Chennai Silks, Pothys, Kannan dept stores are few among the large sucessful entrepreneours within TN. These strong retailers still stop the brands like Big bazaar, super market/ malls culture penetrating inside deep TN cities/towns!!

I don't think so Arul, because even after Kannan Dept stores having started two of its stores in Madurai and a furniture depot, Big bazaar is stepping into Madurai in the same byepass rd, where Kannan Dept store is located... They are competitors but they are exploring that there is a boom in retail market in TN...

I agree. But my point was these local retailers stands as wall. Otherwise for TN's purchasing power they should have entered long back.

NOCL to set up captive port in TN

Nagarjuna Oil Corporation Ltd (NOCL) is planning to set up a captive port in Tamil Nadu to support its upcoming Rs 7,160-crore petroleum refinery project at Thiruchopuram in Cuddalore district, according to state highways & minor ports minister Edappadi K Palaniswami.

The port will be a part of the company's additional investment of Rs 2,500 crore to build key infrastructure facilities. It will receive 6.5 million tonnes (mt) of crude oil and ship 2.8 mt of refined petroleum products every year.

"The request of the company to assign the development of its captive port to handle other commercial cargo in favour of one of their equity partners, Cuddalore Port Company Pvt Ltd, is under consideration of the government,&" said the minister.

NOCL has achieved financial closure for the refinery project. The 6-mtpa refinery, being developed by NOCL along with the Tamil Nadu Industrial Development Corporation (Tidco), is likely to be ready by December. NOCL has also commenced preliminary engineering work for expanding the capacity to 15 mtpa with an additional investment of Rs 12,000 crore. The expansion will be completed by 2015, according to NOCL.

L & T Shipbuilding Ltd, a joint venture between Tidco and L & T, is setting up a Rs 4,600-core shipyard-cum-port project at Kattupalli in Thiruvallur district. IL & FS Ltd is to develop a captive port for handling coal for its proposed 4,000-Mw power Plant in Cuddalore district. Goodearth Shipbuilding Pvt Ltd plans to establish a captive shipbuilding yard in Cuddalore, while PEL Power Ltd is setting up a jetty to handle coal for its 1,320-Mw power Plant.

Bosch and Siemens to set up Rs 479 crore manufacturing unit in Tamil Nadu

CHENNAI: Europe's largest home appliances maker BSH Bosch along with Siemens Group is looking at investing Rs 479.27 crore for setting up a manufacturing facility in Tamil Nadu.

The German company, through its subsidiary BSH Household Appliances Manufacturing Pvt Ltd, plans to manufacture home appliances at the unit.

According to an official release, the company has requested the state government to allot 42 acres at Sipcot Industrial Park in Pillaipakkam for setting up the facility at an investment of Rs 479.27 crore to make air-conditioners, refrigerators and washing machines.

Acceding to its request, Chief Minister Jayalalithaa at a function here today presented the Letter of Allotment of land to the company's Zonal Manager V K Viswanathahan.

With the setting up of the facility, the company would provide employment to 2,000 people, the release added.

Berger Paints India said it is setting up a new production plant in Tamil Nadu with an investment of Rs 200 crore which is likely to be operational by next fiscal.
The company that manufactures and markets a range of decorative and industrial paint products under various product brands also said it is also looking to diversify into industrial chemicals segment in the long term.

"We are setting up a new plant in Tamil Nadu, which is likely to be completed by December this year, and would start production by early next fiscal," Berger Paints India Chief Business Development Manager Sanjay Chowdhury told reporters here on the sidelines of an IIFT event.

The investment will be made through internal accruals. The company currently has eight plants across India and the new one at Tamil Nadu will be the ninth, he added.

Second generation reforms to promote rapid growth in manufacturing sector


The State government will launch a package of second generation reforms for promoting rapid growth in the manufacturing sector, Chief Minister Jayalalithaa said on Monday.

Inviting the captains of Indian industry to be part of Tamil Nadu's success story, she said that the State could be a player in the world league in sectors such as automobile, electronic hardware, agro-processing, textiles and garments, pharma and chemicals and was committed to bringing about a new surge of investments in these areas by encouraging enterprise and activity through an investor-friendly industrial policy and sector-specific policies.

“While we continue to focus on agriculture and accelerate its growth, we must also focus on creating far more jobs in manufacturing. Manufacturing is the engine of growth and it has to be the sponge to absorb people who need to move out of agriculture in pursuit of higher incomes. We cannot skip the manufacturing stage of development and go from an agrarian economy directly to a services and knowledge-based economy,” she said while delivering the special address at the Federation of Indian Chambers of Commerce and Industry (FICCI) National Executive Committee meeting.

Mentioning that she was aware of the nervousness in some sections of the corporate sector arising out of power cuts, inadequate infrastructure facilities and shortage of skilled manpower, she said that steps were being taken on a war footing to improve the power situation.

Already there were clear signs of improvement. Very soon, the State would become power surplus again. By the end of 2012, the capacity addition would be 4,640 MW.

The State recently constituted the Tamil Nadu Infrastructure Development Board to create a congenial environment for speedy implementation of critical infrastructure projects that would drive the growth of primary, secondary and tertiary sectors. She said more investments were needed in roads, power, ports and airports and urged the private sector to take an active part.

Ms. Jayalalithaa said that her government's mission was to provide world class quality education while opening the portals of higher education to students from rural and backward areas and marginalised families.

The government would provide every possible facility to enable them reach their full potential.

The government had chalked out a new strategy for rapid growth of primary sector through comprehensive new programmes to achieve four per cent growth. “We are also better placed now than any time in the recent past to push the reform process forward. I believe we have a bright future. In the coming months and years, I hope to see a decisive change in the pace of our progress to become the number one State in India

TN to unveil new industrial policy

The Tamil Nadu government will introduce a new industrial policy in a bid to attract further investments to the state. Besides, the government is also framing specific policies for automobiles, auto components, bio-technology and pharmaceutical sectors.

Addressing the national executive of industry body FICCI, the chief minister J Jayalalithaa said, "my government will very soon come out with a new industrial policy with avant-garde features. Besides, my government is formulating sector specific policies for automobiles and auto components, bio-technology and pharma." Terming these as 'second generation reforms' with a view to promoting rapid growth in the manufacturing sector, she said, "our re-oriented strategy of development focuses on a strong policy and regulatory leadership by the government, dynamism and competitive efficiency of the private sector and enthusiastic participation of the people through local democratic institutions."

The state which is facing acute power shortage, will add another 4640 MW of fresh power capacity by end of 2012. "My government has planned to undertake a massive capacity addition of 23140 MW of power to the existing installed capacity of 10237 MW during the next five years," she said. Of this, 15140 MW will be through thermal energy, 5000 mw through wind energy and 3000 mw through solar power. "Our government is committed to bringing about a new surge of investment," she noted.

Laying the road map for her government, Jayalalithaa said that the government would usher in a second green revolution which sets an ambitious goal of two to three times increase in farmers' per capita income within five years. "This we intend to achieve through effective dissemination and adoption of advanced technology to increase productivity of crops, farm based interventions for mixed farming and by convergence of schemes to ensure integrated farm development," she said.

president Harsh Mariwala, while delivering the welcome address asked Jayalalithaa to be a "little more flexible" in adopting the Goods and Services Tax (GST) which is scheduled to roll out from April 1, 2012. The Tamil Nadu chief minister has opposed the roll out of GST saying it would affect the fiscal autonomy of states.

Arasu Cable TV has poor infrastructure: operators

“It lacks pay channels, optic fibre cable, generator, etc.”

: Cable operators are complaining about poor infrastructure of the Arasu Cable TV Corporation in Madurai district.

Though they welcome the Government's entry into the cable industry, they are wary about joining the Government cable TV network for more than one reason.

Lack of optic fibre cable and popular pay channels in the Government network are the major drawback.

“Getting signal connectivity of satellite television channels from the MSO itself is a problem for us (the cable operators). The Government has only set up the multi-system operator facility. But, it lacks all required infrastructure,” A. Pandi, president of Cable Operators' Guild said.

The Government operator has asked the cable operators to lay their own optic fibre cable (OFC) network in the city to get connection.

“It is highly impossible. We do not have the wherewithal to put up an OFC network for hundreds of km. We will face technical problem if every operator started to lay his own cable,” guild secretary, P. Daniel, said. The MSO has to provide the feeder to all the cable operators across the district.

“Our job will be only to distribute the signal to the households,” he said.

Quality equipment sought

Mr. Pandi wanted the Government MSO to have quality equipment to send signal to over 400 operators in the city itself.

“If the OFC, modulator or nodes were of poor quality, then the quality of signal reception in deeper pockets of the city and the district would also be poor. We will not be able to face the subscribers' wrath,” he added.

Mr. Pandi said that technology of inter-connecting cables was a costlier issue and it required the slicing equipment.

“The Arasu Cable TV Corporation has got only one staff – an Assistant Consultant. How can we expect quality service, especially in the round-the-clock maintenance of the network,” Mr. Daniel said.

He pointed out that the MSO should have qualified staff to immediately attend to any technical problem. They should have a vehicle, necessary tools and equipment.

“Even if the signal is down for one hour, we will not be spared by the subscribers,” he said. The MSO also lacked even the generator facility, he added.

Mr. Pandi expressed apprehensions that subscribers would not like to join a cable network without the popular pay-channels.

“We will not be able to collect subscription if the channels of their choice were not in the air,” he said.

Besides, the operators feared that the subscribers could switch over to direct-to-home services.

Though the district administration has promised to allow only the existing cable operators in the Government cable TV network, the cable operators have other fear also.

They fear that taking advantage of the lack of popular TV channels with the cable operators in the Government network, parallel cable operators might intrude into their areas of operation with the help of private MSOs.

“Can the Government be able to stop a parallel cable operators coming into existence in our area?” Mr. Pandi asked.

The guild expected the Government to address all these issues immediately to enable the cable operators have a smooth transition from the private network to the Government network.

Official sources said that the operators were asked to lay cables only for smaller stretches.

“The operators were using old OFC lines already available,” he added. Recruitment of technical staff is under way.

If the voters cannot see serials for months together in sun network, the angry votes will turn against the ruling gvt in coming election. Let us wait and see what twist we may see in local election.

To prevent accidents and ensure free flow of traffic
Underscoring that the growth of a State would be judged best by the quality of well-connected roads, Chief Minister Jayalalithaa on Wednesday announced various projects, including the development of three Chennai roads to international standards and extension of East Coast Road (ECR) up to Kanyakumari.

Making a suo motu statement in the Assembly on Wednesday, she also unveiled a project for the construction of 23 railway over-bridges and under-bridges to prevent accidents and to ensure free flow of traffic in nine districts at a cost of Rs. 740 crore.

Pointing out that the increasing traffic had subjected roads in cities and suburban areas to heavy stress, resulting in congestion and accidents, she said in the first phase, Anna Salai, E.V.R. Periyar Salai and Inner Ring roads would be improved to international standards.

Ms. Jayalalithaa said these roads would have pedestrian path, lanes for two-wheelers, small vehicles, heavy vehicles, parking facilities, safety measures, road signs, service pipe lines for various departments, facilities for the differently abled and greeneries.

“A plan will soon be drafted and these roads will be taken up for development,” she added.

Ms Jayalalithaa said the ECR was developed in phases with financial assistance from the Asian Development Bank and the World Bank; and now her government had decided to extend it up to Anjugramam in Kanyakumari district to fulfil the long-pending demand of people at a cost of Rs. 257 crore. The extension would entail creation of nine bypass roads, three major bridges and one railway over-bridge.

The Chief Minister said bypass roads would be laid in Sivaganga and Edappadi to decongest the heavy traffic. The 10.60-km bypass road in Sivaganga and the 8.60-km bypass road in Edappadi would cost Rs. 1 crore each.

As for the railway over-bridges and under-bridges in nine districts, Ms. Jayalalithaa said the works would be executed on expenditure-sharing basis.

Under the scheme, four projects would be implemented in Kancheepuram, two projects in Tiruvallur, four projects in Vellore, three projects in Villupuram, four projects in Coimbatore, three works in Salem and one project each in Ramanathapuram, Dindigul and Tirunelveli.

She said 65 bridges – 8 new bridges and 57 bridges in the place of old and narrow bridges – would be constructed at a cost of Rs. 151 crore with NABARD assistance to reduce the travelling time and distance.

These bridges would connect places that hitherto did not have direct connectivity.

Japan is planning to invest more in Tamil Nadu and enhance its dialogue with the State government for better investment relations, said Akitaka Saiki, Ambassador of Japan to India, here on Thursday.

Addressing a round-table on ‘Infrastructure trend and outlook for Tamil Nadu to be the best', organised by the Confederation of Indian Industry (CII), he said the Japanese investment in the State in recent years had been very impressive with more than 245 companies setting up base.

Dwelling on the infrastructural inadequacies of the Ennore port, he drew attention to its poor road connectivity, inadequate facilities within the port area and very high port charges.

The State government could take up the matter with the Union Government and also do its part in building access roads to the port. On the lines of Delhi-Mumbai Industrial corridor, a golden necklace could be made by connecting Chennai and Bangalore, he said.

Earlier in the day, the Japanese Ambassador called on Chief Minister Jayalalithaa and said Japan would like to have continued dialogue with Tamil Nadu.

In his address, Kou Kimura, Chief Executive Officer and Managing Director of Renault Nissan Automotive India, expressed concern over the delay in completion of the Oragadam Industrial Corridor; construction of general cargo berth ports in Chennai and shortage in other facilities. He called for improving the conditions within the port by studying traffic conditions.

Itaru Ishibashi, Managing Director of Toshiba JSW, said the need of the hour was developing adequate road infrastructure for transportation of very heavy products such as steam turbine generator weighing up to 450 tonnes.

N. Sundaradevan, Principal Industries Secretary, said the government was aware of the infrastructure deficiencies, and the key to getting and sustaining investments was to develop infrastructure.

T.K. Ramachandran, Secretary, Highways and Minor Ports Department, said Ennore and Chennai Port would be connected through a four-lane road. The work on Oragadam Industrial corridor was on and would be completed by March 2012. EOM

Not really. There has to be a promotion to keep up and improve the position in IT investments. In the 2 years, there has been a general slowdown in IT in TN although there has been a rise in the % of IT exports. MH has caught up easily. This is one example of how you can screw up things like some of the recent auto investments.

Japan is planning to invest more in Tamil Nadu and enhance its dialogue with the State government for better investment relations, said Akitaka Saiki, Ambassador of Japan to India, here on Thursday.

Addressing a round-table on ‘Infrastructure trend and outlook for Tamil Nadu to be the best', organised by the Confederation of Indian Industry (CII), he said the Japanese investment in the State in recent years had been very impressive with more than 245 companies setting up base.

Dwelling on the infrastructural inadequacies of the Ennore port, he drew attention to its poor road connectivity, inadequate facilities within the port area and very high port charges.

The State government could take up the matter with the Union Government and also do its part in building access roads to the port. On the lines of Delhi-Mumbai Industrial corridor, a golden necklace could be made by connecting Chennai and Bangalore, he said.

Earlier in the day, the Japanese Ambassador called on Chief Minister Jayalalithaa and said Japan would like to have continued dialogue with Tamil Nadu.

In his address, Kou Kimura, Chief Executive Officer and Managing Director of Renault Nissan Automotive India, expressed concern over the delay in completion of the Oragadam Industrial Corridor; construction of general cargo berth ports in Chennai and shortage in other facilities. He called for improving the conditions within the port by studying traffic conditions.

Itaru Ishibashi, Managing Director of Toshiba JSW, said the need of the hour was developing adequate road infrastructure for transportation of very heavy products such as steam turbine generator weighing up to 450 tonnes.

N. Sundaradevan, Principal Industries Secretary, said the government was aware of the infrastructure deficiencies, and the key to getting and sustaining investments was to develop infrastructure.

T.K. Ramachandran, Secretary, Highways and Minor Ports Department, said Ennore and Chennai Port would be connected through a four-lane road. The work on Oragadam Industrial corridor was on and would be completed by March 2012. EOM

There is no point in beating around the bush - Japanese companies setting up in TN are mostly exporting through the port for which the entire physical infrastructure. This is a perennial problem.

This is where 'soft' investments like IT are very easy to bring about with less capital spend on infrastructure on the part of the Govt.

Japan no(means negligible) way depening on India for software. Chinese cities are doing those outsouring jobs for Japan and South Korea.

We cannot depend entirely on soft invesment like IT!! Japan can bring many manufacturing and electronics companies, TN cannot miss those oppurtunities!!

TN has to go for privatae ports now. Dont trust good for nothing centre and inept congis. AP has krishnapatnam and kakinada. If we sleep AP will make gain.

The shipping ministry has failed to award a single port project out of a planned 24 this year, with atotal outlay of Rs17,000 crore.

This comes even as the government on Thursday earmarked Rs22,000 crore to set up nine ports in the next five years.

Mandarins blame the delay on inter-ministerial approvals.

But truth be told, the slack is on for sometime now. Half the projects to be bidded out are carryovers from the past, valued at around Rs13,000 crore.

These include a 2009-10 plan to create a mega container terminal at Chennai port costing Rs3,686 crore and a mechanised berth at Vishakhapatnam for Rs218 crore.

While the former awaits environmental nod, the latter needs security clearances.

Pending from the last fiscal, on the other hand, is the fourth container terminal at Jawaharlal Nehru Port Trust (JNPT) worth Rs6,700 crore, which got entangled in litigations.

The development of a standalone container handling facility with a quay length of 330 metres at JNPT has also met the same fate.
Last fiscal, of a targeted 21 projects, the ministry could award only eight worth around Rs3,330 crore.

Ganesh Radhakrishnan, advisor, PricewaterhouseCoopers, said barring the proposed projects, new capacity additions at major ports would be difficult as projects will turn more complex in nature and could face serious dredging and land acquisition issues.

Akshay Soni and Pratima Swaminathan, analysts with Morgan Stanley, while writing a note on Mundra Port on Tuesday, said work on only 26% of the total port projects proposed under the National Maritime Development Programme (NMDP) is under progress.

According to them, while 10% of the projects have been dropped, 32% remain at a preliminary stage and 18% under approval process; 5% have been approved, but not awarded. A minuscule 9% have been completed.

The NMDP had envisaged creating an additional capacity of 431 million tonnes at the major ports at a cost of Rs62,700 crore by the end of this fiscal.

The ministry, however, is confident many projects will be awarded in quick succession.

“The legal issues over the JNPT terminal has been sorted out and it will be awarded soon, as will the Chennai and Vizag projects. We have received the pending approvals in the case of both the projects,” said Rakesh Srivastava, joint secretary (ports), ministry of shipping.

The maritime perspective plan 2020 unveiled by the ministry in January this year, envisages creating 3,200 million metric tonne capacity over the next ten years, equally divided between private ports and government trusts.

That would mean adding nearly 200 million tonne capacity every year.

Hemant Bhattbhatt, senior director, Deloitte, the consultant, said such slack at the central level would mean states governments can benefit through port projects planned under their maritime boards.

“Gujarat could benefit further as it has been very robust in developing new ports,”Bhattbhatt said.
“If India continues to lag on port infrastructure, bigger ships will increasingly get diverted to foreign ports which will make import-export costlier and inefficient. To boot, we are seeing evidences of congestion at existing ports,” said Radhakrishnan.

Airports in smaller cities to be upgraded

The Tamil Nadu Government is in the process of handing over land to the Airports Authority of India for expansion of airports in many of the towns and cities.

Moving the demand for grants to the Transport Minister, the Minister, Mr V. Senthil Balaji, tabled the policy note for 2011-12 which said the Government is taking action to provide land in Coimbatore, Madurai and Tuticorin for the airports expansion. The AAI's request for land in Tiruchi and Salem to expand and modernise those airports are under consideration.

The State Transport Department, the nodal agency at the Centre for Railways, Civil Aviation, Postal and Telecommunication, has reviewed the ongoing expansion and modernisation work at the Chennai Airport and has asked the Civil Aviation Ministry to expedite the works.

The Government, which has announced plans to set up a 111-km monorail network in Chennai to be expanded to 300 km, has exploring the option of setting up the mono rail system in Coimbatore, Madurai and Tiruchi.

The policy note also spelt out plans for a public private partnership to develop the lands available with the Transport Corporations to upgrade the facilities at the depots and generate commercial space.

There are eight State Transport undertakings with a fleet strength of 21,169 buses that carry 2.10 crore passengers daily. In the Chennai metropolitan area alone, over 55 lakh passengers travel by the Metropolitan Transport Corporation daily.

Tamil Nadu is among the cheapest in terms of public transport for the commuters with the fare per kilometre at Rs 28 for mofussil, basic services, increasing up to Rs 85 for air conditioned buses. The fares have remained unchanged since December 2001. Comparatively, Andhra Pradesh, Kerala and Karnataka, as of mid-2011 charge Rs 43-50 for the mofussil services.

In Kerala and Karnataka passengers are charged Rs 90 and Rs 124.50 respectively for the air conditioned buses.

Survey to identify shortcomings in basic amenities in rural areas

The Tamil Nadu Village Habitations Improvement Scheme to address the lacunae in existing basic infrastructure in small habitations has found preliminary initiation here under the District Rural Development Agency.

The THAI Scheme 2010-11 was announced by the government recently to streamline implementation of rural development schemes at the village level. The scheme conceived as a micro-level exercise, envisages habitation level surveys to record the infrastructural deficiencies in rural hinterland and provide urban amenities to rural and semi rural areas.

With the objective of bridging the gap in basic amenities in rural habitations, the THAI Scheme would be taken up here in each of the 2,054 habitations in 434 panchayats of the district. Under this, habitation level surveys would be conducted by over 1,000 field-level officers to ascertain the availability of basic infrastructural amenities.

For Nagapattinam, block-level committees constituted by deputy block development officers, Panchayat Union Works superintendent, Panchayat president, and Panchayat secretary among others have been appointed. Parameters of survey would include facilities such as roads, drinking water, street lights. Speaking to The Hindu, R.Shankar, Project Officer, District Rural Development Agency, stated that THAI Scheme survey would help address the gaps in basic amenities, when Schemes are taken up in the future. “There may be a Panchayat with five habitations, while one or two habitations would have received benefits of infrastructure, and others would have been missed in the process in terms of laying of roads, etc. THAI would help address this,” Mr.Shankar told The Hindu.

Earlier, a one-day training programme for field-level officers to conduct the hamlet-level surveys was initiated here by Collector T.Munusamy.

‘TN needs a sectoral approach to sustain growth'

Madurai, Sept. 9:

Tamil Nadu needs to augment its physical infrastructure and evolve a sectoral approach to sustain its development, giving due focus to manufacturing and upgradation of skill sets for industry requirements, said Mr T.T. Ashok, Chairman, Confederation of Indian Industry, Southern Region, here on Wednesday.

Addressing an interactive session, organised by CII, Madurai Zone, on ‘South India 2020' Accelerate Inclusive Growth and Sustainable Development, he said that between 2005-10, Tamil Nadu has been able to attract only a lesser investment compared to Gujarat and slipped to 5th rank among the States. The way forward is to build on its strength in automobile and auto component manufacturing, information technology, medical tourism, textiles and wind and solar power generation that would give a boost to medium and small industries in supply chain activities in the State. The immediate thrust is to make the state a global automobile hub, capable of producing 25 per cent of global production in the industry, he stressed.

Skill gap
Pointing out that there was a skill gap in the State to the extent of 1,50,000 persons in the industrial sector, he said that an entry level training has been mooted to raise the skill level and maintain the process through establishment of a Centre of Excellence and impart training in e-learning and use of e-technology.

South TN could be a good choice coz ideally, a launching pad as close to the Equator is preferred for some technical advantages.. that is why France has its launch pad in French Guyana near Equator and not in Europe..

But, proximity to Sri lanka would be an issue.. I read somewhere that another reason apart from cyclones to go for a new launch pad is that at present from Sriharikota, they have to maneuver the rocket so as to avoid flying over Lanka which costs more and consumes more fuel..

Lets see how it pans out..

I wonder why they are not creating the Southern Coastal railway zone, let them create that zone and get independence from "so called" chennai centric railways. Even newly formed Salem division is occupied by them is major way.. :bash:

I read it is necessary to maneuver the rocket shortly after take off to avoid path towards Myanmar. Further Sriharikota is very near a Metro city and this is cited as a risk to people. With these, the rockets have to be to destroyed immediately even if there is a small change in trajectory.

Years back it was proposed to set up another launch pad at Kanyakumari but nothing came out of it. Launch pad requires large area including safety zone and Kanayakumari is a densely populated place and so similar issue. Of course this would be the situation in any other place in South.

Anyway if another launch pad were to come it would come nearer the equator only. With all the hype, ISRO rockets are nowhere near US/Russis/China in terms of their thrust power. In spite of them being so far away from equator their rockets carry enormous payload. We have repeated failures with rocket engines, have plans for larger payloads and thus no choice but to go nearer the equator (Kanyakumari or Andaman).

For strategic purpose, it may be West Coast esp southern side away from Pak coast.

But for rocket testing shallow waters are preferred and Arabian Sea may not be so. Retrieval may become an issue.

Very less chance for TN due to its proximity to SL. (aka China)

Rockets need to launched in East direction to use Earth's spin. West coast is unsuitable as launching towards West incurs heavy speed penalty - launching towards East would go thro' densely populated land mass. So the new launch pad must be in deep South (very important) and East or South-East.

As with industry bodies elsewhere, those in Tamil Nadu say the central government’s proposed land acquisition bill unduly favours farmers at their expense, a sentiment shared in government policy making circles.

Land acquisition is not considered a political problem in this state, as there has been no major controversy on the issue, while industrial growth has prospered. The thinking in official circles is that the state would bring its own bill in this regard, building on its own pro-industry past.



Farmers’ views, that the definition of ‘public purpose’ in the new central legislation is actually too vague and wide in permitting forcible acquisition, finds few takers from business or government.

The local chapter of the Confederation of Indian Industry (CII) says: “We welcome the fact that rehabilitation and resettlement (R&R) is being dealt with land acquisition comprehensively in the same piece of legislation, and that implicitly the government has clearly spelt out that beyond a reasonable threshold, land acquisition for public purpose would be done by the government...(but) the costs have to be reasonable for industry to remain viable.”

The provision that has irked corporates most is the new bill’s provisions that land owners should be paid four times the market value of land in rural areas and twice the market value in urban areas.

N K Ranganathan, chairman of CII, Tamil Nadu, said this may make it “completely impossible for industry to acquire land at affordable prices. Farmers’ welfare should be taken into account, but not at the cost of industry, which will witness a six-nine times increase in land acquisition cost.” Land acquisition is now governed by the Tamil Nadu Acquisition of Land for Industrial Purposes Act, 1999. Over the years, the state government through bodies like the State Industries Promotion Corporation of Tamil Nadu (Sipcot) and Tamil Nadu Industrial Development Council (Tidco) have acquired thousands of acres for industrial growth.

Ranganathan says the government should set up a Land Development Organisation, with representatives from government, industry and land owners. The state government seems of the view that the Centre’s Bill would harm industry. A land policy is supposed to be ready in another month, to set acquisition rates slightly higher than market value, but not as high as in the Centre’s draft. The government has said it will also set up a land bank to make this available for industry.

Farmers have other views. V Perumal, from Sriperumbudur, one of the most industrialised hubs in the state, said,

“This Bill is regressive, since the definition of public purpose covers almost everything, from building educational institutions to airports to mining.” On the acquisition record, he says: Sriperumbudur and (nearby) Oragadam were fertile lands. Whenever land has been acquired for industrial purposes and there were hints of protest, the government effectively used its administrative powers to suppress the protest. While it is true that compensation is above the market price, the fact is that agricultural land, once taken away, can never be got back. Once the money received is spent, farmers become daily wage workers and hardly earn as much as they used to.”

Thervoy, close to this city, is seeing some protests over acquisition at the site where Michelin is setting up a Rs 4,000-crore facility. Farmers allege fertile land is being forcefully acquired for industry. The South Indian Coordination Committee of Farmers Movements, in a letter to Jairam Ramesh, Union minister for rural development, said “the Bill does not address genuine public purposes such as rural development, agriculture, eco restoration, land for the landless, rights of forest dwellers and tribals, etc. Instead, it is completely biased towards facilitating industrialisation”. Adding: “The definition of public purpose is absolutely unacceptable.”

Fisheries University to be set up in Tamil Nadu

Chennai, Sep 13 (PTI) In an initiative aimed to help the nine lakh strong fishing community, the Tamil Nadu government today announced setting up a Fisheries University in Nagapattinam district.Making a suo moto statement in the Assembly, Chief Minister Jayalalithaa indicated that her government was giving due attention to this department by working out various measures and said it had placed equal importance in providing academic knowledge relating to fisheries."Nagapattinam has a coastline of 188 km with 9,000 fishing vessels involved in fishing. The fishing harbour here is also being modernised even as prawn-rearing is one of the important economic activities. Therefore, this district is conducive for setting up the Fisheries University," she said.The proposed university would be constructed in over 85 acres in Panankudi and Nagoor villages, she said, adding that neighbouring Kerala and nations, leading in fisheries development, had similar universities.Initially, five institutions, including the Fisheries College and Research Institute at Tuticorin would be affiliated with the proposed university, she said."Degree and diploma courses relating to prawn-rearing and maintenance of fishing vessels and related accessories, among others, will be offered," Jayalalithaa said.The university would play an important role in technological exchange and human resource training among others, she said.

Chennai Petroleum, Karaikkal Port ink deal on crude carriers

]Chennai Petroleum Corporation Ltd, which runs a 0.5-million-tonne, mini refinery near Nagapattinam, has entered into an agreement with Karaikkal Port Pvt Ltd for bringing in bigger crude carriers[/B], CPCL's Chairman, Mr R S Butola, said today.

Addressing the shareholders here, Mr Butola said that the Rs 10-crore project for constructing a pipeline between Karaikal port and the Cauvery Basin Refinery would be completed by December.

The completion of the project is significant for CPCL because now that there is scope for bringing in larger quantities of crude oil, it can now think of doubling the capacity of the refinery. Indeed there is such a plan.

Meanwhile, CPCL is on to another project to raise the capacity of one of it units at the Manali complex near Chennai, from 3.7 million tonnes to 4.3 million tonnes, at a cost of Rs 334 crore. The project is expected to be completed by May next year.

Alongside these “mini expansion projects,” CPCL also has plans to put up 6-million-tonne greenfield refinery near its Manali complex.

Mr Butola said today that Indian Oil projects that the supply-demand gap in the CPCL-fed zone (neighbourhood of Chennai and some parts of Tamil Nadu) will be 2.7 million tonnes by 2017 and 5.6 million tonnes by 2022. “Our company is contemplating an expansion in refining capacity to bridge this gap, he said.

STATUS QUO

Later, in an informal chat with journalists, Mr Butola said that Indian Oil Corporation was still looking for a partner for the Rs 3,000-crore LNG terminal project proposed at Ennore.

Answering a question, he said that IOC hoped it would be allowed tax sops for its Paradip refinery project, even though the commissioning of the project will now happen after the expiry of the deadline for the entitlement of the sops.

The State government has brought Direct To Home (DTH) services and cricket matches organised by Indian Premier League (IPL) into the entertainment tax net.

Theatres will have to pay double the tax on every film screen for each ticket but cinema goers will not bear the brunt.

A Bill passed by the Assembly on Wednesday included DTH services and IPL cricket matches within the definition of the term entertainment to levy tax under Tamil Nadu Entertainments Act, 1939.

The six companies providing DTH services in the State will have to pay 30 per cent of gross charges as entertainment tax, excluding service tax, to the government, based on their subscription base.

“If the DTH provider charges Rs.100 for a connection, then the company will have to pay Rs.30 as entertainment tax. This is excluding sales tax,” an official explained.

Officials promised that customers wound not be charged but were apprehensive that the DTH provider could pass on the burden to them.

Doubts were raised in a few other States claiming that the DTH was a Central service and questioning how the States could levy entertainment tax, and there has been litigation.

As of now, court verdicts have favoured the State governments' classification of DTH under entertainment, officials explained.

Bringing the highly successful IPL into the tax net, the government has chosen to levy 25 per cent of the payment for admission, inclusive of the amount of tax, to any of the cricket matches.

For instance, if a ticket costs Rs.1,000, then the organisers would have to pay Rs.250 as entertainment tax, officials clarified. :banana:

About half-a-dozen States have drawn the IPL into the entertainment tax net.

The government hopes to net Rs.100 crore annually by bringing DTH services and IPL matches under the tax net.:cheers:

It has increased — basically doubled — the rate of tax for admission to any cinematography exhibition in a theatre under Tamil Nadu Entertainment Tax (Second Amendment) Act, 2011.

At present, it charges 15 per cent from ticket charges as entertainment tax for new films screened in the 10 corporations and 22 municipalities.

The tax is 10 per cent in other areas.

For screening of old films, it is 10 per cent tax throughout the State.

After the passing of the Bill, which came into force at once, the tax rate in corporations and municipalities for screening new films has doubled to 30 per cent.

For new films screened in other areas and for old films, the entertainment tax has doubled to 20 per cent.

However, this will not affect cinema goers as there is a cap on ticket charges, officials said.

In Chennai, multiplexes could charge only Rs.120.

Now theatre owners would have to pay 30 per cent, Rs.36 per ticket, instead of Rs.18 they were paying till now, as entertainment tax.

But, the theatres would not be able charge the customer more because of the cap.

Government to set up job portal


Besides creating a job portal for providing a database of job seekers to private sector employers, the State government will set up private sector placement assistance cells in all employment exchanges, Labour Minister S.T. Chellapandian told the Assembly on Wednesday. All employment exchanges in the State had been linked through computers. The next step would be to make the database of job seekers available to private sector employers. A job portal with required bandwidth would be created and the scheme implemented through the Tamil Nadu Skill Development Mission. The project cost for this year would be Rs.57 lakh.

The Minister said that 37 private sector placement assistance cells would be created and they would create an industrial placement calendar with the assistance of the Confederation of Indian Industry.

These cells would inform, in advance, the date of visit of recruiters and the nature of jobs. Infrastructure facilities would be set up at a cost of Rs.1.93 crore.

Mr. Chellapandian said that the government would create ‘no frills account' in nationalised banks for the beneficiaries of various welfare boards for unorganised sectors to ensure transparent transactions. It would initially be taken up in Tiruchi, Kancheepuram, Coimbatore, Tiruvallur, Tuticorin and Kanyakumari districts as a pilot project. The members of these welfare boards would get biometric cards. The monthly pension to the members of the unorganised workers welfare board would be Rs.1,000 instead of Rs.500.

The Minister said that the buildings of the 62 Industrial Training Institutes (ITIs) would be repaired in a phased manner

I am a bit sceptical on this. Theatres would not like to cut their profits. So in order to maintain their profit margin, they will increase the ticket price.

Dont think theatres(other than multiplexes) can go on with 120Rs cap with this setup. Many theatres might close shutters because of this.

MK reduced / waived.

Theatre owners were actually enjoying and not passing on the benefits to people.

Now they have to pay the hike from their profits only.(due to ceiling)

^^DMK introduced the price ceiling and so, they waived the taxes. It doesn't seem feasible to have both taxes and price ceilings for movie tickets.

Jayalalithaa gives away cattle, laptops to poor

Tamil Nadu Chief Minister J. Jayalalithaa Thursday implemented AIADMK's electoral promise by giving away cattle, consumer durables and laptops to the deserving poor.

Speaking at the launch at a school in Kakkalur in Thiruvallur district, around 50 km from Chennai, she said that her government's welfare schemes should not be belittled as "doles" or "freebies".

These, she insisted, were designed to battle poverty in rural areas.Earlier, the Supreme Court had declined a stay the Tamil Nadu government's declared intention of launching the schemes Thursday, the 103rd birth anniversary of former Tamil Nadu chief minister C.N. Annadurai.

The court will hear Friday a case filed by Chennai-based advocate S. Subramaniam Balaji, in which the constitutional validity of the "freebie" schemes has been challenged.
"Some have gone to the Supreme Court demeaning the welfare schemes as freebies," Jayalalithaa said at the launch. "Those who know economics will not demean these schemes.

"Thirty percent of the beneficiaries under the free cow and goat schemes would be Adi Dravidars. Within one or two years, the beneficiaries will be able to stand on their own feet," she added.

In the first phase, the government hopes to cover 25 lakh families out of the targeted 1.8 crore for distributing free fans, mixies and grinders, involving an outlay of Rs.1,250 crore.
The government has set aside Rs.912 crore for distributing 9.12 lakh laptops to students of government-owned and government-aided educational institutions.

Another Rs.56 crore has been earmarked for giving away milch cows to 12,000 poor rural families. Over five yeas, 60,000 cows will be distributed.

Four goats or sheep, according to the government's intent, will be given to around one lakh families. The scheme will cost Rs.135 crore this year.

TNPL to diversify, plans Rs 370-cr investment


Tamil Nadu Newsprint and Papers Ltd (TNPL) plans to invest Rs 370 crore, diversifying into cement and paperboard manufacturing to derisk its business.

The company, which started as a manufacturer of newsprint, has now decided to stop manufacturing newsprint. “As newsprint prices are volatile and production of newsprint from virgin fibre is uneconomical, the company has stopped production of newsprint," according to N Sundaradevan, chairman, TNPL.


Speaking at the TNPL's AGM on Thursday at Chennai, he said the demand for printing and writing paper was estimated to grow at 8-9 per cent per annum on the back of consistent economic growth and increasing literacy levels. The company also earmarked Rs 200 crore towards setting up tissue paper manufacturing facility.
The proposed Rs 370-crore investment would include a de-inking plant with a capacity of 300 tonnes per day at an investment of Rs 175 crore, which is expected to go on stream by March 2012, Rs 135 crore to revamp power equipments and Rs 70 crore towards setting up 60 TPD plant.

To make use of the large quantities of lime sludge and fly ash generated in the process of manufacturing of paper, TNPL is setting up a high-grade cement manufacturing facility with a capacity of 600 TPD in the mill premises. Company managing director T K Ramachandran said the cement would be branded as TPL's Cement and would cater to five districts around the company's existing plant. The project will be completed by December 2011 and the cement made be available in the market from January 2012.

The company has also set up a paper machine to increase the production to 400,000 tonne per annum (TPA) from 245,000 TPA, and is being operated in full capacity, according to A Velliangiri, deputy managing director, TNPL.

The company has proposed to install a 100 TPD tissue paper machine in the existing paper mill site a capital outlay of Rs 200 crore. Tissue paper has a strong domestic and export market. The project will be taken up for execution during the current year and completed by March 2014.

I don't know in what context it was mentioned. Anyway I checked the meaning of hapless in google,----> Hapless means one is lacking hap, "good fortune, luck"

It is going to affect the operator who were escaping from gvt on entertainment tax.

Gvt have luxury bus tax on private operators, it is upto the private operators to pass that on people or pay from the pocket. Though who have ability to go in private bus going in private bus or KSRTC like costly bus... but for others choice is always there to rely on poor SETC/TNSTC bus which give facility for what they charge.

The sameway there is nothing wrong in charging tax for private DTH when gvt is giving Arasu cable. Why DTH should be free of entertainment taxes? Can you give me a good reason for that!? Many states have imposed this tax on IPL and DTH long back, but the people money in TN was accumulating in one family regarding to this business. I am really not worried whether they pass those charges to end customer or they are going to pay the money from their pockets.

For the second time in four months, petrol has become costlier. The public sector oil marketing companies (OMCs) have increased the fuel price by over Rs 3 a litre from Friday.

With this hike, petrol in Delhi, inclusive of all levies, will cost Rs 3.14 a litre more, taking the retail price to Rs 66.84 a litre. Petrol prices vary from city to city depending on VAT and other local levies.

The oil retailers were compelled to raise the prices as the cost of importing crude oil increased with the rupee touching a two-year low against the dollar. The rupee has weakened by almost four per cent in the last 15 days from Rs 46.02 to Rs 47.84 versus the dollar.

In a statement Indian Oil Corporation said, “The factors resulting in the revision of the petrol price are increase in the international price (FOB) of petrol and devaluation of rupee.” These factors have resulted in increase of under-recovery on petrol to Rs 2.61 a litre from Rs.0.41 a litre on September 1.

The three public sector retailers — IOC, Bharat Petroleum and Hindustan Petroleum — have lost Rs 2,427 crore (till September 15) on petrol. Had the price not been revised, their losses would have been Rs 15 crore daily. This is despite the companies having the freedom to decide on petrol prices.

Meet on LPG

A ministerial panel, headed by the Finance Minister, Mr Pranab Mukherjee, is expected to meet on Friday, to consider capping the number of LPG cylinders that the domestic consumer can buy at the subsidised prices. This is in line with interim report of the Nandan Nilekani Task Force on Direct Transfer of Subsidies on Kerosene, LPG, and Fertiliser.

The empowered group of ministers in its last meeting held in August had in-principle accepted the interim report.

I dont have any problems in govt imposing a Entertainment tax that is a logical one. Say 10-15%. I am only against this tax which has a motive of not increasing revenue, but wants to derail one operator...

We will take one scenario, assuming this whole DTH thing was not linked to Thatha & CO., will Amma be interested in putting 30% tax. Try to get my point, i am not against tax, i am just saying that just to pull down a DTH operator, u are imposing tax on that service. Why??.

Govt. giving Arasu Cable --- Do you think it is the duty of a sensible government to run cable operations. (i think next, govt will also take over Maanada Mayilaaadu show and run them as well...:bash:)

Government should only look at Governance and other important duties.

It is boom time for Tamil Nadu-based power equipment manufacturers as they have bagged orders worth a whopping Rs.17,120 crore ($3.6 billion) for boilers, steam turbines and generators in one stroke from power generation major NTPC.

The total value of equipment that was tendered out by NTPC is around Rs.18,720 crore. While the lion's share has gone to Tamil Nadu firms, the rest has been bagged by the BHEL unit in Haridwar.

And some more mega orders are expected once the Supreme Court resolves a case involving NTPC's another mega tender -- 11 units of boilers, steam turbines and generators of 660 MW capacity.

'Tamil Nadu is not only an auto hub, it is also the hub for heavy precision engineering,' Itaru Ishibashi, managing director of Toshiba JSW Turbine and Generator Pvt. Ltd., told IANS.

'It is boom time especially for boiler vendors as this is one bulk order,' said A.V. Krishnan, executive director at Bharat Heavy Electricals Ltd (BHEL) and heading the company's boiler plant at Tiruchirapalli, around 320 km from here.

One of Asia's largest power generating firms, NTPC recently opened the price bids for its 9x800 MW tender for supercritical boilers, turbines and generators.

Chennai-based BGR Energy Systems Ltd Thursday announced that its bid price is the lowest for the turbines and generators and would get an order worth around Rs.3,600 crore.

As per NTPC's tender condition, the lowest bidder will get an order to supply five units and the balance four will be divided equally between BHEL and the second lowest bidder. However, both BHEL and the second lowest bidder have to match BGR Energy's rate.

Ishibashi told IANS: 'Toshiba JSW is the second lowest bidder and we will get a minimum of two units. However, we are waiting for official communication from NTPC.'

South Korean giant Doosan Heavy Industries and Construction Company, having a boiler plant on the outskirts of Chennai, will supply five out of the nine 800 MW supercritical boilers (order value around Rs.6,400 crore).

BHEL will supply the balance four boilers valued at around Rs.5,120 crore out of its plant in Tiruchirapalli.

However, it is going to be a challenging time for the companies as they have to find human resources and overcome the infrastructural bottlenecks, industry players say.

'Developing vendors for the fabrication job for boilers and human resource is going to be a major challenge for the winning bidders. Fabricating supercritical boilers is not easy,' A. Manjunath, power sector consultant and former managing director of Ansaldo Caldaie Boilers India, told IANS.

Agreeing with him, BHEL's Krishnan said: 'The need for manpower will surely go up. Further, vendors are loaded with jobs. And boiler structural jobs may be distributed to several units spread across the country.'

But Toshiba JSW's Ishibashi does not feel there will be any immediate pressure on his company on the human resources front even though BGR Energy is setting up a turbine, generator and boiler plant in partnership with Japanese company Hitachi near Madurantakam, around 80 km from here.

'Human resources will be a challenge as our talent is not easy to get. Our product demands precision fabrication which needs skill. We spend lot of time on training our workers,' Ishibashi said.

According to him, physical infrastructure like roads, bridges while transporting the heavy turbine and generators is another challenge that has to be addressed by the state government.

'While turbines can be dismantled and transported by road, the same cannot be done in respect of generators that weigh around 450 tonnes. If you take into account the weight of a special trailer to carry the generator, then the bridges and roads should be able to take a load of around 500 tonnes,' Ishibashi said.

There is a sound reason for tax. the monopoly has to be broken. unfortunately monopoly was created by misusuiong govt machinery, goondaism.

But what has happened now. even vijay tv joined hands wih sun. it was foolish of vijay tv. its market share remains under 10% for the only reason that it is not provided throught TN.

Otherwise vijay tv with so many popular and better programmes would have undone sun tv long back. 60% and all too much.

Had vijay cooperated with govt, it would have broken back of sun, as then its reach will increase, ad rates increase, sun faces big issue.

But now what happens is with all these not c0operating, in last two weeks people were shifting to sun DTH. 30% increase was seen in thanjavur is sales of dth in last 2 weeks.

She got irritated by this attitude of vijay and raj and was forced to tax dth. I would have gone ahead and taxed 75%.

As ad when monopoly broken it can always be reduced to 15%.

Problem with jaya is she hurries. The nationalization act, tax on dth and other laws must have been passed before reviving arasu. She has messed it.

Satish, vijay is owned by star group. Star tv gets the format for hindi and its just passed on. Besides asianet too is owned by star group. Thats why u see programs and serials from asianet being made in vijay as well.

Co-optex, the apex body of the handloom sector in Tamil Nadu, has earned an estimated net profit of Rs 26 crore for the year 2010-11, up from Rs 22 crore in 2009-10.

Retail sales turnover for the year rose 26 per cent to Rs 199.78 crore, including exports of Rs.1.81 crore (previous year turnover was Rs 156.73 crore, excluding sales made to Sri Lankan refugees), according to a policy note issued by the Department of Handloom and Textiles, Government of Tamil Nadu.

During 2010-11, Co-optex introduced 3,534 designs. Around 22 exhibitions were conducted, with a sale of Rs 2.74 crore.

For the year 2011-12, Co-optex plans to give a push to home textile products, ready-made shirts, kurta materials and churidars, according to the policy note.

Two major textile clusters at Thiruvannamalai and Kurinjipadi in Tamil Nadu are under implementation at a total outlay of Rs 2 crore. Ten mini clusters at a project cost of Rs 60 lakh each are also under implementation.

One mega handloom cluster at Virudhunagar has been sanctioned by the Union Government at a total cost of Rs 87.68 crore in which Government of India share is Rs 70 crore and State share is Rs 8.84 crore; remaining amount of Rs 8.84 crore will be borne by the beneficiaries. The scheme will be implemented over a period of five years.

At-least since 2007, Vijay TV (behind the scene) has non-written agreement with DK / DMK. All their programs (especially Gopinath hosted ones and super singer) are made to inject anti-Hindu sentiments slowly among the people and propagate hate. Their aim is to make people hate themselves and few things that we practice culturally. (slowly but steadily).

Bang on KT, i too remember two shows which had such intentions, the topic of one was whether a married women should wear "Thali" or not, the second one was is "older generation forcing the younger generation to follow their family deities". Enna kodumai....will Gopinath have the guts to question the relegious sentiments of others relegions. I never like his way of conducting the show and i stopped watching it long back.

The venue was Rajah Muthiah Mandram here and the occasion: The Hindu Education Plus Fair. Hundreds of students and parents thronged the event with questions about what to study and where to study. Should I take electronics and communications engineering or chemical engineering or aeronautical engineering or mechanical engineering? Which had better prospects than the other? Which is the best institute? What are the pros and cons? How much will I be earning after the course?

Replying to the questions shot, Salem based education counsellor Jayaprakash Gandhi said: “Once I had gone to a five star hotel in Chennai along with my friend. When we were talking near the portico, a Mercedes Benz entered the hotel and a gentleman dressed like a film actor got down from the car. Immediately, the hotel staff rushed to receive him and he was invited with great respect. I wondered who he was. Only then, my friend said that he was actually a hairstylist!

“That gentleman was one of the top hairstylists in the country and a personal beautician for many celebrities. I was told that he charges heavily and still it would be difficult to get an appointment with him. The lesson to be learnt from that incident is: what matters is not the course that you choose to study but how you study and how you apply what you studied.”

The incident that took place in Chennai might soon happen in Madurai too if the ambitions of 29-year-old Abhineet Jain, one of Madurai's young entrepreneurs, come true. His saloon-cum-spa centre here had recently been converted from a partnership firm to a private limited company with its employees as the shareholders. It now has three branches in the city with plans to start two more here and a few more down south where he finds a lot of potential for high-tech saloons.

Mr. Jain pays somewhere around Rs.15,000 to Rs. 20,000 per month to some of his senior hairstylists and all his 85 employees are provided with ESI (Employees State Insurance), Provident Fund and loan facilities. :)

He also runs a training centre and prefers to recruit fresh hands after in-house training.

The young lad was one of the first to transform the way people, particularly men, in Madurai viewed saloons as nothing but a place to chop off their overgrown hair.

Born and brought up in Madurai, Mr. Jain pursued his graduation in computer science from Madurai Kamaraj University and went on to try his hands on a variety of businesses such as opening up a restaurant, billiards club, distribution of internet services and so on before deciding to venture into his parents' profession.

His father is a cosmetologist and mother, a beautician. “My friends were quiet surprised when I told them I'm going to become a hairstylist.

“That thing is still there. Nevertheless, I went on to train in Chennai. I also travelled abroad doing courses in Singapore, Malaysia and Hong Kong. After that, we expanded our establishment bigger and got organised. Here my employees run the entire show. Only when a team is ready, we decide to branch out. I am very particular about their dress code and rapport with clients. Despite paying them well, it is difficult to get hairstylists in Madurai because of the caste dynamics here,” he says.

According to him, 70 per cent of his staff belongs to Maruthuvar community which is traditionally known for doing the job of a barber. “If I train 20 to 25 people in a batch, only two of them stay back in the profession and those two would invariably belong to this community. Others don't continue due to various reasons such as familial pressure,” he says. Such inhibition itself has been one of the reasons for his booming business growing at the rate of 70 per cent every year.

“The less the number of trained hands, the more I have to pay to retain the existing ones and eventually that money is taken from the customers. I find that hair cut costs might go up to Rs. 400 to 500 in the next few years. I am sure people will pay that money because hygiene and premium service are their priorities,” he adds.

As of now, his saloon charges Rs.130, including service tax, for a haircut.

The bridal make up packages vary between Rs. 2,500 to Rs. 15,000. He and his team also travel to other districts and States for such makeup. His saloon here provides all kinds of skin services, massages and spa services.

It also has a website where the clients could log in and choose the hairstyle that would suit them after keying in a list of details such as the texture of their skin, the shape of their face, their age and so on. His strength is his dedicated workforce.

Twenty-five-year-old C. Nalini, a mother of two children, has been working with his saloon for the last seven years.

A trained hairstylist, she is now the saloon manager. She says that her professional growth had been remarkable.

“I am not even a graduate. I just completed my Plus Two before joining a beautician course. But I earn much more than what many engineers do.”Expressing similar sentiments, P. Pazhani Senthil (35), a hairstylist working with the saloon for the last six years, says that his personal and familial needs are taken care of so well by the management that he gets enough time to do social service such as cutting the hair of mentally challenged children in private homes free of cost.

Asked about his message for the youth of Madurai, Mr. Abhineet says: “Rather than doing different things or the regular things differently, I would say do things which others don't do. There are just about 200 hairstylists in Madurai with a population of over 11 lakh.

And hair is something that keeps growing. So there is lot of money in it, you see,” he concludes with a laugh

For months and that too 4-5 days week. I wonder what happens to education of the contestants.

Even million dollar shows are short and sweet in US.

How about the dubbed hindi serials coming in vijay tv. Vijay tv started it after a long time only after doordarshan . I get a feeling of being dragged back to old DD tv times.

The most horrible thing, is a dubbed reality show which comes in vijay tv on sundays.

Chennai based BGR Energy is close to finalising a deal for getting into the solar power industry, with Flagsol GmbH, a subsidiary of Solar Millennium of Germany.

It is learnt that the Indian partner will hold 60 per cent stake in the joint venture that would be created.

For starters, the joint venture is looking at setting up a 50-MW concentrated solar power (CSP) plant in Rajasthan. The plant of that size would call for an investment of about Rs 650 crore.

Solar Millennium is a well-known name in the solar thermal industry, and is the company that put up the first CSP plant in Europe (at Andasol in Spain).

Flagsol GmbH is a joint venture between Solar Millennium AG (74.9 per cent) and another company called Ferrostaal AG (25.1 per cent). Based in Cologne, Germany, Flagsol provides the technology for parabolic trough power plants.

New policy to focus on creation of industrial corridors

‘Vision 2025' document will collate inputs from industry leaders

The proposed industrial policy of the State government will adopt a multi-dimensional approach to enable Tamil Nadu reach a unique position in the industrial map of India, said Industries Minister S.P. Velumani on Monday.

Inaugurating the first consultative meeting on ‘Vision 2025: Industrial Development in Tamil Nadu,' organised by the Tamil Nadu Industrial Development Corporation (TIDCO), he said: “The State recognises the need for spreading new industries to all regions of the State, particularly the less developed regions of South Tamil Nadu. To this end, creation of industrial corridors, extension of special packages and creation of infrastructure in such regions will be given importance.”

On the vexed land acquisition issue, he said a mutually beneficial and partnership based land policy would be evolved soon by the State government. The Tamil Nadu Infrastructure Development Board was constituted recently to fulfil future infrastructure requirement and to attract private investment for infrastructure.

Susan Mathew, Additional Chief Secretary and TIDCO's Chairperson and Managing Director, said to make Tamil Nadu the number one state in the country and to sustain it in the long run, TIDCO would bring out a policy document, ‘Vision 2025,' by collating inputs from industry leaders.

New sectors

As per the vision document, special emphasis would be accorded to new sectors such as biotechnology, nanotechnology and pharmaceuticals along with infrastructure. Besides, inputs from energy, IT, automotive, petroleum, heavy engineering, petrochemicals, electronics hardware manufacturing and infrastructure sectors would be sought.

‘Vision 2025' will comprise workable plan, sustainable and beneficial programmes and implementable projects, she said.

N. Sundaradevan, Principal Secretary, Industries, said the State government had given new vision to industries through new generation reforms.

“We will submit our report within the next six months, while Finance Department would take some more time to finalise it,” he said.

L&T's shipyard to become operational by January 2012

CHENNAI: Engineering major Larsen and Toubro's shipyard being set up at Kattupalli near here would become operational by coming January, a top company official said today.

The shipyard would enable India to compete globally with Japan and Korea in building large-sized warships, car carriers and submarines, L&T Board Member and President (Heavy Engineering) M V Kotwal said.

The company in association with the Tamil Nadu Industrial Development Corporation, is setting up the Shipyard at an investment of Rs 4,000 crore for the first phase.

Addressing a session on "Consultative Meeting" "Vision 2025"-Industries, Kotwal said the company had invested Rs 4,000 crore for the first phase of the yard spread across 1,250 acres.

"It is going to be a monster of facilities.. It can handle 18,000 tonne ships and right now, the (work on) ship-lift is nearing completion... it will be operational by January 2012...", he said.

Claiming that the yard was "indigenously designed" by L&T, Kotwal later told reporters that the first ship from the Kattupalli Shipyard was expected to be rolled out by 2012-13.

"By 2012-13 it (first ship) should be rolled out" he said to a query.

IHI is into all precision and high pressure fabrication and will be a good catch for general projects exports.

CG has recently said that we import Rs 40,000 crores worth of telecom network equipments every year.

SG should call Nokia Siemens,Ericsson.Huwaii,EMS vendors here in Chennai and discuss why we can not expand manufacturing capabilities locally to cover such huge requirements. And initiate further steps to put new facilities.

We have a large Electronic Manufacturing presence, but how long we propose to keep importing all the Components. It is time to set up a 1000 acres Components manufacturing ind estate and invite Taiwan/indian companies to set up plants to cover all components going into a PCB used in all products being manufactured in Chennai.

And set up Joint sector projects all across the State to manufacture every item being procured by the Govt for its use right here in TN. Make the State self sufficient in all consumeables..

No point in wasting time in theory..action,action and more action should be driving the Industry ministry.. say bye to Five Star hotel conferences..

Japanese firms will be making more products in India than in China or any other foreign country within 10 years, according to Japan Chamber of Commerce and Industry (JCCI) President Tadashi Okamura.

Okamura, who is heading a JCCI trade mission to India, made the comments here on Sept. 19, adding that he believed the value of trade between Japan and India would double to $25 billion by 2014.

The JCCI trade mission will run through Sept. 22, with meetings with top government officials such as Minister of Railways Dinesh Trivedi. Okamura and some 50 other JCCI members on the mission will also visit the southeastern city of Chennai to sign a memorandum on investment in the state of Tamil Nadu by small and medium Japanese companies.

On the trip, Okamura has been stressing the competitive advantages Indian companies will gain by adopting technology supplied by small and medium Japanese firms. He has also highlighted Japanese companies' expertise in building infrastructure such as ports, roads and power distribution facilities -- all in increasing demand in this fast-developing country.

Okamura's visit to India is the JCCI's first foreign trade mission since the March 11 earthquake and tsunami

Investing in the future


A change in government in Tamil Nadu in May this year is yet to result in a change in the investment fortune of the state, which slipped from fourth place in September 2010 to eighth rank in June 2011.

India's southern most state has seen a steady increase in government and private investment over past five years—from 155,841 crore in 1,386 projects in 2007 to 346,993 crore in 2,692 projects—a CAGR of 17.36 per cent.

There can only be two reasons for Tamil Nadu's freefall: one, its own shortcomings on the project investment front, and two, other states, notably Gujarat and Karnataka, are doing much better.

These are still early days for Chief Minister J. Jayalalithaa whose five-month old government has announced new policies and projects to arrest the decline.

Tamil Nadu has released a Vision 2025 document that addresses the critical gaps in key sectors that drive economic growth. The state government plans to strengthen infrastructure by creating a shelf of projects that will see continuous execution till their completion.

The government will also constitute Tamil Nadu Infrastructure Development Board, on the lines of similar entities in other states, to "continuously identify project concepts, facilitate their execution after due evaluation, and achieve financial closure either directly through government agencies or through the public-private partnership mode depending on suitability."

Realising the shortcomings in land acquisition in the state, the government plans to come out with a New Land Acquisition Policy by adopting innovative methods like land pooling to create adequate land banks and to make available land for industrial parks and infrastructure.

Irrespective of the fall in project investment rank, investors are not shying away from Tamil Nadu. According to ProjectsToday, out of 346,993 crore project investment as of June 2011, private and foreign investment accounted for 118,563 crore and 24,083, respectively, a CAGR of 16.83 per cent and 17.92 per cent; the rest being accounted for by central and state investment. The ongoing major projects are largely spread across the power including renewable energy, transport including metro rail, oil and gas, ports, tourism and SEZ sectors.

Annual Plan
The 11th Five-Year Plan for Tamil Nadu envisages an outlay of 85,344 crore from 2007-2008 to 2011-2012. However, the state could achieve only 68,401 crore in the first four years. The government has secured an annual plan allocation of 23,535 crore for 2011-2012, the final year of the Plan, representing an increase of 17.28 per cent over last year. With this, Tamil Nadu will be able to achieve a plan outlay of 91,936 crore in the 11th Plan, thus exceeding the projected plan outlay by 7.72 per cent.

Tamil Nadu is recognised globally as a favoured investment destination with strong potential for manufacturing. The state has established itself as a hub for the production of automobiles and auto components, engineering, textiles, leather, and IT & ITES. However, industrial growth has suffered a setback in the recent past. Against the 11th Plan target of 9.20 per cent, the industrial sector could grow at a rate of only 4.43 per cent in the first four years of the plan period.

The state government is currently discussing project investment with a number of major companies, both domestic and foreign, which could attract investment of nearly 22,000 crore. Among other countries, investors from South Korea, Japan and Thailand are showing keen interest in investing in Tamil Nadu. The government plans to ensure a smooth path for investors by creating sound infrastructure. It plans to build a direct link between NH-5 and Ennore Port through the Northern Port Connectivity Programme, since most companies use Ennore for import and export.

The government will also create a self-sustainable Industrial Growth Corridor on the Madurai- Thoothukudi highway. A detailed project report is ready and suitable locations have been identified for a manufacturing and agri investment regions, knowledge hubs and special tourism investment zone on PPP basis.

With the approaching 12th Plan (2012-2017) in mind, the Tamil Nadu government has reaffirmed its commitment to fiscal prudence on one hand and major investments in industry and basic infrastructure on the other.

‘South India is an important hub for hi-tech industries’

How do you compare infrastructure development in Tamil Nadu vis-à-vis other states?
Tamil Nadu as a state contributes to around 6.8 per cent of India's net domestic product and the growth rate of its NSDP is comparable to that of Gujarat and Karnataka as well. Thus, Tamil Nadu as a state offers great opportunity for infrastructure development to support this growth.

How can the private sector contribute to infrastructure development in Tamil Nadu?
Private investment is likely to contribute 36 per cent, or around $180 billion, to total infrastructure investment by the end of the 11th Five-Year Plan, up from 25 per cent for the 10th Plan.

Private sector can bring the requisite efficiencies to the development of infrastructure by reducing the execution/ project completion time and ensuring service focused operations. Obviously, as many of the infrastructure projects are not economically viable an impetus needs to be provided by the government to the private sector to participate in them.

We expect this to happen largely through public-private partnership model. The involvement of private sector can be encouraged through providing acceptable internal rate of returns via viability gap funding and providing single window hassle free clearances.

Financing of infrastructure projects could be made easier by issuing infrastructure bonds and government has already taken a step in that direction by issuing tax-free infrastructure bonds with a minimum tenure of 10 years and this estimate could be revised upward in the following fiscal year.

But the most vital factor or the incentive needed for the private sector participation in the infrastructure development is the commitment to the policies enacted by the government. Changes such as those proposed in SEZ Act of 2005 under the Direct Tax Code and imposition of MAT in this Union Budget erode the private sector confidence considerably.

On a national scale, what kind of infrastructure development is needed to support 8-9 per cent economic growth?
Investment in infrastructure is critical to the economic growth and improvement in overall quality of life. For past two decades China has been achieving an average GDP growth rate of around 10 per cent and not surprisingly it has consistently invested around 10 per cent of its GDP in infrastructure development.

The Indian infrastructure investment has been around 4-6 per cent of GDP and the average GDP growth has been around 7- 8 per cent. Not to say that there are no other factors at work but the fundamental ingredient of a sustained economic growth for developing countries is the investment in the infrastructure and somehow India has been lagging behind.

In the 11th Five-Year Plan, India wanted to invest around $514 billion. This amounted to around 7 per cent of the cumulative five year GDP (2007 to 2011- 12). Unfortunately, lot of this investment will spill over in the next five-year plan. This procrastination is clearly a huge impediment to our growth. In the 12th Plan, the infrastructure investment is pegged at around $1.02 trillion and these amounts to around 10 per cent of the forecasted GDP growth. If we do, indeed, find the political will and invest 10 per cent of GDP in infrastructure, there is a good chance that we can have a sustained economic growth of around 9- 10 per cent.

All the areas of infrastructure are important for sustained economic growth; for example, even if good road network is available, a poor port development may prove to be a bottleneck in development. That being said, the first priority for the policymakers should be investment in the core infrastructure of power and road and supported by a long-term policy commitment. The policymakers may invest up to $500 billion in roads and $300 billion in power.

the most potential for Japanese investments. Recognizing the
potential, the Ministry of Economy, Trade and Industry (METI),
Government of Japan and Government of Tamil Nadu have signed a
Bilateral economic co-operation agreement to foster economic
relationships between Tamil Nadu and Japan.
Besides, the Japanese External Trade Organization (JETRO) has signed
an Economic Co-operation MoU with the Guidance Bureau of the State
Government. Apart from JETRO, the Government of Hiroshima
Prefecture as well as Mizuho Bank have also signed such co-operation
agreements with the Guidance Bureau. A few other prefecture
Governments like Kanagawa and Aichi prefectures have also evinced
interest in signing Co-operation agreements with Tamil Nadu. All these
bear ample testimony to the importance given to promoting economic
co-operation between Tamil Nadu and Japan.

*Currently, Japan is ranked as the 6th largest investor in India with an
FDI inflow of US$ 5.51 billion during April 2000 to April 2011. Japanese
FDI accounts for 4% of India’s total FDI received during the above
period. India and Japan signed the Convention for the Avoidance of
Double Taxation in 1960 that facilitates FDI flows from Japan to India.
Tamil Nadu has emerged as a major recipient of Japanese FDI.
I understand that at present, in Tamil Nadu, there are about 248
Japanese companies. This however, does not include the
representative offices of another 60 Japanese companies. Today,
Chennai has the largest number of Japanese companies accounting for
almost 30% of the total number of Japanese companies operating in
India. Also, Chennai has become the home for about 700 Japanese
expatriates.

*Japanese companies are expressing a keen interest in the
manufacturing sector. Tamil Nadu is a leading State in India in the
manufacturing sector and this is chiefly because of the steadfast
existence of the automobile and component industry. Chennai is a
promising pitch for vehicles and auto parts exports and this city
produces practically everything that moves – from bicycles to battle
tanks (B to B) and everything in between, including motorcycles, cars,
tractors, earth-moving equipment, trucks and even rail road coaches.
Chennai is set to emerge as one of the Global Top Five auto clusters.
We are confident that Chennai will emerge as the world’s largest auto
cluster. The auto sector accounts for about 60 per cent of Japanese
foreign direct investment in Tamil Nadu.

*Tamil Nadu has a number of competitive advantages to offer to
Japanese investors. While Japan has skilled labour scarcity,
Tamil Nadu with its rich capital of human resource endowments, is
capable of meeting the needs of Japanese industry. Today,
Tamil Nadu is the most “technically powerful knowledge State" in the
country. Abundant availability of skilled manpower at relatively lower
wage costs, coupled with a harmonious and peaceful industrial ethos in
the State, offer distinct advantages making Tamil Nadu the most
preferred investment destination.


*A favourable investment climate and relatively cost-effective and high
quality infrastructure offer the ideal platform for foreign investors to
establish their production base. Site evaluation studies of Nokia,
Nissan, Daimler, World Bank, Ford, Hyundai, Saint Gobain, Stanchart,
Xansa, etc., have found that Tamil Nadu is the destination of Choice
for Japanese investors.

*Apart from Manufacturing, Japanese companies are evincing interest in
investing in infrastructure projects also. The Joint Steering Committee
consisting of the Government of Tamil Nadu and METI, Japan, has
identified a number of infrastructure projects for co-operation. These
include:

- Promotion of new Industrial Parks and Japanese Industrial Townships.
Since Japanese companies have identified Ennore port as the gateway,
there is potential for promoting one more Japanese Industrial township
near Ennore.

- To attract more Japanese companies, particularly medium sized
companies, the Government of Tamil Nadu has proposed to establish a
Japanese Industrial cluster near Chennai. I invite Japanese companies
to participate in this initiative.

-The Energy sector is yet another potential area, particularly in
renewable energy. Japan can take advantage of the huge potential for
solar power generation in Tamil Nadu. Solar Power Parks can be
promoted by Japanese Infrastructure companies in southern
Tamil Nadu.

-One of the infrastructure initiatives proposed by METI, Japan, is the
promotion of a Fuel Corridor concept that includes power projects and
off-shore coal & LNG handling.

-My Government is currently planning to establish a Petroleum,
Chemicals & Petrochemicals Investment Region (PCPIR) between
Cuddalore and Nagapattinam. This is a very major infrastructure
initiative of my Government to attract investments in chemicals and
petrochemicals. We invite Japanese companies to invest in this PCPIR.
Japanese interest in the Delhi-Mumbai Industrial Corridor (DMIC) is
also being deemed as a forerunner to big re-export oriented
manufacturing investments in India. Considering the economic benefits
of such a corridor, the Government of Tamil Nadu has proposed a
Chennai-Bangalore Corridor of Excellence. METI has shown interest in
this project.

-Waste Water treatment and desalination are other very attractive
investment opportunities in Tamil Nadu.

*Tamil Nadu has 23 minor ports. My Government has announced a
Policy framework to encourage Private sector participation to upgrade
minor ports. Some of the minor ports like Kolachel offer excellent
potential for development as major ports.

My Government is very keen to scale up bilateral co-operation between
Tamil Nadu and Japan by implementing some of the above mentioned
Infrastructure initiatives.

*My Government is aware of the infrastructure problems, particularly,
the connectivity bottlenecks to Ennore Port currently faced by Toshiba
and Nissan. On this occasion, I want to assure you that my
Government is taking efforts to solve these Ennore Port connectivity
related issues to the satisfaction of Japanese investors.

*My Government considers Japan as a very important partner. There is
enormous potential for co-operation between Tamil Nadu and Japan.
My Government will extend its full support to attract more Japanese
FDI both in Manufacturing and Infrastructure. I invite Japanese
investors to Tamil Nadu, the Land of abundant opportunity!”

When Monorail concept is marketed thro BOOT model, it depends on the revenue generated. Japan Govt is ready to extend loan for construction & traction & signalling equipments but the risk has to be taken by the developer - operator.

Those places other than Chennai need to be assessed properly for the volumes. Unless TN Govt gives subsidy / tax holiday or share in the profit / loss (mostly) Pvt players may be reluctant to come.

Ofcourse govt has to provide viability gap funding and if we can get funds at 1.25 or 1.5% from JICA and plan well, the drain on the exchequer wont be much.

For example in Coimbatore, a 25 km two corridor stretch can be planned.

1. Airport - Peelamedu - Gandhipuram B.S - Cbe north - Cbe Jn (approx 17km)
2. Ukkadam B.S - Cbe Jn - Singanallur B.S (approx 8 km).

If these kind of routes are planned, then the system may even make a operational profit and can be easily implemented under BOOT or PPP mode.

I think CBE, MDU and Thrichy has great potential for Mono . But since already Chennai is made a lab rat for Mono it is better to wait and watch or put tested Metro in these cities on Boot basis. If implemented TN will be the only state with Modern transport in all major cities.

Nagarjuna Oil plans captive port in TN



Nagarjuna Oil Corporation Ltd plans to set up a captive port at Thiruchopuram in Cuddalore district of Tamil Nadu adjacent to its upcoming refinery project. The company is investing an additional Rs 2,500 crore to develop infrastructure facilities for the port, which is expected to receive 6.5 mtpa crude and ship 2.8 mtpa refined petroleum products.

NOCL is setting up a 6-mtpa refinery in joint venture with the Tamil Nadu Industrial Development Corporation at a cost of Rs 7,160-crore. The refinery project is likely to be completed by December this year. Besides, the company has also commenced preliminary engineering work for ramping up capacity to 15 mtpa with an additional investment of Rs 12,000 crore. This expansion will be completed by 2015.

More than 11.02 lakh households given works

Tamil Nadu topped the list of States that provided jobs to rural households for 100 days as per the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) at the end of the second quarter of the financial year 2011-12.

More than 11.02 lakh households benefited from the scheme in Tamil Nadu.

Statistics

Andhra Pradesh came second by providing jobs to 9.65 lakh households and Uttar Pradesh and Rajasthan stood third and fourth by providing employment to just over 6 lakh households and 4.96 lakh households respectively. Karnataka gave employment to just over 1.31 lakh households.

Koppal district topped the list in the State (14,865 households). Bellary came second (13,361 households) and Davangere ( 9,963 households) stood at the third position. Udupi could provide jobs to just 55 households.

Another feature in Tamil Nadu was that 82.59 per cent of those who availed of work were women. Same is the case with Dadra and Nagar Haveli (86.93 per cent) and Puducherry (80.41 per cent). Among States which provided more work to the Scheduled Castes (SC), Punjab topped the list (78 per cent). Tamil Nadu provided employment to 57.71 per cent people from the SCs.

Almost all States, except Assam, Himachal Pradesh, Sikkim, Dadra and Nagar Haveli maintained the stipulated ratio of 60 per cent of spending on wages and 40 per cent of spending on materials and administrative expenditure.

SIPCOT to build land bank to attract investors


Three industrials park which was promoted by state-run State Industries Promotion Corpo-ration of Tamil Nadu Limited (SIPCOT), aimed at attracting investments of over Rs 8,400 crore. The corporation is now planning to set up a land bank to help investors address the land acquisition issue.

The corporation, which has been playing a catalytic role in the development of balanced industrial growth in Tamil Nadu since 1971 has so far developed 19 industrial complexes in different parts of the state and allotted 17,889 acres of developed land to 1,979 units, resulting in direct and indirect employment for about 450,000. people.

Tamil Nadu Industries Minister S P Velumani announced in the Assembly that the total extent acquired since its inception is around 27,115 acres.Apart from this, proposals for acquiring of land for creation of a Land Bank to keep adequate land readily available to meet the immediate requirement of the needy investors are under process.
This proposed Land Bank is developed by acquiring dry and barren lands by carefully avoiding cultivable lands.

During 2009, Thervoykandigai Industrial Park, with 1,127 acres of government poramboke (wasteland) land has been established at Thervoykandigai, Gummidipoondi Taluk, Thiruvallur District. In this park, 290 acres have been allotted to Michelin India Tamilnadu Tyres Private Limited and 85 acres to Harsha Group based on the MoU entered between the companies and the government.

Besides, 128.07 acres have been allotted to three units including the Tamil Nadu Electricity Board. Through these allotments, there would be an investment of Rs 6,817 crore and employment opportunity for 5,150 persons.

Mappedu Industrial Complex, another complex in the same district at Mappedu will spread over in 123.08 acres of government poramboke land and the entire extent has been allotted to Chennai Port Trust for setting up an Integrated Dry Port and Multi Model Logistics Hub with an investment of Rs 260.50 crores and with an employment potential of 700 persons.

Manamadurai Industrial Complex, located in one of the most backward regions of the State, 94.99 acres of land has been allotted to Unity Appliances Limited a group company of Videocon, for manufacturing colour television sets and electronic consumer durables with an investment of Rs 1,500 crore.

Apart from this, 4.76 acres has been allotted to a unit as the vendor of Unity Appliances; 30.44 acres have been allotted to a unit belonging to the Group of Videocon for setting up a Solar Photovoltaic power plant.

The minister said, following the administrative sanctions issued by the government, acquisition of lands is in progress in Thoothukudi Phase II (1,179 acres), Cheyyar Expansion (2,300 acres), Sriperumbudur 26 (Vallam - Vadagal) Expansion (1,780 acres), Oragadam Expansion II (616 acres), Madurai Industrial Park (1,478 acres) and New Industrial Park at Villupuram District (720 acres).

This will enable SIPCOT to keep ready 7,900 acres of land for allotment to industries.

SIPCOT has also proposed to allot 100 acres of land each for setting up of separate Industrial Parks for investors from countries like Japan, Korea, Finland, Germany and France to attract more foreign investments from them. Acquisition

MTS plans Rs 130 cr capex in state, TN

istema Shyam TeleServices, a joint venture between Russia’s Sistema and Indian firm Shyam Group, which is into telecom services under the brand MTS, plans to expand in Karnataka and Tamil Nadu for an investment of around Rs 130 crore during 2011.

The company on Wednesday announced launch of its second seamless high speed data (HSD) connectivity in India, on the highway connecting Chennai and Bangalore. It added it is planning to expand data coverage between other regions, including small towns.

Cheenu Seshadri, chief strategy officer and COO, south and west regions, MTS India, said, The service would cater to data connectivity needs of industrial hubs between the two cities and the travellers on the go. We are planning to cover more areas, including highways and smaller towns with seamless HSD services in future. MTS India presently has around 13 million wireless subscribers.

It has also announced new tariff plans for customers tra-veling everyday between the two cities. Presently, MTS provides High Speed Mobile Broadband services in around 40 towns across Tamil Nadu and 35 towns across Karnataka.

The company has so far invested around $3 billion in India and would continue to invest to expand data connectivity services, he added.

It is planning to launch two to five phones in India every quarter in future, in the price range of Rs 3,000 to Rs 20,000 a handset, as part of expanding its data connectivity service. It has recently announced launch of two affordable android phones in India.

While the manufacturing of phones would be outsourced, the company plans to leverage the products as a strategy to increase the reach of its services to the customers.

The company earlier launched the HSD connectivity services in the 265 km long Delhi-Jaipur highway.

Base Batteries becomes technical partner to Hispania Racing Team

Cashing in on the F1 frenzy, battery manufacturer Base Batteries today announced its technical partnership with Formula One Hispania Racing Team (HRT). It is the official battery supplier for the HRT race cars, which will sport Base Batteries logo.

“We are the leaders in inverter batteries, but we have realised that India today is very different from the India in the next 10 years, when power shortage will not be an issue. Therefore, we decided to focus on the automotive sector,” Mr Aditya Arora, COO, Base Batterries, told reporters here.

The company’s association with HRT is for the next 5-10 years and the company indicated its intention to supply batteries for other F1 teams in future. The total budget for the project is pegged at $300 million.

The company plans to set up South-East Asia’s biggest battery manufacturing plant at Rs 432 crore at Hosur, Tamil Nadu, by 2013, including an academy to train motorsport drivers. “The tracks can also be used by other car manufacturers to test their cars,” Mr Arora said. The company has an existing plant and R&D facility at Solan, Himachal Pradesh, and is planning further expansion into Gujarat.

Govt approves 21 textile parks costing Rs 2k cr


The government today said it has sanctioned setting up 21 of integrated textile industrial parks with world class infrastructure in nine states involving a total development cost of Rs 2,100 crore.

The new textile parks, to be set up under public-private-partnership, would attract an overall industry investment of over Rs 9,000 crore generating employment of four lakh workers, according to an official statement issued here.


The scheme for the integrated textiles parks would be implemented within 36 months, it said, adding the government would finance common infrastructure with a subsidy of up to Rs 40 crore for each of the textiles enclaves.
Six of these parks would come up in Maharashtra, four in Rajasthan, two each in Tamil Nadu and Andhra Pradesh, one each in Uttar Pradesh, Gujarat, Tripura, Himachal Pradesh, Karnataka, Jammu & Kashmir and West Bengal.

Commerce and Industry Minister Anand Sharma, who also holds the additional charge of the Textiles Ministry, approved the sanctioning of the parks.

He cleared the proposals as Chairman of the Project Approval Committee, which examined 55 cases in all.

"The sanction of new textiles parks would catalyse significant additional investments with industry utilising the benefits both under the scheme for integrated textiles parks and under the Technology Upgradation Funds Scheme(TUFS)," the statement said.

The government has enhanced the allocation under TUFS from Rs 8,000 crore to Rs 15,404 crore under the 11th Plan. The product mix in these parks would include apparels, hosiery, silk, processing, technical textiles, carpet and powerloom.

The government would invite bids for the lead investors heading the Special Purpose Vehicles for implementing the projects, the statement said.

TN revives industrial park project in Virudhunagar

The Tamil Nadu Government has revived the project to develop an industrial park/special economic zone in Virudhunagar district to boost industrial activity in the central and southern districts. The project was initiated three years but never took off.

Tamil Nadu Industrial Development Corporation (Tidco) has invited private companies to become joint venture partners in developing the park/zone, which is estimated to cost nearly Rs 400 crore

. This includes procuring land from private ‘pattadars' costing Rs 120 crore and developing the facility at a cost of Rs 140 crore.

Around 2,600 acres encompassing villages Kumaralingapuram, Muthulingapuram and Mettamalai have been identified for the park/zone.

The entire land is barren/dry with no cultivation and habitation, said Tidco, which is spearheading the industrial and infrastructure development activities in the State, in its invitation to potential partners.

Farm products

Virudhunagar is a major trading hub for agriculture products such as chilli and sesame, and has a number of small precision engineering units.

The district has a large hinterland, good human resources, and road and rail connections to all parts of the State.

Tidco, in its invitation to global players to set up the park, said that the project site is located along the eastern side of National Highway 7, and has a good proximity to the Tuticorin port, which is 70 km away.

The site is 60 km from Madurai City, 10 km from Sivakasi (a major industrial hub), and 35 km from Rajapalayam (a major textile industry centre).

Three years ago, the Tata Group visited Virudhunagar for its Nano project, but chose Singur in West Bengal, according to Mr K. Pandiarajan, who represents the Virudunagar constituency in the Tamil Nadu Legislative Assembly.

“Developing a park/zone has been one of the projects that we have been asking for a long time,” said Mr Pandiarajan, who belongs to the Desiya Murpokku Dravida Kazhagam party.

Engineering units

Virudhunagar is well-known for the manufacture of safety-matches and fountain pen nibs.

While the safety-match industry has managed to survive, the nib business has dwindled over the last two decades.

There used to be nearly 300 nib manufacturing units but the number today is just 20, he said.

The district is a major centre for precision engineering, and the project can help the region become a hub for automotive and aeronautical engineering as well.

Madras Cements, Jaysons Industries, Virudhunagar Textile Mills, Anand Super Fabrics and TTk-LIG Ltd are some of large companies present in and around Virudhunagar, he added.

Tidco said that the private promoter will be selected through the international bidding process.

The successful bidder will then enter into a Memorandum of Understanding with Tidco to execute the project.

Feeling the heat of high wages

It is perhaps not well known that according to data produced by the Labour Bureau, Shimla (Business Line May 15, 2011) wage rates for agriculture operations increased rather sharply in 2009 and 2010. Farm wages increased by 15-20 per cent in Haryana, Bihar, West Bengal and Assam and 32 per cent and 43 per cent in Punjab and Orissa, respectively.

Data collected from 600 sample villages in over 20 states covering wage payments both in cash and kind further reveals that in Andhra Pradesh farm wages increased by 40 per cent in 2009 and 27 per cent in 2010. The questions that arise are: i) have these wage increases been accompanied by a commensurate rise in productivity ii) what may have caused the wage rise and iii) what is the implication for broader macroeconomic concerns of inflation and sustainable growth.

FARM MECHANISATION
While the data on labour productivity in agriculture is not readily available, there are clear signs that Indian agriculture is becoming more capital-intensive and mechanisation is increasing. This is confirmed by the rise in demand for agricultural equipment like tractors, harvest combines and threshers, reported by manufacturing companies, as also in the rise in agriculture non-crop credit off-take.

This would surely result in higher labour productivity in agriculture — a good outcome. At present, the sector is a laggard in productivity, as it contributes only about 13 per cent of the GDP while employing more than half the workforce of the country. There are some direct implications of this increasing trend in agriculture mechanisation. First, this will soon bring pressure for enlarging the size of land holdings to make them more amenable for mechanisation. State governments should now begin to take steps, like cleaning up and computerising land records, to facilitate the emergence of a well regulated agriculture land market and remove unnecessary impediments and opacity in procedures.

Second, new skills for running and repairing the larger number of farm machines will be in higher demand and shortages have emerged already. Finally, the rising wages (corresponding to productivity increases) and farmers' affluence is resulting in higher demand of non-cereal food articles like proteins, milk, fruits and vegetables, where again supply shortages have emerged, spurring food inflation. This kind of price rise can hardly be reined in by raising interest rates!

It is perhaps beyond argument by now that a strong driver of this upward movement in farm wages has been the working of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) for the last six years.

NREGS has generated 2.5 billion mandays of work in 2010, which is a mere 2 per cent of all work but affects wages at the margin both in agriculture and industry. Having become an entitlement scheme, it has raised the reserve price of labour and is forcing industry like construction and garments to become more capital-intensive.

In a recent Ficci survey on the impact of NREGS on over 100 companies, it was found that 90 per cent of companies were faced with labour shortages; 94 per cent have seen wage increases and 82 per cent reported wage increases of more than 10 per cent.

As many as 89 per cent of the respondents found it difficult to meet their orders due to labour shortages and 66 per cent are faced with a potential loss of 10 per cent of their demand as a result of labour shortages. Therefore, firms have suggested that work done in industrial units should also qualify for coverage under NREGS and state governments should be far more flexible in permitting labour movement across state borders.

SUPPLY DEFICIT
Wage increases in the system are sign of a healthy economy and should normally not raise any concerns. Rising wages would result in higher demand which can be met by increasing supply capacities through new investment. This can set up a virtuous cycle which can lead to more rapid and inclusive growth.

There is one catch, however. If the higher demand for labour that results in higher wages arises from unproductive employment, it could affect the economy's capacity to generate the required supply response. Employment created under NREGS is largely of an unproductive kind with the mandated 75 per cent of all expenditure on labour which precludes creation of tangible and long-lasting productive assets.

Interestingly, this ratio is as much as 100 per cent in Tamil Nadu, 98 per cent in Kerala and 87 per cent in Maharashtra (juxtapose this with the Ficci survey results that show companies based in the Western and Southern states getting more impacted due to the NREGS).

Moreover, the rather difficult investment climate in the country, with firms still needing up to 70 clearances to start a business, combined with changing regulatory goalposts, prevents the necessary supply response from being generated.

productive assets
Proponents of entitlements schemes like the NREGS and now the Food Security Bill should pause to think of the consequences of raising purchasing power, entitlements and expectations without a commensurate increase in supply-side capacities.

This could result in unsustainable macroeconomic imbalances in the form of higher inflationary pressures, rising current account deficits with higher demand being met by larger imports and burgeoning fiscal deficit. Can a poor country like ours afford the luxury of creating entitlements without any thought to removing existing supply-side constraints and ensuring a judicious use of labour for creating productive assets?

We may be on the cusp of a major crisis in which rising consumption demand, fuelled by growing fiscal deficits, cannot be met by an expansion of domestic supply capacities.

It may be better to tweak the NREGS at this stage itself so that it helps in relaxing some of these bottlenecks and creates productive assets and capacities, rather than only be used for digging holes and then filling them, as classical Keynesianism would advocate.

The very purpose of NREGS is to save unskilled labour from exploitation. Farmers and now Industrialists want the clock back. Rs 100 per day for 100 days for the very poor is attracting so many evil eyes.

The Country will never progress with such mindset.

+1 This has made many lazy and does not want to work. The recent local poll had a very big impact on the small industries. People engaged in unskilled work went behind the local leaders for Quater and Briyani. They were paid Rs 150-200 per day. The only Job is to say Jai for the leader with a flag in hand. The ones which did not go for the rally has increased their wages . A semiskilled construction workers asks Rs 250 per day while the cost for each skilled worker mason is Rs 500 -600 per day for 8 hrs of work. This is killing Agriculture and small buisness

Govt if it wants to increase the manufacturing output of the state has to focus on small and medium industries. They are the major employment generators after Agriculture, But there is no proper financial support from banks, No power and less employable people. Big industrial parks specially for small and medium industry should be developed in each district. All existing small business should be allocated land or building in the park. Training institute to be setup in each district to impart the skill of the trade to school drop outs and college drop outs.

Recent reports posted in this forum have praised TN on good governance, for minimum leakage and efficient distribution in PDS scheme and in the administration of NREGS . I will go by that. TN people have become vocal enough to know their rights and question the admn.

Anyway, genuine inclusive development means, the wages should rise right across the spectrum. Again, No evil eyes pl.

The Tamil Nadu government proposes to bring in new generation reforms to make the state a favoured destination for foreign investors who have lined up more than Rs 20,000 crore of investments. "A number of new projects with total investments exceeding additional Rs 20,000 crore are under various stages of finalisation. The Government proposes to bring a set of next generation reforms. This includes the New industrial policy, Vision 2025, Renewable Energy policy and policy for aerospace industry", Industries Minister S P Velumani said.

He was addressing a conference on "Doing Business with Tamil Nadu" and "Visit of Italian Business Mission" organised by industry body CII here. Asked about the sectors in which the proposed investments are to be made, Industries Secretary N Sundaradevan said it includes many priority sectors like manufacturing, automobile and electronic and petrochemicals.

"These are all only in the initial stages. we want all the procedures to be cleared so that they (investors) can make these investments and commence operations", he said. On India-Italy trade relations, Velumani said Italy was ranked the 12th largest investor in India with FDI inflows of USD 1.20billion. "Top sector attracting FDI from Italy includes transportation, food processing, metallurgical, textiles and electrical equipment", he said. The minister said Chennai is one of the global top five auto-clusters and the state government's vision was to make it the world's largest.

“Tamil Nadu has been the driving force of Indian economy and it is the preferred destination for foreign investors. Tamil Nadu is performing well and its growth rate is close to 15 per cent. It is one of the best states in India. The south, especially Tamil Nadu, is attracting more foreign investment than other states and it is one of the clear signs of attractiveness of the State,” he said.

Tracing the historic ties between Tamil Nadu and Italy, he said the current focus was on exploring new ways for improving economic and general political relations.

When the visiting Italian delegation narrated their ordeal in getting land for one of the entrepreneurs in Ranipet, Industries Minister S.P. Velumani sanctioned it on the spot and said the State was willing to extend a helping hand to them. In his inaugural address, Mr. Velumani said in the next few months, the State would attract projects worth over Rs.20,000 crore that are under various stages of finalisation.

He also said that Italy viewed India as an emerging economic power in the world and as an important economic partner in Asia. Within India, Tamil Nadu proved to be a safe haven for the Italian firms owing to factors such as ideal business climate and healthy socio-economic reforms.

N Sundaradevan, Principal Secretary, Industries, said Tamil Nadu had 44 Italian firms and it would touch 100 very soon. While stating that the manufacturing cost was cheaper in the State due to availability of skilled labour, he urged the Italian entrepreneurs to produce products that were suitable for Indian firms and Indian market.

T.T. Ashok, Chairman, CII Southern Region, called for strengthening the tie-up between the Micro, Small and Medium Enterprises in India and Italy and said that there was lot of scope for improving the business volumes on both the sides in several sectors.

Paolo Zegna, Vice President for International Affairs, Confindustria, said that the delegation was in India to find more constructive ways to collaborate with each other in several areas.

Pierfrancesco Gaggi, Director, ABI (Italian Banks' Association) said they were interested to set up business links with Tamil Nadu as it had a strong education system. Carlo Longo, vice president, Unioncamere, said they were ready to collaborate with Indian firms in the fields of textiles, automotive, infrastructure and services.

A 100-member business delegation visited New Delhi on Monday and Tuesday and they will be in Chennai till Thursday. They represent automotive, renewable energy, construction, real estate, engineering, logistics and machineries

Phase 1 of Nagarjuna Oil's Tamil Nadu refinery on fast track to completion

RECENTLY IN CUDDALORE:
“Plant inauguration – 120 days left,” reads a welcome board at Nagarjuna Oil Corporation Ltd's refinery in Cuddalore. With the March 1 deadline fast approaching, nearly 6,000 labourers, mostly from north India, are working round the clock to ensure the refinery starts on time.

Five months from now, the refinery hopes to commission the crude distribution and vacuum distribution units.

The refinery, which is being built over 1,600 acres, located 155 km south of Chennai, between Cuddalore and Chidambaram, is the largest private sector investment in Tamil Nadu, with Rs 10,000 crore being invested in the project. It is vital for the State to become self-sufficient in petroleum products such as automobile fuel, LPG and bitumen, Mr Ramasundaram, managing director and CEO of the company, said.

With half of the State's petroleum requirement coming from refineries located in other States, the retail price of petroleum products is higher due to additional transport costs, he said.

In the first phase, the company will refine 6 million tonnes of crude petroleum a year. In the initial stage, crude will be imported from Nigeria and in the later stage from West Asia.

“We are on target to commission the first phase,” said Mr Ramasundaram. “It has been a long wait for all of us.” The project was planned in July 2001 but work started in 2006 after getting all the clearances, he said.

The second phase of adding a refining capacity of 9 million tonnes is likely to be taken up in 2014 after the first phase of operations stabilises. This will cost nearly Rs 18,000 crore, said Mr Ramasundaram, a former officer of the Indian Administrative Services of the Tamil Nadu cadre.

The next milestone will be to commission the naphtha stabilisation unit.

The Government of India has declared NOCL as the anchor unit for its Petroleum, Chemicals and Petrochemicals Investment Region in the Cuddalore-Nagapattinam region. This will cause investments of around Rs 13,000 crore in infrastructure around the refinery, he said.

In NOCL, the Nagarjuna group holds a 51 per cent stake in the refinery and Tata Sons has a 30 per cent stake. The remainder is held by the German contractor Uhde, Cuddalore Port Development and Tamil Nadu Industrial Development Corporation.

The Hyderabad-based Nagarjuna Group relocated a fully functional refinery from Woerth in Germany to Cuddalore. The direct investment by the group in the plant is Rs 7,160 crore. In addition, various captive utilities such as the port, storage tanks, power plant and marketing terminal will involve an investment of nearly Rs 2,900 crore to be invested in various build, own, operate and transfer options, he said.

The refinery complex also has marine infrastructure, including a single-point mooring for crude oil handling in very large crude carriers and a jetty for finished product handling. Since the depth near the berth is around 4 m, large ships requiring deeper waters will be anchored 7 km from the coast and the crude will be transported through submarine pipes. The refinery will have a berth to handle ships of 50,000-60,000 tonnes to evacuate products from the refinery, said Mr Ramasundaram.

Indian pumpset sector will see a phase of consolidation soon, Chairman of the CII Tamil Nadu State council and Managing Director of Grundfos Pumps India, N.K. Ranganath, said here on Friday.

Inaugurating a two-day conference on motors and pumps organised by the Confederation of Indian Industry (CII), Southern India Engineering Manufacturers' Association, and Indian Pump Manufacturers' Association, he said though competition had increased in the sector, competitors had not. There was some consolidation happening. The manufacturing units need to be prepared and should accept the rapid changes in technology, economy, market, climate, legislation, and customer expectations.

Manufacturing companies need to automate and make smart products. In terms of market, Asian region was expected to be one of the largest markets for pumpsets and by 2020 India was likely to be the fourth largest market for centrifugal pumps. Pumps should be manufactured to withstand extreme weather conditions. With several changes and requirements, the Governments would be forced to bring rules, especially those related to water consumption. Agriculture sector used 80 per cent of the water in the country and efficiency of agricultural pumpsets should improve.

In order to meet these challenges, the manufacturers should strengthen the basic research and development. Those that survive would be companies that catered to a niche market or those that ramp up production. The units should focus on reliability, efficiency and competitiveness, he said.

Y.I. Buch, former president of the Indian Pump Manufacturers' Association, said pumpsets played an important role in several sectors such as power, oil and natural gas, and irrigation. India produced 4.5 million pumps annually. However, only a small part of these were from national-level players. The decade seemed to be favourable for the Indian pump industry with investments expected in different infrastructure and industrial sectors. However, the sector would face stiff competition too. The industry should focus on production, manufacturing process, infrastructure, and taking the right decisions.

V. Krishnakumar, co-chairman of the conference, said the Indian pumpset industry was dependent on the Government policies and the monsoon as nearly 42 per cent of the production was for the agricultural sector. “We need to look beyond agriculture.”

India currently had 17.3 per cent of the world population. However, its pump business was just 1.75 per cent of the global pumpset business. “The gap is huge, the scope is more and we need to exploit the opportunity,” he said. While the world market was expected to grow at 6.5 per cent annually, the Indian pumpset market was estimated to grow at 10 per cent. The industry should focus on industry, buildings and municipal supply sectors. “We need to invest in research and development so that we innovate more,” he said.

Jayakumar Ramdass, chairman of the conference, said India exported pumpsets worth Rs. 411 crore in 2010-11 and Rs. 250 crore of it was from the Southern Region.

Exports had dipped in 2009-10 to Rs. 342 crore after registering pumpset exports worth Rs. 390 crore in 2008-09.

Frequent transfers of IAS officers in State departments concerning small industries are having an adverse impact on policy-making and its implementation, contend trade bodies in south Tamil Nadu

Tamil Nadu Small and Tiny Industries Association (TANSTIA) vice-president KR. Gnanasambandan told The Hindu here on Sunday that Commissioner of Industries and Commerce Department was changed five times since May.

Small Industries Department and Small Industries Development Corporation (SIDCO) have also had their top officials shifted constantly in the past few months,

The Facilitation Council, which comes under the Commissioner of Industries, arbitrated disputes between small scale industries and big corporations and State Government.

At the national level, the Tamil Nadu's council was recognised as a highly effective in settling cases for the past three to four years having a settlement rate much higher than national average.

However, the council has not even met for the last five months as its Convenor and Chairman was the Commissioner of Industries.

Other administrative problems were also cropping up as SIDCO had not allotted any land for the past one and a half years and it has also not determined ‘Land price fixation' for over two years.

“Tamil Nadu is a leader in small scale industries sector as with 6.75 lakh registered units, it has the highest SSIs in the country, the highest investment per unit (Rs. 7.38 lakh) and the highest employment per unit (6.5 persons).”

However, in output per unit, it was only Rs 30 lakh per unit behind the national average of Rs. 45 lakh.

Supportive environment

A supportive environment was needed and it would come only continuity in officials and policy, added Mr. Gnanasambandan.

Madurai District Tiny and Small Scale Industries Association (MADITSSIA) president V. S. Manimaran said that the small industries worked in a highly dynamic environment.

The departments concerned need officers who could take quick decisions, which would be possible only if they have been in the post for some time and are aware of the situation

“However, now what we are seeing is by the time an official understands the problems of small industries, the person is shifted out,” he added.

M.R. Rajendran, president of Kappalur Industrial Estate Manufacturers' Association, said that every time an official is transferred, the several vital processes such as issue of sales deeds, disbursement of subsidies and others slowed down.

“We have to explain issues all over again to the new officer and this results in considerable delay.”

TN lines up schemes to support handloom sector


The Tamil Nadu government has lined up several initiatives to expand the state’s handloom sector, which is one of the largest in the country and mostly cottage industry. The government would help the sector by developing clusters, group approach, and by providing financial and infrastructure assistance among others.

According to state government’s estimate, Tamil Nadu has 1,187 primary handloom weavers co-operative societies functioning as on March 31, 2011. These societies mostly exist in rural and semi urban areas.


The average annual production of different varieties of handloom cloth in the state is 125. 8 million metre and the sales transacted is to the extent of Rs 1,000 crore per year.

Of late, the industry has been taking a hit due to increased power cut, shortage of raw material and has been facing trouble in marketing their products.

In response to this, the state government has taken new initiatives including implementation of a centrally sponsored scheme, the Integrated Handloom Development Scheme, which aims at facilitating sustainable development of handloom weavers located in identified handloom clusters into a cohesive, self managing and competitive group.

The Centre has so far approved 52 clusters development programmes at a total project cost of Rs 34.82 crore, according to the state government. Officials from the department said the state government made a provision of Rs 10 crore for 2011-2012 for this programme.

The second initiative by the state government would be a group approach to help handloom weavers, who are not covered by clusters. According to the department’s policy note, a group should have preferably 10 weavers or more which can be in the form of self-help group or primary weavers cooperative society or other independent and individual weavers.

The government has sanctioned Rs 17.09 crore for 271 group approach projects and released Rs 13.06 crore. Under this scheme 13,621 weavers are getting benefits.

A provision of Rs 10 crore has been allocated in the Budget for the implementation of group approach scheme, said the note.

The Virudhunagar Mega Handloom Cluster under the Comprehensive Handloom Cluster Development Scheme aims to create infrastructural and production facilities such as warping unit, winding unit, common facility centres with modern dye house and marketing complexes etc.,

Around 29,000 handloom weavers in the six districts would be benefited under the scheme. The cluster is being implemented with Centre's share of Rs 70 crore, state government share of Rs 8.84 crore and beneficiaries contribution of Rs 8.84 crore.

The Centre has sanctioned Rs 48.02 crore being the first installment of central share and released Rs 5.99 crore for implementing the project.

One of the major issues faced by the the weavers is marketing, said the official. To address this, the government has proposed to give grant towards marketing incentive on the sale of handloom products to maintain price competitiveness in the market.

NOCL refinery to be ready soon

The 6-milllion tpa refinery of Nagarjuna Oil Corporation Ltd is on track for completion by December. The refinery is being set up at a cost of 7,160 crore at Thiruchopuram in Cuddalore district of Tamil Nadu in a joint venture with Tamil Nadu Industrial Development Corporation.

An additional investment of 2,500 crore is envisaged for setting up a captive port, storage tanks, power plant, and a marketing terminal. The refinery will have a captive port including single-point mooring for crude oil handling in very large crude carriers and a jetty for finished product handling. The refinery will have a berth to handle ships of 50,000- 60,000 tonnes. Since the depth near the berth is around 4 metres, large ships will be anchored away from the coast and the crude will be transported through submarine pipes.

Besides, NOCL has also begun preliminary engineering work for expanding the capacity to 15 million tpa. The expansion, requiring an additional investment of 12,000 crore, is to be completed by 2015.

Common facility centre for MSMEs in 2 years

A total of 240 common facility centres (CFC) will be operationalised in India within the next two years, a top official has said.

Each CFC will have a common infrastructure to support a cluster of at least 20 small-scale industries, Micro, Small and Medium Enterprises (MSME) Development Institute Director, Mr S. Sivagnanam, told reporters yesterday at Erode.

He was addressing the MSME Conclave 2011 organised jointly by the MSME Development Institute and Confederation of Indian Industry, Erode Chapter.

The Centre will provide a 70 per cent subsidy towards the total project cost, subject to a cap of Rs 15 crore, and the rest will be shared between the State Government and the beneficiary.

In Tamil Nadu, 35 upcoming CFCs for rice mills and coir unit clusters will come up near Kangeyam and Bhavani. A separate CFC for a wet grinder unit cluster has been formed in Coimbatore.

Erode District Collector Mr V.K. Shanmugam inaugurated the conclave.

TN to release ICT policy soon


The much-awaited Information Communication Technology (ICT) policy 2011 of the new state government may be released in third week of December at an ICT event in the city.

The government in its budget had promised a new investor-friendly policy facilitating growth of software and hardware industries in the state with special focus on attracting investment in the computer hardware sector.

“Traditionally, the government has been announcing its ICT policy in the Connect series and we hope it will happen this year too,” said Mr S. Mahalingam of chairman of the 11th edition of Connect 2011, an ICT event of CII with Tamil Nadu as a partner.

This year the conference will be held on December 20 at the Chennai Trade Centre. Software exports of the state have grown to $8.9 billion in 2009-10 with a CAGR (compound annual growth rate) of 31.2 per cent, second only to Karnataka.

This growth has been possible owing to factors such as good education institutions, people with right orientation and the broadband availability in the state, Mr Mahalingam said.

This has also fostered numerous small and medium enterprises to come up in the state and this will be the focal theme of the latest event, he added.

With the Government of India wanting the software services sector to grow more than three times to $300 billion by 2020, and Tamil Nadu emerging as the preferred destination for software services providers, BPOs and hardware makers, the meet will focus on emerging technologies and opportunities, developing eco system leading to innovations and physical & digital Infrastructure.

Suzlon Energy plans production facility near Madurai

Suzlon Energy, the largest wind energy producer in the country, is planning to establish a production facility near Madurai.

Giving effect to one more announcement made in the State Assembly, Chief Minister J Jayalalithaa on Thursday accorded administrative sanctions for a number of measures for efficient functioning of over 45,000 anganwadis. This, besides filling 28,596 vacancies in noon-meal centres and anganwadis so that holistic development of children between the age group of 0 and 6 years, pregnant and lactating mothers and adolescent girls, all numbering 28 lakh, can be ensured.

Apart from these, to ensure efficient functioning of noon-meal centres and anganwadis, 4,373 posts of noon-meal organisers, 5,717 cooks in noon-meal centres, 6,703 posts of assistants to cooks, 4,689 posts of anganwadi workers and 7,114 posts of anganwadi assistants will be filled immediately.

The CM said the infrastructure facilities at the 17,821 anganwadi centres would be improved at a cost of `47.61 crore, under the Integrated Child Development Scheme (ICDS). Further, 43,345 centres would be provided with power connections and lighting and electric fan facilities so that children and other beneficiaries in the centres could spend comfortable time, both during summer and winter.

The government would spend `27.21 crore towards this. Children-friendly toilets would also be constructed.

Efforts would be taken to make the Electronic Corporation of Tamil Nadu (Elcot)-sponsored Information Technology Parks (IT Parks) at Madurai operational before end- December, said Mr K.A.Senkottaiyan, Minister for Information Technology, here on Friday.
Participating in an interactive meeting on ‘Roadshow of IT Parks in Madurai', he exhorted the entrepreneurs to make effective use of the facilities and assured to take up with the Chief Minister on fulfilling their needs, including certain regulations stipulated by the Central Government in using the facilities.
He said that efforts would be taken to make the IT Parks at Illanthaikulam in the outskirts of the city and at Vadapalanji near Madurai-Kamaraj University operational before end-December.
The aim of the government is to provide the facilities and employment within the State for the IT companies and professionals, instead of their migrating to Bangalore and Hyderabad, he added.
Mr Sellur K.Raju, Minister for Co-operatives, urged the participants to come out with their suggestions to make the best and effective use of the facilities. The District Collector, Mr U. Sagayam, said that the environment has become conducive to start using the facilities and it was time for big companies to start thinking of setting their shops in Madurai and assured all help from the District Administration.

Labour shortage in Chennai is driving auto-parts maker MM Forgings to shift a part of its machining processes to tier-II cities in Tamil Nadu.

The company's manufacturing plant in Chennai is located at Padappai – 3 km from the auto manufacturing hub of Oragadam. When MM Forgings set shop here in 2002, it was one the few settlers in the area. Today, Oragadam is home to over 400 companies.

This exponential growth has triggered a labour crisis, especially at the shop-floor operation level, says Mr Vidyashankar Krishnan, Managing Director, MM Forgings.

“Growing labour demand and higher wages elsewhere is causing attrition which in turn is causing availability issues,” says Mr Krishnan.

“We need 250 people at the machine shop. But every month, we see people leaving in double digits. The machinists are particularly in demand, as the skill is generic across most manufacturing industries. Someone running a CNC machine here can run it elsewhere for any company,” says Mr Krishnan.

While the company has managed the situation by recruiting on the spot, this brings down skill levels, while rejections go up. “It takes nearly a month to substitute people and train them too. All this hits production and in the long term, quality.”

In the last 2-3 years, wages have gone up by 30-40 per cent in the auto/component industry in the Chennai region.

“Today, CTC on casual labour is Rs 250 a day. It is difficult to compete with a Nissan or Bharat Benz on wage rates.”

For the last six months, MM Forgings has been moving machining related processes to its other plants in Tiruchi (Viralimalai) and Madurai, where labour is more stable and quality better. In the next few months, it plans to shift 10-20 per cent of its processes from Chennai.

“In Tiruchi and Madurai, we get people who are natives. Whereas, in Chennai, it is largely migrant labour from Orissa and Assam,” says Mr Krishnan.

MM Forgings' three plants employ 2,000 people in total (700 in Chennai).

TN to soon become first state with 3 Coast Guard air stations


Tamil Nadu will soon become the first state in the country to have three Coast Guard air stations, a senior Coast Guard official today said. "The Coast Guard is planning to build two Coast Guard stations in Tuticorin and Puducherry, in addition to the existing station in Chennai. Once we set up air stations in Tuticorin and Puducherry, Tamil Nadu will be the first state in the country to have three Coast Guard air stations," Inspector General Satya Prakash Sharma, Regional Commander, Coast Guard Region (East) told reporters here. Sharma spoke to the media after delivering the inaugural address on 'National Objectives - Strategic Imperatives in the Far East' at the Seafarer's Club here. The Coast Guard has placed orders for 12 aircrafts with the Hindustan Aeronautics Limited, he said. The government of Tamil Nadu has provided 50 acres of land adjacent to the Tuticorin airport for building an air station, while negotiations are in the final stages with the government of Puducherry, he said. "As of now, the Coast Guard is using INS Parundu - the naval air station near Ramanathapuram for emergency". Though the Coast Guard will be decommissioning six ships from its Eastern fleet - ICGS Avvaiyar, ICGS Habba Khatun (by December end of early January 2012), ICGS Rani Jindan, ICGS Vikram, ICGS Chandbibi and ICGS Ramadevi, it would have a full fleet by December 2012, he said. "Temporarily, the strength (of ships) will come down from 28 to 22 but then we will have a full fleet by December 2012 as every three months ships will be rolling out."

Jaya steps in to pep up agriculture

Agriculture, which continues to be the predominant player of State economy, has always been a pet sector for Tamilnadu Chief Minister J Jayalalithaa.

Proving this once again, she made an announcement today that as many as 400 cooperative societies across the State will receive Rs 20 lakh each from the State government, and Rs 80 crore has been allotted for the purpose. The funds will be used to procure agriculture machinery.

TN sanctions Rs 1,450 cr worth urban infrastructure projects

The Tamil Nadu Government has approved a number of projects totalling over Rs 1,450 crore to upgrade urban infrastructure.

According to an official press release, the Government has approved an Rs 500-crore project metropolitan development scheme for Chennai and its suburbs, Rs 750 crore for other corporations and municipalities as part of an integrated urban development scheme and Rs 200 crore for road infrastructure.

At a review meeting of the Ministry of Municipal Administration and Rural Development, the Minister, Mr K.P. Munusamy, has urged the officials to expedite these projects and complete them on schedule, the release said.

In addition under the Jawaharlal Nehru National Urban Renewal Mission over Rs 6,648 crore will be spent on urban infrastructure development, Rs 1,414 crore as a part of the Tamil Nadu Urban Development Scheme, Rs 839 crore through funding from German Development Bank and the Japan International Cooperation Agency and other funding agencies to set up a range of infrastructure including water supply, drainage, roads, public transport, municipal solid waste management and education facilities.

Details on what Prime Minister Manmohan Singh said today at the Science Congress.

Noting that India's position in the field of science has been overtaken by China, sought an increase in spending on scientific research to at least two per cent of GDP and enhanced contribution from industry.

"As far as resources are concerned, the fraction of the GDP spent on R&D in India has been too low and stagnant," he said inaugurating the 99th Indian Science Congress in Bhubaneshwar.

"Over the past few decades, India's position in the world of science had been declining and we have been overtaken by countries like China. Things are changing but we cannot be satisfied with what has been achieved. We need to do much more to change the fate of Indian science," Singh said.

He said the aim should be to increase the total R&D spending as a percentage of the GDP to two per cent by the end of the 12th Plan period from the current level of about 0.9 per cent. Cross posting : NEW DELHI: L&T Construction today said it has bagged new projects worth Rs 2,056 crore across various categories in the last month.

Of these projects, two orders worth Rs 1,262 crore in the water and effluent treatment segment was bagged by the company, L&T Construction said in a statement.


"One order has been secured from the Tamil Nadu Water Supply and Drainage Board for combined water supply scheme at various locations in Madurai, Sivagangai and Vellore districts in Tamil Nadu," it said.

Another order was received from Raipur Vikas Pradhikaran by the firm for constructing water pipelines, water supply and other associated works at Raipur, it added.

In the buildings and factories category, a Rs 388-crore project was bagged by L&T Construction for constructing residential towers.

"In the rail infrastructure segment, new orders, including additional orders aggregating Rs 406 crore has been grabbed form various clients. This include a major order for construction of a viaduct...from Rail Vikas Nigam Ltd" the statement said.

Details on what Prime Minister Manmohan Singh said today at the Science Congress.

Noting that India's position in the field of science has been overtaken by China, sought an increase in spending on scientific research to at least two per cent of GDP and enhanced contribution from industry.

"As far as resources are concerned, the fraction of the GDP spent on R&D in India has been too low and stagnant," he said inaugurating the 99th Indian Science Congress in Bhubaneshwar.

"Over the past few decades, India's position in the world of science had been declining and we have been overtaken by countries like China. Things are changing but we cannot be satisfied with what has been achieved. We need to do much more to change the fate of Indian science," Singh said.

He said the aim should be to increase the total R&D spending as a percentage of the GDP to two per cent by the end of the 12th Plan period from the current level of about 0.9 per cent. "This can only be achieved if industry, which contributes about one third of the total R&D expenditure today, increases its contribution.I believe public sector undertakings especially in the engineering sector should play a major role in this expansion," he said.

Virtual makeover for Tamil Nadu govt

The Tamil Nadu government is in the final stage of launching cloud computing to make its websites and online services faster and more efficient. Currently, the government depends on private agencies to maintain websites. With cloud computing, a state data centre will take care of the services and websites of government departments.

The data centre is being set up by the Centre for Developing Advanced Computing, under the communications and information technology ministry, which will also maintain it.

Cloud computing is a technology that uses the internet and remote servers to maintain data and applications . Essentially, all government data and services will be stored virtually, instead of on different internal networks. Government employees will have to use just one web-based application, like Internet Explorer, to work on delivering services like issuing certificates.

For users, it will mean sites loading faster. For instance , last year, when the employment exchange tried to register applicants on its website, the system crashed as it could not handle the heavy user traffic. A senior government official said with the new system, this would not happen, since all data would be stored on remote servers that make use of the internet and hence, be able to handle user traffic.

"The school education department could make use of this system to facilitate renewal of certificates and correction of marksheets online," the official said. "We are in the final stage of the design and the service will be available to government departments soon," he said.

"We spend several crores on maintenance of government websites and online services. With the new system, departments can put all forms such as public service commission applications online. We will not have to worry about websites hanging if too many people access them at the same time," said a senior official from Electronics Corporation of Tamil Nadu (ELCOT).

He said that many private educational institutions , including SRM University and Sastra University , were shifting their administrative and academic functions to cloud computing platforms.

"Apart from just using it to download application forms, college authorities can manage the entire admission process and academic programmes with cloud systems. Cloud computing can also be used to speed up teaching online," said the official.

The Jammu and Kashmir government earlier implemented cloud computing for public services. In Tamil Nadu, land revenue, birth and death certificates are available online.

E-bill to give fillip to TN's pioneering efforts

The implementation of the Electronic Delivery of Services Bill 2011, tabled in the Lok Sabha last week, is expected to simplify administration in Tamil Nadu. The state has been a pioneer in the field of egovernance in the country.

The health department, among the best in the state in e-governance initiatives , already has a patients' database that can be accessed from any government hospital or health centre.

The "state has already implemented major objectives of the new bill," said former state IT secretary Santhosh Babu. Under the new bill, a lot of government information will be in the public domain and services delivered online.


The selected data or documents are to be published within "180 days in public domain and those failing to do so will face penalties up to 20,000," said Babu, who took major initiatives, including the introduction of rural BPOs, when he was director of Electronics Corporation of Tamil Nadu (Elcot).

Senior state IT department officials say the bill will ensure effective implementation of various online services. "This is similar to RTI Act. Still, some departments are reluctant to make their offices paperfree and digitise operations," said a senior IT department official.

An IT expert with the National Informatics Centre said the commercial tax department, the employment directorate and the agriculture department were among the best examples of e-governance services.

"Tamil Nadu started it five years ago. But there are road blocks in many departments. With this bill, departments like education and health can become more accessible to the public. Corruption in transfers of government staff and admissions in colleges and universities can be stopped by making the entire data transparent and putting it in the public domain," he said.

A consultant with ELCOT said they had already set up hundreds of computer training centres across the state.

"In Chennai alone, we have facilities for training 300 people at a time. There are training centres at every district headquarters and nearly 20,000 government employees have undergone advanced training," he said.

While the Mullaperiyar dam row continues to engage Tamil Nadu, the state has quietly geared up to put its dams through a major makeover. The seven-month-old AIADMK government received a boost with the World Bank sanctioning Rs 745 crore to carry out physical and technical improvements to 104 dams in the state.

Tamil Nadu, among the four states identified, has inked a deal with the bank officials after the Union cabinet recently approved it. Tamil Nadu had sought the World Bank assistance for sprucing up its dams almost a decade ago. With a little pressure from the state, the international funding agency has finally sanctioned the funds, said sources. While Kerala too received an assistance of Rs 280 crore to spruce up 31 dams, Madhya Pradesh got Rs 315 crore to repair 50 dams and Orissa Rs 148 crore.

In the initial phase of the six-year programme in Tamil Nadu, 18 dams, including Manimuthar, Kudumudiyar in Tirunelveli, Poigaiyur in Kanyakumari and Kodaganar near Kodanad, will be taken up. The project is aimed at improving the ability of dams to withstand higher inflow, repairing damaged spillways and downstream spillway channels, and strengthening the structure. Structural strengthening of dams to withstand strong earthquakes and improving internal and external drainage systems are also on the cards.

“The World Bank funds 80% of the project cost and the rest is borne by the state government. The one-time funding will help set right all the deficiencies in our dams,” said a senior government official. The authorities hope to receive the first round of funding in the coming fiscal. The programme is likely to begin in June. As a pre-requisite to any dam project, the PWD has already obtained technical clearances from the Central Water Commission, sources said. Of the 127 dams in the state, as many as 66 maintained by the PWD have been chosen for improvements.

These include Vaigai and Sothuparai in Theni, Pechiparai in Kanyakumari, Bhavanisagar in Erode, Aliyar in Coimbatore, Mettur in Salem and Amaravathy in Tirupur. Even Parambikulam and Thunacadavu dams in Palakkad in Kerala have been chosen for improvement. Water from these dams is drawn by Tamil Nadu for irrigation in a few districts in the western belt.

On its part, the TNEB will take up strengthening works in 38 dams, including Pykara and Upper Bhavani in Nilgris district, and Kadamparai in Coimbatore, where there are hydel power projects. Agriculture engineering department will also take up works on retaining walls and desilting in the catchment areas of Krishnagiri dam and Kundah reservoir.

“The state allocates only Rs 10 lakh annually for strengthening each dam. But this funding will help upgrade dam safety instrumentation like pore water pressure gauges, automatic water level recorders, data loggers and climate stations, and to monitor and record structural behaviour, displacements, seepage and related hydro-meteorological and seismic factors to forewarn dam operators of possible risks,” sources said.

TN allocates Rs 20.20 crore for developing human resources

Announcing various initiatives for the labour sector, Tamil Nadu government Thursday allocated about Rs 20 crore, including Rs 40 lakh towards establishing an institute to create trainers and create a Tamil Nadu Skill Registry.

Chief Minister J Jayalalithaa allocated Rs 20.20 crore for this purpose while recognising the fact that labour development was key to economic growth, a government release here said.

Around 50,000 unemployed youth and students of Government and aided Arts and Sciences Colleges will be covered under different skill development and softskill training programmes, the release said.

Further, a training centre 'of international standards' will be constructed with private participation to impart training in areas pertaining to air and shipping industries and the manufacturing sector, it said.

Jayalalithaa also announced increasing monthly financial assistance from Rs 250 to Rs 500 for former child labourers now pursuing education, which will benefit 317 persons and incur a sum of Rs 19.02 lakh on the government, the release said, adding these measures would help in developing the state's human resources.

Centre sanctions Rs.625-cr interim relief for TN, Puducherry

Prime Minister Manmohan Singh on Tuesday announced an interim relief of Rs. 500 crore and Rs. 125 crore for cyclone-affected areas of Tamil Nadu and Puducherry respectively.

“The interim relief based on the preliminary reports is Rs. 500 crore for Tamil Nadu and Rs. 125 crore for Puducherry which were affected by cyclone ‘Thane’ in the last week of December,” a Prime Minister’s Office spokesman said here.

Cyclone ‘Thane’ had hit the Tamil Nadu coast and the neighbouring Union Territory of Puducherry on December 30 causing damage to life and property.

A Central government team is currently visiting the affected areas and will submit its report on the basis of which a final relief, as may be admissible, will be sanctioned, he said.

The worst-affected district in the Tamil Nadu is Cuddalore, which accounted for 39 of the 46 deaths in the state due to the cyclone.

The inter-ministerial team deputed by the Centre had on Monday met state officials to assess the damage.

Chennai: Tamil Nadu Chief Minister J. Jayalalithaa Tuesday said her government would shortly come out with a new, investor-friendly industrial policy that will aim at balanced and sustainable growth.

She made the announcement at a meeting with a Japanese delegation led by Economy, Trade and Industry Minister Yukio Edano after signing of a Memoranda of Understanding (MoU) between Japan External Trade Organisation (JETRO) and Singapore company Ascendas on one side and the Tamil Nadu Industrial Guidance and Export Promotion Bureau on the other for setting up of an integrated industrial township at an outlay of around Rs.3,500 crore.

Assuring the delegation of her government's full support to the existing and new units from Japan, she said proactive steps are being taken towards making Tamil Nadu regain its top position in the country.

Expressing her happiness that 35 percent of Japanese industries in India are located in Tamil Nadu, Jayalalithaa said the state, apart from housing companies like Toshiba, Nissan, Mistubishi, Komatsu and Asahi Glass, also has several small and medium sized industries from Japan.

She said the state has set up a joint working committee (JWC) to evolve a new framework of dialogue on issues like social developmental, cultural and educational exchanges, improvement of investment climate and business environment including infrastructure.

With the Japanese industries expressing their concern about the poor infrastructure in the Ennore area, Jayalalithaa said the state highways department is undertaking a study to form a separate road called the Northern Port Access Road.

The Ennore Port authorities are also taking steps to complete the dredging work expeditiously, she added.

"Developing the infrastructure and improving the connectivity between Chennai and Bengaluru are high on the agenda of both the State and Central Governments. A Comprehensive Integrated Master Plan will soon be drafted to work on it," she said.

Another MoU was signed between Tamil Nadu Industrial Guidance and Export Promotion Bureau and JETRO for setting up a business support centre here to support Japanese companies planning to invest in the state.

Five companies, including two from Germany having presence in India, have qualified for price bid opening stage to supply ‘tamper Proof’ High Security Registration plates to be used in all vehicles in Tamil Nadu.

German companies Shimnit Utsch and EHA Hoffmann GmbH through their India operations; Agros Impex and RPP-Infra Projects – both of New Delhi - and Consortium of CELEX Technologies of Chennai have qualified for the project. The Union Transport and Highways Ministry initiated this all India project in 2001.

The project is to ensure uniformity in size, colour and specifications of the plates all over India, to all types of vehicles being registered/already registered. The plates will bear letters “IND” in blue colour on the extreme left centre.

Gamesa opens wind turbine blade factory in India

Gamesa has opened a wind turbine blades factory in India to supply the G5X-850 kW and G9X-2.0 MW wind turbines.

The wind turbine blade plant in the city of Vadodara, Gujarat, is currently staffed by 157 employees and is forecast to reach production capacity of 390 blades in 2013.

Gamesa invested €25 million to commission the wind turbine blade facility, which has already produced its first blade for the G5X-850 kW turbine.

The blade factory will primarily supply India's northern states, including Gujarat, Rajasthan, Madhya Pradesh and Maharashtra, which offer promising wind energy potential.

“This marks another step towards cementing our manufacturing base in India, where we are also implementing our best technology and practices in wind turbine production,” says Gamesa India Chairman and Managing Director Ramesh Kymal.

Gamesa recently boosted its manufacturing presence in India with a tower factory built through the Windar Renewable Energy joint venture, in which Gamesa owns a 32% stake. The facility will employ 50 workers by the end of the first quarter of 2012.

Nacelle plant planned

The wind turbine blade plant is part of a €60m investment Gamesa announced in March 2011 to strengthen the company’s manufacturing base in India in order to tap rising demand in the country's wind energy market.

Gamesa will round off this investment plan in India by building a new factory in Tamil Nadu state to produce nacelles.

In the third quarter of 2011, India accounted for 20% of the MW sold by Gamesa worldwide.

Tamil Nadu announces 'Integrated Urban Development Scheme'

To improve basic infrastructure facilities in cities and urban areas in the state, Tamil Nadu government today decided to start a scheme at a cost of Rs 6,653 crore.

Under the "Integrated Urban Development Scheme", basic infrastructure, including drinking water, sewage water removal, health, rain water drainage, roads and streets, solid waste management, parking facilities and parks will be improved in corporation and townships at a cost of Rs 5,890 crore, an official release said.

Funds to the tune of Rs 763 crore was allocated to improve infrastructure in town panchayat areas, it said.

In the first phase, urban areas including corporations and municipalities as well as town panchayats will be improved at a cost of Rs 757.28 crore, it said.

Funds of Rs 506.48 crore - including Rs 30.50 crore for storm water sewage, Rs 58.80 crore for drinking water, Rs 145.11 crore for mending roads and lay new roads, Rs 88.96 crore for rain water drainage, Rs 124.54 crore for solid waste management, Rs 58.57 crore for streetlights has been allocated for infrastructure in cities and towns.

As for rural areas like town panchayats in the first phase, Rs 250.80 crore, including Rs 9.67 crore will be allocated for laying storm water sewage, Rs 34.92 crore for drinking water, Rs 108.15 crore for restoring old roads and laying new roads, Rs 45.69 crore for rain water drainage, Rs 52.37 crore for solid waste management, it added.

Intending to cater to the drinking water needs of Chennai city, Chief Minister Jayalalithaa ordered to lay pipes with a width of 2,000 mm between Chembarambakkam reservoir and Poonamallee Bye Pass Road junction at a cost of Rs 41.35 crore.

Laying of pipeline for a total length of 6.5 km will help the total capacity of 530 million litre at Chembarambakkam water treatment plant be supplied to the city.

இதனைக் கருத்தில் கொண்டு, முதல்வர் ஜெயலலிதா தலைமையிலான அரசு “ஒருங்கிணைந்த நகர்ப்புற வளர்ச்சித் திட்டம்” என்ற ஒரு திட்டத்தினை துவக்க முடிவு செய்துள்ளது.

இத்திட்டத்தின்படி, நகர்பகுதிகளில் அடிப்படை வசதிகளான குடிநீர், கழிவு நீர் அகற்றல், சுகாதாரம், மழைநீர் வடிகால், சாலைகள், தெருக்கள், திடக் கழிவு மேலாண்மை மற்றும் வாகன நிறுத்துமிடம், பேருந்து நிலையம், பூங்காக்கள் போன்ற அனைத்து அடிப்படை வசதிகளையும் ஏற்படுத்த மாநகர் மற்றும் நகராட்சிப் பகுதிகளுக்கு 5,890.12 கோடி ரூபாயும், பேரூராட்சிப் பகுதிகளுக்கு 763.91 கோடி ரூபாயும் என மொத்தம் 6,654.03 கோடி ரூபாய் அளவுக்கு பணிகள் மேற்கொள்ளப்பட முதல்வர் ஆணையிட்டுள்ளார்.

Tamil Nadu to computerise commercial taxes dept

he Tamil Nadu government on Tuesday announced it would fully computerise the activities of its commercial taxes department at an outlay of Rs 230.96 crore to provide transparent governance as well as improve tax compliance.

In a statement issued here, Chief Minister J. Jayalalithaa has ordered computerisation of all activities of the commercial taxes department owing to the growing number of transactions and also improve its productivity. Presently only the basic functions are computerised. The total mechanisation is expected to be completed in 14 months time.

The government will also set up a 24-hour call centre to provide information asked by the tax payers to reduce the personal interaction between the businessmen and the department officials. It has also decided to train all the employees of the commercial taxes department on operating the computers and also educate the tax payers about computerisation and its benefits.

According to the government, the computerization would enable seamless audit of the transactions and networking with other departments and simplification of the procedures. A high-level monitoring committee, chaired by the chief secretary, has been formed to oversee the computerisation process.

The very purpose of NREGS is to save unskilled labour from exploitation. Farmers and now Industrialists want the clock back. Rs 100 per day for 100 days for the very poor is attracting so many evil eyes.

My cousin is involved in this bogus scheme and in the last two years his asset had multiplied by more than 2000%. I have seen how this bogus scheme works, come to work, sign in, have vada and tea sit there for an hour or two, sign out and you will be paid 70% of your day's salary. Then most of these population, GPS directed route is TASMAC. some goes to other jobs. Some goes and sleep because he gets free house with free land, free electricity, Money for marriage, money for giving birth, free insurance, cheap rice/dal, free TV, free cycle. The only free scheme missing is money for dying naturally. Basically someone can get married, have kids enjoy life without necessarily working hard.

I don't understand the concept of unskilled workers. so they are unskilled doing some shabby jobs which doesn't add value to the economy. Why cant the central/state government spends all these in to a constructive manner and make them work for their money. There are plenty of jobs in our country today. Why cant the NREGS scheme implemented like the one in Kerala? Its very difficult for people to fell the pain when farming cost of labor is Rs 350 for male and Rs 250 per female / for 6 hours. This is apart from their daily NREGS wages and NREGS work hours which is basically 2 hours/day.

Four states line up Rs 10k crore for ports

Four states - Andhra Pradesh, Kerala, Tamil Nadu and Gujarat - have approached the Centre with proposals to invest at least Rs 10,000 crore in developing ports, signalling an end of standstill in the sector that has been dogged by environmental and security concerns.

While Andhra Pradesh has proposed four sites, Kerala, Tamil Nadu and Gujarat have suggested one site each. "Expert teams have been sent to examine the sites and they will soon come up with their report. We have to consider the availability of land, dwarf, commercial viability and cargo supply from the hinterland," shipping secretary K Mohandas told reporters.

Andhra Pradesh, with its time-bound single-window mechanism, supported by legislation, has considerably eased the burden of businesses, while Tamil Nadu tops in the promotion of industrial clusters. The large automotive cluster in the State is among the top 10 in the world, says a FICCI report.

The report, brought out in partnership with management consultancy Bains & Company, identifies best practices and high-impact reforms implemented across seven major states along 12 key factors and arrives at actionable recommendations for implementing similar reforms in other States.

The States reviewed are Andhra Pradesh, Gujarat, Karnataka, Maharashtra, Rajasthan, Tamil Nadu and West Bengal.

The report, released on Wednesday, is part of the Federation of Indian Chambers of Commerce's ‘Empowering India' project.

“In the next phase we hope to expand our coverage to the remaining major states as well, and thereafter bring the entire country under the project fold,” said Mr Harsh Mariwala, President, FICCI, in a release.

The report found Gujarat emerging as one of the leaders in land acquisition because of a transparent policy, as well as a more effective process enabled by its computerised land bank system.

Karnataka, too, was commended for introducing reforms in property registration with a computerised process and ‘anywhere' registration across major urban areas. The State has also simplified the process of obtaining construction permits by introducing a provision for online submission of building plans in Bengaluru.

Recent initiatives by Maharashtra to improve the administration of labour laws include introducing an online labour management system.

The report also showed that Rajasthan handled its power situation effectively to reduce deficit, with significant thrust on alternate sources of energy. West Bengal, too, launched a single-window system, including a common application form, which cuts down the application form from 99 pages to seven.

The report and its recommendations were developed after seeking perspectives from the government and industry through 180 interviews and a survey of 75 FICCI members.

TN to launch Rs 6,650-cr urban development project

Chennai: The Tamil Nadu Government has announced a Rs 6,654.03-crore (USD 1.3 billion) integrated urban development mission to upgrade basic infrastructure in major cities and towns.
According to an official press release, the project to be implemented in the city corporations and municipalities to upgrade drinking water supply, drainage, sewerage, solid waste management, parking facilities and public transport infrastructure in line with the increasing urbanisation in the State.
According to the 2011 Census, 48.45 per cent of the State's population is living in urban areas and in the next two decades this will increase to 67 per cent.
The Government will spend Rs 5,890.12 crore to provide these facilities in major cities and towns, and Rs 763.91 crore in town panchayats. (There are 10 city corporations, 148 municipal towns and 559 town panchayats in the State.)
Drinking water supply
In the current financial year, the State Government has sanctioned Rs 757.28 crore including Rs 506.48 crore for cities and large towns and Rs 250.80 crore for town panchayats, the release said.
To increase the drinking water supply to Chennai and fully utilise the 530-million-litres a day capacity of treated water available from the Chembarambakkam water treatment facility, an additional two-metre diameter pipeline will be laid over a 6.5-km up to the Poonamallee bypass junction from Chembarambakkam.
The Government has earmarked Rs 40 crore for the project.

Intially it was like that, they had a chance to OB-adichify around and pass the time without any work done.

Now a days they are given a specific quantity of job to finish and most hard-working people start early in the morning, finish their job and they go to the regular farming job. This is what I heard from a couple of landlords (mirasuthaarars) in Cuddalore, Villupuram districts.

Leading tyre maker MRF, which is preparing to launch its eighth tyre facility in the country this year, has hinted at an intensifying competition and possibly an over-capacity scenario in the Indian tyre market in the coming months after the entry of global OEMs. Despite favourable demand outlook, the company expects the pressure on margins to continue due to inverted duty issues.

“With strong financial fundamentals, the economic situation in India, though volatile, is far better and conducive to robust growth than other major markets such as the US and Europe. With growth all around, foreign investors will prefer to invest in India rather than China, which relies heavily on exports to the advanced countries. Foreign tyre companies will enter the Indian market and invest more. This development will intensify competition and could also cause a glut in the Indian market,” the company, which follows October-September period as its accounting year, has said in its latest annual report.

While the demand outlook for tyres appears favourable with 8-10 per cent annual growth forecast, the pressure on margins will continue unless the cost issues are addressed. Most tyre companies are planning capacity expansions especially in the truck radial segment and this development will fuel competition in this segment and the tyre industry in general. The government should study the inverted duty issue and take corrective action by providing a level playing field to the tyre industry. Despite several representations to the government, the inverted duty issue is yet to be resolved.

The threat of imports, especially from China would further increase and can put the Rs 30,000 crore domestic tyre industry under pressure in view of the move to remove the anti-dumping duty, it added. For the year ended September 30, 2011, MRF achieved a turnover of Rs 10,637 crore. With a growth rate of 23 per cent over the previous year, exports stood at Rs 823 crore, driven by heavy commercial vehicle segment.

The company reported strong growth across segments barring passenger car category. In the heavy commercial vehicle segment, which is the largest segment, the growth was 11 per cent over the last year. In the motorcycle and scooter segments, the increases were significant at 14 per cent and 24 per cent respectively. The farm group, production increased in the tractor (front) group by 8 per cent and 21 per cent in the tractor (rear) categories. However, passenger car tyre sales recorded an increase of five per cent.

MRF’s Tiruchi plant is to commence its operations in the next few months with an initial capacity of 3.5 lakh truck and car radials a year.

INSTANT COFFEE EXPANSION

Tata Coffee, which makes and exports instant coffee and plantation coffee, plans to invest $10 million to increase its instant coffee capacity by 2,000 tonnes from the 6,500 tonnes, Kumar told Reuters.

"We will be adding capacity at our existing plant near Madurai... It should be operational by the third quarter of the next financial year," he said. Madurai is in the southern India state of Tamil Nadu, near where they also have plantations.

Tata coffee exports 60 percent of its instant coffee to Russia and the rest to Singapore and Japan. Instant coffee division contributes about 50 percent to its revenues and the company expects robust demand for instant and plantation coffee in FY13, despite sluggish consumer demand globally.

India, the world's fifth biggest producer, accounts for only 4.5 percent of the world's output, but exports 70-80 percent of its produce.

"Our orderbook for the fourth quarter is full and we have been receiving good orders for the first quarter of next year," Kumar said. The nest fiscal year stars in March, 2012.

However, Tata Coffee sees demand for its U.S. coffee brand, Eight O' Clock Coffee, which has been hurt by rising raw material costs in the current quarter and the last, to improve as commodity costs have begun to ease.

Tata Coffee on Wednesday saw its consolidated net profit fall 34 percent to 215.1 million rupees ($4.27 million) in Oct-December

Shares of the company ended 0.97 percent up at 865.95 rupees in a firm Mumbai market on Thursday that closed at a 6-week high.

Jaya allocates Rs. 380 cr for upgradation of Nagapattinam port

The Nagapattinam Port in Tamil Nadu would be upgraded as an all-weather, deep-water green field port at a cost of Rs. 380 crore, Chief Minister Jayalalithaa said today.

"In the first year of its operations after upgradation, the port can handle 10 lakh tonnes of cargo which will yield a revenue of Rs. 20 crore," a state government release here said.

The port would be developed on Public-Private-Partnership (PPP) mode and will have facilities for direct berthing and in its 25th year of operations, it can handle 60 lakh tonnes of cargo annually, paving the way for a revenue-generation of Rs. 120 crore, it said.

Jayalalithaa made the allocation acknowledging the fact that ports play a vital part in a state's economic and industrial growth, the release said adding the development of the port will en sure employment in nearby areas besides benefiting industrial units located in the region.

TN people are not greedy for more and very contended. the govt is providing Food and shelter also it is providing some money for cutting and side dish ( NEGRA) . So why work and strain the body. I attended a public debate ( organised by a Non political Non TN forum) a few years back which was on " Govts / Ruling Parties - Deliberate Designs / measures to make people dud"

One senior man - from MIDS, I think - gave chronologically how it all started in TN and how it is practiced.

It started during the late Congress regimes in the 70s, made into a finer form by DMK & ADMK Govts and how they are reaping the benefits.

All forms of opposition to this - whether media, NGOs, social orgs are systematically decimated.

Now the other Govts in India incl CG have taken the cue and trying similar measures.

TN seems pioneer in this.

Earlier it used to be Dramas & Films and it is TASMAC & NREGS and the like.

By April, new vehicles hitting the city roads will come with high security registration plates (HSRP). The existing vehicles would also have to comply within two years.

A senior Transport Department official said that a schedule is being drawn and each vehicle owner would be given a specific date to visit their respective Regional Transport Office (RTO) for replacing the existing number plates with the HSRP.

The move to introduce the high security registration plates has been under review since 1989. After the Supreme Court criticised the State governments in September last year for the repeated delays in implementation, most of the States floated tenders for the project. The Supreme Court on Friday set a deadline of March 31.

In Tamil Nadu, five entities have prequalified, based on a set of technical criteria, and the financial bids were opened last week. The Transport Department official said that an evaluation is being carried out and the company that will implement the project will be announced shortly.

Based on the experience of other cities, the new embossed high-security plates are expected to be available for around Rs.300, which would have to be paid at the time of registration.

While the scheme would be implemented throughout the State, a pilot implementation would happen in a few RTOs in Chennai first. Eventually embossing/fixing stations would come up within the premises of all the RTOs and unit offices in the State.

The official said that the number plates would have features such as a laser hologram and a non-removable/non-reusable snap lock to prevent counterfeiting and duplication.

Any attempt to remove or replace the number plate will damage the snap lock making it impossible to install any other number plate in the vehicle.

All plates would also have a unique identification number and can be tracked all across India, the official added. It would also eliminate the problem of fancy number plates.

CM launches govt initiatives worth crores of Rupees

Tamil Nadu chief Minister Jayalalithaa today launched a series of government initiatives across the state worth crores of Rupees, through video conferencing from Chennai. Among those projects launched by her include the Pillur-II drinking water scheme and solid waste management effort at Ukkadam (both Coimbatore) with a combined value of over Rs 200 crore, new buildings for hospitals at Rs 49.85 crore and buildings for local bodies and others over Rs 10 crore in different parts, including Dharmapuri and Tirupur. She also gave away orders to 76 persons appointed on compassionate grounds to different posts in the Chennai Corporation, a government press release said.

As stated in a article in kungumam more than 70% of urban development funds are for chennai. Even remaining is mostly concentrated in cbe,mdu,trichy,salem etc. Infra development of small cities are almost neglected.

Best example is hosur which is the most rapidly growing town which sees a lot of private investment but no infrastructure.
Its time government should look at tier II cities and most importantly small towns like nagercoil, namakkal, sivagasi etc.
If infra is good it will bring investments there and will minimise migration.This will indirectly BENEFIT CHENNAI.

Japanese firms to increase investment in Tamil Nadu

Many Japanese companies in Tamil Nadu have decided to increase their investments in the state and the government would be signing memoranda of understanding with them, an official said here on Wednesday.

"The Tamil Nadu government will sign MoUs with many Japanese companies as they want to make substantial investments. There are 286 Japanese companies in the state," said N. Sundaradevan, principal secretary of the industries department.

He was speaking at a seminar, 'Tamil Nadu State - Building Bridges for Business', organised by the Confederation of Indian Industry (CII), Japanese External Trade Organisation (JETRO), Japan-India Business Cooperation Committee (JIBCC) and the Japanese Chamber of Commerce and Industry (JCCIC).

A Japanese business delegation of around 70 small and medium enterprises (SME) is here to explore investment opportunities in Tamil Nadu.

Sundaradevan said the Japanese companies expect India to be their third largest trading partner after the US and China in the next three years, owing to its abundant skilled manpower and macro-economic strength. "They consider Tamil Nadu as a state for highest potential for investment," he said.

The Japanese companies have also been interested in the infrastructure sector and in setting up industrial townships. Around Rs.15,000 crore investment was expected in the first such township being set up near Mahabalipuram.

"Since the Japanese considered Ennore Port as a gateway port, another industrial township could be set up there," he said. Sundaradevan invited Japanese investment in the proposed Petroleum Chemicals and Petrochemical Investment Region in the Cuddalore-Nagapattinam belt.

CII Southern Region chairman T. T. Ashok said there was a lot of synergy between the SMEs in Tamil Nadu and Japan. Most of the companies that have invested in Tamil Nadu are in the auto sector. He asked them to look into sectors like textiles, food processing, information technology, among others.

"Other areas of co-operation with Japanese were in the field of higher education, skill development, infrastructure, ports and new and renewable energy," Ashok said.

Masanori Nakano, consul general of the Consulate General of Japan, said the delegation comprise of large number of SMEs from Japan. He said the interaction between the Tamil Nadu and Japanese SMEs would crystallize into concrete businesses very soon.

According to Tetsusaburo, Hayashi, executive vice-president, JETRO, the Japanese companies were interested in Tamil Nadu because of its competitive advantages like ports with connectivity to South East Asia, West Asia, Europe and Africa, skilled manpower and investor-friendly state government and industries.

IVRCL bags over Rs 700-cr orders

City-based infrastructure firm IVRCL today said it has bagged orders worth Rs 701.49 crore for water and building projects.

While water and irrigation division bagged orders worth Rs 595.45 crore, the buildings division got orders valued at Rs 106.04 crore, IVRCL said in statement.

The first order was from Tamil Nadu Water Supply and Drainage Board for providing Combined Water Supply Schemes (CWSS) to 755 rural habitations in Virudhunagar, Sivakasi, Sattur and Vembakottai unions in Virudhunagar district with river Thamirabarani as source near Seevalaperi, including maintenance of one year.


The another order was for providing CWSS to 295 quality affected habitations and 315 wayside habitations in Sirkali Kollidam Sembaranarkoil and Maylladuthurai unions in Nagapattinam district including maintenance of 12 months, IVRCL said in the statement.


IVRCL also received orders worth Rs 106.04 crore from National Buildings Construction Corporation Ltd and Hindustan Dorr-Oliver Ltd, Mumbai for a project in Karnataka.

Shares of IVRCL were being quoted at Rs 44.50 on the BSE in early trade today.

The integrated textile park in Cuddalore with facilities for sea discharge of effluents –long in the making due to opposition from activists – is under way and will be ready in a year, said Mr T. Kannan, Chairman of CII (Confederation of Indian Industry) National Textile Committee.

The Rs 700-crore park, established by a cluster of 10 textile firms and promoted by Southern India Mills' Association, will be a forerunner in Tamil Nadu for handling textile effluents in an effective manner, said Mr Kannan, who is also the Chairman of this initiative.

The Cuddalore park has been facing stiff protests for over three years from fishermen and other environmentalists.

“But sea discharge is an established practice globally. Textile effluents are not poisonous; they are only salt heavy and will not cause any harm to the ocean,” said Mr Kannan.

“We have obtained all necessary approvals and the park will be ready in a year.” This comes at a time when dyeing units in Tirupur have shut shop unable to meet the high costs of effluent treatment. Being a landlocked area, the only option for Tirupur players is to let out textile effluents into the soil – this calls for high degrees of treatment wherein hard water has to be converted to soft water.

“Otherwise, agricultural land will not flourish. But zero discharge, as mandated by the State, is extremely expensive,” said Mr Kannan.

“Zero discharge costs 50 paise a litre. This is not viable. Whereas, cost of sea discharge is just 5-7 paise. The sustainable solution for textile and apparel units is to move processing to coastal areas.” The park, under the Centre's Integrated Textile Park Scheme, is coming up over an area of 150 acres. It will engage in dyeing, bleaching and finishing.

The textile companies involved in the cluster include Loyal textiles, Thiagarajar Mills, Bannariamman and three firms from Tirupur.

In the sea discharge method, effluent water is treated and colours are removed. Hard water (which is saline) is then thrown into the sea. This will cause no harm to the ocean as sea water is already salt heavy, explained Mr Kannan. Several units in Gujarat practice this method, he added.
