مدينة اقتصادية في جازان للاستثمار السياحي والتعديني والزراعي والصناعي

كشف مجاهد عبد الكريم، وكيل محافظ الهيئة العليا للاستثمار لتنمية المناطق، عن توجه الهيئة العامة للاستثمار إلى إطلاق مدينة اقتصادية في منطقة جازان خلال الفترة المقبلة.
وقال لـ "الاقتصادية" إن هناك دراسات ميدانية ويعكف حالياً خبراء من هيئة الاستثمار على زيارة مناطق (عسير، حائل، تبوك، وجازان) للوقوف ميدانياً على المزايا النسبية الاستثمارية والمعوقات لكل منطقة على حدة، على أن ترفع نتائج الزيارات الميدانية للمناطق في شهر حزيران (يونيو) 2006.
وأوضح مجاهد أن توجه الحكومة إلى إنشاء المنطقة الاقتصادية في جازان يأتي لتشجيع الاستثمار في المنطقة وتوزيع المناشط الاقتصادية وعدم حصرها في المدن الرئيسة، كما أن مثل هذه المشاريع تسهم في تشجيع المواطنين على البقاء في مناطقهم لتفادي الهجرة المعاكسة إلى المدن الكبرى بهدف تسريع التنمية في عدد من مناطق المملكة، وتوفير الفرص الوظيفية لأبناء كل منطقة في مناطقهم، إضافة إلى الاستفادة من الميزات النسبية وتشجيع الاستثمار فيها.
وأشار مجاهد إلى أن قيام تلك المناطق الاقتصادية المتخصصة سيدعم دور اقتصاديات المناطق في كل المجالات الحيوية ويخلق ذلك تماسكا وتكاملا للاقتصاد السعودي بصفة عامة.
وبين أن المجال سيكون مفتوحا لرأس المال السعودي والأجنبي على حد سواء، مشيرا إلى أن انضمام السعودية إلى منظمة التجارة العالمية يتيح لكل المستثمرين الفرص الاستثمارية دون قيود أو عوائق ما لم يكن الاستثمار الأجنبي في القائمة السلبية وما عدا ذلك سيجد كامل التسهيلات.
من جانبه، أكد الدكتور سعد محمد مارق أستاذ الاقتصاد في جامعة الملك خالد في أبها، أن التوجه إلى إنشاء المناطق الاقتصادية يأتي كأحد التوجهات الوطنية لخادم الحرمين الشريفين الملك عبد الله بن عبد العزيز الذي يبعث عهده الزاهر على مزيد من التفاؤل بإزالة عدد من معوقات الاستثمار على مستوى البلاد، والتوجه إلى بناء مجتمع حديث ورفع المستوى المعيشي للمواطن السعودي، والإسهام إسهاما فاعلا في محاربة الفقر وتوفير الفرص الوظيفية المدربة تقنيا والمهيأة لسوق العمل ضمن اقتصاد حديث يعزز من القيمة المضافة للاقتصاد الوطني، ويظهر إبداعات المواطنين في التخصصات المختلفة في مناحي الحياة الحديثة.
وثمن مارق التوجه الصادق من قبل الهيئة العامة للاستثمار لتذليل الإجراءات البيروقراطية، وقال: "طالما عانى الاستثمار في المملكة من تلك الإجراءات، التي كانت سببا مباشراً لإنشاء الهيئة العامة للاستثمار تماشياً مع توجه المجلس الاقتصادي الأعلى لإيجاد بنى حديثة في بعض الهيئات العامة كما في الهيئة العليا للسياحة والهيئات الأخرى، للقفز على بعض الإجراءات الاقتصادية المهترئة التي يصعب معالجتها بواسطة الأساليب التقليدية".
وأشار مارق إلى أن منتدى عسير الاقتصادي الذي رعاه أمير منطقة عسير الأمير خالد الفيصل تشرين الثاني (نوفمبر) الماضي كشف الفرص الاستثمارية الهائلة التي تزخر بها المناطق السعودية ومنطقة عسير على وجه الخصوص والتي أسفرت عن إنشاء شركة تعدين بمليار ريال وشركة سياحية في تهامة عسير على شاطئ البحر الأحمر بمليار ريال وكشف المنتدى أمام المستثمرين فرصا عديدة في المجالات السياحية والصناعية والزراعية.
وأكد مارق أن منطقتي جازان وعسير ستشكل تكاملا اقتصاديا مهما في حال إنشاء المدينة الاقتصادية وسيكون ميناء جازان منفذا للصادرات والواردات، ومدن عسير ومرتفعاتها مجال خصب للاستثمار الأمثل. وقال إن أهالي المنطقة الجنوبية يتطلعون إلى أن تكون منطقتهم ملتقى للصناعات التكنولوجية النظيفة والصناعات التحويلية في المجال الزراعي والسياحي والتعديني.
وتقف الهيئة العامة للاستثمار وراء تحقيق إقامة المنطقة الاقتصادية في جازان، التي يتوقع لها أن تماثل مدينة الملك عبد الله الاقتصادية الجديدة في رابغ. إلا أن تحديد حجم هذه المناطق المتخصصة على وجه الدقة يتوقف على الإمكانات التي تتمتع بها كل منطقة على حدة، وستكون مدينة جازان شاملة لمميزات المنطقة الجنوبية بما فيها مرتفعات منطقة عسير بمميزاتها السياحية والتعدينية تضاف إليها مميزات جازان الشاطئية والزراعية وتوفير مناخ اقتصادي يسهم في نماء وتطور المنطقة الجنوبية على المدى البعيد، وتشير الدراسات التقريبية إلى أن المدينة الاقتصادية في جازان ستكون برأسمال مائة مليار ريال.

I don't think Saudi Arabia would want to become like the UAE (Dubai specifically). There's a lot that is just fake about the place. There's a lot of hype. Just check out Nakheel's activities if you want to learn more.

However, I am all for the UAE's steps in cutting red tape and restrictions and making the place business-friendly. That's one area where the UAE has set an example for others to follow so let's hope Saudi Arabia does consider some of those steps.

أعلن خادم الحرمين الشريفين الملك عبد الله بن عبد العزيز عن إنشاء مدينة جازان الاقتصادية لتكون بذلك المدينة الاقتصادية الرابعة هدية منه لأبناء المنطقة، وذلك في الحفل الذي أقامه أهالي المنطقة، بحضور رئيس الوزراء الماليزي السابق مهاتير محمد.
وبحسب توجيهات الملك عبد الله سيبلغ رأس مال المدينة الجديدة 15 مليار ريال (4 مليارات دولار) على أن يتم تخصيص 375 مليون ريال كأسهم مجانية من الشركة المكونة لهذا الغرض لأهالي المنطقة من ذوي الدخل المحدود، موضحا أن منطقة جازان مقبلة على مستقبل صناعي زاهر ونماء زراعي، وريادة في النقل البحري، كما كشف عن دراسة لإنشاء مصفاة بترول في المنطقة.

ومن المتوقع أن تستقطب مدينة جازان الاقتصادية ما يزيد عن 100 مليار ريال (26.6 مليار دولار) من الاستثمارات الصناعية والتجارية والسكنية، وذلك عند اكتمال إنشاء البنية التحتية في المدينة، الأمر الذي سيساهم في توفير نحو 500 ألف وظيفة مباشرة وغير مباشرة.

"The new city's industrial zone, representing more than two-thirds of the project, will accommodate a port, an aluminum smelter, a steel processing plant, an oil refinery, a copper processing plant, as well as fisheries and an agro-based industry.

It would also include a power and desalination plant to support the industries, which will have an eventual capacity to generate 4,000 mega watts of electricity", said Feizal Ali, Group Chief Executive of MMC.

"The non-industrial zone will comprise the central business district, residential areas, a marina, and facilities for education, hospitality and recreation," he said.

MMC said that out of this amount, about US$17 billion is anticipated to be the investment cost for the various projects within the industrial zones which would be borne by the different project proponents.

The balance would be the development cost for infrastructure, commercial areas, residential areas and public amenities.

Comment: Emaar are you listening? Infrastructure means nothing if there aren't businesses to use them.

Custodian of the Two Holy Mosques King Abdullah yesterday announced plans to establish a SR100 billion economic city in Jizan. “We have also instructed the Ministry of Petroleum and Minerals to study the prospects of establishing an oil refinery in Jizan,” the Saudi Press Agency quoted the king as saying.

Addressing a popular reception organized by the people of Jizan, the king said the new economic city would attract more than SR100 billion in investment and create some 500,000 new jobs. He said SR375 million from the joint stock company to be formed for developing the city would be allocated as free shares to the people of limited income in the region.

Abdullah emphasized the government’s determination to boost Jizan’s development by extending special care to the region. “We don’t differentiate between regions and citizens,” he said.

The king and Prince Sultan were greeted by continuous applause when they arrived at King Faisal Sports City for the reception. Former Malaysian Prime Minister Mahathir Mohamed was also present.

In his welcome address, Jizan Gov. Prince Muhammad ibn Nasser underscored the king’s efforts for the welfare and prosperity of citizens. “Your sons in Jizan are looking forward to more welfare projects in the region,” he said.

Prince Muhammad said the king had agreed to transform Al-Rifae homes in Farasan and their surrounding areas into a cultural center with a public library. Poet Ibrahim Miftah welcomed the idea and said it is a gift from the king to the people of Farasan, which is known as the island of poets.

MMC to develop US$30 b “Jizan Economic City” in Saudi Arabia

Kuala Lumpur – Sunday, 5 November 2006 – MMC Corporation Berhad (MMC) today announced that it has been awarded the rights to develop and manage the new “Jizan Economic City” (JEC) in the Kingdom of Saudi Arabia, together with The Saudi Binladin Group. MMC received the letter of award from the Saudi Arabian General Investment Authority (SAGIA) in Jeddah yesterday, at the launch of JEC by Saudi Arabia’s King Abdullah bin Abdulaziz Al Saud.

Located 725 km south of Jeddah, by the Red Sea, JEC is envisioned to be a fully integrated and self-contained development which will comprise industrial and non-industrial zones on a site measuring approximately 117 square km.

JEC will be Saudi Arabia’s fourth Economic City to be launched after the Economic Cities of King Abdullah, Prince Abdul Aziz bin Mousaed and Madinah, and will be implemented over 30 years at a development cost of approximately US$30 billion. Out of this amount, approximately US$17 billion is anticipated to be the investment cost for the various projects within the industrial zones which will be borne by the different project proponents. The balance will be the development cost for infrastructure, commercial areas, residential areas and public amenities.

So the KAEC is worth $50 Billion dollars, Jizan is worth $30Billion, Madinah is worth 7 Billion and Hail is worth 12Billion?

That's $100Billion dollars worth of Investment in economic cities. Sounds like its approximately the amount of Surplus in Oil revenues over the past 5 years.

Good to know the money is going where it should :)

But the Saudi's shouldn't stop here, there aim is to have an economy worth $27,000 worth of GDP per capita in the next 20 years with over $1trillion dollars worth in GDP

وأشارت المصادر إلى أن مبادرة إنشاء المدينة تأتي ترجمة لمبدأ المسؤولية الاجتماعية الذي ينتهجه خادم الحرمين الشريفين المدعم بالقرارات والإصلاحات الاقتصادية الهادفة لتطوير الاقتصاد السعودي، إلى جانب أنها تساعد شريحة كبيرة من ذوي الدخل المحدود من خلال إشراكهم في عملية تأسيس المدينة الاقتصادية الجديدة، كما أنها المبادرة الأولى التي تعزز المشاركة الاجتماعية في المشروعات الاقتصادية الكبرى في المنطقة، كما ستكون نواة لمبادرات لاحقة تطال عدداً من الشركات الكبرى التي سيتم تدشينها وإدراجها في المستقبل.
وأوضحت المصادر أن ما يميز هذه المبادرة أنها حددت كيفية استفادة المساهمين من ذوي الدخل المحدود بالمنطقة من الأسهم المخصصة لهم عن طريق تشغيلها في صندوق استثماري طويل الأجل حتى يحفظ حقوق المستفيدين وينمي مدخراتهم المستقبلية.
وأضافت بأنها قد تكون نواة لطرح مبادرات أخرى من قبل رجال الأعمال والشركات الأخرى لتعزيز مبدأ التكافل الاجتماعي.
وكان الملك عبدالله بن عبدالعزيز قد أعلن أول من أمس عن إنشاء مدينة جازان الاقتصادية لتكون بذلك المدينة الاقتصادية الرابعة والمتوقع أن يبلغ رأس مالها نحو 15 مليار ريال على أن يتم تخصيص 375 مليون ريال كأسهم مجانية من الشركة لأهالي المنطقة من ذوي الدخل المحدود.
وقدرت التوقعات بأن يصل عدد فرص العمل المباشرة وغير المباشرة إلى نحو نصف مليون وظيفة و استثمارات تفوق 100 مليار ريال.
من جانبه قال محمد عبده من قاطني مدينة جازان "إن إنشاء مدينة جازان الاقتصادية بهذه الاستثمارات الضخمة سيعود بالنفع على منطقة جازان بشكل خاص وعلى البلاد بالخير الوفير، حيث ستفتح آلاف الوظائف المباشرة وغير المباشرة وتنشئ صناعات الحديد والألومنيوم وغيرها في هذه المنطقة، بدلاً من تكدس تلك الصناعات في مدينتي الجبيل وينبع، كذلك ستكون المصفاة المزمع دراستها من قبل وزارة البترول نواةً لصناعات تحويلية أخرى.
وأضاف عبدالوهاب السلطان بقوله "نتمنى أن تحظى المناطق الأخرى بإنشاء مثل هذه المدن الاقتصادية التي تساهم بشكل كبير في توطين الوظائف لساكني هذه المناطق بحيث لا تنحصر في منطقة دون أخرى".
وقال اقتصاديون إن إقامة المدينة ستشكل نقلة اقتصادية نوعية جديدة على مستوى جازان والمنطقة الجنوبية بشكل عام.
وتقع "مدينة جازان الاقتصادية" على بعد (50) كلم شمال مدينة جازان بمساحة حوالي (100) مليون متر مربع بطول 12كلم بمحاذاة الشريط الساحلي وعمق 8 كلم.
وستشمل المدينة عدة مناطق مخصصة لدعم وتفعيل الأنشطة ذات العلاقة بالمنتجات الزراعية والسمكية والحيوانية، ومن ذلك منطقة الأبحاث والتطوير التي خصص لها مساحة مليوني متر مربع، للقيام بأعمال الأبحاث والتطوير والمساندة وتقديم الخدمات المتخصصة للمنتجات الزراعية والسمكية والحيوانية.

Actually whenever Saudi has had surplus in Oil revenues they have pushed for industrialization and development.

Yanbu and Jubail were also economic cities that were planned in the 70's and today those two cities produce the majority of Saudi Arabia's desalinated water.

Lets hope Rabigh and Jizan economic cities can become more of a services/industry city.

MMC gets approval to list Saudi joint-venture firm

KUALA LUMPUR: MMC Corp and the Saudi Binladin Group have received approval to list a soon-to-be-formed joint-venture property development company on the Saudi stock exchange next year, MMC chief executive officer Feizal Ahmad said.

“We are currently working on the details of the initial public offering (IPO) for submission to Saudi Arabia’s capital market authorities,” he said.

The IPO of the 50:50 joint venture between MMC subsidiary MMC International Holdings Ltd and Saudi Binladin was expected to raise substantial funds to part finance the development of Saudi Arabia’s US$30bil Jizan Economic City (JEC) project.

“We are targeting 2007 for the IPO. We are now monitoring the market carefully as it will probably involve a large market capitalisation,” Feizal told reporters after the company’s EGM yesterday.

The joint-venture company needs some US$12bil to develop part of JEC and is allowed to float 30% of its shares.

“This is one of our plans to raise funds but nothing is concrete yet,” he said.

MMC and Saudi Binladin are involved in developing part of JEC which includes a power plant, a port, an aluminium smelter, a steel-processing plant, an oil refinery, a copper-processing plant as well as fisheries and an agro-based industry.

Feizal said the joint-venture company would kick start the project by developing the power plant and was currently talking to the Saudi authorities on the power rates.

“The rest of the JEC development, costing US$18bil, will be developed by the industries occupying the industrial zones,” he added.

Spread over 117 sq km, the JEC is located 725km south of Jeddah and will be Saudi Arabia’s fourth economic region. The project will take over 30 years to complete.

Saudi Binladin is one of Saudi Arabia’s leading conglomerates with a diverse range of interests in the fast-moving consumer goods, banking, telecommunications and electronics sectors.

It is also a participant in several major real estate development projects in Saudi Arabia and beyond and was one of the companies involved in the development of King Abdullah Economic City.

On the company’s performance, Feizal said MMC group currently had an order book of RM5bil compared with RM3bil as at December 2005.

Deals Signed With Chinese Firms for SR15bn JEC Project

JEDDAH, 21 April 2007 — Saudi-based Western Way for Industrial Development Co. (WWIDC) has signed agreements with Chinese companies to establish a large aluminum complex in the Jizan Economic City (JEC), south of the Kingdom, with a total investment of SR15 billion ($4 billion), it was announced yesterday.

China Nonferrous Metal Industry’s Foreign Engineering & Construction Company or NFC and China National Machinery Industry Corporation or Sinomach will build the complex with an annual capacity of 1.6 million tons of alumina and 700,000 tons of aluminum, the announcement said.

Amr Al-Dabbagh, governor of Saudi Arabian General Investment Authority (SAGIA), attended the signing ceremony in Beijing on Thursday, the Saudi Press Agency said. Custodian of the Two Holy Mosques King Abdullah laid the foundation stone of the JEC and its aluminum complex on Nov. 4, 2006.

A consortium led by WWIDC would develop the aluminum complex. Malaysian Power and Engineering firm MMC Corp. and Saudi construction giant the Binladin Group are other investors.

WWIDC will provide power and water supply for the complex, an official statement said, adding that the cost of the thermal plant would bring the total project cost to over $5 billion. The investment is among the largest ever made by China in the Gulf region, where cheap energy and ample cash from oil boom has increased investment in industrial projects.

Al-Dabbagh said SAGIA would continue its efforts to attract large-scale Chinese investment to the Kingdom, by introducing vital Saudi projects to Chinese companies and providing them with all incentives and facilities.

“Saudi Arabia has obtained first position among Arab countries last year in terms of providing the best business environment,” Al-Dabbagh said.

The SAGIA chief attended a workshop in Beijing attended by 200 Chinese businessmen when a presentation on investment projects in the JEC was made in Chinese. A number of pamphlets in Chinese language on investment prospects in Saudi Arabia were also distributed. The JEC would have one-shop center to extend various services to Chinese firms.

The aluminum complex is expected to create some 12,000 new jobs, the statement said.

All the alumina will be made from bauxite imported from Greece. “The complex will rank among the most cost-effective aluminum production facilities in the world, and will set a benchmark in the Kingdom as one of the first, large scale, non-oil related projects to be implemented in the country,” WWIDC Chairman Abdullah Basodan said.

MMC and Chalco to build $3bn smelter

Malaysian infrastructure and energy group MMC Corp (MMC) and its Saudi Binladin Group partner agreed to co-build an aluminium smelter costing $3bn in the Middle East with Aluminium Corp of China, MMC said on Thursday.

The smelter forms part of a $30bn, 30-year contract to build a 117-sq km ”Jizan Economic City” 725 km south of Jeddah in Saudi Arabia that MMC and its 50-50 Saudi partner, Binladin Group won last year.

The project will include ports, aluminium smelters, steel and copper processing plants, oil refineries, fisheries and agro-based industries, MMC said in the November announcement.

The smelter is expected to have an annual production capacity of about one million metric tons after the plant’s three phases are completed, with the project developed by a newly established joint-venture company to be set up by year-end, MMC said.

Construction should begin by the second half of 2008 in Jizan’s industrial zone, MMC said, adding that it will also build a power plant.

”In conjunction with this project and the on-going development of the industrial zone, MMC has plans to build a power plant with an estimated capacity of 4,860MW that will cater to the needs of the industrial users,” the firm told the stock exchange.

MMC did not provide additional details on the power plant. It already controls Malaysia’s biggest producer, Malakoff, which produces 5,020MW from 6 power plants. Malakoff accounts for a quarter of Malaysia’s installed capacity, MMC said on its website.

Aluminium Corp (Chalco) is the sole producer of alumina in China, the second largest producer of alumina in the world and among the top five largest producers of in the world, MMC said in its statement.

MMC shares, controlled by Malaysian tycoon Syed Mokhtar Al-Bukhary, have more than doubled since its announced the $30bn, 30-year contract on November 6 last year.

My hopes and prayers are all about "God make it true"..
I'm becoming so suspicious because we always hear about a lot of projects.. sorry GREAT projects that we really need. But only half of them get established. I mean I'm sure that KAEC is gonna be true, but what about the rest of them?? If all of these economic cities really get built as in renders and ON DATES (that's 2020). Then our beloved Saudi Arabia is just about to take a huge leap into the reform world in almost every aspect, whether social, economical, or even religious.. :banana:
Anyways the good thing about Jazan or Jizan or whatever you call it is that it's GREEN. so that idea about the full of desert Saudi Arabia will be erased :).

Saudi Arabia's Jazan Economic City (JEC), part of ambitious government development plans, said on Tuesday it has attracted 100 billion riyals ($26 billion) of investment from Saudi, Chinese and Malaysian firms.

"JEC has achieved $26 billion worth of investments within a time span of two years, well ahead of the 25 year target envisaged during the project launch in 2006," said Feizal Ali, CEO of Malaysia's MMC Corp, in a statement.

قالت وسائل إعلام حكومية إن مدينة جازان الاقتصادية السعودية، وهي جزء من خطط تنمية حكومية طموح، اجتذبت حتى الآن استثمارات بلغت 25 مليار ريال (6.7 مليار دولار).
تبدأ هذا الشهر أعمال بناء المدينة التي تقام في جنوب المملكة الفقير، وذلك ضمن مساعي أكبر بلد مصدر للنفط في العالم لتوزيع الثروة وتشجيع التنمية.

وقالت وكالة الأنباء السعودية نقلاً عن الهيئة العامة للاستثمار: حجم الاستثمارات التي تم استقطابها للمدينة وتشارك فيها شركات صينية حتى الآن بلغ 25 مليار ريال سعودي، حيث من المتوقع أن تلعب مدينة جازان الاقتصادية دوراً رئيساً في مستقبل العلاقات الاستثمارية بين السعودية والصين.

وكان منفذا المشروع شركة "ام.ام.سي" الماليزية ومجموعة "بن لادن" السعودية اتفقا العام الماضي على بناء مصهر ألومنيوم بالتعاون مع مؤسسة الألومنيوم الصينية باستثمارات ثلاثة مليارات دولار، وقالت الوكالة الرسمية: إن المصهر سيقام بين عامي 2009 و2013.

سعت الحكومة على مدى الأسبوعين الأخيرين إلى تطمين السعوديين بأن برامج التحديث تمضي قدماً في أعقاب مخاوف من تأثير تباطؤ اقتصادي عالمي ساهم في خفض أسعار النفط لما دون 70 دولاراً للبرميل من مثلي ذلك قبل ثلاثة أشهر.

وقالت "واس": يأتي إنشاء مدينة جازان الاقتصادية إيماناً من الدولة بأهمية التنمية الإقليمية المتوازنة لجميع مناطق المملكة وتنفيذاً لإستراتيجية الهيئة العامة للاستثمار التي تعتمد على إنشاء مدن اقتصادية متكاملة موزعة على مناطق المملكة في الشمال والجنوب والشرق والغرب.

وجازان واحدة من أربع مدن اقتصادية تبنيها الحكومة في محاولة لتنويع موارد الاقتصاد بعيداً عن الاعتماد على النفط وجذب الاستثمار الأجنبي وتوفير فرص العمل.

وأضافت: إن بناء الطرق سيبدأ هذا الشهر على أن يستكمل في 2010 في حين تدخل محطات الطاقة وتحلية المياه الخدمة بحلول 2013، ويبدأ بناء المساجد والمدارس والمستشفيات من العام القادم.

وكانت وزارة النفط حددت لأصحاب العطاءات موعداً نهائياً مارس 2009 لتشييد المصفاة، لكنها قالت الشهر الماضي إن المشروع المتأخر عن موعده لن يدخل الخدمة حتى عام 2015.

ويلقي تصاعد التكاليف ظلالاً من الشك على جدوى مشاريع مصافي التكرير في أنحاء العالم، ويبدي مراقبو الصناعة تشككاً بشأن مجمع جازان نظراً لبعد المنطقة عن منشآت إنتاج الخام.

رسمت مدينة جازان الاقتصادية استراتيجية متكاملة لتحقيق الرؤية الوطنية التي تبناها خادم الحرمين الشريفين عندما أرسى قواعد وأساس هذه المدينة في السادس عشر من شهر شـوال لعام 1427هـ كقرار استراتيجي لخدمة قطاع الأعمال المحلي والأجنبي في المملكة وانطلاقا من هذه الرؤى يرعى اليوم الأمير محمد بن ناصر بن عبد العزيز أمير منطقة جازان رئيس مجلس الاستثمار بحضور محافظ الهيئة العامة للاستثمار عمرو بن عبد الله الدباغ, الحفل الذي تقيمه الهيئة بالتعاون مع مطوري مدينة جازان الاقتصادية شركة MMC الماليزية وبن لادن السعودية بمناسبة توقيع إطلاق عدد من المشاريع الاستراتيجية، وتشمل تطوير ميناء مدينة جازان الاقتصادية وتأسيس عدد من الصناعات الاستراتيجية في مجالات جديدة تشمل صناعة السيارات وبناء السفن وهي صناعات داعمة ومكملة للصناعات التي دشنها خادم الحرمين الشريفين الملك عبد الله بن عبد العزيز منذ عامين التي تمثلت في مصهر الألمنيوم ومجمع صناعة الحديد، واللذين يمثلان حجر الزاوية في تطوير المدينة وعنصر جذب مهم لمزيد من الاستثمارات المحلية والمشتركة والأجنبية.
وتستضيف الهيئة ومطوري مدينة جازان الاقتصادية خلال الحفل رؤساء مجالس إدارة الشركات الصينية المستثمرة في المدينة, وتتركز الاستثمارات التي سيتم إطلاقها في الحفل على قطاع صناعة السيارات والسفن التي تعد الأولى من نوعها في العالم العربي من بينها أول مصنع سيارات في المنطقة, كما أنه من المقرر أن يتم تسليط الضوء خلال الحفل على الاستثمارات التي استقطبتها مدينة جازان الاقتصادية.
وتعد مدينة جازان الاقتصادية المدينة الاقتصادية المتكاملة الرابعة التي تعلن عنها الهيئة العامة للاستثمار التي تتولى الإشراف على المدن الاقتصادية في المملكة , وتم تخصيص ما نسبته 2.5 في المائة من أسهم الشركة المطورة للمدينة لذوي الدخل المحدود من أهالي جازان، ويدفع المطورون للمدينة جميع تكاليف إنشاء البنية التحتية في المدينة، دون أن تتحمل الدولة أي مبالغ مالية، باستثناء التسهيلات التي تقدمها الجهات الحكومية ذات العلاقة.
وتبرع الشريك الماليزي المطور لمدينة جازان الاقتصادية بتقديم ألف منحة دراسية لأبناء وبنات منطقة جازان موزعة على أربع سنوات، وتم اختيار الدفعة الأولى ضمن برنامج ابتعاث طلاب مدينة جازان إلى الجامعات الماليزية .
هذا ويوضح الجدول الزمني لتنفيذ المرحلة الأولى من مدينة جازان الاقتصادية, عن بداية أعمال التربة وشبكات الطرق في تشرين الثاني (نوفمبر) من عام 2008 وتكتمل في تشرين الأول (أكتوبر) من عام 2010, فيما يبدأ تنفيذ محطات الطاقة وخطوط النقل في تشرين الثاني (نوفمبر) من العام المقبل ويكتمل بناؤها في أيار (مايو) من عام 2013.
ومن المقرر له أن يبدأ العمل على إنشاء محطة تحلية ومعالجة المياه في أكتوبر من عام 2009, وينتهي في أيلول (سبتمبر) من عام 2011, ويبدأ العمل على إقامة ميناء مدينة جازان الاقتصادية في نيسان (أبريل) من العام المقبل ويكتمل بناؤه في حزيران (يونيو) من عام 2013.
وأظهر الجدول الزمني الذي وضعه القائمون على بناء مدينة جازان الاقتصادية أن مصاهر الألمونيوم التي تشمل محطات حفظ الطاقة سيبدأ العمل على تنفيذها في تموز (يوليو) من عام 2009, ويكتمل في كانون الأول (ديسمبر) من عام 2013, فيما سيكون بناء مصفاة النفط في أيلول (سبتمبر) 2009, وينتهى من إنشائها في أيلول (سبتمبر) 2012.
وستكون بداية إقامة المنطقة السكنية والتجارية في مدينة جازان الاقتصادية في حزيران (يونيو) من عام 2009, ويكتمل بناؤها في كانون الأول (ديسمبر) من عام 2013.
وكشف الجدول الزمني لتنفيذ المرحلة الأولى من مدينة جازان الاقتصادية, أن بناء المرافق والخدمات العامة للمدينة سيبدأ من أيلول (سبتمبر) من عام 2009, وتشمل هذه المرافق خدمات الرعاية الصحية ومراكز التعليم والمساجد, إضافة إلى المرافق الرياضية والترفيهية.
كما يجري العمل بالتنسيق مع وزارة البترول والثروة المعدنية لبناء مصفاة نفط داخل المدينة حيث تم الإعلان عن طلب العروض من قبل الوزارة إعداد وثائق مواصفات المشروع, كما تم تسليم الأرض للوزارة, وتم الاتفاق مع وزارة النقل على تغيير موقع الطريق السريع الذي كان يقطع المدينة.
وخلال الفترة الماضية شهدت مدينة جازان الاقتصادية البدء في إنشاء أول مرحلة من مشروع (عبر المملكة) وهي مصنع حديد الجنوب الذي يهدف إلى إنتاج الكتل الحديدية (البليت) بطاقة إنتاجية قدرها مليون طن سنوياً, وبتكلفة تقدر بـ 1350 مليون ريال, ويوفر نحو 400 فرصة عمل.
وتحتوي المدينة على عدة أجزاء رئيسة منها الميناء الذي يتميز بموقعه الاستراتيجي بالقرب من مضيق باب المندب وإمكاناته الضخمة, حيث سيكون الميناء البحري في مدينة جازان الاقتصادية الذي يحتل مساحة 3.3 مليون متر مربع أحد أكبر الموانئ في المنطقة.
كما تحتوي المدينة على منطقة الصناعات, وتم تخصيص ثلثي مساحة المدينة للتطوير الصناعي تفصلها عن المنطقة السكنية منطقة عازلة بعرض 500 متر، وسيتم توفير أحدث التجهيزات الأساسية اللازمة للتطوير الصناعي من شبكات مياه التبريد والمياه المحلاة ومياه الصرف الصناعي والصحي وشبكات الطاقة الكهربائية, إضافة إلى تجهيز الأراضي وشبكات الطرق وشبكات تصريف مياه الأمطار ومياه مكافحة الحريق.
وتضم مدينة جازان الاقتصادية أيضاً مركزاً للخدمات اللوجستية, وهو مركز إقليمي لتجارة وتخزين ونقل وتوزيع المنتجات الزراعية والسمكية والحيوانية لمنتجات المنطقة والدول المجاورة. ويشتمل المركز على مناطق توزيع ومستودعات بمختلف أنواعها لتخزين المنتجات تنفذ على أعلى المستويات الفنية.
ومن أجزاء المدينة أيضاً تبرز محطة الطاقة والتحلية والتبريد التي تعد مجمعاً متكاملاً لإنتاج آربعة آلاف ميجاوات من الطاقة الكهربائية كمرحلة أولى وإنتاج المياه المحلاة, إضافة إلى تزويد شبكة مياه التبريد بمياه البحر و إنتاج مياه المعالجة الصناعية.

The government has tried to reassure Saudis over the past two weeks that modernization schemes are on track after fears of a global economic slowdown helped push oil prices down to under $70 a barrel from double that a few months ago.
The state news agency mentioned a figure earlier this week of 25 billion riyals ($6.7 billion) of investment.
The statement listed firms from China, Malaysia, Bahrain and Saudi Arabia who will develop a new deep water port, shipـbuilding project and steel, aluminum and car component manufacturing, as well as support facilities.
Jazan is one of four economic cities the government is establishing in an effort to diversify the economy away from its reliance on oil, to attract foreign investment and provide its burgeoning youth population with jobs.
In 2006, the last year for which there were available figures, Ali said the developer would need to raise around $13 billion to fund the $30 billion project.
Last year the company planned to offer 30 percent to the public in a 2008 initial public offering.
The bourse has fallen about 50 percent this year due to the global financial crisis. ـReuters

The Jazan Aluminium Project (the Project) is the construction and ongoing operation of a major alumina refinery and aluminium smelting complex in Saudi Arabia, built and operated by Chinese suppliers.

The project is an investment of US$ 6.5 billion including the power plant.

The foundation stone for the project was laid by King Abdullah of Saudi Arabia on 4th November 2006.

The Project, which is on the west coast of Saudi Arabia, is approximately 80 km north of Jazan in the new economic city ( jazaneconomiccity.com ). The Jazan Economic City (JEC) is a USD40 billion development that has the full support of the Saudi Arabian government and has been promulgated by the Saudi Arabia General Investment Authority (SAGIA) (www.sagia.gov.sa ) with special tax and other advantages. The JEC power plant will also benefit from oil being supplied at USD2.63 a barrel according to Ministerial decree. The JEC is being developed jointly by MMC Corporation Berhad of Malaysia (MMC) (www.mmc.com.my ) and the Saudi Binladin Group (SBG) (www.sbg.com.sa ), the largest construction company in the Middle East.

All the land required, including for a major industrial port complex, has been purchased by the SBG and is being provided on a commercial basis to the key elements of the JEC. The JEC master plan has been prepared, allocating prime land to the Project, as well as to an oil refinery, steel plant, base metal processing plant, agribusinesses and residential units for up to 300,000 inhabitants.

The aluminium complex is the cornerstone for the whole industrial city and will be fully privately owned. It will be constructed for an annual alumina production of 1.6 million tonnes for an aluminium production of +1.3 million tonnes supplemented by imported alumina.

The project will be self-sufficient within the JEC and will build, own and operate the 2,800 MW power plant as well as a mineral port for the importation of bauxite, alumina and other raw materials and the export of aluminium.

SAGIA have granted its first investment licence to the project and its international partners during a ceremony in Beijing.

A Saudi holding company, Western Way for Industrial Development Co. (WWIDC), was formed in 2006 for the development of the Project by a powerful group of Saudi private investors led by Dr. Abdullah Basodan, a very successful Saudi business man and the former economic adviser to the Minister of Petroleum, and including the Saudi Binladin Group. The investors have committed approximately USD1.5 billion of equity for the Project. WWIDC has already completed negotiating all the key contracts in Saudi Arabia with SBG, MMC, SAGIA and JEC.

WWIDC has retained three highly experienced international metals and mining specialists (the Team) with over 100 years of experience between them. From 2003 to 2005, the Team completed a full, confidential feasibility study for another, almost identical refinery and smelter complex in the east of Saudi Arabia based on Chinese construction and technology, which is now ready for commencement of construction upon completion of investor negotiations.
The Project will also be constructed and operated by Chinese suppliers and therefore in July 2006 a Chinese subsidiary of WWIDC, Western Coastline (Beijing) Investment Consulting Company (WCBICC), was created to negotiate all key supply contracts with construction and technology suppliers from China, including NFC, Sinomach and Chalieco. As a result, there are now full contracts in place with suppliers for all the six key elements of the project – smelter, refinery, bauxite, infrastructure, offtake and power - and the Team has completed the technical study and is currently finalising a feasibility study to “bankable” standard. The bankable feasibility study is expected to be completed by the end of April 2007. Current planning envisages construction commencing late 2007 and commissioning starting during 2010.

هل أثرت الأزمة المالية العالمية على المدن الاقتصادية خصوصا أنه يجري تطويرها من قبل شركات عالمية بعضها تأثرت في بلدانها نتيجة تداعيات هذه الأزمة ؟ وهل ستمضي مشاريع هذه المدن الاقتصادية في المملكة بأمان كما خطط لها ؟. "عكاظ" طرحت التساؤل على المختصين ووقفت على سير العمل في المدن الاقتصادية .. وكانت البداية بمدينة جازان الاقتصادية.

تتسارع وتيرة العمل في مشاريع مدينة جازان الاقتصادية رغم انخفاض أسعار البترول نتيجة الأزمة الاقتصادية العالمية.

ويرى مختصون أن مشاريع المدينة ستمضي في التنفيذ وفق الجدول الزمني كما خطط لها دون أي إبطاء أو تأجيل وذلك لسبب بسيط وهو أن تطوير هذه المدينة الاقتصادية كما هو الحال بالنسبة لغيرها من المدن الاقتصادية لا تعتمد مشاريعها مباشرة على الإنفاق الحكومي وإنما على المبادرات الخاصة وباتفاق مع تحالفات لشركات وطنية وأجنبية.

وشهدت الفترة الماضية عددا من الزيارات لمديري الشركات الأجنبية والعالمية لموقع المدينة بغرض تحديد المواقع والبدء في سفلتة وردم بعض المواقع في المدينة الاقتصادية، إضافة إلى استقبال عروض المنافسة بين الشركات المتنافسة لإنشاء مصفاة جازان التي تم تحديد السابع من شهر مارس المقبل 2009م كآخر موعد لاستقبال طلبات عروضها.

ومن المقرر إعلان الفائز بمناقصة مشروع مصفاة جازان نهاية الربع الثاني من عام 2009م.

وينص الجدول الزمني للمشروع على أن تتم الأعمال الهندسية للمشروع وتصاميمه المفصلة في فترة لا تتجاوز 18 شهرا ومن ثم استكمال الإجراءات التمويلية في وقت متزامن ليتم بعد ذلك إنهاء أعمال الإنشاء في مدة لا تتجاوز 48شهرا، وتشغيل المصفاة تجاريا في الوقت المستهدف في الربع الأول من عام 2015م.

واحتوت وثيقة طلب العروض التفصيلية (RFP) على عدد من الحوافز المشجعة للمستثمرين لإقامة المصفاة في جازان والتي يمكن أن تصل طاقتها ما بين 250 ألفا إلى 400 ألف برميل يوميا.

يذكر أن انطلاق المرحلة الأولى من مدينة جازان الاقتصادية كان الشهر الماضي (نوفمبر من عام 2008) بتحديد المواقع وأعمال التربة وشبكات الطرق. وتكتمل تلك الأعمال في شهر أكتوبر من عام 2010م، بدء إنشاء محطة تحلية ومعالجة المياه في أكتوبر 2009 .

مصاهر الألمونيوم التي تشمل محطات حفظ الطاقة سيبدأ العمل على تنفيذها في يوليو المقبل فيما يبدأ تنفيذ محطات الطاقة وخطوط النقل في شهر نوفمبر من العام المقبل ويكتمل بناؤها في شهر مايو من عام 2013.

ومن المقرر أن يبدأ العمل على إنشاء محطة تحلية ومعالجة المياه في أكتوبر من عام 2009، وينتهي في سبتمبر من عام 2011، ويبدأ العمل على إقامة ميناء مدينة جازان الاقتصادية في أبريل من العام المقبل ويكتمل بناؤه في يونيو من عام 2013م.

وأظهر الجدول الزمني الذي وضعه القائمون على بناء مدينة جازان الاقتصادية أن مصاهر الألمونيوم التي تشمل محطات حفظ الطاقة سيبدأ العمل على تنفيذها في شهر يوليو من عام 2009، ويكتمل في ديسمبر من عام 2013، فيما سيكون بناء مصفاة النفط في سبتمبر 2009، وينتهي من إنشائها في سبتمبر 2012م.

وسيكون بداية إقامة المنطقة السكنية والتجارية في مدينة جازان الاقتصادية في شهر يونيو من عام 2009، ويكتمل بناؤها في شهر ديسمبر من عام 2013م.

وكشف الجدول الزمني لتنفيذ المرحلة الأولى من مدينة جازان الاقتصادية، أن بناء المرافق والخدمات العامة للمدينة سيبدأ من شهر سبتمبر من عام 2009م، وتشمل هذه المرافق خدمات الرعاية الصحية ومراكز التعليم والمساجد، إضافة إلى المرافق الرياضية والترفيهية.

كما سيتم البدء في تنفيذ أعمال البناء في المدينة المتخصصة في التدريب على مساحة مليون متر خلال ستة أشهر من تاريخ توقيع الاتفاقية النهائية التي وقعت في نوفمبر الماضي، والانتهاء من بناء وتشغيل كامل المدينة خلال 30 شهرا من تاريخ توقيع الاتفاقية النهائية.

وكان سمو أمير منطقة جازان صاحب السمو الملكي الأمير محمد بن ناصر بن عبدالعزيز قد أوضح لـ«عكاظ» أن مشاريع مدينة جازان الاقتصادية لن تتأثر بالأزمة الاقتصادية التي يمر بها العالم وأن اقتصاد المملكة قوي ومسيرة التنمية الاقتصادية التي يمر بها اقتصادنا في نمو مستمر وهذه الأزمة لن تؤثر لا في سير عمل مدينة جازان الاقتصادية ولا في باقي المدن التي تنتشر في باقي أرجاء الوطن المعطاء التي تدعمها حكومة خادم الحرمين الشريفين بكل سخاء لما تراه من مستقبل واعد لمثل هذه المدن وجدواها الاقتصادية والمردود الذي سيعود من ورائها على كل أبناء هذا الوطن.

من جانبه أشار محافظ الهيئة العامة للاستثمار عمرو الدباغ في تصريح سابق لـ«عكاظ» إلى أن المملكة هي المكان الأكثر أمانا للاستثمارات المباشرة، وأن التجارب الحالية والتاريخية تؤكد ذلك، وأن المملكة ومنذ عقود عدة هي من أفضل الدول التي حققت فيها المشاريع الاستثمارية سواء السعودية أو المشتركة والأجنبية أرباحا عالية مع مخاطر متدنية جدا.

وأضاف الدباغ أن المملكة من أقل دول العالم تأثرا بالأزمة المالية العالمية الحالية، بل إننا لمسنا خلال الفترة الأخيرة اهتماما أكبر من الشركات العالمية بفرص الاستثمار في المملكة.. مشيرا إلى أن فرص الاستثمار في المملكة عموما وفي المدن الاقتصادية الكبرى خصوصا ترتكز بشكل أساسي على عدد من المزايا النسبية الرئيسية التي يتمتع بها الاقتصاد السعودي كأكبر اقتصاد في الشرق الأوسط، مثل وفرة الطاقة والموارد الطبيعية والموقع الاستراتيجي للمملكة. وشدد على أن مناخ الاستثمار في المملكة يزداد قوة بمرور الوقت.

وزاد: إن المملكة مدخل للأسواق العالمية، ويتوافر في السوق السعودية سيولة عالية، ونظام مصرفي منظم وقوي جدا، إذ إن المملكة لم ولن تسمح بتعرض المصارف العاملة في المملكة والودائع الموجودة فيها إلى أية مخاطر.. مشيرا إلى أن كل ذلك يطمئن المستثمرين على مستقبل استثماراتهم في المملكة على المدى المتوسط والطويل، ويجعل المملكة من أقل الدول تأثرا بالأزمات التي تمر بها الأسواق العالمية.

Saudi Arabia's Al-Khabeer Merchant Finance Corporation has signed a memorandum of understanding with the local Jazan Development Company for the financing of projects in Jizan Economic City.

1- ضمان تزويد المصفاة باحتياجاتها من الزيت الخام اللازم للتشغيل والمتوقع أن يبدأ في الربع الأول من العام 2015 م بطاقة إنتاجية تتراوح ما بين " 250 - 400 " ألف برميل يوميا من الزيت العربي الثقيل " أو الخفيف أو مزيج منهما " .

-2 منح المستثمر حوافز ضريبية ومنها على سبيل المثال : خصم ضريبي بنسبة لا تتجاوز 15 % من رأس مال المشروع الصناعي المدفوع واعتمادات ضريبية ( خصم ضريبي ) بنسبة 50 % من تكاليف التدريب السنوي للسعوديين واعتمادات ضريبية ( خصم ضريبي ) بنسبة 50 % من الأجور السنوية المدفوعة للسعوديين .

-3 تتكفل الحكومة ببناء مرافق بحرية لمناولة الزيت الخام والمنتجات السائلة ومرافق معينة وهى على النحو الاتي :

أ - مرسى عائم مفرد يمتد داخل البحر لتفريغ الزيت الخام من الناقلات عبر خط انابيت يصل إلى المصفاة .

ب- فرضة زيت خام تتألف من خزانات ومرافق مرتبطة بها .

ج - منصة تحميل منتجات تشمل على رصيفين وانابيب لمناولة المنتجات السائلة من خزانات المصفاة الى المنصة .

وقال وزير البترول والثروة المعدنية في ختام تصريحه " إن الشركات في طور إعداد عروضها التي سيتم تقديمها للوزارة في الموعد المحدد لذلك وهو 2 سبتمبر 2009 م وسيجري بمشيئة الله الإعلان عن الائتلاف الفائز في الربع الأخير من هذا العام .

وكانت شركة إم إم سي (MMC) الماليزية وهي المطور الرئيس للمشروع إلى جوار مجموعة بن لادن السعودية قد أعلنت في شهر فبراير الماضي عن تعليقها استقبال تقديم العروض الخاصة بميناء مدينة جازان الاقتصادية نظراً لتغيير بعض المتطلبات المتعلقة بالميناء من المستثمرين في المدينة وبخاصة شركة أرامكو السعودية التي ستقوم ببناء مصفاة لتكرير النفط فيها. وقالت إم إم سي في بيان صادر بتاريخ 24 فبراير إن مدينة جازان الاقتصادية ستتمكن من مواصلة تصميم وتخطيط الميناء ومحطة كهرباء المدينة لتلبية متطلبات المستثمرين الذين أعلنوا عن دخولهم في المدينة. وكانت الحكومة السعودية قد أعلنت في منتصف شهر يناير الماضي أن أرامكو السعودية ستتولى بناء وتمويل مصفاة لتكرير النفط في جازان بقيمة 10 مليارات دولار لتكرير ما بين 250 ألف و400 ألف برميل من النفط في اليوم.

حددت "مدينة جازان الاقتصادية"، موقع مشروع مصفاة تكرير النفط، المكلفة ببنائها وتمويلها بالكامل شركة "أرامكو السعودية"، في الناحية الجنوبية داخل أراضي مشروع المدينة الاقتصادية"، الواقعة على بعد 60 كلم شمال مدينة جازان.
وعلمت "الوطن" من مصادر مقربة من مشروع مصفاة جازان، أن "أرامكو" بدأت بالفعل، فحص وتقويم وثائق تأهيل، نحو 6 شركات متعددة الجنسيات منها، أمريكية، وفرنسية، وأسترالية، تقدمت لأعمال تصميم وإنشاءات المرحلة الأولى من المصفاة، المخطط أن تكرر ما بين 250 ألف – 400 ألف برميل من النفط الخام يومياً. وقال مدير العلاقات العامة في "مدينة جازان الاقتصادية" محمد العطاس: "أمضت الفرق المختصة في "أرامكو" و"المدينة الاقتصادية" بعض الوقت في جولات ميدانية ومباحثات، لتحديد الموقع المناسب للمصفاة داخل أرض المدينة الاقتصادية، مضيفاً "أمر تحديد الموقع، يتعلق بعوامل استراتيجية، منها أهمية التوافق التام مع طبيعة الاستثمارات والصناعات الجاري تشييدها في المدينة".
وأوضح العطاس في بيان أمس، "أنه على ضوء حسم "أرامكو" موقع المصفاة في جنوب أرض المدينة الاقتصادية، تم أيضاً حسم موقع الميناء الصناعي في المدينة نفسها، وهو ما سيمثل أهم المحطات الرئيسية على البحر الأحمر، بعد إجراء بعض التعديلات على موقعه ضمن مخطط المدينة العام ليتناسب مع متطلبات المشاريع".
وأشار إلى أن تولي "أرامكو السعودية" تمويل وتنفيذ مشروع مصفاة جازان ، يعطي ميزة نسبية للمدينة الاقتصادية، ويشكل عامل جذب مهما للمستثمرين، منوها بأن "المصفاة التي ستكرر ما بين 250 ألفا - 400 ألف برميل من النفط الخام يومياً، ستسهم في خدمة كافة احتياجات المنطقة من النفط، إضافة إلى أنها ستكون ميزة نسبة للمستثمرين وتلبي احتياجاتهم في مدينة جازان الاقتصادية.
وفي منتصف شهر مايو الماضي، اجتمعت شركة "أرامكو السعودية" في غرفة جازان، مع عدد من رجال الأعمال وأصحاب شركات المقاولات والأعمال الإنشائية، إضافة إلى شركات الأعمال الكهربائية والإلكترونية والسلامة، لتعريفهم وتأهيلهم، لضوابط وإجراءات التعاقد في مشاريع "أرامكو"، ضمن خطواتها الأولى لبدء عمليات إنشاء المصفاة.
ويقوم تحالف مجموعة بن لادن، وشركة إم إم سي الماليزية، بإنشاء "مدينة جازان الاقتصادية" في مرحلتها الأولى، لتمثل واحدة من أهم المراكز على ساحل البحر الأحمر، عند مقربة من الأسواق المحلية العالمية، لضمان أجود الفرص الاستثمارية والعلاقات التجارية بين كل من آسيا وأفريقيا. وتنطوي المدينة الاقتصادية، على فرص استثمارية مميزة، في القطاعات الصناعية الثقيلة، وكثيفة الاستخدام للطاقة والصناعات التحويلية المرتبطة بها، التي تعد الميزة النسبية الأولى للبلاد، حيث تم تخصيص ثلثي المساحة للمنطقة الصناعية المتطورة والمتقدمة، فيما تتضمن إنشاء مركز إقليمي لتوزيع خام وحبيبات الحديد لمنطقة الشرق الأوسط.

وأكد الأمير سلطان في تصريح لـ" الوطن" أن الشركة ستقوم بزيارة لمدينة جازان الاقتصادية خلال شهر لمعاينة أرض الموقع الذي سيبنى فيه الحوض، مشيراً إلى أن فترة الإنشاء لن تتجاوز 18 شهراً حيث سيبدأ العمل فيه نهاية العام الجاري متوقعا أن تنتهي من بنائه في منتصف 2012.
وذكر أن العقد ينص على تدريب الكوادر السعودية في مقر الحوض الجاف الأساسي للشريك على ثلاث مراحل حتى انتهاء فترة الإنشاء لإيجاد مزيد من الفرص للكوادر الوطنية، معتبراً أن الشركة التي ستقوم ببناء الحوض من أكبر الشركات الأوروبية المختصة في هذا المجال وتمتلك أعلى التقنيات الحديثة لإنشاء الأحواض الجافة بالعالم.

كوالا لمبور (داو جونز) – أعلنت "أم أم سي كورب" (2194.KU) الماليزيّة الأربعاء أنّ استدراج العروض لإنشاء مرفأ في "مدينة جازان الاقتصادية" في المملكة العربيّة السعوديّة ألغِيَ في أعقاب تغيير وشيك الحدوث لموقع مصفاة تكرير جازان.

وصرّحت "أم أم سي"، التي تشترك في إدارة المشروع، في بيان على موقع البورصة الإلكتروني، أنّ تغيير موقع المصفاة جاء نتيجة طلب من "أرومكو السعوديّة".

وقالت في البيان إنّ موقع المرفأ سيتغيّر أيضاً وفقاً لذلك. وتتمّ دراسة التفاصيل لإنجاز التغييرات المتأتّية عن ذلك.

ويُشار إلى أنّ الشركة كانت قد أعلنت في أيّار/مايو أنّه سيتمّ تأجيل استدراج العروض، وكانت شركات التطوير العقاري تجري محادثات مع "أرامكو السعوديّة" بشأن الخطط المتعلّقة بالمصفاة.

والجدير بالذكر أيضاً أنّ "أم أم سي" و"مجموعة بن لادن" السعوديّة تعملان على المشروع المُخَصَّص للجزء الجنوبي من ساحل البحر الأحمر في المملكة العربيّة السعوديّة.

يجري حاليا بعض التعديلات على المخطط العام للمدينة الاقتصادية بجازان بعد أن حسمت شركة أرامكو السعودية موقع المصفاة الذي أحدث بعض التغيرات، حيث تم تغيير موقع الميناء الصناعي إلى الركن الجنوب الغربي من المدينة.
وأشار تقرير صادر عن المدينة الاقتصادية بجازان إلى أنه سيتم قريبا البدء في إعلان المناقصات والمشاريع الخاصة بالمرحلة الأولى من إنشاء الميناء.
وأكد أنه تم الانتهاء من الأعمال المدنية وحفر الأساسات الخاصة بمجمع الحديد والصلب وتمثل هذه المرحلة ما يزيد على 30% من مراحل إنشاء مجمع الحديد والصلب، حيث تتضمن المرحلة المقبلة تركيب وتثبيت المعدات والأفران الخاصة بصهر الحديد.
وحسب الجدول الزمني المحدد مسبقا سيتم البدء في عملية الإنتاج التجريبي في الربع الثالث من 2011. وتبلغ التكلفة الكاملة لمصنع حديد الجنوب 1.3 مليار ريال. وأشار التقرير إلى أنه تم الانتهاء بما نسبته 72% من المباني الخاصة بمحطة تحويل الطاقة الرئيسية .ومن المتوقع أن يتم الانتهاء في منتصف العام المقبل بالإضافة إلى الانتهاء من حفر وتأسيس القواعد الأرضية لنحو 41 برجا من إجمالي العدد 57 برجا. وقد تم تنفيذ أعمال الدهانات المقاومة للعوامل الجوية والمتغيرات البيئية لـ43 برجا تجهيزاً لرفعها وتثبيتها في القواعد المعدة مسبقا.
ومن المتوقع الانتهاء من جميع الأعمال في بداية الربع الثالث من 2011، بالإضافة إلى بدء أعمال تسوية المداخل والطرق المؤدية للمنطقة الصناعية تمهيدا لبدء أعمال السفلتة والتي تنتهي مع نهاية العام الحالي.
وذكر التقرير أن إجمالي عدد العاملين داخل أرض مشروع مدينة جازان الاقتصادية حوالى 1090 موظفا وعاملا بينهم 45 سعوديا يشغلون مهنا إشرافية وإدارية والحراسات الأمنية.

ما زال العمل يسير بصورة سليمة في مدينة جازان الاقتصادية كما هو مخطط له وكما أعلن سابقاً حيث اقترب المطورون من تسلم التصاميم الجديدة للميناء الرئيسي للمدينة تمهيداً لإصدار المناقصة الخاصة به قريباً وقبل نهاية النصف الأول من العام المقبل بحسبما أوضحه مدير العلاقات العامة في الشركة المطورة للمدينة، محمد العطاس في تصريح أمس إلى "الوطن".
وأكد العطاس أن العمل في الميناء سيسير كما هو مخطط حتى يتم الانتهاء من المرحلة الأولى من بناء الميناء في عام 2015 حيث سيتم بناؤه على أكثر من مرحلة. وبدأت الأمور في التسارع في إنشاء الميناء بعد أن حددت أرامكو السعودية موقع مشروع مصفاة تكرير النفط، التي تنوي إنشاءها في المدينة، في الناحية الجنوبية داخل أراضي مشروع المدينة الاقتصادية، الواقعة على بعد 60 كلم شمال مدينة جازان. وقالت شركة إم إم سي (MMC) الماليزية وهي المطور الرئيس للمشروع إلى جوار مجموعة بن لادن السعودية أمس في بيان نشرته على موقع بورصة كوالالمبور للأسهم إن المشروع يسير بشكل جيد في كل مراحله حيث قطع مصنع الصلب والحديد شوطاً كبيراً في الإنشاء كما تم الانتهاء من الأمور المتعلقة بالميناء.
وقالت إم إم سي إنها تلقت كل الموافقات المتعلقة بموقع الميناء والخط الملاحي البحري الذي سيشغله من قبل المنظمة الدولية البحرية (IMO) الذي سيكون جاهزاً للتشغيل خلال عام 2015.
وقالت الشركة الماليزية إن إنشاء 38% من مصنع حديد الجنوب الذي يتم بناؤه في المدينة قد اكتمل وهو يسير بدون أي عراقيل. وحسب الجدول الزمني المحدد مسبقا سيتم البدء في عملية الإنتاج التجريبي للمصنع في الربع الثالث من 2011. وتبلغ التكلفة الكاملة لمصنع حديد الجنوب 1.3 مليار ريال.
أما المصفاة فإن إم إم سي تتوقع أن ينتهي العمل بها كما هو مخطط لها في الأساس في عام 2015 والتي عند اكتمالها ستقوم بتكرير ما بين 250 ألفا و400 ألف برميل من النفط في اليوم بكلفة تقدر ما بين7 إلى 10 مليارات دولار.

The refinery severely held up the project. But it should start to pick up pace now.

I've always believed that this is the best thought out economic city project. It makes sense and it should be successful if executed and managed properly.

The eastern industrial city of Jubail will soon see the establishment of 16 mega industrial projects involving a capital investment of SR104 billion, the Royal Commission (RC) for Jubail and Yanbu said in a statement Wednesday.

“The new projects would not only boost the Kingdom’s economy but also create 7,188 direct jobs,” the statement said, adding that the new industries would cover an area of 11.26 sq. km.

The projects include four industrial complexes of Arab Petrochemical Company, an affiliate of SABIC, involving an investment of SR16.88 billion in addition to an Aramco industrial complex requiring a total investment of SR68 billion, the RC said.

The National Industrial Gas Company of SABIC is building a plant in the city with an investment of SR7 billion while Saudi Acrylic Company will set up a plant investing SR4 billion.

“We have allocated land for all these investment projects in 2010,” the RC said.

RC highlighted the twin industrial cities’ role in drawing large-scale foreign investment. “There are 42 industrial complexes in Jubail and Yanbu with a total investment of SR676 billion and an annual production capacity of 103 million tons,” it added.

The Royal Commission is now developing another industrial complex in Ras Al-Zour for mineral, chemical and fertilizer industries including an aluminum smelter.

Custodian of the Two Holy Mosques King Abdullah opened the first phase of Jubail-II industrial city project in June 2006. The new city is estimated to attract industrial projects worth SR210 billion and create more than 55,000 jobs.

BMI View: Saudi Aramco's FEED award for Jizan, one of two refineries linked to the Manifa oil field redevelopment project, suggests that all three projects could now be back on track following long delays during the global economic downturn.
Saudi Arabian national oil company Saudi Aramco has awarded the front end engineering and design (FEED) contract for the delayed 400,000 barrel per day (b/d) Jizan refinery to US engineering company KBR according to a February 9 press release. Aramco is developing the plant on its own following the failure of a 2009 tender to attract a bidder capable of building the refinery. The award of the contract to KBR suggests that the project may now be on course to meet its 2015 deadline, and that the closely related Yanbu refinery and Manifa field redevelopment projects may also now be on schedule.

3 تصاميم لمطار الملك عبد الله في جازان الشهر المقبل

تطرح الهيئة العامة للطيران المدني منتصف الشهر المقبل مع الشركة المصممة للمطارات، التصاميم الجديدة التي سيشهدها مطار الملك عبدالله بن عبدالعزيز في جازان، حيث سيتم عرض تلك التصاميم في مؤتمر يحضره صاحب السمو الملكي الأمير محمد بن ناصر بن عبدالعزيز أمير منطقة جازان.
وكشفت مصادر مقربة من الشركة المصممة لـ«عكاظ» عن طرح ثلاثة تصاميم هندسية ليتم اختيار واحد منها لتنفيذه في مطار الملك عبدالله في جازان، وذلك ضمن عدد من المطارات في مناطق المملكة.
وتعكس كافة التصاميم التي ستعرض البيئة الجازانية، حيث يرمز التصميم الأول للزى الجازاني التقليدي، بينما يرمز التصميم الثاني لشبكة الصيد التي يستخدمها الأهالي في صيد الأسماك، ويرمز التصميم الثالث لأوراق الكادي التي تشتهر بها منطقة جازان.
وكشفت المصادر أن الشركات الصينية التي طرحت التصميم ستقدم عروضها في منطقة جازان في ورشة عمل وندوة، يتم بعدها اختيار التصميم المناسب الذي سيكون بعد تنفيذه نقلة حضارية تواكب أهم مطارات المملكة، وسيكون هذا المطار نقلة كبيرة لما تشهده منطقة جازان من اهتمام وتطور كبير بتوجيهات صاحب السمو الملكي الأمير محمد بن ناصر بن عبدالعزيز أمير منطقة جازان.

Well what did you expect? They're not Special Economic Zones, there's no legal/regulatory/economic benefit of being inside an economic city as opposed to outside. They're just large scale property developments.

That's a point ... They should have set some new authorities for the
economic cities with different economic/social/law rules & motivations that
could convince me to invest there

Supposing I live in Riyadh, and I want to invest 1 million $/SR ... There
is no reason for me to invest it there and leave my town :ohno:

Not really. Same laws and regulations. Same tax and customs regime. Same social constraints.
SAGIA just promotes investment in the kingdom. They have no authority to offer these kinds of incentives. All they can do is help with the beaurocracy and negotiate favourable rates for rent utilities etc.. .

SR10bn steel plant coming up in Jazan

JEDDAH: A major steel plant is being constructed in the Jazan Economic City in the Kingdom's southern region at a total cost of SR10 billion. The plant's first phase will be ready by the end of this year and start production early next year to support the region's construction boom.

"This is first such project in the southern region," said Faiz Nasser Al-Dossary, executive director of South Steel. He disclosed plans to establish a number of related plants inside the complex.

"We have completed the first phase of the project covering a million square meters at a cost of SR1.3 billion," Al-Dossary said, adding that its steel mill would produce a million ton/year of steel billets and 500,000 tons of rebar. The company is owned by Pan-Kingdom Investment and Qatar Steel Company.

The project is being implemented by South Korean STX group, which has established steel plants in many countries. STX Heavy Industries provides full-scale engineering and construction services for rolling mill plants, especially for long products such as round bars and rebars.

Saudi Industrial Development Fund (SIDF) is the major source of funding while the balance has been raised from commercial loans and share capital. Major shareholders are PKI, with Qatar Steel also having a substantial holding. Other investors include Dubai Investment, Al-Jedaie Group, Hamed Bin Hamed Al-Mutabakani.

The plant comes ahead of an expected big construction boom in the southern region, the company said in a statement. The project is geographically located near neighboring and consuming countries like Yemen and North African countries.

South Steel will produce steel through the EAF-CC route, and therefore, depend on import of raw materials like DRI/ HBI & steel scrap. It will supply 1 million tons of liquid steel, 1 million tons of billets of sizes 130x130 mm sq. and 150X150 mm sq, at casting speeds of 4.5 and 3.8 m/min respectively, and 0.5 million tons of construction quality rebars.

South Steel's five-year plan includes construction of a new rolling mill by 2012 to supply 0.5 mt of rebars, a Cut-to-length & Bending Process Unit to process 100,000 tpa, & an Epoxy coating unit to process 60,000 tpa at a total investment of SR450 million.

The plan includes construction of a new melt shop of 1 million tpa to produce billets, rebars and rods at a total investment of SR1.6 billion by 2014.

A palletizing plant to produce 6 million tons of green pellets and an Iron Ore Hub to handle 12 million tons to produce billets, rebars and rods at a total investment of SR2 billion by 2015, the company said. Beyond 2015 it intends to establish a new melt shop and DRI plant to produce 1 million tons of slabs and blooms, 2.6 mta of DRI a total investment of SR4 billion.
