This thread is to be dedicated to massive development plans for the Sibaya node by South Africa's leading land developers - Moreland.

At present there are 5 Hotel sites set out. 2 of Which have private beach access and are destined for resort hotels. The others command magnificent views of the coastline all the way to the Bluff and the city.

The site is 855ha in extent (excluding the existing Sibaya Casino). Each hill top shall have its own style and the area bordering the river and Hawaan forest is to be developed into a massive botanical gardens.

R4bn Sibaya Node Master Plan to Drive Tourism Demand

THE 2010 Soccer World Cup offers South Africa and KwaZulu-Natal a unique opportunity to showcase our tourism and investment potential and eThekwini Municipality has already begun preparing the port of Durban and the Point waterfront areas for the thousands of tourists expected to flock to the country for the world’s largest sporting event.

“But we also need to start investing in other parts of the city and the region by building benchmark projects now – today – for there is no time to lose,” says Planning and Development Co-ordinating director, TC Chetty.

This requires clearing away all administrative impediments and mobilising public sector resources to fast-track the approval of projects to ensure development and construction can begin immediately, before significant advantages are lost.

TC says the KwaZulu-Natal provincial growth and development strategy aims at reducing poverty and creating employment. Central to this tenet is an urgency to build the economy through competitive investment and development programmes.

Tourism development ranks highly on the agenda and the government intends promoting KwaZulu-Natal as a leading international tourist destination. This means providing strategic support services to build a sustainable, competitive tourism sector.

“The government is promoting public private partnerships for projects that stimulate growth and job creation, leveraging private sector investment and the knock-on benefits, while ensuring that ecological habitats are conserved in perpetuity and that broader community interests are taken into consideration without draining public sector resources,” he says.

The Sibaya precinct illustrates how these objectives can be achieved.

TC says R4bn worth of new investment, with the land component comprising approximately 10%, is set to emerge from the ground, leveraged off fractional public sector funding. The master plan recognises the pristine ecological attributes – including indigenous forests, a river flood plain and a rich mix of flora and fauna – and allows for only 15% development coverage.

In driving the tourism demand, the Sibaya development plans to bring five new boutique hotels built and operated to exacting international standards to the region. This includes a second hotel as an extension to the new Sibaya Casino and Entertainment Kingdom, located at the apex of the precinct’s topography.

TC says in addition to the billions of rands worth of investments the initiative will pump into KwaZulu-Natal, developing a sustainable precinct at Sibaya will create 66000 new jobs (including 10000 permanent ones) in the eThekwini municipal area.

Substantive new opportunities will unfold for black economic empowerment initiatives and the small medium and micro enterprise sector, while another R50m is projected annually in new municipal rates revenue. The KwaZulu-Natal trade and catering sector also gains R1, 4bn in provincial gross geographic product.

The public sector participation is limited to facilitating the formal approval of the environmental impact assessment studies and provideing the required bulk infrastructure including water, electricity and sewerage.

“This will leverage the massive new private sector investment, creating a node that will stimulate global investor interest and promote eThekwini as one of Africa’s leading investment destinations. Sibaya is unquestionably a catalytic project and an ideal example of public private partnership as envisaged by the premier S’bu Ndebele and the provincial government,” says TC.

any news on who the 5 potential site operators and devlopers could be?Timeframe for these hotels? Im sure its another 2010 exercise but like the point, they better make sharp

^^ This has no connection to 2010 and is a Moreland driven project. There are no potential operators at this point. moreland has been in contact with a few but until complete plans are unveiled and infrastructure put in place there can be no concrete developments.

yes it depends what you want, as Mike has pointed out, but If I were from Jozi & looking for a holiday apartment I would deff go for Ballito, Westbrook, or some where up north, Umdloti is getting abit too busy for me now a days, I know Ballito is pretty big, but if you got for one of these eco estates like Simbithi or that bretton wood estate is exellent too. plus you got the lifestyle center & other shopping complex's so you dont have to venture far out for groceries.

ok I would agree on the bad planning, but no one expected it to have such a great building boom, it was meant to be a quiet coastal town, not an over grown coastal retreat for the holiday maker's.

I would really like a house in a secure estate so I can lock up and go beacuse I would only really use a couple of weekends a month. I really like the idea of those eco estates north of durbs or an apartment on umhalanga beachfront. Do you think they are offer good value and growth and would I find something for around R3m to R4m?

If you want something in the umhlanga area that is already built then my suggestions would be.

The Hawaan Estate. This a Stefan Antoni designed estate that borders the Hawaan Forest in Umhlanga. Homes start at R4m. The Hawaan forest has more species of trees in its tiny area than the whole of europe.

Other options are an apartment in The Bay or Grand Floridian on ilala ridge. They command sweeping views of the coastline and are a mere 5mins from the office estates on La Lucia ridge.

If you were looking for an apartment on the beach then i would definately recommend the Oysters. Its in the umhlanga village, on the beach and a 300m walk to all the restaurants in the strip. To be honest there is not much for under R4m on the beach.

not as bad and there are still many zoneing and design regulations in place especially pertaing to architectual styles and materials. Jay bay is a disaster with a total eclectic mix of styles, colours and materials with tuscan next to red facbrick next to some of thje worst architere in SA

Sibaya – Super Suburb

Moreland developments hope to sign an agreement to verify that its new Sibaya precinct development will be a sustainable community, in effect, “one planet living”,

According to Michelle Bovet, from the world wildlife fund, Moreland has visited experts in the United Kingdom and asked them to run workshops for its consultants so that the precincts goal of one planet living within the developments environment makes sustainable living easy, affordable and attractive.

It means minimizing carbon dioxide emissions and waste, minimizing water consumption, protection of the natural environment and cultural heritage and promoting fair trade and healthy lifestyles.

Bovet was one of the 9 consultants presenting specialist study findings for the Sibaya precinct, part of the EIA requirements at a public meeting last week.

The sibaya precinct includes all the 855 hectares of land surrounding Sibaya Casino between the N2 and the sea and between the Hawaan forest and the main road to umdloti. The first public participation process started in February 2005. The scoping process raised questions about the type of development planned, conservation, buffers, visual impacts and bulk service provision. As a result there has been re-think and a new development concept was drawn up with ecological integrity and sustainability in the forefront of the approach.

The proposed development plans dense hilltop housing of 6000 units, a mixed use office/retail node of 136 000m2 and hotels and resorts providing 900 rooms. A public open space connected to an open space system is prominent. There are compacted and cluster developments on hilltops, gradually getting less dense towards the valleys.

Proposals include an elevated boardwalk to the umhlanga promenade, tourist and leisure activities, a cricket oval, amphitheatre, soccer stadium, leisure park and river resort.

Strict architectural guidelines will be given for architects to think globally but act locally combining first world and third world crafts and materials, making the landscape part of the architecture to create a grand space, “which is what Africa is about,” said Marcel Henry from Urban architects.

The creation of planted corridors is proposed to ensure ecological continuity and habitat for plants and animals and avoid isolated islands. Grasslands, valleys, riverine and wetlands will be restored and the forests between the M4 and the sea and the Hawaan forest will be extended and protected

The proposed development is comprised of the following:

- 6000 Residential Units
- 8 Hotels/Resorts - 955 Rooms
- 186 000m² commercial bulk (commercial and offices)
- Conservation/ Recreational/ Leisure activities – examples could include any or all of the following (some of which may require additional investigation and environmental approval) - luge, botanic garden types of activities, white water experience, water bodies, animal farm, monkey sanctuary, butterfly farm, wildlife environmental centre, gondolas, boardwalks, foofy slides, animal hides, forest trails and boardwalks, estuary trails and boardwalks, beach access and public facility, swimming beach, “food forests”/ market gardens


The development covers 850Ha of which only 21% will be developed, the rest will further the natural environment with open space and movement coridors.

Sounds amazing, especially the large green area incorporated into it. 69% dedicated to natural environment, open space etc! wow. Really cool.

^^ the largest hotel is a 240 bed resort on the beach. The other resorts are smaller 140 (on the river) and 130 (in the forest). The area is not planned for massive hotels, for that would not be keeping with the environmental aspect of the development. The aim is for clusters of development.

Spearheaded by Tongaat Hulett Properties, this project measures some 800 hectares in extent and includes substantial portions of indigenous coastal forest. Championing sustainability, the project aims at establishing a new settlement typology that integrates compact urban development with an enhanced natural environment. At the outset of the project, Iyer initially facilitated a Design Charette with the landowners and a team of designers and environmentalists; which led to the formulation of a development Vision for Sibaya. Following this process, Iyer has been retained as Lead Designers in preparing the Urban Design Framework for the project. Ultimately he project aims at accommodating some 6 000 residential units, several hotels and unique recreation and natural environmental assets.

Very exciting development for Durbs. It's amazing that virtually a whole new city is coming up in the north (Umhlanga-Sibaya-Ballito strip). This will certainly be one of SA's best places in 10 years, if Umhlanga alone is anything to go by.
