Kisumu derives its name from a luo word 'kisuma' which means to barter products or other times to give agricultural products to someone who had lesser harvests, hence its a place where communities bartered or exchanged goods. Photo/ ABIUD OCHIENG By ABIUD OCHIENGPosted Monday, October 20 2008 at 16:09 The government will support the construction of affordable houses in Kisumu City in the current financial year. Housing minister Soita Shitanda says the ministry will give Sh100 million through the National Housing Corporation (NHC) towards the implementation of the project. He says that a similar housing programme would also be implemented in Mombasa. “The second phase of the housing project in Kisumu and Mombasa cities will target senior civil servants and will be implemented under the civil servants housing scheme in the next financial year,” says Mr Shitanda. The minister says the funds would be spent on housing while other infrastructure facilities will be catered for under the infrastructure fund. The measure, he says, is intended to ensure that the funds have a maximum impact on addressing housing needs in the two towns in the first phase of funding. In the last financial year, the Ministry of Housing channelled Sh35 million towards the slum upgrading programme in Kisumu. It is approximated that eliminating slums in the lakeside town will cost Sh28.7 billion out of the Sh884 billion needed for the whole country. Mr Shitanda says funds meant for slum upgrading will not be used to build houses for the slum dwellers. “Slum dwellers in Kisumu live in their own land and so we will only focus on upgrading facilities like health centres and schools in the slums and we expect that they should be able to improve their houses afterwards,” says Mr Shitanda. Mr Ben Obera, a social sector specialist at Millennium Cities Initiative (MCI) attributes the shortage of housing to low investment by private housing developers. “Approximately 80 per cent of the city is on the periphery without proper infrastructure, leaving only a few who can afford to stay in the Central Business District,” says Mr Obera. Kisumu population is estimated to have risen to 500,000 according to the Kisumu City Development Strategy (Kisumu CDS, 2004-9) report. The pressure on housing is also seen to be as a result of rural to urban migration in search for job opportunities. Mr Carey Onyango, the secretary of the Kisumu City Business District Association, blames the culture of building single housing units for wastage of land which would have otherwise been used in building more houses on flats. “Well developed infrastructure will encourage people to stay out of town and travel to work in the morning and back in the evening rather than congest the city,” he says. The town planner, Mr Absalom Ayany, says that the council has already reduced the duration of approving housing plans to 30 days as a way of enhancing the programme. “Previously approvals lasted more than a month and we believe the new policy will encourage more housing developers,” he says. He says that the council is also conducting land marks where some land will be left specifically for building houses. The municipal council is also negotiating with UN Habitat over plans to put up more affordable houses. Real estate developers have blamed the shortage of housing on individuals who buy land on speculation that prices will rise but are not developing such lands. “The council should repurchase such land and allocate to developers,” says Mr Victor Oluoch, the operations manager at Ounga Commercial Agency. Mortgage firm Housing Finance recently started a programme that allows developers who want to build houses whose total cost is less than Sh1.5 million to build using labour contracts. Before, mortgage financing institutions only allowed contractors whom they dealt with directly. Mr Robinson Mirieri, Housing Finance Kisumu branch manager, says the move will encourage more small and medium scale entrepreneurs to engage in building houses and bridge the gap on housing needs. He is, however, concerned that the land ownership system by most locals in Kisumu could be a challenge when offering loans. “Most of the residents still own land with their ancestor’s names on the title deed making it difficult to finance them,” says Mr Mirieri. “Some clients also don’t keep their records properly and it is difficult to assess their disposable income,” he adds. Mr Robert Bomett, S&L Kisumu branch manager, the mortgage subsidiary of KCB, explains that the institution has been encouraging local residents to take loans for building houses and the progress he says has been encouraging. “We have continuously appealed in every forum to the cliental and the business community to take loans for mortgage and we are encouraged that the growth is evident,” says Mr Bomett. The new factory will be commissioned later this year as the eighth Sugar factory.in Kenya. It will manufacture both white and brown sugar as it gradually attains. its full production capacity depending on the future availability of row material. The Kibos Sugar and drilled Industries limited is the brainchild of outs industrial and farming family operating under its business flagship of Chanan Agricultural Contractors [CAC). It is the family of a well known large scale cane farmer in Kibos area Mr. Chanan Singh. Established at a cost of Ksh 3 billion the Kibos sugar allied industries Ltd. Is currently producing between 1600 and 1650 bags is made sugar per day and is expected to alleviate the single of in employment in this region. In its full production capacity the factory done will create employement for 600 workers and staff while its agricultural department is expected to engage 2000 workforce. The company has no neuclus estate therefore will depend entirely on outgrowers who are expected to absorbe close to 10,000 workers either directly or indirectly in their farmous. The first of its kind to be operated without classified can growing zone, Kibos sugar will collect in raw cane from farmers without specific boundaries. But the photos posted in this thread make Kisumu look much better than it really is, giving rise to comments such as "it is so clean", obviously from people who have never been to the city. The reality is sadly that little has changed in the last eighteen months and there are still parts of the city that look like the aftermath of an apocalypse. Nor are there photographs of the slum residential areas of the vast majority, where nothing has changed. The vessel that has been on the dry dock since 2006 over what marine engineers call ‘minor’ technical and logistical problems used to rake in Sh17 million per month at the peak of its service. Inherited from the Kenya Railways Corporation in 2006 by Rift Valley Railways, Mv Uhuru is rusting away at the dry dock and has become home to rodents and other marine life. Its absence from the waters has given room to smaller privately owned cargo vessels that have been unable to meet the high demands for transporters between the three East African countries. Cargo transport experts say Kisumu port was a strategic gateway to the rest of east Africa and needed a larger vessel like Uhuru. The port suffered a set back in 2005, when two Ugandan cargo ferries— MV Kawa and MV Kabalega— collided in the lake, resulting into a pile up of cargo in Kisumu and Mwanza. Business affected MV "Kabalega sank with a load of coffee it was transporting from Mwanza while "Kawa" was extensively damaged during the dawn accident near Sese Island. Photo: James Keyi/Standard When Uhuru limped out of the waters in 2006, cargo transporters almost lost hope. A marine transport consultant, Mr Ted Odero, says Uhuru’s continued stay in the dry dock was hurting business at the Kisumu port. "Uhuru is the biggest cargo carrier in East Africa. It can carry up to 1,000 tonnes of cargo in one trip. I believe it is not in a bad shape. The problem could be management," said Mr Odero. He added: "There is business going on at the Kisumu port because there are other vessels ferrying loose cargo, but the port has a huge potential that has not been exploited." He said the closure of the Kisumu-Nairobi Railway line after the 2007 post-election violence also led to a slump in the business at the port. A senior source at the port revealed that the ship could not sail on the waters because its insurance expired and it has not been renewed. As a result the country was losing close to Sh10 million every month, which the ship generated after ferrying goods to neighbouring Uganda and Tanzania. "One trip from Kisumu port to Uganda and back which takes about three days earned the country close to Sh2 million," said the source. "While in Uganda we could be hired to transport goods to other destinations and generate more money," the source added. When "Move It" visited the port to find out why the ship, one of a major source of income to the Government was not operating. Staff idling Efforts to get a comment from captain John Osoro, who is in charge of the port, were futile as he said he did not have powers to give details. "This is a sensitive issue, please talk to my bosses in Nairobi who have the authority to give details about MV Uhuru and running of this port," said Osoro. At the port most of the staff were idle. They sat in groups chatting while others were enjoying the sun when we visited the port. Security guards patrolled the dormant port to keep away trace passers. MV Uhuru seated on the lakeshore surrounded by water hyacinth while ageing and defaulted small motorboats were abandoned at the shore. Some staff were involved in cleaning and maintaining the MV Uhuru.The ship was grounded in November 2006 after the expiry of the insurance. The source explained that new RVR management were reluctant to meet the new requirement before taking over the ship and insuring it. "The new rules require that the ship must be classed before being insured and RVR are reluctant to sanction this process," said the source. Secondly, even though you say they are inefficient, you must not forget how much pollution they save the city; that they are cheap and affordable for most residents and they can take one anywhere within the city fast and comfortably. But its only a matter of time before this changes. The cost of living and doing business in Nairobi is rising and this will make companies look for alternative locations for their businesses. So far, Kisumu was identified as the principal city for the lake victoria region (the most densely populated region in East Africa). This means all administrative and business activities regarding the lake basin in Kenya, uganda and Tanzania will have their headquarters in Kisumu.(and I hope this translates to more office space requirements and therefore more office towers, not to mention housing. Parliament is about to pass legislation making the city of Mombasa into a free port. when you add this to the fact that it is the busiest and fastest growing port on the eastern coast of Africa north of Durban, it will make more business (cost) sense to establish business headquarters in Mombasa compared to Nairobi...and by extention more towers and other developments. The ongoing construction of an ultra-modern business centre along the Kisumu-Kakamega Road will change the face of this hood. The two-storey building has 20 units and will house two banking halls, telecommunication services and micro financing firms among other businesses. Reconstruction of dilapidated buildings is another activity investors in commercial real estate have engaged in. Property experts at the lakeside town say investors are also warming up to the construction of the Northern corridor whose artery comes from the Mau Summit-Kericho-Kisumu Road and will pass through Kondele. Financed by the Government and the African Development Bank, the construction has energised the property market in the area. Residential houses in the area are nothing like the congested, tiny-roomed flats common in most areas in Nairobi. The bungalows have private gates and small compounds. It is at Kondele junction that many politicians to and from Western Province stop to address residents. During the post-election skirmishes, sections of the place earned notorious names like Baghdad, Darfur, Gaza Strip and Beirut.Landmark buildings in the area including Cassanova Hotel are receiving a facelift. The soon-to-be-completed police quarters at Kondele Police Station are also among developments that make the area attractive. New clubs specialising in live traditional music – ohangla and benga – are coming up in the area where most local artistes perform before springing to fame. Artistes who made a name after shows in Kondele include the late benga maestro Daniel Owino Misiani, Okatch Biggy, Tony Nyadundo, Jack Nyadundo, Musa Juma, Tom Kodiyo, Osogo Winyo, Onyi Papa Jay, Aluoch Jamaranda, Aluoch Pamba and Lady Maureen. Massive construction There are numerous pubs and live-band joints in this neighbourhood. Some have no names while others sell liquor tots to the youth in plastic cups at cheaper rates. The streets are often lined with twilight girls. The Flame Leaf Club, reputed to be the home of ohangla, is one joint visitors must check out. Others include New Donna Hotel and the Living Room Pub. There are, however, shells of buildings that were destroyed during the post-poll chaos and which have not been revived to date. They include the Grand Kimwa, which is a stark reminder of the unfavourable events. Stonemasons and transporters of building materials have pitched camp less than 100 metres from Kondele Police Station, a sign of the massive construction taking place in the area. Hardware shops, businessmen selling bricks, jikos, boda boda operators and water vendors are plenty around Kondele market, which operates daily. Makeshift eating joints offer affordable traditional food in the area. The Municipality of Kisumu will, however, have to repair potholes and connect streetlights along the Kondele-Kibos Road to improve the lighting in this hood that never goes to sleep. Flats and apartments are rising on the at least one-acre parcels of land, where mansions and bungalows once dominated. Investors are scrambling for vantage positions for the apartments to overlook the second largest fresh water lake in the world. Private developers say prospective owners adore the view of the sunrise and sunset over the lake. Most of the constructions are reminiscent of the modern apartments along Riverside Drive across Kileleshwa to Lavington in Nairobi. The Sectional Properties Act No. 21 of 1987 provides for the private ownership of houses within high-rise residential and commercial buildings; and residents in the lakeside town are embracing this possibility. Apartments offer more people a chance to own property The concept of sectional titles began in the developed world where the high population vis-‡-vis small areas of land forced development of apartments. Milestone in town Sectional titles are based on the principle that each floor or house of an apartment is, in law, deemed a separate parcel of land capable of independent acquisition. "There is a lot to look for in residential houses especially for people who do not mind spending more on housing," she says. "Milimani is an area where most people with higher disposable income want to live given its numerous advantages," says Eric Ounga, Director Ounga Commercial Agencies (OCA). Changing the face of the town The 24 housing units have changed the face of Tom Mboya Drive — home to ancient and modern maisonettes of assorted architectural designs. Diana Luxury Apartments are among the constructions coming up to change the real estate sub-sector in the lakeside town. OCA marketer Mary Onam says the first five three bed-roomed units at the apartments will sell for Sh5.5 million. "We encourage more people to buy the apartments, which is an emerging reality in Kisumu," Onam says. The units will go for Sh7.5 million each after the first five buyers have made their initial payments. Colonial bungalows in expansive compounds are also under reconstruction as new owners take over. Ounga says Milimani remains a hot cake because of its proximity to the central business district. "Milimani has better infrastructure which, includes roads, electricity and consistent water supply compared to other residential areas in Kisumu," Ounga says. It is an area that has hotels and guesthouses that the high and mighty frequent during tours to the former Port Florence. Ounga feels that the high-rise apartments are the way towards addressing the shortage of houses in up-market locations in the area. The funds will be invested in housing, development of infrastructure and construction of markets and schools in the city. It will be implemented by the Kisumu Municipal Council. The deputy director of AFD, Olivier Belefosse, said that the city’s slums would also be upgraded under the Kisumu Urban Project. The ministry of housing estimates that slums take up 150 acres of Kisumu municipality. A third of the city’s population, an estimated 200,000 people, reside in these informal settlements. According to the town’s principal water service provider, it faces a major challenge connecting these unplanned settlements to the main water distribution network. As a result, slum dwellers pay more for their water than other Kisumu residents. Mr Belefosse said that the city’s waste management system would also be improved and its capacity enhanced with this funding. The city will get a new waste water plant. At present, waste water from Kisumu is handled by the Kisat treatment plant and Nyalenda lagoon, both of which are only partly functional. Kisumu Town Clerk, Benjamin Orwa, said that the town’s social facilities are overstretched and the project would augment the council’s efforts to provide adequate services. Local ownership Mr Orwa said it would help narrow the gap between residents’ expectations and the service they received from the council. A team of officials from AFD led by its deputy director visited Kisumu this week to observe preparations for the project. The team held talks with the local authority on other possible areas of cooperation, such as administration and the welfare of children and people living with disability. Mr Belefosse said that an agreement would be signed in September between his organisation, the finance ministry and the Kisumu Municipal Council, paving way for the project’s implementation. A seminar is planned in the same month to sensitise residents of Kisumu on the planned investment. According to Kisumu Mayor Sam Okello, this is one of the terms of reference from the AFD and is intended to inculcate local ownership of the project. “Projects have to be people-based. There is no point in constructing markets that people will not use,” he said. Mr Okello said that the project includes a component to improve the revenue collection system and general management at the Kisumu Municipal Council. Twelve other social amenity improvement projects including schools, dispensaries and markets are already ongoing in Kisumu under the Kenya Slum Upgrading Project (KENSUP), a joint initiative of the government and UN-Habitat. The KENSUP project kicked off early in 2004 to improve the social and physical infrastructure in informal settlements within Kisumu, Nairobi, Mavoko and Mombasa. Another Sh4 billion water project jointly funded by AFD and the government is already ongoing in Kisumu. Here, you will find no roaming lions; there will be no charming vistas of motor vehicles giving the right of way to tall giraffes or magnificent elephants. But despite this, the land beyond the rift is perhaps Kenya’s best kept secret. A number of ecosystems come together to create this magical region of Kenya. Gentle lolling hills blanketed by tea plantations; sedate lakes that support rare populations of birdlife and fish; grasslands that are only broken by pockets of densely forested woodlands and dank swamps; little agricultural towns, each unique and different from the last. This is a portrait of Western Kenya, an image of rich culture and fertile lands, and best of all, it has not been trampled upon or been cheapened by millions of tourist vans and feet. The region is becoming popular Kenya safari destination, especially due to its association with US President Barack Obama whose father was born in Kogelo, Kisumu. Kisumu is a city that has been described as languid, sultry, easy-going and friendly. Sitting on the edge of Lake Victoria, this city is the third largest in Kenya and is the hub of the west. Kisumu was a colonial port that connected Kenya, Uganda and Tanzania. It remained in relative isolation from the rest of the country until the railway line was finished in 1903. But this was not the first attempt to connect Kisumu with the outside world. In 1895, a steamship chugged its way from Scotland to Mombasa. This steamship was destined for Lake Victoria with the hope that it would facilitate transport in the East African region. It was taken apart and transported piece by painstaking piece across the country, however, halfway through the journey, parts of the ship were stolen. The Nandi, angry at a European incursion, seized the precious cargo and for the next five years, pieces of a British steamship served as Nandi weaponry and ornamentation. Culturally, the city is one that has taken a little bit from various cultures and created a unique society. Asian, African and European elements have melded in a grace that permeates the whole city; from the gated mansion communities to the poorer areas of town. Despite its location on the edge of a lake, Kisumu’s layout turns its back to the waters of Lake Victoria. In the city proper, it is not easy to get a direct view of the lake, and the only indication of the giant pool in the backyard is the occasional breeze that will brush through the city giving it a distinctly fresh scent. Attractions in Kisumu include the Kisumu Museum and most obviously Lake Victoria. Lake Victoria is the worlds second largest freshwater lake and is shared by Kenya, Uganda and Tanzania. It remained unknown to most of the western world until the 19th century with the crusade to discover the source of the Nile. Until the 1960s, Lake Victoria was home to about 320 species of fish including the brilliantly colored cichlids. The introduction of the carnivorous Nile Perch diminished the cichlid population and Lake Victoria now only has eight species of fish. The Kisumu Museum is run by Kenya National Museums and will probably be about fifteen minutes walk from your hotel—it’s very easy to get around on foot in Kisumu. To err on the safe side, you might opt to take a taxi. The Kisumu Museum has a surprisingly wide and well displayed collection of historical and ethnographic artifacts. It has one single main gallery that is surrounded by a garden full of labeled indigenous plants. It also has a good taxidermy collection, the centerpiece of which is a lion caught mid-pounce over a wildebeest. Homa Bay is your go to place for tapes of traditional Luo music. It is also an excellent place to explore Thimlich Ohinga and the Ruma National Park. Thimilich Ohinga is probably one of the most important archaeological discoveries in Western Kenya. It is a large stone enclosure built in the same manner as the structures of Great Zimbambwe and dates back at least to the 15th century. It is said to have been built by an earlier people who inhabited this lake region. Thimlich Ohinga, in Luo means ‘thick bush with stone enclosures’, and true to the name, the place is a bit remote. If you are really into ruins, then you might need to go to the trouble of finding private transportation for your trip to Thmlich Ohinga. Similar to later building styles of the Luo, Thimlich Ohinga is an important stop on the African history and heritage tour. Near Homa Bay is the Ruma National Park. Established as the Lambwe Valley Nature Reserve, the park is made up of a delightful medley of woodland and savanna vegetation. Ruma is home to Jackson’s hartebeest, the roan antelope that is found only here and the small statured oribi. Rothschild’s giraffes are quite conspicuous above the grass, but the leopards may be a bit of a challenge to spot. There is a camp site at Ruma National Park but you will need your own gear. As the park is still not very accessible, be prepared to find your own transportation there or to walk for the last kilometer or two. Beyond Homa Bay is Mbita. Mbita will be your gateway to the Islands of Mfangano, Rusinga and Takawiri. In 1984, a causeway was built between Mbita and Rusinga Island. The drive across the causeway to Rusinga Island will be unique chance to see some of Kenya’s unique plant diversity. It will also be a chance to make a closer acquaintance with not only Kenyan history, but human history too. On Rusinga, in the early twentieth century, Dr. Louis Leaky discovered fossil remains belonging to a distant relative of Homo sapiens. The discovery of these remains thought to be at least 17 million years old, have served as yet another piece in the complex puzzle that is our evolutionary line. Take a boat from Rusinga to Mfangano and enjoy the unique scenery. Fishing activities for them have never bore such handsome returns. For the hundreds who engage in a fi sh banda project constructed by the local county council in conjunction with the EU, success has now bore a new meaning. With the technical assistance from EU fi eld staff, the council has managed to implement projects which include the rehabilitation and improvement of 10 markets. Under the auspices of the Bondo small holder fi shing and agricultural project, the fi sh banda is the fi rst of its kind to be implemented successfully in the entire Nyanza province, where fi shing is the main economic activity. The project is a component of the local council, whose implementation from day one involved active participation of the local community through their representatives in the beach management unit. The project was identifi ed after poor handling of fi sh and its products became an issue, along Lake Victoria beaches. George Oloo, the Beach Management Unit, Chairman who also chaired the banda project committee, said the projects implementation has attracted several fish processing fi rms from Kisumu and Nairobi. This earns good returns to the local fi shermen. It has also improved on fi sh handling by the locals. Previously, the market was fi lthy and would always face closure from the public health offi cers, whenever there was cholera outbreak in the district. The remarkable successes, which the council has achieved in implementing its projects and improvement on service delivery is largely attributed to the steps so far put in place to fast-track the reforms especially on fi nancial management, as introduced by the Ministry of Local Government. The successful implementation of the project has largely been attributed to the adherence to the procurement procedures by the project committee. "We want investors to see the potential in the property market." Limbe says despite the post-election chaos, which massively affected the property sub-sector in the area, things have changed. "We want to showcase the potential in this town. The water supply is getting better and we rarely have interruptions of electricity," she says. Slum Upgrade Limbe says they have invited a number of stakeholders including financial, property developers and Government agencies such as the Ministry of Housing. She says close to 30 exhibitors have shown interest in the three-day event that will take place between 25th to 27th of next month. Contractors will be keen to demonstrate that it is affordable to build own houses while financial institutions will exhibit their flexible mortgages. Eric Ounga, the proprietor of Ounga Commercial Agencies, says the expo is expected to boost real estate in Kisumu. "We will be giving information on the maisonettes and apartments available in Milimani and Riat Hills," he adds. Ounga says maisonettes in the leafy estate are valued at Sh12 million, while an apartment costs Sh6.5 million. The property dealer says the visit by President Kibaki and Prime Minister Raila Odinga to Kisumu last month has drawn investors. "The two leaders have shown that the tension resulting from the post-poll violence has ebbed away and investors from other parts of Kenya can now grab the various opportunities available," he explains. There are few housing developers in Kisumu. "People construct their own houses but we do not have investors to put up rental units, both commercial and residential," says S&L Kisumu branch manager, Robert Bomett. S&L will be exhibiting their products at the homes expo to create awareness that taking mortgage is a worthy long-term investment. One of the challenges of poor housing in Kisumu is lack of government incentives yet it is a regional hub thus the housing problem should be addressed urgently. "There is need for good roads and an efficient sewage system,"Bomett says. Some residential houses in the area are built on sewage lines, making it difficult for the Kisumu Water and Sewerage Company to operate. Last month, Kisumu Municipal Council’s director of Housing, Patrick Nyamita, said several acres of undeveloped land were illegally allocated to individuals in the town. This has compromised space for construction of residential houses. Majority of Kisumu residents (77 per cent) live in rented houses as the shortage bites, especially for the middle-class. Government Intervention Housing Minister Soita Shitanda says Kisumu requires Sh28.7 billion to upgrade its slums. This amount is part of the Sh884 billion needed countrywide for the exercise. Shitanda says the Government has set aside Sh100 million for the upgrading of informal settlements in Kisumu. Housing minister Soita Shitanda says the ministry will give Sh100 million through the National Housing Corporation (NHC) towards the implementation of the project. He says that a similar housing programme would also be implemented in Mombasa. “The second phase of the housing project in Kisumu and Mombasa cities will target senior civil servants and will be implemented under the civil servants housing scheme in the next financial year,” says Mr Shitanda. The minister says the funds would be spent on housing while other infrastructure facilities will be catered for under the infrastructure fund. The measure, he says, is intended to ensure that the funds have a maximum impact on addressing housing needs in the two towns in the first phase of funding. In the last financial year, the Ministry of Housing channelled Sh35 million towards the slum upgrading programme in Kisumu. It is approximated that eliminating slums in the lakeside town will cost Sh28.7 billion out of the Sh884 billion needed for the whole country. Mr Shitanda says funds meant for slum upgrading will not be used to build houses for the slum dwellers. “Slum dwellers in Kisumu live in their own land and so we will only focus on upgrading facilities like health centres and schools in the slums and we expect that they should be able to improve their houses afterwards,” says Mr Shitanda. Mr Ben Obera, a social sector specialist at Millennium Cities Initiative (MCI) attributes the shortage of housing to low investment by private housing developers. “Approximately 80 per cent of the city is on the periphery without proper infrastructure, leaving only a few who can afford to stay in the Central Business District,” says Mr Obera. Kisumu population is estimated to have risen to 500,000 according to the Kisumu City Development Strategy (Kisumu CDS, 2004-9) report. The pressure on housing is also seen to be as a result of rural to urban migration in search for job opportunities. Mr Carey Onyango, the secretary of the Kisumu City Business District Association, blames the culture of building single housing units for wastage of land which would have otherwise been used in building more houses on flats. “Well developed infrastructure will encourage people to stay out of town and travel to work in the morning and back in the evening rather than congest the city,” he says. The town planner, Mr Absalom Ayany, says that the council has already reduced the duration of approving housing plans to 30 days as a way of enhancing the programme. “Previously approvals lasted more than a month and we believe the new policy will encourage more housing developers,” he says. He says that the council is also conducting land marks where some land will be left specifically for building houses. The municipal council is also negotiating with UN Habitat over plans to put up more affordable houses. Real estate developers have blamed the shortage of housing on individuals who buy land on speculation that prices will rise but are not developing such lands. “The council should repurchase such land and allocate to developers,” says Mr Victor Oluoch, the operations manager at Ounga Commercial Agency. Mortgage firm Housing Finance recently started a programme that allows developers who want to build houses whose total cost is less than Sh1.5 million to build using labour contracts. Before, mortgage financing institutions only allowed contractors whom they dealt with directly. Mr Robinson Mirieri, Housing Finance Kisumu branch manager, says the move will encourage more small and medium scale entrepreneurs to engage in building houses and bridge the gap on housing needs. He is, however, concerned that the land ownership system by most locals in Kisumu could be a challenge when offering loans. “Most of the residents still own land with their ancestor’s names on the title deed making it difficult to finance them,” says Mr Mirieri. “Some clients also don’t keep their records properly and it is difficult to assess their disposable income,” he adds. Mr Robert Bomett, S&L Kisumu branch manager, the mortgage subsidiary of KCB, explains that the institution has been encouraging local residents to take loans for building houses and the progress he says has been encouraging. “We have continuously appealed in every forum to the cliental and the business community to take loans for mortgage and we are encouraged that the growth is evident,” says Mr Bomett. Unfortunately the NGOs and most donor organizations push for their existence as a form of poverty eradication. The city council is experimenting with bicycle only tracks, but this is not the answer. Look at metropolitan Europe, look at metropolitan Asia, and then look at Nairobi, a city that is grossly dysfunctional now, and will cease to function entirely by the end of the decade on account of the misconception that unchecked motorisation symbolises progress, and unless we look hard at organised public transport as well as energy-efficient, low-cost, smart means of moving about - like bikes. While one is able to zip around Kisumu effortlessly any time of the day, in Nairobi well still clutch to our gas-guzzling motors, spending 3 hours and more each day to get to work, to get our kids to school, to shop, to run our errands. Plus the CITY Status EGO that has not evolved. I doubt it. Nairobi needs a serious light rail investment, bypasses and strict transportation rules. The name is a play on the english word “Border.” Because some years ago, bicycles were the only form of transportation across Kenya and Uganda border points. This form of transportation was highly favored by small time smugglers who ferried goods across the borders. So people started calling them boda boda. Bicycle taxis are numerous in Kisumu and great fun way to get around the town. The rides are quite cheap as well. They are replacing motorized vehicles, with their passengers perched on padded seats positioned above the back wheel. Young men at work Operated by mostly young men who are very notorious for their disregard of road safety, boda boda riders sometimes do make the lives of motorists a living hell. They each competing for limited space and money. Many people do not want to use matatus (another invention of the 70’s) anymore. Bicycles have become the most preferred mode of commute because they are cheaper and faster. Because of the traffic jam, the cyclists maneuver easily between the vehicles. It costs a mere 20 shillings (less than a half a dollar) to travel across Kisumu on a bicycle. Matatu rates are double that. The bicycles are everywhere. The ringing of bells and the crunch of wheels on dirt are the dominant sounds in Kisumu. The bicycles taxis have also benefited people in rural areas of western Kenya who have been able to reach schools, clinics, etc. The owners have painted their bicycles taxis in a kaleidoscope of colours. They are decorated with ribbons and flags which blow in the breeze as the bicycles accelerate to their destinations. Others are inscribed with religious slogans like “God is Love”, “Jesus is the Answer” and some have the names of the owner’s favorite English soccer team like “Man U”, “The Gunners”, and whereas others have names of favorite musicians and politicians. Still others offer logos that are very weird. I decided to seek an opinion from both the cyclists and the Matatu drivers. One cyclist I interviewed amused me when he said “Cycling boda boda is not a joke!” he said, as sweat poured from his bare chest. “The moment when I will get married, I’ll will give away this bicycle to my young brother and look for something else. I would not like to lose my wife to another man.” When I asked him why he thinks like that, and yet he is not even married. He looked at me, smiled then replied; “I will not have strength left for her as I cycle from dawn to dusk. The moment I enter into my house, I only think of taking a bath, eating and sleeping. Cycling the whole day, is nobody’s joke, at night I sleep like a log. This is not what a new young bride wants for a man or is it? I will not have time for my wife unless I quit the boda boda business”. When you looked around to all, you’ll see this operators, their muscles bulged as they peddled through the streets. You feel sympathy for the hard working men and only wish they could get something different to do to earn a living. This business is feted with a lot of hazard, besides health the bicycle operators are risking their lives every moment as they are hit and injured or even killed by the speeding motorists. Matatus on way out Talking to some PSV matatu owners, one of them said, “I want to sell my matatu and buy lots of boda boda. That is the way I can survive in the future.” He continued, “Ah you see madam, I used to make a lot of money transporting people around town but now this is no more.” Another PSV motorist with dreams confided to me that he plans to dis-invest in matatu then acquire several bicycles. “I want to expand my business by buying ten bicycles and I want each bicycle to give me five dollars a day” he said. Photo/JACKSON BIKO By NATION CORRESPONDENT Posted Thursday, October 28 2010 at 17:00 Kisumu council is embracing the renewable energy concept by installing a hybrid of solar-wind street lights to reduce dependence on the national electricity grid. Bluesea Energy Ltd said it has been contracted by the local authority in western Kenya to do the job worth about Sh600 million from Kenyatta Grounds to State House among other areas. “Lights using power from wind and solar energy sources are already being put up from Kenyatta Grounds to State House. In absence of one source of power, there is a back up,” said the firm’s chief executive John Majiwa. He said the lights are also to be installed along Olang Road with the adjacent locations among them peri-urban set up. Mr Majiwa said the local authority wants to use wind and solar instead of power from the national grid, which becomes more expensive when the cost of crude oil and refined fuel escalates. He said the two megawatts wind farm being developed by Bluesea for Kapchet Tea Factory in Kericho at a cost of Sh230.4 million is expected to be operational within three months. There is no way I can refer to this establishment as a resort and it's bigger than most guest houses. In the US it would qualify as a hotel. The rooms are actually very spacious: at least the one I was in, which was a corner room. The bed was comfortable. The one thing I fault many hotels in Kenya for is the poorly designed bathrooms. This one was no different from the others who have failed in this category. But I have to give it to them for having plenty of hot water. The location is not the best either. One gets the impression - from the brochure - that it's by the lake. You cannot see the lake even from the roof top. There was loud music coming from a nearby club into the wee hours on the night I spent there. Opening the window was out of the question, not only because of the noise but also from the smoke from burning trash. The breakfast was good with plenty to chose from. The staff was for the most part aloof; this part was somewhat unique to this place. All the other places I stayed in the employees were exceptionally friendly. So, would I stay there again? NO. An air conditioner would have gone a long way instead of a fan.
