Pärnu is a city on the Baltic Sea coast of Pärnu Bay, in southwestern Estonia. It is a popular summer vacation resort with many hotels, restaurants, and large beaches. The Pärnu River flows through the city.
Pärnu was founded in 1251 by the Teutonic Knights, who began building an Ordensburg nearby in 1265. The town, then known by the German name of Pernau, was a participant of the Hanseatic League and was an important ice-free harbor for Livonia. Sweden took control of town during the 16th century Livonian War, but was taken by the Russian Empire in the 1721 Treaty of Nystad following the Great Northern War.

Its the fifth Largest city in Estonia with an astonishing 50 000 pop!
OKay the reason why i Bothered to make this thread is because the results for the archtecture competition for an area in the centre (well its developing) have been announced and the winning project is quite nice:D
The winning project - "Flood" by italian architects Francesco De Luca, Paolo Gori, Romolo Nati,Mauro Olevano,Kerttu Koll, Antonio Capasso, Giuliana Mancinelli Bonafaccia ja Helen Soovali. ( i think Helen Soovali isnt italian :D)
calls for:
Extension of current Shopping centre "port Artur"
and addition of new 70 000sqm Shopping/Entertainment centre, which will contain offices, shops, restaurants, night clubs etc. Half of the 3,4 HA plot has to be dedicated for the promenade (its situated at the riverside), public space etc :)

But seriously though, Pärnu is the place where Henri, my friend of Estonian origin has his family's cottage. Maybe you could share some pics of the town, if you have any?
Anyways, great building, though I'm not too crazy about the tower part. The low-rise part is much nicer. I still don't get why Finnish towns (except for Jyväskylä ;)) don't construct as nice buildings as you guys. :mad2:

I think it's now time for smaller Baltic cities to develope and refresh their architectural looks as all capitals have done already remarkable things (and still with soo much more to come!). I see in news lately also that Latvian smaller cities are starting to approve some important construction projects as well.

Good question. :yes: We have not seen any updates from Tallinn for a long time already. Was it conquered by Parnu? ;)
This project for Parnu is very impressive. Such a small city builds such big complex. :)

Tin_Can April 23rd, 2010, 11:20 AM According to latest study,construction of Pärnu highway bypass might be up to 40% cheaper than originally planned,because of economic depression and low construction prices. (500 million EEK instead of 800 million EEK :cheers:) This allows extended road construction and building part of the project what originally was excluded from the main plan - connection between Papiniidu bridge and Riia & Paide Highway junction.
Construction should start in this year and should be finished in autumn 2011.

Tin_Can April 26th, 2010, 03:28 PM Apartment building currently U/C on Papiniidu street,Pärnu. Project belongs to YIT Ehitus,it's designed by Metromap. Planned building will have 38 apartments,ranging from 28,7 – 58,4m2. Building will be finished in the end of 2010.

Entire project cost is 75 million EEK and final deadline of entire project is February 2011. During it park,park buildings and defence bastions are rebuilt and old defense line moat is fortified against river currents.

Troubled project - it's been U/C for few years now,few creditors demanded developer Win Markets to declare bankruptcy,Pärnu city officials have applied fines for not being able to finish building (by now developer owns to city somewhere around 7 million EEK :nuts:) and developer itself has tried to reorganize project. Instead of parking house,they want to use it as food store (Maxima) with few parking house levels. It's in bad state,but I believe it won't stay that way for long,as it's location is damn good. Probably gets taken over by another developer who rebuilds it.

Tin_Can July 22nd, 2010, 01:44 PM New Pärnu Loodusmaja building is planned to be built in Pärnu,Tammsaare avenue 57. In addition to nature study options,building will have planetarium & observatory. Cost of project - 55,7 million EEK. Loodusmaja hopes to start construction of the new building in next year,project should be completed by 2012.

Tin_Can November 5th, 2010, 05:16 PM Audru race track reconstruction project (or Sauga,whichever is more known) is waiting for EAS financing. A2 Racing (race track owner) already managed to get building permits in this summer and now they are hoping to receive 50 million EEK financial support from EAS. Total cost of project is 69 million EEK,but rest will be financed by investors.
If all goes well,then project will be completed within next few years.

Already delayed Pärnu bypass,new stretch of Via Baltica (E67) circling around Pärnu is on halt and deadline of autumn 2011 seems unlikely as Latvian construction firm Binders has ended their works on site. Binders blames their Estonian partner Koger & Partners and Maanteeamet,who ordered works,for unstable communication and shortcomings in first stages of this project. Binders accuses both their partner & client in 30 different violations and claims to have suffered 1 million lats (~1,4 million Euros) losses.
In addition to that Binders also accuses Maanteeamet for favouring local contractors as it selected Estonian companies to build Ülemiste road junction in Tallinn. Maanteeamet has responded by commenting that Binders accusations are unfounded and there was no reason for terminating Pärnu bypass construction contract.
EPL probably nailed the real issue behind Binders behaviour:
Binders kasutab tõenäoliselt mitme Eesti ehitusettevõttega sarnast käitumismudelit, tehes konkursil alapakkumise ja asudes hiljem tellijalt järeleandmisi nõudma.
Translation: Binders probably uses same behaviour model as several Estonian construction companies,by underbidding on procurements and later starting demanding concessions from clients.

Gatis February 21st, 2011, 01:00 PM Can be both. I've heard quite fine stories how Latvian companies have been pushed out of EE and LT markets by local state-private conglomerates. But our road builders are good at the same game - there are suspicions about illegal cartel deals to rise prices at local level and some suspicions that all the "aliens" are kicked out of tenders. Now, when oligarch parties have less say after last elections, some people have been changed in road administration, let's see where will it lead.
Tin_Can February 21st, 2011, 02:46 PM True,local clients & companies are very protective about local construction scene and it's quite hard for foreign companies to enter other markets in Baltics. Tbh,it's not impossible though - Finns have been active in Estonian construction market for years now,either directly or through their subsidiaries.
Despite that,such problems with construction companies are more related to economic depression in recent years. Many (or should I say all?) companies & firms choose underbidding,dirty business and suing competitors to gain profits. It's real shark pit out there and government projects (either buildings or roadworks) are perfect targets for those 'sharks' - states always have money and have strict rules,so they can't force any demands on construction companies after contract has been signed as it would mean lots of bureaucracy,court cases and/or new procurements.
Right now it seems that Binders and Koger & Partners busted their budget and as Maanteeamet can't give any more money without braking rules,they've stopped bypass construction. Not unique behaviour to Latvians only,as right now there are several ongoing court cases with Estonian construction companies who have used same tactics and abused government procurements.
This creates lots of problems for Pärnu town as most of the bypass is unpaved,there's one bridge partly rebuilt and one bridge which isn't even built right now. Btw,it looks like that this unbuilt bridge over Sauga river in Northern Pärnu was the cause of ending contract. Binders had lots of problems with it as they didn't had all needed documents for construction when they started building the bridge,then it was halted several times in last year and finally it has been on hold ever since. After that they tried to push trough altered bridge project (for saving money),but didn't even manage to get approvals from bridge project designers & engineers,let alone Maanteeamet and Keskkonnamet (government institution obsevring following of environmental laws).
It's really messy s**t and sadly Pärnu people are going to suffer because of all those troubles :(

Wover February 24th, 2011, 01:59 PM To be honest it looks a bit boring... Why not use the space that Estonia offers and build a Nürburgring-like track somewhere in South-East Estonia. It would do the region good as well, since economical activity there is very low.
Something like Spa-Francorchamps racetrack should also be possible I think.

Tin_Can February 24th, 2011, 02:30 PM Yeah,it would be cool to have such track,but right now racetrack building is done by pure enthusiasm (for example - Laitse rallycross track) and there are lots of racetracks in desperate need of repairs. Building a whole new race track,fitting to Formula 1 or ETCC/WTCC rules,costs lots of money which (atleast in Estonian conditions) can't be earned back by having year round competitions and trackdays here.
Some millionaires have had many ideas (like building huge F1 grade racetrack between Tallinn & Maardu),but in reality no one has been willing to spend millions of euros on project which might not bring back much money.

Tin_Can December 16th, 2011, 09:21 PM Pärnu Mudaravila / mud baths gets an extension - construction permit has been granted for ~7000m² spa hotel & restaurant. Hotel will have 65 rooms. Project cost is estimated to be 6,4 million euros and building should be completed by summer 2012.

Track itself should be finished by 18th June 2012. Facilities and track service structures project is currently being slightly altered,but procurement for construction contractor will be announce soon and buildings should also be finished in summer 2012.

Looks like it ain't dead at all. :shifty: This article (http://majandus.delfi.ee/news/uudised/port-arturit-asus-juhtima-keit-nestor.d?id=63730296) claims that Port Artur plans to continue Port Artur 3 project and also build whole new shopping & entertainment centre next to Via Baltica in the future.

According to that,renovation works of Port Artur 1 will begin in next week and should be completed by 15th April.
I really hope that Port Artur 3 construction begins in next few years. It would be nice if Pärnu would get strong modern commercial & entertainment hub composed of Port Artur 1,2 & 3,Pärnu concert hall & Pärnu Keskus. That Port Artur 3 midrise is nice bonus for city too. ;)
Tin_Can February 27th, 2012, 03:00 PM Pärnu town has held design competition for...ice cream kiosks :D Competition was won by EKA students Gunnar Kurusk and Tanno Tammesson with their work "Jäätis kuubis". Town continues work with first and second place winners and plans to create uniform design for ice cream kiosks in town. They also wanted kiosks to be easily converted to other uses (flower kiosks,souvenir shops etc)
1st prize. "Jäätis kuubis" by Gunnar Kurusk and Tanno Tammesson.

Tin_Can March 7th, 2012, 10:59 PM One racing enthusiast is trying to change Audru race track plans. He believes that,despite traack being U/C, it's not too late to change the track layout. The reason - track has sharp corners,slow overall speeds and too small pits. This makes track unfit for several high-end racing events.
Race track owner itself has acknowledged issues,but don't see changes reasonable - those would seriously delays track opening date and would costs enormous sums of money.

And it is finally going to be completed! :applause: Merko Ehitus bought entire building in February for 1,22 million € and is going to complete it. Construction restarts at the beginning of summer and parking house will be opened in autumn.
I guess this news comes at a good time - as far as I remember,smth will soon happen to that parking lot in front of Port Artur 2 and this severely limits number of available parking lots in that area.

It has been an unpleasant spot in Pärnu for years. They say it should be ready by the end of June. It has 5 floors and 320 parking places.
He also said that all major supermarket chains are interested in opening their stores in this parking building, so it seems there is going to be a supermarket aswell.

Tin_Can April 27th, 2013, 08:51 PM Audru race track was officially opened today (even though it has already held several races) and is called auto24 ring. Sigh,yeah I get it - it's all about sponsorship fees. But Audru Ring sounded far better.

Tin_Can June 2nd, 2013, 01:57 PM Construction of Pärnu Keskus extension has begun. Located at Lai tn.5,between Pärnu concert hall & somewhat notorious parking house (scheduled to be completed in this month). Extension will increase Pärnu Keskus shopping mall size from 6000m² to 10000m² and in addition to various stores would add cinema to Pärnu's commercial centre. Two storey gallery connects extension with existing Pärnu Keskus.
Extension is designed by Ülo Peil. Construction is carried out by Ehitustrust LE OÜ.
Deadline is next year.
