Will do it now. hkskyline October 14th, 2010, 10:00 AM Contractors to plead guilty over lift shaft deaths 30 September 2010 The Standard Three contractors charged over the lift shaft tragedy at the International Commerce Centre, in which six workers died, told a Kwun Tong court they will plead guilty. The main contractor, Sanfield Building Contractors, and two subcontractors _ Well Achieve Construction and Wang Wai Construction Works _ originally faced a total of 81 summonses in connection with the deaths last September. These include failing to identify hazardous conditions for persons working at a height in the construction site, failing to provide and maintain plant and work systems, and failing to provide necessary information, instruction, training and supervision for safety at work for those employed at industrial undertakings. No plea was entered yesterday but the legal representatives of the companies indicated to Special Magistrate Debbie Ng Chung-yee that they would plead guilty to 49 charges. The prosecution would then withdraw the remaining 32 charges. The hearing was adjourned until November 4 for plea and sentence. On September 13 last year, six workers aged between 34 and 47 died after their work platform collapsed and plunged 20 floors from the 30th floor in a lift shaft at the 118-story skyscraper, the territory's tallest building, in Austin Road, Tsim Sha Tsui. Three of the victims were located only hours later as they were buried under a mountain of construction waste to a depth of six meters. The developer of ICC, Sun Hung Kai Properties, promised to cover funeral expenses and provide for the education of the workers' children immediately after the accident. About 80 firefighters and paramedics were involved in the search for the workers. The director and head of research for greater China at Knight Frank LLP, Xavier Wong, said the first tenants, including Morgan Stanley, that signed leases for the ICC in the Tsim Sha Tsui district on the Kowloon Peninsula almost three years ago "have probably saved millions" as monthly rents there have since risen 83 per cent to about $HK55 ($7.50) a square foot (0.09 square metres). Hong Kong's Central district commands the world's second-highest office space occupancy cost, behind London's West End, CB Richard Ellis says in a May report. Prime office rents in the city have jumped 16 per cent in the past year as financial companies such as HSBC Holdings and Barclays resumed expansion amid an economic recovery. "The benefits for the banks who moved to ICC are more than just savings in rental," said Mr Wong, who is based in Hong Kong. "They have got more space to expand if there are such needs in the future. In Central, there is no space left even if you can afford the high rent." Morgan Stanley and Credit Suisse Group AG are among financial services companies that moved headquarters away from Central into the 118-storey ICC between 2007 and 2008 as rents in the city's banking and financial hub surged to record highs before the global financial crisis struck. Morgan Stanley is leasing 16 floors and Credit Suisse 12. The city's jobless rate fell to 4.3 per cent, the lowest level in 19 months, for the three months ended July 31. Hong Kong's number of financial professionals rose to a record 37,694 by July, eclipsing the previous high reached in November 2008, the Securities and Futures Commission said in August. Morgan Stanley was the first tenant of the ICC, built and operated by Hong Kong's biggest developer Sun Hung Kai Properties, to announce its move into the building, which is atop the Kowloon subway station and about 20 minutes by train to the airport and 10 minutes to Central. It also houses Deutsche Bank AG and ING Groep NV. The director of commercial transaction services in Hong Kong at New York-based property broker Cushman & Wakefield, Gary Fok, said many of the banks had signed on for years. "They'll never disclose the exact terms of their leases but in hindsight they've gotten themselves some very good deals," Mr Fok said. Fairly high end - LV, Cartier etc. Cheapest places are some bookstores, Lacoste and Diesel (and a couple of others along those lines). Even the food outlets, with the exception of one Fairwood (a local take away type place) are to the upper side which surprised me because the area itself is sort of isolated from the rest of Hong Kong. The problem being that you can't really go there on a 'cheap date'. They have a nice movie theatre, but to get some food you have to leave the place - and walking is not really an option unless you want to walk for 15-20 minutes. hkskyline October 27th, 2010, 08:51 AM There are some affordable dining options there for the 1XX range. I said it was to the upper side - there is practically nothing there under $100/person...as I said, it's not a place for a 'cheap date'. Funnily enough, as it is, the restaurants there are nothing to write home about anyway! Haven't checked out the ones in the hotel yet, but the ones opened in Elements itself are pretty poor. The hotel is being built within the top 102nd to 118th floors of the new International Commerce Centre in the Kowloon district and its 312 rooms will be the highest hotel rooms in the world at nearly 500 metres above the sea level of the nearby harbour. When the shovels were in the ground to build ICC, the property market wasn't doing too well, and when leasing began, the developer was worried banks won't move across the harbour, so they discounted heavily to lure them over. In fact, ICC costed about 1/4 of IFC when the first leases were signed. Now we see a major property boom and an economic recovery. Even if a developer puts the shovels into the ground now, it'll be at least 2-3 years until completion. By then, the cycle would've turned and suddenly there could be an oversupply of office space. Its lawyers told the court the company wrongly believed the work platform was made of metal - but it was, in fact, made of bamboo. Yes, I hear stories of how it used to be riddled with gangsters, etc... not really concerned about that, but am worried about the occasional mugger, especially the ones that hit you over the head and knock you out. Local photographers always gather on Lugard. In the summer you need to be early to get your spot. In the winter it does not make sense to go up because of the Northern wind and haze. You always need to check the weather and only go up with a strong Southern wind. There are virtually no days with Southern winds in the winter. With Singapore Hong Kong is the safest city I have ever been in. Even safe cities like Sydney feel dangerous compared to Hong Kong. Hong Kong has no junkies, at least not on the streets. I bring my gear everywhere any time of the day. Lugard is a bit dark in the morning but like the whole of Hong Kong very safe. Old people already do their morning walk here at 5 in the morning in the summer. There are buses that go up to Braemar Hill from North Point/Causeway Bay, and then I guess you just have to hike from there to the vantage point. Don't know if that's how he did it or if that's the way to get there - I've never been to that vantage point.
