to produce power: Benitez

VICTORIAS CITY -- Representative-elect Alfredo Abelardo Benitez (Neg. Occ., 3rd District) yesterday said he will push for the retooling of the sugar industry, especially to maximize utilization of sugarcane by-products as an alternative source of energy.
Benitez outlined the top priorities in his legislative agenda in his inaugural speech at the Victorias Coliseum here after he took his oath as congressman before Judge Felipe Banzon of the Regional Trial Court of Silay City.
Benitez told the media he will work on convincing sugar mill owners to go into co-generation of power, to help mitigate the current power shortage hitting Negros Occidental.
Only 10 percent of sugarcane is used for sugar, while 90 percent of it is thrown away as waste, Benitez said. We need to maximize the use of this waste called bagasse to power boilers to produce more renewable energy, he said.
It is a government policy to subsidize renewable energy with a price set at P9.50 per kilowatt hour, which would give sugar mills sufficient profit, he said.
Benitez, in his speech, said “as a businessman and entrepreneur, I have long espoused for the good use of new knowledge, new technology and continuous improvement by thinking outside of the box.”
He said among his other top priorities in his legislative agenda is to work on bills that will enhance health and medical care through universal health cards, introduce mass scale education outreach programs and cyber-education, establish a retirement estate and spur economic programs to further revitalize the economy in the third district.
Benitez also said he will launch and support initiatives to address the critical issue of power and water supply, and re-invent micro-financing programs for community-based ventures with strong marketing support for enterprise development.
He thanked the people of the third district for giving him an overwhelming mandate, and promised to serve them with integrity and accountability and commitment to service.
Governor-elect Alfredo Marañon Jr. described Benitez as a rising star in Negros politics.
Also present at Benitez inauguration was Former Governor Daniel Lacson Jr., other provincial officials and mayors of Negros Occidental.
Meanwhile, Benitez said there are moves in the House to postpone the barangay elections for a year, which he supports.
He also said jai alai should not be allowed in the third district as there is no legal framework for its operations.*CPG

The construction of the two flyover projects for Bacolod City will start after the signing of a memorandum of agreement between the Department of Public Works and Highways-President’s Bridge Program, DPWH 6, and the Bacolod City government, Bacolod Rep. Anthony Golez Jr. said yesterday.
The projects to be put up at the junction of the Circumferential Road-Lacson Street (Bangga Pepsi) and Magsaysay-Araneta streets, will be constructed simultaneously, he said.
Golez, together with Bacolod City officials led by Vice Mayor Jude Thaddeus Sayson met with representatives of the DPWH-PBP, Woodfields Consultants and Matiere that will implement the project, at the Bacolod City Government Center yesterday.
DPWH-PBP project engineer Ricoh Flores said the MOA will be formulated after a series of consultations.
He said all the materials for the project will be locally purchased, while about 80 percent of the manpower will be hired locally. The 20 percent will include their drivers, operators and skilled workers, he said.
Golez said the city has a counterpart in the project for the preparation of the actual construction of the bridge since only the local government has the authority to ask all local utilities like CENECO or BACIWA to transfer their facilities that will be affected by the construction.
He said the construction will take three to four months to complete and it will only take 10 days to set up the prefabricated flyover components.
Golez said a flyover project may cost almost the same as that in Iloilo which is about P380 million.
But under the President’s Bridge Program, the cost of two flyovers in Bacolod that will be more than P700 million, will not be bidded out here since it had been bidded out long ago, he said. These are pre-fabricated bridges and the French-made materials will just be brought to Bacolod, he added.
Therefore, he also said the city and the Office of the Congressman have nothing to do with the bidding of the projects and not even the DPWH-Bacolod Engineering Office is involved in this.
Since Mayor Evelio Leonardia wants to put up another flyover, he also said, he will coordinate with him so they can request formally from the DPWH for another one, Golez said.
“I was informed that there are only eight bridges remaining, minus the two for Bacolod. So there are only six bridges left while there are 75 areas in the country who also want these bridges and we are lucky since we have two for the meantime,” he said.
Golez said everything is easy now because the congressman and the mayor are united. “Minor conflicts can be arranged very quickly so we can proceed, based on our objective which is to provide services to our people,” he said.
Also present at the meeting yesterday were Matiere resident manager Philippe Gouvary, Henry Medina of Woodfields Consultants, City Administrator Roger Balo, City Engineer Belly Aguillon, Councilors Homer Bais, Roberto Rojas, and Al Victor Espino.*CGS

RLC expanding mall in Bacolod

Robinsons Land Corporation (RLC) is expanding its Robinsons Place Bacolod, the first full-service mall in Bacolod 14 years ago, to add the first park-like lifestyle center in Negros.
“Robinsons Place Bacolod remains as one of the most lucrative and successful mall in the region and this expansion is meant to ensure that it remains that way by keeping pace with the growth and changes in the community,” said RLC vice president for lease Lourdes T. Alano.
The expansion program will add over 6,000 square meters to the shopping center’s existing gross floor area of 48,500 sqm. with the construction of a new one-level shopping and dining destination.
Alano said construction is expected to be completed by early next year and the new area will be fully operational by the second quarter of 2011.
Currently, Robinsons Place Bacolod is highly patronized by locals residing in Bacolod City and nearby towns and cities. It houses over 90 tenants, who have been operating inside the mall for over 10 years.
The Bacolod mall recently underwent renovation which included mall improvements, food court redevelopment, expansion of Robinsons Appliances and Robinsons Handyman and opening of a Toys R' Us branch.
Alano said the expansion will allow the mall to open its doors to more business opportunities and to give more shopping and dining options to its growing market base.
The expansion is basically aimed to strengthen the current customer base being served by Robinsons by offering more choices that are not catered to by the existing mall.
Alano said the new area will have a park-like setup with lighted pathways surrounded by well-landscaped gardens with five clusters of commercial spaces consisting of lifestyle stores and mid-to-high-end alfresco restaurants.
“Currently we are receiving a lot of tenant inquiries from local entrepreneurs and other national retailers,” added Alano.
The first cluster will be an expansion of the Robinsons Department Store; the second and fourth clusters will feature fashion boutiques, amusement outlets and specialty foods restaurants; the third cluster will have more restaurants and specialty services; while the fifth cluster will feature various lifestyle options.
Aside from alfresco dining, unique features in the expanded mall will include an outdoor activity area that will serve as venue for concerts and events, as well as a Blue Water Plaza featuring water jets that will allow visitors to frolic in the water.
“For Robinsons Place Bacolod to stay ahead of its game, it will be growing with the community. It is part of Robinsons Land’s commitment, to be with the community in this period of growth,” said Alano.

As I have said again and again before. It is not that feasible yet to have a specialty center like this. We still lack a number of trained nephrologists, cardiologists and pulmonologists as well as paramedical staff. equipment gani guro daw indi pa natun ma kumpleto. :ohno:

35MW biomass power plant to rise in Sagay

GREEN Power Negros Philippines Inc. (GPNPI) has signified its intention of putting up a 35-megawatt multi-fuel biomass power Plant in the Northern Negros Agro-Industrial Economic Zone in Sagay City.
In his letter to Negros Occidental Vice Governor Genaro Alvarez, GPNPI president David de Montaigne said the power plant project will use proven multi-fuel technology that delivers stable, base-load biomass power, utilizing food processing wastes and agricultural residues.
Biomass residues, which will fuel the power plant, include rice straw and husk, corn straw and cob, sugarcane tops and leaves, and coconut husk, among others.
The biomass feedstock for the power plant will not compete with food needs in any way, de Montaigne assured.
Instead, the collection and use of these biomass resources as feedstock resolve the problem of the current practice of burning the biomass residues or leaving them to rot in the fields, which gives off green house gasses that contribute to the ill-effects of climate change, he explained.
The project will be among the first grid-connected biomass power plants in the country. In its first year of operation, it is projected to deliver approximately P400 million to the host barangay, city or municipality and province in terms of royalties, as mandated in the Electric Power Industry Reform Act.
In a span of 25 years, de Montaigne said the royalties from electric power generated by the plant can amount to P18 billion.
Unlike wind, solar or hydro power sources, which depend on the vagaries of nature to generate electric power, biomass power plants can provide a stable and constant power supply just like a coal-fired power plant, because of the stable feedstock source.
Each 35-megawatt facility can also generate an estimated 3,400 direct jobs, said de Montaigne.

to connect Visayas

Senator Juan Miguel Zubiri yesterday said he is filing a “one-Visayas bill” for a P75 billion five-year infrastructure program to interconnect the major Visayan Islands through bridges.
The bill will ask the national government to put in P15 billion per year for five years to connect all the major island groups of the Visayas to promote tourism, economic development and cultural unity, Zubiri said.
“It is a tourism come-on of the highest proportion, people may even bypass Manila and go straight to Cebu to go all over the Visayas. We will have millions of people coming here,” he said.
“The economic benefits (for the Visayas) will be magnified ten fold,” said Zubiri, in an interview after his speech at the 72nd Charter Day Anniversary of Bacolod City.
At the Charter day rites, Bacolod Mayor Evelio Leonardia and Iloilo Mayor Jed Patrick Mabilog signed a twinning agreement between the two cities at the Bacolod Government Center.
Leonardia said the coming together of the two cities will enable them to become a potent power in terms of trade and industry and become a new growth center in the country.
Mabilog said that if Panay and Negros were connected by a bridge, they could become the next economic tiger.
Zubiri said the Korean Aid Agency has granted a $2 to P$3 million feasibility study for these bridges.
“They are starting with a Cebu-Bohol bridge and I brokered to them the idea of the Santander, Cebu to Negros Oriental bridge,” he said.
“And we should also connect Bacolod City and Iloilo City,” he added.
According to the Korean government, it will cost P1 billion per kilometer to build these bridges, Zubiri said.
The link between Negros and Iloilo will be no less than 5 kilometers, so it can be built, Zubiri said.
It will be 17 kilometers to connect Cebu and Bohol so it will cost about P17 billion, while connecting Negros Oriental to Cebu would be another P2 billion, he added.
“These bridges will draw tourists to the Visayas not only for the food and the sights, but also to see the bridge infrastructure because it will be a marvel on its own,” he said.
“Many people visit Korea to see the longest bridge in Asia,” he said.
Zubiri said the Ramos and Arroyo administrations had pushed for interconnection of the islands through a roll-on roll-off system of boats.
“These are antiquated means of transportation, as we all know that as an archipelago we are at the mercy of the wind and the waves, and typhoons,” he said.
Zubiri also said he would ask Gov. Alfredo Marañon for the preliminary study Negros Occidental has on the bridge that would connect Negros to Panay.*CPG

Thanx for allowing me to join this forum. I am referring to the Yanson property located beside Robinson's Place behind Convergy's. The project is called Proxima Centauri Urban Development Project and I have the Preliminary Plan with me. Unfortunately it got wet when i was taking photos of the property so i may not show it because of the blotches but to give you the idea how extensive this project is as shown in the Preliminary plan, the Main Commercial Complex will be 26,225 sq.m., Mixed Use Complex 14,890 sq.m., Residential Complex 10,380 sq.m., Business Center 10,550 sq.m., Tourism Center 7,810 sq.m., and Utility 7,223 sq.m. If you may insist, i will take photo of the plan and have it posted here.
The Yanson group is still negotiating for the purchase of adjacent lots (like the old First Farmers building and another along Sta. Clara road) for future expansion of their project. The BPO and Convention Centers will be 4 storeys high and an ample open space will be available for a more fresh ambiance.
I will try to keep posted as to the development of the site in the next couple of weeks. This will be a mini Makati here in Negros i guess for this sprawling 19 hectare complex will entail investment of a couple of hundreds of millions plus the thousands of jobs it will generate.

PAL already published in the national papers their plan to have their property( Old Bacolod Property ) on sale, to cover expenses for the Flag Carrier...
I believe there is a bid, we do not know yet what Companies participated.. I hope somebody would leak any info.. It is a one hell of a property that sure be sizzling hot..
Ayala already have its eye on the Provincial Government Property just behind the Provincial Capitol, apart from their Properties in Talisay City Neg Occ.
The Araneta's wants to bring back the fruits of labor that Negros has given them, their plans for the Noah's Arc Compound is uncertain.. I hope they are true to their word to build the South's Big Dome...

megatall January 17th, 2011, 03:00 PM negros is a place that all filipino's are welcome and feel free like home, this is a place where anybody can live as long as you want, i had a terrible experience in cebu where our rent in our apartment was 5000 per month after 15 days they want us to pay for another 5000 and they deny our payment, and that is the only case i ever encountered in my life,im now here in manila and there was no such thing happens here and in nearby cities

Int'l tourney features Azkals, 3 SEA teams

MANILA, Philippines — The Philippine Football Federation (PFF) announced on Thursday it has struck a deal with Asia Brewery to stage an international football competition featuring the Philippine Azkals later this year.
Dubbed as the 1st Manila Beer Cup, the event will see three other Southeast Asian teams going up the Azkals in a single round robin format where the team with most number of victories emerging as champion.
PFF chief Mariano Araneta said he sat down with Hubert Tan, Asia Brewery's vice president for sales, on Tuesday and they agreed to stage the tourney sometime in October at the Rizal Memorial football stadium in Manila.
Asia Brewery donated P250,000 to the Azkals' campaign in the recent AFF Suzuki Cup in Indonesia where the nationalteam, beefed up by Fil-foreigners, reached the semifinals for the first time.
"We might invite teams from Vietnam, Thailand, Singapore and Malaysia to join in the four-nation competition," Araneta said.
Araneta said he will extend the invitation to the countries' respective officials during the Asean Football Federation (AFF) meeting on Feb. 19.
Meanwhile, Araneta said the Panaad Stadium in the Bacolod City is being spruced up in time for the Azkals' 2012 AFC qualifying game against Mongolia on Feb. 9.
"The lighting is now being fixed while the dressing rooms are under going renovations," said Araneta, noting that part of the budget used for the reconstruction came from the P1-million fund released by the Philippine Sports Commission (PSC).
Giant TV network ABS-CBN will telecast the highly-anticipated match, which is the first leg of the home-and-away qualifier with the second meeting set March 15 at the National Stadium in Ulan Bator in Mongolia.
The winner of the PH-Mongolia series will complete the group that includes host Bangladesh, Palestine and Myanmar.
The 10,000 Panaad stadium seats will be free of charge to the public on a first come, first serve basis although the 4,000 grandstand will be for sale at P300 each.

THE Department of Public Works and Highways (DPWH) is apparently uncertain whether the second flyover for Bacolod City will still be given, a top city official said.
Mayor Evelio Leonardia said that DPWH Secretary Rogelio Singson is not certain on the status of the second flyover project that is intended for Bacolod City.
Leonardia said the secretary, however, did not say whether the project will still be for Bacolod or if it has already been aborted or given to other cities.
The mayor said he even suggested having the flyover relocated to the Burgos Circumferential Road. The second flyover is originally planned to be built at the Araneta-Magsaysay intersection.
The Negrense for Noynoy Movement has been objecting this project because they believe it is expensive and is not the answer to the traffic problems of Bacolod City.
The first flyover at the intersection in Bata-Circumferential Road has already started. It would take eight or more months to finish the project.

THE construction of the North Terminal is apparently facing long delays, said Councilor Dindo Ramos, chair of the Bacolod City Council committee on transportation.
Ramos said the contractor has been given a deadline until June this year to make the terminal operational.
Crispin Chua, contractor of the North Terminal, signified his intention to start the construction but the plan of Vallacar Transit (Ceres) to construct a modern bus terminal across the location of the North Terminal apparently causes the delays again.
Bacolod City Mayor Evelio Leonardia said the plan was really for both terminals to operate simultaneously.
Earlier, Ramos proposed a resolution directing the contractor to update the city council of the progress of the North Terminal's construction and urging them to start the facility's operation not later than June 2011.
Otherwise, the city might impose measures as stipulated in its agreement with the contractor.
One of the purposes of putting up terminals at the boundary of Bacolod City and Talisay City is to decongest traffic in Lacson Street and the Shopping area, as these buses, mini buses, and PUJ would no longer be allowed to go beyond the terminals to load and unload passengers.
Vallacar Transit Inc. likewise signified that it is putting up its own terminal but it will only be for the exclusive use of the company's buses and mini-buses.

BUILDING officials who issued building and occupancy permits should intensify the inspection of buildings, both private and government owned, in their areas of jurisdiction to ensure public safety during calamities.
"These building officials should continue checking the structural integrity of these buildings especially at these present times to assure public safety," said Department of Public Works and Highways Secretary Rogelio Singson in a statement. "The building official should look into its present condition. If it warrants immediate demolition, then it should be demolished before it poses danger to the public."
DPWH engineers were also directed to continue with their inspection of national roads, tunnels, flyovers, interchanges, elevated expressways and bridges along national roads to further assess on what works to be done to retrofit, reconstruct or undertake major repairs to improve the structural stability of these structures.
Singson likewise called on private sector entities like the Philippine Institute of Civil Engineers (PICE) and the Association of Structural Engineers of the Philippines (ASEP) to participate in conducting the audit of public buildings, particularly school buildings, hospitals, housing projects and other important government buildings. "If possible, audits should include thorough materials testing."
He reiterated previous directives that a concerted effort must be in place to further ensure that the government is prepared in the event of a disaster. (CGC)

P908M in projects
The Department of Public Works and Highways 1st engineering district has outlined P905.8 million priority programs for three congressional districts in Negros Occidental, a Philippine Information Agency press release said yesterday.
For 2011, the First Congressional District under Rep. Julio Ledesma IV, has P276,747,000 for road projects, while the Second District under Rep. Alfredo Marañon III has P197,006,000 also for its road network projects, it said.
Third District Rep. Alfredo Abelardo Benitez has P432,087,000 for the DPWH infrastructure program that includes the construction of the New Bacolod-Silay Airport Access Road that will cost P369,666,000, it added.
District engineer Lea Delfinado said the priority projects in her district is the repair and replacement of bridges along with national roads that get destroyed easily considering the load of vehicles, especially during milling season, the press release said.
Delfinado added that even Secretary Rogelio Singson during his inspection in March, saw the fast deterioration of the national roads due to loading.
So far, there is an existing weighbridge that monitors loaded trucks and regulates them but, Delfinado said, this is not enough to service the entire northern Negros.
She said she has requested for an additional weighbridge station in Escalante City to help monitor and regulate these loaded trucks.*

The Multi-million Cadiz City Commercial Port, a pet project of the City Government of Cadiz is now operational. It is situated in Barangay Banquerohan, this City.
Mayor Patrick Escalante, together with Provincial Board Member Salvador Escalante, Jr. and City Officials joined the people and the passengers in welcoming M/V Margarita, the first shipping lines that docked at exactly 10:00 o’clock in the morning of April 19, 2011 from Bantayan to Cadiz and vice versa.
The M/V Margarita Shipping Lines is owned and operated by the Cadiznon Pablo Sarabia, Sr. It has a capacity of 100 passengers and is scheduled to cruise from Cadiz to Bantayan and vice versa for twice a day starting today. It has a fare of P250.00 for economy in the lower deck and P270 for the upper deck.
City Mayor Escalante, in his message, said “to the people of Negros and the nearby provinces, I am proud to announce that the Cadiz City Commercial Port which is 100 percent owned by the people of Cadiz, is now open for business. This will eventually help boost our economy and increase employment in the City”.
The Mayor also announced that more shipping vessels are expected to come and one of them is the route from Batangas to Cadiz and vice versa.
Among those who witnessed the historic docking of the first vessel in the City’s newly inaugurated commercial port were: City Vice Mayor Samson Mirhan; City Councilors Dr. Abiezer Bacomo, Antonio Lacson III, Denia Puey Hinolan, Vicente William Tabanao, Wilfredo Cervantes and Juan Musa; Lin-ay Sang Negros 2011 First Runner–up and Dinagsa Queen 2011 Angela Joy Johns; City Budget Officer Vicente Napoles; CPDO Officer Melecio Bacomo; CHO Officer Dr. Merle Jane Regalado; City Engineer Lauro Napud; other department heads; media men; and, the residents of Brgy. THE creation of a drainage master plan for Bacolod City is part of the priority project of the Department of Public Works and Highways (DPWH) in Western Visayas, according to City Administrator Dr. Rogelio Balo.
Balo said the release of P8 million as an initial fund for the project was confirmed by representatives of the DPWH in the region during a recent regular meeting of the Infrastructure Development Committee of the Regional Development Council (RDC) last June 14, 2011 which he attended.
The project was in response to Dr. Balo's presentation, during a meeting of the Infrastructure Development Committee last September, 2010, of the existing conditions in Bacolod City during heavy rains due to its outdated drainage system, causing floods in some business districts of the city.
The RDC Executive Committee passed Ex-Com Resolution No. 7, Series of 2010, requesting the DPWH to prepare for the Formulation of a Drainage Master Plan for the Cities of Iloilo and Bacolod in November 2010.
The resolution stated that the cities of Iloilo and Bacolod are Western Visayas's highly urbanized cities (HUCs) and are among the fastest-growing areas of the country, in terms of population and economic activities.
Every time heavy rains occur, the major thoroughfares and some of the commercial and residential areas of both cities have perennially been experiencing floods because of dilapidated and clogged underground drainage systems and constricted waterways.
The resolution underscored the need to prepare a drainage system master plan for Bacolod City and Iloilo City to establish a more systematic network that will meet the growing needs of the central business districts and nearby suburbs of both cities.
The master plan will include, among others, a waste septage and sewerage system appropriate for the cities of Iloilo and Bacolod.
The proposal will be utilized to access technical and grant assistance from the Official Development Assistance (ODA) sources to take advantage of the expertise of other countries in the area of drainage and sewerage management.
Dr. Balo stressed that this Drainage Master Plan is the long-awaited solution to the flooding in some areas of Bacolod.

THE proposed installation of closed circuit television (CCTV) cameras at the New Bacolod Government Center will soon be done, as the government issues a memorandum encouraging local authorities to avail of CCTV in support of peace and order initiatives and of public safety objectives.
Bacolod City Vice Mayor Jude Thaddeus Sayson said that even before DILG issued Memorandum Circular No. 2012-38, the City Council has already approved a resolution requesting the mayor to consider installing CCTV cameras at the government center and City Hall.
Because of the memorandum, eight suppliers submitted their proposals.
Sayson referred two proposals submitted to his office to Executive Assistant Nelu Barcoma for review.
We have to evaluate our needs and what is the best we can use inside and outside the government center because we also want to assure the joggers of their safety, he said, adding that the purchase of the equipment will be subject to the availability of funds.
Jomarie Vargas, City Disaster Risk Reduction and Management Office action officer, said most of the suppliers who submitted their proposals are Korean and Japanese companies.
The installation of CCTV cameras may cost about P2 million because the system will use a high definition camera with monitoring and recording room. The equipment will operate 24 hours and will be monitored by an operator.
Secretary to the Mayor Moises dela Cruz added that the CCTV camera which the city will purchase has a lightning arrester and has a zoom lens that can capture images clearly as far as 200 meters. The command center will have four 40-inch TV monitors, which have infrared capability.

MANILA - Rep. Alfredo Abelardo Benitez (Neg. Occ., 3rd District) yesterday said he is proposing an about P2.2 billion road network in the third district to boost the tourist destination areas of Silay, Talisay and Victorias, Negros Occidental.
Benitez recently met with city and town development and planning officers and representatives of the Department of Public Works and Highways to synchronize their plans and identify areas conducive to tourism and agriculture.
He identified the three tourism areas, as the Gawahon eco-park in Victorias City, Patag in Silay City and Campuestuhan in Talisay City.
Benitez said the national government has already approved P300 million for the Silay-Lantawan-Patag ring road, the construction of which is expected to start in January next year.
He also revealed plans to continue the access road, that will link the Silay airport road to Victorias, as soon the airport access road from Bacolod to Silay is completed.*GPB

A solar plant put up by South Korean investors is now supplying electricity to a building in Barangay Blumentritt in Murcia, Negros Occidental.
Businessman Roberto “Bobby” Montelibano, Regional Governor of the Philippine Chamber of Commerce and Industry (PCCI) said Apple Korea’s prototype of a solar power unit is now powering his office building in Murcia town.
Montelibano, who owns PRISM, said with the unit, he now gets powere from two sources one is from the Central Negros Electric Cooperative (CENECO).
The solar power unit supplying his building with 2,500 watts of electricity is also a demo unit for those who may want to utilize the clean and environtment-friendly power source.*

Mr. Bantug plans to rehabilitate his quarry site, and to make the first 5-hectare man made lake in Bacolod and would be the landmark for the community in Alangilan. It will be a tourist attraction for both local and foreigners which will not only benefit the Bantug Family but the entire community as well. This undertaking is in line also according to Mr. Bantug with the current thrust of Mayor Bing Leonardia and the City Council to develop Bacolod City into a tourist destination.
To date, the Bantug Family has already started in their own little way of transforming Alangilan into a more vibrant community. The San Francisco Farmville, the socialized housing project (Golden Gate Subdivision) soon and the operational La Provincia Polo Club, the only polo club outside Metro Manila. Currently they are developing CREEKSIDE RANCH RESORT, a 2-hectare lagoon (across the polo club) complete with clubhouse and cabanas, tilapia fishing, boating and horse back riding as an added attraction.

COUNCILOR Carl Lopez will ask the Tourism Infrastructure Enterprise Zone Authority (Tieza) to provide P15 million financial assistance for the beautification of the Bacolod City Public Plaza.
Lopez, chairman of the City Council Committee on Trade and Industry, and the Committee on Fisheries and Agriculture, cited that Republic Act 9593, Section 35 (d) states that Tieza may provide financial and technical assistance, training and other capacity building measures to the local government units (LGUs) for the preparation and implementation of their tourism development plans, gathering of statistical data, and enforcement of tourism laws.
It also said there is a need to renovate and improve the Bacolod City Public Plaza.
The proposed project for its beautification formulated by the City Engineering Office amounts to P15 million. (Carla N. Canet)

Informal settlers from the different barangays of Bacolod City who were subject for eviction, victims of natural disaster and those living in dangerous areas started to occupy the said property, which is only informally known as the Abada-Escay Relocation Site with average lot size of 64 square meters (sqm).
The Relocation Site of the City is currently identified as the Relocation Site I, which is the Abada-Escay Properties with a land allocation of 30. 06 hectares.
The City Government later on established another relocation site informally known only as the Relocation Site II, which is the Arao Properties with a total land area of 58.67 hectares.
As of November 2011, there are 1, 645 residential lots in the Relocation Site I that were awarded to the displaced families while 523 sub-lots in the Relocation Site II were developed and ready to be occupied by the qualified informal settlers.

Bacolod Councilor Carlos Jose Lopez yesterday said the installation of closed-circuit televisions will be done and tested today in the downtown area, especially at Araneta-Luzuriaga streets, and in other main streets in the city.
Lopez, who had authored the CCTV Ordinance last year, said it is timely and necessary now to implement the law to prevent the commission of crimes, especially in downtown Bacolod, as he noted the recent spate of robbery and holdup incidents.
They will test the CCTVs coverage and capability today, and the Bacolod City Hall will serve as control area, he said.
Lopez said this is just the initial phase of the program but the important thing is that they have taken the first step and hope to eventually fully enforce the ordinance.
The supposed installation of a CCTV at the Bacolod Government Center had become controversial so it did not push through despite the directive from the Department of Interior and Local Government, at the time of the late Secretary Jessie Robredo, he said.
Lopez said the installation of the CCTVs at downtown Bacolod, which he considers a priority area, is apart from the equipment that the city plans to install at the Government Center.*CGS

THIRD District Rep. Albee Benitez said Monday he will prioritize the construction and concreting of arterial roads under the 'Tourism Loop' that will connect major tourist destinations in the Third District.
Major tourist destinations in the Third District are Mambukal Resort in Murcia, Campuestohan Highland Resort in Talisay City, Patag in Silay City, and Gawahon Resort in Victorias City.
Benitez said he will work out for the classification of the roads, be they national roads or those for local funding.
Benitez in his first term has already allocated funds for the ongoing construction of the access road from the New Bacolod Silay Airport to Bacolod City. (TDE)

The P400-million Bacolod-Silay access road covers 11 kilometers and seven bridges, and is a Korean-funded project, he said.
After the road to Silay is completed, Benitez said he hopes to have it extended all the way to Victorias City.
He said after immigration and customs facilities are in place, the Bacolod-Silay Airport can immediately function as an international airport.

BACOLOD Councilor Caesar Distrito said Friday that the City Council of Bacolod has authorized Mayor Evelio Leonardia to sign a contract of renunciation with Metrobank Trust Company during its regular session Thursday.
Distrito said Metrobank decided to issue a contract of renunciation after discovering that six road lots included in the title of the property it had bought at the Reclamation Area belongs to the City Government.
The bank is returning to the city these road lots, which is consistent with the stand of the city that it owns all road lots at the Reclamation Area, he said. Metrobank discovered that the road lots in its title belong to the city so they returned it.
Distrito said these road lots, including the ones bought by the Bacolod Baywalk Restaurant and Entertainment Place, must be returned to the city in relation to the tripartite agreement and the Comprehensive Revised Reclamation Agreement between the city and the Bacolod Real Estate Development Corp.
After Baywalk has complied with all the requirements, it will depend on the Office of the Mayor to issue the necessary permit for the resumption of its operation.

UN Habitat Country Programme Manager Christopher E. Rollo said that the City of Silay was one of the eight pilot cities in the Philippines where the Achieving Sustainable Urban Development (ASUD) programme will be implemented.
ASUD is a global project of the UN Habitat that prioritizes urban planning, urban energy, urban mobility, urban economy, urban residence and shelter.
Rollo stressed that the project was officially approved last March in their headquarters in Kenya. "Earlier, the National Steering Committee with DILG, Housing Developing Council, Housing and Land Use Regulatory Board, the Spanish Agency for Aid and UN Habitat approved the work plan. Now, we are presenting this project to the city. And after the May 13 Election, we will be conducting an inception workshop with the city technical working group to refine the project. Aside from that, we have also planned an international mission on Drainage on Integrated Water Systems Management that will be conducted by the different global specialists on Urban Planning," he said.

New bridge completed
The new bridge over the Catmon River that will connect Gatuslao Street to The Robinson’s Place in the Mandalagan area in the northern side of Bacolod City has been completed, a City Hall press release said.
Bacolod City Mayor Evelio Leonardia calls this one of the priority projects of his administration.
The bridge is 30 lineal meters in length and 10 meters wide and cost P19.315 million. It is aimed at easing the traffic congestion in Lacson Street in front of The Robinson’s Place, and will provide motorists with another route to or from the mall.
Its inauguration is just awaiting the completion of its connecting road, which costs P900,000 and is 68 lineal-meter long, 6.10 meter-wide and 8-inch thick.

The Department of Agriculture is allotting an initial P28.8 million to help develop and promote agri-tourism sites, under a “Green Initiative” movement, a DA said in its website.
The project will be led by the ABS-CBN Corporation and ABS-CBN Foundation, in partnership with the Department of Tourism, Department of Environment and Natural Resources, and the Ateneo de Manila University School of Science and Engineering, the agency said.
Agriculture Secretary Proceso Alcala said the fund will be used to develop agri-tourism sites in Regions IV-B and in Region V for the construction of farm-to-market roads and irrigation systems, and implementation of agricultural production and livelihood projects for livestock, organic vegetables, fisheries and seaweeds, high value crops, rice and coconut, the press release also said.*
