Tehran, 7 September 2006 (CHN Foreign Desk) -- Executive director of Bam Cultural Heritage Station said that operations to remove the debris from the historical site of Arg-e Bam (Bam Citadel) has shown a physical progress of 47 percent and has now reached the highest section of the structure which is dedicated to the rulers of the Citadel.

Speaking to Persian Service of IRNA on Tuesday, Nima Naderi added that documentation of the Citadel has so far had a physical progress of 45 percent.

Announcing that concurrent with operations to remove the rubbles, studies have also been conducted, he said that experts from France, Japan, Italy, Germany along with local experts are engaged in studies so as to get access to a suitable technique for reconstructing the adobe structures inside the Citadel.

Naderi noted that some 200 workers and experts are involved in the operations to remove the rubble and conduct studies.

A schedule, which will last for 15 years, has been drawn up for reconstructing the citadel, he said, noting that this year some five billion Iranian Rials (an equivalent of 550,000 USD) have been allocated for the purpose.

The Citadel in Bam was destroyed in a devastating earthquake on December 26, 2003. It was once the world’s biggest clay construction.

i read about that too yesterday.. it's good news that its going under renovation after its destruction, but its so sad and shows such incompetency that it will take 15 years

That means less than 36 700 $ every year. But yeah, this is still good news i suppose.

What about the actualy city around it? How is the reconsturction of infrustructure such houses and others so far?

Italy participates in reconstruction of Bam Citadel

An Italian delegation representing Italy's Ministry of Cultural Heritage is expected to arrive in Iran soon to participate in the reconstruction of Bam Citadel.

According to the Italian daily, Corriere della Sera, during its visit, the delegation will discuss its participation in the reconstruction of the historical Bam Citadel, which was demolished by a severe earthquake in 2003.

The Italian delegation to be headed by Giuseppe Project is scheduled to start reconstruction and restoration of the citadel in the historical city of Bam, Kerman province, in mid-November.

Italian Minister of Cultural Heritage Francesco Rutelli said that Italy is world famous for the capability of its restoration experts in art and archaeological fields.

Turning to distinction between political and cultural issues, he underlined that the cultural heritage of Iranian civilization belongs to the entire humanity, adding that Italy will continue its cooperation in the project, similar to other cases across the world.

Rutelli said that the first Italian delegation visited the citadel in Bam a few days after it was hit by quake, adding that the issue has been pursued after the visit.

"Besides, the first meeting of the countries participating in the reconstruction of Bam Citadel was held in Rome," he added.

This will be the first reconstruction effort after Bam earthquake which is expected to get underway in mid-November.

The reconstruction team including 15 Iranian youth will be headed by an Italian architect and an archaeologist, who will stay in Bam for one year to supervise the project.

A credit of 529,000 euros has been allocated to reconstruction of Bam Citadel and the remaining expenses will be covered by Iran

انتظار 15 ساله برای نجات بزرگ ترین بنای خشتی جهان ؛ گزارش مهر از روند بازسازی ارگ بم
خبرگزاری مهر - گروه اجتماعی: بم که تکان خورد ، به یکباره بزرگ ترین بنای خشتی جهان ویران شد و آنچه از آن باقی ماند ، تنها تلی از خاک بود و این همین حادثه کافی بود که بعد از گذشت یک هزار و 140روز از فاجعه دلخراش زلزله پنجم دی 82 بم ، نام "ارگ بم" همچنان در فهرست جهانی میراث در خطر ، باقی بماند

اگر چه پیرامون تاریخچه شکل گیری این ارگ تاریخی بین دوره های اشکانی و حتی قبل از آن در دوره هخامنشی اختلاف نظر وجود دارد اما اغلب بناهای آن که در زمان قبل از زلزله برپا بودند به دوره تیموری تا قاجار نسبت داده می شود. با این وجود بخشهایی همانند ایوان مسجد جامع با مقیاس متفاوت و عظیم خود دوره های بسیار قدیمی تر (همانند قرن چهارم هجری در دوره سامانیان تا قرن هفتم هجری در دوره سلجوقیان) را یادآوری می کند. نهایتا ارگ بم در دوره قاجار خالی از سکنه شده است

ارگ بم به مساحت تقریبی 200 هزار متر مربع از جمله بزرگ ترین مجموعه بناهای خشتی است که بیش از 20 قرن مورد سکونت اهالی شهر بم قرار گرفته است. این معماری تاریخی از گونه های معماری متعددی از جمله دیوار حصار ، برج و بارو و دروازه های متعدد ، مسجد ، بازار ، تکیه ، کاروانسرا ، مدرسه ، حمام ، زورخانه و محله های مسکونی با خانه های اعیان نشین یا عامه نشین ، بخش حاکم نشین شامل سربازخانه ، اصطبل ، آسیاب ، خانه فرمانده قشون و بخش اقامت حاکم شامل خانه حاکم ، عمارت چهارفصل و برج دیدبانی تشکیل شده است

ارگ بم به دلایل متعدد از جمله دارا بودن گونه های متعدد بناهای تاریخی و محله های مسکونی و شیوه ترکیب و اتصال آنها با یکدیگر و شکل قرار گیری بناها بر روی شیب تپه و ختم شدن کل مجموعه در انتها به عمارت منحصر به فرد چهار فصل در بالاترین نقطه ، دارای ارزشهای فراوان معماری و شهر سازی است. در عین حال وجود لایه های مختلف مسکونی بیش از بیست قرن به این مجموعه ارزش ویژه باستانشناسی داده است

بزرگترین بنای خشتی جهان که درواقع در روزگاران کهن شهر بم همین قلعه بود ، در شمال شرقی شهر بم ، بر بالا و دامنه صخره ای عظیم با خشت و گل ساخته شده بود. سابقه تاریخی ارگ بم به موجب نوشته های تاریخی ، از جمله حدودالعالم و تاریخ وزیری ، به 2000 سال پیش می رسید. ارگ بم تا حدود 150 سال پیش هنوز محل سکونت رونق دار عده ای از اهالی بم بود

ارگ بم به شکل قلعه های پرشکوه بر فراز تپه ای به ارتفاع 61 متر چونان تاجی مرصع برسربناهای تاریخی ایران ، درخششی جاودانه دارد. ارگ بم تا سال 1254 هـجری قمری مسکونی بوده و تا 80 سال قبل از حاکم نشین ، به عنوان ژاندارمری و مرکز قشون نظامی استفاده شده است و به عبارتی زندگی در ارگ از تاریخ ایجاد قلعه تا اواسط دوره قاجار به طور مدوام جریان داشته است

مرمت ارگ بم در سالهای گذشته

مرمت ارگ بم بیشتر جنبه حفاظتی و نگهداری دارد و سعی شده است تا فرم و شکل و نمای مجموعه های ارگ همچنان حفظ و تغییرات کلی در آنها به وجود نیاید .حاکم نشین قلعه در حدود سالهای 1337 هجری شمسی به بعد توسط اداره باستان شناسی و آموزش و پرورش بم تعمیر شده است ، تعمیرات اساسی ارگ از سال 1352 هجری شمسی شروع شد و هر سال به طور متوسط 6 ماه در ارگ کار شده است

به گفته مدیر پروژه نجات بخشی ارگ بم ، ارگ قدیم بم نخستین اثرى است که با بستر خود در فهرست میراث جهانى به ثبت رسیده است

اسکندر مختاری از ارسال منظر فرهنگی شهر بم به یونسکو خبر می دهد و می گوید: با کمک کارشناسان منظر فرهنگى شهر بم را که شامل محوطه هاى باستانى و ابنیه تاریخى، میراث معنوى و قنوات، باغ ها و...می شود برای بررسی و ثبت در کمیته ثبت میراث جهانی یونسکو ارسال کرده ایم همچنین پس از مشخص شدن منظر فرهنگی ارزشمند آن برای توسعه پایدار آن برنامه ریزی خواهد شد

وی با اشاره به اینکه اتمام عملیات نجات بخشی ارگ بم و مرمت و بازسازی آن به 100 میلیارد تومان اعتبار نیاز دارد ، می افزاید: نجات بخشى ارگ بم ، حفاظت ، آواربرداری و تثبیت وضعیت آثار تاریخى و طبیعى این منطقه در قالب برنامه ای 15 ساله دنبال مى شود که 3 سال آن سپرى شده است

مدیر پروژه* نجات *بخشی ارگ بم می گوید: بازسازی ارگ باید به حفظ اصالت اثر منجر شودو تمام آنچه بعد از زلزله باقی مانده است، باید در جای خود پایدار و مقاوم شود

کمبود اعتبار برای نجات بخشی ارگ بم

وی به کمبود اعتباربرای بازسازی و مرمت ارگ بم اشاره و تصریح می کند: سال گذشته قرار بود 3 میلیارد تومان برای مرمت ، بازسازی و حفاظت ارگ بم اختصاص پیدا کند در صورتی که تنها یک میلیارد تومان آن پرداخت شد و در سال آینده نیز قرار است اعتبارات افزایش پیدا کند که هنوز میلغ آن مشخص نشده است

مختاری ادامه می دهد: در طول 3 سال گذشته در مجموع 3,5 میلیارد تومان برای نجات بخشی ارگ بم اعتبار هزینه شده است البته اعتبارات و کمکهای بین المللی از سوی کشورهای خارجی مانند ژاپن ، آلمان ، فرانسه و ایتالیا نیز ارائه شده است و همچنین دانشگاههای داخلی و خارجی نیز در زمینه انجام مطالعات کارشناسانه درارگ بم همکاری کرده اند

وی به کمکهای ارائه شده توسط کشورها اشاره کرده و می افزاید : بخشی از این کمک ها بر اساس تصمیم کشورها بوده و برخی دیگر نیز از طریق یونسکو برای برگزاری کارگاه در ارگ بم ارائه شده است

مدیر پروژه نجات بخشی ارگ بم تاکید می کند: ژاپن با اعطای حدود 2 میلیون دلار تا کنون بیشترین کمک را کرده است که این اعتبار در قالب تجهیزات کارگاهی و ترابری ، تهیه طرح های مورد نیاز و مطالعات ارائه شده است و ایتالیایی ها نیز به خواست خودشان یکی از برج های ارگ بم را مرمت می کنند که هم اکنون نیز این افراد در بم حضور دارند. همچنین کمک فرانسوی ها نیز در بخش مطالعات باستان شناسی بوده است

به گزارش مهر ، کنترل و نگهداری آثار وبخشهاى به جا مانده از زلزله ، بررسى تاثیر زلزله بر سازه هاى خشتى و...مقاوم سازى ساختارهاى باقى مانده به گونه اى که تحمل بخش هاى مکمل را داشته باشد ، ازجله اقداماتی است که در بزرگترین مجموعه خشتی جهان انجام خواهد شد

کارشناسان معتقدند ارگ بم پس از بازسازی و مرمت هیچگاه مانند اول خود نمی شود و با توجه به تخریب ارگ زمان زیادی برای مرمت و بازسازی آن نیاز است و بر اساس معیارهای بین المللی هیچ وقت نمی توان بنا و آثاری را پس از تخریب به روز اول آن برگرداند

مرحله مطالعاتی ارگ بم 15 سال به طول می انجامد

نیما نادری ، مدیر اجرایی پایگاه نجات بخشی ارگ بم در خصوص روند بازسازی ارگ بم ، چنین می گوید: پس از وقوع زلزله بم بازسازی ارگ با تشکیل کمیته راهبردی برای برنامه ریزی سریع ارگ بم آغاز شد و در مرحله اول آوار برداری ارگ همراه با مستندسازی باستان شناسان مد نظر قرار گرفت

وی از اتمام 50 درصد عملیات آوار برداری در ارگ بم خبر داده و می افزاید: پس از گذشت 3 سال ، عملیات بازسازی همچنان ادامه دارد و در حال حاضر کاوشهای باستان شناسی و مرمتی علاوه بر اقدامات مطالعاتی برای بازسازی ارگ بم انجام می شود

مدیر اجرایی پروژه نجات بخشی ارگ بم می گوید: مدت زمانی که برای انجام مطالعاتی لازم برای بازسازی ارگ بم پیش بینی شده 15 سال بود که همزمان از 3 سال پیش کارهای اجرایی در خصوص مستند نگاری ، حفاظتی و آوار برداری آغاز شد

به گزارش مهر ، تلاش شبانه روزی برای اینکه ارگ بم از فهرست میراث جهانی خارج نشود ، با همکاری مسئولان سازمان و همچنین استان انجام می شود. همچنین برای نجات منظر فرهنگی باید یکسری قوانین مانند تخریب آوار برداری ، حفاظت از قنات ها و باغ های اطراف ارگ انجام شود که در این خصوص پرونده ای تهیه و به یونسکو ارسال شده است

نادری در خصوص اینکه آیا دوباره ارگ بم مانند اول ساخته می شود یا خیر ، چنین می گوید: تصمیم این کار دست ما نیست و به وسیله هیئت راهبردی که متشکل از متخصصان و کارشناسان داخلی و خارجی هستند ، مشخص می شود و در حال حاضر نیز این امر مشخص نشده و هیچ طرح نهایی در خصوص اینکه ارگ بم مانند اول بازسازی می شود یا خیر مشخص نشده است

وی ادامه می دهد: هدف ما تنها این نیست که سریع تر عملیات آوار برداری را به پایان برسانیم بلکه برای حفظ لایه های مختلف تاریخی در ارگ بم باید مرحله به مرحله و با دقت هر چه تمام تر این کار را انجام دهیم

وی می گوید : برای بازسازی و مرمت ارگ بم از تکنیک و مواد سنتی استفاده می کنیم و برای دست یافتن به تولید خشت مناسب ، خاک مورد آزمایش قرار گرفت والبته دانشگاهها نیز در این زمینه همکاری کرند

به گزارش مهر ، پس از وقوع زلزله گفته شد که تقریبا ارگ بم 100 درصد تخریب شده است اما این طور نبوده و تخریب ارگ بم به طور کامل انجام نشده است و وضعیت فعلی ارگ همانند وضعیت ارگ قبل از سال 1357 بوده است

کمک های بین المللی به بازسازی ارگ بم

سازمان میراث فرهنگی ، صنایع دستی و گردشگری با اشاره به اینکه دولت ژاپن کمک فرهنگی بالغ بر 112 میلیون ین ژاپن معادل 8/8 میلیارد ریال به دولت جمهوری اسلامی ایران اهداء می نماید ، این کمک را با هدف اصلاح تجهیزات به منظور بازسازی و حفاظت ارگ بم اعلام می کند

این تجهیزات شامل 10 سری داربست ، 15 سری پلکان برای استفاده روی سطوح شیبدار ، 3 دستگاه حفاری هیدرولیکی ، 2 دستگاه لیفت تراک ، 3 دستگاه لودر چرخدار ، 5 تسمه نقاله و قطعات یدکی آنها است. مراسم اهدای تجهیزات مزبور ، ساعت 13 شانزدهم اسفند ماه جاری در محل دفتر سازمان میراث فرهنگی و گردشگری شهر بم برگزار می شود

Top Iranian culture official Esfandiar Rahim-Mashaii is optimistic about the renovation of the quake-stricken Bam Citadel in southeastern Iran.

"The reconstruction process of the citadel is important to Iran since the monument has been registered on the UNESCO World Heritage in Danger List," the head of the Cultural Heritage, Tourism, and Handicrafts Organization (CHTHO) said on Saturday.

He noted that experts faced many difficulties at the beginning of the project due to the lack of maps of the citadel's early structure.

"However, the renovation process is speeding up as we go further," he added.

The CHTHO's experts in collaboration with some scholars from France, Italy, Germany, and Japan have developed various techniques to renovate the citadel which is a brick structure, he stated.

"Iranians and foreign tourist are allowed to visit the site during the reconstruction process."

According to Rahim-Mashaii, $1.6 million of funding has been allocated to the project.

He expressed hope that there will be more international cooperation to restore the historical monument.

The Bam Citadel and the city of Bam were almost entirely destroyed by a devastating earthquake on December 26, 2003.

Covering an area of 180,000 square meters, the Bam Citadel is located 200 kilometers south of the city of Kerman. The citadel was the world's largest adobe building.

It is not known when the Bam Citadel was originally built, but it is widely believed that it was constructed during the Sassanid era (224-651). While some remains date back to the 12th century and before, most of what remains was built during the Safavid era (1502-1722).

The citadel had been partly renovated several times before the earthquake.

Bam Citadel still interesting resort for tourists: UNESCO office director

TEHRAN, April 22 (MNA) -- Abdin Saleh, the director of the UNESCO Office in Tehran, is convinced that the Bam Citadel is still an interesting resort for tourists even after its collapse during the earthquake.

Although the Bam Citadel in Kerman Province was almost entirely destroyed by a devastating earthquake on December 26, 2003, it still plays a major role in attracting tourists to Bam and the province, he told the Persian service of CHN on Sunday.

The city is still home to a valuable heritage, but a great deal of care and attention will be needed to complete the renovation project, he noted.

The Bam Citadel is part of an impressive historical complex, with anthropological, social, and cultural aspects, he remarked.

Saleh emphasized that Bam still embraces the same spiritual soul of the past, and that it is this spirit which has kept the place alive and vivid, saying, “A historical place does not necessarily mean just the existence of a monument, it is also the values, culture, and customs of a city that maintain its atmosphere and give it significance.”

The historical Bam Citadel is on UNESCO’s List of World Heritage in Danger.

UNESCO has carried out several programs on the preservation and renovation of the monument.

The director of the Bam Cultural Heritage and Tourism Foundation has already said that the renovation of the Bam Citadel requires a budget of one trillion rials ($108.2 million).

During the last three years, almost 15 percent of the task has been carried out, and the remaining 85 percent is scheduled to take another 12 years, Eskandar Mokhtari noted.

“We are not intending to return the citadel to its previous form, but we are trying to reinforce it as much as possible,” Mokhtari stated.

you know one time, when i still lived in Iran, I went to a grocery store and bought a huge bag of rice (a gooni of rice). Then when i opened it there was a note: "taghdim be mardome azize bam!" I figured that it was supposed to be donated to Bam's homeless, but how did it get to a grocery store in Sari...?!!!!!

And that's why that i always doubted if they're doing anything for Bam at all with all the hideous corruption.

what im concerned is that if god forbid another disaster happens and everything crumbles again, i hope its earthquake resistant, it doesnt seem like it though

i think it would of been better if they made the large part from concrete, but covered it with the brick covering

^^^ building it quake resistant would be meddling in history to much.... I would prefer it renovated in original style with original materials to preserve history in its purest way. If it crumbles again,,, well bad luck, rebuild it again, thats the curse and blessing of being a historic country.
