I must say this project has really came to fruition at the highest of international standards. Let's hope that with a smooth political transition next year, the effects of Tinapa on the Cross River and Nigerian economy will be monumental - encouraging even more projects to come online, making Tinapa Africa's Dubai in the making!

Here's a silly little remark on the design:

At the completion of phase 2 (Cinemas/waterfront entertainment component) people will have a hard time walking to the opposite end of the project because of the huge level different (my guess is around 10 meters). It's going to be a nonstop walk / going up steps to reach the higher emporia. The design could have used pedestrian ramps more generously? Unless there are some which I don't see.... What do you guys think?

"The rail gives added value to both the TINAPA Resort and the modern development of the Calabar metropolis because it will ensure that visitors to and from the resort are transported by a direct light rail link under 15 minutes to and from the airport. Needless to add that we are also laying today the foundation for the expansion, in the near future,of this initial 12-kilometre line into a public lightrail system that links various parts of the fast-growing Calabar Metropolis and helps to take some of the inevitable pressure off Calabar Cityroads, Duke added.

Since the US Exim (Export/Import) Bank is financing the initial phase, expect American products to be specified and this might include the track infrastructure and monorail vehicles themselves.

The objective of EXIM Bank is promotion of American exports, hence the soft loans/interest rates granted to companies in emerging markets wishing to acquire American technology and products...

Will the Chinese build it....I see them involved in site preparation, fencing, logistics, and possibly steel works. Everthing else I will bet on Julius Berger or Gitto Construzioni....

Generally, EXIM would only grant loans to projects that would generate exports for the US. As such, most of the $25 million would be spent on American specified input.. I'm assuming that would include particularly, the monorail trains and perhaps the construction company. Cement importation in Nigeria has been banned, so it would most likely use local cement and possibily also local steel.

Tinapa Ready for Business:)

The major contractor to the N45 billion ($350 million) Tinapa Business Resort, Calabar, Julius Berger Nigeria Plc, has commenced the handing over process of the complex where shop fit-outs would now begin. The official opening of the complex has been fixed for March.
The handing over of the major construction milestone followed the completion and handing over of Emporium B with its line shops and ancilliary facilities to the Cross River State Government by Julius Berger.
Already, Asian retail and wholesale giant, Flamingo and South Africa’s Shoprite have taken up shops at the Resort and ready for business. Wal Mart and Harrods will follow soon.
At the symbolic handing over ceremony of the completed portion of the shopping area Sunday, the Project Manager of Julius Berger, Mr. Artur Wagner, said the completion of the section was in keeping with the work programme of the contract.
He said according to the contract, Emporium B with its line shops and ancilliary facilities are through.
He expressed satisfaction with the efforts of the company and its sub-contractors to meet the target date for the completion of the entire project and assured that the project commissioning deadline would be met.
The Technical Adviser, Tinapa Business Resort Lim-ited, Mr. Daniel Ologunleko, expressed satisfaction with the speed and quality of work done in the project.
He said the construction companies had adhered to the terms of their contracts and assured that the project would be completed on schedule.
Receiving the Work Completion Certificate and the key to the Emporium, Governor Donald Duke of Cross River State described the event as symbolic in the attainment of the goals of the Tinapa Business Resort.
Duke said since the contract for the project was signed on January 14, 2005, this was the first handing over of any section of the project to the government.
He expressed satisfaction that the contractors were able to deliver the milestone on schedule, as their failure to do so would have attracted penalties in accordance with the terms of the contract.
He said the Tinapa Business Resort project is basically private sector driven and that the state government only conceived and promoted it, and also provided the necessary infrastructure for its take off.
He disclosed that the project is being funded by private concerns and institutional investors like the ECOWAS Regional Development Fund.
Duke described the project as unique and first of its kind anywhere in the world as it provides a Free Zone for both business and leisure.
He said the essence of the project was to drive traffic into Calabar for the economic activity of the state.
The governor said the project had so far provided employment for thousands of Nigerians but noted that his joy lied in the skills acquired by the employees through their involvement in the project.
"The joy is not just in their employment but actually in the skills they have acquired which will remain with them for the rest of their lives," he said.
He expressed optimism that the project would be commissioned on March 31, as scheduled, considering the extent of work done on the project.
After a tour of the project, the Director-General of the National Agency for Food and Drug Administration and Control, Professor Dora Akunyili, who witnessed the ceremony, described the project as one of the best things to happen in Nigeria.
"I am very excited. I have never seen anything like this before. Governor Duke has written the name of Cross River, and by extension Nigeria, on the map of the world," she said.
THISDAY checks reveal that out of the N45 billion cost of the project, the Cross River State Government provided N13 billion while private concerns and institutional investors provided N32 billion.
On completion, the project would have emporia, movie theatre and studios, restaurants, luxury hotels, a lake and recreational facilities with an independent water and power plant.

PS: All this has been possible due to Governor Donald Duke: a free-spiritered, modern, cosmopolitan, intelligent, honest and above all competent new African leader. Cross Rivers is one of the best states within Nigeria, many good roads, functioning hospitals, schools and he lately introduced a universal health insurance system. AFREXIM Bank finances $36m Tinapa monorail


The multi-billion naira Tinapa Business and Leisure Resort Limited has received a major infrastructural boost as the Africa Export-Import Bank (AFREXIM Bank) has accepted to finance the development of a monorail to the tune of $36-million.
BEN EGUZOZIE, Calabar

At the formal signing of the framework agreement of the project in Calabar, the president of AFREXIM Bank, Jean Louis Ekra, said the Cairo-based continental trade and investment financing institution was impressed with the magnitude of the Tinapa project, which he described as a replica of the Dubai trading hub in Africa.

By the framework agreement, AFREXIM Bank would provide a $36-million project financing for the building of a 12-km light rail link between the Margaret Ekpo International Airport, Calabar and the Tinapa Business Resort. The essence would be to position Tinapa as a major intra-African trading hub.

Known as the Calabar Monorail Limited, the rail link would ease off traffic on the Murtala Mohammed highway, which is the sole entry and exit in Calabar, the state capital.

The AFREXIM president said the monorail would convey goods and personnel to and from the Tinapa to assure a free movement of vehicular traffic within the Calabar metropolis, regardless of the expected inflow of over three million visitors yearly to Tinapa.

It is expected that visitors and tourists to Tinapa would be transported by a direct light rail link in about 15 minutes to and from the Margaret Ekpo International Airport, Calabar.

Meanwhile, plans are on to, in the near future, expand the 12-kilometer rail line into a public light rail system that links various parts of the Calabar metropolis, which is seen as one of the fastest growing cities in Nigeria. This development is believed that it would take some of the inevitable pressure of Calabar city roads.

Governor Donald Duke described the financing of the monorail by the AFREXIM Bank as a credible signpost and an added impetus to the state government government’s irreversible commitment to the development of Tinapa into a world-class business and leisure destination.

He said AFREXIM Bank’s support for Tinapa was groundbreaking, and clearly showed the forward-looking vision of the bank’s management team and determination to match words of African Union leaders with decisive action in the spirit of the New Partnership for Africa’s Development (NEPAD).

The African Export-Import Bank, based in Cairo, Egypt, is an international export and import (EXIM) Bank established in October 1993, based on a concept of global partnership. The bank, which has a broad objective of promoting intra- and extra- African trade, owes its origin to the African Development Bank (AfDB). At the 1987 yearly meeting of the Board of Governors of the AfDB, held in Cairo, Egypt, African ministers of finance adopted a resolution requesting the ADB management to conduct a study on the desirability of establishing a regional institution to provide trade finance facilities to promote trade, particularly intra-African trade.

The greatest concern of the African ministers was the very low level of intra-African trade, (then put at about eight percent of total trade); the decline in financial flows to Africa; Africa’s loss of global market share, with African trade share of global trade standing at above 2.2 percent; the worsening external debt situation of many African countries, and the sharp reduction of lending to Africa by international commercial banks.

The finance ministers were convinced that a specialized continental financial institution was needed to spearhead the expansion of African trade.

Adebayao, I am really very happy that this monorail project gets built. Duke is a brilliant, private-sector oriented and very competent governor, it is a pity that he won´t be able to become Naija´s next president! Lets´not forget that Cross Rivers is not Nigeria´s richest state (in terms of natural ressources), nevertheless he has managed to make it to one of Nigeria´s best organized states. Calabar is one of Nigeria´s cleanest (some even say the cleanest city within Nigeria). The article also states that he intends to expand the monorail system to Calabar city centre! Wooow...MY LOVE AND HUGS GO OUT TO HIM FOR HIS ACHIEVEMENTS SO FAR (Africa´s longest cable car, magnificient Obudu Ranch, Tinapa Business Resort and countless new road projects, schools and hospitals and health centres etc.) !
Do you know if the airport in Calabar will be modernized, too?

Calabar Airport's next move is to expand its runway and to widen it to 60m from 45m to permit it to accomodate heavier jets such as 747F and AN-225. Also there's a pressing need to update its ILS (instrument landing system)... These two updates take priority, this is according to FAAN and past aviation ministers.
Last year I heard some PR about Duke "decorating" the airport terminal to please tourists, and the landscaping outside was made very beautiful.
Unfortunately, the building itself is a concrete shack built in the 1970s...

Duke has to take URGENT meausres to tear down that old outdated and horribly shabby terminal building and build a new swanky and modern structure with aprons (at least 4). Airports are the entry point to each country/city and first appearance always count. Moreover, what a shocking contrast: and old decrepit terminal building and new flashy monorail!:ohno:

I'm a veteran of Nigerian civil aviation as well, so take my word for it ;)

Don't you worry, with the completion of ongoing projects at Tinapa, Obudu, Calabar Marina, and various industrial projects in the state, additional market for air transport will be created. Once that is achieved, Calabar Airport will become much more attractive to privatize and transform into a veritable + beautiful air terminal. Patience!

The project is not stalled. Nigeria Customs has just given its blessing through an Operation Manuel / fiscal guidelines for investors.

The project is inching closer to operational status. Keep the faith my friends.

PS. Though I believe Yar'Adua is an ineffectual lame-ass of a president, I doubt he is even capable of stalling a project of the magnitude of Tinapa. Don't forget that every major Nigerian bank has a stake in Tinapa. As such, the corporate mafia will not allow him to stall it.

Naija, the furnishing looks basic because it's a 2-star hotel. The 4-star hotel is in phase 2.

There are other projects in the south that have been stopped.

You don't think he can stall a project of the magnitude of Tinapa. Why not ? That was how people said Yar'adua was going to be a stool of OBJ and
he has ended up jailing OBJ's daughter and has placed her on trial.

I want you people to mark my words, if this project ever takes off, it'll be
anytime towards the end of Yar'adua's first term in office (2011) or
whenever he seizes to hold power.

Yar'adua and his cohorts believe the last administration favored the
south to the detriment of the north and is trying to correct this
perceived anomaly.

This is one project I really want to see fully functional, it is great, the construction was great, the finish was great the envisaging was great, the leadership was great. Just the Framework.

I read somewhere that The North and the rest of Nigeria are punishing the South East for the Civil War, however if you look back into history all the coups around that time were not orchestrated by exclusively Northern Generals etc. The real strength behind the country, were generals in the Navy, Army etc and many of these men were from South Eastern Nigeria.

You cannot say something that is so complex is as simple as that, when I could easily point out that South Eastern Nigeria is more developed than Northern Nigeria. People point out that areas such as the Niger Delta are underdeveloped, but what about places like Yobe State, with virtually inexistent economies.

The Federal Government has approved the Regulatory Framework for the commencement of operations at the Tinapa Business Resort in Calabar.

Governor Liyel Imoke of Cross River State broke the news to members of the State Executive Council at its weekly meeting on Wednesday.

According to the Chief press Secretary/Special Assistant media, Mr. Patrick Ugbe, Imoke has appreciated President Umaru Musa Yar’ Adua, Minister of Finance, Minister of Commence, Federal Attorney General and Minister of Justice and the Comptroller General of Customs for “making the dream come true”.

Imoke also congratulated the president-elect of the United States, Senator Barack Obama for winning the November 4, 2008 Presidential Election, adding that his being an African/American is a lesson for Nigerians “that we should overcome ethnicity in our politics”

Imoke noted that the victory of Obama being a first generation African American shows that there is nothing that is impossible, adding that the election will bring positive chances to the world.

In another development, the State Government has awardad contract for the supply and installation of complete UHF. Television/Radio full transmission system for Cross River Broadcasting Corporation (CRBC).

Ntufam Edet Okon Asim, Commissioner for Information and orientataon (who briefed news men at the end of the State Executive Council Meeting, said the contract which will be undertaken in phases will cost about N958 million, stressing that the intention of government is hinged on the premise that both the state radio and television have great roles to play in rebranding the state as well as get government closer to the people through its programmes, projects and policies.

Assim disclosed that the contract is to be handled by a reputable contractor that has an impeccable track record in the electronic media industry, adding that it is intended to replace the epileptic transmission of the station whose services do not go beyond the shores of the state.

He said with new 20 kilowatt transmitters for both Radio and T.V, signals from the station will cover the whole state which is in line with government’s policy of getting to those who need government most as well as being able to get feed back from those that government serves.

On the rectification of the smooth take off of a sustainable free medical care programme for pregnant women and children under five years in the state, the Commissioner for Social Welfare, Mrs. Edak Iwuchukwu, stated that government has approved the procurement of an identification management system to kick start the process.

I'm beginning to realize now why the place was hurredly "inaugurated" in April 2007, two months before Obasanjo showed us his back.

The Governor of Cross River State, Dr. Liyel Imoke, yesterday said about N50billion has been spent on Tinapa Business and Leisure Resort in the state. He also said that the project is ready for operation as from December.

Imoke, who made the disclosures while speaking to journalists in Abuja said the Federal Executive Council, had approved the operational guidelines for the resort. He said: "Tinapa is the realisation of an exciting dream to be the first integrated business and leisure resort in Nigeria and to transform Calabar into a Cosmopolitan business and tourist hub in Africa. Over N50billion has been spent in the development of the facility.

"The Tinapa hotel, the amusement arcade and the water park will be operational in December during the month-long activities of the Christmas festival."Imoke said the administration of President Umaru Yar’Adua has given necessary backing to the project with the approval of the enabling guidelines. He added: "The FEC at its meeting on November 5, 2008 approved the long awaited procedural and operational guidelines for the Tinapa Business and Leisure Resort. "This approval, once gazetted, gives Tinapa the status of a Free Trade Zone, the first retail Free Trade Zone of its kind in this part of the world.

"All the stakeholders are eagerly awaiting the gazetting of this approval so that at last, Tinapa will come alive.

"It is our fervent hope and belief that this singular action once gazetted will signal a new beginning for Cross River State." Responding to a question, Imoke said, "we are about 90 per cent ready for operation but everything else for Tinapa to be fully operational is in place.

"We reckon that we are at the final stage, we will need to spend between N5billion and N10billion to get it to where it should be for Phase I." The governor said the ultimate objective is to make Tinapa a destination. He said: "We want to make it a destination that people can go to and spend a week without getting bored."

On the security back up for the project, Imoke said: "Although Cross River is in the Niger Delta but it is one of the safest states, if not the most safest, in Nigeria.

"We have ensured adequate security arrangement in place not only to boost business at the resort but to protect lives and property."

Leisure facilities at the Tinapa Business and Leisure Resort, Calabar, Cross Rover State, have commenced operation ahead of the release of the gazetting of its operational guidelines by the Federal Government.

Addressing news men at the end of a tour of facilities at the resort, on Tuesday, Governor Liyel Imoke said the essence of his visit with the media was to create awareness that the facilities were open for use, adding that government would continue to invest in the resort, especially in its leisure section.

Imoke remarked that opening of shops at the resort did not concern government as it was the involvement of the private sector which he hoped would follow suit, following the gazetting of the guidelines, adding that its gazetting would boost the confidence of investors as his tour was to ensure the facilities were set for use.

The studio is definitely open. They are already booking gigs there and productions are underway. I was there at the beginning of the year. There was a production going on and there were a ton of people walking around the place.
I met with some of the people that are running the place.

Only last weekend, the city of Calabar, the preferred destination for tourism in Nigeria played host to eminent dignitaries from all works of life including ministers, governors, religious leaders, the academia Opinion leaders, politicians and their followers. The event was the convocation ceremony which took place at the University of Calabar. Among the eminent and very distinguished personalities present at the occasion was Dr. Ngozi Okonjo-iweala, a woman who has clearly distinguished herself among her kind, a role model, the present managing director of the World Bank and former finance Minister. She delivered a lecture titled “Safeguarding Nigeria’s fiscal Health: some considerations for the present and future”

Eventually, early Saturday the 10th of April 2010 at about 8a.m, Dr. Ngozi Okonjo–iweala came knocking at the gates of Tinapa Business Resort and on hand to receive the August visitor was Arc. Bassey Ndem, The managing director of the resort.

GHAIN NIGERIA ORGANIZES SIX - DAYS WORKSHOP IN TINAPA

For six days beginning 25th of March , Ghain Nigeria , a HIV/ AIDS initiative and her major international partners FHI, GLRA, AXOIS, and HUCE’ PACE brainstormed at TINAPA BUSINESS RESORT on the theme: PRACTICAL APPROACH TO QUALITY ASSURANCE TOWARDS WHO- AFRO ACCREDITATION OF THEIR EXISTING LABORATORIES.

The purpose of the workshop was to provide capacity building for the various persons that will drive the process of actualizing the accreditation of the existing laboratory facilities.

When questioned about the choice of TINAPA as venue for this very important workshop, DR Lawrena Okoro, a laboratory expert and a key stakeholder in actualizing GHAIN vision, opined that “the serene ambiance of TINAPA will provide a good learning environment with minimal distraction and a great feel of nature”

According to her, GHAIN is a bold HIV/AIDS initiative working with a consortium of major international partners in the specific areas of Anti- Retro-viral treatment (ART), counseling and testing, prevention of mother to child transmission and infant maternal/ child health program.

The outcome of the workshop was very rewarding as it provided those in attendance, who incidentally are to drive the process of accreditation with WHO-AFRO, the requisite body of knowledge, exposure and tools for the exercise.

DR. Lawrena Okoro of GHAIN (NIG) is one among many corporate organization that will always chose TINAPA when ever a retreat is planned. Indeed the number of visitors to TINAPA has increased appreciably and TINAPA is getting out of woods and there are about 53 different companies operating there now.

Depends on whose expectations.

The jury is still very much out on Tinapa, and I would be surprised if it has not made in the short-term the sort of immediate impact, some of its govt promoters believed that it would. But looked upon as a long-term project (and the investors in its puttable bonds were likely thinking medium-to-long term), then it still is very much in play. The YarAdua govt mysteriously seemed intent on derailing the project (denying it free-trade status and refusing to dredge the Calabar Port and the river channel), but the project seems back on course -- albeit a much slower course. Only time will tell.

most nigerians don't know it exists and there's no reason to go.
everything in tinapa is mediocre, and so nobody cares, it's not going to attract anything unless it offers something attractive, the waterpark even look week as hell. i commend the effort though but it needs imagination and ambition.

well there's nothing to draw attention to the area. Nigerians don't use film studios, if they wanted to they would have built them a long time ago but they didn't cause they just don't. People think nollywood movies are made they way they are out of a 'lack' of resources but don't understand that the 'local' or cheap feel and look is what the fans want to see. if it looks too hollywood it will be dismissed and make less profit.

dubai took off by building the biggest __________ and the best ____________, you dont get attention adding facilities that almost every state in nigeria has and having them all be mediocre. if tinapa was serious it would build the biggest mall in the world or biggest waterpark in the world. we need to stop thinking locally and start competing globally when it comes to building.

I dont miss his reports on Nigeria,he is partial he does not like to paint the good picture only bad...

Btw,when was this as he said to the right(or so) militants fighting as it ended on october 4th ....

But yes he may be right,like tinapa said dubai wasnt built in one day it may not be as expected but with time it would be i give it 2-3 years..

And there is a new resort in calabar a state of the art one called "Rivera" resort it is being built in collaboration with an american company and would be a joint investment between the state and the company the design has started as of this week

I don't think the studio is not really getting a lot of use just because local people want the cheap feel of the movies. One of the main obstacles to using that facility is funding. A system hasn't been set up where it's easy for producers to get money to bankroll movies that can be done at a place like Studio Tinapa. The only reason there would be less profit would be because the cost of using the facility is higher and will eat into profits. If Nigeria had a well established cinema industry where the main avenue to see new movies would be at movie theaters then there would be a better way to recover money used to make the movie. But because the movie watching industry isn't well established, its hard to get major funding.

It's quite true that the Yar'Adua administration seemed to try to frustrate Tinapa. The place was completed and commission in 2007 by Obasanjo but the Yar'Adua administration didn't provide the regulatory framework needed for the place until late 2009. That one and half years wasted could have been used to drum up news about the place and get it moving. If we had a Fed. govt. that was simply interested in advancing the economy they would have helped Calabar develop an adequate seaport and a good road network from the seaport to Tinapa, so that goods would move easily.

Calabar isn't trying to be Dubai, that was just the presenter talking out of his bung-hole. :lol:

Tinapa doesn't need to be the biggest anything, right now. Let it grow and over time it can become a shopping Mecca, and they can make additions to it.
