The Terengganu Sports Complex, located in peninsular Malaysia’s north-eastern state Terengganu, takes its design references from the Malay and specifically Islamic culture that dominates the area. The complex is made up of an open main stadium and a closed indoor stadium/convention centre.

The 60,000-person-capacity main stadium, located at the eastern end of the site, is designed in accordance with international standards to host competitive sporting events and large scale public gatherings and shows, such as concerts and talk shows.

The two sweeping crescent-shaped roofs with a three-dimensional star mounted on the smaller roof (the skylight star, an Islamic symbol) projects the cultural vernacular of Terengganu state. These references were derived from the state government’s official flag.

The crescent roof structure that covers the ‘Grandstand’ and the ‘Weststand’ is a column-free steel space-truss framed system that is externally supported by vertical and lightly angled reinforcedconcrete rectangular beam columns on the outer eaves of the lower roof rim. The roof covering is made from standing seam metal decks with a glass skylight in the shape of a star on the smaller roof at the ‘Northstand’. Floodlights to the track and the field are strategically placed at the edges of the space-framed roofing.

Adjacent to the main stadium, the indoor stadium overlooks a manmade lake on the western side. It is specially designed as a weather-proof indoor arena in line with international sporting bodies’ specifications and requirements. The centre court is paved with the latest in durable synthetic sports flooring materials.

Supporting facilities include two small auditoriums, with seating capacities of 250 and 350, seminar rooms and a banquet hall on the ground floor; the main arena and circular exhibition hall are located along the perimeter (corridor) of the first floor.

The design takes the pure shape of a circle as the basis for the layout. This concept offers an unobstructed view from any angle at all seating levels. The building has a geometrical domed roof with externally slanting walls similar to the dome of a mosque. Traditional Malay and Islamic references are highlighted in a dual-layer star-shaped roof and a “pending” (a Malay buckle) on the highest centre tip of the main roof. Exit stairways will be patterned after a series of minarets, also referencing mosque architecture.

Composite metal tiles and sheet claddings chosen for their hard-wearing, weather-resistant coatings and their slick and shiny high-tech feel are used for the dome and wall covering, respectively. Tinted full-height glass walls

wrap around the corridor perimeter of the exhibition hall and offer a sweeping panoramic view to the outside (the Ceremonial Plaza to the north, the main stadium to the east, the lake and the landscape to the south and the west).

On a bright and sunny day, the glass allows in a full measure of natural daylight, highly suitable for painting and arts exhibitions. Fixed overhead composite sunscreen louvers extending out from the upper eaves allow for passive light control.

The master plan of the entire complex is guided by the ambition to attract sportsrelated tourism. Aside from its sports functionality, the development also seeks to centralise some of Terengganu’s tourism assets. For example, the many handicraft exhibition stalls scattered all over the state could come together for a combined largescale showing.

The site is located about eight kilometres from the state capital’s downtown on a generally flat site surrounded by low-rise residential developments. The site was formerly a low-lying semi-swamp area with naturally formed water bodies.

The master plan maintains the site’s original topography, allowing the natural landscape’s gentle slopes to complement the curves of the structures. Natural water collection channels are redirected into the manmade lake, while water collection along the site’s outer perimeters is channelled via the infrastructure drainage network. Additional water catchments are planned to add capacity to the site’s natural water pockets to handle the development’s surface water run-offs. The manmade lake is located at the original site of the largest naturally formed water pool. The lakes and open green spaces will be available to the public for recreational activities. –Aylwin Chooi

Malaysia had larger stadiums namely the National Stadium and Shah Alam Stadium ;)

Their capacities are 100,000 and 80,000 respectively :yes:


Although I am impressed by the design on the Terengganu stadiums :okay: , I am dissapointed at their renderings. :ohno:

The design of the new stadium is awesome, has a 80% similarity to Shah Alam Stadium. :)

i think 60,000 is a way too big for Kuala Terengganu ...
most of the states main stadium accomodate around 25-35,000 spectators at one time..ie. Kuantan's Darulmakmur stadium-35,000. Paroi 25,000....even with that capacity... seldom we see the stadium reach its full capacity..unless big event stage there ie. Malaysia Cup...
i think 40,000 should be reasonable enough..not 60,000...

SASARAN 35 pingat emas dalam Kejohanan Sukan Malaysia (Sukma) ke-12, di arena sendiri pada 31 Mei hingga 9 Jun tahun depan, mungkin dianggap keterlaluan, namun bagi kontinjen Terengganu angka 'keramat' itu mampu dicapai.

Ketua Pegawai Eksekutif Sekretariat Sukma ke-12 Terengganu, Arpin Draman, berkata ia berdasarkan keupayaan dan kebolehan atlit yang bakal bertanding ketika sesi latihan dan beberapa kejohanan yang disertai.

"Bukan itu saja, sasaran ini juga berasaskan program pembangunan atlit yang dilatih dan diasuh bermula pada tahun lalu hingga kini membabitkan kos keseluruhan lebih RM4 juta.

"Dengan jumlah yang begitu besar yang dilaburkan kerajaan negeri, saya percaya sasaran dan misi mengutip 35 emas selain berhasrat menduduki tangga kelima keseluruhan bakal terlaksana pada Sukma ke-12 pertengahan tahun depan," katanya.

Mega projects give a touch of modernity after Barisan takes over Terengganu

KUALA TERENGGANU: Kuala Nerus is one of eight parliamentary constituencies in Terengganu where the Federal Government has launched multibillion ringgit development projects since Barisan Nasional (BN) wrested the state from PAS in the 2004 general election.

These projects have brought much progress to the constituency, giving it a touch of modernity.

Among the mega projects launched in Kuala Nerus are reclamation of land along the Seberang Takir coast, construction of a sports complex and upgrading the Sultan Mahmud Airport.

There is also the development of Pulau Duyong into a venue for the international Monsoon Cup sailing sports and construction of Felda headquarters in the east coast.

Other new projects are Pulau Warisan to create four health centres in each state constituency, constructing pedestrian crossings, Fire and Rescue Department outposts and upgrading the Police Field Force complex in Gong Badak.

In an interview with Bernama, Kuala Nerus MP Che Azmi Abdul Rahman said the RM300mil reclamation of the Seberang Takir coast up to Pantai Tanjung began two years ago. It is expected to be completed soon.

Che Azmi said the embankment was to prevent soil erosion, reduce the impact of waves and, most importantly, facilitate smoother movement for fishermen to land their catches.

For the 12th Malaysia Games (Sukma) in May, he said the state was constructing a RM300mil sports complex near the airport.

On the current RM500mil upgrading works at the airport, Che Azmi said it was done to enable pilgrims to fly to Mecca from the state, rather than travel to Kuala Lumpur International Airport.

Pulau Duyong, once viewed as a scenic fishing village, has earned a place on the international map as a leading haven for sailing enthusiasts and also as the venue for the prestigious annual Monsoon Cup.

The island features a resort and facilities for the locals, including affordable apartments.

“The project did not involve taking land from villagers. The roads and the resort were built on reclaimed land.

There are also two universities – Universiti Darul Iman Malaysia and Universiti Malaysia Terengganu in Gong Badak, with other colleges and teacher training colleges in the area.

Che Azmi said, to ease congestion at Sultan Mahmud Bridge and Manir Bridge, a new bridge linking Kampung Teluk Pasu, Pulau Sekati and Bukit Losong would be completed in two years.

KUALA TERENGGANU 17 April - Yang di- Pertuan Agong, Tuanku Mizan Zainal Abidin akan mencemar duli merasmikan kompleks stadium negeri, Gong Badak dekat sini pada 10 Mei ini.

Menteri Besar, Datuk Ahmad Said berkata, upacara perasmian kompleks itu akan berlangsung pada waktu malam dan kakitangan awam serta orang ramai dijemput hadir untuk bersama-sama meraikannya.

''Stadium ini mempunyai kapasiti untuk menampung 50,000 penonton, jadi saya jemput seluruh rakyat Terengganu datang untuk menyaksikan upacara gilang-gemilang ini," katanya ketika berucap pada majlis perjumpaan bersama kakitangan awam di sini hari ini.

Menurutnya, Tuanku Mizan juga dijangka akan mengumumkan nama rasmi kompleks stadium berkenaan yang akan menjadi lokasi utama kejohanan Sukan Malaysia (Sukma) 2008 bermula 30 Mei hingga 9 Jun ini.

Kompleks sukan itu dimulakan pembinaannya pada 2005 dengan perbelanjaan keseluruhan berjumlah hampir RM450 juta, lebih sedikit daripada kos asal berikutan kenaikan harga bahan binaan.

Kos berkenaan adalah meliputi stadium utama yang dibina dengan harga RM200 juta, stadium tertutup (RM160 juta) dan pelbagai kemudahan sukan dan rekreasi lain.

Ia juga bakal menjadi mercu tanda baru negeri itu sekali gus membuka lembaran baru dalam sukan negeri.

The spent hundreds of million on both stadia. Why can't they put aside some money for landscaping work? The surrounding is so barren. Even the grass is dying.

yeah...they shoud have done a little sumthin on landscaping while the complex was under construction...quite barren, deserted and unattactive. Gotta give credit for speedy construction tho...and I think they should have the signage in english as well if they intend to hold international events..
I know I'm gonna get bashed by some people for suggesting that...BUT i stick to it. just having the sign in dual language does not make Bahasa inferior and menagungkan bahasa asing....come to think of is, English is not bahasa asing but bahasa antarabangsa.

PEMILIHAN Terengganu sebagai tuan rumah temasya Sukan Malaysia (Sukma) ke-12 bermula 31 Mei ini bukan saja dilihat sebagai satu penghormatan dan kepercayaan terhadap kemampuan negeri ini menganjurkan acara sukan berprestij itu, bahkan memberi rahmat kepada rakyat untuk menikmati prasarana sukan serba lengkap, moden dan selesa.

Pembinaan kompleks sukan termoden bernilai RM350 juta di kawasan 150 hektar itu, merangkumi stadium utama diberi nama Stadium Sultan Mizan Zainal Abidin serta stadium tertutup yang menempatkan prasarana sukan termasuk bowling, skuasy dan badminton.

Perasmian stadium utama itu disempurnakan Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin yang juga Sultan Terengganu pada upacara gilang-gemilang dan penuh warna-warni malam tadi, dengan kehadiran lebih 50,000 rakyat.

Majlis diserikan dengan persembahan artis nombor satu negara, Datuk Siti Nurhaliza dan Anuar Zain, selain persembahan tarian oleh 1,000 penari serta silat, akrobatik China, brassband dan tatoo Polis Diraja Malaysia (PDRM) serta pertunjukan bunga api.

Kompleks sukan itu adalah yang terbaik di Pantai Timur dengan keunikan dan kelebihannya berikutan penggunaan spesifikasi moden, terkini dan berteknologi tinggi.

Pengerusi Jawatankuasa Belia dan Sukan negeri, Datuk Abdul Rahin Mohd Said, berkata 99.9 peratus pembinaan kompleks sukan yang dibina kontraktor Bumiputera itu siap mengikut jadual.

Antara syarikat Bumiputera tempatan yang terbabit dan bertanggungjawab dalam pembinaan stadium utama ialah Bina Struktur, Emarcom, Gerbang Mercu JV serta Konsortium Protech, AZM Engineers, Senibahri Arkitek dan MAA Associates.

Bina Struktur sejak ditubuhkan banyak terbabit dalam industri pembinaan meliputi kejuruteraan struktur dan sivil berpengalaman luas dan kini sedang mengendalikan 48 projek bernilai lebih RM141 juta.

Bina Struktur ketika ini menikmati kemudahan kredit berjumlah RM5.219 juta daripada CIMB Bank dan kemudahan kredit lain dalam membekalkan bahan bina dan mesin bernilai lebih RM50,000 hingga RM800,000 daripada 12 syarikat pembekal.

Syarikat itu juga berdaftar dengan Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB) dalam kelas G7; Pusat Khidmat Kontraktor (PKK) Kelas A; Kementerian Kewangan; Dewan Perniagaan Melayu Malaysia (DPMM) dan Tenaga Nasional Bhd di bawah Kerja Sivil Kelas A.

Emarcon Sendirian Bhd (Emarcon) pula yang ditubuhkan pada November 1996 dan berdaftar di bawah PKK Kelas A dan D memiliki modal berbayar RM850,000 dengan pakar dalam pembinaan dan dan kejuruteraan sivil sejak 1988 di cawangan pertama yang dibuka di Kuala Lumpur.

Abdul Rahin berkata, stadium utama di kompleks sukan itu adalah yang pertama di Pantai Timur menggunakan rumput termoden dikenali sebagai 慶ow grass� selain menjadi stadium pertama di Asia menggunakan sistem bumbung tanpa kolum (tanpa sokongan tiang) di mana semua 134 meter bumbung dibina tanpa kolum.

揝tadium ini turut menempatkan kemudahan pelbagai jenis sukan termasuk skuasy, gimnasium, tinju, angkat berat, aerobik, seni mempertahan diri dan bowling 48 lorong, yang terbanyak dan terbesar di Pantai Timur,� katanya.

Stadium Sultan Mizan Zainal Abidin itu akan menggantikan Stadium Sultan Ismail Nasiruddin Shah bersebelahan Wisma Darul Iman di Kuala Terengganu yang dibina pada 1960-an. Stadium yang banyak berjasa kepada industri sukan negeri, khususnya bola sepak dipercayai akan dirobohkan bagi memberi laluan kepada kawasan hijau, selaras hasrat kerajaan negeri menjadikan Kuala Terengganu bandar raya dalam taman.

Stadium utama yang mampu memuatkan sehingga 54,000 penonton pada satu-satu masa dan dibina dengan kos RM191 juta itu dilengkapi bangku penonton mudah alih, mempunyai bumbung reka bentuk dua bulan sabit dihiasi corak bintang dan lambang bendera Terengganu.

Stadium sembilan tingkat itu turut menempatkan pejabat Majlis Sukan Negeri (MSN) di aras dua, yang mana MSN ketika ini beroperasi di Gerbang Persilatan berhadapan tapak projek.

Kemudahan ruang terbuka untuk pameran turut disediakan di tingkat tiga, manakala tingkat empat menempatkan tiga bilik orang kenamaan atau VIP serta sebuah bilik diraja.

Di tingkat lima pula disediakan ruang untuk kelab eksklusif dan badan korporat, manakala tingkat enam hingga sembilan ruang menonton selain menempatkan pusat media.

Stadium tertutup pula direka khas dengan reka bentuk penyu, melambangkan imej Terengganu yang sangat sinonim sebagai ikon negeri ini. Menariknya, bumbung stadium itu turut direka menyamai pertembungan dua bulan sabit serta dihiasi corak bintang yang membawa erti tersendiri.

Pelbagai kemudahan turut disediakan di stadium tertutup bernilai RM120 juga itu termasuk gelanggang pelbagai jenis sukan seperti bola sepak, tenis, bola jaring, bola tampar dan bola keranjang, selain dewan pameran, auditorium dan dewan makan yang luas.

Dewan pameran pula mampu menampung sehingga 6,200 pengunjung pada satu-satu masa, selain kemudahan dewan makan yang boleh memuatkan 430 jemputan, auditorium utama yang boleh menempatkan sehingga 560 orang serta mini auditorium berkapasiti 255 orang.

Lebih unik, pemandangan indah dari tasik buatan seluas lapan hektar bernilai RM30 juta bukan saja akan membuatkan pengunjung yang menjamu selera terpesona, malah tasik itu turut akan digunakan sebagai lokasi sukan akuatik.

Sejumlah 8,000 petak letak kereta disediakan termasuk kemudahan petak letak bas.

Works Ministry to probe Gong Badak stadium roof collapse (Update 4)

KUALA TERENGGANU: The roof of the just completed RM300mil Stadium Sultan Mizan Zainal Abidin collapsed early Tuesday.

While no one was ingured and a few cars damaged, overall damage was estimated at RM35mil.

Works Minister Datuk Shaziman Mansor said his ministry would have no problems working with the Malaysian Anti-Corruption Commission over the incident.

"The CIBD (Construction and Industrial Development Board) of the Ministry has been tasked to form an investigation team with certified architects to probe why this happened," he said after visiting the site Tuesday.

He said that as the stadium, popularly known as the Gong Badak stadium, was just completed, the contractor, a South Korean firm, was still responsible for repair works.

"This incident has sullied Malaysia's name abroad. It shouldn't have happened," he said.

Meanwhile, a sports meet involving staff of local universities starting Wednesday has been called off following the roof collapse.

The frame of the roof of the 20,000-seat stadium, popularly known as the Gong Badak Stadium, came crashing down at 8am. The worst damage was at the east wing.

There were no reported injuries among the 50-odd staff of the RM300mil stadium but a few cars that were parked underneath it were damaged.

Police have cordoned off the roads leading to the stadium.

Batu Burok assemblyman Dr Syed Azman has called on the relevant authorities to investigate the incident.

The stadium was completed in the nick of time for the state to host the Malaysia Games in June last year.

In the 9.30am incident today, 60 percent of the roof at the stadium that was built at a cost of RM270 million and opened on May 10 last year, collapsed, including that above the royal box at the grand stand.

This is what happen when building designers and structural engineers try to be experimental with construction methods that they are not very sure.

One of the article above did say that the roof structure is the first of its kind in Asia to utilize a column-free system. Maybe our local engineers are incapable of providing adequate solution for such a demanding structure.

This kind of accident often happens when architect tries to push the boundry of structural design. Santiago Calatrava buildings are often praised for their bold design but they are also notorious for having serious leaking problems. In a somewhat similar case, Terminal 2E at the Charles de Gaulle International Airport in Paris, with a similarly curvaceous to the Terengganu Stadium, also collapsed in year 2005, killing 5 people. The terminal was designed by famous French architect named Paul Andreau and it features one of the biggest column-free structure in Europe.

The moral of the story is that unless you have the know-how and equipped with the most advanced construction technology, do not attempt to build building with daring design.

Workers escape in the nick of time as roof of year-old stadium collapses

KUALA TERENGGANU: Billed as the pride of the state, the RM300mil Sultan Mizan Zainal Abidin Stadium in Gong Badak suffered a major blow when its roof collapsed yesterday – just a year after it was opened.

No one was injured in the 9am incident, but the stadium, which was the venue for Sukma (Malaysian Games) last year, has been declared unsafe.

The damage at the east wing has been estimated at RM25mil.

The impact of the collapse was so loud that an employee at the stadium thought that a plane had crashed-landed on it.

“I shivered when I heard the deafening sound,” stadium administration officer Noor-kumarasari Jamil, 31, said.

She panicked and screamed for her colleagues to leave the office as the Sultan Mahmud Airport was situated near to the stadium.

Noorkumarasari said her superior directed all the employees to vacate the office and take shelter at a nearby indoor stadium.

General worker Hajjah Shafar, 32, said she was terrified when she saw the roof structure tumbling down.

“I was sweeping the floor at the west wing of the stadium when the roof collapsed,” she said. “I just ran for my life.”

Nineteen workers, mostly cleaners, were at the stadium but they managed to flee to safety.

The stadium is part of the modern Gong Badak sports complex, which was built at an initial cost of RM250mil but the amount surged by an additional RM50mil due to soaring prices of building materials.

The indoor stadium, which is also part of the complex, was built at a cost of RM160mil.

The roof on the stadium’s left wing was ravaged after the iron frame structure supporting the 300m-long roof destabilised, causing it to fold. The affected zones were the main entrance, royal podium and the public seating area.

A Kancil car and three motorcycles were also damaged by the debris.

Works Minister Datuk Shaziman Mansor, who visited the site, said the Construction and Industrial Development Board, a wing under the ministry, had been tasked to form a team comprising architects to determine the cause of the catastrophe.

“It’s premature to point fingers at any party, including the contractor responsible for erecting the roof structure, until the outcome of the investigation.

“The stadium is still under warranty and the contractor will bear the cost of the remedial works,” he said, adding that the incident had tarnished the reputation of the country.

State Fire and Rescue Department director Puazan Ahmad said they received a distress call at 9.45am, and 25 personnel were sent to the site.

MACC men begin probe


KUALA TERENGGANU: Several Malaysian Anti-Corruption Commission (MACC) officers were seen photographing and interviewing witnesses at the site of the collapsed roof at the Sultan Mizan Zainal Stadium in Gong Badak.

Four plainclothes officers, including state MACC director Ahmad Sabri Hussin, were spotted at the site between noon and 1pm.

When approached, one officer said a probe had been initiated into the awarding and managing of the contract to a South Korean construction firm which was responsible for the work.

“We are probing whether there are elements of graft and mismanagement,” said the officer who requested anonymity.

He said the MACC would focus its probe on the awarding process of the contract.

Asked if politicians and senior government officials had been involved in the awarding of the contract, he said: “It’s still premature and I don’t want to elaborate on this.”

Some 60% of the stadium roof collapsed and the impact severely damaged other parts of the building.

Construction of the RM300mil stadium, which began in 2005, had hit a snag midway apparently due to technical glitches.

The contractor was to hand over the sports complex in April last year to the state government for Sukma, which was held from May 31 to June 6, but delivery was only made a month later.

In an immediate response, Works Minister Datuk Shaziman Mansor said his ministry would cooperate with the MACC and that it would be transparent, adding that it had nothing to hide.

Meanwhile, some 5,000 athletes representing 20 higher learning institutions who were to converge at the stadium for a sports meet had to go to a different venue at the last minute.

The organiser’s spokesman Zakaria Ibrahim said the event would go ahead as planned.

Contractor to face music if negligence involved, says DPM


KUALA LUMPUR: The contractor of the Sultan Mizan Zainal Abidin stadium in Gong Badak, Terengganu, should be taken to task if it was guilty of negligence, Deputy Prime Mini-ster Tan Sri Muhyiddin Yassin said yesterday.

“Professional ethics come into question when new buildings collapse just like that,” he told reporters after closing the Titian Gemilang Umno alumni programme at Dewan Tunku Chancellor Universiti Malaya yesterday.

He was commenting on the collapsed roof of the RM300mil stadium yesterday.

“Such incidents upset us,” he said.

Terengganu Mentri Besar Datuk Ahmad Said announced that the state government would commission an independent consultant, comprising architects and civil engineers to determine the cause of the incident.

He said the stadium would remain out of bounds until the consultant had certified it safe. “We are eager to know the cause of such massive destruction where the roof was ravaged,” he said after visiting the site in Kuala Terengganu yesterday.

The state government has yet to receive any response from the South Korean contractor which was responsible for putting up the roof.

“By now, I am sure the South Korean is aware of this but we have not received any call from the contractor,” he said.

Ahmad also declined to comment when asked if the contractor was pressured to complete the stadium in time for Sukma last year.

“The roofing works at the stadium was valued at RM38mil and they were awarded to the contractor through an open tender.

“We hosted the Games only after receiving a certificate of fitness and after receiving an approval from the Public Works Department to use the stadium for sporting events,” Ahmad said.

MB: Stadium roof defects known before Sukma

KUALA TERENGGANU, June 3 –The Gong Badak Stadium roof construction defects were discovered before the 12th Malaysia Games’ (Sukma) opening in May last year, said Terengganu Menteri Besar Datuk Ahmad Said.

He said the army commandos, who were supposed to scale down the roof as part of the opening ceremony, changed their mind when they found the structure shook when they tried to tie some ropes to it.

“They abandoned the idea during the training. Instead they were lowered from a helicopter for the Sukma’s opening show on May 10,” he told reporters after chairing the state executive council meeting here today.

He claimed the supporting structure could not hold up the roof.

Prior to Sukma’s opening, Ahmad said, he had noticed the roof was uneven and told the Public Works Department (PWD) about it.

“The PWD had promised to rectify it after Sukma. That was the assurance given to me,” he said, adding that, he had voiced his concern again to Terengganu PWD deputy director Ghazali Hashim three weeks ago.

Ahmad said Ghazali wrote to him two weeks ago that the contractor would fix the problem.

Meanwhile, Terengganu Sports Complex manager Khairol Azmi said the South Korean construction maintenance company personnel had inspected the condition of the roof shortly before the roof collapsed yesterday.

“The record book at the stadium’s guard house showed that the construction maintenance personnel had registered themselves several minutes before the mishap.

“They left after the roof collapsed,” he said, adding that the management, security, maintenance and bowling offices had been shifted to the indoor stadium nearby.

Ghazali, who accompanied Youth and Sports Minister Datuk Ahmad Shabery Cheek at the stadium, said the PWD had not issued a certificate of completion on the stadium roof.

“The PWD had only issued certificates of completion on the track and field, and several amenities outside the stadium. The certificates were issued during the Games on May 31 last year.

“The certificate was not given for the roof as it is still in the defect period,” said Ghazali. He said the PWD would deal with the main contractor of the stadium and not the Korean subcontractor which installed the roof. – Bernama

MB: Stadium roof defects known before Sukma

KUALA TERENGGANU, June 3 –The Gong Badak Stadium roof construction defects were discovered before the 12th Malaysia Games’ (Sukma) opening in May last year, said Terengganu Menteri Besar Datuk Ahmad Said.

Prior to Sukma’s opening, Ahmad said, he had noticed the roof was uneven and told the Public Works Department (PWD) about it.



“The PWD had promised to rectify it after Sukma. That was the assurance given to me,” he said, adding that, he had voiced his concern again to Terengganu PWD deputy director Ghazali Hashim three weeks ago.

PAC to probe Terengganu stadium roof collapse


PETALING JAYA: The Public Accounts Committee will launch a probe into the roof collapse at Sultan Mizan Zainal Abidin Stadium, says its deputy chairman Dr Tan Seng Giaw.

“A truly independent specialist must be appointed. It must be thoroughly investigated and its report submitted to both committee and the Malaysian Anti-Corruption Commission.

“I have heard of stadiums collapsing overseas because of a stampede.

“But I have never heard of a stadium collapsing on its own until now,” he said.

Dr Tan said it was important to ensure such an incident did not recur in the future.

“We have to find out why it collapsed and who is responsible as almost RM300mil had been spent on the stadium,” he said.

Dr Tan also urged authorities to charge those responsible for the collapse in court as “thousands could have died.”

Some 5,000 athletes, who were supposed to have converged at the stadium for a sports meet, had to move their event to other venues.

Wanita MCA chairman Datin Paduka Chew Mei Fun called for “quick and decisive” actions against those responsible for the wreck.

The companies should be blacklisted, the officials should quit and their professional licences revoked, she said.

Transparency International Malaysia president Datuk Paul Low said a commission of inquiry should be set up to probe the collapse and its proceedings telecast live.

“A lot of people could have been killed. We must find out the root cause of the problem and look into the specifications of the project,” he added.

He said the defects were spotted during the opening of Malaysian Games (Sukma) and the state PWD was alerted about it.

“I don’t intend to blame anyone for Tuesday’s catastrophe but then it could have been prevented if the PWD had acted without delay,” he said yesterday.

Ahmad said he had chaired several meetings with PWD officials and told them to expedite the remedial works.

He said he contacted the state PWD deputy director just three weeks ago to remind him about the flaws, voicing concerns that deficiency in the roof structure might cause.

Ahmad said he was told that the PWD had summoned the main contractor responsible for the roofing works only two weeks ago.

The Armed Forces, he said, also reported that the structure was unstable when they attempted to abseil from the roof during the opening ceremony of the stadium last year.

He said the servicemen resorted to using a helicopter service during the performance after discovering that the structure could give way if they were to rappel from the roof frame.

The Terengganu Government has ordered the PWD to immediately inspect the state’s iconic structures which were completed between 2007 and 2008.

They are the Sultan Mahmud International Airport, the aquatic centre in Batu Burok which houses an Olympic-size swimming pool, and the indoor stadium in Gong Badak.

Speaking after chairing the state exco meeting, Ahmad said the state government wanted the PWD to ensure the contractors had adhered to the specifications.

“We do not want see a recurrence of Tuesday’s disgraceful chapter, particularly at the RM123mil Sultan Mahmud Airport terminal where there is heavy human traffic,” he said.

Ahmad revealed that he had personally spotted defects on the airport roof which required immediate remedial works.

“The finishing at the airport looks shoddy,” he said.

Roof-collapse stadium only had a partial cert


KUALA TERENGGANU: The Sultan Mizan Zainal Abidin Stadium was issued a partial work completion certificate last year as it was considered safe to host Sukma.

The state Public Works Department has now declared that it would demand for compensation and remedial work from the main contractor following Tuesday’s collapse of the roof.

State PWD deputy director Ghazali Hashim said the certification, based on the authentication provided by an independent examiner, was given to several sections of the stadium including the track, field and certain areas outside the building.

“However, we had not issued any certification for the roof as it was still under the warranty period,” he said.

Because a local consultant commissioned to evaluate the safety of the roof had declared it safe, he said: “So, we allowed the Games to be held at the venue.”

Ghazali, who accompanied Youth and Sports Minister Datuk Ahmad Shabery Cheek on a site visit yesterday, said the department was only empowered to issue a work completion certificate once the warranty period had ended.

He also said government buildings were exempted from needing the Certificate of Fitness before the premises were occupied.

Raja Datuk Kamarul Bahrin Shah of Senibahri Arkitek, the principal architect of the stadium, said he might comment on the incident in a few days.

“I can’t say anything now as I do not have the full facts,” he said when contacted in Medinah where he is on his way to perform the umrah. He is expected to return on June 10.

Works Ministry tasked to examine selection of contractors and consultants

KUALA LUMPUR: The Cabinet has ordered a review of the procedure on the appointment of contractors and consultants following the roof collapse of the Sultan Mizan Zainal Abidin Stadium’s roof in Gong Badak, Kuala Terengganu.

The Works Ministry has been tasked to review the rules, said Deputy Prime Minister Tan Sri Muhyiddin Yassin, who was commenting on the roof collapse of the newly opened RM300mil stadium.

Muhyiddin said the issue was discussed at length at yesterday’s Cabinet meeting and it viewed the incident as something that should not have happened.

“We view this very seriously. The Works Ministry will look into reviewing the rules. Going by the current situation, when we appoint a contractor, then the contractor appoints a consultant.”

Muhyiddin said although this was to enable more parties to take part in the contract, quality could not be compromised.

“They need to look into this and tighten the rules so that it does not happen again,” he said.

As for the possibility of corruption that led to the collapse of the roof, Muhyiddin said such assumptions could not be made yet.

“Action against the contractor is up to the state government,” he said, adding that it was fortunate that the incident did not take place when the stadium was in actual use.

Muhyiddin also said that the stadium was officially handed over to the state government seven months ago.

The stadium is part of the modern Gong Badak sports complex, which was built at an initial cost of RM250mil but the amount surged by an additional RM50mil due to soaring prices of building materials.

The indoor stadium, which is also part of the complex, was built at a cost of RM160mil.

The roof on the stadium’s left wing was ravaged after the iron frame structure supporting the 300m-long roof destabilised, causing it to fold.

The affected zones were the main entrance, royal podium and the public seating area.

But it's shocking that such a thing can happen to a spanking new stadium like that... At least one can argue that the Jaya SC collapse was due to the 30-year old building being unable to tahan the weight of the several excavators on the roof but what about a stadium which is only a year old?

Thankfully there was no sporting event held at the time... I cannot imagine if some athletes, officials, or even parents were crushed due to the collapsing roof... :(

Architect: I didn't get full roof details



KUALA TERENGGANU: Details of the space frame design of the Sultan Mizan Zainal Abidin Stadium roof were never fully supplied to its principal architect Datuk Raja Kamarul Baharin Shah Raja Ahmad.

Raja Kamarul Baharin told the New Straits Times that although his company, Senibahri Arkitek was not responsible for the roof, he had voiced his concern to the state Public Works Department.

"Everybody could see that the frame was deformed," he said.

A Korean contractor was responsible for the design, supply and the installation of the roof, while the rest of the stadium was designed by Senibahri.

He said it was important to obtain details of the roof structure so that engineers could determine if it was suitable.

"I feel this incident could have been avoided if the details had been furnished in full," said Raja Kamarul Bahrain, who is in Mecca performing umrah.

Raja Kamarul Baharin said he initially did not want to comment on the matter but decided to do so after a television station aired his picture when reporting about the collapse.

This, he said, had put him in a bad light, implying that he was responsible for the debacle.

Employees of the stadium's management board said it had been common for them to stumble upon screws, nuts and bolts months before the collapse of the roof on Tuesday.

Speaking on condition of anonymity, an employee said the incident did not come as too much of a surprise as they had felt something like this would happen.

Some believed the lack of maintenance -- probably because of the height of the roof, estimated to be about 30m high -- was one of the reasons for the collapse.

"Maintenance was supposed to be carried out by the main contractors since the stadium has yet to be handed over to the state government," sources said.

State PWD deputy director Ghazali Hashim said the department had been appointed to investigate the incident which he estimated would take six months to complete.

Ghazali said the stadium was still under the main contractors' warranty.

The collapsed roof caused many red faces in the state as the RM292 million state-of-the-art stadium was built only about a year ago.

TIADA guna membina gelanggang yang besar sekiranya kualiti tidak diutamakan.
Mungkin itu gambaran yang sesuai mengenai Stadium Sultan Mizan Zainal Abidin, Gong Badak Terengganu yang runtuh Selasa lalu.

Ketika ramai yang mencari siapa yang patut bertanggungjawab atas kelemahan kualiti keselamatan stadium tersebut, mungkin ada yang tidak sedar bahawa stadium yang dibina dengan kos kira-kira RM300 juta itu sebenarnya tidak mendapat pengiktirafan daripada salah satu badan sukan antarabangsa.

Difahamkan stadium yang dibina sempena penganjuran Sukan Malaysia (Sukma) XII pada 31 Mei tahun lepas itu tidak mendapat sijil pengiktirafan daripada Persekutuan Persatuan-Persatuan Olahraga Antarbangsa (IAAF) selaku badan yang menyelia sukan olahraga termasuk kualiti gelanggang di seluruh dunia.

Ini mungkin bukan perkara besar bagi sesetengah pihak, namun daripada perspektif sukan negara, ia satu persoalan yang perlu dijawab dalam usaha untuk membina kemudahan dan peralatan sukan berkelas dunia di negara ini, namun kualitinya pula dipandang mudah.

Jika dirujuk kepada senarai pensijilan peralatan dan kemudahan sukan olahraga IAAF, hanya tujuh gelanggang saja di negara ini yang mendapat pengesahan, walaupun hanya berada dalam kelas dua.

Jika dibandingkan dengan tujuh gelanggang tersebut, mungkin tiada satu pun yang setanding dengan kehebatan Stadium Sultan Mizan Zainal Abidin.

Namun, disebalik kemegahan dengan mercu tanda baru di Gong Badak itu, kualiti peralatan dan kemudahan stadium itu pula diabaikan.

"Jika kos Stadium Sultan Mizan Zainal Abidin yang menelan belanja sekitar RM300 juta boleh dilaksanakan, mengapa sijil pengiktirafan daripada IAAF yang hanya berharga RM60,000 bagi tempoh empat tahun (kelas dua) tidak boleh diusahakan?" kata seorang pentadbir dan pengurus sukan yang enggan dikenali kepada Kosmo! semalam.

"Sijil pengiktirafan ini penting dalam bidang sukan kerana kalau kita berhabis berjuta-juta ringgit membina gelanggang yang kualitinya tidak disahkan badan sukan dunia itu, maka macam mana mahu menganjurkan acara sukan atau melahirkan atlet yang berkualiti.

"Malah, antara syarat untuk mendapat pengiktirafan ini juga ialah gelanggang tersebut perlu memenuhi ciri-ciri keselamatan yang ditetapkan oleh IAAF.

"Saya sangsi mengapa stadium yang tidak mendapat pengesahan ini tetap dibenarkan untuk menganjur kejohanan-kejohanan sukan."

Justeru, insiden runtuhan Stadium Sultan Mizan Zainal Abidin nampaknya telah membuka pekung pelbagai pihak, bukan saja mengenai ciri-ciri keselamatannya, malah tentang kesedaran terhadap tujuan sebenar gelanggang itu diwujudkan.

KUALA TERENGGANU 4 Jun - Kebimbangan kerajaan negeri terhadap tahap keselamatan projek mega yang baru siap di negeri ini berasas apabila Pusat Akuatik Majlis Bandaraya Kuala Terenggannu (MBKT) di Batu Burok di sini telah menunjukkan tanda-tanda bermasalah.

Air dari kolam renang di pusat itu dikesan meresap masuk ke lorong yang memisahkan kolam renang dengan 13 buah kedai di sisi pusat itu menyebabkan air bertakung lalu memasuki premis perniagaan itu.

Masalah itu didedahkan oleh para peniaga kedai berkenaan yang melahirkan kebimbangan keadaan akan bertambah buruk jika ia tidak ditangani dengan segera.

Seorang peniaga, Siti Hajar Nadia Abdullah, 23, berkata, air mula meresap masuk ke dalam kedainya sejak sebulan lalu.

''Masalah ini tidak berlaku bila saya mula berniaga di kedai ini pada April lalu.

''Bagaimanapun, sejak bulan lalu, saya dapat lihat air dari kolam renang meresap masuk ke kedai menyebabkan air bertakung di lantai," katanya.

Gadis yang berniaga di kedai nombor empat itu berkata, semua pekedai bimbang berlaku kejadian yang tidak diingini ketika mereka sedang berniaga.

''Tambahan pula apabila berlaku runtuhan bumbung Stadium Sultan Mizan Zainal Abidin kelmarin, kami lagi bimbang tahap keselamatan di pusat ini," ujarnya.

Seorang lagi peniaga, Abdul Rashid Abdul Wahab, 44, berkata, air meresapi dinding hingga memasuki lorong yang memisahkan kedai dan kolam renang.

Dia bimbang jika masalah itu dibiarkan, keretakan akan berlaku dan membahayakan nyawa peniaga.

Beliau meminta kerajaan negeri segera mengambil tindakan sekurang-kurangnya terhadap masalah air meresap ini supaya melegakan peniaga.

''Kita telah memaklumkan masalah ini kepada Menteri Besar, Datuk Ahmad Said dan berharap tindakan segera diambil untuk atasi masalah ini.

''Kami bimbang jika berlaku kejadian tidak diingini di pusat ini seperti yang berlaku di stadium kelmarin," ujarnya.

The moral of the story is that unless you have the know-how and equipped with the most advanced construction technology, do not attempt to build building with daring design.

you hit the right spot. Questions come to mind. any independent consultant was appointed to countercheck the roof specialist's calculation and method of constructing? knowing very early the roof structure is the first in asia to feature column free system, there shouldnt be any solely reliance to one party to do the unrated job as sometimes, undetected small errors can go very wrong. besides, public projects especially, require independent study to find out irregularity and abuses if any, ie; over-designed, hence over priced.

how reliable r these submitting engineers (in this case, homegrown based engineer firms) can or (really had) perform counter checking on the specialist design, though the practice is the roof specialist engineer take full responsibility of the design? also noting that space frame roof trusses require the same field experts to evaluate, not from the engineers that only as good as designing bridge, building or drainage.

Do these submitting engineers hv the powerful computer software and human capability to perform very complex calculation, which can cost them few hundred thousands ringgit to million dollar to run? These also explain why local architects r not as daring as foreign architects because they dont hv the resourses to do it right. renowned star architects around the world hv their own team of structural engineers (besides their client appointed engineers) to furnish very detailed shop drawings and to review client engineer designs. in this case, the architect claimed he dont hv the roof detailed plans, and even if he had, does his team has the qualification to evaluate?

All engineer has a duty and responsibility. if the architecture doesn't allow them to do something that needs to be done to keep the building up, they must stop. however, some took the risk because if they stop it, someone ll take away their contract.

UK consultant to probe stadium roof cave-in

The Terengganu Government has appointed a consultant from the United Kingdom to determine the cause of the roof collapse at the RM292 million Sultan Mizan Zainal Abidin Stadium, near Gong Badak last month.

Menteri Besar Datuk Ahmad Said said the consultant, whose costs would be borne by the state government, was expected to submit results of the investigation in three months.

"We agreed to appoint a firm from the UK, which has a branch in Kuala Lumpur, to conduct investigations on the roof collapse," he said here today.

He said the state government had agreed to appoint the private consultant because it felt that both the central and state governments needed to conduct investigations.

In the incident at 9.30am on June 2, the stadium was almost destroyed when about 60 per cent of its roof structure collapsed.

The stadium was completed about a year ago, and launched by the Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin on May 10, last year. - BERNAMA

Perunding UK dilantik siasat bumbung stadium runtuh

KUALA TERENGGANU: Kerajaan Terengganu melantik sebuah pakar perunding dari United Kingdom (UK) bagi menyiasat punca sebahagian bumbung Stadium Sultan Mizan Zainal Abidin, di Gong Badak, runtuh pada 2 Jun lalu.

Menteri Besar, Datuk Ahmad Said, berkata perunding itu yang mempunyai cawangan di Kuala Lumpur dijangka menyerahkan hasil siasatan dalam tempoh tiga bulan akan datang.

"Kita bersetuju melantik sebuah firma dari United Kingdom untuk mengendalikan kerja-kerja siasatan runtuhan bumbung stadium itu," katanya di sini, hari ini.

Dalam kejadian kira-kira jam 9.30 pagi pada 2 Jun lalu, Stadium Sultan Mizan Zainal Abidin, hampir musnah apabila kira-kira 60 peratus struktur bahagian bumbungnya runtuh.

Stadium berharga RM292 juta itu baru siap kira-kira setahun lalu dan dirasmikan oleh Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin pada 10 Mei tahun lalu.

Mengulas lanjut, Ahmad berkata, stadium itu ditutup sehingga kerja-kerja membaikpulih dilakukan sepenuhnya dan ia akan dibuka selepas mendapat jaminan keselamatan daripada kontraktor yang dilantik.

Katanya, kerajaan Terengganu bersetuju melantik perunding swasta itu kerana berpendapat perlunya dua pihak yang menjalankan siasatan tersebut, iaitu bagi kerajaan pusat dan negeri.

Beliau berkata, segala perbelanjaan untuk khidmat perunding dari UK itu akan dibiayai sendiri oleh kerajaan negeri.

Stadium roof probe 90% complete

KUALA TERENGGANU: The Malaysian Anti-Corruption Commission (MACC) is close to concluding its investigations into the roof collapse incident at the Sultan Mizan Zainal Abidin Stadium in Gong Badak here in June.

Its Intelligence Division director Datuk Mohd Jamidan Abdullah said the probe was 90% completed, adding that the outcome would be known very soon.

He said several individuals including the contractors, were summoned to facilitate investigations.

“We are at the conclusion stage (of the probe) and all crucial aspects and elements of the investigation have been covered,” he said after attending the closing of a seminar on integrity for local authorities at a hotel here yesterday.

Last year’s Malaysia Games (Sukma) was held at the stadium which was opened a month before Terengganu hosted the Games.

Yesterday, Yang di-Pertuan Agong Sultan Mizan Zainal Abidin visited the stadium to assess the damage. The King was accompanied by Mentri Besar Datuk Ahmad Said and state Public Works Departments director Rosly Zainal.

Stadium roof comes crashing down again, injuring five

KUALA TERENGGANU: Misadventure struck at the Sultan Mizan Zainal Abidin stadium yet again when a steel structure holding up the roof collapsed and injured five workers.

In the latest incident at 11.40am yesterday, the workers were injured when they tried to dismantle the structure, which was meant to support the roof during the re-construction works.

However, the scaffolding supporting the structure could not sustain the weight, causing it to collapse.

The injured workers who had to be pulled out from the rubble were Safian Abdul Manaf, 21, Md Nazirul Nizam Marzuki, 25, Mohd Saidi Ismail, 21, Mohd Shukri Jusoh, 31, and Wan Muhammad Fajruazmee Wan Ahmad, 26.

Safian suffered a broken leg, Mohd Saidi injured his hip and Md Nazirul Nizam sustained injuries on his right knee.

The other two workers were given outpatient treatment.



Terengganu deputy police chief Datuk Hamzah Md Jamil said the five were among eight workers at the site when a structure, measuring some 137m long, fell on them.

“The work to remove these structures has been going on for three months and is 60% completed,” he said, adding that the workers were wearing their protective gear during the incident.

Hamzah said ongoing works would be put on hold until investigations were completed.

Other workers at the scene said they heard a loud crash as the structure collapsed and saw their colleagues trapped between the steel pillars and stadium seats.

“My colleague was dismantling the old structure using a crane when the incident happened,” said Ahmad Faizan Ramli.

In June 2009, part of the stadium roof above the grandstand area collapsed after it opened for the Sukma Games in 2008. No one was hurt then.

I think Iskandar should learn from this if they want to build a stadium in the future....
