Pearl Properties and Aristocrate Holdings launched a Dh20 billion mixed-use development in Dubai yesterday.

Situated within Dubai Investments Park, The Palisades is primarily a residential development aimed at the mid- to high-income group, according to a senior executive at Landmark Properties, which has been appointed sales and marketing partner of the project.

Pearl Properties is a group company of Sheikh Issa bin Zayed Al Nahyan and was established 18 months ago to develop residential, commercial and retail sectors in the country.

“We have launched the project at a very reasonable price, focusing on the mid segment of the market. Our pre-launch bulk price for one building is Dh588 per square foot,” Craig Johnson, general manager, Landmark Properties, told Emirates Today.

Comprising 20 residential towers housing 1,450 apartments (one-, two- and three bedroom), 36 townhouses and eight luxury villas (two-, three- and four bedroom), The Palisades is spread across an area of about 15 million sq ft. While the first phase of the project, estimated at Dh10 billon, would complete in end 2008, the whole project is due for completion in 2011.

The site work is already under way and construction for The Palisades is expected to start, on schedule, in early2007. “A high level of sales and sales interest is already evident,” said a senior executive at Pearl Properties.

Dubai: Dubai-based Landmark Properties has successfully sold all of the 44 Phase One villas located at The Palisades, one of Dubai's mixed-use real estate developments.

As a result of strong commercial investor interest in The Palisades, Landmark Properties has released another 200 individual apartments at The Palisades.

The Palisades offer both standard and duplex apartments, ranging from 900 to 1900 square feet.

Craig Johnson, General Manager, Landmark Properties, commented: "Landmark Properties' familiarity with the Dubai real estate market combined with the unique features of The Palisades have resulted in a phenomenal market response to Phase One of the project. We have experienced huge sales success for the first phase and have released individual apartments for sale this month and we foresee a very positive reaction to the release of these apartments."

As sole agents, Landmark Properties is responsible for the sale of villas, apartments and town houses within the Dh10 billion project that will eventually be home to over 55,000 when completed in 2008.

The US $4 billion (AED15 billion) ‘The Palisades' project is set to become the first development of its scale in Dubai to incorporate all elements of sustainable building into its construction.

The project will be heavily focussed on reducing energy and water consumption and will feature sewage treatment, grey water recycling and district cooling plants.

Solar hot-water generation will also be incorporated into the development, as well as new standards in thermal insulation and natural ventilation.

Carefully selected building materials and lightweight structural and building systems will be used to reduce consumption of materials in construction and the associated impact on the environment.

"No other development in Dubai, the UAE, or globally is making environmental assessments on a project of this scale," said Stephen Oehme, chief environmental consultant, The Palisades.

"The technologies and methods that we are reviewing are extremely comprehensive.

"Other developers are typically committing to just one or two environmental initiatives and, overall, the environmental initiatives are secondary. At The Palisades, environmental responsibility a primary objectives - we are reviewing over 20 initiatives, which, when combined will result in a world-first in environmental benchmarking."

Oehme added that while developers are gradually taking heed of sustainable construction, they may have been reluctant to use sustainable building practices in the past because of being unfamiliar with the processes and the costs involved.

"There are a lot of materials out there that aren't risky to use, but because of the cost and unfamiliarity, people were just not using them, even though their environmental impact was instantaneous."

Yup. Sure is. To be precise its the one across the road from Lagoon. Sorta across from between Lagoon and Ewan. Or at least that is what I think where it is ...

Frankly speaking, IF IT IS THE ONE I SAW, they have just finished to put the FENCE around the plot 2 weeks ago (they worked only in the night for it).
But I am not sure that one (in front of Ewan, according to the map they published in their website) is The Palisades.
As soon as I get more info, I will keep you posted.

Spoke to the Sales manager at pearl properties and she said that the construction is to start in a month and that they will be announcing the awarding of the contract to Arabtec soon...

Is This project ever coming to life? i checked their website, they have some photos that work started in 06 :(((( but i know till now nothing is there.

Is there a problem in the project?

also if someone can advice with the difference between freehold and leasehold.

I'm not exactly sure of the location but if its the one around which there are huge signboards of 'Palisades' ,then there is nothing built there .As far as one could see there were only sand-dunes .I would need a camel to roam around the entire plot ..........:omg:

Hi

I passed today by the palisades project and realized that they started working seriously now for the first time on there site office it is going to be similar to one of the Palisades buildings , it seems it is moving finally let us hope they will start the construction soon, anybody can confirm my sighting please...????

Bit of construction,lots of sand though still ?? will look in August when I am over again and decide then whether anymore construction is likely to happen

Who is the main contractor?
Im really worried about this project. The developer Pearl Properties has sold first phase by buildings with extremely low rate around AED 600-650 per sq.ft. while secondary market prices have reached 1200-1400 per sq.ft. I don't think they will be able to build these Luxury Buildings with gardens and fountains around. Besides non of the buyers have got the SPA from Developer.
At least some activity on the site can make the buyers calm down a little bit.

Normally, after 20% payment Developer should provide buyer with The sale and purchase agreement (SPA). The Palisades buyers have only Resrvation Forms from Pearl Properties.

beware the same developer of palisades who did not start yet with this project is offering a new project it seems in the same area of palisades , so unless they start with palisades i strongly recommend that investors keep away from wasting there money on such a project and look for more secure real estate investment.

Thanks for the update but unless they nominate there main contractor and infrastructure work starts on site it is still a mirage , this is a sales office and not a building in the project.

Buyers still did not get the contracts! Pearl Properties promissed that before end of November they will provide the contarcts. I called them 1st of Dec they said we will be on Holidays, call us on 21st of December plz.

I had passed through the site on 14/12/08 ,the day the so-called najwa karam concert was held (in which the buyers were not allowed to enter) .

So the site had nothing much new .................. just a little bit flattened area with their sales office not yet completely constructed !!

Good thing they want to build confidence. This project is tied to the family in Abu Dhabi. Is this the good impression and trust they want to give? No reports, no update, no work, no nothing, no more?????

Last time I drove by there (one month ago) there was a toilet outside the showroom. It is the total desolation which clearly rappresent the seriousness und trustiness of this sheikh of Abu Dhabi. Shame on them. You deserve to live in the desert.

The problem is the laws CHANGE dramatically in this country. The UAE doesn't understand that people put a premium on transparency of land laws / real estate regs (which is directly correlated with GDP growth and Foreign Direct Investment).

The main developers in the UAE are owned by the same people dictating laws to the rest of the UAE. It just does not and will not work for investors.

I would think twice before undertaking any court action. Despite the fact that all his deeds are closely monitored, His Royal Highness Sheikh Issa bin Zayed al Nahyan is still very powerfull. As far as I know, he has pocketed all the instalment monnies, no architect or contractor have ever got one fils. Any action against him could result in catastrophic results for the suitors. At best an obligation to give up all claims (already happened), at worst a jail term or a life ban. Never forget the video of Sheikh Issa torturing a poor supplier in the desert.

it should be more easy .. no project return the money finish .. no need for any law or action ... cos why to pay 20 % for nothing its clear the project is big and costly and no one will trust the company again to buy the rest unit so its better to cancel it and return the money !!!!!!!!!!1

that being rich does not make them immortal. Plenty of people will not go along with this s... happening in Dubai, and some will take justice in their own hands or have others do it for them. They might feel safe in their country, where I suggest they should remain, otherwise they will face hell.

The problem is the laws CHANGE dramatically in this country. The UAE doesn't understand that people put a premium on transparency of land laws / real estate regs (which is directly correlated with GDP growth and Foreign Direct Investment).

The main developers in the UAE are owned by the same people dictating laws to the rest of the UAE. It just does not and will not work for investors.

Also add that the chances of seeing money back soon are practically zero. Dubai is simply bankrupt and no judge is going to go after a member of the family of Abu Dhabi who lended bilions to Dubai. They will make believe to act in your favour and deceive you for a long time hoping to find some solutions in the meanwhile.

Weird enough, i just recieved a call from the agent i bought my property from and he informed me that the contract (SPA) that is approved by RERA is ready to be signed.

Delivery date mentioned as December 2011. for building J

I recieved a cal from the agent i bought form and informed me that the contract is ready.
He also asked for 2500 Dhms for signing the contract.

I didn't go to sign until now, yet i asked for a faxed copy.

In the "contract" the delivery date is set as Nov.2011.

Anyone got a familiar incident??

The agent also informed me that this contract is approved by RERA and hence the fees.

Maya Isaac, a Client Servicing Officer of Avanti, said: "Our company is assuring all the buyers who bought through us that their and our rights are protected by The Palisades' developer and the government's regulatory bodies. Many of the buyers in The Palisades have already chosen to upgrade to alternative projects which are developed by us."

Joan said: "The delay has caused some degree of discomfort due to my being a pensioner, I am not willing to move to other projects. I really would like my money back

I'm so upset with this project! I managed to recover monies for two projects by filing court cases. With this property, the lawyers said there is some technical issue with the contracts or some procedural thing. I just want to know if there's a group that is actively working towards termination.

they send me the contract with 37 dhm /sqr ft for service charge its like i rent it !!! cos my erea 1240 * 37 it will be 46000 dhm every year for 2 bed room service charge a lone !!! this is crazy !!

يجري الإعداد في دبي لمشروع قانون عقاري جديد يمنح المستثمرين حق إلغاء عقودهم إذا وقعوا ضحايا لمطورين فاشلين.

وأفادت صحيفة "إماريتس بزنس" الإثنين نقلاً عن رسالة إخبارية صادرة عن شركة المحاماة والاستشارات القانونية "التميمي ومشاركوه" أن قانون حماية المستثمرين العقاريين الذي تدرسه دائرة الأراضي والأملاك في دبي سيذكر بالتفصيل الأسباب التي يحق لمشتري العقار بموجبها المطالبة بإلغاء العقد.

وذكرت الصحيفة أن الأسباب الموجبة للإلغاء تتضمن رفض المطور الربط بين الأقساط والتقدم المحرز في البناء أو في حالة إجراء تغييرات أساسية على المواصفات.

وأضافت أن القانون سيتعامل أيضاً مع قضايا إعادة المبالغ أو الاستبدال في حالة وجود عيب أساسي وفرض عقوبات مالية عند تأخر التسليم.

ونقلت الرسالة الإخبارية عن المستشار القانوني الأول في دائرة الأراضي، عماد الدين فاروق قوله "ثمة دروس مستقاة من الأزمة ولذلك نستعد للخروج بنظام قانوني جديد. ويجري التعامل مع نقاط الضعف في القوانين لتكون الأمور أكثر تنظيماً في عام 2010".

ومن المعروف أنه حتى الآن لا يوجد أي سبيل أمام المستثمرين الذين يسعون لإلغاء عقودهم حتى في حالات عدم بدء عملية البناء بعد مضي أعوام.

وتأتي الخطوة بهدف إعادة الثقة بسوق دبي العقاري الذي تضرر بشدة جرّاء الأزمة الاقتصادية العالمية. إذ تراجعت أسعار المساكن في بعض مناطق المدينة بنسبة 50 بالمائة خلال الأزمة.

وفي مايو/أيار من عام 2009، شكّلت دائرة الأراضي لجنة تتولى اتخاذ القرارات بشأن إلغاء المشاريع غير المجدية، غير انه لم يجر الإعلان رسمياً عن أية حالة إلغاء.

What a bunchs of gangsters!!! Pearl properties belongs to a "nice" guy of the crown family of Abu Dhabi. Abu Dhabi has lent money to Dubai so Dubai is not going to do nothing about this project as well as many others. This project has been marketed by many agencies. One of them is related to the crown family of Dubai. There has been no interest from either the agencies who sold this project, nor from the reseller who is obviously feels under the protection of RE authority. This is why he is keeping the money. I suggest all to distribute this information to whatever media you feel appropriate so that all this shame be dumped upon the sheikh negligence to try to find solutions. They will be doomed anyway because of their greediness. I hope for them God doesn't not exist otherwise their ticket to hell is waiting for them.

Ok guys, please no point of posting such comments, everybody here is on distress because of this.

Any factual updates?

I tried to phone pearl properties today, all numbers are not answer.

Few weeks back i called in the contractor's office "Bin Sabt" and they said they are working on the project and the operator even gave me a name of the project manager who i can visit on site !!

Anyway, please post any updates, some people were moving with legal case, did they reach anywhere?

i have signed the contract with the real state agency and everything will be fine.

by September 2011 the project will be complete according to the signed contract.

Heard news about it became obligatory for developers to form a homeowners committee to have clear visibility over the spending of this service charges and adjust it accordingly.

Well... by the time the project is due for handover "if ever" then i guess we as owners should act.

So you might want to check with Palisades?

Shame on the developer, shame on the real estate agencies which marketed the projekt without having the authority. I only have a reservation form from a well know real estate. I never received a contract, I never was updated, I never received an answer from Rera. All have straitght ties to Royal families. Is this how you finance your businesses and robe the citizens? Please keep clear if you want to stay healthy or pay my money back, you thieves.

Reservation contract made at Jamal Al Habtoor RE on a resale unit.
Unfortunately company owner died in car accident in Russia (??!!)
Deals war taken over by Habtoor Properties.
First they denied to have anything to do with the Palisades, but many clients had also bought (reserved) a resale by them following the taking over of the RE deals from Jamal Al Habtoor. Amounts paid range from 200,000 Aed to many millions of AED.
Part of these sums have been transferred to the One Real Estate. The owner Mr. Vakili is also owner of a Fund with which he reserved some buildings of this project (he is the reseller). The developer of the Palisades is Pearl Properties, the owner is a well known person, http://en.wikipedia.org/wiki/Issa_bin_Zayed_Al_Nahyan (http://en.wikipedia.org/wiki/Issa_bin_Zayed_Al_Nahyan) (royal family in Dubai).
These properties, since the beginning should have not been sold because of disputes between the property owner and the reseller.
Habtoor Properties is part of business of a Habtoor family member which is related to Royal family in Dubai. Rera was of no help, given the implication of royal family members.
I have paid a consistent amount. I have not look to go to the courts, because it’s a kind of black mailing system, costraining unfortunate investors to pull out absurd amounts only to start a court case and feed many thousands of lawyers, well aware that the legal system in the UAE, related to RE issues is a farce. Investigate on how many people have seen back any money returned. This says it all. Spread the word around to force this illegal behaviour and this robbery to stop.

First they denied to have anything to do with the Palisades, but many clients had also bought (reserved) a resale by them following the taking over of the RE deals from Jamal Al Habtoor. Amounts paid range from 200,000 Aed to many millions of AED.
Part of these sums have been transferred to the One Real Estate. The owner Mr. Vakili is also owner of a Fund with which he reserved some buildings of this project (he is the reseller). These properties, since the beginning should have not been sold because of disputes between the property owner and the reseller.
Habtoor Properties is part of business of a Habtoor family member which is related to Royal family in Dubai. Rera was of no help, given the implication of royal family members.
I have paid a consistent amount. I have not look to go to the courts, because it’s a kind of black mailing system, costraining unfortunate investors to pull out absurd amounts only to start a court case and feed many thousands of lawyers, well aware that the legal system in the UAE, related to RE issues is a farce. Investigate on how many people have seen back any money returned. This says it all. Spread the word around to force this illegal behaviour and this robbery to stop.
