URA launches tender for hotel site at Gopeng Street / Peck Seah Street
The Urban Redevelopment Authority (URA) launched the hotel site at Gopeng Street / Peck Seah Street for sale via public tender today.
The land parcel was made available for sale through the Reserve List system on 21 February 2008. On 1 November 2010, URA announced that it had received an application from a developer to put up the land parcel for tender. The developer has committed to bid at a price of not less than S$94,045,276 for the land parcel in the public tender.
Land Parcel at Gopeng Street / Peck Seah Street
The site is located within the Tanjong Pagar area, which is a prominent gateway leading directly into the main financial and business areas of Shenton Way, Raffles Place and Marina Bay. It is also home to several hotels which have been established to serve the business community and tourist visitors. These include business hotels like the Amara and M Hotel, as well as award winning hotels like Berjaya Hotel and The Scarlet.
The successful sale and on-going development of several new office, high-rise residential and hotel sites in the area will further enhance the vibrancy and activities of the Tanjong Pagar commercial district.
With a land area of about 0.23 ha, the hotel site can generate a maximum permissible gross floor area of 19,416 sqm.
Tender for the site will close at 12 noon on 11 January 2011.

A hotel site in Tanjong Pagar was released for sale on Monday via a public tender.
The Urban Redevelopment Authority (URA) said the Gopeng Street/Peck Seah Street site was made available for sale through the so-called Reserve List system in February 2008.
The sale process was triggered earlier this month when URA received an application from a developer to put up the land parcel for tender.
The unnamed developer has committed to bid at a price of not less than S$94.05 million.
URA said the 99-year leasehold site is situated at a prominent gateway leading directly into the main financial and business areas of Shenton Way, Raffles Place and Marina Bay.
It is also home to several hotels, such as the Amara and M Hotel, serving the business community and tourists.
With a land area of about 0.23 hectares, the site can generate a maximum permissible gross floor area of over 19,000 square metres. It also has a maximum building height of 30 storeys.
The tender for the site will close at noon on January 11 next year.

More commercial land sites released

SINGAPORE: The government is releasing more commercial land on the Confirmed List to meet demand for office space.
One of the commercial sites is at Robinson Road, which would cater to demand in the CBD.
The other site is at Paya Lebar Road, which the government hopes will facilitate the early development of Paya Lebar Central into an attractive commercial hub to complement the CBD.
In addition, a commercial site at Sims Avenue and Tanjong Katong Road will be added to the Reserve List to provide for growth of Paya Lebar Central into a sizeable and sustainable commercial node.
Two new hotel sites will also be added to the Reserve List.
The first is at Race Course Road, near Little India, a popular destination for tourists.
The second hotel site is at Kallang Riverside, in an area that has been identified as a new waterfront lifestyle precinct, near the upcoming Sports Hub, which is scheduled to be completed in 2014.

Development Phasing Plan for Marina Bay
In addition to the supply of office space from the commercial sale sites in the 1H2011 GLS Programme, more supply of commercial space is also expected from the development of the 6 plots of land at Marina Bay and Ophir Road / Rochor Road to be jointly developed by M+S Pte Ltd, under the recently concluded agreement with Malaysia. These land parcels can potentially yield a combined GFA of about 500,000 sqm, part of which will be for office use.
The Government will also continue to release land parcels in Marina Bay area at a steady pace in future GLS Programmes to allow the seamless expansion of the CBD and to ensure that there is adequate supply of office space to meet the growing needs of financial and business institutions.
The release of land will be planned in tandem with the on-going infrastructure works in the Marina Bay area, including the construction of the Downtown Line, the extension of the North-South RTS Lines, Marina Coastal Expressway and the Common Services Tunnels. These works will be completed in phases in the next few years.

Paramount Hotel & Shopping Centre sold to Orchard Mall

SINGAPORE : Paramount Hotel & Shopping Centre has been sold to Orchard Mall for S$214 million.
This is the biggest collective sale in the commercial property market this year.
The site comes up to nearly 102,000 square feet and has a gross plot ratio of up to 3.0 Jones Lang LaSalle, manager of the sale, said the freehold site has a potential gross floor area of up around 308,000 square feet.
This works out to approximately S$1,178 per square foot, per plot ratio. While the site was zoned for use as a hotel under a previous Master plan, Jones Lang LaSalle said that it has varied redevelopment options such as hotel, commercial, residential, or a combination of the three, subject to planning approval from the authorities.
The site currently holds a 229-room hotel and shopping complex comprising a four-storey podium and an eight-storey tower block.
Quek Soh Hoon, national director and head of commercial at Jones Lang LaSalle, said that the bids signalled a strong interest for this rare, prime, freehold redevelopment site.
She added that Jones Lang LaSalle is confident of the potential that the site could offer due to the accessible location and the nearby amenities.

Lion City Hotel, Hollywood Theatre sites up for sale

(SINGAPORE) Lion City Hotel, a 42-year- old landmark in Tanjong Katong, could be making way for new developments. The hotel and the former Hollywood Theatre next to it have been put up for sale by the family of the late property magnate Wee Thiam Siew.
Landmark Property Advisers and Knight Frank are marketing the freehold sites and expect them to fetch more than $300 million.
Lion City Hotel was built in 1968 and the Wee family has been operating it. The 166-room building is a few minutes' walk from Paya Lebar MRT station.
Crowds flocked to the vicinity in the early 1970s as it was home to one of Singapore's earliest department stores run by Emporium. The hotel remained standing even as the area lost some of its lustre over the years.
Next to the hotel is the former Hollywood Theatre, which has its own colourful past. Movie stars such as Fung Bo Bo and Siao Fong Fong had made appearances there decades ago.
The theatre stopped screening films in the 1990s and was at one point home to City Harvest Church. Today, a food centre and a Sheng Siong supermarket occupy the space.
The authorities have indicated that the Lion City Hotel and Hollywood Theatre sites can be redeveloped into residential and commercial developments.
The two plots, together with a substation site nearby owned by SP Powerassets, yield a gross floor area (GFA) of 507,924 sq ft. Some 243,805 sq ft can be put to residential use and 264,119 sq ft to commercial use.
The marketing agents estimate that the sites can accommodate a shopping centre similar to Katong Mall, as well as some 240 apartments with an average size of 1,000 sq ft.
They are expecting the sites to fetch more than $300 million in a tender, and the winning bidder will have to pay a development charge of around $77.8 million.
According to the agents, the land price would come up to around $753 per sq ft per plot ratio (psf ppr). If there is an extra 10 per cent of residential GFA for balcony space, the price would be around $736 psf ppr.
There is likely to be 'keen interest' in the sites as they would benefit from the upcoming commercial centre at Paya Lebar Central, the agents said.
SLP International Property Consultants' research executive director Nicholas Mak believes that the expectations are bullish. The breakeven price for the residential units could exceed $1,100 psf, he said. The tender for the sites will close on Jan 6.

THE Urban Redevelopment Authority (URA) will be putting a hotel site at Robertson Quay up for tender, after a developer committed to pay at least $51.5 million or $378 per square foot per plot ratio (psf ppr) for it.
Industry watchers expect to see keen demand for the site, even as several other hotel plots enter the market.
Interest in hotel development has grown this year along with swelling tourism numbers and a smooth economic recovery.
The 99-year leasehold land parcel at Robertson Quay is 0.45 hectare big and has a maximum gross floor area of 136,174 sq ft. URA estimates that it can yield 350 hotel rooms.
The site is near the Singapore River and is located within a hotel cluster which includes developments such as Gallery Hotel and Studio M Hotel. It is also next to residential projects such as Rivergate and Robertson 100.
In addition, food and beverage and entertainment outlets at Robertson Quay and Clarke Quay are within walking distance.
URA will launch the tender for the hotel plot in two weeks' time. Cushman & Wakefield Singapore vice- chairman Donald Han believes there will be a 'healthy dose of demand' for the site, with bids going up to $750-$800 psf ppr.
That estimate comes close to the price fetched by a hotel site nearby at the junction of Clemenceau Avenue and Havelock Road in August. The top bidder had paid $101.1 million or $813 psf ppr.
The Robertson Quay plot does not enjoy the same road frontage as the one at Clemenceau Avenue/ Havelock Road, but that may make the former suitable for building some residential units, and the residential play could enhance the value of the site, Mr Han said.
Under zoning guidelines, developers can use up to 40 per cent of a hotel site's total floor area for commercial or residential use, subject to official consideration.
Although developers have triggered the sale of a number of hotel sites this year, demand should stay strong if the economy does well and visitors keep coming, Mr Han said. He added that several hotel operators are still trying to gain a foothold in Singapore.
CBRE Hotels Asia-Pacific executive director Robert McIntosh believes that the site will fetch a 'good price' and attract some five to 10 bidders.
Hotel room rates and occupancies in Singapore have been rising this year and the outlook remains 'pretty positive' even with more supply coming on stream, he said.
According to a CBRE Hotels report, revenue per available room gained 24 per cent to about $181 in the first nine months of this year, and room rates rose 11 per cent to around $211.
With sentiments improving, developers have gotten hungrier for hotel sites this year. Two other hotel sites are still up for tender - one at Gopeng Street/Peck Seah Street and another at Ogilvy Centre.
Sites with a mandatory hotel component have also been sold this year, such as that at Peck Seah Street/ Choon Guan Street and another at Stamford Road/ North Bridge Road.

SINGAPORE: The Urban Redevelopment Authority (URA) said it has launched the tender for a hotel site at Robertson Quay on Thursday.
The land parcel was available for sale through the Reserve List system since April last year.
The tender was triggered because URA has received an application from a developer for the site.
The developer has committed to bid at a price of not less than S$51.5 million for the land parcel on a 99-year lease.
The 0.45 hectare site can generate a maximum permissible gross floor area of over 12 thousand square metres.
The hotel site is located within Robertson Quay, along the historic Singapore River, amidst a well-established hotel cluster comprising developments such as Studio M Hotel, Park Hotel Clarke Quay and The Gallery Hotel.
It also has direct access to the Singapore River promenade, with many popular entertainment, food & beverage and lifestyle outlets along Robertson Quay, Clarke Quay, Boat Quay and Mohamed Sultan Road just round the corner.
The tender for the site will close at 12 noon on March 8.

OGILVY Centre, the landmark conservation building at the junction of Robinson Road and Boon Tat Street, is set to get a makeover. Built to the neoclassical style, the property will soon have at least 200 hotel rooms, as well as upmarket restaurants and retailers on the ground floor.
Royal Group Holdings - linked to Asok Kumar Hiranandani of Royal Brothers - has big plans for the site opposite Lau Pa Sat, after putting in the top bid of $86 million or $1,072 per square foot per plot ratio (psf ppr) in a state tender.
This is one of the highest bids seen for hotel plots recently, and markedly exceeded expectations.
Seven other property players were in the fray when the tender closed yesterday. Oxley Holdings submitted the second highest bid of $72 million or $898 psf ppr, which is 16 per cent less than the top bid.
RB Capital - led by Mr Hiranandani's nephew Kishin - was the third highest bidder with an offer of $71.1 million or $887 psf ppr.
The other bidders were Fragrance Group, Sin Heng Chan, a unit of Far East Organization, and a unit of Overseas Union Enterprise.
All the tender participants chose to bid for the site on a 60-year lease term even though the 30-year option was available.
Royal Group has plans for a five-star hotel with at least 200 rooms. Daily room rates could be at least $280-300, while rents for retail space could range from $20-30 psf.
The location of the plot and the scarcity of conservation sites for hotel use justified the aggressiveness of the bid, Mr Hiranandani told BT. 'The only competition I have for this product is going to be Fullerton Hotel and Fullerton Bay Hotel,' he said.
Mr Hiranandani's son Bobby will be overseeing the project, and the hotel could be ready in two years' time.
The site has a maximum permissable gross floor area of 80,191 sq ft. The developer will have to retain the existing four-storey conservation building, but the rear part of the building may be demolished, redeveloped, and integrated as a new five-storey extension.
When an unnamed developer first triggered the site for sale in October last year, the market had expected the top bid to perhaps cross $50 million. Yesterday's results far exceeded the estimates - five of the eight bids exceeded that figure.
The historical value of the site could have led to the high bids, said Knight Frank head of consultancy and research Png Poh Soon. In addition, with visitor numbers growing, 'people are more willing to go ahead with such tender prices.'
Competition for hospitality assets seems to be heating up, he added. In August last year, the top bid for a hotel site at Clemenceau Avenue was $101.1 million or $813 psf ppr, far surpassing analysts' projections.

URA awards Robinson Road hotel site to Royal Group

SINGAPORE : The Urban Redevelopment Authority (URA) has awarded the tender for a hotel site at Robinson Road/Boon Tat Street to Royal Group Holdings.
The company submitted the highest bid of S$86 million for the land parcel, which translates to about S$11,544 per square metre of gross floor area.
Tender for the site was launched on November 2 last year and closed on January 5.
The land parcel has a site area of about 1,860 square metres and a maximum permissible gross floor area of 7,450 square metres.
The 60-year leasehold site had received a total of 8 bids, ranging from a low of S$34 million to a high of S$86 million.
The second highest bid of S$72 million was submitted by Oxley Vibes.
Royal Group Holdings is expected to develop the property into a five-star hotel with 200 rooms, up-market restaurants and high-end retail outlets.

UOL Group acquires Lion City Hotel

SINGAPORE: UOL Group has acquired Lion City Hotel, a freehold property at the junction of Tanjong Katong Road and Geylang Road, for S$313 million.
The property, which has a site area of 147,910 square feet, is also near the existing Paya Lebar MRT interchange.
UOL says that its wholly-owned subsidiaries UOL Residential Development and UOL Property Investments have successfully tendered for the site.
The company says the site may be redeveloped as a commercial-cum-residential development.
But UOL adds that it would assess the current allowable development options before determining the final development scheme for the property.
Lion City Hotel, a 42-year-old landmark, was put up for sale by the family of property magnate Wee Thiam Siew in December last year.
The site includes the former Hollywood Theatre which is located next to the hotel.
The theatre had stopped screening films in the 1990s and at one point it was home to City Harvest Church.
Currently, the building is occupied by Sheng Siong supermarket and it has a food centre as well.
In a statement, UOL says the future redevelopment of the property is expected to benefit from the nearby Paya Lebar Central commercial hub planned by the URA.
It also says the acquisition and redevelopment of the property would enable the group to replenish its land bank.

Located at the fringe of the city centre, Paya Lebar Central is envisaged to be a bustling commercial centre, with a mix of office, retail, hotel and attractive public spaces. Totalling about 12 hectares, it has the potential to be a sizable fringe commercial centre, catering to businesses that do not need to be located within the CBD.
The land parcel at Paya Lebar Road / Eunos Road 8 is the first site offered for sale in Paya Lebar Central. It is located next to the Paya Lebar Interchange Station serving the Circle and East-West MRT Lines. In line with the plan for Paya Lebar Central to be a major commercial centre, 80 per cent of the proposed development on the land parcel will be for office use. The remaining 20 per cent can be for additional office use or other uses permitted under the Commercial zoning.
The tender will close at 12 noon on April 21. Selection of the successful tenderer will be based on the tendered land price only.

Hotel site at Robertson Quay attracts 9 bids

SINGAPORE : A hotel site at Robertson Quay has attracted a total of nine bids from developers at the close of its tender by the Urban Redevelopment Authority (URA).
The highest bid of S$127.8 million was jointly handed in by Novel Developments and New Vista Realty.
That translates to S$10,098 per square metre.
The second highest bid of S$127.1 million came from RB Capital Robertson City, while the third highest bid was S$103.3 million from Golden Development Private Limited.
The lowest bid of S$65 million was by Grand Plaza Park Hotel.
"The increasing number of tourists in Singapore has pushed up the demand for accommodation and thus for land for hotels," said Li Hiaw Ho, executive director of CBRE Research.
Mr Li also pointed out that the highest bid was more than twice the trigger price of S$51.50 million.
He added that the hotel site has a maximum gross floor area of 12,651 square metres and an estimated 350 rooms can be developed there.
The 4,500 square metre site with a 99-year lease was launched for public tender in January.
It was originally on the Reserve List of the Government Land Sales Programme.
URA said it will announce the winning bidder at a later date.

Park Regis Singapore is also inviting all its guests to support this global environmental awareness event created by the World Wildlife Fund (WWF) to send a powerful global message about the importance of environmental sustainability and caring for the planet.
There will also be a poster where all guests will be showing their support to the event by signing on the poster on top of turning off their lights in the rooms.

CITY Developments Ltd (CDL) yesterday emerged as the top contender for a 99-year-leasehold hotel site at Robertson Quay, putting in a bid of $127.8 million or $938 per square foot per plot ratio (psf ppr).
The group has on the drawing board plans for a mixed development, with hotel rooms and a commercial or residential component.
CDL was one of nine participants in the tender for the site. Its bid was just 0.5 per cent higher than RB Capital's $127.1 million or $933 psf ppr.
RB Capital – controlled by Kishin Hiranandani, son of Royal Brothers's Raj Kumar Hiranandani – had won the tender for a hotel site at Clemenceau Avenue/ Havelock Road in September last year.
Far East Organization was in third place with a bid of $103.3 million or $759 psf ppr. Other parties in the race included Keck Seng International, Royal Group Holdings and Grand Plaza Park Hotel.
The Robertson Quay site has a maximum gross floor area of 136,174 sq ft and is near the Singapore River, next to residential projects such as Rivergate and Robertson 100.
It is also located within a hotel cluster. A number of hotels owned by CDL Hospitality Trusts such as Studio M Hotel and Grand Copthorne Waterfront Hotel are in the area.
A CDL spokesman said: 'The company is exploring in detail a proposed design of a mixed hotel and commercial/residential development. The design will take into account synergies amongst our current developments in the area.'
Under zoning guidelines, developers can use up to 40 per cent of a hotel site's total floor area for commercial or residential purposes, subject to official consideration.
Cushman & Wakefield Singapore vice-chairman Donald Han said that CDL would have a good grasp of the area given the success of its earlier developments. For instance, Studio M Hotel – originally owned by CDL unit Millennium & Copthorne Hotels – took less than a year to attain stabilised earnings. The usual gestation period lasts two to three years.
Robertson Quay is also an accepted residential area, Mr Han said. If the project comes with a residential element, unit sales would help to finance construction, he pointed out.
CBRE Research executive director Li Hiaw Ho noted that the increasing number of tourists in Singapore has pushed up demand for rooms and hotel sites.
He gave some numbers to illustrate the sector's vigour. In January, the average occupancy rate was 82 per cent, up 1.2 percentage points year on year. The average room rate was $224 – 18.5 per cent more.
CDL is optimistic about Singapore's hotel industry.
Strong demand for accommodation is expected to continue with the opening of more attractions at the integrated resorts and new ones such as Gardens by the Bay, its spokesman said.

Thanks for the info. I think this would be a great addition to Orchard, filling the middle-range hotel vacuum in Orchard. We can't have a street full of high end hotels. Not very realistic as only rich tourists could stay. Maybe its time for a budget hotel within the immediate Orchard area?

Development site at 70 Shenton Way up for sale by tender

SINGAPORE: A rare development site at 70 Shenton Way has been put up for sale by tender.
The commercial property, which belongs to Roxy-Pacific Holdings, is located in the Central Business District and is about three minutes' walk from Tanjong Pagar MRT Station.
The property comprises a four-storey podium and a 17-storey office tower with an existing gross floor area of 19,557 square metres or 210,729 square feet.
It sits on a land area of 1,833.5 square metres or 19,737 square feet.
According to the Master Plan 2008, the site is zoned for commercial use with a plot ratio of more than 8.4 and a building height of up to 35 storeys.
Its sole marketing agent DTZ said provisional permission has been attained from the Urban Redevelopment Authority for the building of a 32-storey "commercial and residential" development at a plot ratio of 10.677.
It has also been granted an in-principle approval by the Singapore Land Authority for a lease top-up to 99 years.
DTZ added that amenities like banks and food & beverage outlets are readily available in the area.
Other significant properties in the area include commercial projects Twenty Anson, Mapletree Anson and Springleaf Tower, as well as new residential towers Lumiere and the upcoming 76 Shenton.
Shaun Poh, DTZ's senior director for investment advisory services and auction said "the subject site is a rare 'island' plot along Shenton Way. At its strategic location, it enjoys sweeping sea views from the East Coast shoreline across to Sentosa."
"The property should appeal to developers who are seeking good quality development sites in sought-after locations, and end users or investors looking for stand-alone commercial building with naming rights options as their corporate headquarters or a good asset with enhancement potential," he added.
The tender for the property closes on June 23 at 3pm.

URA releases details of Race Course Road hotel site

SINGAPORE : The Urban Redevelopment Authority (URA) has released the detailed sales conditions for a hotel site located at Race Course Road and Perumal Road on Tuesday.
With a land area of 0.38 hectare, the hotel site can generate a maximum permissible gross floor area of about 13,500 square metres with a lease period of 99 years.
The hotel site is next to Sri Srinivasa Perumal Temple and is located near the historic district of Little India.
Located within walking distance to Farrer Park MRT station, the future hotel development will also enjoy easy access to the Central Business District (CBD) at Raffles Place and Marina Bay.
Under the Reserve List system, a site would be released for sale only if a bid with an acceptable minimum price is received.

SINGAPORE : The Urban Redevelopment Authority (URA) has released the detailed sales conditions for a hotel site (Land Parcel B) located at Kallang Riverside.
The land parcel, which can potentially yield about 490 hotel rooms, has an area of about 0.82 hectares with a lease period of 99 years.
The site has a maximum permissible gross floor area of about 22,900 square metres and a maximum allowable building height of 16 storeys.
The land parcel, located along Kallang River, is made available for sale under the Reserve List of the Government Land Sales Programme for the first half of 2011.
Under the Reserve List system, a site is released for sale only if a bid with an acceptable minimum price is received.
The tender period is about four weeks before it closes.
The first hotel site (Land Parcel A) at Kallang Riverside was made available for sale on the Reserve List in 2009.

It is a great area for office workers to chill and relax, to have a little greenery in the dense and busy CBD, but it will soon be gone. I have a feeling Capitaland will join the bid and if successful, will integrate this new scraper with its HQ. It has quite a good location, being nearer to Raffles Place than Capital Tower and just about 2 mins walk from Tanjong Pagar Station.

The graves there date back to the early 1800s. Such history should not be removed.
Let's say the land is worth 100 million, not even 100 million dollars can buy 200 year old graves and 200 years of linkage to the Johor Sultanate.

SINGAPORE : Ming Arcade, a prime freehold commercial development located off Orchard Road, is up for collective sale by tender.
The redevelopment site is zoned 'commercial' and majority-owned by Ong Beng Seng's property group, Hotel Properties Limited (HPL).
Located at 21 Cuscaden Road, Ming Arcade has a gross plot ratio of 4.2 and an allowable building height of 20 storeys.
It currently has 88 commercial or retail strata units of sizes varying from 140 square feet to 620 square feet.
As the site has an approved gross floor area of 55,046 square feet, no development charge is payable, according to sole marketing agent Jones Lang LaSalle.
Jones Lang LaSalle said the indicative price of the site is more than S$130m or S$2,360 per square foot per plot ratio.
Analysts estimate the site could fetch up to S$1 billion or S$4,000 per square foot, based on the reserve price for nearby Tanglin Shopping Centre's collective sale.
The reserve price for Tanglin Shopping Centre's collective sale is said to be S$1.25 billion, working out to about S$4,000 per square foot of potential gross floor area.
Possible redevelopment options include medical suites, as well as office and retail developments.
HPL already owns most of the properties surrounding Ming Arcade, including Four Seasons Park and Forum The Shopping Mall.
Analysts believe HPL will acquire Ming Arcade so as to achieve synergies between its properties.
They also said the property could be valued as high as S$2,500 per square foot and S$5,000 per square foot if redeveloped as an office building or a medical suite.
Retail rents in the area average at S$15 per square foot, while office rents range between S$7 and S$11 per square foot, and rents for medical space range from S$10 to $12 per square foot.
The tender will close at 3pm on September 1.

Paya Lebar Central
Located at the fringe of the city centre, Paya Lebar Central is envisaged to be a bustling commercial centre, with a mix of office, retail, hotel developments and attractive public spaces. The precinct has in total about 12 hectares of land which can potentially yield 500,000 sqm of commercial floor space. Paya Lebar Central has the potential to be an attractive commercial hub that can cater to businesses that do not need to be located within the CBD. An artist's impression of Paya Lebar Central is provided in Annex 1.
Land Parcel at Sims Avenue/Tanjong Katong Road
The land parcel at Sims Avenue/Tanjong Katong Road is located next to Paya Lebar Interchange MRT Station which serves the East-West and Circle MRT Lines, It has excellent frontage along Paya Lebar Road, Sims Avenue, Tanjong Katong Road and Geylang Road. This is the second site to be made available for sale at Paya Lebar Central and will continue the development momentum to transform the precinct into a major commercial hub.

PROPERTY market watchers have given mixed views on the level of interest likely to be shown by bidders for the second commercial site at Paya Lebar launched yesterday by Urban Redevelopment Authority.
Some believe the top bid could exceed the $872 per square foot per plot ratio (psf ppr) fetched for the first Paya Lebar site, which was sold in April, citing a shift in demand to outside the CBD among big occupiers. However, others highlight that the substantial amount of CBD office supply which will manifest itself in the next few years, including the Marina Bay and Ophir-Rochor projects to be developed by a Khazanah- Temasek tie-up, could mean there will be less incentive for big office occupiers to decentralise.
The latest plot has minimum office and hotel components, stipulated at 40 per cent and 15 per cent respectively of the maximum gross floor area of about 935,577 sq ft. No residential use is allowed. The tender closes on Oct 18.
The earlier site was sold for $585.6 million or $872.16 psf ppr to a consortium comprising Low Keng Huat, Guthrie GTS and Sun Venture Commercial. The site drew 10 bids. At least 80 per cent of the maximum GFA for that site was stipulated for office use.
For the latest plot, Cushman & Wakefield reckons the top bid could be about $960 psf ppr (or $897.6 million) - 10 per cent higher than the price for the maiden plot. The tender may again draw 10 bids.
Credo Real Estate reckons the top bid for the latest plot may be in the region of $800-950 psf ppr (or $748.50-888.80 million). The tender may draw six to nine bids, predicts Credo executive director Ong Teck Hui. 'Since the tender closing is nearly three months away, the actual bids and tender participation will be affected by how current global as well as local market uncertainties pan out.'
Another seasoned property consultant predicts that the latest plot may fetch fewer bids, about half a dozen, and the top bid below that for the earlier plot.
For the site launched yesterday, apart from the minimum 40 per cent and 15 per cent of maximum GFA which has to be set aside for office and hotel uses respectively, the remaining 45 per cent shall be for additional office and/or hotel use or for other commercial uses such as retail, entertainment and food.
No residential use will be allowed in the office component of the development.
'The proposed office layout for the development on this land parcel will be evaluated to ensure that it is in line with typical quality office layout that meets the needs of genuine office end-users at the development application stage,' said URA.
If the developer seeks to subdivide the office space and seek strata titles for individual office units for the purpose of selling them, a minimum strata unit size of 100 sq metres (1,076.39 sq ft) is encouraged by URA.
All the space for retail and activity-generating uses in the project shall be held under a single strata lot. It may not be subdivided into smaller strata units for individual sale. This is to ensure the retail space continues to be well managed. A section of Geylang River flows through the sale site. 'Recreational facilities and communal spaces such as boardwalks, promenades and bridges can be built over the waterway or along the landscaped river banks to enhance the attractiveness and uniqueness of the proposed development,' URA said.
Cushman Singapore vice-chairman Donald Han said: 'We expect the same enthusiastic response for this site as we saw for the earlier plot.' He cites a shift in demand for office space to non-CBD locations given the rise in Grade A CBD office rentals. 'Last year, seven out of the eight office or business space leasing deals of 100,000 sq ft or more involved CBD locations. So far this year, we have seen only six deals of this size and of which just one has been in the CBD - Marsh & McLennan at Asia Square Tower 1. For large occupiers, monthly rentals for CBD offices are breaking the $10 psf level. Business park space in places like Changi and Jurong could cost about $4 psf while suburban office space may cost about $6 psf,' said Mr Han.
However, he points out that during the heyday in 2007-2008, the rental gap between CBD offices and suburban offices/busi- ness park space was over $10 psf. 'If the CBD office supply continues to build up, this differential is likely to narrow further. This will mean there is less incentive for decentralisation.
'Taking this into account, and the latest plot having a less prime location and the bigger deal size this round, the top bid (in psf ppr terms) is likely to be lower than that for the first site.'

(SINGAPORE) Ascott Residence Trust has received provisional permission from the Urban Redevelopment Authority (URA) to redevelop Somerset Grand Cairnhill Singapore into an integrated hotel-and-residential development.
The terms and conditions of the outline planning permission (OPP) include the rezoning of the site from residential use to commercial-and-residential use.
It also allows for a maximum gross floor area of about 43,400 square metres, at least 40 per cent of which must be for hotel and hotel-related use, with the rest for residential use. The redevelopment must also retain the Al-Falah Mosque.
The OPP is also conditional on payment of the development charge, if any, and the land or differential premium.
Ascott Reit's manager said that its evaluation of the OPP will also look into the possibility of extending Somerset Grand Cairnhill's existing lease, which expires in 2082.
Under the Code on Collective Investment Schemes, the total contract value of all property development activity undertaken by Ascott Reit, together with its investments in uncompleted property developments, must not exceed 10 per cent of its deposited property, which stood at $2.8 billion as at June 30.
The manager is now evaluating if redevelopment options are 'viable and financially feasible', given these development restrictions, the conditions of the OPP and the potential returns of possible redevelopment options.
Ascott Residence Trust Management Ltd's chief executive Chong Kee Hiong said that the manager's 'key considerations would be the retention of Ascott Reit's presence in the Orchard Road area in Singapore, the continued operations of the Al-Falah Mosque in the development, and the potential yield accretion to the portfolio of any proposed redevelopment'.
The manager added that there is no certainty yet of the proposed redevelopment materialising and asked that unitholders should trade with caution.
Ascott Reit's units closed a cent higher at $1.23 yesterday.

The land parcel was made available for sale through the Reserve List system on 16 August 2007. On 22 September 2011, URA announced that it had received an application from a developer to put up the land parcel for tender. The developer has committed to bid at a price of not less than $98,000,000 for the land parcel in the public tender.

The Urban Redevelopment Authority (URA) on Wednesday released the detailed sales condition for the white site at Thomson Road and Irrawaddy Road.
The land parcel is made available for application under the Reserve List of the second half 2011 Government Land Sales Programme and developers interested in purchasing the site can now apply to URA for it to be put up for tender.
Located in the Novena area, the site measures 0.66 ha and will have a maximum permissible gross floor area (GFA) of 28,043 sqm.
Zoned for white use, at least 30 per cent of the maximum permissible GFA of the development is to be allocated for hotel use and the remaining GFA can be developed for residential, office, retail and other complementary commercial uses.
Under the government's Reserve List System, a site in the Reserve List will only be put up for tender if the developer's indicated minimum bid price in his application is acceptable to the government. When the site is put up for tender, a tender period of about eight weeks will be allowed before tender closes.

Queensway hotel site attracts bullish bids
A HOTEL site tender in Queensway, not far from the hot spots of Orchard Road and Sentosa, has piqued strong interest from developers looking to meet demand in an area with no hotels.
Spurred on by a booming tourism sector, six developers had lodged bids for the 0.79ha plot at the junction of Jalan Bukit Merah and Alexandra Road by the time the tender closed yesterday.
One of the most notable bidders was Genting Singapore, operator of Resorts World Sentosa (RWS), although it came in fourth with a $138.6 million bid.
This is believed to be the firm’s first attempt to expand its hotel business beyond RWS and onto the mainland.
When contacted, a Genting Singapore spokesman told The Straits Times that the firm is always on the lookout for good investment opportunities.
It noted in its third quarter results a revenue of $801.8 million – 10 per cent more than the previous quarter. RWS also posted a strong hotel occupancy rate of 89 per cent.
The top bidder was Chip Eng Seng with a $189 million bid – or $789 per sq ft (psf) per plot ratio (ppr). If it wins the site, this will be its first hotel project.
The future hotel will be the only one in the immediate area. The Queensway area is untested for hotels, experts add.
Other bidders included Forward Land and Leng Hoe Development, with Roxy Hotels lodging the lowest bid of $118 million – or $493 psf ppr – for the 99-year leasehold site. This is 38 per cent lower than the top bid.
Experts say the strong response reflects continued strong tourist demand for hotel rooms.
Mr Robert McIntosh, executive director of CBRE Hotels, noted that some 9.84 million tourists visited the Republic in the first nine months of this year and the Singapore Tourism Board’s target of 12 million to 13 million tourists for the year should be met easily.
‘Hoteliers are upbeat about business conditions despite the hotel rooms coming on-stream in the near future. In 2012, we expect to see some pressure on average occupancy rates but average room rates are expected to hold firm,’ he said.
SLP International research head Nicholas Mak said that the bidders were likely keen to tap both the Orchard Road and Sentosa tourist catchment as the site is located a short drive away from both areas. That could have explained the ‘bullish top bid’, he added.
Mr Raymond Chia, chief executive of Chip Eng Seng, said that the regional hospitality sector is an attractive area that the firm has identified as part of a strategic diversification drive.
‘While the Singapore residential property market has held very steady in the past 12 months despite the cooling measures, the firm cannot ignore the fact that there will be a huge number of completions in two to three years’ time.
‘We will still actively participate in residential land tenders by the government but we will also actively seek to diversify our group’s business,’ he added.
The supply of hotel rooms is lagging the demand from the robust growth in tourist arrivals, Mr Chia noted. The firm plans to develop a 31/2- to four-star hotel that ‘offers a convenient and value-for-money alternative for business travellers, especially those visiting nearby business hubs such as one-north, as well as for other regional visitors’.
The project will have more than 450 rooms and a retail component. Chip Eng Seng will also explore possible tie-ups with hotel management companies to operate the hotel.
The site, which was put on the reserve list in 2007, was put up for sale after a developer committed to bidding no less than $98 million for it.

SINGAPORE: The tender for the development of a residential site at Alexandra Road closed on Tuesday with seven bids, the Urban Redevelopment Authority (URA) said.
The top bid of S$396 million was jointly submitted by Sunmaster Holdings, Intrepid Investments and Garden Estates Limited. These are units of City Developments, Hong Leong Group and Hong Realty respectively.
The bid translates to S$8,120.08 per sq m.
Tanglin Land submitted the second highest bid of S$363 million, while Sherwood Development sent the third highest bid of S$339.5 million. The lowest bid of S$318.3 million was handed in by Multi Wealth (Singapore).
While the number of bids was fewer than what analysts had expected, the margins between the bid prices were slim. The top bid was only 9.1 per cent and 16.6 per cent higher than the second and third highest bids.
"The keen interest and bidding by the consortium is spurred by the rare availability of an attractive site situated in a convenient and established location at the city fringe area that is generally popular with homebuyers/investors," said Ms Chia Siew Chuin, director of research & advisory at Colliers International.
Analysts estimate the breakeven price for the site is around S$1,300 psf.
Mr Li Hiaw Ho, executive director at CBRE, said developers can build a high-rise project of over 40 storeys of some 550 apartments at the 99-year lease site.
Launched on October 17, the property measures 9,952.6 sq m with a maximum permissible gross floor area of 48,768 sq m. It is located near the Redhill MRT station.
URA said it will award the tender after evaluating the bids.

Altez is about 30 storeys and Anson suites is about 10 storey. The development which comprises of 10% hotel 50%commercial and 40%residential above Tajong pagar MRT has yet to be launched. With the current market sentiment, perhaps Guccoland will hold for after winning the 3billion mix-development about one year ago.

The commercial soho is a loft about 450sqft. and is selling at a price of about 3000 psf. Launching probably by end of the month. the architect behind the project is WOHA. More sky decking coming up.

It was mentioned by the estate agent cause Far East thought everyone is flocking into commercial especially the foreigners. But should be around 2.5k to 2.6k psf i thought. Wait for the launch later this month. Some commercial Soho at Clark Quay kept by Far East was about 3k psf that was its benchmark maybe.

y2koh February 16th, 2012, 02:31 AM I guess that WOHA is trying to test out the community sky terrace concept that they were trying to implement since the Duxton Plain competition. They did not win that one, the Met had a brief that called for more privacy, the Dawson one had too much restrictions.
The internal is quite interesting with units looking into the sky terraces. And the renderings for the top level looks nice too. I guess that WOHA is never really good at doing a crown, the building would have looked better with a flat roof, like their usual designs.

Within Tanjong Pagar MRT station, 3 hotels would be completed by 2015/6 namely Guocoland new Hotel, Far East Oasia(PS100) and Carlton City. First to complete in this round of Hotel chain around Tanjong Pagar is Orchid Hotel. Amara is also going through a million dollar renovation just to catch up.
Existing also have boutique hotel such as M hotel, Klaptons Hotel and further in Keong Siak, New Majestic Hotel 1929, not to mention cheaper Hour rated hotels dotted around these area. Still further we will be seeing exciting Park Royal Hotel right next to gracious Furama Hotel.

Hotel Grand Central awards Sato Kogyo $101m contract to redevelop hotel

Hotel Grand Central on Friday said it has awarded a $101.38 million contract to Sato Kogyo (S) for the redevelopment of an existing hotel at 22 Cavenagh Road.

The contract is for the demolition of the ageing hotel, piling work and construction of two new 10-storey hotels, which will house about 750 rooms collectively.

Work on the property is likely to commence in the third quarter this year and will take about two and a half years to complete.

Hotel Grand Central said the total cost of the redevelopment will cost around $130 million. This will be financed via bank borrowings and internal funds.

The Urban Redevelopment Authority (URA) said on Wednesday that it has accepted applications from developers to put up the residential site at Jalan Jurong Kechil and the hotel site at Jurong Town Hall Road for sale by public tender.
The Jalan Jurong Kechil land parcel was made available for sale through the Reserve List system on 13 November 2006, and the Jurong Town Hall site on 29 May this year.
The 109,478-sq-ft site at Jalan Jurong Kechil was released for sale after a developer committed to bidding at least S$23.96 million, or about S$156 psf ppr, on a 60-year lease term in the tender for the land parcel.
The site has a gross floor area of 153,267 sq ft with a lease option of 30 years, 45 years or 60 years. This short-term lease site is zoned for residential development and can be developed into a condominium or flat. The successful tenderer has the flexibility to develop the site for retirement housing.
Mr Lee Sze Teck, Senior Manager of Training, Research and Consultancy at Dennis Wee Group, estimates the top bid to range between S$200 and S$250 psf ppr, the breakeven to be between S$450 and S$500 psf and the sale price to be between S$550 and S$600 psf.
Meanwhile, the 99-year leasehold land parcel at Jurong Town Hall Road has a site area of about 97,166 sq ft and a potential gross floor area of 20,4051 sq ft.
It is envisaged for a distinctive hotel development with a garden setting and will further anchor Jurong Lake District as a unique lakeside destination for business and leisure, the URA said. A developer has committed to bid at least S$101.99 million for the site.
"The parcels of land along Jurong Town Hall Road and Jurong Gateway are zoned commercial. If all these are developed, there will be a critical mass of businesses operating in Jurong East," said Mr Lee.
"The successful bidder for the site is likely to build a 4-star 700-room business hotel to cater to the growing commercial hub at Jurong East. Based on these assumptions, the estimated top bid for the site could be between S$650 and S$700 psf ppr while the breakeven price is between S$1,050 and S$1,100 psf," he added.
URA will launch the public tender for the sites in about two weeks.

Find out what's behind the surprising top bid for hotel site at Victoria Street
The market initially expected top bid to only range $850-$930 psfpsr.
On 11 Oct 2012, the tender for a 99-yr LH (GFA 333,436sqft) Hotel / mixed commercial site at Victoria Street closed, attracting a top bid of S$331.3mn, which works out to c. S$994 psfppr.
Amongst the 9 bidders, Forward Land Pte Ltd had submitted the top bid, which was 9.1% above the 2nd-highest bid by Hoi Hup + Sunway Developments JV. Other bidders included subsidiaries of City Developments, Far East, Fragrance and United Engineers. The lowest bid was submitted by local developer Peak Sky Pte Ltd, which was approximately 87% lower than the top bid.
According to Nomura Research, when the site was first triggered from the reserve list in August 2012, the market had expected a winning bid between S$850-930psfppr, comparing it against a smaller plot along Farrer Road, which was sold to RB capital in Apr 2012 for S$1,080psfppr.

Overall, we judge the bid as positive, in terms of bidder participation as well as the top bid, which appears to have beaten initial market expectations.
Higher-than-expected top bid reflects positive sentiment towards the Hotel sector, likely driven by positive tourism statistics Based on the land cost of S$994 psfppr, our breakeven estimate works out to S$1,836-1,913psfppr, assuming an 80% NLA efficiency. This works out to about c. S$785,000-1,000,000 per key, assuming a 500- to 650-room hotel is built.
We think that the bid reflects the market’s overall positive view towards the Hotel sector, driven by recent positive RevPAR and tourism statistics. In addition, the bid appears to provide some support for CDLHT’s valuations (c. S$650,000 per key) for its SG hotel portfolio, which may lead to some support for the stock price, in our view.
Transaction may provide some uplift for Hotel stocks; nevertheless we caution that macro uncertainty remains a key downside risk for the Hotel sector.
As such, we think that investors are likely to read the transaction positively, which may offer some positive uplift for CDLHT and indirectly even ASHT. Nevertheless, we caution that macro uncertainties remain and could pose a significant downside risk should conditions deteriorate.

SINGAPORE - The Urban Redevelopment Authority said on Friday it had awarded the tender for a hotel site at Jurong Town Hall Road to Tamerton, a subsidiary of Genting Singapore, which put in the top bid of S$238.2 million.
The site, which drew a total of 11 bids by the close of tender on Tuesday, sits on 97,165 sq ft in land area and has a maximum permissible gross floor area of 204,051 sq ft.
Tamerton's top bid translates to S$1,167 per square foot per plot ratio for the 99-year leasehold parcel in what Mr Lee Sze Teck, Senior Manager for Training, Research and Consultancy at DWG, said earlier was the highest ever for a hotel site.
He said: "The enthusiastic bidding shows developers' confidence in the development of Jurong East into the next major commercial hub outside the Central Business District. With the surrounding parcels of land along Jurong Town Hall Road and Jurong Gateway zoned commercial, there will be a critical mass of businesses operating in Jurong East."

Victoria St/Ophir Rd hotel site's sales conditions released

SINGAPORE: The Urban Redevelopment Authority (URA) released detailed sales conditions for a hotel site at Victoria Street/Ophir Road on Friday.
With a land area of 0.8 ha, the site is expected to accommodate a hotel development yielding about 32,019 square metres of gross floor area.
According to the URA, the land parcel at Victoria Street/Ophir Road is made available for sale under the Reserve List of the Government Land Sales Programme for the second half of 2012.
This means that the government will release the site for sale if the criteria for triggering the site is met and if it receives sufficient market interest for the site.
When the land parcel is put up for tender, a tender period of about eight to 12 weeks will be allowed before tender closes.
The site is located near the Ophir-Rochor corridor, which is set to be a mix-use cluster with office, hotel, retail, entertainment and residential uses.
The land parcel is also near the historic districts Kampong Glam and Little India, which are popular with locals and tourists.

According to research by Philip Capital, Tamerton's bid was deemed 'excessive' relative to other bidders in the same tender, as well as bidders for other previous hotel tenders.
Genting was very keen to secure this parcel of land, for business reasons and to contradict Philip Capital research, Genting is not that unfamiliar with the hotel business, as they already have the experience in running successful hotel operations at Genting in Malaysia, and the 6 sprawling resort hotels at Resorts World Singapore.
Jurong Regional Centre's development seems to coincide with the upcoming developments for Malaysia's Iskandar Region.
Iskandar's infrastructure growth is rather similar to Jurong Gateway, with planned precincts for offices, residential, resort hotels close to thematic theme parks, except on a larger scale.
Temasek Holdings has a joint-venture project with Malaysia’s sovereign wealth fund Khazanah Nasional to develop land in Iskandar. And it is known that CapitaLand has been appointed project manager for a 2ha urban wellness project in Medini North, a region in Iskandar.
In Singapore, similar collaboration can be found in the development for DUO and Marina One. Mapletree Investments and UEM Land Holdings are project managers of Marina One, while UEM will partner CapitaLand to manage the development in DUO at Ophir-Rochor area.
Jurong Gateway will provide offices, business and resort hotels, retail malls and cater to the aspirations for industrial powerhouses from Tuas & the entire Jurong region to site their HQ office towers at the Jurong Regional Centre.
I believe Woodlands will also be developed as a catalyst along the same line, with developments coming onstream once the Thomson line and the Rapid Transit System across the causeway is completed.
Both regional centres will eventually help supplement the growth of our city centre, with their own thematic goals.

Pines Club to be redeveloped

The Pines Club in Stevens Road will be made over into a hotel and commercial development in an ambitious redevelopment plan.
A unit of developer Oxley Holdings has agreed to buy the 18,477 sq m estate for $318 million on a 103-year lease.
Oxley has obtained provisional permission to develop two blocks of eight-storey hotels, two blocks of two-storey commercial buildings and a four-storey clubhouse with a basement on the site, according to a company statement to the Singapore Exchange.
The club's facilities will be integrated into the new complex.
Motoring tycoon Peter Kwee told The Straits Times that club members will be offered places at the Laguna National Golf and Country Club in Changi during the interim construction period.
He owns both clubs.
Members will be able to use the Stevens Road clubhouse facilities after the redevelopment, estimated to take between two and three years.
Talk about the estate's makeover surfaced as far back as last September when a notice on the club's website pointed to proposed redevelopment plans for "expansion and additional amenities... to provide better services to the members".
Oxley said the $318 million purchase price takes into account current property prices in the area and its assessment of the development's potential although no full valuation has been carried out.
The acquisition, which was announced last Friday, will be funded by internal resources, bank borrowings as well as bonds to be issued by the buyer to the seller, it added in a statement.
Oxley develops residential, industrial and commercial projects but has not tackled a hotel before, so it will seek investor backing for the project at an extraordinary general meeting, the statement said.
Its residential projects include Suites@Katong, Parc Somme and Loft@Rangoon.
The Pines Club, formerly known as The Pinetree Club, was sold to Mr Kwee in 2002 for about $100 million.
The former owner, Mr Chng Heng Tiu, had defaulted on a debt for which the property was collateral.
