A Maglev between those cities is insane! They're opening the first line between Munich and another city (not sure where), but that is completely different - public transportation is the norm there. On the other hand, how many people do you actually know who use buses in Doha? Not to mention how little commuters there are between the cities you listed - yes, there is quite a bit of traffic between Doha & Messaid, Wakrah and Messaid, but even then nobody uses public transportation (i.e. buses). In Germany, most people use public transport and you can be pretty sure that people would use the Maglev.

As for me, I personally think a Corniche redevelopment would be best. The Corniche in Doha is great for walking, but not much else. They need to open restaurants, cafes, etc and make it better than it already is. We have absolutely no cafes or restaurants by the sea in Doha apart from the 2 or 3 currently on the Corniche, and one of those is a juice stall!
