Dubai: Limitless, a Dubai World company, on Wednesday announced the development of a Dh70 billion township, Downtown Jebel Ali, that will house 235,000 people.
The massive project, to be completed in phases by 2011, will occupy an 11 kilometre land stretch covering 200 hectares with built-up area of 70 million square feet on Shaikh Zayed Road between the Jebel Ali Free Zone, Dubai Waterfront and Techno-Park.
"It is designed to be the gateway to the World Central international airport in the area," a company statement said.
There will be a total of 326 buildings of which 237 will be residential and the rest commercial.
Limitless will invest Dh5 billion in infrastructure and also build 35 towers.
"Limitless is following a new strategic and sustainable approach to developing projects that will help create thriving diverse communities. This approach led to the creation of this distinctive development," Sultan Ahmad Bin Sulayem, chairman of Dubai World said in a statement.
The whole township is divided into four quarters, each divided into three districts that will have business, residential, dining and retail facilities.
"Downtown Jebel Ali will be more than a development, it will be a community where public spaces between the building — streets, parks and plazas — matters as much as the buildings themselves," Saeed Ahmad Saeed, CEO of Limitless said.
"The Downtown will reflect some of the world's most vibrant cities. This is going to be a pedestrian friendly area, four freeway interchanges connection to Downtown Jebel Ali. It will have an unrivalled transport infrastructure and a place where people will live and work without having to drive cars."
The project will be connected to Dubai with four Dubai Metro stations and an automated people mover system (APM) while there will also be pedestrianised congestion free areas, he said.
Limitless, a new company floated earlier this year by Dubai World, has also projects under way in Pakistan and China while other projects are being planned in India, Russia and the Gulf.
"Construction of the project is currently underway, with the first four commercial buildings due for completion by mid-2007."
"The infrastructure works for the whole project is to be completed by 2009 while the entire project is slated for completion by 2011," Stephan Ashford, senior development manager of Limitless told Gulf News.

Limitless, the real estate development arm of Dubai World, has already found buyers for about half of its 200-hectare Downtown Jebel Ali community, a senior executive said.
Senior development manager Stephen Ashford told Emirates Today that two of the project’s four zones consisting of residential, business, retail, dining and entertain ment facilities have “effectively” sold out.
“We are effectively in a position where we have sold all of the plots in zones one and two,” he said. “Zone three will be released shortly and zone four after that.
“I think [Downtown Jebel Ali] compares favourably with any typical Sheikh Zayed Road development where you have a large tower with a car park behind. That’s exactly what this project isn’t.
“We’re able to spread the built-up area more, which leads to smaller average parcel sizes and smaller average investment volumes, which is more affordable.” With a built-up area of 70 million square feet, Downtown Jebel Ali will occupy an 11km stretch of Sheikh Zayed Road between Jebel Ali Free Zone, Dubai Waterfront and Techno Park. Consisting of 326 buildings divided into separate quarters, it will house around 235,000 people including 70,000 residents.
Ashford said the total investment value of the devel opment is Dh50 billion, contrary to newspaper reports putting the figure at Dh70bn.
Limitless, which is currently planning projects in India, Russia and the Gulf, is investing Dh5bn in the project’s infrastructure.
Each of Downtown Jebel Ali’s four zones will be subdivided into three distinct districts – an urban centre, a Trellis District providing shaded pedestrian areas, and the residential Medina District.
Access will be aided by four new freeway intersections and Dubai Metro stations.
Speaking at the launch, Saeed Ahmed Saeed, Limitless CEO, described Downtown Jebel Ali as “a living, breathing community where public spaces between the buildings matter as much as the buildings themselves in the community.” Construction is well under way, and the first four commercial buildings will be ready by mid-2007.
The entire project should be completed by 2011.

East Quarter
Heading west along Sheikh Zayed Road from the Dubai City Centre, East Quarter marks the eastern gateway to Downtown Jebel Ali. Accessed from Interchange 8 of the freeway, East Quarter is 12m ft2 in area, with a planned population of over 50,000 people. A Metro station will be centrally located beside Sheikh Zayed Road, leading directly into the Urban Centre. East Central
Next along Sheikh Zayed Road is East Central; a more compact quarter approximately 10m ft2 in area and with a population of 37,000. As with East Quarter, a centrally located Metro station opens into a plaza in the heart of the Urban Centre. West Central
Situated between freeway interchanges 10 and 11 and to the north of Techno Park, West Central is the second largest of the quarters, with an area of 21m ft2 and a population of nearly 60,000. Like East Central, West Central's layout follows the classic pattern of a centrally located Metro station leading through to the hub of the Urban Centre. The Urban Centre is flanked by Trellis Districts, which themselves transition into the more residential Medina Districts.
West Quarter
As its name suggests, the West Quarter is the most westerly of the quarters, and also the largest, with an area of 24m ft2 and a population of 58,000. West Quarter has a similar arrangement of districts to the other quarters, with a Metro station and Urban Centre once more forming the centrepiece of the quarter. However, while the Urban Centre gives way in the usual fashion to Trellis and Medina Districts to the east, the western end of the quarter turns back on itself towards the south, forming a distinctive 'elbow' in the overall shape of Downtown Jebel Ali.

This is alongside SZR, so FAR AWAY from DWC. Those particular buildings in the picture, are just opposite (the other side accross SZR) to JAFZA green glass office buildings.

The big aerea confined by the roads, is the JAFZA South while the new Airport will be behind it. On the left of the picture, and beneath Palm jebel Ali is where the Waterfront will be.

Limitless Mixed-Use Development Downtown Jebel Ali, Dubai
A mixed-use development approximately equally divided between 530 one and two bedroom apartments in two towers, and rental office space suitable for either multiple small tenants or multi-floor larger tenants, in two towers.
A feature intended to become a Dubai landmark is the gallery that runs from a street entrance at the south to almost the north end of the complex, fully 285 meters. GoDubai! April 24th, 2007, 07:13 AM Nice to get details on the buildings we see coming up right along the highway--and the metro graphic. If only it turns out looking as nice as the render! I notice by comparing the two renders that the larger office blocks will be erected just beside those now under construction. Looks like that area is going to start getting really built up quickly. The Dubai cityscape really does seem limitless.

zoomOngoing work at Downtown Jebel Ali: Taisei Corporation has won the contract for the towers. (Dmitry Dolzhanskiy/ITP Images)A raft of contracts has been awarded on the massive Downtown Jebel Ali project, which is being developed by Limitless.
Japan's Taisei Corporation has secured a US $354 million (AED 1.3 billion) contract for four buildings - two residential and two commercial - which will be situated in the East Quarter of the development.
Piling work has been carried out by Bauer and the land is in the process of being handed over to Taisei.

The local Bin Hafeez recently secured the contract to carry out all infrastructure work for zones one and two (East Quarter and East Central) of the development.
"We had a kick-off meeting a few days ago and they have started construction," said Peter Bisley, development manager, Limitless.
All the grading works have been carried out.
Bisley added that the infrastructure contract for West Quarter and West Central will be awarded in the next 12 weeks, once the tendering documentation is complete.
No value was given for the contract, which will see work completed by the end of 2008/early 2009.
A road construction contract for Interchange 8 on Sheikh Zayed Road, which will service the East Quarter and provide essential transport links to the rest of Dubai, is currently out to tender with the RTA.
Bisley said this contract should be signed in the next four to six weeks. Designs for Interchange 9, which will serve East Quarter and East Central, are still being finalised by the RTA.
Downtown Jebel Ali, a mixed-use urban development, is being built at an estimated value of $13 billion.
It will be a two million m2 urban centre situated between Jebel Ali Free Zone, Techno Park and Dubai Waterfront.
The development will have extensive transport links between each of the four zones that comprise the project and Dubai Metro.

Limitless has launched two plazas within its flagship Downtown Jebel Ali project.
The Plazas at Downtown Jebel Ali will be the focus of the 200-hectare urban community, currently under construction along Sheikh Zayed Road.
Downtown Jebel Ali is a mixed-use urban community. It will consist of four zones and will stretch for 11 kilometres along Sheikh Zayed Road. Located between the Jebel Ali Free Zone and Techno Park, it will have 326 buildings, 237 of which will be part of residential communities. Designed to allow space between buildings, it will feature pedestrian and congestion-free areas. Each zone will have three individual districts: The Urban Centre, The Trellis and The Medina, creating a blend of business, residential, shopping, dining and entertainment facilities.
Created by Raphael Vinoly Architects and Pelli Clark Pelli Architects, the Plazas will be the transport, entertainment and retail hubs of Downtown Jebel Ali. Each project will have its own Dubai Metro station, convenient road access and a pick-up and drop-off point for the development's internal transport system. The Plazas will be a regional venue for shopping and leisure, with a multipurpose outdoor arena for concerts, cultural and sporting events, as well as restaurants and cafés. Residential and office accommodation will also be included.
The buildings will also have LEED accreditation to ensure that they meet the international environmental standards, including water recycling systems and energy-efficient glass.
Work on The Plazas will begin in 2008, and will be completed by 2011.
GoDubai! November 6th, 2007, 01:53 PM I saw somewhere, but don't remember where, a diagram showing the "extent" of this development. Despite being called "downtown" which would lead one to image a rather broad swathe of developed land, it actually consists only of strips or narrow bands along SZR. The North, South, East, West districts are each narrow bands that line the highway.
Can anyone else confirm this?

Al Mazaya Holding, the Kuwait-based property developer, plans to invest Dh 5bn for construction of buildings in nine plots within the Downtown Jebel Ali project, a master-planned community developed by Limitless.
The plots will spread across two quarters of the four quarters in Downtown Jebel Ali. Al Mazaya is planning to construct a commercial tower in one quarter and eight buildings in quarter four.

Limitless is still evaluating bids for the contract to design and build a light railway system at the Downtown Jebel Ali development in Dubai, some four months after its bid deadline.
The local developer says that the falling real estate market in the emirate is to blame for the delay in awarding the project.

A Limitless spokeswoman said that "We have received bids and we are assessing initial proposals before moving to the next stage."
The automated light railway system involves the construction of four transit lines. Each line will serve one of Downtown Jebel Ali's four zones.

Construction of the amphitheatre and 105 square metre screen was now underway at The Galleries at Downtown Jebel Ali and would be the focal point for cultural, arts and social events, the company added in a statement.
It will also be the centrepiece of The Galleries’ 20,000 sq m outdoor landscaped plaza, which will also feature 200 trees, lawns, fountains, pools and shaded spots for relaxation.
The screen will be housed in a steel structure which, at 288 sqm, is about the size of a tennis court.
Construction of the amphitheatre comes as Limitless marks the third anniversary of the launch of Downtown Jebel Ali, its 200 hectare mixed-use, master planned development on Sheikh Zayed Road.
The Galleries – an eight building complex of offices, apartments, retail and leisure facilities – is the first community project within Downtown Jebel Ali.

Limitless has completed construction of The Galleries' giant screen, the outdoor centrepiece of the company's flagship project in Dubai.
The 105 square metre screen, made up of 176 individual monitors, overlooks a 300-seat open-air amphitheatre in The Galleries' landscaped grounds, the social centre of the development and a new venue for cultural and corporate events.

Slimbo August 31st, 2010, 10:42 AM Don't forget opening the road into DJA from Abu Dhabi, then opening the road into DJA from Dubai, then realising you forgot to build a road out of DJA so close off the road from Abu Dhabi and use that as an exit routing people along a dirt track with a surface with more craters than the moon which takes people to a dangerous U-turn at a junction where there's a crash just about every night. That's not mentioning the flyover that just stops and doesn't go anywhere with no room to extend it anywhere. Infrastructure here is an absolute shambles.

Limitless LLC, a property developer owned by Dubai World, plans to restart work on four office and residential buildings in the Galleries development next year after its parent company restructured $25 billion in debt.
The work will complete the eight-building development, adding more than 600 apartments and 1 million square feet (93,000 square meters), of office space, said Bahaa Abouhatab, head of projects for Limitless. The buildings are 75 percent to 80 percent finished, he said.
“Hopefully, we can start on the residential side in early 2012 because there is good demand for it,” Abouhatab said in an interview at a conference in Dubai. “They need about nine months of work. We’re hoping to start offering them in late 2012 or 2013.”
Developers in Dubai, the Middle East’s worst-performing property market in the last three years, are restarting stalled projects that are nearest to completion in the most attractive locations. State-controlled holding company Dubai World, which also owns developer Nakheel PJSC, is entering “a new phase of growth,” Chairman Sheikh Ahmed Bin Saeed Al Maktoum said after the company reached a final agreement with creditors in March.
The Galleries, on the main road between Dubai and Abu Dhabi, has attracted overseas tenants including Siemens AG (SIE), Ericsson AB, China National Petroleum Corp. and Kraft Foods Inc. which use the area to move products across the Middle East, Abouhatab said. The development’s proximity to the Jebel Ali Free Zone and port makes it convenient for customers with warehouses in the port, he said.

Other advantages include a metro station and the fact that the development has one owner, he said.
The 800,000 square feet of commercial space in the Galleries’ four completed buildings is about 50 percent occupied and Limitless expects to increase that to 70 percent this year, Abouhatab said. Work stalled on the development’s four other buildings in 2009 after the financial crisis caused the sheikhdom’s property market to collapse.
“We have around 200,000 square feet for lease in the pipeline that we’re hoping to close before the end of the year,” Abouhatab said. “Lately, we’ve been getting serous inquiries and that’s an indication that the market is moving in the right direction.”

Infrastructure is ready in Downtown Jebel Ali, the Dh48 billion mixed-use urban development, to allow developers to commence construction and three developers are currently working on finalising design plans for their projects there, according to a senior Limitless executive.
“At present, five plots are under construction by third-party developers with three more developers currently finalising their design plans,” Salah Ameen, Executive Director for Limitless in the Middle East, told Emirates 24|7.
Limitless, the master developer of Downtown Jebel Ali, has already developed The Galleries on eight plots, comprising six office buildings and two residential towers.
Asked when he expects the first residential project by a sub-developer to be handed over in Downtown Jebel Ali, Ameen said he could not comment on sub-developers' completion of project, but emphasised that they had completed the infrastructure work to allow third-party developers to construct their projects.
One of the projects under construction in the master development is of Damac Properties. On May 31, the developer said Suburbia, a residential development, was slated for delivery in 2013 and it was on track to meet the deadline.
Currently, Limitless is working on a completion strategy for the first phase of residential units at The Galleries. In total, the two buildings will have over 600 units.
Although the master developer had initially emphasized on sub-developers needing to commence construction within five years from plot handover date, they has now been a lot more flexible due the current market situation.
“Originally, our terms and conditions stipulated that sub developers must begin construction within five years of the handover of their plot. However, in response to market conditions, we are showing flexibility by offering extensions on this timeline, on a case-by-case basis.”
Asked if they still get developers seeking consolidation of their land, Ameen said they continue to discuss various options that will benefit both parties, on a case-by-case basis.
The master developer, however, does not rule out taking action against developers who have failed to breached their financial obligations despite offering consolidation or easy payment plans.
“We continue to be as flexible as possible with third party developers who are serious about seeing their projects through at Downtown Jebel Ali. However, in cases where, despite our flexibility and co-operation the contract is breached, we will take appropriate action,” he added.

It'll never be realised. No-one wants to live there, if anything is completed, it'll just turn into workers' accommodation.

In what reminds one of the imprudent offers witnessed during the property boom era of 2007-08, Dubai-based private developer Damac Properties is giving customers a selection of luxury boats and yachts with properties purchased during the month-long Dubai Summer Surprises (DSS) festival.
While the offer may look a bit indiscreet considering Dubai property prices remain under water (pun intended) when compared with their sale prices in 2008, and have still not recovered from the battering they received in 2009 and 2010, Damac wants customers to buy a property and ‘take to the water’ this DSS.
The company insists that the latest promotion is a well-thought-out one from the developer – who in the past has given away a jet plane and a private island in the Caribbean to two of its lucky customers in 2008.
“We considered long and hard our approach to the DSS. We felt it was critical to get our approach right in line with the market and to ensure that we did something that had mass appeal,” Damac’s Senior Vice-President Niall Mc Loughlin explained in a media release.
