@zorg: good job with ur Wuhan overview! Thx alot. One little mistake though: The Building on the picture below is not Wuhan Central station. If I remember right is is some governmental office building. However it is quite far away from any railway.

Impressive, why dont have this great projects in Spain ? :sleepy:

The things are being made in China are incredible and also the few knoweldge we have in Western Countries about it. Let me tell u an anecdote. A few months ago I was with a classmate, who rules a video shop. There was a film whose cover was a photo of Pudong

I asked him if he knew the city of the cover (I already knew it). He said that he thougth it was a science-fictional one as Coruscant, that it dont exist really :crazy:

Construction of Wuhan International Fare Center started

With a total investment of 7.83 billion Yuan Wuhan International Fare Center certainly is one of the key projects within the city´s current development. The 25 hectares sized area will not only be home to the fare center itself, but also to a 40+ storeyed office tower, a grand hotel as well as a conference hall. Completion is scheduled for fall 2008. Major players of French industry are highly anticipating the project in which they invested 0.9 billion yuan themselves. The city of Wuhan is known to be the first adress for France´s China-business, year by year attracting more than 30% of the country´s total investment into China.

More than 7200 tons of steel are used to complete the second terminal of Wuhan´s Tianhe airport, which will provide 140000 m² of new service area. The new terminal is supposed to start operation in fall 2007 and will support Wuhan´s ambitions to emerge as China´s central traffic hub.

@godblessbotox (and those who are interested) : Unfortunately, good quality renderings of Wuhan projects are hard to find on the web. They still lack a little about web-based marketing and presentation, which is a pity as there is so much going on that the city can be proud of. There are actually three big railway station projects on the go in Wuhan which is a unique thing in the whole of China ( even Beijing and Shanghai "only" have two big stations! ) and a result of the central government's plan to establish Wuhan as the central traffic hub of the country. The new central train station is amazing. Is it on the site of the railway station in Hankou? Or is it in a new place?
I've used the old Wuchang train station and it's a good thing it's been rebuilt too.

Man, I've been there in 2004 (in Hanyang), I may come back in 2008 but what will be left of the city I knew?!

BTW, does anyone have a dealine for those projects? (Especially the CBD and the tall towers)

The new Central Station is built in a new place on Wuchang's side of the river, roughly at the border between Hongshanqu and Qingshanqu, that means quite in the north.

Addressing deadlines: Actually the CBD project is quite a long term project as its' area is really huge (see pic below). U will have to wait until like 2020 when it will finally look like the renderings propose. U can find an animation showing different stages of development on the official website. But be assured if u see Wuhan again in 2008 there will be so many other places having totally changed. I´d like to. But as u surely had noticed urself good renderings for Wuhan projects are quite hard to find. Mostly, there are only some images not much bigger than thumbnail size coming with the news headlines for new projects (if there r any at all...).

Considering Hanyang u already have posted some of the great stuff happening at the Changjiang riverside. But I also saw many destructions of old houses and deep holes in the old city core as well as many recently prepared plots in 经济开发区 two months ago (I think one really big highrise construction I have seen was called 汉阳商场大厦 or something like that) . And finally the tenor in Wuhan was that Hanyang has set sails to catch up with Hankou and Wuchang again after it had been asleep for so long. Hanyang might become for Wuhan what Pudong has been for Shanghai as there is so much free space yet to urbanize.

As for now I don´t have the time to crawl through chinese websites all night long to get a handful of bad renderings, I prefer to explore the real thing as soon as I get my ass back to Wuhan. That will be in about three months (around march 10th actually). Be sure that I will spend at least two whole days in Hanyang just for taking construction pics. :) Of course, I will explore Hankou and Wuchang as well (especially for the new stations...).

Oh, this one... As far as I know this is actually not a final proposal (therefore its' undetailed look in the rendering). What u can see there is merely a placeholder within the whole scale plans for Yongqing Area. Noone actually seems to know yet how it will finally look like. The only sure and reliable information I have is that Shui On Land has chosen this spot for a landmark tower of at least 250m roof-height. Let´s hope this mark will be exceeded by a large margin. :)

With all those projects of Yongqing Area, Wangjiadun CBD, Hanzhengjie, Jianghanlu ... and those in Hanyang finished, Wuhan's skyline seen from Wuchang's Yangtze riverside park will be endless (roughly 15km!!).

Update on Optical Valley Pedestrian Street ( 光谷世界城步行街 )!!

Sorry for the bad quality of these pics. Found nothing better :(. Anyway I hope it is still obvious what the new pedestrian street of Wuchang would be like. The part behind those highrises seems like a weird mix of historical european architecture styles. Honestly, it looks like Disneyworld stuff to me, but we will see how it will work out in reality later.

There are very different time frames for these projects. Obviously the infra structure projects have highest priority and therefore most of them will be finished within 2007/8 (Wuchang Station, Tianhe Airport, Tianxingzhou Bridge, Hankou Station maybe 2009). The completely new station might take longer to build and to connect though. Then we have mid term projects like Hanyang Shimao, Wuhan Exhibition Center, Optical Valley CBD as well as Hankou TianDi (the one STAFF quoted right before ur post). These will be finished like around 2009/2010). However, these projects include various stages of construction and therefore certain areas might be opened for public use much earlier than others. Finally, the most demanding project - Wuhan CBD - will take more than a decade to be finished (2020 projected).

Hope u have a rough but still satisfying overview now. Of course there are many more projects going on. It`s quite hard to track them all...

Of course, I must admit that I don`t know all the details about every single project myself, but there were articles in serious Wuhan newspapers recently confirming one building with a height of 500m as well as two towers exceeding 400m. So, at least considering the flagship projects of Wuhan CBD, I am quite confident now (although I actually had expected them to be exaggerated before as well). Most other projects heights seem kind of realistic anyway: In China, there`s nothing special about 200-300m scrapers anymore... Why should anyone lie about that? Only a pity that Polycultural Plaza obviously has been cut down... but still a nice building!

@ZZ-II: Don`t underestimate Wuhan only because u heard little about it. It is by far bigger than most statistics might tell us and perhaps China`s biggest single urban agglomeration after Shanghai (I mean URBAN!!). Although still behind the standards of several coastal cities, Wuhan finally has awakened.

@Zorg: Yeah, I`ve seen this rendering several times too and I know where it is supposed to be built just by looking at ur picture, but I don`t know its' name yet, so it is hard to find more detailed information... :(

P.S.: Is it only me or might we see some of the biggest boxes worldwide so far (buildings No. 2,3,4) ??

As far as I know the airport has already been levelled a few months ago.

1) About the final heights of these buildings: We will find out the truth sooner or later... ;) Let`s all hope these numbers are true!

About the developer: Of course, such a huge transformation project does not rely on one single private developer only but a on wide mix of governmental enterprises, investment banks, planning companies, etc. ... There are two enterprises founded by Wuhan City Government, one is called 武汉市汉口机场迁建开发有限公司 (see: http://www.hkjcqj.com/) and in charge for the destruction of the old airport and preparation of the whole Wangjiadun Area, the other more important one is 武汉王家墩中央商务区建设投资股份有限公司 (see: http://www.whcbd.com/) and responsible for central coordination of the whole future CBD's development. Master Planning for the CBD's overall layout (including traffic concept, landscape design etc.) was done by German Obermeyer Group, but meanwhile got revisited several times (see: http://www.opb.de/index.php?id=106)

I think You meant this project has not found a investor yet?!Generally speaking,govtal company does not invest directly on an office tower in particular such a big commercial property project.They are only in charge of demolishing the old buildings and helping resettle people funded by developers.

I don't think they are anywhere near hideous. When you consider the huge amount of construction involved, you can't expect every of them look at SWFC. I think they are fairly good, and is indeed a 'great leap forward' for Wuhan.

@Zorg:

I am afraid u r too optimistic about its height. What u see there is - as mentioned before - just the first phase of the Splendid Yangtze Project, which (the 1st phase, not the whole project) consists of residental towers only. I guess the highest building u can see in these pics won't exceed 170m - at least not by much. It is (in my opinion) because of two reasons that the tall one there indeed looks very high:

1) The angle from where the photos have been taken give the impression of a slim tower, but it is much bulkier actually (see pics below)

2) Hanyang's skyline - especially in that area - is still quite flat. Therefore even a 150m tower appears kind of huge.

Our fellow user "Hankow" provided these pics before. U can compare the buildings of phase 1 (marked red) again to that ~250m tower in the center:

Anyway, I mixed in my mind the construction pics of Splendid Yangtze with the render of Wuhan Tiandi project, that's why I supposed that tower would be huge when finished :nuts: Btw, how tall is Wuhan Tiandi tallest? That one should be 250m+ for sure.

Those cheap and laziness style from Chinese made the whole building ugly. You can see the stick and everything. I bet it light up as night like some cheap shit. Chinese need to know that there are other color beside RED, be a little more creative. Chinese is over using the red. Just like they over using the the word "China/sino". Ancient china had design great thing but this generation can't seem to think of anything but cheap over use culture design. Ever been to a Chinese house? Fake plants, buying over using painting of tiger,dragon, and every other Chinese culture.I'm not just talking Mainland Chinese but chinese from Taiwan and Hong kong too. Ever been to a Chinese restaurant in the west? It all look the same and over used color and design.

Well, although I wouldn't put it as rude as u did, I admit that I actually agree with the first part of ur comment (as far as it is referring to the lights on this building and the general over-use of RED in China). In my opinion it is not only the crappy neon lights but the whole design of the tower's roof section lacking quality in a very unnecessary way. This is perhaps a common problem: I have seen many highrise buildings in China which seemed to be decently designed (or at least fair) as long as u don't look at the top, because the latter is a) overloaded with disney-style kitsch or b) like in this case here - there`s some unnecessary crap on it looking like a cargo container peppered with antennas. Obviously some Chinese architects have some weird obsession in messing up a building's top. I don't know...

See what kind of top I would suggest for this building and build ur own opinion :) :

You can see these laziness and cheap design from Chinese. Take The forbidden city for an example, in the day you can see the light wire all over the forbidden city building. Other example is the Bund in Shanghai, you can see 1 or 2 satellite dish on top of there roof. I think it destroy the building and the beauty of it. I don't understand Chinese fascination with neon light. Every historic building have some neon light on them and on the days you can see the wire everywhere. :ohno:

use of neon light was only for special occasion,but it was during the stalin era when massive use of neon light for propaganda porposes, or to over up soviet's "concrete block": shabbyness.this idea later barrow by the Chinese probably for same porposes.
instead of neon light, China should get rid all these electric wiring and cable.it so eye sore.

City in central China plans to spend US$40 billion on subway system

BEIJING: A city in central China plans to spend US$40 billion to extend its subway line, as part of China's relentless drive to build more infrastructure, the official Xinhua News Agency said Monday.

Wuhan, capital of Hubei province, plans to spend 300 billion yuan (US$40 billion, €26 billion) to expand its subway system, Xinhua said. It will be extended from seven to 12 lines with 309 stations by 2015.

A spokesman from the Wuhan city government publicity office confirmed the plans, but said it still has to be approved by the government.

The cost is equal to what China's capital Beijing is spending to remake its infrastructure to prepare for the Olympics that start in August.

Wuhan is a transportation hub for central China

Yeah, these are really great news for Wuhan and I am quite looking forward for a complete new public transport experience there in the future as I know very well how terrible the traffic situation has become during recent years. The new Chang Jiang-bridges will also be of much help to improve it. Wuhan finally awakes from its' slumber! :)

China completed its first road tunnel across the Yangtze River on Saturday in Central China's Wuhan City after more than three years of construction.

The 3,609-meter, bi-directional four-lane road tunnel connects Wuhan's two major parts -- Wuchang, where government offices and universities are based, and Hankou, the business center.

The tunnel will allow 52,000 vehicles to travel at 50 kilometers per hour each day, said Yin Weizhen, Wuhan vice mayor.

"It will take only seven minutes from Wuchang to Hankou, while traveling above the ground costs half an hour."

The strongly permeable tunnel can combat a flood occurring once in 300 years and earthquake measuring up to six on the Richter scale, Yin said.

The two-billion yuan ($286 million) project began in November 2004 and is expected to be open late this year.

Wuhan, capital of Hubei Province, is one of the largest city in Central China with a population of eight million. It is the center of five railway lines, six expressways, and several highways. The city serves as the gateway to China's hinterlands and is nicknamed the "thoroughfare to nine provinces".

The city has increased the pace of improving transport infrastructure in recent years to ease clogged roads. Five bridges are in use over the Yangtze, and one more is being built.

Construction already started a few days ago. The building is part of the first stage of Yongqing Business District / Wuhan Tiandi. With its height of 320m, the yet unnamed tower will be the third highest building in Wuhan after Gezhouba International Plaza (u/c, 350m) and Minsheng Bank Tower (336m).

Hi z0rg! 好久不见。;) Oh, I know what that is. These two towers belong to phase II of Shimao`s Splendid Yantze Project. Here is another picture I shot two weeks ago where you can at least see their silhouettes in the fog:

I have only seen them from the distance and thought this would be the project's two (250m high) Office/Hotel-towers already. But now by seeing your pic it seems these will be two more condos - pretty high ones though. (Keep in mind the taller building right to those towers is already 175m high.)

Shui On Land has formed a strategic partnership with a Dutch property giant by selling a 50 per cent stake in a proposed shopping centre in Wuhan for 750 million yuan (HK$850.8 million) in an effort to speed up the project's development.

The joint venture with Redevco, an Amsterdam-based firm that owns €7.2 billion (HK$77.98 billion) worth of investment property in Europe, will develop a 100,000 square metre shopping centre.

The investment cost of the project will be 1.5 billion yuan, while Shui On will invest an additional 500 million yuan to finish the 120,000 sq metre basement.

The deal came after Shui On Land's partner Winnington Capital scrapped a plan to buy more shares in two of the company's projects, in Shanghai Rui Hongxin Cheng and Chongqing Tiandi, leaving the firm to fill an estimated 2 billion yuan funding gap in April.

However, Shui On Land chairman Vincent Lo Hong-sui said the tie-up with Redevco was not because of a liquidity crunch but the international retail expertise the European firm would bring to the project.

"We are not seeking strategic partners just for investment but also to leverage on their expertise to enhance our project's quality. Now banks are more willing to lend, funding is not a question for us," he said. Last month, the firm raised about HK$2 billion from a share sale to help broaden its shareholder and capital bases.

Mr Lo said the company would accelerate project construction in Foshan and Chongqing in the face of a strong revival of buying interest.

The firm would continue to seek partners, as it had a land bank of 13 million sq metres that would require large amounts of capital, he said. Shui On's shares rose 1.62 per cent to close at HK$5.02 yesterday.

The Wuhan retail complex is Redevco's first investment on the mainland. Its construction is scheduled to begin in the fourth quarter of next year and to be completed in 2012.

Redevco chairman Dominic Brenninkmeyer said this collaboration was the first step in a long-term commitment to the mainland market. "In addition to our European portfolio, we aim to build an Asian retail property portfolio, in line with our strategy of geographical diversification," he said.

The shopping centre is part of the Wuhan Tiandi project, with a total gross floor area of 500,000 sq metres. The massive project will comprise grade A offices, a five-star hotel and high-end department stores.

China plans massive high-speed rail expansion: state media

China plans to spend nearly 300 billion dollars to build 42 high-speed railway lines by 2012 as part of its efforts to spur growth amid the global downturn, state media have reported.

China hopes to have added 13,000 kilometres (8,060 miles) of track to its massive rail network in three years, the China News Service said Wednesday, citing Zhang Shuguang, deputy chief engineer at the railways ministry.

The tracks would be capable of handling trains running at up to 350 kilometres per hour, the report cited Zhang as telling a science conference in the southwestern city of Chongqing.

The country would then in three years have four north-south and four east-west artery high-speed rail links across its vast territory, the report said.

The new tracks would mean the travel time from Beijing to the central hub city of Wuhan would be more than halved to around four hours, it added.

The country has developed a "major breakthrough" that will enable high-speed trains to run on both fast rail and normal-speed tracks, Zhang said, according to Wednesday's Chongqing Times.

"China has the most advanced high-speed rail technology in the world," Zhang said, adding the country's fast rail network would have the capacity to carry seven billion passengers a year between 2011 and 2012, the paper said.

A train that can travel at 500 kilometres per hour will be tested at the end of 2010, he said, according to other local media reports.

Beijing has said it will invest at least two trillion yuan (293 billion dollars) in railway construction over the next three years, as it struggles to stimulate domestic demand to aid the recovery of its export-dependent economy.

By the end of this year, China will have a total of 86,000 kilometres of railway lines, second only to the United States, officials have said.

The nation aims to have 120,000 kilometres of track laid down by 2020, they said.

When I visited Wuhan 1.5 years ago I made photos of a visually stunning building site at the river, which looked surreal from the distance - Are these the same buildings? Is it called “Shimao`s Splendid Yantze Project“? Wuhan might be one of the most exciting cities that I have ever visited. It is not like Beijing, or Shanghai, but it is just a beautiful and „real“ city, it is being “alive” and organically shaping itself. It must be a Great city to live in.

Nice city? O - Yes!!!

The beauty of a city is not only because of number, shape, or arrangement of buildings but also about the vibe of its urban life. In Wuhan I saw that people do not just live there but they live together, within a positive and lively social environment. It is the countless small details in the city, the pieces of art, the parks, the excitement of an organically grown and matured city while keeping its old and lovely Chinese character, that gives Wuhan its shape, unlike Shanghai where everything is new, like a skyscraper theme park. Maybe one reflection of Wuhan's character and powerful strength that I felt when I visited Wuhan are the small details that you see everywhere in the city. There are many social things going on everywhere, there is street pantomime, there is social life in the parks, there are countless small but beautiful pieces of art that underline the quality of life. Even under a bridge one can find art, organic, almost funny. Art and sculpture is an extension of nature in Wuhan. This is what I like so much. I like to accentuate my statement by the following pictures so you may understand what I mean:

Wuhan Airport to Complete Int'l Terminal by Yearend

WUHAN, June 4, SinoCast -- Wuhan Tianhe International Airport, based in central China, is scheduled to complete its transitional international terminal and put it into operation by the end of 2010.

Wuhan City, capital of Hubei Province, raised the curtain on construction of the transitional terminal on May 9, with the approval from the provincial and municipal governments as well as Capital Airports Holding Company, which controls the airport.

The equipment in the airport's first terminal (T1) has been used for a number of years, and it has had an impact upon the increase of international passengers, said industry analysts.

The transitional international terminal will be located left of the second terminal (T2), and cover a total area of 5,310 square meters. Related parties have finished preliminary preparations for the project.

After the third terminal (T3) comes into service, the transitional international terminal will still serve passengers in the central city as a building for special planes or business jets.

State Grid to enlarge UHV power transmission capacity to Hubei province

BEIJING, Aug. 19 (Xinhua) – The State Grid Corp, one of China's two power grid operators, is going to step up the construction of ultra-high voltage projects and enlarge the ultra-high voltage power transmission capacity to Hubei province in central China to ease the power tight supply.

According to the plan of the State Grid, it will construct two North-South ultra-high voltage transmission lines, respectively from west Inner Mongolia in north China to Wuhan, the capital city of central China's Hubei and from Ulanqab to Wuhan, in a bid to enhance the power transmission capacity from large coal bases in North China.

Energy supply shortage in Hubei is growing larger and larger with the economic development. It is expected to reach 163.4 million tonnes standard coal by 2015, and 86 percent of energy demand would be feed by other parts of China.

Wuhan Joins Big Chinese Cities To Limit House Purchase--Report

SHANGHAI (Dow Jones)--Wuhan, capital of the central Chinese province of Hubei, has joined the country's big cities in imposing a limit on house purchases, the state-run Shanghai Securities News reported Saturday.

The city, which has a population of more than nine million, now stipulates that each family can buy only one new apartment in the downtown region, the report said.

The move, effective from Jan. 15, is in response to a rapid growth in the city's home prices, said the report. The average property sales price in Wuhan rose 17% last year to CNY6,184 (US$936) per square meter, the report added, nearly triple the average monthly salary level in the city.

In addition, the report said some cities in the Shaanxi province will start restricting house purchases within the year, without naming these cities.

Many first-tier cities in China, such as Shanghai and Beijing, have imposed a limit on housing purchases for months. The moves by individual cities are in addition to central government policies targeted at the property sector, as soaring home prices put the prospect of home ownership out of reach of ordinary people and raise concerns of social instability.

China has been grappling with a surging real-estate market since late 2009, and has taken numerous measures to stabilize prices, including raising down-payment amounts, increasing mortgage rates and curbing lending for additional home purchases.

Those moves have had a limited effect, however, as the fundamental drivers of the market, including supply constraints and strong demand, have largely been untouched.

Wuhan woos Europe with Dutch realty project

If you build it, they will come - so goes the line based on the American baseball movie Field of Dreams.

But Netherlands-based property developer Redevco, believes that it more clearly defines its flagship project - a 1.8 billion yuan (190 million euros) shopping cum business complex near the Yangtze River in Wuhan, capital of Hubei province.

With the government keen on relocating most of its industries to the western and central regions, Redevco sees its project as a catalyst for more overseas investment in the region.

Expected to be completed in 2013, the Wuhan Tiandi Riverview Plaza will offer 109,000 square meters of retail space and a leasable area of 70,000 square meters.

The project will also house more than 250 stores, comprising international brands, popular fashion chains, lifestyle stores, dining area and cinemas.

The Tiandi Riverview Plaza is a 50-50 joint venture between Redevco and the Hong Kong-based Shui On Land.

"When the plaza is complete, I expect it to be a new landmark not only in Wuhan, but all over China," says Robert Lie, managing director of Redevco Asia.

"Almost all the famous international brands will be found in the new mall," Lie says.

Redevco chooses Wuhan as its entry point to China, he says, because the city's sizzling economic growth, coupled with a consumption boom, offers great opportunities.

Wuhan's gross domestic product (GDP) jumped 14.7 percent last year to 550 billion yuan (58 billion euros), while retail sales grew 19.5 percent year-on-year to 250 billion yuan in 2010.

Both figures belittled the national average growth. The nation's GDP hit 39.8 trillion yuan in 2010, expanding by 10.3 percent year on year, while retail sales rose 18.4 percent year on year to 15.5 trillion yuan.

"We are optimistic of Wuhan's growth," Lie says.

Besides the shopping area, the plaza will also have a number of office towers facing the Yangtze River.

They are designed to attract international corporations, especially those from Europe, which plan to establish a presence in Central China amid the country's growing industrial relocation from the coastal areas.

Lie says the high-speed rail network, which shortens the travel time between Wuhan and major eastern Chinese cities such as Shanghai from five hours to less than four hours, will be an advantage. "Once Wuhan's high-speed rail network finishes, the plaza will be more attractive," he says.

Guo Qing, a senior project manager of Shui On Land, says some 30 companies, mostly Fortune 500, have already shown interest in the project, adding that the plaza is a good place for them to establish regional headquarters and offices.

"Some companies want to open stores in it, while others plan to set up their Chinese offices in it," Guo says, without revealing the names of these companies.

Analysts say the project reflects European companies' growing interest in central and western China.

"Apparently European companies which did not make it big during China's coastal boom are determined not to lose out this time," says Li Jinlin, dean of the School of Management and Economics of Beijing University of Technology. "This time, the opportunities will emerge from inland China."

WUHAN, May 20 (Xinhua) -- The death toll from a building collapse in central China now stands at two as another body was found under the rubble Friday, a local official said.

A half-finished five-storey building collapsed at about 6 p.m. Thursday in a village in Qiaokou District of Wuhan, the capital city of Hubei Province.

One of the dead was identified as the owner of the collapsed building and the other as a construction worker, said Yang Li, a deputy director of the district's publicity department.

Seven were injured in the collapse and remain under emergency treatment in the intensive care unit of a local hospital, including a contractor and six construction workers and villagers who were passing by.

Rescuers are still clearing the debris by hand and with simple tools as large machinery cannot be used at the small and narrow construction site. They have yet to detect signs of life under the debris and have no idea how many may be buried.

Authorities are probing the case.

French loans help Hubei Province go greener

WUHAN, June 1 (Xinhua) -- Wuhan, capital city of central China's Hubei Province, will use 20 million euros (174 million yuan) of French loans to make its buildings more energy efficient over the next four years, the city government said Wednesday.

This is China's first energy-saving building renovation project that involves foreign-government loans, the city government said in a press release.

The project is expected to reduce the power and water usage of 37 buildings by 20 to 30 percent, it said.

The majority of the buildings serve as government offices.

The total cost of the renovation is 199 million yuan, which includes the French Development Agency loans and an additional 25 million yuan from local tax revenue, it said.

The buildings' exteriors, as well as air-conditioning, hot water and lighting systems will be overhauled.

The renovation also features smart power consumption monitoring systems that can send alerts whenever power usage exceeds targets in various units of the buildings.

Big-ticket infrastructure projects give Wuhan an edge in attracting foreign investment

If city planners have their way, Wuhan could soon be the crown jewel that will channel more foreign investment into China.

The city of more than 9 million people, the capital of Hubei province in Central China, is in the throes of a massive urbanization drive that will soon see it have an entirely new subway system, with nearly more than 200 kilometers of track, two new airport terminals, a new financial district, a cultural district and a riverfront promenade.

Such huge infrastructure plans also call for massive investment and therein the big opportunity for foreign companies. Annual investment on infrastructure in Wuhan jumped from 50 billion yuan ($7.84 billion, 5.85 billion euros) in 2008 to 100 billion yuan last year, while the figure for this year is expected to exceed 120 billion yuan.

Wuhan's infrastructure projects are helping to shore up China's economic growth and reduce the impact of sluggish foreign trade. Wuhan also has a rich legacy, as it was from here that the seeds of a modern China were sown through what is now called the 1911 Revolution.

Ugur Lee Kanbur, general manager of the Westin hotel in Wuhan, says it is these twin factors that prompted the Starwood Group to set up its first hotel in Hubei province in the city.

"Location and right timing are the decisive factors for success in the hospitality business," Kanbur says.

The hotel, which had a grand opening at the end of last month, was fully booked in early October before the centenary celebrations for the 1911 Revolution on Oct 10.

"We are looking to be the market leaders in Wuhan by next year," says Kanbur, adding that Westin is the only Western luxury hotel in Wuhan.
Towering dreams

Kanbur says that the 1911 Revolution is not the only reason for Starwood to be present in Wuhan. "More importantly, it is the rapid development and transformation of the city and the question of being in the right place at the right time."

Today the 1911 Revolution is a distant memory in Wuhan, as several of the historic buildings have made way for new gleaming glass and steel edifices. Apart from subway lines, there are several projects for new roads and road widening. Construction sites throughout the city sport the catchy slogan "Today's inconvenience is for tomorrow's convenience".

Despite the inconveniences, companies are not complaining. "The city can be a little dusty now. But the potential of the city will keep growing as long as it continues to build something," says Kanbur.

"With the kind of development that is going on in the city, I would not be surprised if it stands on par with or overtakes cities such as Shenzhen and Guangzhou in the next five years.

"The icing on the cake for the city will be the slew of investments that will come from multinational companies and foreign investors."

Kanbur says Wuhan will be the top draw for global hotel chains, fashion brands and supermarkets. Justifying such claims has been the buzz in the hospitality business in recent times.

Sheraton Hotel, Westin's sister brand in the United States, and Ritz-Carlton, the luxury brand with no room priced below 2,500 yuan per night in China, are considering luxury hotels in Wuhan.

Big fashion brands such as the Sweden-headquartered H&M and the Spain-based ZARA arrived in Wuhan last year. Yet another biggie in the retail front Marks & Spencer (M&S) is setting up its sixth outlet in China in Wuhan rather than Beijing or Guangzhou.

M&S opened its first store in China in Shanghai in 2008, and now has four outlets in the city and another in Ningbo, Zhejiang province.

Qiu Lei, project director of Langold Real Estate, a Wuhan firm that focuses on developing commercial property projects, such as shopping centers, says Wuhan's business landscape is also fast changing with the infrastructure upgrade.

"Earlier it was not unusual to see middle-class people from Wuhan going to Shanghai, Guangzhou or even Hong Kong for shopping. That has changed now. Before the new shopping centers and modern infrastructure, many foreign brands perceived Wuhan as a third- or fourth-tier city," Qiu says.

As the capital of Hubei province, which is one of the six provinces that make up China's central hinterland, Wuhan is certainly no third- or fourth-tier city. But no one can ignore the economic gap between Wuhan and the first-tier cities in coastal China.

Despite strong growth in the past five years, Wuhan's gross domestic product (GDP) reached only 500 billion yuan last year, whereas Guangzhou in Guangdong province reported GDP of 1 trillion yuan.

But that gap is shrinking. Rising labor and output costs are crimping margins and profits for businesses in the coastal regions and many of them are moving inland. The State Council named Wuhan the center of Central China last year, and hopes to make it a powerhouse and an alternative destination for foreign investment. But the local government of Wuhan has even more ambitious plans. The city wants to be the national economic leader and not just that of Central China during the 12th Five-Year Plan (2011-2015).

"There are 5,000 construction sites in the city, which is more than all the construction sites in Europe put together," says Lan Hongbo, standing vice-director of Wuhan's investment promotion bureau.

The large number of construction sites does bring dust to the city and strain to the traffic system, but improved infrastructure is one of the key elements in attracting future investment, Lan says.

"Investors will evaluate the overall situation of a city, such as location, transport facilities, labor and raw material costs and infrastructure facilities. With a better infrastructure, we can certainly hope to attract more investors," he says, adding that his bureau has witnessed a rapid increase in investment in Wuhan over the past two to three years.

The number of Fortune 500 companies in Wuhan has grown from 60 to 81 in the past five years. Over $13 billion of foreign investment has come into Wuhan during the same period with an average annual increase of 13.6 percent.

Domestic investment has also risen during the period with a record high of 50.6 billion yuan investment in 2010, according to data from the local government. But the crown jewel of all the investment that Wuhan has attracted is undoubtedly real estate, Lan says.

"Can you imagine that Dalian Wanda Group has six plazas in Wuhan? The newly opened Han Street project alone cost 50 billion yuan," he says.

Wanda Group is one of China's top real estate developers with revenues of over 65 billion yuan in 2010. The real estate giant has four projects in Beijing and four in Shanghai, but in Wuhan it plans to develop seven or eight, according to the company's CEO Wang Jianlin.

The 1,500-meter Han Street, opened on Sept 30, is part of Wuhan central culture district, the largest single investment in Wanda Group's history in China. The project located near East Lake is a commercial complex sprawling 1.8 square kilometers, which includes five-star hotels, grade A office buildings, waterfront mansions and Han Street, said to be the longest pedestrian street in the world, which has been designed to become China's Fifth Avenue with not only fashion and luxury brands but also cultural destinations such as museums and theaters.

"It is impossible for first-tier cities such as Beijing, Shanghai and Guangzhou to offer such huge land parcels at such prime locations. Companies are also not keen on undertaking such mammoth projects in remote cities even if it comes with assurances of huge land parcels. It was therefore inevitable that we chose Wuhan for the project," says Wang from the Wanda group.

Shanghai-based Greenland Group, another big real estate developer, is also coming up with a mega project in Wuhan. The company is setting up two projects, including a 606-meter-high landmark skyscraper, which will be the third tallest building in the world after the 828-m Burj Khalifa Tower in Dubai and the 632-m Shanghai Tower when completed in 2017.

"We have been following the development of Wuhan since 2000. Back then, we did not think the city was ready," says Lu Zhenxing, marketing director for Hubei province at Greenland Group.

Wuhan's progress in the five past years is what prompted the change in the company strategy. Wuhan's GDP in 2005 was 200 billion yuan and is expected to reach 1 trillion yuan by 2015, according to the local government's 12th Five-Year Plan (2011-2015).

The Wuhan-centered high-speed rail network, expected to reshape China's transport landscape, is scheduled for completion in 2013. The network will reduce traveling time between Wuhan and major destinations such as Beijing, Shanghai and Guangzhou to four hours.

"Wuhan is within easy reach of China's major economic powerhouses of Shanghai, Guangzhou and Chongqing, all of which lie within a 1,200 km radius of the city. The high-speed rail network emphasizes Wuhan's locational advantage. We think Wuhan needs and deserves a landmark skyscraper in the near future," says Lu.

Such mega projects and the fast-changing skyline reinforce the confidence of investors.

"Our hotel's rooms are currently priced at least 20 percent to 30 percent lower than other Westin hotels in first-tier cities across China. I believe that we can catch up on the price front in the next five years in tandem with the booming development in Wuhan," Kanbur says.

Work begins on Australian architects' vivid creative industries campus in China

The architects behind the Beijing Watercube have just released a colourful new concept for a creative industries campus in Wuhan entitled China Central Intelligence Valley (CCIV). Signing of contracts for the project was witnessed by the Australian Federal Trade Minister and their Chinese counterparts, recognising the scheme as ‘an innovative Australian landmark green building project in China’.

Immediately apparent is the brave use of colour in this 450,000 sq m campus, with PTW introducing a remarkable 1,280 unique colours based on a 48x25 colour pixel map. This decision was made to reflect the range of tones in digital colour systems used by the creative industries that will find their home at the campus.

Sustainable elements also play a key role in this design, with the architects aiming for a China two star green building rating (the China three star rating system has replaced the previously adopted United States Green Building Council’s LEED system in China). To do so a number of eco-alternatives such as a geothermal energy system and onsite renewable energy system have been introduced, with green roofs employed extensively across the complex.

PTW details: “The design is based on the ‘reuse of existing factory space for creative uses’ metaphor: with the difference that in this case the ‘factory space’ is newly created!’ To inspire a buzzing ecosystem of creative energy the architects have inserted floating bridges to connect otherwise separate areas of the campus, allowing collaboration and social relationships to develop between creative industries. Construction is now underway.

250,000 video monitors protect Wuhan

BEIJING, Jan. 5 (Xinhuanet) -- At the touch of a button, in the Wuhan’s Public Security Bureau can see almost everything happening in public places in the city.

The system, called "Wisdom Eyes", is designed to help them safeguard people’s safety. But according to the Wuhan Police, there’s no need to worry about privacy being violated in the process.

The touch screens at the control center in the Wuhan Public Security Bureau look like giant smart phones. On the electronic map, each sensor is referred to as an eye. Touch any eye, and you can get immediate access to a live video feed of that location. However, if the eye is marked "closed”, that means there’s some problem with the detector.

Road junction video cameras at the entrances to the city automatically keep track of the make and license numbers of all passing vehicles. The police can also direct the cameras themselves, zooming in and out, and surveying the scene in its entirety.

According to Wang Wei, deputy director in charge of the program, the system has 7 types of monitoring devices, most of which are high definition models. 250,000 cameras are spread all over Wuhan City. Within a 1-kilometer area over 500 monitors have been installed in the interests of public safety. Many people think it makes their lives safer, but they are also worried about the infringement on their freedom and privacy.

A Wuhan resident said, "I think there are both advantages and disadvantages. The system can protect us, but at the same time it might infringe some people’s privacy. However, I guess for most Wuhan citizens, their normal life will not be affected. "

Another Wuhan resident said, "I worry about revealing my privacy to some degree. After all, there are lots of videos that get on the Internet. I’m afraid my privacy will be affected."

Wuhan Police said that advanced technology and strict management will guarantee that people’s privacy will not be revealed.

Xu Runan, Director of Information & Communication of Wuhan Public Security Bureau, said,"I don’t think it’s necessary to worry about revealing privacy. At the beginning of the planning for the implementation of the system, protecting people’s privacy was seriously taken into account. First of all, we only set up detectors in public places. Second, the networking of the system is through an independent public security network. It’s completely separate from the Internet."

Xu emphasized that other public departments can only share the video from detectors directly related to their department’s mandate, and even then only once someone registers for a public security digital certificate. All people who want to see any video feeds must have a public security digital certificate, which needs to be approved through their ID card. Once it’s approved, the person is responsible for their certificate for as long as they live. If a video is then circulated privately, that person will bear legal liability.

According to Wuhan Police, the system recently played a major role in resolving a bombing case in the city. And since last year, the system has helped Wuhan Police in over 500 criminal cases.
