Some cultures don't respect their "foreign" neighbours and think they are not liable for their share if they don't use the building personaly. Some stick their heads in the sand while others think if they avoid paying eventually the bills will go away or they can negotiate to pay less. However it just shows you what people can be capable of when there aren't any controls in place, there aren't many that will 'pay there way' because quite simply its the right thing to do, but will use any excuse not to , and if they believe they can get away with it, they will continue . The Dubai Authorites need to get a rocket up there arse and get things sorted,from where im sitting more and more of Dubai is going pear shaped all the time........... The only way would be repossession, but with prices of property tumbeling and oversupply it still would be hard to recover any cash. It is a tricky one and all investors should be concerned as this seems not to be an isolated case. propertymagnet January 2nd, 2011, 08:40 PM They should work more closely with DEWA, and as soon as the maintenance fees arent paid for one month the electricity and water supply should be turned off to the apartment in question. The owner will then have a very angry tenant, so the owner will either pay and cough up or the tenant moves out. Rent cheques should be paid a month in advance,(so tenant can make quick exit if owner doesn't cough) and if the owner doesn't keep his side of the bargain and pay maintenance , DEWA are called to disconnect. Tenant moves out.
