Bacolod is clean and green. - dunno. a lot of people wont agree on this but, hell yeah. its true that bacolod is really clean compared to other "Highly Urbanized Cities". It wont get the C&G hall of fame award if they dont live up to expectations. 3. progress and development - it has been a bit slow on the first few years of 2000. but look at bacolod now. its roaring like a tiger. constructions here and there, expansions left and right. At the upper right corner is a long strip of concrete which looks like a runway. Is this the community airport that was mentioned a while ago? It just proves that Negros is a very important area since it is the only area outside Luzon that could support 13 cities and three new airports. If Bacolod City was set up like other provincial capitals, I am sure it would be bigger than Iloilo and San Carlos... But due to the existence of so many medium sized cities, it has to share some of the infrastructure and business and educational institutions with the rest of the cities. The governor said if opened to chartered flights, a number of tourists could easily explore Sipalay's tourist spots. Tourism Regional Office 6 director Edwin Trompeta earlier said the details of the two airstrips in Sipalay are being compiled so that the project will push through. The Department of Tourism targets to open domestic flights to include Cebu to Sipalay, Palawan to Sipalay, Manila to Sipalay and Boracay to Sipalay. The MMC management had refused to allow the government the use of the airstrip. If the president, Teodoro Bernardino, won't agree to the proposal the government may as well use its expropriation powers to effect commercial chartered flights to maximize tourism promotion in the south, said the governor. Sipalay is headed by Mayor Oscar Montilla Jr. Utilizing the airstrip of MMC will boost the tourism promotion of the fine and world-class beaches of Sipalay, which are now owned by foreign nationals with Negrense wives, said Marañon. He added that most of the clients of Sipalay beaches are foreigners. Montilla earlier disclosed that Bernardino turned down the proposal presented to him by the Department of Tourism (DOT) through Secretary Joseph "Ace" Durano. But the mayor said this week they will again make re-negotiations with Bernardino, but this time through an offer to buy the property. Sipalay readied P2 million to buy the property. In case the renegotiation will become successful, DOT had plans to open chartered flights to the MMC mini-airport that included routes from Palawan to Sipalay, Boracay to Sipalay, Manila to Sipalay and Cebu to Sipalay, all vice versa. Thus said Mayor Evelio Leonardia in his State of the City Address (Soca) Thursday. Leonardia highlighted six basic areas that greatly influenced the economic growth of the city: infrastructure, investment promotion, employment generation, livelihood development, tourism and agricultural projects. "I am happy to report that as of June 30 this year, our actual collections from local sources stand at P166 million which indicates that as of middle of this year, our actual local collections are ahead of target by 26 percent or close to P35 million." Such increase, he said, was attributed to effective collection on business and land taxes. From last year's P650 million, he pointed out, the City's general fund has increased to P675 million although there are still about four months before the year 2006 ends. Leonardia commended the hard work of the members of the Finance Task Force (FTF) headed by Dr. Rogelio Balo, Secretary to the Mayor, whom he said had developed innovative strategies to increase the city's collections. City Budget Officer Luz Treyes, City Treasurer Florentino Guanco, City Assessor Benjamin Latorilla and City Accounting Office officer-in-charge Eduardo Ravena were also acknowledged for their efforts in delivering collection efficiency. Infrastructures/Investments The mayor also reported to the Council that to date, the City Engineer's Office (CEO) has completed about 93 projects worth P27.4 million. Forty-two others amounting to P45.2 million are still being constructed and implemented. As for the investment program, he disclosed that the Bacolod City Investment Board (BCIB) had granted investment incentives to four big companies that have established their businesses here. This include the Firm Builders Realty Development Corporation (FBRDC), Robinson's Metro Bacolod (RMB), SM Prime Holdings (SPH) and Grand Regal Hotel (GRH). Employment/Livelihood The mayor said, the Public Employment and Services Office (PESO) was able to help 641 Bacolodnons to land jobs here and abroad. Leonardia added that the City's Cooperative and Livelihood Development Office (CCLDO) has also provided loans to nine cooperatives with 671 members with a total amount of P860,000 through the Livelihood Development Fund (LDF). The tourism industry is also growing as the City Tourism Office (CTO) registered a total of 223,475 visitors last year or 8,612 higher compared to 218,282 in 2004. Leonardia also commended the initiative of the residents from Barangay Alangilan led by Punong Barangay Degie Tanista for the implementation of the vermin-composting and organic vegetable farming project. Peace and order He said Bacolod remains relatively peaceful with no incidence of high profile crimes or violent terrorist incidents even at the height of the Masskara Festival and the 23rd Sea Games last year, thus he thanked City Police Director Pedro Merced for a "job well done." With this, Leonardia said he is proud that Bacolod was recognized by the Asian Institute of Management as one of the top five Most Competitive Mid-sized Cities for 2005. "The path ahead of rebuilding our city is always paved with our best intentions to work hard and succeed. We have practically everything in place that we need to make our vision a reality. More than any material resources or technology, we have the best ingredient for success in our midst, we have our people with gallant hearts and eager hands who are ready to carve out a future where we can be proud to bequeath to the generations after us," said Leonardia. Councilor Lyndon Caña praised the mayor for presenting facts and figures. "It depends upon the people now to believe it or not. The new airport is to be constructed in Silay City, some 24km north of the existing Bacolod Airport, located in Bacolod City on Negros Island. Basically it is an airport for domestic flights, and in a bid to trigger business and tourism for the central Philippines area (the area including Negros Island, where the new airport is to be located, and Cebu Island, a famous tourist destination), it will have a 2000-meter runway and design specifications on a par with an international airport, and which comply with international standards. The owner of the new airport will be the Government of the Philippines, Department of Transportation and Communications - Air Transportation Office (DOTC). Design and supervision will be carried out by Pacific Consultants International (PCI). Detailed design of some of the air traffic control, lighting, meteorological and aviation fuel facilities will be handled by the Takenaka-Itochu joint venture. During the press conference held in her recent visit here, President Gloria Macapagal Arroyo announced that the contract for the P6.2 billion new Iloilo airport of international standard had already been signed and the construction will start as soon as the notice to proceed will be given to the winning Japanese contractor. “The P6.2 billion airport project will give jobs for the people of Iloilo not to mention the job that will come later in three years time when it’s finished, when investment will be coming in, even more conveniently because of the international airport”, President Arroyo said. President Arroyo said that part of her administration’s program to create jobs in Iloilo, in Region VI is to provide the important infrastructure needed to make investors increase their investment. She also added that it is time for Iloilo to have the international airport since it is the country’s fourth busiests airport today with Metro Manila being the busiest. Negros Occidental Gov. Joseph Marañon said he offered to host the meeting to discuss the projects that he fully supports. Marañon said the meeting was covered by a memorandum signed by Bohol Gov. Erico Aumentado, president of the League of Provinces of the Philippines, informing all 16 governors of the Visayas that the meeting will tackle one of the major infrastructure projects of the national government—the proposed bridges from Western to Central to Eastern Visayas. Invited to the meeting were Economic Planning Secretary Romulo Neri and Public Works Secretary Hermogenes Ebdane, Aumentado said in his letter. Armed Forces Chief of Staff Lt. Gen. Hermogenes Esperon Jr. was also invited to the meeting to discuss programs of the AFP in the Visayas. Marañon has been pushing for the construction of bridges to link the Visayas to boost the regions’ tourism and economy. And by the end of first quarter next year, the new airport will already be able to serve domestic or international flights. This as Transportation and Communication Assistant Secretary Ricardo "Cano" Tan and New Bacolod (Silay) Airport Engineer-In-Charge Gil Pamatmat Monday told the media that this P4.3-billion airport project is already about 64 percent completed. Tan said that based on the work assessment as of July this year, both the civil and structural works of the airport are beyond 50 percent completed, although, there is still about 14 percent slippage due to the continuous rains the past three weeks caused by typhoons "Inday" and "Juan." He also told the media that as of Monday, the 2-kilometer airport runway was about 98 percent completed, while the control tower is 60 percent completed and passenger terminal building, 50 percent. As to the civil works that include the drainage system, among others, Tan said it is almost 75 percent done. "What is critical at this moment is the installation of electrical and navigational equipment," said Pamatmat. This as he said that the Silay airport is one of the unique airports in the country as they are installing the newest safety and navigational features like the Precession Approach Lining System (PAL) and Instrument Landing System (ILS) among others. He, however, vowed that by December the public can have a full view of the international airport. This coming October, Pamatmat said, they will also start constructing the 4.9-kilometer main Mckinly airport road with 20 meters width. Afterwhich, they will move on to the 6-kilometer Guinhalaran access road. "Everything is now in place and all the needed materials are now in the warehouse," Pamatmat said. Tan, on the other hand, said that in spite of the weather condition, workers in the airport are speeding up to beat the completion deadline, which is set on the end of first quarter next year. "But in case we can't beat it, the most is to have it operational by early of the second quarter of 2007," he added. Sprawling on a 187-hectare land property, the Silay airport will host a 6,200-square-meter passenger terminal building that can accommodate about 320 passengers in its pre-departure area and with parking spaces ready for 350 vehicles. It will also have three passenger bridges (tubes) that will accommodate three Air Buses simultaneously. Added to it, is the General Aviation area that can also accommodate special planes. Meanwhile, Takenaka Itochu TIJB is the project constructor with Hanjen International as sub-contractor. Christendom August 31st, 2006, 12:11 PM Thursday, August 31, 2006 P10B needed to realize Negros-Panay bridge * If approved and funded, the project is expected to be completed in three to four years AT LEAST P10 billion or P1 billion per kilometer is needed for the proposed Negros-Panay Translink Bridge said Negros Occidental Governor Joseph Marañon Wednesday. That is, if his preferred alternative route, which is from Tomongtong Point in Negros' E.B. Magalona town to San Juan Point in Banate town, Panay island is carried. The Tomongtong-Banate route has an actual distance of 15.5 kilometers. However, the government can cut on cost for at least 5.5 kilometers, thus reducing the budget to only P10 billion instead of the P15.5 billion. Marañon said the 5.5-kilometer distance will not cost as much because these portions are shallow and would not need as much materials as those in the deeper portions. The proposal was presented Wednesday during a special meeting of the Visayas governors held at the Negros Occidental Governor's Conference Hall. "The project is expected to be completed in three to four years, and considering the magnitude of the budget, it would need foreign assistance," Marañon also said. Meanwhile, Marañon is also set to ask Bohol Governor Erico Aumentado, president of the League of Provinces of the Philippines, to request the National Government for foreign funding or access to foreign loans at a concessional rate should the proposed bridge push through. The Negros-Panay bridge is part of the proposed Cebu-Negros-Panay (CNP) bridge aimed at physically linking these three islands and boost its tourism, trade, commerce and investments. It is a part of the Trans-Visayas bridges, which will link the islands of Bohol, Mactan, Cebu, Leyte, Negros, Guimaras, and Panay. All these are under the Trans-Visayas-Mindanao Highway/Waterway Linkage, generally known as the Strong Republic Nautical Highway (SRNH) of the Mega Region project of President Gloria Macapagal-Arroyo. The SRNH, connecting the islands of Luzon, Mindoro, Panay, Negros, and Mindanao, has enhanced the public access to goods and services aside from creating new and bigger markets for inter-island trade and tourism activities, Marañon said. He backed his claims by presenting a data, which showed that Leyte and Panay islands constitute more than 60 percent share of the total cargo by seaports. Leyte ranks first in passenger traffic, Aklan, Iloilo, and Negros Occidental are the most visited places in Western Visayas, while Cebu enjoys the lead in the distribution of travelers in Central Visayas. Meanwhile, the Department of Public Works and Highways, (DPWH) also presented a separate proposal to construct a bridge connecting Panay and Guimaras island, and another connecting Guimaras and Negros island, Marañon said. The Negros-Guimaras bridge, however, would cost a bigger budget compared to the proposed Negros-Panay bridge. This as Negros to Guimaras is about 22 kilometers in distance while the route from Tomongtong Point in E.B. Magalona to San Juan Point, Banate in Panay island is only 15.5 kilometers. As construction cost estimates is pegged at P1 billion per kilometer, the Tomongtong-Banate route, which can be cut by 5.5 kilometers, can be reduced to only P10 billion, as against the P20 billion needed for the Negros-Guimaras bridge, Marañon said. A more accurate estimate would be disclosed after a feasibility study shall have been conducted, he said. Marañon said the Banate-Tomongtong option is cheaper because both Banate and Tomongtong are less than three kilometers away from the national roads and will thus be more accessible to commuters. Farfetched "The Negros-Panay bridge seems a farfetched goal, but we have to start it now. If not now, then when? And if not us, who else will?" Marañon queried. As a result, nine out of the 16 Visayas governors that came to the meeting agreed with the proposed project Wednesday. These include Governors Salvacion Zaldivar-Perez of Antique, JC Rahman Nava of Guimaras, Neil Tupaz of Iloilo, Marañon of Neg. George Arnaiz said. A pre-feasibility study on the trans-Visayas bridges being conducted by the Pacific Consultants International is expected to be completed by December, Bohol Gov. Erico Aumentado said. Aumentado, president of the League of Provinces of the Philippines, Arnaiz, and seven other governors of the Visayas, met at the Provincial Capitol in Bacolod City yesterday afternoon where the bridges were on top of their agenda. Arnaiz said the feasibility study is expected to cost P128 million. The governors passed a resolution to ask the national government to pay for 50 percent of the study while the provinces to be interconnected by the bridges will pay for the other 50 percent, he said. The estimated budget for the bridges made last year, which did not include Leyte yet, was P114 billion at P1 billion a kilometer, Arnaiz said. If we continue to press the national government to help build the bridges, something may happen, he said. A German bank has already expressed willingness to fund the project, Arnaiz added. Pacific Consultants International, a Japanese consulting firm, has given us a concept paper on the bridges and is conducting the pre-feasibility study pro bono, Aumentado said. When that is done, an actual feasibility study will be made, which will include detailed engineering and will determine sources of funding because it is a huge undertaking that the Philippine government, standing alone, cannot fund, he said. "It's a vision and the President has realized that it is the fastest way of linking the Visayas region," he said. All the governors of the Visayas support this project that will accelerate economic development and services, Aumentado said. Negros Occidental Gov. Joseph Marañon said that while the Department of Public Works and Highways proposal is to build a bridge from Negros to Guimaras that would be 20 kilometers long, he believes it will be cheaper to build one from Tomontong, EB Magalona to Banate, Iloilo that will only be 15 kilometers long, of which 5 kilometers will be over shallow waters. However, all of these will depend on a feasibility study, he said. The national government can fund the bridges or the provinces can be given access to foreign loans at concessional rates, he said. They can also be built on a build-operate-transfer scheme, wherein toll fees can be charged to those using the bridges to get a return on investment, he said. Marañon said that, while he does not believe the bridge building will be finished during his term as governor, what is important is that the planning stage starts now. If we don't start now, then when will we? he asked. He would prefer that the Panay-Negros bridge be built first but he is encouraging the other governors to participate so the building of the bridges in their areas can be simultaneous, the governor added. Biliran Gov. Rogelio Espina said his province will benefit from the proposed bridges because it is connected to Leyte that will be connected to Bohol on to Cebu. "We believe that the development of a province needs the development of the region," he said. Siquijor Gov. Orlando Fua Jr. said while Siquijor will not be connected by a bridge it will still benefit from the plan. We will just have to strengthen our roll on-roll off facilities to compensate for the non-building of a bridge, he said. Of course, the bridge will not reach Antique but the benefits will reach us so I hope this becomes a reality, Antique Gov. Salvacion Perez-Zaldivar said. Everything starts with a dream and then it becomes a reality, she said. Andaya said the P17-billion allocation for infrastructures next year will be spent mainly on airports and roads. The Iloilo airport has a budget of P8.7 billion while the Silay Airport, P5.7 billion. Other major airport projects being funded by the government are the Diosdado Macapagal Airport in Clark, P8.39 billion and the Daraga, Albay International Airport, P3.44 billion. Andaya said in the statement that these investments are already included in the National Expenditure Program for 2007 presently being deliberated by Congress. Delilan BACOLOD City's hunt to find P400-million to fund the new government center project ended Monday afternoon after Mayor Evelio Leonardia signed a loan agreement with the Philippine National Bank (PNB). The City Council, in a special session, unanimously approved a resolution authorizing Leonardia to enter into a contract with the bank for a P400-million loan. Also, PNB officials promised to release 15 percent of the loan amount or about P59 million on Feb. 14 or, at least, within this week. The amount is needed as a mobilization fund for the City. In Monday's regular press conference, Leonardia could not help but lunge at his detractors saying the new government center project has become a fight between the good and the evil. He refused to identify though the people, which he described as evil. New contract The signing of the new agreement was done at the City Council Session Hall after majority of the council held a special session and unanimously approved a resolution authorizing the mayor to immediately sign the contract. Vice Mayor Renecito Novero said it (contract signing) was done due to the urgency of the situation but emphasized that the City has not rescinded its contract with the Land Bank of the Philippines. "The contract with Landbank is still existing and its up to it whether or not to release the loan," Novero said, adding that what was approved in their session is that the City will only borrow P400 million for the project whether from LBP or PNB. "We really need the amount in order to pay Hilmarc's Construction Corp. or else the City will be charged of breach of contract and may also face a lot of legal complications," Novero said. Good and evil On the other hand, Leonardia still failed to contain his emotion on the controversial project. In his press conference Monday, Leonardia said the new case filed by former Talisay City Police chief Victor Eduardo at the Office of the Ombudsman-Visayas was meant to terrorize and paralyze the Landbank of the Philippines (LBP) from granting the loan. The mayor then said the issue on new government center is now a battle between the "good and the evil." But asked who's the good and who's the evil, the mayor simply replied, "It depends on the people to judge who really is the evil who wanted to sabotage the project." "What is sure is that the filing cases against us is definitely an orchestrated scheme to somehow block the realization of new government center," Leonardia said. Nevertheless, the mayor said they are now assessing and evaluating the situation to find immediate solution to pursue the project. The application for P400 million loan at PNB is just a preparation in case LBP won't grant the city's loan due to the present cases in court and Ombudsman. The City's chief executive fears that in case the project won't be realized, Hilmarc's may file liquidated damages against the City Government. And based on computation, Hilmarc's has already delivered construction materials from Manila worth P30 million while consummated works was estimated at P10 million. "If this happens, then the project will end up to nothing," Leonardia said. He said they are now exploring all possibilities to arrest problem and that he asked the council to decide on the matter especially on the loan application at PNB. Risks to face Leonardia said what's happening on the project are considered "risks to face" duly created by external forces serving as "diligent political saboteurs." The mayor is not also blaming the City Legal Office or any of his political lieutenants on the banks' decision of withholding the loan. According to City Legal Officer Allan Zamora LBP has the right to withhold the loan if a case will filed against the project as stipulated in the contract. "What is new here is that based on records, this was the first time that Lankbank invoked the particular law and Bacolod might be the first victim," Zamora told mediamen. Both Leonardia and Zamora, however, refuse to admit that the present situation can be considered as first "technical knock-out" (TKO) for the City caused by Bacolod Lone District Representative Monico Puentevella. This as Puentevella was earlier accused as behind the present brouhaha on the new government center. Puentevella denied the accusation and instead advised the mayor's camp to focus on the case or cases filed against them and let the court decide on the matter. De javu Leonardia, on the hand, stressed that he is unfazed by the two cases filed against him on the project. The resolution was passed during the first quarter regular meeting of the RDC at the Grand Regal Hotel in Bacolod City presided over by Antique Gov. Sally Zaldivar-Perez, RDC chairperson. The project is located on a 40-hectare property donated by the Negros Fisheries Corporation to the city government, the site being adjacent to the San Carlos City Special Economic Zone, Mayor Eugenio Jose Lacson said. The on-going community airport project has a 1,350 meters runway with a 75 meter airstrip and other related air navigational facilities and structures, he said. After spending approximately P84 million out of the city's local funds and accomplishing about 35 percent of the project's physical requirements, the need for additional funds from other sources to help finance other major work items of the project is seen as necessary for the project's completion, he said. The P100 million is being sought through the Department of Transportation and Communications for the construction of box culverts across Socorro Creek, Vasconia Creek and Tongo Creek and other facilities and structures, the RDC resolution said. Joseph Marañon thanked the RDC for earlier passing a resolution endorsing the conduct of a feasibility study for the proposed Trans-Visayas Friendship bridges that will connect Negros to Panay and Cebu. The constant transferring of regional directors is detrimental to the continuity of projects in the region, Perez said. If you are saying that it is the house adjacent to PNB Lacson and ComBank then it is the house right before Piazza Sorrento. It is prime definitely. There are a lot of commercial establishments within 100 to 200 meters on both directions, not mentioning the L Fisher Hotel and the newly opened ChowKing, L'Kaisei Japanese resto, Negros Showroom, etc. Use? Go commercial. I notice Bacolod does not yet have a real Mexican resto serving burritos, quesadillas, enchilladas, etc. Also, Vietnamese Pho (like the Pho Hoa in Manila). Or even chinese style in the mold of SuperBowl or North Park Noodle House. Feasible? I believe it can survive. The price ranges of those restos are competitive. But it would be better that they be located at SM or Robinson's where there is pedestrian traffic. There is a Hongkong style resto that opened at Robinson's lately and it is well patronized so far. Actually, it just takes one resto to start and if it becomes successful, others will follow suit. Look at KFC, it took them long before finally deciding on opening an outlet in Bacolod, hesitating because Bacolod is manokan country. But when it opened and was well patronized, Max's followed suit within 2 months. Another option is - office space. Problem in the area though will be parking. SugarFreak March 12th, 2007, 10:04 AM Angara calls for more infras to boost Negros Occidental Senator Edgardo Angara yesterday called on government to provide the infrastructure that will allow the opening up of more land for sugarcane production to make Negros Occidental the national center for ethanol production, and the regional center for call centers and other outsourced jobs. Angara, who was campaigning in Negros Occidental yesterday, also said he is supporting a call for a review of the Comprehensive Agrarian Reform Law. Agrarian reform is a good concept and has succeeded in countries where it has been implemented properly like Japan, Taiwan and Korea. Governments of those countries did not stop at just distributing land to occupants they supported them with credit, fertilizer and inputs. The problem with the agrarian reform system in the Philippines is that we just got obsessed with distributing the land, and maybe more than one half of the land distributed under the agrarian reform law no longer belong to the original recipients. Many of them cannot live on 1.8 hectares. Meanwhile, there are so many vast public lands that can be distributed and we should have started doing that with all the proper support and credit. But we implemented agrarian reform on already developed lands breaking up productive capacity of the land. "And worst, we said in the law that the land cannot be mortgaged and the bank cannot foreclose it drying up land development". "Two years ago we should have already reviewed the implementation of agrarian reform, we must seriously review it and think of an alternative way of providing land to tenants who have no land". BIOFUELS ACT Meanwhile, Angara said that Bio-Fuels Act, which Team Unity candidate Miguel Zubiri pushed vigorously at the House of Representative, provides the proper environment and the incentives for the development of fuel sources from local crops such as sugarcane, which is produced in abundance in Negros Occidental. "In terms of preparedness, there is no area more ideal for ethanol production than Negros Occidental. There is no reason why it cannot be the national center for bio-fuels processing". Government can help Negros Occidental become a national center for ethanol production by providing road systems to improve logistics, and by subsidizing interest rates in the acquisition of trucking facilities. He also said more areas in Negros Occidental, especially in the south, can also be opened up for further production of sugarcane for ethanol. Government can also provide more money for research to adopt the biofuel technology, especially of Brazil, to Philippine conditions. Angara said other countries that have intensified their production of bio-fuels are now reaping several benefits, from being less dependent on fossil fuels to pollution reduction. "Brazil has shown the way in ethanol production. It processes a substantial part of its sugarcane production into ethanol. As much as 60 percent of its fuel imports had been cut down due to the massive use of ethanol." With biofuels we can reduce our dependence of fossil fuel from 70 percent to about 50 percent, by tapping the country's potential for green energy. Angara also said he will continue to fight sugar smuggling to protect the domestic sugar industry. IN BACOLOD Angara also said Bacolod City, which is home to topnotch colleges and universities, is well-prepared to host contact centers, medical transcription activities and other business process outsourcing jobs. "Bacolod City has awesome natural assets and a vast pool of highly-educated and highly-trained manpower. It is a highly-competitive city based on the established benchmarks of competitiveness. Government's role should focus on enhancing these awesome assets. "The government can easily market Bacolod as a leading BPO Center in Western Visayas." The nationally-funded project is in connection with the President's Tulay ng Pangulo Program and will cost about P250 million each. Only Bacolod Councilor Catalino Alisbo voted against it, saying owners of establishments at Lacson-Burgos streets should first be consulted through a public hearing. He also questioned the feasibility study conducted by the consultants of the project. Alisbo claimed that the data required by the Department of Public Works and Highways from the city for the construction of the project has not yet been completed. He is also asking that the SP be furnished with all the pertinent documents, he said. He said he did not endorse the project because the Corazon Locsin Montelibano Regional Hospital is along Lacson-Burgos and the presence of a flyover will make it difficult for ambulances to make a turn towards the hospital. Leonardia said he has been pushing for the project since day one because he believes it is a necessity in Bacolod and that will further strengthen the city's image as a modern urban center, which is good for investment. PRIVATE BUSINESS He said it is shocking to learn that Alisbo is against it for selfish reasons because his business will be affected. "I thought he was for the interest of Bacolod but it seems his self-interest is reigning over the interest of the people," he said. Leonardia said it is shocking for a public official to block a P250 million project for the reason that it might affect his business. The Alisbo funeral parlor is located in the Lacson-Burgos corner. Secretary to the Mayor Roger Balo said Bacolod is one of the 10 recipient cities of this project in the country and it is only here that there is opposition to it. The construction of the project has already been started in Iloilo and even completed in other areas, he said. Balo said he believes the construction of the fly-overs will contribute to the growth and development of the two proposed sites. He said perhaps the reason why Alisbo objected is due to his funeral parlor that he thinks may be affected. However, Balo said the flyover will ease traffic congestion in the area and Alisbo's clients could even use the area below the flyover as parking spaces. OK'D BY BARANGAY CAPTAINS Balo said all the seven barangay captains, whose areas will be affected by the project, have already submitted their endorsements. A multi-sectoral group is importing two electric jeepneys (E-jeeps) from China this month for pilot-testing in the city in a bid to introduce a low-carbon, but sustainable transport system. Once it becomes viable, more such jeeps will be rolling off airplanes and shipped to this city in the South for commercial operations, and who knows, this may be replicated in other cities across the country. But the E-jeep is just icing on the cake. The real magic lies in the fact that the jeep will be running on electricity produced by a renewable energy power plant from the city's market and household wastes. The Green Renewable Independent Power Producer Inc. (GRIPP) conceived the 1 million euro (P61.88 million) project -- the first in Southeast Asia “to further cement Negros Occidental's move to go for clean energy five years ago." GRIPP is the same network of civil society groups, business sector, local government units and green groups that led Negros' campaign to foil the construction of coal plants and stay clean. The province sources its power mainly from geothermal energy. That was why Bacolod was the most logical choice for the pilot-testing. "The concept grew out of a desire to complete the clean energy campaign for Negros. We thought it's fitting to complete that by adding a transport component,'' Athena Ronquillo-Ballesteros, founding member of GRIPP, says in an interview. The idea, eventually, is to have a fleet of 50 E-jeeps plying the secondary routes, or those streets not covered by the 3,000 to 3,500 locally made jeepneys. After getting 300,000 euros (P18.56 million) as funding for the entire fleet from the Dutch institution Doen, GRIPP ordered two E-jeeps worth 6,000 euros (P371,280) each from Langqing Electric Vehicle Co. Ltd. in Guangzhou. It plans to run six E-jeeps for the initial tests from three to six months beginning July this year. Once it has a clear idea how well the operation runs, it will go into full commercial operations by July next year. ``Our dream is that in a period of three to five years, they can increase the fleet from 6 to 50, and eventually, 100, so we can break 10 percent of the market,'' says Ballesteros, also Greenpeace climate and energy campaigner. Greenpeace is part of GRIPP. The funder is actually a partner in the project. "The more commercially viable or successful the project is, the more they will support it. In fact, they're even willing to support the replication of the project in other cities,'' Ballesteros says. Unlike the hard, metallic jeeps that rule urban cities' roads, the E-jeeps are made of fiberglass, and can seat only 12, excluding the driver. They will carry batteries that will be charged for eight hours daily to run 80 to 100 kilometers. But like the iconic jeepneys, they will be carrying colorful designs on their bodies. As currently practiced, GRIPP will ask its own drivers to remit a portion of their daily earnings as part of the "boundary,'' the fixed amount that drivers remit to the jeepney owners out of their earnings at day's end. GRIPP will use the money to fund its own operations. With no fuel and maintenance costs, drivers of E-jeeps are expected to bring home bigger income each day. A jeepney driver earns an average of 30 euros (P1,856) a day. But after paying for the gas, and remitting the "boundary'' to the operator, he ends up with a take-home pay of 4 euros (P247.52). "If the driver remits a boundary of 13 to 16 euros (P804 to P990) a day to the foundation, and take home the rest, then his earnings will be four times what he's earning now. And he's not that exhausted,'' Ballesteros says. The E-jeep drivers will charge the standard fare approved by land transportation authorities. Beyond the E-jeep, the more crucial component of the project is the setting up of a power plant consisting of a generator, a high solid anaerobic digester, and gas engine on a land to be provided by the city government. Here, organic wastes collected by the city's garbage trucks from restaurants and wet markets will be emptied into digesters, where they will be "solubilised'' and converted into gas. The gas, in turn, will be fed into a gas engine that will produce the electricity. "When we thought of the project it's no secret we had the environment in mind. Climate change, and solving air pollution are two of our primary concerns,'' Ballesteros says. "With this project, you can reduce both. If you have better, cleaner air for a city like Bacolod, you also reduce the waste and you have more savings in the city,'' she said. Savings which, Ballesteros says, could otherwise fund the city's other priorities like infrastructure, education and yes, governance issues. Trials were made and then everything stopped when fuel prices stabilized. The Estrada administration showcased a car running on water. Then the fuss ended just as abruptly as it started. Now with fuel prices a stark reality for a longer period, alternative fuels are again being looked at seriously and in varying forms by government and the private sector. The search is based on two grim realities: the fuel price crisis will be here for good and environmental degradation has resulted in massive destruction around the globe that cleaner fuels must be pushed for the sustainability of the planet. Pretty soon, jeepneys run by electricity — either through solar panels or engines powered by rechargeable electric batteries from biogas — promise to be a novelty tourism attraction but most importantly, a respite for the hapless driver, whose income has substantially been eroded by the series of continuous fuel price hikes. The company bringing in the electric jeepneys to be pilot tested in Bacolod City in Negros province is Solar Electric Co. Inc. of Robert Lopez Puckett. Solarco is the leading company in commercializing solar, micro hydro and wind power plants in the country. Day by day, the jeepney drivers’ incomes shrink -- alongside the daily increases in crude oil prices-- thereby leaving them with barely enough to feed their families. Solarco, a company founded in 1976, is bringing into the country 50 prototype electric jeepneys that will be used in urban routes in Bacolod City — with Negros being the first province to completely embrace alternative fuels. Puckett expects the units — fabricated in China — to be launched in January 2007 as soon as the units arrive. He is currently seeking tax and duty incentives for the electric jeepneys to encourage more investments in these ventures and hopefully encourage local jeepney makers — Sarao and Francisco Motors — to eventually shift to mass producing these units in the future. The 50 units — all of them painted in colorful "Maskara" images that will inform the commuters the routes being plied by these different painted units — will be priced competitively as the local assembled jeepneys but will come in the traditional 10 passengers seat at the back and three (including the driver) in front, Puckett said. "My main goal is to bring down the cost to the drivers and improve their daily takehome pay (now below P200 a day in Bacolod City) and hopefully reduce the fare for the commuters, who are already reeling from high prices and the high cost of living," Puckett said. All the units will be run by electricity powered by the biogas plant in Bacolod, which will process not just farm waste but also domestic solid wastes. Some of the jeepneys will have back-up solar panels on the roof that will supply the electricity to the engines during the day, he said. In the case of solar-powered jeepneys, the six solar panels will serve as the back -up source of electricity while the biogas electricity will then be the main source, he explained. The biogas-powered electric jeepneys can run 140 klilometers a day but it can go farther at 180 to 190 km per day with the solar panels, Puckett said. With the cost savings realized by drivers using the electric jeepneys, Puckett expects their daily income to double since they do not have to buy expensive diesel or gasoline anymore and can charge their batteries only once. To ensure that batteries’ life would be extended the body of the jeepneys will be lighter since they are made of fiberglass and the batteries can be re-charged once a day (preferably at night for two to three hours) in a charging station where the biogass plant is located, he explained. For the units that have six solar panels on the roof, they need not re-charge the batteries as often since the solar panels serve as the main electric power source during the day — when there is still sun — and the electricity starts running only when the sun disappears, he said. Solarco, in close coordination with the local government of Bacolod and NGOs in the area, is currently working out details like the location of the battery charging station; the cost of unit to be sold to the jeepneys or their operators; the fare rates to be charged and other operational concerns. Well, i trust in the expertise of the ones who will do the technical planning. But again, with the mixed track record of our government especially in priority projects, requires us to be vigilant. I was just hoping that since it is a government initiative, then it will be a BOT (Build Operate Transfer). I understand that the cost of constructing the bridge will be substantial. But since it is an infrastructure project, then the terms of the financing will be liberal provided it is for development. The NLEX is 85 kms from Balintawak to Angeles. And i understand that the NLEX has been extended up to Tarlac. The bridge is 20 kms tops (3 to 4 liters by car) and if it passes through Guimaras, siguro mga 15 kms na lang. Well, i was just looking at the pros and cons. Guys, as to the transportation cost by sea, the Philippines is real expensive. The cost of ferry to Iloilo is Php200 (20 kms) while an aircon bus ride to Baguio (270kms) is what, Php 300? I think you have heard of complaints by businessmen that it is more expensive to ship to Mindanao than to Hongkong. Our ships are real expensive. A boat ticket to Manila by tourist class is Php1600++/ budget class Php1000++ plus meals pa which takes 20 hours to complete. While plane is around Php 1600 to Php2000, 1 hour lang- you guys know that. I understand your concern regarding the cost of constructing the bridge vs its feasibility. But our local sea transport is not cheap. Sa akin lang naman, i am just looking at cost vs benefit. Severino RE-ELECTIONIST Councilor Catalino Alisbo wants a black-and-white copy of a feasibility study on the proposed P500 million overpass (flyover) roads in Bacolod City. The project to be built under President Arroyo's "Tulay sa Pag-unlad Program" had already been approved by the City Council. One will be built at the intersection of Burgos-Lacson streets and another one between BS Aquino Drive and Lacson, too. The projects are meant to decongest the worsening traffic in the city. Alisbo, however, demanded Secretary to the Mayor Rogelio Balo to present to them the blue print of the project, in black-and-white, to the SP. Alisbo feared that their family business, the Alisbo Memorial Chapels located at the corner of Burgos-Lacson street will be affected by one of the overpass road projects. In an interview Sunday, Alisbo said the projects have no pertinent papers and feasibility study and were only presented to the SP recently when the projects were approved by the City Development Council last December, 2006. None of us have seen how do the two flyovers exactly looked like. "A feasibility study is most essential considering that a number of businesses, buildings, drugstores and a historical landmark which is the Corazon L. Montelibano Regional Hospital will be affected. How will a massive structure provide for hospital emergency cases, when a hospital will be affected?" Alisbo said. Alisbo added, "National projects must undergo proper consultation especially if businesses will be affected. He cited the case of businesses in Avenida and Recto in Manila. Arroyo was here yesterday to lead the oath-taking of governor-elect Felipe Hilan Nava and other local officials of the island province. Nava said that Arroyo discussed the thrust of the national government particularly on the role that Guimaras will play in the light of super-regions program as priority development plan of the Arroyo administration. The President in her State of the Nation Address (SONA) delivered in July last year, highlighted the tourism prospects of Western Visayas as part of the Central Philippines mega-region. “Guimaras has identified agri-fishery tourism as its main economic driver in its provincial physical framework plan,” Nava stressed. Iloilo – the gateway to Boracay and Guimaras – is the center of trade and commerce in Panay. Arroyo said the bridges linking Iloilo, Guimaras and Negros Occidental are priority projects in the next three years. “There will be more commerce and trade that will flourish here while it is situated between the islands of Panay and Negros – the main beneficiary would be Guimaras. Infrastructure like roads will be established all over the province,” Arroyo explained. He added that concerned local government officials have been consulted for the crafting of a feasibility study on “bridging the islands.” Arroyo said he had discussed the plan with Nava, Iloilo governor Niel D. Tupas, Sr. and Negros Occidental governor Joseph Marañon who conformed to the proposed projects. “The potential funding for the bridges can only be possible if we have a good feasibility study. Maybe we could ask grants from Japanese and Spanish governments to set up the bridge projects,” said Arroyo. He noted the idea to bridge the islands started during the time of former Guimaras Governor Emily Lopez in the late 90s “but the problem was that there were no project studies done.” “I think it is very workable––it is a good idea. We just have to work out the feasibility study and find necessary funding. It is not only on Region 6 but there is also a program aims to link all the Visayas Islands,” Arroyo said. Ted Haresco of the Presidential Bridge Program said the proposed bridges are in preparation for the booming tourism market. “The developments will come to Asia. Some five million Chinese and Koreans are expected to come to the Philippines, thus we have to improve the tourism facilities and most importantly the infrastructure,” said Haresco. “Central Philippines has the competitive edge in tourism in its natural wonders top-billed by Boracay in Aklan, Cebu, and Bohol that attract more than half of the foreign tourists to the Philippines.” The President has also pledged to pour in multi-billion projects particularly on infrastructure like road networks and port facilities in order to link Panay and Guimaras to the rest of the islands, thus providing better access for tourists. “The priority here is tourism investments. The national government introduced the Roll-on Roll-off (RoRo) or “nautical highway” from Zamboanga del Norte through Negros, Panay and Mindoro to Batangas in 2003 to improve the transport services. (Solarco), said the 50 electric jeepneys (E-jeeps) will serve as mobile billboards in the promotion of cleaner energy at a time when there is growing concern over the impact of global warming resulting from worsening pollution. Solarco, the sole distributor and marketer of the E-jeeps, will pilot the units this month with the presentation of two units in Makati City on July 4 and the rest of the 50 units in Bacolod City in Negros Occidental later this month. GRIPP conceived of the project a year and a half ago after it got funding from the Dutch foundation Doen. The E-jeeps that costs P550,00 with 5-horsepower engines running solely on electricity. An eight-hour charging of its batteries is enough to cover 120 km each day at a maximum speed of 40 km per hour, said Puckett. The design of the E-jeeps is patterned after the original passengers jeepneys in the 1950s which were converted from American military jeeps. Puckett said the E-jeeps are roomy and would afford the driver and passengers a better view because of its wider space. He said a person less than five feet in height could stand upright inside the jeepney. The units are designed to carry 10-12 passengers at the back and three passengers, including the driver, in front. The first units of the E-jeeps will come out in red, blue and yellow with fancy designs that reflect the Filipino culture. The designs were conceptualized by artists who studied jeepney designs since the 1950s, said Puckett. Puckett said a daily electric charge of an E-jeep's batteries would cost around P150, way below than the daily gasoline expense from P800 to P1,000 of passenger jeepneys. The drivers and commuters will also be spared by fluctuating oil prices in the world market which are sensitive to political and social developments especially in the oil-producing countries. Solarco expects to sell around 80 units this year and 200 by this year. Puckett said there are many companies who are interested in providing financing to operators and interested buyers of the E-jeeps. He said that aside from Bacolod City, they are also prioritizing cities that are known to be pro-environment like Puerto Princesa in Palawan and Baguio. While the first batch of E-jeeps were manufactured and assembled by the Langqing Electric Vehicle Co. Ltd. in Guangzhou in China, Puckett said they hope production will be done locally within the next few years. Solarco last week signed a memorandum of agreement with the Iloilo-based micro-finance institution Taytay Sa Kauswagan Inc. to provide solar-power units to rural areas beyond the power grid of the National Power Corp. This program will provide solar energy systems to households costing a minimum of P21,000 which can power three electric bulbs or its equivalent consumption. Mylene Capongcol, Director of the Department of Energy and head of its Rural Power Project, who witnessed the event said the aim to energize 90 percent of households by 2017 cannot be done without the help of the private sector.
