Well, Eton Centris has the potential to compete with Tomas Morato and Timog in terms of ambiance and open greenery. It's still way too early to tell, really dahil konti pa lang ang mga dining options and non-existence of places to drink alcohol... May magbukas lang nga na isa dyan, sunod-sunod na! skywalker2008 August 8th, 2010, 06:52 PM MWSS leases Katipunan property to SM Prime Holdings (http://www.gmanews.tv/story/198111/mwss-leases-katipunan-property-to-sm-prime-holdings)
ROBERT JA BASILIO JR., GMANews.TV
08/08/2010 | 11:36 PM
SM Prime Holdings Inc. (SMPH), the Philippines’ largest mall operator, will lease government property along Katipunan Road for less than P100 per square meter a month for 25 years, an amount that an official said may be “too low."
This, among others, was indicated in a lease contract between SMPH — a company controlled by Henry Sy, the country’s richest person according to Forbes Magazine — and the Metropolitan Waterworks and Sewerage System (MWSS), whose officials have been under fire for receiving excessive bonuses.
The contract was signed last May 27, 2010 — or a month before President Benigno Aquino III formally assumed office — by then-MWSS administrator Diosdado Allado and SMPH president Hans Sy.
The lease agreement was also endorsed by the MWSS Board of Trustees in a September 4, 2009 resolution signed by Darlina Uy, the MWSS legal services dept. manager/Board Secretary VI designate.
Under the contract, the Sy-led company will pay P1,200 a year per square meter for the lease of a 1.417-hectare property at the corner of Ventura and Katipunan roads in Balara, Quezon City, documents obtained by GMANews.TV show.
The lease will “automatically be renewed for another 25 years, subject to such other terms and conditions mutually agreed upon by the parties," Section 2 of the contract entitled “Term of Lease" said.
SMPH may decide to build a Save More supermarket in the area, a company official who declined to be identified told GMANews.TV.
The contract also requires the MWSS to spend for and undertake clearing operations to ensure that the area “is free and clear of any liens, encumbrances, restrictions, structures, tenants, occupants or squatters, and ready and available for commercial development..."
However, since rent payments include value added taxes, the amount paid to MWSS “may only reach P88 per square meter a month," Macra Cruz, the agency’s officer-in-charge told GMANews.TV in a phone interview.
“At first glance, it seems that the [rent to be paid to MWSS] is already too low," she said.
Lots along the area may be worth as much as P40,000 to P70,000 per square meter, informal estimates show.
Assuming that lots along the area are worth P60,000 per square meter and a prevailing interest rate of four percent a year, annual rent due to the MWSS should be P2,400, a source familiar with the matter said.
Section 7 of the same contract entitled “Grace Period" also allows SM from payment of monthly rentals “until after (a) the lapse of twenty-four (24) months following the execution of this contract or (b) the commencement of commercial operations of Lessee’s mall development on the property, whichever comes earlier."
Under the contract, SM also agreed to pay the MWSS advance rental “equivalent to twelve (12) monthly rentals or P17,004,000.00."
“The advance rentals shall be applied as monthly rentals during the first twelve months immediately following the grace period," the contract said.
A security deposit of P17,004,000.00 “shall be applied as part of the monthly rentals due on the last 12 months of the lease," Section 6 of the contract said.
On July 13, 2010, the MWSS has already received a check worth P33,248,892.86, which supposedly cover the security deposit and advance rent.
The contract is under review by the Office of the Government Corporate Counsel (OGCC), Cruz added.
Text messages sent to SMPH officials requesting clarification about the matter have been left unanswered. - KBK, GMANews.TV
skywalker2008 August 8th, 2010, 07:59 PM ALI, Puregold ink lease for Fairview property (http://www.philstar.com/Article.aspx?articleId=597223&publicationSubCategoryId=66)
(The Philippine Star) Updated July 28, 2010 12:00 AM
MANILA, Philippines - Real estate developer Ayala Land Inc. (ALI) and Ellimac Prime Holdings Inc (EPHI) of the Puregold and S&R chain recently signed a long-term lease agreement for a six-hec-tare property along Quirino Highway in Fairview, Quezon City.
The site presents a good opportunity for both groups to tap a large market base of residents in northern Quezon City and nearby communities, as evidenced by the numerous residential and commercial constructions ongoing in the area.
On the site, a commercial center will be developed by ALI’s Ayala Malls division, in the league of its awardwinning developments that include Glorietta, Greenbelt, Alabang Town Center, Ayala Center Cebu, Bonifacio High Street and Trinoma,. Given ALI’s proven track record in creating world-class commercial developments, the planned mall promises to be another distinctive and modern shopping, dining and entertainment destination.
Puregold and S&R are leading players in the wholesale and retail chain business with over 55 outlets in the country. The group has adopted an aggressive expansion program that aims to strengthen their offerings for existing markets and new ones.
Puregold recently openedbranches in Subic, North Commonwealth and Mindanao Avenue and is currently constructing its Alabang store. S&R will open a much-awaited outlet in Cebu this October.
The Puregold and S&R Group will bring with them their broad loyal customer base and expertise in merchandising and partner with Ayala Malls, whose cutting-edge design and flair will deliver another unique and rewarding shopping experience.
The Fairview project will be the next significant development of Ayala Malls in Quezon City after Trinoma. The construction of Glorietta Redevelopment and Abreeza Mall in Davao is currently underway.

Quezon City remits P18.5 million to NHA for housing project
The Quezon City government turned over to the National Housing Authority (NHA) Thursday P18.5 million for a housing project that would benefit over 22,000 homeless families along Commonwealth Avenue in Quezon City.
Mayor Herbert Bautista identified the site as the National Government Center Eastside Housing Project along Commonwealth Avenue.
Bautista, who handed over a check to NHA general manager Federico Laxa, said the amount will pay for the processing of the subdivision plans and re-blocking of some 22,220 urban poor families who have long been occupying the area.
The city council passed an ordinance on Oct. 26, 2009 to facilitate the processing and transfer of land titles to qualified beneficiaries.
Republic Act 9207, the National Government Center Act of 2003, provides security of tenure to bona fide residents of the NGC, including the approval of the blueprint for the utilization and development of the area.
Bautista said the city government saw the need for an overall development plan in the area to address the proliferation of informal settlers. The plan was also needed to implement community-based development projects in the area, including road improvement projects and delivery of health and social services.
The city government coordinated with various government agencies and non-government organizations to prepare the site development plan.
Bautista said the plan, which jives with the city’s comprehensive land use program, now serves as guide in all the development activities in the area.
To date, Quezon City hosts the most number of informal settlers in the metropolis, majority of them in substandard living conditions.

dessertfox August 18th, 2010, 07:21 PM Location wise these area are more in centrality, being in the axis of Quezon Blvd. and EDSA. Hope to see more developments in the near future.

The Urban Development and Housing Act or UDHA (RA 7279) signed by the late Pres. Corazon Aquino primarily sets the rules on eviction and demolition.
From Section 28: Eviction and demolition may be allowed in the following instances:
1. When the eviction or demolition is to be implemented in danger areas;
2. When the eviction or demolition is to be implemented in public places;
3. When the eviction or demolition has to be undertaken for the implementation of government infrastructure projects;
4. When there is court order (Section 28, UDHA);
5. When what is sought to be evicted or demolished are illegal structures constructed after March 28, 1992 (Section 30, UDHA); and
6. When what is sought to be evicted or demolished are structures owned by a professional squatter and squatting syndicate (Section 27, UDHA).
From Section 30:
The barangay, municipal or city government units shall prevent the construction of any kind or illegal dwelling units or structures within their respective localities. The head of any local government unit concerned who allows, abets or otherwise tolerates the construction of any structure in violation of this section shall be liable to administrative sanctions under existing laws and to penal sanctions provided for in this Act.
Full RA7279: http://www3.hlurb.gov.ph/laws/ra_7279.pdf
From Bistek's SOCA, this UDHA Law must be strictly enforced.
COMPREHENSIVE AND WELL-RATIONALIZED RESETTLEMENT PROGRAMS
Our City has a large shelter backlog; more than 200,000 families are informal settlers. We must have a significant and sustainable housing program. But the City must not become a doormat for informal settlers. We, officials, must work together to prevent new intrusions. All of us must make it our responsibility to prevent illegal structures, because it compromises the rest of our constituents and puts these informal settlers at risk for their own lives as well. Our barangay officials should remember that the UDHA law, or Republic Act 7279, holds them directly accountable if they aid, abet or simply look the other way while informal settlers begin setting up their dwelling areas illegally in their areas of jurisdiction.

the glimpser August 23rd, 2010, 01:54 PM Quezon City seeks to become ‘main tourist destination’ in Metro Manila
By Nancy C. Carvajal
Philippine Daily Inquirer
First Posted 07:01:00 08/23/2010
MANILA, Philippines – The Quezon City government is set to create a tourism department that will pursue the city’s goal of becoming Metro Manila’s main tourist destination, according to Vice Mayor Joy Belmonte.
Belmonte said in a statement the department would conduct an inventory of the city's tourism resources and would implement standards for its tourism-related services.
Belmonte said she has assigned actor-comedian and City councilor Roderick Paulate to head the committee that would draft the creation of the ordinance creating the new department.
“We will make an inventory of the city's tourism resources, accredit and standardize our tourism-related services, assess and develop our tourism investment potential, create a high quality international image, identify and develop tourism zones, as well as initiate high-profile events," Belmonte said.
She said they have set the goal of making Quezon City the main tourist destination in Metro Manila.
“The revitalized tourism program will stimulate businesses which will fuel our economy, and generate downstream income opportunities for many sectors, rich and poor alike,” she said.
Belmonte did not say if the planned standardization of tourism services in the city would include the expensive bars along Quezon Avenue and other areas in the city.
Among the tourist spots mentioned in the city government website are the Quezon City Memorial Circle, which also serves as the city's landmark; the University of the Philippines Diliman campus; the Ateneo de Manila University; the centuries old Sanctuario de San Pedro Bautista located at Frisco; the historical Sto. Domingo Church; the Bantayog ng mga Bayani; the People Power Monument; the Tandang Sora Shrine; the General Geronimo Park; the Cry of Pugad Lawin Shrine; La Mesa Eco-Park; and the Ninoy Aquino Parks and Wildlife Center.
All major television networks and radio stations have their headquarters in the city.
The city also boasts of popular malls, department stores and commercial and concert areas, foremost of which is the Araneta Coliseum.

groundzero September 7th, 2010, 05:22 PM I'm looking forward to Quezon City's Green E-Jeepneys. I see them roaming around the North Triangle-City Hall-Circle Area.
I was also able to ride on one, during one of the 'exhibit runs'. It was capable, and quiet. Maybe, better if it was bigger. But ideal for public transport.
