PAYING RM1 to use an air-conditioned fully-automated street toilet (AST) for 15 minutes is set to be a new experience for Malaysians and tourists soon.
Twenty of the hi-tech toilets made by GBH Bhd will be placed at various parts of Kuala Lumpur soon, two of them in the Jalan Bukit Bintang area by the end of this month.
The automatic street toilet measures 2.25m x 6.2m and is 2.6m high and weighs about 3.5 tonnes.
Users will need to slot in coins, amounting to RM1, to use the toilet.

Workers slowly lowering an AST in place.
However, users should take note that the automatic door will open by itself once the 15 minutes are up.
GBH group general manager Tan Ah Cheun said a pre-recorded verbal warning would be given at the 14th minute.
“Any user who needs to stay longer than 15 minutes will have to come out of the cubicle and pay another RM1, provided there are no users waiting to get in.
“Otherwise, common courtesy will need to prevail and it might be a matter of who needs it more urgently,” said Tan.
He said Kuala Lumpur City Hall has ordered 20 units of the AST and the first two would be located at the Jalan Bukit Bintang area in Kuala Lumpur.
Tan said the sitting pan has an automatic seat cleaner that would wash, scrub and dry the pan after every use.
The same cleansing will be applied to the squatting pan while the floor of the entire toilet would be automatically washed after every five users.
Each cubicle comes with a seated toilet and a squat toilet and is also disabled friendly and big enough to accommodate a wheelchair.
Users with children up to six years old could enter the cubicle at the same time, said Tan, adding that the cubicle also included a baby nappy changing station and a juvenile waiting seat with a strap-on seat belt.
Tan said GBH has recommended to the authorities that every AST be manned by a janitor.
“Each cubicle is equipped with an emer- gency button and the user will be able to communicate with the janitor upon activating the button.
“Every assistance, including opening the door from the outside, will then be provided,” explained Tan.
He said GBH has recommended that the standard operating hours for each AST to be between 7.30am and 11.30pm with provisions for extension.

They should come up with a contest for the cleverest verbal warning!
"Zip up soon! 1 minute left" "So kiasu! You still want to win your RM1 back?"
szehoong August 23rd, 2006, 12:04 PM I just knew Baq would be queueing up to use this toilet...have a very strong feeling hehehehe :D
Sinjin P. August 23rd, 2006, 12:09 PM Wow, nice toilets. I would love to see those in the Philippines too :D

Aiyah sze, look at the pic! It's in the middle of Bukit Bintang! Near the entrance to BB Plaza and Monorail Station! Don't want that much attention. I'm very sure the other 19 toilets will be at strategic places. If in Bukit Bintang, I will rather just walk to Starhill for business! :D
Yee Haa August 23rd, 2006, 01:06 PM Just wondering how much each cost??? If not mistaken is RM25,000 (maybe someone can confirm)..Hmmppp 15 mins generate RM1.. 1 hour generate RM4..1 day generate RM96..to breakeven need 260 days! .. provided that each user go in one after another for 24 hours DAILY!!! Hmmmpp... just wondering how it will look like after few months...Hopefully there is no grafitti, cigarette every where, cigarette burning stains, Ah Long's advertisements & missing WC LATER ON!!!
in10cities August 23rd, 2006, 02:29 PM Wow this is great news! At last KL will have some decent public toliets... Hope her citizens would take care of it. Knowing Malaysian mentality- it should be ruined in less than 3 months or so. Also; appointing a janitor per toilet is rather defeating its purpose. Shouldn't it being automated- means less manpower is needed to upkeep it?
AST are not new- hope these Malaysian made ones will revolutionise Malaysia towns and cities...
Btw; any proper interior and exterior pics of these toilets? (from the Star pic- it looks 'plain'- I may be wrong)

I agree- but if its nicely done-up part of the streetscape furniture design- why not?
forrestcat August 23rd, 2006, 02:51 PM These kind of toilets are numerous in Australian cities espcially at the city centres. The idea of using these toilets is that they require low maintenance and durable.
Hopefully, DBKL will close the horrible public toilets in KL (where u pay 20sen and still use horrible toilets) and use these high tech toilets instead.

travellator December 24th, 2006, 05:49 AM Thumbs up for automatic toilets
By CHOW HOW BAN
FINALLY, Kuala Lumpur has automatic toilets like those in other major cities in the world.

Since the opening of two of the 12 units on Wednesday, many users have given their thumbs up to the new facilities. However, many voiced their fears that the top-notch facility would be vandalised like other public amenities in the city.
Mohd Fadlee Yusuff, 39, who works as a chef in Bukit Bintang, was among the first to use the comfortable and fully-automated toilet located in front of a McDonald’s outlet in Jalan Bukit Bintang.
“It has class,” he announced. “Finding it air-conditioned was a nice surprise. The toilet also flushes for you when you’re done while the taps turns on automatically when put your hands under it.
“I think such a sophisticated toilet will be able to educate city folk to be more disciplined about hygiene and cleanliness,” he said.
Mohd Fadlee said that although the cost of the toilets was high, the facility would benefit in the long run.
Angeline Chen, 30, who works in Sungei Wang Plaza, described the toilet as convenient.
“I don’t understand why these toilets are built in this area as public toilets can be found in the surrounding shopping malls. But without doubt, it is comfortable to use,” she said.
Noor Hazme Jasmin, 24, a tourist officer at the City Hall KL Information Kiosk in the area, said the toilet was clean and well equipped.
“Since this is a new facility, I am worried that irresponsible people will vandalise it. The vandalism rate is quite high in Kuala Lumpur,” she said.
The toilet has space for diaper changing and seats for waiting children as well as handicapped-friendly features. There is even an emergency button inside the toilet in case something happens to the user.
The units, costing RM400,000 each, are made up of two sections, giving users the choice of using a squatting bowl or a sitting pan.
The toilets were launched by Deputy Prime Minister Datuk Seri Najib Tun Razak on Dec 19.
The remaining 10 units will be located in and near Wisma Denmark, Shahzan Tower, Conlay Square, Jalan Ampang, Medan Pasar, Shangri-La Hotel Kuala Lumpur, Jalan Tun H.S. Lee, Central Market, Sogo and Jalan Raja Laut.
A total of 23 public toilets, including the 12 automatic toilets and other conventional toilets, have been planned in conjunction with the Visit Malaysia Year 2007.
The conventional toilets are at Taman Tasik Titiwangsa, Jalan Ipoh, Jalan Raja Alang, Jalan Sultan Ismail, Jalan Raja Laut, Dataran Merdeka, Jalan Masjid India, Jalan Petaling, National Mosque, Jalan Bellamy and Jalan Yew.

Anyways, I've used these Automatic street toilets before, not the ones in KL though, ones in Surfers Paradise, Queensland. I never had a problem with the timers. But I guess it can pose a problem like the one you've presented.

Please describe to us the ambiance, the comfort factor.. Did the timers pose a problem, was your stool able to be efficiently sucked down, or was the pressure too weak and it became a floater?

rizalhakim January 20th, 2009, 04:23 AM Raising a stink over smart public toilets
http://www.nst.com.my/Streets/Tuesday/Stories/2458108/insidepix1
One of the six smart toilets installed by City Hall.
KUALA LUMPUR: The smart public toilets installed by City Hall is causing grief among some users, claimed Segambut member of parliament Lim Lip Eng.
Lim said many had complained that the toilets were not user-friendly as it had a time limit and infringed on a user's privacy.
"I have received complaints about the smart toilets, which cost RM500,000 each to install in 2006," said Lim, adding the project was given to a third party.
To date, six of the 20 smart toilets have been installed by a private company which was given the contract by City Hall. The hi-tech, self-cleaning toilets are placed in busy areas including in Bukit Bintang, Jalan P. Ramlee and Jalan Raja Laut.
The total allocation for the project is RM10 million.
Users have to pay between 20 sen and RM1 depending on the duration they use the toilets which measure 2.25m by 5.25m, with a height of 3.25m.
These complaints will be among the issues Lim will be raising with mayor Datuk Ahmad Fuad Ismail at a dialogue tomorrow in City Hall.
He will be joined by nine other Pakatan Rakyat MPs.
Lim had outlined 22 issues which he hoped to raise with the mayor.
Among the issues is the award of parking contracts to four private companies which owe City Hall arrears amounting to RM7.5 million.
Lim said the amount has been outstanding since 2004 and City Hall should have terminated the contracts and take legal action against them.
He said City Hall had awarded a contract to keep the street pavements clean to a private company with a concession of more than 10 years. Lim claimed that the contract was not awarded through an open tender.
"We call on the mayor to follow the example of Works Minister Datuk Mohd Zin Mohamed by allowing the MPs to go through the contracts and awards. The implementation of the contract clauses have to be monitored and there should be more transparency."
Other issues to be discussed include the status of the stop work order of the Damansara 21 project, illegal dumping and poor rubbish collection at many housing schemes in Segambut.
Illegal telecom towers, soil erosion in Damansara Heights and the status of Bukit Kiara as a "green zone" are also among the issues to be discussed.
OshHisham January 20th, 2009, 05:13 AM ^^ ada dialogue dgn mayor ke? is that for public?...but to do dialogue just to talk about this toilet is remeh temeh lah. banyak isu besar yang perlu difokuskan...
Geminian January 20th, 2009, 11:34 PM Haha. I agree. First Mr Lim should focus on his Segambut area first. What a rundown place
Vince January 21st, 2009, 04:57 AM These are great investments in the cities, more of these toilets should be placed in the cities, and properly maintained too!

turn Kuala Lumpur into a world-class city. — Picture by Muhamad Afendy
KUALA LUMPUR: Those who have been griping about the lack of cleanliness in public toilets in Kuala Lumpur will be happy to know that City Hall is spending RM12.7 million to ensure that the city's residents and visitors have clean and modern public toilets.
The amount is being used for the construction of 20 automatic street toilets (AST) and cover the cost of electricity, water and sewerage facilities and works to beautify the immediate surroundings, said City Hall corporate communications director Anwar Mohd Zain.
Tetuan GHB Bathroom Products Sdn Bhd had been given the contract to build the ASTs in locations which are tourist magnets and also popular with the locals.
Anwar said 17 ASTs, each costing RM400,000, have already been built near tourist destinations and shopping centres in the federal territory.
The first one was built in 2006, near a fast food outlet in Jalan Bukit Bintang.
Two more units that are under construction are near Chow Kit and Hang Tuah monorail stations.
The remaining one is still in the planning stages, said Anwar.
Each of the prefabricated AST comes with two cubicles featuring one squatting type and one modern western water closet.
State-of-the-art sensors automatically trigger water, soap and the hand-dryer upon use.
The sensors also activate the flushing system after each use and the toilet seats are cleaned automatically as well.
"Though the toilets are programmed to be cleaned automatically after every five users, manual mopping is also carried out by an employee who mans each toilet," said Anwar.
The ASTs, which are disabled-friendly, also have a pull-down table to change babies' diapers.
The only fault with City Hall's sophisticated public facilities is that users only have 15 minutes to answer nature's call.
When the time is up, a buzzer will then ring and the electronic door will open automatically catching occupants in embarrassing positions.
When asked to comment about complaints that fifteen minutes may be too short for people to use the toilets, especially if they have diarrhoea, Anwar said research showed that ASTs in America, France, Australia and other countries also have the same time limit.
"If more time is given, problems like vandalism, drug abuse and prostitution are likely to occur. We even have cases of attempted suicide," he said.
"So far, no one has directly complained to us about the 15-minute time limit and thus it will not be changed."
On complaints from the public that the new toilet in Lucky Garden, Bangsar, was located too close to food stalls, Anwar said that this was the most ideal location as the area draws crowds.
"The ASTs are in keeping with City Hall's programme to provide excellent infrastructure and facilities with the goal of turning Kuala Lumpur into a world class city.
"It is also meant to raise the level of comfort and cleanliness in public toilets," said Anwar.

Out of use:
A file picture of the toilet in Pudu Sentral station closed for maintenance work.
Kuala Lumpur City Hall (DBKL) said many of the damage to the Automatic Street Toilets (AST) were caused by vandalism and misuse.
There are 15 that DBKL are operating at one time. DBKL is working with the suppliers to resolve problems related to the use of the new coins and improving the coin box system. At present the janitors will assist the public with the coin usage.
According to a statement by DBKL, the AST Lot 10 was closed and fenced up since October 2011 until February 2012 for monorail upgrading works by Syarikat Prasarana Nasional Bhd. The fence has been removed but some of the toilets are damaged.
DBKL is fixing the problems and work will be finished in two weeks time.
For the AST McDonald’s Bukit Bintang, in February alone, the door and coin box have been damaged four times.
The damage have been repaired since Feb 16. Based on their records, only one cubicle was faulty at one time while the rest were operating as normal.
Meanwhile, the AST Pudu Sentral/Puduraya had a damaged door and was closed in February. The door was repaired by the contractor on March 2.
As for the AST Jalan Conlay, a vandalised door caused one of the cubicles to be closed for a week. It was repaired on Feb 16.
This statement came in response to the StarMetro article published on March 6, where the ASTs were said to be breaking down due to vandalism and bad management.
The toilets made their first appearance along Bintang Walk, Kuala Lumpur, in 2006, costing RM400,000 each. According to stakeholders living and working in the Bukit Bintang district, the toilets in front of the McDonald’s and Lot 10 have not been functioning or are constantly under maintenance.
The same situation was reported regarding the public toilets in Pudu Sentral, Chulan Square behind Pavilion and Hang Tuah Monorail station.

Alam Flora will maintain public toilets in KL from next month
Starting next month, waste concessionaire Alam Flora Sdn Bhd will take over the maintenance and cleaning of public toilets in Kuala Lumpur.
Kuala Lumpur City Hall (DBKL) spends more than RM1mil annually to maintain the 44 public toilets in the city, including 20 Automatic Street Toilets (AST), each costing RM400,000.
Alam Flora will now be answerable directly to the Solid Waste Management and Public Cleansing Corporation under the Housing and Local Government Ministry.
The corporation will take on a regulatory and management role from DBKL.
Apart from collecting garbage, Alam Flora has also taken over the grass-cutting contract and road-sweeping and drain-cleaning work which was previously undertaken by DBKL’s Landscape and Recreation Department.
Alam Flora chief executive officer Mohd Zain Hassan said they had received the grass-cutting contract recently and were now streamlining the operations.

Street toilets too high-tech for some

SUCH A WASTE:City Hall to change mindset of public intimidated by automatic toilets
An automatic street toilet in Jalan Dang Wangi. Pic by Muhamad Afendy
AUTOMATIC Street Toilets (ATS), which are set up in populous areas, are under-used because they're considered too high-tech by city folk and tourists alike.
City Hall director-general Datuk Salleh Yusup said the council will intensify the promotion of the toilets to get more people to use these facilities.
"The one in Bukit Bintang, for example, which is a high density area, has a low usage rate.
"It is frustrating to learn that people are not using the toilets because one can use it for 15 minutes for only 20 sen. "I think people are afraid of the high-tech features of the toilet.
"We intend to change their thinking so that more will use the toilets," he said.
Salleh said this after launching a one-day Cleanliness and Toilet Safety seminar at Menara DBKL 1 in Jalan Raja Laut recently.
"Cleanliness not only mirrors a person's attitude, but also that of the society. We are always working towards achieving better cleanliness in public areas, including our public toilets.
"Clean toilets in shopping complexes, restaurants, hotels and petrol stations will definitely draw people back to these places."
"We want local and foreign tourists to not only take home fond memories of our tourist attractions such as the Petronas Twin Towers, but also sing praises of our clean toilets," said Salleh.
There are 20 units of ATS, which are disabled-friendly, in various parts of the city such as Jalan Conlay, Jalan Medan Pasar, Taman Tasik Titiwangsa, Jalan Pudu and Bangsar.
In an ATS, there are two cubicles with one squatting toilet and the other a modern water closet.
State-of-the-art sensors automatically trigger water, soap and the hand-dryer upon use.
The sensors also activate flushing after use, while the toilet seats are automatically cleaned as well.
A buzzer will ring a minute before the 15 minutes are up, and the user is required to slot in another 20 sen if he or she wants to continue using the toilet.
In the seminar, participants were told that a toilet monitoring committee will be formed by City Hall to help owners and managers of premises learn how to keep their toilets clean.
The committee, to be led by the council's Health and Environment Department, will also be made up of officers from various other departments such as Landscape and Recreation, Building Maintenance, Building Management and Urban Design.
City Hall Health and Environment Department director Dr Hayati Abdullah said in its pilot exercise, the committee will monitor the level of cleanliness and suggest ways to upgrade the toilets at three high density areas.
"The areas are Jalan Tunku Abdul Rahman, Jalan Bukit Bintang and Bangsar Baru. We will look into the toilets in a holistic manner, from its design and safety to its fixtures.
"Through this, we hope to reduce complaints about unsatisfactory conditions of toilets and thus improve our image," she said, adding that the number of areas to be monitored will be expanded after the pilot exercise.
The committee will come into effect before October when City Hall's annual Clean Toilets Competition is organised.
The seminar was attended by 400 participants comprising representatives from restaurants and hawker centres, Alam Flora, the Federal Territories Restaurant and Hawkers Association, and the Solid Waste Management and Public Cleansing Corporation.
Among the topics discussed were universal designs for disabled-friendly toilets, and the role of non-governmental organisations in clean toilet campaigns.
Also present at the launch of the seminar was City Hall deputy director-general (socio-economy development) Datuk Amin Nordin Abd Aziz.
