champion athletes, and millions of ordinary Filipinos.

This photo exhibit, produced by the Corporate Communications Department, is humbly dedicated by Philippine Airlines to the Filipino People.

The exhibit will be available for public viewing at SM City Bacolod during regular mall hours until July 10, 2007.

Leonardia had tasked Secretary to the Mayor Roger Balo months ago to come up with recommendations on the alternative uses of the existing airport and Balo said one of them is for the retention of the Bacolod airport for short flights or as an alternative airport. Leonardia said he hopes the findings of Balo will include a situation where the two airports can both be operational. PAL selling its property in Bacolod airport

PHILIPPINE Airlines is selling its real estate property in Bacolod, said the flag carrier’s president.

PAL and the national government jointly own the 40 hectares of property where the Bacolod airport is located. A new airport is being constructed in barangay Bagtic, Silay City. The government is confident that construction will be completed by October this year.

The new airport’s terminal lies on 6,187-sq-m area, with a parking space that could accommodate up to 350 cars.

PAL president Jaime Bautista said the airline would sell its share of the property. “We own 20 hectares there. Part of the runway is ours. The place where the terminal stands is also ours. We plan to sell it, since there will be a new airport in the area,” he said in an interview.

PAL, Bautista said earlier, is also in talks with Eton Properties Philippines Inc. for a possible joint-venture agreement to develop the PAL property on Legaspi Street, Legaspi Village, Makati City, into a residential condominium project.

Eton is the newly formed property firm of beer and tobacco tycoon Lucio Tan. PAL, meanwhile, is 99-percent owned by Tan.

“Our 1,700-hectare property in Makati is also up for sale. This will be finalized in two to three months,” said Bautista.

Eton Properties will embark in the development of residential condominiums, residential housing, office buildings, condotel, commercial centers, and leisure and retirement projects.

PAL also had plans to put up an aviation hub in Clark that would cost up to $50 million.

In its fiscal year ending March, PAL posted a net income of $140.3 million, its largest profit in its 66-year history.

ILOILO CITY, Philippines -- The introduction of electric-powered jeepneys in the country this month would help promote the use of renewable energy source.

Robert Puckett, president of the Solar Electric Company Inc. (Solarco), said the 50 electric jeepneys (E-jeeps) would serve as mobile billboards in the promotion of cleaner energy at a time of growing concern over the impact of global warming due to worsening pollution.

Solarco, the sole distributor and marketer of the E-jeeps, will pilot the units in July with the presentation of two units in Makati City on July 4 and the rest of the 50 units in Bacolod City in Negros Occidental later this month.

The company is part of the Green Renewable Independent Power Producer Inc. (Gripp), a network of environmental groups including Green Peace, business firms and local government units promoting the use of renewable energy and against fossilized fuel like coal.

Gripp conceived the project a year and a half ago after it got funding from the Dutch foundation Doen.

The E-jeeps cost P550,000 each and have five-horsepower engines running solely on electricity. An eight-hour charging of its batteries is enough to cover 120 kilometers each day at a maximum speed of 40 km per hour, said Puckett.

Aside from being safer to the environment, he noted that the E-jeeps would increase the drivers' income because of lower costs.

Puckett said a daily electric charge of an E-jeep's batteries would cost around P150, way below than the daily gasoline expense of P800 to P1,000.

The drivers and commuters would also be spared from the effects of the fluctuating oil prices in the world market, he added.

"E-jeeps provides for cleaner and better lives for the drivers and the community," Puckett said.

Solarco expects to sell around 80 units this year and 200 by this year.

Puckett said many companies were interested in providing financing to operators and interested buyers of the E-jeeps.

He said that, aside from Bacolod City, they would prioritize cities known to be pro-environment like Puerto Princesa in Palawan and Baguio.

While the first batch of E-jeeps were manufactured and assembled by the Langqing Electric Vehicle Co. Ltd. in Guangzhou in China, Puckett said they hoped production would be done locally within the next few years.

Puckett said they hoped the E-jeeps would help propagate their advocacies on the use of renewable energy and correct the "misconception" of solar energy technology being expensive and beyond the reach of most people.

The company has patterned the E-jeep's design after the original passenger jeepneys in the 1950s, which were converted from American military jeeps.

Puckett said the E-jeeps were roomy and would provide the driver and passengers a better view because of its wider space. He said a person less than five feet in height could stand upright inside the jeepney.

The units are designed to carry 10-12 passengers at the back and three passengers, including the driver, in front.

The first units of the E-jeeps will come out in red, blue and yellow with fancy designs that reflect the Filipino culture. Artists who studied jeepney designs since the 1950s conceptualized the designs, said Puckett.

MANILA, Philippines -- The jeepney’s electric-powered version will soon be weaving through the streets of Bacolod City to pick up passengers.

A multisectoral group is importing two electric jeepneys (E-jeeps) from China this month in an effort to introduce a low-carbon but sustainable transport system in the city.

Once the E-jeep becomes viable, more of them will be shipped to Bacolod for commercial operations. Who knows, this may be replicated in other cities across the country.

But the E-jeep is just the icing on the cake. The real magic lies in the fact that the jeep will be running on electricity produced by a renewable energy power plant from the city’s market and household wastes.

Green Renewable Independent Power Producer Inc. (GRIPP) conceived of the 1-million euro (P61.88-million) project -- the first in Southeast Asia -- to further cement Negros Occidental’s move to go for clean energy five years ago.

GRIPP is the same network of civil society groups, business sector, local government units and green groups that led Negros’ campaign to foil the construction of coal plants in the province and stay clean.

Logical choice

The province gets its power mainly from geothermal energy. That’s why Bacolod is the most logical choice for the pilot-testing.

“The concept grew out of a desire to complete the clean energy campaign for Negros. We thought it fitting to complete that by adding a transport component,” Athena Ronquillo-Ballesteros, founding member of GRIPP, said.

The idea, eventually, is to have a fleet of 50 E-jeeps plying the secondary routes, or those streets not covered by the 3,000 to 3,500 locally-made jeepneys.

After getting 300,000 euros (P18.56 million) for the entire fleet from the Dutch institution Doen, GRIPP ordered two E-jeeps worth 6,000 euros (P371,280) each from Langqing Electric Vehicle Co. Ltd. in Guangzhou.

It plans to run six E-jeeps for the initial tests from three to six months beginning July. Once it has a clear idea how well the operation runs, GRIPP will go into full commercial operations by July next year.

“Our dream is that in three to five years, they can increase the fleet from six to 50, and eventually, 100, so we can break 10 percent of the market,” said Ballesteros, also Greenpeace climate and energy campaigner. Greenpeace is part of GRIPP.

Doen is actually a partner in the project.

“The more commercially viable or successful the project is, the more the [Dutch group] will support it. In fact, [Doen] is even willing to support the replication of the project in other cities,” Ballesteros said.

Batteries, colorful designs

Unlike the metallic jeeps that rule urban cities’ roads, the E-jeeps are made of fiberglass, and can seat only 12, excluding the driver. They will carry batteries that will be charged for eight hours daily to give them power to cover 80 to 100 km.

But like the iconic jeepneys, they’ll be carrying colorful designs on their bodies.

As currently practiced, GRIPP will ask its drivers to remit a portion of their daily earnings as part of the “boundary,” the fixed amount that drivers remit to the jeepney owners out of their earnings at day’s end.

GRIPP will use the money to fund its own operations.

With no fuel and maintenance costs, drivers of E-jeeps are expected to bring home bigger incomes each day.

A jeepney driver earns an average of P1,856 daily. But after paying for the gas, and remitting the “boundary” to the operator, he ends up with a take-home pay of P247.52 a day.

“If the [E-jeep] driver remits a boundary of P804 to P990 a day to the foundation, and takes home the rest, then his earnings will be four times what he’s earning now. And he’s not that exhausted,” Ballesteros said.

The E-jeep drivers will charge the standard fare approved by land transportation officials.

Power plant

Beyond the E-jeep, the more crucial component of the project is the setting up of a power plant consisting of a generator, a high solid anaerobic digester, and gas engine on a piece of land to be provided by the city government.

Here, organic wastes collected by the city’s garbage trucks from restaurants and wet markets will be emptied into digesters, where they will be “solubilized” and converted into gas. The gas, in turn, will be fed into a gas engine that will produce the electricity.

“When we thought of the project it’s no secret we had the environment in mind. Climate change and solving air pollution are two of our primary concerns,” Ballesteros said.

“With this project, you can reduce both. If you have better, cleaner air for a city like Bacolod, you also reduce the waste and you have more savings in the city,” she said.

Savings which, Ballesteros said, could otherwise fund the city’s other priorities, such as infrastructure, education and governance.

GRIPP hopes to enter into a joint venture with another partner to set up and operate the power plant.

Charging station

Eventually, it has to establish a depot that will serve as a charging station and maintenance center, the project’s third component. But this can come later.

Meantime, the jeepneys’ batteries will be charged at a local utility. GRIPP wouldn’t mind if a city government copies the concept, or the manufacturer of the local jeepneys makes its own E-jeep.

“Our hope is to replicate it in other cities in the Philippines and in the rest of Asia,” Ballesteros said. “The goal here is to show that it works in a place like Bacolod.”

Editorial: Go Negosyo and E-jeeps

BACOLOD will have two important things to host this coming Friday. These are the Go Negosyo caravan and the signing of a memorandum of agreement between the City Government and Greenpeace International on E-jeeps (electronic jeepneys).Both are expected to bring goodwill to the people of Bacolod and Negros Occidental, too. That’s why no less than President Gloria Macapagal-Arroyo will witness the two significant events here.

Go Negosyo caravan, a project of Philippine Center for Entrepreneurship (PCE) is aimed at drumming up the interest of Negrenses and Bacoleños in the field of entrepreneurship. E-jeeps, on the other hand, is meant to eliminate air pollution caused by smoke belching by vehicles using gasoline or diesel.
Analyzing both, Go Negosyo is really a big help to all Negrenses and Bacoleños who want to venture into entrepreneurship.

At least, they will be equipped of ample knowledge and guts to start any business so they make them self-reliant or a boss of their own business.

Here in Negros, there’s a lot of resources and there are a lot of people who have personal savings. However, some are afraid to venture and risk their savings in putting up any business.
But with Go Negosyo caravan, hope that more Negrenses and Bacoleños will be inclined to start their every business and be successful in the future.

Thanks to Mr. Jose Concepcion, Jr., presidential consultant on entrepreneurship, for having this Go Negosyo as brainchild aimed at helping everyone to be real businessman in the country.

Meanwhile, E-jeeps are also expected to help Negrense and Bacolood motorists especially those who are only renting (pasada) everyday to have a lower daily rental for their every unit.
Instead of renting for P600 to P800 daily plus expenses on gasoline, drivers now may have a little burden to carry with E-jeeps because the expenses they will be incurred is only on battery charging .
E-jeeps are also considered to be an environment-friendly vehicles that will make our Mother Earth more and more happy nowadays. So to all Negrenses and Bacoleños, welcome both with open arms and hope for a better tomorrow.

billboards along major thoroughfares of Bacolod

In Bacolod City, the City Council and the Office of the Building Official (OBO) have also their own version of ordinance regulating the installation of commercial billboards along major streets.

However, at present, it can be noticed that along Lacson street, especially side-by-side of Robinson’s Mall, a lot of giant billboards can be seen.

Much more at downtown area along Araneta, San Juan and even Gatuslao streets.

Hope that like Senator Santiago, OBO will also act now on the rise of billboards in the city.

If possible, OBO should now reprimand those commercial establishments or companies having oversized billboards in the city.

OBO could also impose sanctions on those who violate the ordinance on the proper construction of billboards along the major streets in Bacolod.

Central Philippines governors are joining President Gloria Arroyo in a Cabinet cluster meeting on super region infrastructure projects at the new Bacolod-Silay Airport in Silay City Friday.

The governors of the Central Philippines will meet with the President after her site inspection of the new airport, Presidential Adviser for Western Visayas Rafael Coscolluela said yesterday.

Expected to be discussed are infrastructure priorities for tourism and development in the Visayan provinces of the central part of the country, he said. The congressmen and city mayors of Negros Occidental have also been invited to the Cabinet cluster meeting, he said.

Last year, Arroyo unveiled the mega-region economic development strategy that she said was geared toward propelling the Philippines to First World status.

For Central Philippines, which has the competitive edge in tourism with its natural wonders and the extraordinary hospitality of its people, the President said the priority is tourism investments.

While in Negros Friday, the President is also set to attend the Go Negosyo Caravan and the launching of electronic jeepneys in Bacolod City.*CPG

The Office of the Negros Occidental Provincial Agriculturist is proposing the construction of three water impounding dams at the Bago River, to support the food security and self-sufficiency program of Governor Joseph Marañon for Negrenses.

Engr.Igmedio Tabianan, OPA chief, yesterday said Agriculture Secretary Arthur Yap promised to provide P15 million, for its feasibility study.

Tabianan who briefed members of the Sangguniang Panlalawigan on his proposal, said the water impounding dams will directly benefit the fourth district, which is the rice granary of the province. OPA hopes to provide adequate water supply to at least 400,000 hectares of rice lands in Negros Occidental, if the project pushes through.

The water impounding dams are proposed to be constructed along the Bago River waterways, as well as Talos in Salvador Benedicto, and Dumpsite in Murcia.

Tabianan said the impounding water dams may also help in preventing flashfloods "Good irrigation system will mean an increase in rice production," he added.

The arrival of three electric jeepneys from Manila hit a snag yesterday at the BREDCO port but was later resolved, Greenpeace media assistant Grace Duran said.

While Duran said it was just a case of misunderstanding, Athena Ballesteros, chairman of the GRIPP board, yesterday complained that they were charged port fees amounting to P195,000 for the three electric jeepneys while in other places they were only charged P65,000.

How can we sell the vehicles at a lower price when we are being charged so much? She asked.

The vehicles that are part of the Climate Friendly Cities project of the Green Renewable Independent Power Producer, Green Peace Southeast Asia and Solar Generation-Negros, will be officially launched in Bacolod City tomorrow during the visit of the President.

GRIPP and the Bacolod City government will sign a memorandum of agreement on the same day to formalize the city's support to the project that combines the goals of climate change mitigation, cleaner air and sustainable transport.

The vehicles will run on batteries that will be charged by a power plant fueled by biogas.

BACOLOD ENTREPRENEURS TO GET AWARDS

President Gloria Arroyo and members of her Cabinet will address an Infrastructure and Investment Conference of the Central Philippines Super Region to be attended by 27 governors, 33 mayors and seven congressmen at the new Bacolod-Silay Airport in Silay City today.

The conference will open with a speech from the President to be followed by a presentation of the Central Philippines infrastructure projects by Presidential Management Staff director general Cerge Remonde, Assistant Secretary Jose Capadocia, Office of the Undersecretary for Media Relations OIC, said yesterday.

Transportation and Communications Secretary Leandro Mendoza will discuss the roll-off, roll-on nautical highway and airports of the super region, while Public Works and Highways Secretary Hermogenes Ebdane will give a briefing on the roads and bridges.

Tourism Secretary Ace Durano will speak on capacity expansion in Central Philippines, while four presenters from the hotel and resort industry will discuss the private sector investment for central Philippines.

Also expected at today's conference are Energy Secretary Rafael Lotilla, Budget and Management Secretary Rolando Andaya and National Economic and Development Authority director general Romulo Neri, Capadocia said.

Arroyo will arrive at the Bacolod airport at 10 a.m. today and will hold a brief private meeting there after which she will proceed to the University of Saint La Salle for the Go Negosyo Caravan awarding rites of 10 Most Outstanding Bacolod Entrepreneurs and four Outstanding Bacolod Business Support Organizations.

The entrepreneurs are Josephine Locsin of Tumandok Crafts and Industries, Dianna Lyn Agustin and Ma. Corazon Bitong of BAYO, Olivia Yanson of the Yanson Group of Companies, Jose Ma. Cajili of Chicken House, Cecille del Castillo of Dungganon Bank and the Negros Women For Tomorrow Foundation, James Chua of Foodman, Gov. MANILA, Philippines -- Bacolod City in Negros Occidental on Friday became the second Philippine city, after Makati, to welcome electric jeepneys (e-jeepneys).

The launch of the environmentally friendly vehicles was timed with the visit to Bacolod of President Gloria Macapagal-Arroyo, who was present for the public viewing of the e-jeepneys, a statement from Greenpeace, one of the partners of the launch, said. The other is the Green Renewable Independent Power Producer (GRIPP).

The launch of the e-jeepney established Bacolod, alongside Makati, as a pilot area for GRIPP’s Climate Friendly Cities project, the statement said.

GRIPP and Greenpeace called on Arroyo to commit the government to supporting the replication of the e-jeepney project in cities around the country as part of efforts to mitigate the effects of climate change.

"Bacolod and Makati…have demonstrated that local governments can take action and play a critical role in contributing to global efforts at curbing dangerous climate change even while they forge real, sustainable solutions that address festering environmental problems at the local level like air pollution and municipal waste,” Athena Ronquillo, chair of GRIPP’s board of trustees and Greenpeace International climate and energy campaigner, said.

However, she said national government support “is crucial to ensure the successful replication of the project” and urged reduced tariffs on “pioneering renewable energy technologies, including those for sustainable public transport, and to provide technical, financial and institutional support for renewable energy-based power plants, particularly bio-gas power stations which, under the project, will power the electric jeepneys.”

GRIPP also urged the government to “set up innovative financial mechanisms for transport cooperatives and jeepney drivers who are interested in the electric jeepney” to give them access to “concessionary, low interest financial assistance from local and national development and funding institutions.”

The Bacolod government also signed a memorandum of agreement with GRIPP to provide a bio-gas power station which will use biodegradable wastes from the city’s wet markets, food establishments, and households to power the e-jeepney transport system.

“The project therefore goes beyond the concept of the smoke emission-free electric vehicle, and promotes the generation of cleaner, safer, renewable energy alternatives as opposed to climate change-inducing fossil fuels used by majority of power plants around the country,” Greenpeace said.

Grabe, the whole university was jampacked because: a) the participants of the 4th PRISSAAP Regional Youth Congress were there (students from Negros and Pana; the congress started last July 11), b) college and high school students of Bacolod were also there c) the military (together with their bomb sniffing dogs) were there) d) of course, La Salle students were there, and e) there was a rally outside LOL

The Caravan started at around 9:45 AM and I've heard that is was indeed Jolina Magdangal who sang the Phil. National Anthem. The funny thing was, she mumbled near at the end of the song and paused for a few seconds before continuing. Maybe she forgot the Anthem? Anyway, PGMA arrived at around 11:45 am, and went inside the Coliseum quickly, as usual, security was tight. Other famous persons were there also, like, Cito Beltran, Dra. Vicki Belo, Paolo Bediones, etc.

And of course, kiosks were outside. Even GreenPeace was there, and their E-Jeepney!

Let's retain the Bacolod-Singcang Airport (http://www.visayandailystar.com/2007/July/13/opinion.htm)

Among the matters likely to be taken up with President Gloria Macapagal Arroyo during her meetings with local officials today is the future of the present airport in Bacolod City. This is because one of the items in the agenda of her visit is the status of the new Bacolod-Silay airport already constructed in Silay City, which the President is also scheduled to visit and inspect.

While the people in this province and its cities are excited over the acquisition of this airport of international standards and its potential for improving not only business and economic prospects, but also tourism in this area, there are now strong calls for the retention of the present one within Bacolod City, which are backed by very logical and practical reasons which, hopefully, will be presented to the President today.

This is one issue on which both the business and official sectors are apparently of one mind. And they have been voicing their opinions on it especially now, because of reports that the national government plan is to sell the property on which the present airport is located. Among the reasons and justifications for retaining the airport are that it could be used by smaller aircraft, particularly those carrying tourists from hopping from other islands, or goods and supplies to the city. It could also serve as an alternative landing site in case of some accidents or breakdowns or any other incidents that could prevent landing or reaching the new airport.

We still have not forgotten what happened when the Air Transport Office head ordered the Bacolod airport closed for several weeks on the excuse that some buildings in the city were considered hazards to aircraft. And, although we fervently pray that no such incident will ever occur again, the new airport had already shown its vulnerability when it was bombed by rebels midway in its construction.

Selling the property, especially the land on which the present airport is located may also not bring in as much money as probably expected because more than half of is privately owned. Of the 37 hectares there, only about 17 is owned by the government. This is another angle to consider in any decision on the present airport, which we hope will be inputted in a discussion to be made on the matter today.*

NegOcc's accomplishments will be part of Arroyo's nation address

NEGROS Occidental Governor Joseph Marañon said there is no confirmation yet with regards to the visit of President Gloria Macapagal-Arroyo here as relayed by a Malacañang team.

Marañon clarified that previously a communication was sent to him asking about the New Bacolod Airport in Silay, of which he thought Malacañang will be sending an advance inspection team in time for the President's visit.


Marañon said, "The Malacañang team headed by Marivic Pilar interviewed me regarding the newly-built structures as inputs for the President's State of the Nation Address (Sona)."

"I was hoping that they would be interested in future infrastructure plans. But I think the President would want to talk about what was achieved, rather than plans like in her last Sona," Marañon said.

"As far as Negros is concerned, I reported the newly-constructed airport in Silay only. Hopefully, she would include the Negros-Panay Friendship Bridge as I had already submitted the proposal to National Economic Development Authority (Neda)," he added.

Earlier, Marañon announced plans and investors in the ethanol plant and the Negros-Panay Friendship bridge but refused to divulge the corporate entities involved as everything is still premature.

Meanwhile, Vice Governor Isidro Zayco would want the President to visit Negros, saying, "My agenda is to present the final proposal for the new Kabankalan airport."

This planned airport in Kabankalan City has already been included in the President's last Sona, Zayco said.

Arroyo pushes ethanol corridor

SILAY CITY -- President Gloria Arroyo yesterday pushed for the creation of an ethanol corridor in Negros Island from San Carlos in the north to Tamlang Valey in the south.
The President, in her speech at an Infrastructure and Investment Conference of the Central Philippines Super Region at the New Bacolod-Silay Airport here, also noted that the San Carlos bioethanol plant in northern Negros will start commercial operations in October 2008. Ethanol produced from sugarcane and geothermal power that are abundant in Negros are much better for the environment than coal and fuel oil, the president pointed out.
"Investing in vital infrastructures includes building up our environment as a reflection of our commitment to our quality of life. People need to breathe clean air and swim in clean water while we also build manufacturing," she said.

Gov. Joseph Marañon, Presidential Adviser for Western Visayas Rafael Coscolluela, Rep. Ignacio Arroyo Jr. (Neg. Occ., 5th district), Sugar Regulatory Administrator James Ledesma and sugar leaders briefly met with the President at the Bacolod airport on her arrival yesterday to discuss, among others, a proposal to convert the country's current excess sugar into ethanol.

Ledesma said the country currently has 100,000 MT of "D" or reserve sugar.

Sugar planter Mike Hinojales said they are proposing that the country's "D" sugar consisting of 2 million bags be brought to distilleries for conversion into ethanol.

Ledesma said one ton of sugar is equivalent to 556 liters of ethanol.

The proposal to accelerate the production of ethanol with the participation of the sugar industry was submitted to the President by the Confederation of Sugar Producers Associations through Bernard Trebol.

The proposal said its objective is to accelerate domestic production of ethanol using existing production capability of the sugar industry; and to provide partial relief to the sugarcane producers by absorbing excess sugar supply for conversion to ethanol.

The industry will assemble all the "D" quedans that will be used for ethanol production, the proposal said.

The physical sugar representing the D quedans will then be brought to existing alcohol distilleries for conversion to hydrous alcohol based on a tolling method, and all the ethanol produced will be sold to a clearing house and subsequently to oil companies, the proposal said.

The proposal said government assistance would be needed in talking to private alcohol distillers to produce hydrous ethanol, and for financing for a machine to anhydrous alcohol.

However, during the planters dialog with the President she asked how much ethanol would cost a liter if produced at the distilleries and she was told it would be P40, Coscolluela said.

Imported ethanol brought into the country at 1 percent tariff cost P28 a liter, the president said.

She told the ethanol proponents to come up with a more competitive price so it's back to the drawing board, Coscolluela said.*CPG

Meanwhile, Presidential Adviser for Western Visayas Rafael Cocolluela said the Department of Transportation and Communication is discussing a public transport system from the airport and franchise applications have been made. He also said the President is firm on her position that the site of the current Bacolod airport be sold when the Silay airport begins operations.

It is not possible to continue operating the Bacolod airport after the new one in Silay opens because the Philippine government has to abide by an International Civil Aviation Organization rule that no two airports can be 50 kilometers from each other, he said.

The president wants the old Bacolod and Iloilo airports sold so the money earned can be used for the improvement of other airports and vital infrastructure, he said. However, it will be easier for the Assets and Disposition Committee to sell the old Iloilo airport site since it is solely government owned, he said. He said half of the 40 has. Bacolod airport is owned by Philippine Airlines so some coordination will have to be made on its sale. PAL owns the front portion of the land where the passenger terminal is located.

Meanwhile, the new international-standard airport in Silay lies west of the scenic Kanlaon Volcano, and is reminiscent of the Legazpi Airport that has the Mayon Volcano as its eastern backdrop. The P4.37-billion airport is to handle all-weather and night-landing operations. It is equipped with crash, fire, and rescue vehicles and airport maintenance equipment.

Its 2,000-meter long and 45-meter wide runway, and 678-meter by 23-meter taxi ways can accommodate A-320 aircrafts with a maximum of 160 passengers, while the apron can hold five aircraft at any one time with two on "hard stand" mode. The terminal building, on the other hand, is equipped with three state-of-the-art passenger boarding bridges, flight information display system, mechanized baggage handling system for inbound and outbound baggage, security X-rays, elevators and escalators.

Negros Occidental Gov. Joseph Marañon, Bacolod Rep. Monico Puentevella, Rep. Jose Carlos Lacson (Neg, Occ., 3rd district), Bacolod Mayor Evelio Leonardia and Silay Mayor Jose Montelibano are set to meet Sunday to discuss the airport opening. But Montelibano said the consensus of the majority of the Negros officials is to open the airport when the access road is completed in November, noting that the president wants it opened as soon as possible.

Montelibano said he is meeting investors today who are interested in putting up an LRT from Silay to Bacolod City.

SILAY CITY -- An electric power gap of 100 megawatts will appear in the Visayas 2009, President Gloria Arroyo said yesterday.

The Korean Electric Power Company project in Cebu will come in only in 2010 with 200 megawatts, she said, so five power barges of 100 megawatts will be on standby to fill in the gap.

"But the real solution is to privatize ASAP as is where is the geothermal power plants in Oriental Negros, Southern Leyte, Albay and Sorsogon so that the private sector can expand their capacity before 2009," she said in her speech at an Infrastructure and Investment Conference on the Central Philippines Super Region at the New Bacolod-Silay Airport here.

"With the successful privatization of PNOC-EDC, the development of new geothermal power resources has gained additional momentum. It is attractive enough for the private sector so that the government need not be the one to spend," she said.

The issue on the retention of the Bacolod Airport should be given a chance to be subjected to a thorough discussion of the merits, in either open or executive session or at the committee level, Bacolod businessman Rodolfo "Babes" Alvarez said, in his letter to the Bacolod Sangguniang Panlungsod.

Alvarez wrote the SP Saturday through Councilor Alex Paglumotan, saying he believes this issue is too important to be viewed from the perspective of conventional or traditional wisdom, and, therefore, should be discussed thoroughly. His letter that is accompanied with a letter of appeal to the President will be included in the agenda of the SP in its regular session today.

Vice Mayor Jude Thaddeus Sayson yesterday said the SP has passed a resolution to study the possibility of converting the present Bacolod Airport into a special economic zone. He said the Philippine Economic Zone Authority is willing to help if the city is serious about it. However, under the PEZA rules and regulations, a minimum of 25 hectares is required to convert the area into a SEZ, he added. Of the 37-hectare property only 17 hectares is owned by the national government and the rest is owned by Tan, who is an adopted son of Bacolod City.

Sayson said the SP also passed a resolution creating an Ad Hoc Committee that will prepare for the establishment of a SEZ in Bacolod City. If the airport will be transferred, they will need the go- signal of the land owner for the area to be converted into a SEZ, he said. Asked about the stand of the SP on the retention of the existing airport, Sayson said collectively, the SP has not taken a stand on the matter. If they can be clarified on all issues concerning the airport, maybe the SP can take a collective stand, he said.

He said he believes all the necessary infrastructure like the access roads should already be in place before any move to transfer the airport to Silay should be entertained. Asked for his personal stand however, Sayson said that, as a Bacoleño, he wants the present Bacolod Airport retained. "If it is all right with the Air Transportation Office to have two airports operational he would prefer to retain the Bacolod airport," he said.

Sa Iloilo, pero Bacolod is my 2nd home when I go back.

Yes it looks like its for kids, but hopefully it passes the litmus test for drivers that it's a viable option as far as financially and at the same time, less polution. I hope this e-jeepney succeeds and gets better and better, like widening the seats as Sugarfreak said. :cheers:

Capitol to develop lot beside
PNB for commercial use, office space

The property beside the Philippine National Bank main branch at Lacson Street in Bacolod City is up for commercial use and office space within the bank is open for lease.

This was disclosed yesterday by Gov. Joseph Marañon and Rafael Sison Jr., PNB senior vice president, after they inked yesterday an amendment to the PNB contract on the lease of provincial government property on which its main branch building is located.

The amendment provided for the return of 4,050 square meters, of the total 11,523 square meters leased by the bank, to the provincial government, Marañon said.

He said a new building could be constructed on the returned section of the property for commercial use. The amendment also provides that the bank shall share with the provincial government the lease rentals of occupants other than PNB from the second to seventh floors of the building, he added.

Sison said there is still a lot of office space in the bank available for lease. The most part is vacant now, he said, adding that renovations could be made to make it more attractive.

The governor renegotiated the 1967 lease of the bank when it was still solely government owned.

CONFIDENT of the agricultural economic strength of Negros, the Bacolod Filipino-Chinese Chamber of Commerce and Industry, Inc. (BFCCII) is redirecting its focus now on a diversified agricultural business.

“We see the growing capacity of agricultural business here in Negros that is why we want to be involved either in capital lay-out, investment in capital equipment manpower operations and development, land property acquisitions and even farming itself,” newly-elected BFCCII President James Chua said.

Chua said that agriculture has always been the strength of Negros as propelled by the sugar industry.

“Basically, that is the reason why from retail business we are steering to agriculture. Besides, we really need a fully diversified agriculture,” Chua added.

With this new goal, the group is also expected to meet and discuss the matter with Agriculture Secretary Arthur Yap on Friday.

Prior to the meeting, Secretary Yap will also serve as the guest of honor and speaker during the induction of the new set of directors and officers to be held at 7 p.m. at the L’Fisher Hotel.

Meanwhile, Secretary Yap will also meet with members of media to discuss proposal of Negros Occidental Governor Joseph Marañon to build irrigation highway project in the province.

A press conference will be held in Bago City on Friday for this purpose.

The provincial government will turn over next week its partial counterpart of P30 million for the Kabankalan airport project, Kabankalan City Mayor Pedro Zayco said yesterday.

He said the airport will not be as modern-looking as that in Silay City and its total project cost ranges from P200-P400 million. The bulk of the funding will come from the national government, he said. "It will be a feeder airport and will not be able to accommodate massive aircrafts," Zayco said.

The feasibility study made by the Department of Transportation and Communication is complete and workers from the city government have started clearing the area, he said.

The project site covers 96 hectares of land and three kilometers will be assigned for the runway, he added.

The mayor said only two kilometers will be actually developed for the runway and the remaining one kilometer will be set aside for expansion.

Since the site belongs to different landowners, Zayco said land acquisition will take time. So far, the city government was able to close 50 percent deals with landowners, offering P220,000 per hectare.

Meanwhile, aside from the airport project, Mayor Zayco said Kabankalan is constructing a P15-million slaughterhouse with double-A standard.

The city will soon have an airport. More investors and visitors are expected to come that will push up the economy of the city.

A 40-hectare site in Sitio Cabangahan, Brgy. Hilamonan has been picked up by the Air Transportation Office technical officers as the location for this airport.

ATO personnel have already visited Kabankalan and gathered data for the technical requirements for the proposed airport with an initial 1.8 kilometer runway.

City engineer Rogelio Diaz said the airport will initially cater to light aircraft and will have the capacity for airplanes similar to those that land at the Bacolod airport. This will be funded by the Kabankalan government with a counterpart from the provincial government.

The airport is being eyed to boost tourism and economic activity in our area, Zayco said. He said its construction will not be too expensive as the city government has the equipment for leveling the gravel runway. The mayor hopes the work on the airport will start this year.

Meanwhile, Gov. Joseph Maraon said the Kabankalan airport is targeted to be a domestic airport that can also cater to flights from neighboring countries bringing in tourists to southern Negros.

BAGO CITY -- Secretary Arthur Yap said yesterday that the Department of Agriculture will assist the provincial government in preparing a feasibility study for the creation of an "irrigation highway" and in the marketing of organic products of Negros Occidental.

Negros Occidental Gov. Joseph Marañon and Vice Gov. Isidro Zayco will present to Yap this morning the proposed irrigation highway mega project and request for DA assistance in the conduct of its pre-feasibility study estimated at P50 million.

The irrigation highway expected to cost billions of pesos is proposed to be constructed in seven sites - Victorias, Cadiz, Sipalay, Sagay, Ilog, Binalbagan, and Don Salvador Benedicto. The large dams for the irrigation highway can also serve as sources for clean hydro electric energy that will provide additional power for the province, according to the proposal.

We are willing to partner with Gov. Marañon because he is a very pro-active local official, especially in agriculture, Yap said. The DA is always reminding local officials that that agriculture is a devolved responsibility to local government units, he said.

Yap said the DA prefers to partner with local governments that are very aggressive in agriculture like Marañon. "If he wants an irrigation highway we can study it together with the National Irrigation Administration," he said.

The NIA may already have some of the data needed so we can reduce the cost of the feasibility study, he said.

Yap also said Negros Occidental is one of the leading provinces when it comes to organic farming and the DA will assist it in marketing its products.

The wellness industry is earning billions of pesos so there is a lot of potential for organic products from Negros, he said.

Yap yesterday visited the organic market of Negros Occidental behind the Capitol building in Bacolod City, met with farmers who are members of the Bago Irrigator's Association and spoke before the Federation of Filipino-Chinese Chambers of Commerce and Industry.

The Bago River Irrigation System that is currently under repair is expected to fully operational by September.

Rosemarie Caunca, one of the rice farmers at Yap's dialog in Bago, said the annual closure of the irrigation system for repairs has caused farmers to have only two cropping seasons a year instead of three, causing them to lose much needed income.

She also said what appears to be a large release of National Food Authority rice into the local government has caused prices of palay during the harvest season to drop.

It also believed that some of the NFA grains in the market are sold as commercial rice without the NFA label, Caunca said.

DOE pushes renewable energy, identifies local sources of power

An energy official yesterday said the Department of Energy will continue efforts to make the renewable energy bill a priority in the 14th Congress, which will open on Monday.

"We'll definitely push for it. We're looking at Secretary (Angelo) Reyes for support," Director Mario Marasigan of the Energy Utilization Management Bureau said.

At the Philippine Energy Plan 2007 Update Public Consultation in Bacolod City, Marasigan discussed the DOE's efforts to revitalize the exploration and development of indigenous resources such as fossil fuels and renewable energy, including hydro, wind, solar and biomass.

Hydropower sources have been identified in Siaton and three other areas in Oriental Negros while for wind, in San Carlos City.

Bagasse cogeneration projects have been indicated in the cities of Victorias, Talisay and Kabankalan.

"We are preparing to enter the deliberations in both Houses. As soon as the chairmen of the (energy) committees are named, we will set meetings with officials and start the briefings," Marasigan said.

The bill has already been certified urgent by President Gloria Macapagal-Arroyo, but lack of quorum during the Congress' last session last month prevented the passage of several legislations, including the renewable energy bill.

"It's a timing problem. There were other bills that were more urgent," Marasigan said.

The passage of the bill had been strongly pushed by outgoing Energy Secretary Raphael Lotilla who considered it a vital component of the country's efforts to attain 60 percent energy self-sufficiency three years from now.

The bill, which will direct the sourcing of a certain amount of power supply from renewable sources, also seeks to provide tax incentives for investments in renewable energy development.

These include duty exemption and zero value-added tax on importation of machinery and equipment for the first 10 years of an operating contract, and tax credit on domestic capital equipment and services.

It will also prescribe special realty tax rates on equipment and machinery and grant an income tax holiday to investors for the first six years of commercial operations.

Marasigan said Senator Miriam Defensor-Santiago, who sponsored the bill in the Senate, has committed to help fasttrack its passage by continuing in the 14th Congress all the deliberations on the bill in the 13th Congress. "This is so that we will not start all over again."*NLG

San Miguel plans ethanol production in Bago

San Miguel Corporation yesterday confirmed to the Philippine Stock Exchange that it is planning to develop ethanol production projects in various areas in the country, including Negros Occidental.

“The Company confirms that it is studying a possible investment in ethanol production as part of its strategic supply assurance for its liquor business,” Ferdinand Constantino, corporate information officer, said in a disclosure to the PSE.

It was reported yesterday that SMC is targeting a 22,000-hectare land in Bago City to be planted for sugarcane as feedstock for ethanol production.
Negros, with its vast sugarcane plantations, is considered a primary source of ethanol.

The food and beverage conglomerate is looking into 76,000 hectares of sugarcane land for about 10 plants, each with 100,000 liter daily capacity, the report cited by PSE said.

SMC had written to the Sugar Regulatory Administration to ask for government assistance in identifying land areas suitable for sugarcane.

Aside from Negros Occidental, also being eyed by SMC are 18,000 hectares each in Batangas, Ilocos and Tarlac.

The report said that SMC is estimated to invest between P8.68 billion and P16.28 billion for the ethanol plants alone which may have combined capacity of one million liters per day or 100,000 LPDs for each of the 10 plants.

In northern Negros, an ethanol plant is being constructed by San Carlos Bioenergy Inc., which is expected to produce 100,000 liters a day when its begins its commercial operations next year.

Four other ethanol production plants are being proposed in Negros, including the one by the Gokongwei-owned JG Summit Holdings.*NLG

BACOLOD CITY — Provincial board members expressed confidence that the proposed irrigation highway project for Negros Occidental will not only solve irrigational needs of the province’s farming communities but will slso help boost tourism growth and solve the province’s energy needs.


According to first district board member Nehemias "Nene" dela Cruz, chairman, committee on energy of the Sangguniang Panlalawigan of Negros Occidental, the multi-billion peso proposed project will put millions of gallons of water to use.

Dela Cruz said the irrigation highway can supply the water needs of farming communities from the municipalities of Don Salbador Benedicto to the town of Pontevedra located in the province’s south and by constructing a huge dam, the provincial government can put to use the more than 20 million gallons of water that flows freely down stream through a hydro-electric power plant.

He said the irrigation highway that will start in Talos Falls in Barangay Igmayaan, Don Salbador Benedicto, will bring development to farming communities and will put the mountain municipality in the tourism map of the country.

According to Dela Cruz, a former mayor of Don Salbador Benedicto, there is already a feasibility study made by the Philippine National Oil Company (PNOC) on the proposed construction of a mega dam in Talos Falls and the Department of Agriculture (DA) which promised to finance the project should tap the study to save money.

Dela Cruz insisted that there is no problem with the sourcing of fund for the project since there are so many financial institutions that are just waiting to be tapped by local government agencies as well as the private sector through a build-operate-transfer (BOT) scheme.

With the irrigation project, the government will help create thousands of jobs, improve agricultural production, solve poverty in the countryside, and solve the insurgency problem.

Last week, Agriculture Secretary Arthur Yap met with leaders of the province and vowed to help finance the feasibility study for the irrigation project of Governor Marañon.

Yap also promised to help market the organic agricultural products of the province as well as to provide enough funding, technical knowledge, and additional farm-to-market roads.

MINDFUL of various Non Government Organizations’ (NGO) call for the importance of forest systems as sources of water for irrigation, Project Development Officer Lawrence Ledesma of the Provincial Agriculturist’s Office presented the visual concept of the planned ‘irrigation highway.’

In the power point presentation, it was clearly outlined that the planned irrigation highway is still in the data gathering stage in preparation for its feasibility studies and environment impact studies.

Ledesma, referring to the power point presentation his office provided, pointed that surrounding every major river in Negros which will form part of the so-called “highway,” should be intensive forest rehabilitation will be initiated.

“That is why, in the experience of the present Bago River, it is called the Bago River Irrigation, Rehabilitation and Improvement Program. The Agriculture office is conscious that without reforestation, irrigation system can not reach initial targeted area of about 400,000,” Ledesma said.

In an earlier report, the Alternative Indigenous Development, Inc. (AIDFI) and National Federation of Sugarcane Workers (NFSW) expressed concerned over how the irrigation system will be designed.

AIDFI’s Auke Idzenga cited ecological dangers should rivers are diverted towards a catch basin.

As presented by the Provincial Agriculturist’s Office, the irrigation highway will be designed according to Negros’ rugged terrain using the gradated “impounding dams.”

Meanwhile, Acting Negros Occidental Governor Isidro Zayco stressed that the irrigation highway is still at its “infancy stage” and that in their meeting with Agriculture Secretary Arthur Yap last Saturday, Negros is assured of funding support from the national budget.

Also, National Commission on Indigenous Peoples Community Service Head Hazel Acse assured that his office is part of the consultation process as soon as the technical committee finalizes its plan.

“At the moment, the irrigation highway and the Bago River Rehabilitation are at its planning stage, the technical committee is not yet convened,” Acze said.

Acze’s office is involved in irrigation construction as there might be indigenous communities that might be affected by the construction.

MANILA - Philippine food and beverage giant San Miguel Corp. plans to invest as much as P35 billion ($750 million) in power, mining and other utilities, company officials said yesterday.

San Miguel chairman Eduardo Cojuangco Jr. said the company was eyeing power generation assets and the 12-year concession for the National Transmission Corporation.

"We may go up to 10 percent of our total assets ... that's about P35 billion or $750 million," Ferdinand Constantino, chief finance officer said at the annual shareholders meeting.

The company will team up with Malaysia's Tenaga Nasional to bid for the concession to operate the National Transmission Co. (Transco), said San Miguel president and chief operating officer Ramon Ang told the meeting.

The government is due to offer a 25-year operating contract for Transco this year.

San Miguel will not change its focus from the beer, beverages and food that have been their mainstay for over a century, company officials said.

"These new businesses will be just a fraction of our total portfolio," Cojuangco said.

San Miguel will "act with caution in investing in industries such as power generation and transmission, water, mining and property," he said.

"We are particularly excited about the earnings potential of these new businesses. We are confident that we can extract highly attractive earnings that will significantly improve our aggregate group margins," he added

In the first quarter of 2007, San Miguel posted net profit of P4.33 billion, more than double the year earlier figure.

GMA: Petron to buy all San Carlos' Ethanol

We must fight for energy independence side by side with energy conservation," President Arroyo said during the launching of the National Bioethanol Program here on May 30, 2005.

The launching was kicked off by the signing of contracts for the 1.5 billion San Carlos Bioenergy Inc. ethanol and power plant here, that will start construction in the first quarter of 2006 and operations in the second half of 2007.

The pioneering plant will sell its entire annual production of 30 million liters of thanol to Petron to be used as an additive to transport fuel, the President said. Petron is prepared to buy more ethanol should other plants be put up, she added.

The President also said she will certify as urgent a bill authored by Representatives Juan Miguel Zubiri of Bukidnon, Alfredo Marañon, Jacinto Paras and Ignacio Arroyo Jr. of Negros Occidental and Monico Puentevella of Bacolod City, that mandates the use of ethanol as an additive to transport fuel.

"With the price of crude oil nearly doubling in the world market in the last 12 months, it's our duty to act and make our people and our nation less vulnerable,." the president said.

"The successful utilization of ethanol blends combined with energy generation from sugar will reduce our oil imports, help diversify the product of the sugar industry and give extra income to the sugar planters and workers," she said.

She also said that 200,000 MT overhang in sugar production experimented by sugar producers in the past will now be addressed with its being utilized for the production of ethanol.

'The Philippines used to be more than 60 percent dependent on crude oil as a primary source of energy, but she said during her administratoion this has been brought down ''to just 37 percent because we have been using indigenous sources of power that are abundant in the country such as geothermal, natural gas, wind and ethanol.

''We are now importing less than 40 percent for energy but for cars we are importing 99 percent for gasoline and diesel so we are still very dependent on importation,'' she said, which she added, will be adresed with the production of ethanol.

''In due time we will join Brazil, Canada, the US, Tailand and China in the use of ethanol. In have faith in the Filipino that with the combination of hard work and ingenuty, I know that we will win that struggle for energy independence,'' she said.

Agriculture Secretary Arthur Yap yesterday said 200,000 has. of new areas nationwide have been indentified to expand sugarcane production to meet the expected demand of ethanol.

Sugarcane has been identified as the least costly to convert to ethanol, he said.

The San Carlos venture is a recipe for success for the ethanol program and we hope othres will follow, he said.

He noted that the San Carlos ethanol and energy plant has the potential to become the largest producer of organic fertilizer in the county, using vinasse with mud press and bagasillo, which can reduce fertilizer costs by around half.

It can also be the largest producers of CO2 in the county, a gas used for carbonation and refrigeration, he said.

At the rites here yesterday, Energy Undersecretary Guillermo Balce presented the National Bioethanol Program to the President, while Arthur Yap presented a policy study on the use of sugarcane for the production of bioethanol as an alternative fuel for the Philippines.

As stakeholders, they said they declare their utmost cooperation and commitment to the development of the San Carlos bioethanol project.

Bronzeoak Philippines and the National Development Corp. will provide the equity for the P1.5 billion project, Aguilar said.

Zubiri yesterday told the President that the bill mandating the use of ethanol is set for second reading in the House and it is fully supported by 50 of the sugar bloc solons and the members of the energy committee, so he does not see any problems with it in the House of Representatives.

The San Carlos Bioenergy Inc. aside from producing ethanol will generate 9 megawatts of power a day, of wich 5 to 6 megawatts will be sold to VRESCO, Zabaleta said.

Contracts turned over to the president yesterday were an investment agreement between the British firm, Bronzeoak, and the National Development Corp., and the 25 has. land agreement between San Carlos Bioenergy Inc. and the San Julio Realty, Inc.

A cane supply agreement for Valmayor Hermanos Inc., Gamboa-Ledesma Hermanos and the GH Farmers Cooperative to supply cane needed by San Carlos Bioenergy Inc. and contracts for San Carlos Bioenergy Inc. to supply Petron with 30 million liters of ethanol a year, and VRESCO with power were also turned over to the president.

The president yesterday distributed Certificates of Land Ownership Awards to 400 agrarian reform beneficiaries of the Gamboa Hermanos Formworkers Multipurpose Coop. covering 469 hectares.

San Carlos Bioenergy Inc

San Carlos Bioenergy Inc (SCBI) is a project company formed in 2005 with the objective to produce fuel grade ethanol from sugar cane juice.

SCBI's project is being constructed on a 25 hectare facility located in the eco/industrial zone of Socorro, San Carlos, Negros Occidental. Fuel grade ethanol will be supplied to Petron, the largest petroleum retailer in the Philippines for E5 up to E10 blending.

Feedstock will be cane juice from 320,000 tonnes of sugar cane. This will be processed initially over a nine-month season increasing to eleven-months annually. Electricity will be sold into the local distribution system, CO2 will be supplied to the beverage industry and compost will be returned to the plantations as a soil improver.

The project has been registered with the UNFCC as a CDM project enabling sale of CERs.

The main plant components are:
Cane Mill and Juice Preparation Plant: the 1600 tonne/day capacity mill will crush cane and forward clarified and concentrated cane juice to the distillery.
Distillery: the distillery, comprising continuous fermentation, distillation and dehydration sections, has a capacity of 125,000 litre/day of anhydrous ethanol. An ethanol storage tank farm and a truck loading facility will enable road transport. The near-coastal site location is also suitable for an off-shore pipe to barges for ocean transport.
Effluent and Wastewater Treatment Plant: distillery effluent will be treated by anaerobic digestion followed by a secondary membrane process. Sludge from the anaerobic digester and concentrate from the membranes will be sent to a composting yard to be sprayed on pressed mud from the clarifier. Permeate will be recycled to reduce make-up water to the cogeneration cooling tower circuit.
Cogeneration Plant: the cogeneration plant, comprising a 45 tonne/h boiler and an 8MWe extraction condensing steam turbine with cooling towers, will supply the required energy for the processes and export 3-4 MW of electricity to the local grid. Boiler fuel will be primarily provided by the bagasse produced from crushing cane. In addition, methane produced by the anaerobic digester will be recovered and used as biogas in the boiler. In the off-season, supplemental biomass fuel will be used to run the power plant year-round for continuous supply of electricity to grid.
CO2 Plant: a CO2 plant will be added during the first year of operation to recover the high grade CO2, produced during fermentation, for sales to the beverage industry.

Space has been allocated within the plant layout to enable expansion when more cane is available or to enable retrofitting of second generation conversion technologies when they become commercially competitive. Subsequent projects in the portfolio follow a very similar format to the San Carlos project.

The Alternative Indigenous Development Foundation Inc. inaugurated yesterday its first Micro-Hydro Power project in Sitio Mambucano, Brgy. Cabatangan, Talisay City.

With a budget of P2.2 million, provided by the United Nations Development Program, AIDFI repaired an old canal leading to the water source in the mountains, cemented a 2.2-kilometer canal extension, constructed a powerhouse and battery charging facility, put up electric poles with big wires that connect the generator to the chargers.

Auke Idzenga of AIDFI said they were motivated by the goal to generate hydro power using a locally fabricated Pelton turbine and to provide employment for people in the host community. The group found an ideal site for its first hydro project in Sitio Mambucano where AIDFI have contacts with the farmers' cooperative CAFARMULCO.

Idzenga said the cooperative is composed of agrarian reform beneficiaries who were among the first to avail of an irrigation canal support service.

But even with the irrigation system, he said they observed that most of ARBs have stopped farming and become more involved in taking care of fighting cocks.

A coordinated effort to get them back to farming, Idzenga said, is to provide them with an economic project which they can discuss during their meetings.

He added that they opted for battery charging system since the 10-kiloWatt output generated from the hydro power will not be enough for direct connections to the household.

Idzenga added that battery charging system is more efficient compared to a hundred of connections due to absence of peak loads.

"Energy captured in batteries can spread over the day and leaves more power available for other purposes," he explained.

He added that collection of fees, for the sustainability of the project, is easier since everybody pays for the battery charging immediately.

Idzenga also explained that the present system for each household is 12 volts but they have an option to buy an inverter and transform the voltage into 220, making it possible to use all kinds of appliances. He appealed to government officials to help the beneficiaries by providing them with inverters or chargers with higher capacity.

While AIDFI has not earned anything monetary, it gained tremendous experience in manufacturing and actual implementation of such a hydro power system, Idzenga said.

He also expressed hopes that the government will embrace organizations such as AIDFI that try to develop local things and improve the capability of Filipinos.*NAB

The Communist Party of the Philippines-New People's Army and its political wing, the National Democratic Front, did not spare from its criticisms the government-backed "Go Negosyo" Caravan, which promotes entrepreneurship among Filipinos, and the super regions program of the Arroyo administration.

The same day, she also presided over the Infrastructure and Investment Conference of the Central Philippines Super Region at the New Bacolod- Silay Airport in Silay City. Arroyo said there will be a boost in tourism investment once roads and airports are built and energy supply is assured in the region.

But the CPP-NPA-NDF said part of this economic package is the real intention of the Arroyo administration to prioritize Negros in the Visayas for aggressive counter-insurgency operations to dismantle the NPA movement in the island.

"That Negros is a priority in counter-insurgency (operations) was the reason why it was the venue for the launching of the grand plan for the Central Philippine (Super) Regions," the CPP-NPA-NDF statement added.

It also said that infrastructure development projects like airports, roads and bridges, eco-tourism, mining operations, and alcogas production are not intended to improve the lives of the farmers, fisherfolk, urban poor, women and small entrepreneurs.*NLG

The question is, its already 15 years since CARP was instituted by the government, why is there still such events of agrarian unrest happening not only in Negros but other provinces as well?

A million pesos ethanol plant is constructed in San Carlos City. Last month, a Memorandum of Understanding (MOU) was signed between China's CAMC Engineering Co. Ltd. (CAMCE) and B.M SB Biofuel Company in the Philippines for the putting up of two ethanol plants in Kabankalan City in southern Negros and Murcia in the central portion.

First micro-hydro power launched in Negros Occidental

TALISAY City – Electric power became accessible to residents of Sitio Mambucano. Brgy. Cabatangan in Talisay City with the recent launching of a micro-hydro power and charging facility here.

This small village benefits from a 10 kilowatt hydro power with charging facility, the first of its kind, where16 households charge their batteries for their energy consumption.

Through their cooperative - CAFARMULCO, with 20 active members, the community was able to avail of a cement irrigation canal but only extends 5 kilometers from a source in Campuestohan which is only halfway to their farms.

Alternative Indigenous Development Foundation Incorporated (AIDFI) through funding from the United Nations Development Fund- Small Grants Programme - Philippines was able to extend the canal for 2.2 kilometers and built the hydro power turbine to best cater to the needs of the community. Project cost is P2.2 million to include the charging facility.

Auke Idzenga, head of the Appropriate Technology Department of AIDFI with another technician from the foundation got the idea of hydro power from their training in Nepal and Indonesia on Pelton turbine manufacturing.

It took the foundation and the cooperative more than two years to finish the cement canal at the speed of 30 meters a day. The entire construction employed members of the cooperative and today, all components like the pelton turbine it had cast at RU Foundry in Manila are now fabricated by AID Foundation except for the generator from China.

Proximity of the houses from the hydro power turbine pose a problem since additional power lines is beyond the maximum budget of UNDP and so the battery charging concept became an option. Such option also is best since it can regulate the consumption of households.

CAFARMULCO is in charge of the collection for the battery charging where members pay right after charging making the project sustainable, according to AID Foundation.

To ensure water supply, the AID Foundation partnered with the Negros Forest and ecological Foundation (NFEFI) which planted 2,500 seedlings of endemic species along the canal.

Idzenga said they are calling for additional funding from politicians and line agencies to maximize the excess power from the hydro power and for the replication of the project in other communities. (PIA/EAD)

BUSINESSMAN Harish Nandwani believes that Bacolod City can be as successful as Cavite or Bataan in running an economic zone (ecozone) but warned that local officials must shift outlook through sheer obedience to and imposition of the law.

As earlier reported, Vice Mayor Jude Thaddeus Sayson publicly announced that the City Council is ready to propose the conversion of the old airport to an ecozone subject to the approval of President Gloria Macapagal-Arroyo.

“I hope the City won’t put up an ecozone simply because there is an airport that is about to be vacated,” Nandwani said.

Rather, he said local officials should think like businessmen.

An ecozone, he explained, is not like inviting a call center to put up a branch here or a mall like SM.

Businessmen will invest if given a climate where a level playing field is set and the law is properly implemented.”

“If tax incentives and holidays are given to malls then same favors must be given to all other businesses. Otherwise, who will come and invest in an ecozone where homegrown businesses are discriminated?” he said.

“The SP must clear fiscal policy first before anything else. Future investors must be assured of this,” Nandwani added.

“I suggest that the City Government invite all the key ecozone officials of other provinces, learn from them and let’s start one here to solve unemployment problems.” Nandwani stressed.

Meanwhile, ex-councilor Ana Marie Palermo is wary of the City’s policy, saying, “Are we ready to launch an ecozone when we politicians cannot even solve simple traffic problems, implement solid waste management and most of all cannot even provide a decent health program to our people?”

“It is a fact that our labor has a certain attitude that is very adversarial to investors, always labeling everyone as capitalist oppressor. If we have to establish an ecozone then we should be clear on wage and salary policies,” Palermo said.

Palermo agrees with Nandwani to fix our fiscal policies where malls are not given favors at the expense of other businesses, saying, “Malls and call centers can take care of themselves while businesses in an ecozone may not be robust.”

OPINION: Building proper roads (http://www.visayandailystar.com/2007/July/31/opinion.htm)

Irate landowners have set up more tollgates in southern Negros Occidental. The story is familiar: the landowners are demanding that the Department of Public Works and Highways pay them for the use of the land over the past 50 years. Land on which the government has built a highway but apparently forgot, or maybe deliberately ignored, the appeals for compensation of the original owners.

What makes this development significant is that a critical national highway runs through these disputed lands, and obviously, the erection of tollgates will be an added inconvenience to the motorists, commuters, and cargo that pass through this busy stretch of road everyday. For the landowners to resort to this drastic action, they must have felt that they have run out of options in pursuing their claims of compensation from the government.

A dialog between the landowners concerned and government officials who have the power to remedy this situation would be appreciated by the people of southern Negros Occidental if it will result in the immediate reopening of the roads, and a final resolution to the claims of the aggrieved parties.

Aside from finding a lasting solution to this recurring problem, our government also has to learn from these incidents, especially because the President's recent SONA outlined the building of thousands of kilometers of farm-to-market roads. We hope that those new roads get the proper funding, which should also include money for the expropriation of the lands on which they will be built. It would be a great disservice to the landowners, the Filipino people, and future government officials if this ambitious plan of the current administration to build thousands of kilometers of roads ends up with a problem like the one being faced by the highway along Hinobaan and Sipalay today.*

These people have a creative ideas on what will be the future of our cities looks like. They were very visionary, for example the reclamation area will be called as the Masskara City. At the edge of the city at BREDCO there will be a Mask shaped human made island, very cool idea.

At the other cities like Talisay, the place is already highly urbanized. Same with other Cities and Municipalities of Negros Occidental. These Architects and soon to be Architects have in common “Positive and Bright Future”.

This exhibit was displayed at Gaisano City - Bacolod, Araneta St., Bacolod City last year 2006.

City SP ratifies agreement on climate friendly project

The Bacolod Sangguniang Panlungsod ratified the memorandum of agreement between the city government and the project proponents of the Climate Friendly Cities project yesterday.

The MOA was entered into between Bacolod Mayor Evelio Leonardia, representing the Bacolod City government, and Athena Ballesteros, representing the Green Renewable Independent Power Producer, in Bacolod City last month during the launching of the project. The launch has established Bacolod City alongside Makati City as a pilot area for GRIPP's Climate Friendly Cities project.

The project, particularly the development of the initial 50-strong fleet of electric jeepneys to be leased to pilot cities, is largely funded by the Dutch DOEN Foundation which provides funding to organizations and projects in the fields of sustainable development, culture, welfare and social cohesion.

Under the MOA, GRIPP will secure the proposal, resources, funding and technical expertise for the electric jeepney component of the project, starting with the development and manufacture of the electric jeepneys, with the initial fleet of three units, whose importation, technical operation and maintenance will be undertaken by their project partners.

It will secure the funding and technical expertise for the power plant component of the project, consisting of a generator, a high solid anaerobic digester, and gas engine that shall provide the electricity to charge the complete fleet of electric jeepneys.

GRIPP will provide for the construction of a depot that shall serve as a charging station and maintenance center of the fleet, and provide the city with relevant information and technical resource persons, as necessary, with regards to the project as part of its information-education campaign.

GRIPP shall be responsible for the actual implementation of the project, particularly the operations of the biodigester and the utilization of the electronic jeepneys and its concomitant results.

On the other hand, the city will be responsible for helping secure for the project preferably a one hectare piece of land for use of GRIPP upon which the biodigester or power plant and depot for the jeepneys will be built, by way of a long term lease agreement at a reduced or affordable price or whatever arrangement is deemed appropriate.

The city will also help provide GRIPP with a test route or routes and the corresponding franchises for a period of technical and commercial tests of the pilot fleets of three electric jeepneys, of not less than three months between July to October 2007.

It will undertake, through the Department of Public Services, the segregation of the organic from the non-organic and the collection of organic waste to be regularly supplied or delivered to the site of the biodigester that will provide the power that will charge the electric jeepneys in compliance with the Philippine Ecological Waste Management Act of 2000.*CGS

The Bacolod Sangguniang Panlungsod has scheduled a special committee conference on Monday to inform the new members about the provisions of the proposed ordinance involving the operation and management of the Bacolod port, Bacolod Vice Mayor Jude Thaddeus Sayson said yesterday.

Sayson said the SP will also decide whether or not to conduct another public hearing on the matter. A proposed ordinance laying down basic policies, guidelines, rules, and procedures for the protection of the rights of ownership of the city over the reclamation project, port and port operations at the reclamation area was passed on first reading by the SP on July 18, 2007.

The ordinance also provides for the continuation and completion of the unfinished reclamation project, and the management of port operations.

It said the Mayor, in a decision dated Oct. 12, 2005 opted for a "qualified renegotiation" with the Bacolod Real Estate Development Corp. in an attempt to iron out the differences between the city and BREDCO, after which, if the same should fail, the option of takeover should be vigorously pursued.

The Mayor asked for an appropriate ordinance from the SP for the takeover of the operations of the port of the city after the negotiation failed, it said.

The ordinance said that, in view of the present problems being experienced by the city in relation to the project and the port, and port operations, the city has to undertake measures to protect its rights, including its right of ownership over the reclamation project, port and port operations at the reclamation area.*CGS

Senator Juan Miguel Zubiri Saturday said he is continuing to lobby for the construction of more ethanol plants in Negros Occidental and for the passage of his Renewable Energy Bill, which will provide incentives for the use of non-fossil fuel amid the rising prices of crude oil and problems brought on by global warming.

With crude oil now trading at nearly $77 a barrel, Negros Island is poised to boom as long as it has its ethanol plants in place, he told the DAILY STAR. The BioFuels Act, that was authored by Zubiri in the House in the last Congress, mandates blending of biofuels like ethanol with gasoline.

But the sad part is that many investors he has met are afraid to put their ethanol plants in Negros because there seems to be some perception that they will have a difficult time dealing with local planters, Zubiri said.

The senator said he has been dispelling the perception that Negros is a difficult place to invest in for the production of ethanol. "I tell them it is actually the area to invest in," the senator said. He said he has told the investors that the best thing to do is to partner up with local planters, citing the ethanol plant being built in San Carlos City that is expected to be operational next year.

The planters in San Carlos are very excited because they will be making more money that those in other parts of Negros with the sale of their sugar for ethanol, he said. Zubiri said production of ethanol will be the answer to sugar planters having to currently sell their reserve and surplus sugar at very low prices.

With the production of ethanol the country's 10 percent surplus and reserve sugar can be used for that purpose, he said. The country needs 10 ethanol plants in place by 2009 to produce 200 million liters of ethanol annually, he said. Zubiri said he is appealing to the planters to support the ethanol program for the continuing viability of the sugarcane crop. In his meeting with members of the Planters Association of Southern Negros in Binalbagan Saturday concern was raised over sugar smuggling that was blamed for the drop in domestic millgate prices, he said.

Zubiri said he has asked Undersecretary Antonio Villar, Presidential Assistant for Anti-Smuggling, to help put a stop to the smuggling of imported sugar. But that is the short term solution, the long term solution is to convert our sugar into a more high value product, which is fuel, he said. Zubiri thanked Negrenses for making him their number two senator in the last election.

I will never forget that, I will continue to be the defender of Negros, the sugar industry and its farmers throughout the Philippines. He pointed out that the sugar industry feeds about 5 million people. Meanwhile, Zubiri said he has filed Senate Resolution 1303 or the Renewable Energy Bill that promotes the use of geothermal, hydro, solar and wind power.

Many of our problems today are caused by climate change because of too much pollution, he pointed out. Zubiri said his target is for 50 to 60 percent of the country's energy to be produced by renewable energy by 2025. "The solution to higher electricity and fuel costs lies in our vast renewable energy resources. Aside from shielding us from expensive import, renewable energy is clean and safe," Zubiri said.

"We are the second largest producer of geothermal power in the world but we have yet to tap our other resources," he said. Zubiri said he has also filed bills that will provide more benefits to barangay workers, to make computer education mandatory in all high schools hopefully by 2008, and for a total log ban in primary and secondary rain forests.*CPG

Negros Equipment Leasing Corp., the pioneering heavy equipment rental company in Negros established in early 1970s, inaugurated its new office and display center in Araneta Street, in front of St. Francis Building, on August 5, a press release from NELCORP said.

The event coincided with the birth anniversary of the late Don Francisco "Paco" Rojas, father of Negrense businessman and sugar industry leader Enrique Rojas, head of the Rojas group of companies, which owns NELCORP.

NELCORP, which started with a few cranes, bulldozers, pay loaders, back hoes and dump trucks three decades ago to serve the equipment needs of the Visayas sugar industry, is presently under the management of executive vice president, Joseph Rojas. The company, which now has more than 50 units of heavy equipment with various capacities, also serves other heavy industries and huge construction projects, the press release added.*

The Retain Bacolod Airport Movement is spearheading a signature campaign for the retention of the existing airport in Bacolod City.

The group, that was launched yesterday during a forum attended by the business community and other sectors, is submitting a position paper to President Gloria Macapagal Arroyo through Mayor Evelio Leonardia, appealing for her reconsideration of her decision to dispose of the Bacolod airport once the new airport in Barangay Bagtic, Silay City becomes operational. At the same time, they expressed their full support to her and the Silay Airport project.

The convenors said they strongly feel that the Bacolod airport is a vital facility that should be preserved, maintained, and eventually upgraded, citing that it can be used as a hub for smaller airplanes and air charter operators to operate from, thus strengthening the push of the province of Negros Occidental to become a major tourist destination, and servicing other destinations in Central Philippines that cannot be served by the bigger aircraft of major commercial airlines.

They said the existing airport can be used as a flight training site considering that the country is fast losing its pool of experienced airline pilots to better-paying jobs abroad, and that foreign students are looking for a good aviation school. They also said a general aviation industry for tourism and business can be established in the present site.

The group said the Bacolod airport can also be an investment site for companies engaged in aircraft engine repair and maintenance, as well as, for companies engaged in repair of aircraft instrumentation and other accessories.

They also said the existing airport can eventually be extended southwards by reclaiming its shallow foreshore, for a Special Economic Zone. In fact, Mayor Evelio Leonardia supports its retention and has made public the local government's willingness to undertake the cost of maintaining the needed personnel, as well as, investing in the project if necessary.

They said the Bacolod airport can serve as an alternative airport should any difficulty occur, that would prevent the use of the Silay airport. Primo Esleyer, lead convenor of RBAM, clarified that they are not against the Silay airport, but are supportive of it. He said they believe that the retention of the Bacolod airport is a crusade that should be supported by everybody.

Rodolfo "Babes" Alvarez said other progressive cities have more than one airport because of the basic economic doctrine that an airport is the window to the world. "We hope all elected officials especially Bacolod Rep. Monico Puentevella will support our stand," he said. Alvarez said "This is not political. It's about economics and the city that we love."

Capt. Charlie Hagad said Bacolod has a big potential for tourism. He said the Air Transportation Office spends a measly amount of P500,000 a month for all expenses needed to run the airport. If the President asks the city to maintain the airport, the city can afford it, he said, adding that it will earn in terms of landing fees, terminal fees, among others.

Alvarez said former Bacolod Rep. John Orola and Leonardia, who was then Mayor, had fought for the retention of the Bacolod airport. However, former President Joseph Estrada decided to have the airport in Silay.

Orola said although the airport in Silay was a political decision, he will help it become a full-blown international airport, being a special tourism envoy for China, Japan and Korea.

Alvarez said the ATO issued a statement that the Bacolod airport should be closed because it is less than 50 kms from the Silay airport, based on the International Civil Aviation Organization. However, they could not present any document showing this, he said.

Alvarez said that 40 years ago ATO had issued an administrative order that prohibits the establishment of two airports within the 50 km radius because at that time there were no control towers yet. "If we don't give the Bacolod government a chance to study alternatives for the retention of the Bacolod airport, we might lose the fight again," Alvarez said.*CGS

Puentevella also said it would be “impossible” for the group to say to retain the old airport because as soon as the New Bacolod-Silay Airport opens, all air navigational equipment of the Air Transportation Office (ATO) in Bacolod airport will be transferred immediately to Silay City.

“And, as far as I heard that the old air navigational equipment of ATO -Bacolod will also be brought to Kabankalan City for the proposed airport there next year,” he added.

This, as he also disclosed the proposed airport in Kabankalan City is almost approved already and construction will be probably started next year.

Aside from Kabankalan airport, another one is also being mulled in Sipalay.

But initial plan there in Sipalay City is only lease the existing one at the Maricalum Mining Corporation by Teodoro Bernardno.

However, according to the latest development, Bernardino refuses to offer their private airport with the mine site for some valid reasons.

Good Day Bacolod!It's been almost more than a year since they started the massive rehabilatation of Bacolod's main roads particularly the road from the airport connecting all the way to Bago City.From the original 4 lanes it was extended to 6 lanes.The works consist of building sidewalks,drainage,bridge widening and replacing of the existing asphalt to cement.So far last i saw them working nearing Tangub Church last year and from the boundary of Sum-ag and Taloc,Bago City is already done.The work progression is considerably slow during the election period.I would to know if how is it going now?Thank you!:cheers:

^^^^i was rode there on last summer during my vacation at Cauayan and Candoni. had been seen that roads. a nice and cool fresh air when you are riding. kay ka lapad na gid sang lanes nya. hope they will add to put the lightings at the center or its by sides. Bacolod has two main roads, Lacson Street to the north and Araneta Street to the south. also known for its wide road city features which has 6 lane capacity. has a well traffic plan lay-out and very seldom has traffic jams, unlike other cities.

anyway good news to the MAMBUKAL for the pushing into a township. Murcia and Mambukal has a separate passengers route from Bacolod; Bacolod-Murcia route and Bacolod-Mambukal route.

according to Kyle the brgy sum-ag of bacolod was a town before. Sum-ag is very too far from bacolod downtown (from brgys of singcang, tangub, punta taytay or pahanocoy) unlike to the northern part of bacolod is not (from the brgys of mandalagan and bata only).

Some people will now be able to test how useful the adoption of the City Government of Bacolod thru Mayor Evelio R. Leonardia of one of the country’s richest mean - taipan Lucio Tan.

Bacolod is now on the verge of losing its prime facility - the Bacolod domestic airport because of the advent of the Bacolod-Silay airport which will soon be operating using state-of-the-art airport facility.

The airport has no other way but become the newest international airport in the Visayas region.

The existing airport, sad to say, has a shorter runway. It takes an expert pilot to manage or maneuver safe landing and take off.

Mayor Leonardia yesterday expressed hopes he could see his adopted son Mr. Tan for him to lay down their cards regarding the possibility of retaining the existing airport.

The airport property covers 37 hectares where 20 of it is owned by Philippine Airlines while 17 hectares is owned by the national government.
Leonardia said that if the national government will dispose of the property, it won’t have a substantial revenue unlike Iloilo City where the national government owns 54 hectares.

He said the first step that they will take is to talk to Mr. Tan.

“I hope he follows his father,” Leonardia said.

He added that he will find means to get through the taipan considering the fact that he is the most sought after, and perhaps the busiest man around. He said it’s not good losing an airport. It will have more benefits if it continues to operate than lose or demolish it.

The city is willing to subsidize the expenses in maintaining the airport, it was pointed out.

“I was told that it would only take around P400,000 to P500,000 a month. It’s not a bad investment to keep it operational,” he said. Leonardia, being a tourism enthusiast, has plans to boost the tourist influx in the city.

“Smaller aircrafts will enjoy doing business in the city,” he said. The coming in of Koreans will help the airport business flourish.

“Koreans are here to study English. They too have their families and friends who would like to travel especially in the world’s reknown paradise - Boracay. We can package Bacolod to Koreans that they can hit Bacolod and Boracay at the same time,” Leonardia said.

He hopes, time will permit their plans to retain the airport.

The trend worldwide is to increase the number of airports. So, Bacolodnons will defend the retention of the airport by all means.

IN THIS era of dramatic climate change, what should a green future for Bacolod look like? Or for that matter, cities anywhere else in the country? How should local government craft policies to address green issues?

The recently-published State of the World 2007: Our Urban Future examines changes in the ways cities are managed, built, and lived in that could tip the balance toward a healthier and more peaceful urban future.

It asserts that strong communities require a holistic approach that not only provides the traditional deliverables of economic development - jobs, income, wealth, and security - but also protects the environment, improves community infrastructure, increases and develops local skills and capacity, strengthens the social fabric, and respects heritage and cultural identity.

It sets benchmarks for developing green cities: providing clean water and sanitation; farming the cities; greening urban transportation; energizing cities; reducing natural disaster risks; charting a new course for urban public health; strengthening local economies; and, fighting poverty and injustice in cities.

Clean water and sanitation requires that Bacolod City joins the provincial government to protect and conserve the Bago Watershed, its principal source of freshwater for Baciwa. Tree planting activities along highways are near to useless if the watershed is not rehabilitated. Sanitation obliges the city to implement the Ecological Solid Waste Management Act. It has been seven years, and the city is still stuck with the business-as-usual tasks of collecting, transporting, and disposing solid wastes to its dumpsite. All we see are token material recovery facilities, no program for waste segregation for public markets and malls.

Urban transportation? A strategic move is the plan to build flyovers at the junctions of Lacson-Burgos and Lacson-B.S. Aquino Streets of Barangays 18 and 19, Barangays 3 and 5, respectively under GMA’s Tulay ng Pangulo sa Kaunlaran program.

Flyovers and bridges however encourage people to buy more fossil fuel-based vehicles. More cars of course imply more carbon emissions. It also means worse traffic congestion in Bacolod’s narrow lanes. Unless, Greenpeace’s e-jeeps fly and more PUV owners buy more of them. But they all miss the more basic issues.

How about designating bicycle lanes? Many developed countries have them. And building them doesn’t cost much. Pedaling away is also a good way to avoid obesity, the creeping scourge of sedentary people in urban areas.

With mass transport systems, more farm-market goods can be delivered at fraction of their prices, more people can live in outlying cities and go to work in city and town centers. That way, Bacolod and the province can avoid over-congestion in Bacolod. Japan, Hong Kong, and Europe show that this can work. Farming in the cities? Yes, it’s totally possible. Who was it who said Bacolod is basically urban? Meaning, large rural areas, with its highly urbanized areas located along the coast.

If Bacolod’s landowners shift to urban farming in vacant spaces, they can even find a ready market in the cities, without spending so much on transportation costs. Better if they adopt organic farming, in keeping with the two Negrense provincial government’s program of making the island the organic food bowl of Asia.

The technology exists even for cramped spaces. Energy? With global warming worsening, we expect heavy use of aircons to cool off. More heavy use of power. Why not adopt California Governator Arnold Schwarzenegger’s policy of designing buildings in such a way that resources are used responsibly, relying on structures whose design, construction and use energy, water and material resources efficiently. Such green buildings lower temperature at the height of summer and increases the temperature when it gets cold (which is almost a non-issue in tropical Philippines, anyway)?

We are Ilonggos living in the San Franciso Bay Area, and we are against disposing of the Bacolod Airport. Tell us where we can join the signature campaign for there are thousands here that are willing to sign.

These are our reasons:

1) Most convenient for people who live in the South of Negros even if we have to take a transfer flight from International in Manila to Domestic in Bacolod, as the main road Araneta is better going there than from Silay.

2) A city can not be called a city without an airport. Bacolod City the Capital city of Negros Occidental has no airport? It is like making Silay City the capital of Negros!

3) Without an airport, Bacolod City will look like a ghost town and businesses will all flock to Silay, but how about the safety of all foreigners and tourist since that airport has been attacked from the very beginning and how sure are they that the road going out to our destination is safe? Can that airport give us all the convenience as tourists?

4) To travel, at least we have our choice to choose our airport whether in Silay or in Bacolod. Bacolod airport can be compared to San Francisco - it is by the ocean, while Silay is like LAX (Los Angeles) in the middle of somewhere. But look which one is convenient?

We may be proud that we have an airport of international standard but just retain the Bacolod City Airport. It is our gateway to domestic travels. If Bacolod loses it then they better think of an alternative to promote tourism in Bacolod because even hotels downtown will feel the slump.

So yes, it is we who can help Bacolod, by the Retain Bacolod Airport Movement.

To be honest, I do not agree with Grace's argument that Bacolod City would lose its business due to the airport's relocation. Silay and Bacolod are complementary and 15 kilometers shouldn't be a problem when you get used to it.

Cebu's MCIA is almost 20 kms. out of downtown Cebu City, NAIA is in Pasay Parañaque area and they didn't felt any slack of businesses in their respective areas.

That is why they included Bacolod in the name of the new airport as New Bacolod-Silay Airport to market not only the expanding businesses in Bacolod but Silay City as well as a heritage destination.

As for security, all major airports in the world right now are on high alert since 9/11.

At first, most of the citizens find it inconvenient because of the distance from the airport. Later on, they'll get used to the distance since urban areas are expanding.

Access road projects are on-going. When finished, they will be better than Araneta.

Acting Gov. Isidro Zayco yesterday said there are three Negros Occidental towns applying for cityhood but their problem is that the amount of annual income to become a city has been raised in the criteria for conversion.

Applying for cityhood are the towns of Pontevedra, Hinigaran and Binalbagan, he said.

In the past the required annual income for cityhood was P20 million including a town's share of the Internal Revenue Allotment, but now the requirement is for an annual income of P100 million, excluding IRA, he said. Zayco said that if more cities are created, the IRA share for cities will have to be divided more ways, but this could be offset by the overall increase in the IRA allocation.*CPG

Rep. Genaro Alvarez Jr, (6th district Negros Occ) and Vice-Mayor Oscar Montilla yesterday vowed to pursue the establishment of an airport in Sipalay City, to boost tourism in southern Negros, despite some hitches.

The city government of Sipalay has filed a case of expropriation of the Maricalum Mining Corp. airstrip in Brgy. San Jose, Sipalay, after the management refused to allow its temporary use by the local government unit.

Alvarez said he and the city government of Sipalay will share the cost of development of the 1.3- kilometer MMC airstrip in Brgy. San Jose, Sipalay City.

Montilla said they are also eyeing the Philex Gold airstrip in Brgy. Manlocahoc, Sipalay City, as an alternative site for an airport in southern Negros.

MMC, that stopped operations in 2000 due to labor problems and losses, still owes P50 million in taxes to the city government of Sipalay.

Montilla said the city government of Sipalay is willing to offset the unpaid taxes of MMC with the leasing of the airstrip.

Alvarez said he will talk next week with the MMC management about the plans of the Sipalay City government to lease the airstrip. If the talks fail, Alvarez said he will bring the Air Transportation Office staff to Sipalay in September, to inspect proposed airport projects in southern Negros. On the other hand, if the negotiations with MMC turn out to be fruitful, Montilla said they hope to open the airport in the summer season next year.

Montilla said he will also encourage small airliners to operate in Sipalay City, and to have with direct flights from Palawan, Caticlan, Iloilo, Bacolod, and other tourist destinations in Cebu, Dumaguete and Bohol.

The city of Sipalay, Cauayan and Hinobaan are known for their white sand beaches and diving sites.

Montilla said they have noted the increasing number of foreign tourist arrivals in Sipalay City, since 2005. Sipalay has eight beach and diving resorts, seven of them owned by foreigners.

Alvarez, who is also a pilot, said the MMC airstrip in Sipalay City can accommodate propeller-driven planes and other light aircrafts.*GPB

Most likely an expressway but it's too dangerous to cross the street because of its wide width and the speeding cars.6 lanes to cross the street it's scarry.You need to be alert in crossing and have to run fast.Hope they'll realize this and assess the risk of crossing the roads and should not wait for anyone to be hit by a fast running cars or trucks.If only they can build median strips/isles or pedestrian bridges on some locations where schools are located we can prevent horrific accidents to happen.

THE airport issue is not a question of economics only. But there are technical considerations to ensure safety first and foremost.

Thus former Bacolod vice mayor Ramiro "Chick" Garcia cited the International Civil Aviation Organization (ICAO) standards in designing and construction of airports.

Garcia, also currently the president of the United Architects of Associations of the Philippines (UAP-Negros Occidental Chapter (UAAP)said, "For a 1,500 meter runway, ICAO prescribed that the control tower must have a distance of 150 meters to the center of the runway."

Garcia explained, "The old Bacolod airport has more than 1,500 meters runway. So by ICAO standards, the control tower must already be near the building across the airport exit gate."

"From my estimate, a 75 meter distance from the center of the runway means the control tower is exactly at the center also of the Araneta highway outside of the airport entrance-exit gate," Garcia pointed out.

Garcia will submit a technical report to the Sangguniang Panlungsod for their utmost consideration.

On the other hand, Negros Occidental Governor Joseph Marañon yesterday announced, during a press conference at the Governor's Office, his position on the retention of the Bacolod Domestic Airport.

The governor said that he is in favor of the retention of the airport in Bacolod because he believes that there is no harm if the airport continues to operate there. In fact, in contrast to the US, most airports in various states are closely located with near each other.

The governor further said that he also welcomes a consolidated talk, if there is any, with the people who propose the airport's retention.

"I am saddened if the airport will be taken from Bacolod since it is a highly-urbanized city," he added. Meanwhile, the New Bacolod-Silay Airport will be fully operational sometime this year or early next year because the construction is almost finished.

Bacolod Rep. Monico Puentevella, on the other hand, has offered himself the other day to carry the position paper of the Retain the Bacolod Airport Movement, if there is any, to the President.

This group is seeking the retention of the Bacolod airport. But according to the Bacolod solon, only business tycoon Lucio Tan and President Gloria Macapagal Arroyo can decide on this issue.

However, this group demanding for the airport's retention made clear statements that this facility will serve as an alternate airport if difficulty arises preventing the use of the Silay airport.

SILAY City is ready to host an export-processing zone (EPZ) as soon as the New Bacolod (Silay) Airport becomes operational this year, said Mayor Jose Montelibano.

This as Montelibano disclosed that certain Cecile Magsaysay had already promised to donate about 100 hectares of their family estate at Hacienda Naval located beside the new airport in Barangay Bagtic for the proposed EPZ.

"Probably, for a start, we will only utilize 25 hectares of the Magsaysay's estate for EPZ, then it will depend on the outcome later on whether we will have to expand or not," he added.

The mayor said EPZ will also pave the way for him to prepare Silaynons to become skilled people to match their qualification to become EPZ workers.

"We will make every Silaynon more viable in terms of skilled works," he said.

Likewise, Montelibano said EPZ will also open the door of opportunity for his dream to make Silay to be an IT (Information Technology) center in Negros Occidental.

If Bacolod has a lot of call centers now, we will also invite more call center companies to venture in Silay especially that we have now the new airport, he said. (EASD)

The locally-funded airport in Brgy. Hilamonan, Kabankalan, is expected to be completed in 2010, if there are no hitches, Negros Occidental Vice Governor Isidro Zayco said.

Zayco, who called the project a product of "sariling sikap", said the acquisition of the 100-hectare airport land is almost completed, while the clearing and leveling of the runway and its terminal are now underway.

The Kabankalan City government has appropriated P25 million initially for payment of the airport property, while the provincial government provided a counterpart of P30 million.

When completed, the Kabankalan airport will further spur economic activities and development in southern Negros, known for its agricultural-tourism potentials, Zayco said. Another airport is being pushed by Rep. Genaro Alvarez and Mayor Soledad Chua-Montilla in Brgy, San Jose, Sipalay City, using the 1.3-kilometer airstrip of the Maricalum Mining Company.

Zayco said the Department of Transportation and Communication promised to earmark P400 million for the construction of the 2-kilometer Kabankalan airport runway, with a width of 30 meters.

The airport complex will include basic structures such as passenger and cargo terminals, control tower building and navigational systems, among others. It is three kilometers away from the Kabankalan proper with a travel distance of 10 minutes.

Kabankalan Mayor Pedro Zayco yesterday said the city government has provided the 95 families affected by the airport construction relocation sites and financial assistance for their relocation. He also said they will be given priority in employment during the airport construction.

"The airport will be crucial in providing market access and better delivery of basic social services as well as promoting the booming tourism industry in southern Negros," he added.

Zayco added that the airport will initially operate as a "feeder type facility".

On the other hand, the P4.5 billion new Bacolod-Silay airport of international standard in Brgy. Bagtic, Silay City, is expected to be operational in the first quarter of 2008.

Zayco also told members and officers of the Negros Press Club, that the city government of Kabankalan has a budget surplus of P140 million for year 2006, which will be used to finance various basic social and health services for its residents.

Before his term as mayor expires in 2010, Zayco said he envisions the 35- kilometer city road, including in the remote areas, to all be concreted.

He also said the city government of Kabankalan will enter into agreement with the Development Bank of the Philippines for a P200 million-loan, to finance his road-concreting project.*GPB

39 not 300T signed plea to retain old airport

THE Retain Old Airport Movement (Roam) targets to gather 300,000 signatures to support their call to retain the operation of the old Bacolod airport.

However, the group was only able to gather 39 signatures as of Sunday and of eight of which were mediamen.

These signatures are now contained in Roam appeal-letter to President Gloria Macapagal-Arroyo and coursed through the office of Bacolod Mayor Evelio Leonardia.

“We would like to express our full support to you and the Silay International Airport. But at the same time, we would like to appeal for your reconsideration with regards to your decision to dispose of the Bacolod airport once the new airport at Barangay Bagtic, Silay City becomes operational,” the letter said.

They said they strongly feel that Bacolod airport is a vital facility that should be preserved, maintained, and, in fact, eventually upgraded for several reasons.

Roam said the old airport could be used as a hub for the small airlines since Bacolod (or the entire Negros) are positioning also to become major tourist destinations in the Visayas.

It can also be used as a flight training site for aspiring pilots and be an investment site for companies engaging in aircraft engine repair and maintenance as well as those engaged in the manufacture and or repair of aircraft instrumentation
and other accessories, Roam said.

Likewise, it can also be a potent alternate airport for Silay in case of emergency or also be an eco-zone (economic processing zone) if a plan to reclaim more land beside it will push through.

On the other hand, leading the signature drive is Primo Esleyer, columnist of The Visayan Daily Star and member of the convening group of Roam.

The group also set up hotline numbers - 709-1625 and 431-0875.

“Anyone who wishes to support the group or cast his signature for the said purpose may only call these hotline numbers,” Esleyer said in his appeal-letter to the public.

Meanwhile, Negros Occidental Governor Joseph Marañon and Vice Governor Isidro Zayco, along with the mayors are also supporting the move to retain the old airport.

They stressed that the more airports the better.

Based on plan, aside from the New Bacolod-Silay Airport, three more airports are being mulled to be constructed in Negros.

One in San Carlos City in the north, one in Kabankalan and another one in Sipalay City in the south.

The San Carlos airport will be built for ethanol production soon.

The Kabankalan airport will be for high value crops while the Sipalay airport is for tourism promotion purposes.

THE construction of flyovers at the junctions of Lacson-Burgos Streets and Lacson Street - B.S. Aquino Drive would be undertaken by the Bridge Program Office of President Gloria Macapagal-Arroyo, with funding coming from the United Kingdom concessional loan assistance program.

Bacolod Representative Monico Puentevella said Monday the construction will be implemented by the Department of Public Works and Highways. The flyovers would be constructed five to six months from now, he added.

Puentevella discussed the flyover project with President Arroyo during the latter’s trip to England. It was decided there that the funding for the projects would come from the English government, he added.

“In that meeting, I was able to meet the English contractor who laid the groundwork for the two flyover projects,” Puentevella said

The flyover project will be constructed at Bacolod’s busiest intersection. (JSG)

Bacolod Rep. Monico Puentevella claimed yesterday that he was the one who facilitated the flyover projects for Bacolod City during his trip with the President to Europe last year where he said he met the contractors and discussed the project in London.

Yesterday, his staff distributed to the media copies of a letter from the DPWH dated August 15, 2007 informing him that construction of the project shall be undertaken by the President's Bridge Program Office of the DPWH under the "Tulay ng Pangulo sa Kaunlaran" project, with funding from the UK-concessional loan assistance.

The letter from Emil Sadain, DPWH executive director, however, stated only that copies of the feasibility study and the lay-out design plan of the proposed construction of the Lacson-Burgos flyover located at the national highway of Bacolod City were being "furnished for reference of the Honorable Congressman". Puentevella said he was told that the construction of the project will start in November and will take between five to six months to complete. He said a memorandum of agreement will be entered into between the city and the DPWH.

He said when he constructed the bridge behind the Goldenfileds Commercial Complex, he placed his name and that of the Mayor in a marker which he referred to as "lapida." He hopes they could unite in projects that are good, he said.

City Administrator Roger Balo said earlier that the flyover projects of the Office of the President through the DPWH are given directly to the city and did not pass through the Congressional Office.

Balo said Woodfields Conslutants, Inc. environmental head engineer Elsie Monsanto had informed him that the President had issued instructions to give the flyover projects directly to the local governments concerned.

STARTED IN 2004 YET

He said that Mabey and Johnson had conducted a preliminary site visit to Bacolod three years ago yet, on Sept. 23 to 26, 2004. They had also conducted a technical study and evaluation on the flow and volume of traffic in the city, he said.

Balo said he had met with the consultants of the project, who assured him that once all the requirements are complete, construction of the flyover projects at the junction of Lacson Street and B.S. Aquino Drive, and Lacson and Burgos streets, will begin.

ALL SET

The city has already complied with all the requirements for the construction of the project, Balo said.

A memorandum issued by President Gloria Macapagal Arroyo to DPWH Secretary Hermogenes Ebdane, Jr. dated Oct. 4, 2006, stated that, aside from Bacolod, Iloilo and Cebu that will receive two flyovers, San Fernando, Naga, and the cities of Davao and Butuan will receive one each.*CGS

The committee on transport and traffic chaired by Counc. Wilson Gamboa, Jr. has resolved to request Mayor Evelio Leonardia to reconvene the Bacolod Traffic Authority Council which was created by virtue of City Ordinance No. 230 series of 1999.

Gamboa said the council has created the central traffic authority that shall oversee, unify and integrate the planning, management, implementaton and administration of the City’s traffic activities and its inter-connected impact on the economic and social development of Bacolod City.

Gambao also cited Section 3 of the said ordinance, that its primary role shall integrate into one whole system the various functions of line departments and government entities responsible with traffic management and administration in order to attain the ideal traffic situation in the city of Bacolod in the light of rapid urbanization, economic growth and increased population.
Therefore, Gamboa proposed to Leonardia, that the Bacolod Traffic Authority Council has to be reconvened.

A Japanese firm is undertaking a preliminary study on the construction of a bridge that will connect Negros to Panay, Gov. Joseph Marañon said yesterday.

Masami Kumishima, executive vice president of Katahira and Engineers International, informed the governor that they are conducting a partial study on the most economical and ideal place to build the bridge. The firm will come up with more detailed information of the cost of the bridge five months later, Marañon said.

Meanwhile, there is still a possibility that the barangay elections in October could be postponed, the governor said.

That is because the House has already passed on second reading a resolution calling for its postponement, he said.

However, the Senate will have to be convinced to agree to the postponement, he said.

The governor said he is in favor of the postponement with this kind of politics we are facing now where everyone in the barangays seem to want to run for posts. A delay will sober down the intensity of the rivalry, he said.*CPG

Hopefully, if pursued, this friendship bridge would not encounter the same fate as the San Juanico bridge connecting Samar with Leyte. If the money you spend for gas traversing the Bacolod-Iloilo route would prove to be unreasonable, then i guess this is not a viable idea for now. Better take the boat ride to Iloilo and back if this attests to be more cost effective.

Hello Migs Gonz!I don't know the story of San Juanico Bridge but for sure IloIlo-Bacolod Friensdhip Bridge would be of different case because this will dramatically improve economic activity between two cities.There are so many advantages for both cities and neigboring provinces especially in trading in which i see would be beneficial most.Accessibility to both islands will be available all the time.Goods transportation is another good reason.Although it may be costly to travel by car and may consume more time but with this bridge ,you will have all the luxury of time of going around and not to worry to catch the last trip or the first trip of the ferry in iether way around.Choices in mode of transport,aside from the fast crafts by the time this bridge will be in reality,many public transport group would be interested in plying this routes.There are more positive gains we can tell why this project proposal should push thru.

The dream of Negros Occidental Governor Joseph Marañon to connect Negros Occidental to Panay Island is now slowly becoming a reality, as a Japanese firm is interested in the project and is now conducting a feasibility study.

Masami Kimishima, Executive Vice President of Katahira and Engineers International met with Marañon and discussed the project.

The earlier preferred site to connect Negros and Panay is the Tomongtong Point, E.B Magalona and Banate in Iloilo. But Marañon said, the Department of Public Works and Highways (DPWH) pushes to connect Negros to Guimaras and to Iloilo.

It will connect us through Pulupandan, Valladolid or San Enrique, he noted.

The feasibility study is expected to be finished in 5 to 6 months. By that time, we would know the cost of the project, Marañon said. He said that the preferred route would be the hallow one.

Marañon, brainchild of the project, got the support of his counterparts in the Visayas giving them the idea on the translink bridge that will connect Bohol to Cebu to Leyte, Cebu to Negros and Negros to Panay. The Regional Development Council also supports the program. Marañon said, although he does not expect the project to be completed under his term, he is happy that the feasibility study has started. The project compliments the Mega-Region Project of President Gloria Macapagal Arroyo.*

Banate going to Negros? That's quite a burden to Ilonggos since we have to travel just to reach Bacolod or Iloilo City. I prefer the Iloilo-Guimaras-Negros bridge, though I wish urbanity won't touch areas in Guimaras sacred to us Catholics

I think there is a part of the bridge that is raised where ships pass through. I still think Negros - Iloilo bridge is not yet applicable today. Too expensive to be connected directly. Better to pass through Guimaras

I couldn't keep my excitement in this project.I will patiently wait for the outcome of the feasibility study but ill keep my fingers cross for a positive result.Once feasible,i think a Japanese Firm would be interested to finance the Frienship Bridge and hopefully the design would be iconic.

expect for the best! ma wish na lng ta that this dream would come true. Guys september na i can feel the spirit of xmas in the air. Hoping that next year the economy of Bacolod and Iloilo will continue to soar, as what we experienced now...this is a great sign of progress in two cities. Mayor Bing and Trenas is a good example of a good leader in the whole philippines.
