Kaolack- Le directeur de la zone centre (Fatick, Kaolack et Kaffrine) de l’Agence des travaux et de gestion des routes (Ageroute), Salif Ndiaye, a annoncé la disponibilité d’une enveloppe d’un peu plus de deux milliards de francs CFA pour récupérer en 2011 les 9,3 kilomètres les plus dégradés des 42 kilomètres de l’axe Fatick-Kaolack.

M. Ndiaye, qui faisait le point d’une visite de différents axes routiers à réhabiliter dans les régions de Kaolack et Fatick, en compagnie du Directeur général de l’Ageroute, Ibrahima Ndiaye, a souligné que le démarrage des travaux est suspendu à une décision de justice sur le différend entre l’Etat et l’entreprise Jean Lefèbvre Sénégal (JLS).

‘’Si on nous disait de commencer tout de suite les travaux, nous le ferions parce que les fonds sont disponibles et l’entreprise chargée de la réalisation de ce tronçon qui va de Gandiaye à Sagne est choisie’’, a souligné M. Ndiaye.

La route, longue de 42 kilomètres, sera entièrement refaite en 2013 dans le cadre du programme triennal des travaux d’entretien périodique des routes revêtues, a relevé le directeur de l’Ageroute de la région centre.

Au total, 152 kilomètres de routes revêtues à Kaolack et 139 kilomètres à Fatick seront récupérés avant la fin de 2011, a indiqué M. Ndiaye qui a soutenu que les financements sont déjà acquis.

Il a dit que 4,9 milliards de FCFA seront injectés à Kaolack en 2011 pour rendre praticables les axes Nioro-Keur Ayib (235 millions), Gossas-Kaolack (1,5 milliard), Back Samba Dior-Guinguinéo (216 millions), Fatick-Kaolack (2 milliards), etc.

La région de Fatick bénéficiera d’une enveloppe de 4,1 milliards pour la réhabilitation des tronçons Passy-Foundiougne (2,1 milliards), Passy-Sokone (148 millions), Gossas-Mbar (1,2 milliard) et Ndiosmone-Ndangane (343 millions), a dit le directeur régional de l’Ageroute.

La commune de Kaolack verra réhabilités, à la même période (2011), six kilomètres de sa voierie urbaine, pour une enveloppe globale de 560 millions de FCFA.

The Senegalese government wants to finance a number of infrastructure projects over the next five years, costing a total of 3.4 billion dollars.

The aim is to "lift the country, in the near future, to the level of economic emergence", explained a press release from the government, reported by the MAP press agency.

A number of banks and financial institutions were welcomed on Tuesday by the Senegalese Head of State. "They are committed to continuing their partnerships with Senegal, which they see making great strides in the development of its infrastructures", reveals the Presidency spokesman, Serigne Ndiaye, quoted by the newspaper Réussir Business.

The aim of the projects is to alleviate the shortage of infrastructures for road, rail, port and air transport, said the Senegalese Minister of Finance, Abdoulaye Diop.

Participating at the conference, a representative of the World Bank, Moctar Thiam, stressed that the contribution of Senegal will probably be augmented and could be between 450 and 500 million USD for the next three years.

Dakar- Une nouvelle université sera construite à Diamniadio (banlieue de Dakar) pour décongestionner l’Université Cheikh Anta Diop de Dakar (UCAD) et un institut supérieur d’enseignement professionnel érigé à Thiès, en 2012-2013, a annoncé le gouvernement vendredi.

L’annonce a été faite par le ministre de l’Enseignement supérieur, des Universités, des Centres universitaires régionaux et de la Recherche scientifique, lors d’un point de presse sur le financement que la Banque mondiale (BM) a accordé à son département.

Le ministère de l’Enseignement supérieur a acquis un prêt de plus de 46 milliards de francs Cfa (101,3 millions de dollars) de la BM pour la mise en œuvre du processus de réforme de l’enseignement supérieur sur cinq ans (2011-2016).

Les constructions seront entreprises dans les meilleurs délais pour ‘’élargir l’accès’’ à l’enseignement supérieur, a dit le ministre Amadou Tidiane Bâ. Il estime qu’avec les procédures d’appels d’offres, de passation de marchés et d’autres formalités, l’université sera fonctionnelle courant 2013, de même que l’institut qui sera livré clés en mains avec tous les équipements nécessaires.

La construction d’une deuxième université dans la banlieue de Dakar fait suite à une instruction reçue du chef de l’Etat dans son discours du 31 décembre, dans lequel il avançait l’idée de création de l’université de Kaolack ...

Réhabilitation des routes de Louga

L’Agence sénégalaise des Travaux et de Gestion des Routes a entamé, la semaine dernière, la réfection des principales routes de la région de Louga (Nord-ouest). Des travaux qui seront financés par le gouvernement sénégalais à hauteur de 11 milliards de FCFA (25 millions de dollars américains) au travers d’un programme pluriannuel, s’étendant de 2011 à 2013.

En l’espace de 36 mois, six principaux axes de la région de Louga devront être entièrement opérationnels. Les travaux, menés par l’entreprise Sotracom, consisteront essentiellement à revêtir les tronçons abimés de tapis d’enrobée. Ceux-ci ont d’ailleurs déjà commencé à être posés sur certains axes comme celui de Dahra-Touba. Par contre, d’autres routes à l’instar de celle de Ouarack-Dahra n’en sont qu’à des stades de préparation pour permettre, par la suite, des travaux plus poussés. Dans tous les cas, au terme du chantier, la région gagnera plusieurs kilomètres de routes : à titre d’illustration, sur l’axe Louga-Ouarack-Dahra, 35 km seront pimpants neufs et, sur celui de Ouarack-Ndoyenne, ce sera près de la moitié (17 Km) qui sera récupéré.

Tout cela permettra, entre autres, à l’agriculture, une des principales activités de la région, de redécoller. Car, sans des routes viables, le déplacement des personnes comme des marchandises est sérieusement compromis, influant négativement sur toute l’économie régionale.

The Great Green Wall of the Sahara: Inside the Fight to Stop a Desert's Sprawl


From west to east, the 15-kilometer-wide Great Green Wall (GGW) will span the continent from Senegal to Djibouti, passing through Mauritania, Mali, Burkina Faso, Niger, Nigeria, Chad, Sudan, Eritrea and Ethiopia.

In all, the coast-to-coast forest will run 7,600 kilometers (4,750 miles).

"It is a crazy project, but a touch of madness helps when conceiving something which has never been conceived," Senegalese President Abdoulaye Wade said when he launched GGW at a conference of Sahel countries in 2005.

Work on Senegal's section has made rapid progress since planting began in 2008, with various species of acacia trees stretching over 535 kilometers, covering around 15,000 hectares (37,000 acres) surrounded by 5,000 kilometers of firewalls. :cheers:

The idea of erecting a great wall of trees to stop the southward spread of the Sahara came amid UN forecasts that two thirds of Africa's farmland may be swallowed by Saharan sands by 2025.

International agencies have pledged to invest more than three billion dollars in building the wall.

In Senegal, the GGW is currently being funded almost entirely by the government to the tune of 1.4 million euros ($2.1 million) annually, but additional funding is expected from the European Union.

Some 140 million euros will be needed to complete the Senegalese section, which runs through the northern Tessekere-Widu rural region, according to Matar Cisse, head of the national GGW agency.

"Initially, it was just a political idea. Here we added technical content adapted to the management of each eco-system in perfect harmony with rural populations," mostly ethnic Fulani herders, he said in an interview last month.

"It is a program to fight climate change, drought, poverty," said his deputy, Pape Sarr.

In this semi-arid region where the rainy season lasts less than three months a year, locals remember the devastating droughts of 1970 and 1980.

The GGW has transformed the area, with nurseries growing the various tree species to be planted, alongside fruit and vegetable gardens tended by local women.

Water, a rare commodity, comes from wells, rain water basins and a branch of the river Senegal.

Gilles Boetsch, an anthropologist from the French National Centre of Scientific Research (NCSR) hailed the GGW's positive impact on the environment, human activities, health and diet.

He runs an observatory set up in Tessekere jointly by the NCSR and the Dakar-based Cheikh Anta Diop University, to study the project's impact. Malian and Burkinabe scientists are also involved.

Lamine Gueye, a Senegalese professor studying the health impact of the green wall, however fears it may lead to a return of mosquitoes in a region where malaria was on the decrease.

But he also noted that the influx of scientists and medical experts has given locals free access to medical care in an area where "99 percent of the people had never seen a doctor."

And every year hundreds of Senegalese students and foreigners now flock to Tessekere to plant trees and help develop this impoverished region.

Four billion CFA francs, the cost of the solar energy investment made by the Group Spec (Sustainable Power Electric Company) whose production unit based in Dakar was visited yesterday, Friday July 1 by the Minister of Renewable Energies. A manufacturing photovoltaic solar panels commonly known, has just been opened in Dakar. It is the work of the group Spec.

One step has been taken to defuse the field of solar energy. The trend showing the cost of the equipment previously inaccessible to Senegalese households should begin to be reversed.

To believe its CEO, Mr. Mamadou Saliou Sow, “the production line is the best available technology in the world today, in the photovoltaic field.” He said it is the result of nearly four billion CFA francs of investment, production solar energy capacity of 25 MW per year, flexible production, with boards ranging from 50 to over 300 W.

Which in his view, “allows us to offer solutions for almost all needs (rural, urban, professional, large power plants, etc.).” In this same vein, Mr. Sow was assured that the number of jobs created by this project is 40 today, is expected to reach more than 100 in a year and that the unit is fully controlled by Africans. Adding that “we took a step, the solar energy production will start.”

Investors expect the authorities a stronger commitment to renewable energy, through the establishment of appropriate regulations to better control the quality of equipment on the market, using incentives to help households and companies to be equipped with solar energy, and supporting local industry with a statement of actual bias.


Currently, he said, “we have finished preparing draft implementing decrees in which there is provided a number of incentives to enable people who will intervene in areas of renewable energy, to see how lower their investment costs. But also to allow Senegalese who will purchase equipment manufactured locally or imported. There are incentives of a fiscal to lower acquisition costs. We believe that once these decrees are signed, we will see a boom in solar energy in Senegal. “

Transport urbain : 235 bus pour renforcer le parc de DDD

Un accord-cadre signé vendredi à Dakar qui prévoit la mise à la disposition du Sénégal environ 14 milliards de FCFA pour l’acquisition de 235 bus en faveur du parc Dakar Dem Dikk (DDD), a appris l’APS de source officielle.


La signature de cet accord a été l’occasion pour M. Wade, ministre en charge de la Coopération internationale, de se ‘’féliciter de l’impact important positif de ces 235 bus sur la mobilité des Dakarois’’.
‘’Cet accord répond à un des objectifs du président de la République qui, après avoir construit des infrastructures de dernière génération dans la région de Dakar, est déterminé à renforcer les moyens de transport de façon à rapprocher la banlieue au centre urbain’’, a notamment dit M. Wade.

Ces travaux démarrent par le tronçon Kolda-Vélingara (99 kilomètres), précise ce document remis aux journalistes lors d’une réunion, mardi, des structures concernées par les investissements du MCA dans le sud du Sénégal, à savoir les régions de Kolda, Sédhiou et Ziguinchor.

L’appel d’offre en vue de la sélection de la société devant réhabiliter ce tronçon sera finalisé dans la période de novembre 2011 à janvier 2012, indique le même document.

Pour le tronçon Tanaff-Kolda (70 kilomètres), le choix de l’entreprise par appel d’offre se fera entre octobre 2011 et janvier 2012. Pour l’axe Ziguinchor-Tanaff (118 kilomètres), le constructeur sera identifié entre décembre 2011 et mars 2012, le démarrage des travaux étant prévu entre mars et avril.

Le MCA a indiqué que les études topographiques, techniques, hydrologiques et hydrauliques sont déjà réalisées ‘’à 100%’’ sur les différents tronçons.

La réhabilitation de la route nationale 6 se fera conformément aux normes géométriques de la Communauté économique et des Etats de l’Afrique de l’Ouest (CEDEAO), selon le MCA.

Les travaux de reconstruction du pont de Kolda démarrent entre décembre 2011 et janvier 2012, a-t-il encore annoncé, ajoutant que l’appel d’offre pour la sélection de l’entreprise se fera entre septembre et novembre 2011.

Le projet de réhabilitation de cette route doit faciliter la circulation et la sécurisation des personnes et des biens dans cette partie du pays, désenclaver les régions de Kolda, Sédhiou et Ziguinchor, améliorer le niveau de vie des populations et réduire la pauvreté, selon le MCA.

Senegal Plans Airport, Power Plant in Casamance, Soleil Says

Senegal will build an international airport, a power plant, and 500 kilometers (311 miles) of roads in the southern province of Casamance, le Soleil reported.

The West African nation may also renew a project to build roads that would circumvent Gambia, the country’s southern neighbor, according to Soleil.

Senegal is planting its latest batch of seedlings for Africa's 'wall of trees' initiative this week - the first planting since a memorandum of understanding (MoU) for the project was signed in May.

The Great Green Wall project involves planting a living wall of trees and bushes more than 7,000 kilometres long and 15 kilometres wide, from Dakar, Senegal in the west to Djibouti in the east, to protect the semi-arid Sahel region from desertification.

The project is in its fourth year in Senegal, with planting taking place in Labgar, Mbar Toubab, Tessekere and Widou. The 1,500-strong workforce began planting this week (8 August) and hopes to plant 1.65 million seedlings by 15 September. Since 2008, Senegal has planted nearly eight million seedlings for the wall. :cheers:

Pape Sarr, technical director for the Senegalese project, told SciDev.Net that the species selected for planting are economically viable and drought resistant. They are also protected by law in Senegal and cannot be felled without government permission, he said.

The wall was initiated by the African Union (AU) in 2007, through its New Partnership for Africa's Development (NEPAD). In June last year, the AU created the Pan African Agency of the Great Green Wall to monitor and coordinate the project in the different countries, and provide and share information.
