Although the construction of this tower was declared back in October 2005, but I can confirm that there is activity on site.

Middle East Capital Group SAL (MECG) announced that its Lebanon Real Estate Development Fund L.P. has made its second land acquisition in the Clemenceau-Ain Mreisseh area in Beirut to build a $22 million residential tower.
The Lebanese special purpose firm created to develop the project, incorporated under the name of Park Clemenceau SAL, is 100-percent owned by the fund, although the intention is to sell down up to 45 percent of the capital to co-investors. The project total equity amounts to $7 million and debt financing has been arranged with Banque de la Mediterannee.
The Park Clemenceau tower will be located on a plot of land in a prestigious and quiet area of Beirut, and will consist of a residential tower of 21 stories, with 15 luxurious apartments and two town houses of 450 meters square to 500 meters square each, two duplex penthouses of 600 meters square and 800 meters square, and a duplex ground villa with its own private garden.
The site is accessed from the north by the street connecting the former Holiday Inn Hotel to the American University of Beirut, and from the west by a street passing alongside the ESA school campus. To the east, it neighbors a traditional and well-preserved Lebanese residence and garden.
“MECG is confident about the Lebanese real estate market,” said Walid Musallam, CEO of MECG. “We anticipate that demand for high quality projects like Park Clemenceau will remain very high.
