Huge park for Klang Valley

KUALA LUMPUR: People from the Klang Valley will soon be enjoying a recreational park the size of about 400 football fields in the capital.
Housing and Local Government Minister Datuk Seri Ong Ka Ting said the National Landscape Department was working with the Federal Territories Ministry and Kuala Lumpur City Hall to plan and suggest a suitable site for the park.
Ong did not want to disclose the location of the park but said it would be on a 162ha plot.
Currently, he said Malaysians, especially those living in urban areas, faced a shortage of areas for exercise and recreational activities.
“All local authorities must ensure that land reserved for public recreational purposes are fully utilised,” he told a press conference after the opening of the Third International Health Fair 2006 here yesterday.
He said the Government did not want to ignore the need of the people while developing the city as a tourist destination.
Ong said local authorities must also provide enough allocation to build neighbourhood parks or public parks.
“We also must not forget about the existing ones like Taman Tasik Perdana that must continue to be maintained and beautified,” he added.
On another matter, Ong said that the Certificate of Completion and Compliance (CCC) was expected to be implemented early next year after the proposed Acts have been passed by Parliament.
He said the Acts related to the replacement of the Certificate of Fitness Occupation with CCC had been discussed and approved by the Cabinet and they were the Strata Titles Act, Registration of Engineers Act, Street, Drainage and Building Act and Architects Act, which would be tabled at the end of the current Parliament session.
He said that the Housing Development Act would be the last to be discussed and approved by the Cabinet in another one or two weeks before being tabled in Parliament.
He said the replacement would help reduce red tape and bureaucracy in the ministry and speed up the issuance of the CCC.
“The professionals will have to certify that the projects issued with CCC follow the rules and regulations required,” he added.

KUALA LUMPUR: Satu lagi taman awam atau dikenali Taman Wilayah akan dibuka di ibu negara bagi menyediakan lebih banyak tempat kepada warga kota melakukan riadah dan rekreasi, kata Menteri Perumahan dan Kerajaan Tempatan, Datuk Seri Ong Ka Ting.
Katanya, Kabinet sebelum ini memutuskan perlu ditambah satu lagi taman wilayah berskala besar.
“Taman awam ini akan membabitkan kawasan beberapa ratus hektar tanah. Jabatan Landskap Negara bawah kementerian saya sudah diberi tugas bersama Kementerian Wilayah Persekutuan dan Dewan Bandaraya Kuala Lumpur (DBKL) merancang dan mencadangkan tapak sesuai untuk dipertimbangkan Kabinet seterusnya,” katanya.
Beliau berkata demikian kepada pemberita selepas merasmikan Pesta Kesihatan Antarabangsa Ketiga 2006 di Pusat Dagangan Dunia Putra (PWTC) di sini, semalam.
Ong berkata, Kabinet amat prihatin dan mahu memastikan kewujudan taman awam yang cukup bagi menampung keperluan penduduk selain boleh dikunjungi pelancong.
Beliau berkata, PBT juga diingatkan supaya memastikan semua kawasan lapang yang diletakkan sebagai kawasan rizab taman rekreasi dan riadah atau yang sudah diluluskan bagi tujuan berkenaan tidak disalah gunakan, sebaliknya dimanfaatkan sepenuhnya penduduk.
“PBT mesti beri keutamaan kepada semua kawasan lapang seperti ini. Mereka juga kena beri peruntukan yang cukup untuk membangunkan taman kejiranan atau taman awam mengikut saiz tertentu,” katanya.
Ong berkata, pengusaha syarikat kitar semula membabitkan bahan domestik atau bukan toksik memang tidak perlu dilesenkan ketika ini kerana belum ada undang-undang mensyaratkan mereka dilesenkan.
“Akta Pengurusan Sisa Pepejal masih belum dilulus sebagai rang undang-undang untuk dibahaskan (di Parlimen).
“Oleh itu soal pelesenan syarikat kitar semula bagi sumber daripada domestik atau bukan toksik masih belum boleh dilaksanakan dari segi perundangan. Bagaimanapun, bagi sisa berjadual dan bertoksik memang ada peraturan mengenainya di bawah Kementerian Sumber Asli dan Alam Sekitar,” katanya.
Sementara itu, Ong juga berkata, pengeluaran Sijil Penyiapan dan Pematuhan (CCC) bagi menggantikan Sijil Layak Menduduki (CF) untuk bangunan dan perumahan, dijangka dapat dimulakan sebelum pertengahan tahun depan.

The government plans to create a 100-hectare park in Kuala Lumpur.
“Malaysia’s Hyde Park”, as Housing and Local Government Minister Datuk Seri Ong Ka Ting describes it, will be more than 10ha bigger than the famous park in London. Perhaps closer to the size of New York City's Central Park.
The Minister said the park will be a monument to Malaysia’s development and make Kuala Lumpur a "green city" as well, with recreational facilities.
“Developing our nation is not just about building more concrete jungles. It is also about ensuring that Malaysians live in a healthy enviromment,” said Ong.
He announced the plan after the National Landscape Day celebrations in Sungai Buloh today.
The Cabinet is still discussing where the park should be built, but Ong said that it will not be on cemetery land or in settlement areas. Private developers and the public can rest assured that their lands will not be affected by this project.
“The park will be built on undeveloped government-owned land,” he added.
Ong also said the government has revised its commitment towards providing about 4,000 sq metres of green area for every 1,000 residents upwards to 8,000 sq metres per 1,000 residents. This new ratio will apply to all major cities in the country.

KUALA LUMPUR: The capital will soon have its own version of London's Hyde Park or New York's Central Park.
Housing and Local Government Minister Datuk Seri Ong Ka Ting said his ministry has identified a 162ha piece of government land in the Federal Territory here to be developed into a public park.
“The Cabinet feels that we need to have a huge park like Hyde Park which is a good place for the people to relax and spend their time in a healthy environment,” he said.
He was speaking to reporters after launching the National Landscape Day in Sungai Buloh near here yesterday.
London’s renowned Hyde Park covers 142ha and has 4,000 trees, a lake, meadow, horse rides, playground, band stands and many other facilities.
Ong said the park would be a symbol for Kuala Lumpur as it would be a world-class public park and would be much bigger than the current Lake Gardens which is 91ha.
“The park we have in mind will have a garden, bicycle path, picnic area, jogging path, playground and space for children to play football. All this is being worked out by the landscape department,” he said.
He said the creation of the park was in line with the Government’s effort to ensure sufficient open spaces and green lungs for the population.
Ong said the site which had been identified was still “untouched by development.”
He said his ministry and the Federal Territories Ministry would submit a proposal to the Cabinet and if approved, the planning would start this year.
On the annual National Landscape Day, he said Sungai Buloh was a fitting location benefiting this year's theme “Landscaping, An Industry,” because the area had many nurseries and landscaping businesses.
He said the landscaping industry had contributed to the economy but its growth was hindered by factors such as the absence of a permanent site.
“As such, we will assist the industry by creating a Landscape Industrial Village Exposition Centre to provide proper space, infrastructure and promotional activities,” he added.

From my limited knowledge of govt-owned land, I would think that it would be around the Jalan Duta area. However a large part of govt land there are the Istana Negara Reserve so we could ruled that out.
Next I could think of is the Imbi + Cochrane area where there used to be lotsa govt housing which had since been moved to Putrajaya. The combi of both area which is next to each other is kinda big as well. But that area are too centralised so it could be used for commercial development as well. :(
Anywhere also nvm........a park would be good for the public :yes:

Lake Gardens and RSGC are already a very good green lung for KL with mature trees and beautiful landscaping. :yes:
I dun think the govt would convert these two places as KL are still lacking in parks. Although RSGC are elitist, it is still a historical green lung which the city needs badly. ;)

Yea....that USED to be a park called the Tunku Park. But they razed the park for the grandiose Renong City. We all know what happened to Renong rite? :D

allurban March 6th, 2007, 07:24 AM talking about Hyde Park and Central Park are all well and good...but one thing about them is that they are accessible in different ways...pedestrians walking to and fro...people walking out from their offices for lunch...near transit stations/stops...how many people go to Central Park by car?
I dunno, methinks this park...will be in a place where you have to drive to get there...I mean...I go to KL often, but the 'park' I visit the most is KLCC park...I've been to TTP and TTT once each, and it wasnt by bus...and definitely not walking...how would I even walk to the parks? Walk from KL station to TTP must cross the busy highway....
How about designing parks that can be enjoyed without creating traffic jams and pollution as people try to get there?
A KL botanical gardens would be nice too

Its not about being negative! I said "maybe". I'm not saying that it IS talking cock, I'm just saying that it is a possibility that it might be!!!! Hey if you don't like even having the possibility that it might be, you believe everything they say, then don't reply to me.
Folks look at the Disneyland example of a prime case of talking cock, I can't help but think that this might be another case in hand!!! How many times have we heard something like this?? Personally I just don't trust what I read in Malaysia anymore. The government, datuks before even went on record with the newspaper saying they were in talks with Disney, they'll open a Johor Disneyland, then Disney rebutted in not so many words that this was utter bullshit!!!!! In the mean time, we've had copious threads on Johor Disneyland both in the Malaysia and Singapore forums only to find that it was nonsense!!!! About the park, we don't even know where in KL this is going to be, or in what shape or form this park will take :ohno: . Until we have concrete evidence of this park, this is all a moot discussion. In short, I'll believe it when I see it.

PUTRAJAYA: Kuala Lumpur, Penang, Johor Baru and the administrative capital of the nation, Putrajaya, are 5 °C hotter than other cities in the country.
Rapid development and the lack of trees are turning these cities into urban heat islands (UHI) that are hot even at night.
Scientifically, Kuala Lumpur and the other cities are termed as UHIs, a phenomenon where concrete surfaces trap heat during the day and release it during the night.
The temperature at the UHI can reach up to 40 °C, a contributing factor to global warming that brings about heavy rain and flash floods.
The average temperature in the morning is between 24 °C and 27 °C while in the afternoon, it increases from 33 °C to 40 °C and starts dropping slowly at night. Kuala Lumpur’s night heat can even be at 30 °C.
Drainage and Irrigation Department deputy director-general (I) Ahmad Fuad Embi said yesterday that most cities are heavily built up with concrete buildings, and grounds covered with tar and tiles that absorb and release heat.
Low-maintenance plants like palms, instead of trees that provide more shade, do not help to cool temperatures.
“Ipoh has large shady trees like the Flame of the Forest planted during the colonial days which help keep the heat away,” he said.
Dark-coloured roof tiles heat up the air while light coloured ones reflect heat away.
Ahmad Fuad said cities must reduce damage to the environment by following the guidelines provided by the International Council for Local Environmental Initiatives.
The six “cooling” policies are to use cool community strategies in public buildings; amend building codes to include reflective roofing standards; amend landscape and development standards to include shade coverage requirements; include cool community guidelines in master plans and in agreements with developers; create incentives for cool action; and sponsor demonstration projects and contests.
“This international initiative has already taken place with cities having programmes to cool down their towns, including Singapore.
“Malaysia should follow suit and use the same guidelines quickly to repair the damage done,” he said.
Among the preventive measures that Malaysia could take would be planting more shady trees and grass at car parks and changing roof tiles to high albedo (reflectivity) ones.
“Roof tile makers still do not want to take this into consideration; for them, colour plays an aesthetic role,” he said, adding that buildings should preferably be white.
He also encouraged a roof garden programme where greens are planted on flat roofs to absorb heat.
Places like Putrajaya, where many areas are paved with marble, granite or ceramic, he said, need to be protected from the sun with large shady trees.

btalhah June 19th, 2007, 09:00 AM Perhaps the new park will be the areas surrounding Istana Negara / Robson / Seputih. That area is undeveloped, and hilly, so it is easier to change that into a park.
Also, a while back there was talk of turning parts of that area into an orchard or something.
