i've got no idea whether the construction has been stared or not , most likely it's not..i even dunno where is zone 61!
you might ask the guys who are in qatar now ,mybe the have seen or heard anything about the construction of all these towers

I think its on the right of UPDA tower (planning department), they have just stated work there about 2 weeks ago, you can go and see for yourself, if you are coming from 4 seasons Roundabout going to city centre roudabout, its after the first turn on the right.
