Do you guys have any updates on this project?


“Kandy City Centre” Commercial and Shopping Complex constructed at a cost of Rs 4.7 Billion at Dalada Vidiya, Kandy is the most modern commercial complex in Sri Lanka and scheduled to be opened by March 2007. The Complex is designed with ultra modern features yet preserving the iconic Kandyan architecture. With respect to this unique entrepreneurial marvel, The Board of Investment of Sri Lanka has granted the prestigious “Flagship Status” to this project.

KCC - NIGHT TRANSPORTATION SERVICE Seems to operate new nice looking buses too.. Instead of those ugly Leyland Buses.

And KCC also has a Wi-Fi Zone too. Yay :)

Minister of Enterprise Development and Investment Promotion, Dr. Sarath Amunugama visited the Kandy City Centre project.

This commercial centre is a BOI flagship project, which includes an international standard shopping mall and a modern car park.

It will be completed in a few months and will be one of the landmarks in the Kandy City. The project is on a 12-acre land, which was earlier occupied by Walkers.

The Kandy City Centre has been designed to blend in with the local buildings,
combining modernity with the traditional Kandyan style of architecture.

While this was not a formal opening, the unveiling of the board that showed the different stages of the development of the project was an eye-opener to all present of the impact this project will have on the City of Kandy.

The investor, Thusitha Wijayasena who described the various stages of the construction, briefed Dr Amunugama. Thereafter a visit to the Centre followed where Wijayasena showed the Minister and a visiting delegation from the Ministry and the BOI, a model of the completed project.

Dr. Amunugama said that it was the single most important addition to Kandy since the times of the last dynasty of kings who ruled in the city. It was important that there are investors such as Wijayasena willing to take risks to get projects done in spite of many hurdles they face.

“Private sector initiatives often produces results. A project of this nature will encourage travel from Colombo to Kandy and with better roads, the travel time will be reduced.

As Kandy becomes even more attractive and better equipped with modern facilities, the potential for tourism, especially Conventional Tourism will also be greatly enhanced”, he added.

Wow ! 5 years ! But at last something big for Kandy. Although I wonder what is the occupancy percentage of the Shopping complex since, Sri Lanka doesn't really seem to like the whole "Mall" concept.

Yeah i was at the sight and inside the car park last year when I went to KAndy was really suprised to see a nice development of this magnitude outside Colombo...

the car park is really useful but rather confusing markings. The centre itself is rather huge and looks great. Im kinda jealous as it is not in colombo he he. I have some pictures and will upload them when i get back from anuradhapura. And thank goodness for wap.

Dr Sarath Amunugama, Minister of Enterprise Development and Investment Promotion participated at a function where commercial premises were formally handed over to their new tenants at the Kandy City Center, the hill capital’s premier commercial complex. These establishments which are located at Level 1 of the Centre, are large shopping areas and will be operated by branded companies and banks.

Speaking of the project, Dr Amunugama said that it was the single most important addition to Kandy since the times of the last dynasty of kings who ruled in the city. It was important that there are investors such as Mr. Thusitha Wijayasena willing to take risks to get projects done in spite of many hurdles they face. Private sector initiative often produces results. A project of this nature will encourage travel from Colombo to Kandy and, with better roads; the travel time will be reduced. Mr. Thusitha Wijayasena, Chairman/ Managing Director of Property Finance and Investments Kandy (pvt) Ltd added that he was keen to develop this project after his wife had convinced him of its importance to the city of Kandy.

As Kandy becomes even more attractive and better equipped with modern facilities, the potential for tourism, especially Convention Tourism will also be greatly enhanced, he added.

The Kandy City Centre is a BOI flagship project, approved by the Cabinet, located at Dalada Veediya, Kandy. Once completed it will be the mostly modern commercial complex in Sri Lanka and it represents an investment of US$ 100 million. The total area for the project is 44,000 square meters of floor area which will be made available to top level commercial establishments. Of the 10 levels, 6 will have road access. There will be many advanced features such as 14 escalators, 4 lifts, 3 Megawatt backup power, and an ultra modern security system.

The project is on a 12-acre land, which was earlier occupied by Walkers, a leading commercial establishment. The Chief architect, Mr. Ashley de Vos highlighted the need to preserve the beauty of the city of Kandy, to uphold the traditions of the up-country area while infusing much needed modernity. The Kandy City Center has thus been designed to blend in with the local buildings, combining modernity with the traditional Kandyan style of architecture. It is very much in harmony with the architecture and setting of the city.

The complex will have many of the leading banks, a fully equipped supermarket, a variety of restaurants, an entertainment zone and a state of the art food court. One section has been earmarked to develop tourism in Kandy. This level will feature handicraft manufacturers, gem dealers and jewellery manufacturers and tea producers.

One important feature of the project is the multi-storied car park, which will significantly relieve the congestion in the city of Kandy. It will be the largest and most modern in Sri Lanka and is connected to the main complex through an overhead bridge. The capacity of this car park is approximately 1,200 vehicles. The second phase of the project is the construction of 2 mini cinemas and a cultural hall.

The project will provide employment opportunities for 3,800 direct and 10,000 indirect jobs. The investor, Mr. Thusitha Wijayasena was very confident of the potential of the project. Because of its size and the high quality it will offer the public, the Kandy City Centre will play an important role in the life of the residents of that city. The grand opening of the project will be on 2nd August 2008.

I can't believe that as always some political retard somewhere is ruining a great project because he/she wants credit to go elsewhere, wants to get some $$$ or both.

Same problems happened with the Hambantota Port project and the Colombo Project, some trying to squeeze as much money out as possible, others scuttling the projects the best they can because they've been paid (from outside sources) to do so.

With the Kandy project, its sad how those who love the country and are enthusiastic about improving it are shot down like dogs at every turn, get frustrated then eventually give up while the nation suffers the corrupt traitors win again.

Hope Thusitha Wijesena's keeps fighting!

Minister of Enterprise Development and Investment Promotion Dr. Sarath Amunugama commended the persevering efforts of Kandy based entrepreneur Thusitha Wijayasena , and at the same time gave a stern wag of his finger at the Kandy Municipal Council yesterday. Amunugama made these remarks at preview event for the massive Kandy City Centre, a much delayed state-of-the-art shopping, financial and cultural complex.

“Urban planning and construction should be task done by the Municipal Council. The fact that Thusitha Wijayasena has brought upon himself to construct such a facility within the heart of the hill capital is commendable” said Minister Amunugama, and added “It is unfortunate to see how the MC has behaved in this regard”.

Wijayasena stated that he acquired the land in 1992 for a value in excess of Rs. 600 million, and that in addition to the various loans, their family has invested heavily in the venture. Tharindu Wijayasena, a Director of Property Finance and Investment Ltd stated “We did our budgeting in 1993 when the US Dollar was less than Rs. 50. Fifteen years down the line, the Dollar has more than doubled.” He stated that they have run “way over budget” due to increases of prices of material and labour, and due to them having to import a large amount of specialty material. “Despite all these, we’ve managed to complete 99% of the project.

We are going head strong into completing the rest of the project without getting discouraged”, he added.

The complex, a design by architect Ashley de Vos, was started by Thusitha Wijayasena in 1993, with initial plans for completion by 1997. Construction has still not been completed due to various red tape and institutional hindrances, mainly by the Kandy Municipal Council. The complex was envisioned as a node in the heart of the hill capital that would be a shopping mall, civic centre and cultural centre combined. The facility upon completion will contain an art gallery, an auditorium, open air theatre and three cinemas. “We wanted to bring the commercial aspects of Kandy to one side of the city. We want to make Kandy residential and exiting again”, said de Vos, who gathered influence from traditional Sri Lankan architecture styles in designing the structure.

The first commercial tenants will move in during the first weeks of December, and the company plans for a soft opening which would then let the complex slowly evolve. Wijayasena added that they are confident of having a full scale opening in the first quarter of next year.

The complex spanning excess of 44,000 square feet features modern energy saving mechanisms such as lead-free glass for better spreading of light, low power consumption escalators and elevators, and insulated walls which cut down on the cooling requirements. The company states that they are using a state of the art air conditioning system which consumes 25% less electricity, and that for the first time in Sri Lanka, tenants will be able to have control over their energy consumption including cooling, and thereby contribute to the overall energy saving concept of the facility.

Ministers Keheliya Rambukwella, Susul Premyayantha, Deputy Minister of Tourism Faizer Mustapha and Central Provincial Chief Minister Sarath Ekanayake were also present at the event, which was organized by the Board of Investment.

At friggin last. I remember being once told that it was going to be opened in 2003 :bash:

But hopefully it'sgoing to be the start of economic progress in Kandy. All the mega development of late has been centered around Colombo. Nice if some of the other regions can get in on that.

Kandy Mayor shuts out the Press from special meeting

The Mayor of Kandy L.B. Aluvihare shut the press out from the special meeting of the Kandy Municipal Council which was scheduled to discuss the Gazette notification stating that the Kandy Municipal car park was a BOI project.

The ‘Daily Mirror’ correspondent, who went for the meeting, was seated in the Press Gallery, when the Mayor sent a message through one of the employees that he should leave and the other members of the press had not been invited for the meeting.

The JVP member of the Council Anura Gonawela, told the Mayor that he strongly opposed this move to keep the Press out, who had a right to hear what the people’s representatives had to say and this was part of the democratic process in a country.

The councillor also pointed out it was serious, if the press in the city had not been invited to a crucial meeting, where the fate of the Municipality was at stake.

He said if the Daily Mirror had been vigilant of what was happening in the city, it should be appreciated.

According to councillors, the notification declaring the Municipal car park as a BOI project was gazetted on January 28, 2008. This gazette was received by the Secretary’s Department of the Council in March, 2008.

The gazette was sent by the Secretary to the record room for binding and it remained another document. The seriousness of the document was neither seen by the Secretary nor the Mayor nor the Commissioner was apprised of this notification.

It was only this week, the matter came to light after the opening of the Kandy City Centre, as it was also gazetted in the same gazette as a BOI project.

The Kandy City Centre had sent a letter to the Kandy Municipality saying that they did not require a Certificate of Conformity from the Municipality because of this reason. They told the Municipal authorities that they were governed by the BOI Board. It was then the Municipality got "Cold Feet" and realised the Secretary of the Council had not informed the relevant authorities about the notification of the Kandy Municipal car park being gazetted as a BOI project.

It is for this important matter a special meeting was convened on December 11 without the press.

I'm in Sri Lanka these days, so I though I'd hit up this place while I was in Kandy.

And it looks pretty awesome. Most of the place is still under construction, but there's a Commercial Bank branch and a huge ass Keels Super open. All the shops have glass walls, so if they light it up right, it's definitely going to be the nicest mall in the country by far. The outside walls look really cool too, they've given it the fortress like stone finish, which I think fits Kandy perfectly.

The guy there said it's gonna be 2 parking levels below, and 7 floors above (total 9 floors). Every floor is supposed to have an exit to some street or other. And they expect the whole thing to be open by the end of January. He also promised an impressive food court by then.

And the good news, most of the shops I saw had signs saying "reserved" on them. People like Mahawali Reach, Singer (who have a huge store with a glass walls all around it) and a bunch of banks had their names on them too.

The publicly-funded KMC car park that has a troubled history and so far has failed to make an appreciable impact to ease the parking problem in Kandy town has now provoked a major confrontation between the KMC and the Rajapakse administration following the latter's decision to hand it over to Property Finance and Investment Kandy (Pvt) Ltd on a fifty year lease. The owner of the company businessman Thusitha Wijesena is the developer of The Kandy City Center that President Mahinda Rajapakse is scheduled to ceremonially open on January 29, 2009.

Mr. Wijesena's company currently has the contract for managing the car park as well as all the parking in the Kandy town. All four political parties, UNP, PA, JVP and SLMC on the Council are opposed to the handover of the car park to the company. They point out that it stands on KMC land, the Council built it using the rate payers' money and an ADB loan and that the loan is serviced using Kandy tax payer money. In protest they are threatening a boycott of the opening ceremony of the Kandy City Center, close shops and raise black flags.

The government has decided to make the car park a BOI project and handover the facility on a 50 year lease to the company. At the end of that period the company will own the car park that has 862 spaces. It is not clear if the value of the lease that includes street parking will remain at Rs 34.8 million per year that was agreed upon between the company and KMC in 2005. At present the KMC pays Rs 11.6 million per year to service the Asian Development Bank (ADB) loan. The original hope of the KMC was to make the car park a revenue earner but for now it has become a revenue loser.

Mayor AluvihareThe KMC officially learned of the decision only on Thursday 08th January 2009 when the Mayor received a letter from the presidential secretariat signed by the Secretary to the President Lalith Weeratunga announcing the cabinet decision. The KMC met in a special session on Thursday January 15th and unanimously decided to protest against the move, appeal to the president to revoke the decision and if no redress was found to go to courts. Opposition Leader Thilina Tennakoon (PA) undertook to personally appeal to the president.

The KMC handed over the management of the car park to Mr. Wijesena's company effective August 21, 2005 on a lease. However, the lease holder filed a case against the KMC soon after taking over alleging breach of contract. The court has ordered the two parties to go into arbitration to settle the dispute. This is yet to be completed. In the interim the management company is earning revenue from the car park and also from street parking. The Governor of the Central Province Tikiri Kobbakaduwa who is from the PA addressing a meeting recently on Kandy Traffic Problems publicly condemned this situation and urged the Kandy community to take legal action to take back the car park from the private company.

The Kandy News investigations have revealed that Mr. Wijesena secured BOI status for his company and its US $ 80 million (Rs 8,800 million) Kandy City Center property through a cabinet decision in October 2005 under the Chandrika Kumaratunga administration. This was a few weeks after he secured the lease on the car park. It appears that the KMC was unaware of this status of the Kandy City Centre until earlier this month. Former Kandy mayor Mr. Kesera Senanayaka told this newspaper that an attempt to make The Kandy City Centre a BOI project when Mr. Anura Bandaranaike was the minister in charge of BOI failed.

Mr. Wijesena planned to formally open The Kandy City Centre in March 2009 with President Rajapakse to do the honours. However, on a request from the president, the date has been advanced to January 29th when the president is also expected to lay the foundation stone for the construction of a three-cinema movie complex, an open air theatre and a cultural complex on top of the existing four storey car park. By making the car park a BOI project the developer will be entitled to secure the usual tax concessions and other benefits that are available to BOI projects.

On December 29th, 2008 Mr. Weeratunga presided over a meeting held at the presidential secretariat to discuss the Kandy City Centre and the Car Park under the new arrangement. BOI Chairman Dhammika Perera and a host of senior officials as well as Mr. Wijesena, his architect Mr. Ashley de Vos and senior managers of Property Finance and Investment Kandy (Pvt) Ltd participated in the meeting. The only officials from Kandy were DIG (Central Range) Pujitha Jayasundera and Senior DIG Gamini Navaratne. Representatives of some state agencies such as the People's Bank that have rented space in the new complex were also present.

The meeting discussed, among other things, a request from Mr. Wijesena to allow the import of, under concessionary duty, 34 new single deck buses, 15 double deck buses and 60 new diesel cars to run a bus cum taxi service from the Kandy City Center and car park. He also requested additional tax concessions to proceed with the new building to come up on top of the car park and wanted exemption from the newly enacted National Development Tax.

The meeting also discussed the need for enhanced security for the Kandy City Centre and the car park with easier access from the Kandy Lake (Hatton National Bank) side. Improved street lighting for the area and removal of old structures on the Kandy Lake side to beautify the area were among other matters discussed.

If and when the new scheme is fully implemented it is likely that street parking in the town will be severely restricted to compel motorists to park in the car park.

Such a mess, this KMC seems like another bunch of jokers...lets hope that this complex and car park finally really open up on a grand-scale, which will be a tremendous boost to Kandy and the entire Central Province...

Yea we haven't seen the big construction project get off the ground yet. I guess it's too soon after the end of the war. If I remember right, it took 2-3 years since the 2001 peace agreements for all those developments to spring up. I'm guessing it's going to be around the same time again, 2011 probably when the construction starts picking up.

Yeah agree with you Gamarala, 2011 should be a vibrant year in terms of new constructions and economic development hopefully, but you never know what can happen until then...I hope we do not fall back into a dark era of racial prejudice, violence and overt corruption...

Many trendy look shops are going to be at KCC and it looks pretty good so far. Sampath Bank will be opening by next week or sooner.

I went there to have a look. The biggest problem is that hardly anyone knows about it because the entrances are obscure, there needs to be proper signage otherwise you wouldn't know it was there.

This is probably why there are only a few shops in the large shopping mall. Otherwise it is very modern and nice.

It is coming along now and I hope this will be a great place to shop and have a nice meal in those modern resturants. Everyonth is new shop is opening up that's a good thing.
