Roxas City PNP moves to new headquarters soon
By Alex A. Lumaque
ROXAS City – Policemen of the Roxas City Police Station (RCPS) will transfer to their new police station at Kilometer 1, Barangay Lawaan soon.
This was announced by Police Regional Office (PRO) 6 director, C/Supt. Cipriano E. Querol Jr. during the graduation rites of the 22-member Special Weapons and Tactics (SWAT) team of RCPS here March 8.
“While you have the full equipment and mobility, it is important also that you need a better house so in due time you will move to your new headquarters,” Querol said.
Construction is underway for the “class A” two-story building with a rooftop for the RCPS new home through the collaborative efforts of the PNP and Roxas City government.
Earlier pronouncements disclosed that the city will provide a counterpart to the P6-million allocation of the PNP for the completion of the project.
The old police station will be utilized as RCPS sub-station, custodial center for minors and a space for drug dependents who would voluntarily submit to initial rehabilitation.

I am so excited. Roxas City will soon be the fastest growing city in northern panay.
Welcome to the Roxas city thread pre, it's good to know na parami na ng parami ang mga forumers dito.
Ang narinig ko tungkol dyan sa naudlot na pagpasok ng SM mall or department store is because a certain family there who has national influence wants a certain "percentage" in return for turning back on their promise to an existing Mall developer there to "prevent the establishment of other malls in the city" so that this existing mall developer will have no comptetition.
I don't like this family, they've already abandoned capiz and roxas city a long time ago, but they turn their attention to this city only during elections.

Kaya lang kasi, ang narinig ko rin is that this family have an "arrangement" with an existing mall developer there that for as long as there is no competing mall in Roxas city, this family will recieve "something" (maybe a percentage) from this existing mall developer.
But at the same time, this family is asking for a bigger "percentage" from interested mall developers who want to "enter" the city in order to "offset" the potential loss from their violation of their "agreement" from this existing mall developer in Roxas City.

Kaltehitze March 13th, 2011, 04:43 AM DepEd cites outstanding Capiz mentor, studes
by Jemin B. Guillermo
ROXAS CITY, Capiz, Mar 10 (PIA)- The Department of Education (DepEd) has declared Nelyn Geromiano, Filamer Christian University teacher as one of the Most Outstanding Secondary school teachers in Western Visayas.
In a DepEd Memorandum, Regional Director Mildred Garay disclosed that Geromiano and another teacher from Central Philippine University in Iloilo City were declared most outstanding teachers of the Private Secondary School Administrators Association of the Philippines in Region VI.
Geromiano, who is teaching English subjects in the private university here, was also declared as outstanding private secondary teacher in Roxas City Division for three consecutive years now.
Aside from Geromiano, three graduating students from FCU were likewise conferred outstanding student leaders in the Western Visayas.
The students, who also belong to the top five performing students of said university here, include Verna Roz Taperla, Venice Nicole Amoroso and Dann Lovelle Cortel.
On the other hand, FCU High School Principal Ofelia Inocencio said that the recent recognition by the DepEd of one of their teachers here is an inspiration and a challenge to others to do their best for their students.
She also lauded this government’s efforts of giving due recognition to top performing students and teachers not only for self fulfillment and satisfaction but also as an assurance of quality education.
Inocencio added that such a recognition is also a guarantee to the parents and their other stakeholders that they continue to provide quality education that will be used by their students in shaping their future towards success. (JCM/JBG/PIA6-Capiz.)

Kaltehitze March 15th, 2011, 03:27 AM Roxas City willing to employ repatriated OFWs
by Jemin B. Guillermo
ROXAS CITY, Capiz, Mar 14 (PIA) – The Roxas City government is willing to employ the repatriated Filipinos who are affected by the political unrest in other nations, particularly from the Arab countries.
Roxas City Mayor Angel Alan Celino said that Filipinos, especially from the city who are repatriated because of the trouble overseas are assured that they could be taken in as employees in the city government.
“It, however, depends on them if they are willing to work at the city government with a salary that is much less than what they earn abroad,” Celino said, assuring that the city government is ready to accept their services.
Celino said that this is part of his commitment to his constituents to provide the needed assistance especially with the recent political unrest in other countries.
He also directed Public Employment Service Office Milagros Barquin to closely coordinate with the Department of Labor and Employment to get list of Roxas City residents who are in Libya and some Arab countries.
Celino also revealed that they will establish an Overseas Workers Welfare Administration Help Desk in the city here after the Sangguniang Panlungsod had given him the authority to enter a Memorandum of Agreement with the OWWA.
On the other hand, Barquin disclosed that as of March 11, the OWWA and the Department of Labor and Employment said that there were 34 Capiceños who were identified working in Libya.
Of said identified OFWs from Libya, four of whom were already repatriated, Barquin revealed , adding that one is from Baybay, Roxas City. (JCM/JBG/PIA6-Capiz)

Kaltehitze March 15th, 2011, 03:34 AM Roxas City SWAT, fully equipped and trained
by Alex A. Lumaque
ROXAS CITY, Capiz, Mar 8 (PIA) – The 22-member Special Weapons and Tactics (SWAT) team of the Roxas City Police Station (RCPS) is the only fully equipped and trained SWAT team in Western Visayas.
This was disclosed by Police Regional Office (PRO) 6 director Chief Supt. Cipriano E. Querol, Jr. during the closing rites of the 45-day SWAT Basic Training Course last March 8 here.
The training which kicked last Jan. 10 is among the basic enhancement program that PRO 6 has instituted pursuant to the marching order of PNP Chief Director General Raul Bacalzo to refresh all police personnel on their fundamental functions.
“I want this to be replicated in other parts of the region particularly in urban centers,” Querol stressed.
SWAT is an integral and important component of the local crisis management committee especially among urbanized areas where highly risk situations like hostage taking incident is possible.
“This added capability is hoped to increase the confidence of the public to our police force here,” the region’s top cop said.
The graduation was highlighted by SWAT members management of a hostage taking simulation at Barangay Sibaguan Shooting Range here. (JCM/AAL/PIA 6 Capiz)

k3nny17 March 18th, 2011, 09:34 AM Roxas City launches 2nd Botika sa Barangay
By Alex A. Lumaque
March 18, 2011, 10:27am
ROXAS CITY, Capiz, Philippines, Mar 18 (PIA) – Another Botika sa Barangay (BsB) was launched by the Roxas City government in Brgy. Loctugan here last March 17 as part of the on-going citywide establishment of “botikas.”
City Health Office (CHO) chief Dr. Amelita Robles said that BsB offers local residents access to free essential medicines or over-the-counter drugs.
She added that CHO is working on the registration as well as accreditation of BsB with the Department of Health (DOH) to make maintenance medicines available at the city-initiated pharmacy.
The first BsB was launched at Brgy. Libas last month.
“A lot of residents benefited from the project,” noted Robles based on the CHO’s weekly monitoring of the “botika.”
Robles and other CHO staff also conducted a free medical and dental check during the launching activity.
She also stressed that additional BsBs will be possibly launched after the nationwide measles – rubella elimination campaign from April 4 to May 4.
Meanwhile, Roxas City Mayor Angel Alan Celino said that an ambulance will also be detailed at Brgy. Loctugan to ensure that the health needs of the residents and neighboring barangays will be attended during emergency situations. (JCM/AAL/PIA 6 Capiz)

I really think Roxas city needs another mall. A single mall operator sometimes tend to be lax on innovation and creativity in giving their customers a satisfactory malling experience, that's because there's no competing mall that would pull away their customers.
Because there's only one mall operator in Roxas city, there's no other choice for Roxas city residents. And I really think that the market in Roxas city is really ready for a second mall developer, there are about 147,000 residents. Assuming that Robinsons or SM can lure even just 10% of that population per month, that would be a total of 14,700 shoppers per month. Let's say that 50% of that number will actually buy anything in the mall of SM or Robinsons in Roxas city, that would result to 7,350 actual shoppers per month.
Of course, sustaining mall operations of a mall the size of SM City iloilo would be non-feasible, but if the above number, 7,350 would shop in a mall the size of SM Delgado, in Roxas city, pwede na. A mall that size can be supported by the population. Plus, don't disregard the fact that people from nearby towns of roxas will also flock to the new mall.
Kaltehitze March 18th, 2011, 02:02 PM Roxas City needs a new mall. SM or Robinsons can lure people from surrounding provinces. It will help boost the economic activity in the city. gapabaya ang gaisano, wala maintenance mayu na nga kakompetensya sila para namion man nila ila service

I agree with your observations mga pre.
But in Iloilo, even if there are many malls in the city, the Gaisano malls are still messy, dirty and dusty. As in waay gid ya pulos. The cinemas are also sticky, smelly and there are parasites biting at you.
Plus, there are prostitutes who linger in the mall.
Gaisano as mall operator honestly sucks. The last time I went there was in 2007 and that was already the situation abovementioned. Up to know, amu man na gyapon ang sitwasyon sang Gaisano mall because I had friends who went to that mall recently.
So for Roxas city, even if there will be an SM city or Robinsons, don't expect Gaisano to improve their service, they will still remain the same.
That's why I really think that it's about time for a new mall to enter Roxas city.

ROXAS City — Capiz Archbishop, Most Rev. Onesimo Gordoncillo, D.D., is celebrating his golden sacerdotal anniversary as a priest starting yesterday.
The 76-year old archbishop, who has been assigned to the archdiocese of Capiz for 25 years now after he was installed here in August 27, 1986, will have his golden jubilee celebration from March 17–18 this year here.
Top officials of the Catholic Church led by Apostolic Nuncio to the Philippines, Most Rev. Edward Joseph Adams, D.D., is expected to grace the celebration, Knights of Columbus District Deputy Bienvenido Cortes said.
Cortes said other guests during Gordoncillo’s 25th sacerdotal rites include Cebu Archbishop Ricardo Cardinal Vidal, Kidapawan Bishop Romulo dela Cruz and Butuan Bishop Juan de Dios Puebles.

The celebration yesterday kicked off with a Eucharistic celebration at 10 a.m. at the Capiz Gymnasium here.
It was attended by Barangay Ecclesial Communities, parishes, schools and other catholic institutions in the province.
A tribute or “Halad” to Gordoncillo was offered at 1 p.m., Cortes said, adding that a dinner and a cultural show followed in the evening at the CAP Auditorium.
Today, the celebration will start with a Eucharistic celebration at the Immaculate Conception Metropolitan Cathedral while the post-prandial speeches will be done at the Capiz Gymnasium during the luncheon program.
Gordoncillo, who was born in Jimalalud, Negros Occidental to Calixto and Ceferina Gordoncillo, was ordained to priesthood in the Dumaguete Cathedral in March 18, 1961.
It was in June 18, 1986 when he was appointed archbishop of Capiz and was installed as the second bishop of the province on August 27, 1986, Cortes said. (Jemin B. Guillermo/PIA/PN)

ROXAS CITY, Capiz, Mar 17 (PIA) – Criminology students of the Capiz State University (CapSU) – Dayao campus won the 2nd Interschool Firefighting Drill and Rescue Olympics last March 15 at the Provincial Park here.
The award is the second in a row for CapSU – Dayao since the competition was launched by the Bureau of Fire Protection (BFP) – Roxas City in 2010 as part of the month-long observance of Fire Prevention every March.
Fire Marshal Lester Kenneth Gimotea of the Bureau of Fire Protection (BFP) – Roxas City said that the competition was aimed to enhance the emergency rescue skills of student-participants.
The state university’s campus in Dumarao, Capiz also emerged second placer of the contest while Filamer Christian University (FCU) and Colegio dela Purisima Concepcion (CPC) were third and fourth placers, respectively.
Hercor College also joined and received a certificate of appreciation along with other participating schools.

k3nny17 March 19th, 2011, 04:05 AM Feature: In Roxas City, its bring your own bag!
by Alex A. Lumaque
The promotion of the “Bring Your Own Bag” (BYOB) is getting more supporters here as local regulation on the use of plastic bags as packing materials is pushed to become an ordinance.
Along with the BYOB is the encouragement to also use alternative packaging materials like bayong, cloth and paper bags and other biodegradable materials like woven banana leaves, pandan and water lily.
Eco-friendly receptacles will also be produced through assisted livelihood projects to help city residents earn additional income while promoting environment-friendly replacement for plastic containers and bags.
Roxas City Councilor Powell Del Rosario said that ban of plastics and Styrofoam/styrophor in the city of at least one day of every week will prevent potential serious ecological imbalance brought about by continued plastic use.
Del Rosario also co-chairs the Roxas City Task Force on Environmental Protection to entertain, validate, evaluate and appropriately act on environmental concerns and issues.
Plastic is one of the major toxic pollutants of our time. Being a non-biodegradable substance, composed of toxic chemicals, plastic pollutes earth, air and water.
It causes serious damage to the environment both during its production and disposal and the only way to reduce the hazards of plastic is to reduce its use to force a reduction in its production.
Proponents of the movement urge consumers to contribute their share to fighting the deadly pollution.
However, they said that if people cannot simply do without the plastic, they could start reducing its use in small ways.
So now in Roxas City the call is "stand up and be counted, bring your own bag!" (JCM/AAL/PIA 6 Capiz)

This is very good ordinance for the City of Roxas. How about the Malls, Grocery stores, fast food chains, etc? Are they also covered by this ordinance?
I cant imagine taking out food from Jollibee or Chowking covered in styrofoams and packed it in plastic bags. Do they have alternative biodegradable containers for this stuff?
Lo! in wallmart (USA) they use paper bags - kinda like of paper bag in a Bun 'wheat bread'.

I think it will only apply in TATC.
METROPOLITAN_ILOILO March 21st, 2011, 08:43 AM I don't know if roxas city needs another mall but kuntani magka-sm or robinson's man sa roxas. Maski hypermarket lang. The gaisano supermarket offers a meager choice of items for the consumers. Kasubo mag-grocery didto.
^^
A hypermarket will be a good start. :okay:

Amu na ya! Printer Ink from indigenous materials is the way to go baby! para indi kita mangin dependent sa mga materials na halin sa iban na nasyon. This is a very good contribution to Philippine science and technolgy by a capiznon student!

vaatzhoy March 22nd, 2011, 01:18 PM Feature: In Roxas City, its bring your own bag!
by Alex A.

Palukpa lang kung masulod na sila ah, hehe.
What I'm also excited for this is the fact na tatlo gid ka proposals ang gin submit.
And I also agree with you that they need keep the details secret para indi sila ma-dalahig sa pulitika da...basi bala kung mangilkil ang mga corrupt na opisyales bala aw...
Anyways, keeping up the optimism, nami gid tani kung makabulig kita by voicing out our ideas and strategies for the Pueblo de Panay developer so that he can use them to convince the targeted universities to set up shop in Roxas City.

Ti, basi kung ma dayon gid ni ang train na halin sa iloilo asta sa Roxas, asta sa kalibo. Kay man, the increased investments in Roxas city will mean na financially viable gid mag-operate sang train from iloilo to Aklan with stopovers in between...

Ari, amo ni i-suggest ko sa developer sang Pueblo de Panay na information na gamito nya sa mga gina pang invite nya na mga universities para ma convince sila na mag put up branches sa Roxas city.
All the Red Highlighted airports all belong to the Island of Panay. Meaning, there is a high volume of traffic in almost all airports of Panay. I suspect that part of this volume belong to the high number of students who come to iloilo to study, to take a degree or to enhance their academic credentials. But of course, what I think needs to be validated, basi pwede sila ka kwa sang breakdown of passengers sa CAAP site mismo.
Anways, ang CAAP site ara man sa dalom, na quote man ah. Maybe the PdP developers can follow up on this and send an inquiry...?
Also the numbers of the passengers can be used as a selling point of the PdP developers that there is ample infrastructure in Capiz and surrounding provinces that could support an influx of students coming from provinces outside of region six. If this happens, universities in Roxas city will not be dependent on sourcing their students and faculty from capiz alone, or from aklan and iloilo alone. Universities in Roxas city can source their students from other provinces like sultan kudarat, cotabato, etc, where there is a heavy presence of ilonggos.

very well said. thanks for the info. wow top 20 ang roxas...if all businesses in PDP will be completed soon im sure it will go up to the top 7-10..
knowing nga 70%-75% ang mga investors from metro manila. changes in roxas airport will occur like the ff.:
1. additional of airline companies such as air philippines, zest air, etc.
2. additional number of flights per day, week, etc.
3. shipping companies will comeback again in roxas such as WGA Superferries, William Lines, etc. ( why not?)

This council is responsible for proposing policies to the Office of the President.
Kung mangin successful gid ang Pueblo de Panay, basi pa lang na ma open sa idea ang mga national government executives na dapat mag trade ang iloilo and capiz through railway and that feasible gid ini ka tama.
Also, the influx of students will mean potential manpower for prospecting BPO companies who are trying to avoid costs associated with operations in manila and cebu... :)

Wow, so ma umpisa na gali construct sa april ang resort/hotel with helipad? Baskug eh.
Mahal siguro ang duta sa PdP for local investors, pero for Manila based and foreign investors, sisiw lang ina. hehe.

zynet March 24th, 2011, 01:08 AM Capiz surpasses revenue collection
ROXAS City – The government’s revenue collection in Capiz exceeded its target last year by P6.2 million.
Revenue District Officer Gil Tabanda disclosed that while they had a P501.2-million tax goal last year, the Bureau of Internal Revenue here was able to generate some P507.42 million.
He said that this 2011, the BIR in Capiz is working double time to reach its collection goal of P609 million.
Tabanda said that it is hard for them even to reach a P500-million collection annually. However, he is optimistic that with the help of the media in reaching more taxpayers in the far-flung areas, they would be able to make it once more this year.
In January this year, they were able to exceed its goal of P41.5 million by collecting P41.7 million.
He added the tax collection of P41.2 million in February also surpassed its target of P39.2 million.
Tabanda said that from March 1 to 15, they were able to collect P12.5 million against its goal of P44.9 million. (PIA/Jemin B. Guillermo)

For me, I'm guessing FEU kay they're very agressive in expanding. In 2005-2010, they have expanded to Silang, Cavite and Makati....
For Lyceum....ang ila na expansions which I am aware of are Cavite and Batangas....
And robinsons...well, understandable na ang guess sang majority is robinsons kay ang SM nag lagyo pakadto sa Aklan because of politics.
I'm also encouraging all the other capiznon and iloilo forumers as well as lurkers, to share their views regarding the expected entry of a 'big-name university' and a 'big name mall developer' from manila, according to pare gusali.

Kaltehitze March 28th, 2011, 02:41 AM Hi pipz. musta na di? sin-o gali di engineer sa inyo?
Pre, you might want to send a PM to the following SSC-Iloilo members:
1. Lewdsaint (i'm really sure na engineer ni siya ya)
2. Zynet (i don't know kung engineer siya, but he's with the DPWH, i think)
3. Arcabe (younger brother of blueguy, I think he's well versed with infrastucture, but sa pagkabalo ko...daw mas specialty nya ang aviation...)
4. 4threich (involved with real estate, so most probably may kilala na engineer)
5. wwwinz (involved with real estate, so most probably may kilala na engineer)
Kaltehitze March 28th, 2011, 02:55 AM thank you so much sa lahat ng nag greet...

Waswas Roxas! Iloilo and Bacolod, Here we come............... i hope!
haha! welcome gid pre ang Roxas city sa league of highly urbanized cities in western visayas! Kung mag sulod na gid formally ang Roxas city, ka exciting na gid ni dayon ang developments sa panay island and western visayas as a whole, ma sala ni ang kalimutaw sang mga investors kung diin ma invest. :-D
CONGRATULATIONS ON YOUR GRADUATION PRE! Parang isa ka sa mga potential na businessmen ng Roxas city ah!
As for your solicitation of potential businesses in front of the hospital (what specific hospital pre? Capiz doctor's hospital?), I suggest a funeral home. I'm not kidding. Seriously, a funeral home compliments the operations of a hospital, kung may patay, ang natural na venue for that is the funeral home. It's public service, mind you and its the hospital which can provide clients for your business.
Other potential businesses na patok sa harap ng hospital:
1. Insurance company.
2. Pharmacy (I know one owner of a pharmacy in iloilo, independent player, as in iya gid ini ya brand....If you'll be interested, I can connect you to him for possible 'franchise' talks. I'm saying na possible because I don't know personally kung naga pa franchise sya)
3. Diagnostic laboratory (like medicus)
4. Fastfood chain/coffee shop (people will really make tambay in your fastfood chain because waiting times in the hospitals for any transactions are really long, more often than not, gaka gutman sila)
As for the two storey building na ipatayo mo pre, why not try inviting a BPO company? I mean you know, you're an SSC member, so you have access to a lot people here who are well versed in that area, you can ask for ideas from people here, inquire around, or you can even recruit people to be your executives here.
truthfully speaking you have 2 big advantages over iloilo:
1. Low competition - Wala pa masyadong BPO sa Roxas city, so competition for talent is not as intense as compared to iloilo.
2. Cost - Labor costs, realty prices and rental costs are lower than that of iloilo, so companies that choose to outsource their operations in Roxas city can have more savings as compared to investing in iloilo, cebu or even manila for that matter.

k3nny17 March 29th, 2011, 01:29 PM WVRAA MEET BUDGET
Roxas City didn’t give any — Celino
BY FELIPE V. CELINO
ROXAS City — This city government did not have any contribution to the budget of the province’s delegation to the recently concluded 2011 Western Visayas Regional Athletic Association (WVRAA) Meet.
In a press conference yesterday, Mayor Angel Alan Celino admitted not giving any financial support to the participants after the Department of Education (DepEd) failed to specify where the appropriated amount will go.
The city government has allocated P200,000 for the biggest yearly sports competition in Region 6.
Celino said it was difficult to justify where the amount will go due to the absence of a list of items or areas “to which the expenses should be based.”
Councilor Emmanuel Billones Jr., chair of the City Council Committee on Budget and Appropriation, confirmed the availability of the funds.
Celino called a press conference to respond to the statement made by Dr. Eveleth Gamboa, Capiz schools division superintendent, over the radio last week.
Gamboa claimed that the city government did not give any assistance to athletes of the province.
“Let us stop blaming each other. We have nothing else to do but … improve our sports program for the next and future sports events,” said Celino.
The reason why Capiz only placed fourth in the overall ranking in the WVRAA Meet was said to be lack of budget and ample time for the athletes’ practice.
The athletes from the province were only given ten days — it was supposedly a month — to practice. Their budget was only P3 million.
In an earlier interview, Gamboa was saddened with the outcome of the WVRAA Meet. She said the budget was not enough to feed their delegation and for the other expenses during the competitions.
She said she even solicited a small amount from teachers to augment their meager budget.
“What happened might be a wake-up call and a learning experience for all of us,” Gamboa stressed.
“There were a lot of potential athletes from Capiz. But the problem there was the lack of financial support from the local government units,” she said in an interview over dyOW Bombo Radyo last week.
Only six town mayors gave their share — some of them gave P10,000 while others gave P5,000, Gamboa said.
Though having the potentials, players from Capiz lacked the stamina to continue competing with their contenders from the other provinces, Ronilo Tu, sports coordinator of the Department of Education, said.
During the WVRAA Meet in the previous years, Capiz has always been the perennial third placer, even dominating Negros Occidental and Iloilo provinces.
In the past two years, Capiz has landed on 4th and 5th places, respectively.
The Capiz delegation totaled to about 600 — 464 of them were athletes while the rest were coaches and chaperons./PN
City mulls ‘sports council’
By FELIPE CELINO
ROXAS City — In view of the “poor” performance of Capiz delegation during the recently concluded Western Visayas Regional Athletic Association (WVRAA) Meet, the city government is considering the creation of a sports council.
The city government is willing to finance the sports council that will look for potential athletes to be trained whole-year-round, Mayor Angel Alan Celino said.
According to Celino, the city government also plans to hold a sports summit, hoping to strengthen the sports program of this city.
“I am willing to allocate funds for the said purpose …,” the mayor said.
Jose Diaz Jr., a former Provincial Board member, earlier suggested that a sports council may upgrade the sports program of the province.
Diaz said there should one council that will solely handle the sports activities of Capiz.
The lack of proper training and budget were the main reasons why Capiz ranked fourth in the recent WVRAA Meet, he said.
Diaz said the Department of Education and the Sangguniang Kabataan are the two government agencies that should be responsible for the development of sports programs./PN

^^Where the budget goes? Who is the culprit? They need to explain so the public may know the real score. Sayang ang effort sang mga athletes kung wala sang budget and support from the local government.

k3nny17 April 4th, 2011, 12:48 PM ‘One Capiz’ to spearhead Capiztahan 2011
APRIL 3, 2011
BY FELIPE V. CELINO/The Panay News
ROXAS City — The United Capiceños Foundation Inc. (UCFI), known to many as “One Capiz,” will spearhead the 110th anniversary foundation of Capiz on April 15–17.
A public-private partnership will be manifested in this year’s Capiztahan 2011, which will also be hosted by the provincial government of Capiz and the city government of Roxas.
This year’s grand festival featuring numerous colorful activities, seafood and rich cultural extravaganza is a unified effort to establish Roxas City and Capiz as a premier tourist and seafood destination of the country.
One Capiz is encouraging Capiceños to “move as one” and uplift the pride and identity of Capiceños.
It also seriously attempts to place the festival at par with the yearly Sinadya sa Halaran.
One Capiz was conceptualized during a recent meeting of successful Capiceños in Manila to generate resources and help accelerate development initiatives and programs set by the provincial and city governments.
Melanie Arancillo, One Capiz executive director, said the provincial and city governments, and the office of 1st District Rep. Antonio del Rosario, each contributed P1 million to finance the programs and projects of One Capiz.
Successful Capiceños also contributed some amount, she said.
“Actually, we did not solicit any amount from our local officials,” Arancillo said. The contributions were “purely voluntary.”
One Capiz also endeavors to actively participate in the local government’s pursuit of having “happy, healthy and productive” Capiceños.
One of the highlights of this year’s Capiztahan is the “Electric Parade,” which will showcase giant images of sea creatures.
It will start from the Roxas City Public Plaza and will end at the People’s Park in Brgy. Baybay here.
Also, about 27 floats are interested to join the parade on April 16, Arancillo said.
The Regional Development Council 6 (RDC-6) will also hold its quarterly meeting on April 16 at the Capiz Provincial Capitol, said former Provincial Board member Alfonso Bediones Jr.
RDC-6 committee chairpersons will report their accomplishments, said Bediones, point man of RDC-6 chair, Gov. Victor Tanco.
The council has about 71 members. Eighteen members of the House of Representatives serve as its advisory council.
To add color to the celebration are the Divest Band and celebrities Jericho Rosales and Star Power winner Angeline Quinto, who will each have their shows during the three-day event.
Other activities, among others, include a national cockfighting derby at the Capiz gym, inauguration of the Sen. Gerry Roxas District Hospital in Dao town and the unveiling of the Arnaldo Boulevard Beautification Marker.

one of the reasons why BSP transfered their office branch from Kalibo to Roxas is that because of the economic outlook of the city which is stable and candidate for 'highly-urbanized city'.
BSP-Roxas is bigger than BSP-Iloilo in terms of land area. I guess the render of the building is the same in Iloilo but im not sure if it is bigger or not. What do you think guys?

k3nny17 April 10th, 2011, 05:07 PM CAPIZtahan - Electric Parade to feature floats of 27 creatures
ROXAS City — At least 27 giant floats decorated with colorful light bulbs will be showcased in a sundown electric parade on April 16 as among the highlights of the 110th foundation day celebration of the Capiz civil government April 15–17.
The celebration dubbed “CAPIZtahan 2011 Festival” is a spectacular three-day affair with numerous colorful activities, unparalleled seafood offerings and rich cultural performances.
It will be hosted by Capiz and Roxas City governments, and a private group named ONE Capiz.
“Sea creatures will be the theme of the parade,” said ONE Capiz Tourism Committee Chairperson and festival coordinator Cheryl Anne Del Rosario during a press conference.
The giant three-dimensional floats sponsored by local government units and some private organizations will be mounted on four-wheeled vehicles, she said.
They will also be operated by generator sets along the way to the People’s Park at Baybay beach here.
“These floats will be an added attraction at the People’s Park until the end of April,” said 1st District Rep. Antonio Del Rosario.
The parade will start at the Roxas City Public Plaza. It will be graced by Miss Universe 2010 4th Runner-Up Venus Raj.
Tourism Secretary Alberto Lim is also expected to grace and witness the event.
Lim has been invited for the unveiling of the Arnaldo Boulevard Beautification Marker before the parade.
A breathtaking fireworks display from the seawaters will follow the parade, which is expected to wow the spectators who joined the parade, seafood fair trippers and other onlookers in the area. (Alex A. Lumaque/PIA/PN)

k3nny17 April 10th, 2011, 05:32 PM Comprehensive transport terminal to rise in Roxas
ROXAS CITY – Once established and operational, there will no longer be other transport terminals that will exist here except for the proposed comprehensive transport terminal in the two-hectare lot inside Pueblo de Panay, Councilor Julius Abela said.
Abela said the city government under the leadership of Mayor Angel Alan Celino will no longer allow buses such as Ceres Bus Liner, roll on-roll off buses as well as provincial buses, jeepneys and vans to have separate terminals elsewhere.
"They will not be allowed to receive passengers at their parking spaces or terminals but they will pick them up at the transport terminal of the city," Abela told The News Today.
Abela, a former judge, facilitated the execution of the deed of donation of the two-hectare lot donated by the Ong family.
He said the proposed terminal will be elevated at 3.5 meters which is higher than that of the airport in Brgy. Dayao, thus, there will be no flooding problems.
"To avoid confusion, there will only be one transport terminal in the city," Abela said.
The Ong family, who are in real estate business, also donated another two hectares to the provincial government to be used as site for the Roxas Memorial Provincial Hospital.
Pueblo de Panay, which has a land area of some 200 hectares, is dubbed as the city within the city being developed by the Ong family.
Aside from residential units, the subdivision will also have a police station, transport terminal, hospital, mall, schools, restaurants, and recreation centers.
Presently, the Pueblo de Panay has restaurants, kindergarten school, and police station under construction.

k3nny17 April 10th, 2011, 05:35 PM Inmates to make, sell hollow blocks
ROXAS City — About 30 inmates from the Bureau of Jail Management and Penology (BJMP) in Brgy. San Jose here will become much more useful individuals while waiting for the resolution of cases filed against them.
The city government, through the City Social Welfare and Development Office (CSWDO), has allotted P200,000 to assist the inmates in their "livelihood" - making hollow blocks.
The amount was used to purchase a hollow block-making machine and other materials.
"We will not give them fish but will teach them how to fish so (they) would not only build their self-esteem but will also develop the right attitude to sweat out for a living to survive," said Mayor Angel Alan Celino.
The city government will purchase the hollow blocks that will be produced by the inmates for the city’s engineering and construction projects, such as the daycare centers and other infrastructures.
Earlier, Celino gave assistance to handicapped persons currently under the custody of the CSWDO, who are now producing the “best” bread in their bakery.
The city government bought the breads for its feeding program in the different barangays in this city.

ROXAS City — About 20 images of giant sea creatures were featured in the first “Electric Parade” during the Capiztahan, Capiz’s 110th founding anniversary celebration.
Miss Universe 4th runner-up Venus Raj and Binibining Pilipinas Tourism 2011 Isabella Manjon graced the event that started from the public plaza and ended at the People’s Park in Brgy. Baybay.
A fireworks display, which lasted for about 30 minutes, was also shown to delight the audience.
Also, three Cabinet secretaries of President Benigno Aquino III — Health Secretary Enrique Ona, Tourism Secretary Alberto Lim and Agriculture Secretary Prospero Alcala — graced the celebration that kicked off on Friday.
Ona inaugurated the newly constructed Sen. Gerry Roxas District Hospital in Dao town and the water analysis laboratory at the Roxas Memorial Provincial Hospital.
He pledged additional support to the province aside from the P37 million earmarked for the construction of a new provincial hospital in Brgy. Lawaan here.
Alcala and Lim, on the other hand, attended the quarterly meeting of the Regional Development Council (RDC) at the Capiz Provincial Capitol on Saturday.
Gov. Victor Tanco is the RDC chairman.
Alcala also attended the Farmers’ Day at the Capiz Gym, while Lim graced the “Electric Parade,” one of the major highlights of the three-day “Capiztahan.”
The United Capizeños Foundation Inc. hosts this year’s celebration, which has the theme “Public-Private Partnership: Foundation of Good Governance.”
Capiztahan promotes the province as a premiere tourist “seafood trip” destination. Capiz is known to produce delicious seafoods./PN

ROXAS CITY – Panay Island hopes to bring back a part of its historic past with the planned revival of the railway system connecting the provinces of Iloilo and Capiz.
The Regional Development Council (RDC) of Western Visayas in its first quarterly meeting here on Friday approved the P16.017-billion project that is expected to boost the island’s economy and tourism industry.
The railway system will connect the cities of Iloilo and Roxas spanning 170.36 kilometers and will include access routes to the international port in Iloilo City and airport in Cabatuan town in Iloilo.
Iloilo City Mayor Jed Patrick Mabilog, chair of the RDC’s infrastructure development committee, said the project has been endorsed by the city governments of Roxas and Iloilo, the provinces of Capiz and Iloilo and the municipal governments of areas along the railway system.
Mabilog said the revival of the railway system would provide a much needed alternate mode of transportation that would cut short travel time between Iloilo and Capiz.
The project is the first phase in the revival of the Panay railways system. The second phase involves the railway system from Roxas City to Caticlan in Aklan, the jump-off point to Boracay Island.
Ro-Ann Bacal, regional director of the National Economic Development Authority (Neda), said the project would be implemented on a public-private-partnership (PPP) scheme.
She said Neda had forwarded the project to the PPP Center which would assist the proponents in looking for possible foreign investors.
The late Western Visayas historian Henry F. Funtecha wrote that the railway line between Iloilo and Capiz as among the developed transport systems in the Philippines during the early 20th century.
Funtecha said the origin of the railway system in Panay could be traced in 1906 when the Philippine Commission authorized the Philippine Railway Company in Manila to construct and operate a railway line in other parts of the country.

ROXAS CITY – Tens of thousands of Capiceños joined this year’s Capiztahan festival, the first jointly organized by the local government and the private sector.
The festival from April 15 to 17 which marked the 110th anniversary of the foundation day of the province also drew foreign and local tourists and guests for the province’s famed seafood and to attend the festivities.
The festival, led by the the United Capiceños Foundation (One Capiz), kicked off on Friday with a wreath-laying ceremony at the monument of the late President Manuel Roxas who died on April 15, 1948. It was followed by several activities including a trade and horticulture fair at the provincial park, a seafood fair at the People’s Park and a national cockfighting derby.
A concert was also held at the provincial capitol in the afternoon followed by cultural show at the Dinggoy Roxas Civic Center.
On Saturday, Tourism Secretary Alberto Lim led the unveiling of the Arnaldo Boulevard marker. This was followed by the Parade of Lights featuring floats depicting sea creatures in colorful lights.
Traffic ground to a standstill for hours along the Arnaldo Boulevard as thousands crammed along the streets to wait for the parade joined by beauty titlists Venus Raj and Isabella Manjon.

Dear SSC Members,
Praised Be Jesus and Mary!
All Of The People in panay including Antique and our Nearby Island Province na Guimaras ay makaka take Advantage sa Project na ito.
Malaking Investment nga ito but it can make our Future better sa project na ito.

kamusta na ang SSC roxas? im here subung sa iloilo.. waiting for our flight going to manila
Pao_hotiee_20 April 28th, 2011, 09:27 AM IF the Railway will be completed.... Roxas might have direct flights from taiwan and korea.. soon, roxas city airport will become roxas city international airport making panay island as the tourism capital of the world? naks.
^^^^ Yeah I hope so... but first roxas city.. should first take into consideration that operations of a flight be it local or international is always depended on the passenger demand of the location or route .....to create such passenger demand roxas city shall attract investors to stimulate it's local economy....... i know roxas city is still classified as a component city... of the province of capiz..... I think the first step for roxas city to become a Highly Urbanized City Like Iloilo and Bacolod is as what i have said before, attract investors to stimulate it's local economy.:)

METROPOLITAN_ILOILO April 29th, 2011, 03:15 PM Aklan, Capiz provinces eye economic cooperation
KALIBO, Aklan – The provinces of Capiz and Aklan are looking forward to a vibrant economic cooperation.
Fifty-five years ago, Aklan province was part of the Capiz province but was later separated through a bill filed by former Congressman Godofredo Ramos.
Since then, both Aklan and Capiz provinces pursued economic progress on their own.
Aklan Vice Governor Gabrielle Calizo-Quimpo said it is now high time for both provinces cooperated again to fulfill a common mandate of pursuing a vibrant economy to uplift the welfare of their poor constituents.
To make the cooperation official, the two provinces held on Wednesday a "Pagtililipon" (gathering), a cultural exchange where the two provinces showcased their respective cultural dances, tradition and lifestyle.
Present in the gathering Wednesday night were Senator Antonio Trillanes who traces his roots in Capiz; Capiz Governor Victor Tanco; Aklan representative Florencio Miraflores; and Aklan Governor Carlito Marquez, and their respective provincial tourism officials. The cultural exchange presentation was facilitated by the Department of Education (DepEd) of the two provinces.
Economic experts said that Capiz, considered as the country's seafood capital, could augment the shortage of aqua-agriculture for Boracay Island. (PNA (http://thedailyguardian.com/index.php?option=com_content&task=view&id=23895&Itemid=2))
