k3nny17 August 14th, 2011, 03:36 PM Guv thumbs up on ‘E-Trikes’
ROXAS City — “The E-tricycle is indeed a very clever transport alternative — it’s economical, efficient and most of all, its environment-friendly,” Gov. Victor Tanco said during the turnover of two electric tricycles from the Kasangga Party-list headed by Rep. Teodorico Aresco at the La Hacienda Hotel, Arnaldo Boulevard here recently.
The recipients of the E-Tricycles were the members of the Federation of Tricycle Operators and Drivers Association, Roxas City, Capiz, Inc. or FOTODA.
An E-Tricycle uses electric power charged from solar energy through panels installed on the roof of the vehicle.
Attached to the panels are two rechargeable batteries.
Charging stations will be put up in key locations within Roxas City where E-Tricycles can be charged in case solar power cannot sustain the power needs of the vehicle.
“Its zero-fuel consumption makes it environment-friendly and economical,” said Aresco.
Tanco extended his gratitude to the Kasangga Party-list for choosing the province as one of its recipients for the environment-friendly project.
Ang Kasangga represents micro-entrepreneurs, a significant sector of the Philippines, comprising 92 percent of all businesses and accounts for the employment of over 75 percent of the working population. (CPPB/PN)
k3nny17 August 14th, 2011, 03:43 PM Roxas City to demolish illegal structures Sept. 16
by iloilonewstoday.com
The city government will start to demolish illegal structures along Panay River starting September 16 as part of the effort to rehabilitate the area stretching from Barangay Banica to Barangay Bara here.
During the meeting of the Task Force on Environment Protection, del Rosarion said the demolition will start on the said date up to September 30, this year to be followed by a river cleanup drive. He said the city will observe the grace period for the owners to voluntarily demolish their illegal structures.
The TFEP, meanwhile, already crafted an action plan in response to the rehabilitation concerns such as the absence of river management plan, unregulated fishing gear and development of fish pens and cages, improper sewage and drainage system, settlement along riverbanks and siltation.
The plan also sought to address the problems of dumping of used oils by motorboats, throwing of garbage in the river, improperly installed livelihood structures and pollution brought about by fishpond chemicals.
Other activities include the organization of Lower Panay River Management Enforcement Unit, interpersonal and tri-media information drives, orientation for concerned barangay officials, tanods and deputized environment officers on local ordinance as well as national laws regarding rivers and its tributaries and planting of plants in the riverbanks.
Meanwhile, the Department of Education – Roxas City Division will conduct a poster making and slogan contest as part of the campaign to heighten public awareness on the importance of the river.
Showing of video documentaries on river preservation as well as other video materials related to climate change and a search for a jingle for the overall development of the Panay River were also proposed.*PIA

Kaltehitze August 15th, 2011, 01:37 PM Roxas City has ‘best police station’ for WV component cities
by Alex A. Lumaque
ROXAS CITY, Capiz, Aug. 15 (PIA) -- The Roxas City Police Station (RCPS) was cited as the best police station in the component cities category in the Western Visayas Region for 2010.
The RCPS, which boasts of having the only fully equipped and trained Special Weapons and Tactics (SWAT) Team in the region, was awarded the title by the Regional Office (PRO)–6 today at Camp Delgado in Iloilo City.
Supt. Khasmir Disomangcop, RCPS chief, received the award during the PRO 6’s 110th Philippine National Police (PNP) foundation anniversary celebration.
PNP was founded on August 8, 1901. In 1991, the PNP was separated from the Armed Forces of the Philippines (AFP) and became a civilian law enforcement agency under the Department of the Interior and Local Government.
“This award would not have been possible without the support of the Roxas City government,” Disomangcop said in a text message.
The latest achievement of RCPS has been steered by Disomangcop who assumed the city police’s top post last year through the support of his policemen, Roxas City government, and residents, among others.
In 2007, PRO 6 also conferred the same citation to RCPS for besting other component cities in the region and consequently winning the national level award. (JCM/AAL/PIA 6 Capiz)

@dark spirit August 18th, 2011, 06:25 PM BIR-Capiz collection increases by 11.05% (http://www.thedailyguardian.net/index.php/local-news-6/143-for-capiz/1695-bir-capiz-collection-increases-by-1105)
By: Alex A. Lumaque
ROXAS CITY, Capiz – For the first seven months of the year, the Bureau of Internal Revenue - Revenue District Office (BIR – RDO) No. 72 has collected P326 million in taxes for the government.
The figure marks an 11.05 percent rise in revenues compared to the same period in 2010 which posted about P293.6 – million.
BIR – Capiz Taxpayers Service Section chief and public information officer Ma. Gracia DC Balgos said that the P16-million payment of Robinsons Land Corporation (RLC) has contributed to the increase of collection during the period.
The accomplishment is also attributed to the BIR’s much needed reforms instituted to improve its business processes and systems.
The district’s increase in tax collection from January to July reflects a trend in the BIR’s national collection efforts which generated a total of P531.78 billion. The amount is P64.5 billion more than the taxes collected from January to July 2010 which was registered at P467.28 billion.
Balgos added that BIR – Capiz has intensified its collection efforts through massive information dissemination activities like radio interviews, public address system and networking with partner agencies and organizations.
Enforcement of related BIR laws in the province has also notably closed two business firms last April.
The government’s tax collection agency has also brought its “BIR on Wheels” to the taxpayers doorsteps last March to encourage taxpayers’ voluntary compliance.

k3nny17 August 19th, 2011, 01:42 AM Billiards to be added as UniGames event
BACOLOD City – Billiards, considered as one of the popular sports event in the country, will be added as another event in the upcoming 16th PSC-University Games (UniGames) slated on October 22 to 29 in Roxas City, Capiz.
UniGames President Roger A. Banzuela said Philippine Sports Commission (PSC) under Negrense Chairman Ritchie Garcia wanted the event to be added.
UniGames had in its calendar 14 events like athletics, badminton, swimming, volleyball, basketball, chess, lawn tennis, table tennis, taekwondo, sepak takraw, football, softball and beach volleyball.
The PSC reportedly will finance the officiating in the aim of standardizing it in any tournament under their supervision.
PSC has always been tapped for funding assistance in holding sports competition like
the UniGames.
UniGames technical officials are conducting another ocular inspection of the venues in Capiz on September 2.
Capiz Gov. Victor A. Tanco and Roxas City Mayor Angel Alan Celino have pledged support to the hosting of this tertiary sports competition for both private and public colleges and universities in the country where about or more than 50 schools are expected to participate.
The hosting of this event is the first in Capiz and is expected to boost their revenue as the “Seafood Capital of the Philippines."
Banzuela said this tertiary sports competition is a tie-up activity with Colegio de la Purisima Concepcion headed by Monsignor Vicente Hilata as the lead host in cooperation with the Filamer Christian University, Hercor College and St. John La Salle-Roxas.
Among the 14 sports disciplines, Banzuela is expecting a huge turnout of schools in football as a result of popularity of the event brought about by the PHL Football Team, the Azkals. Some schools are rejoining the competition by forming a football team that includes the host school CPC.
He added, the deadline of those schools wish confirmation to join the competition is today, 19.
Last year’s event was hosted by Silliman University in Negros Oriental and drew about 50 schools.
Banzuela is expecting many schools to join especially the of UAAP and NCAA member-schools as their sports competitions already ended in time of the UniGames and those schools that boycotted the last national Private Schools Athletic Association held in Zamboanga City last April. (PNA)

Kaltehitze August 22nd, 2011, 05:45 AM Capiz’ brgy. ‘Lupon’ is WVisyas entry to nat’l. searchby Jemin B. Guillermo
ROXAS CITY, Capiz, Aug. 18 (PIA) - - A village court in Capiz is the entry of Western Visayas to this year's search for the national Lupong Tagapamayapa Incentive Awards according to the Department of the Interior and Local Government (DILG) here.
DILG Capiz Operations Services Division Chief Llanie Destacamento said the Lupong Tagapamayapa (Lupon) of Bailan, Pontevedra, Capiz has been nominated by their regional office to the national tilt. It also won in this year’s Regional Lupong Tagapamayapa Incentives Awards in Western Visayas.
She added that said Lupon has been included in the short list to the national competition, which is scheduled for validation by the National Search Committee on August 31 to September 2 this year.
Destacamento said that after three years, it is only this year that Western Visayas has a national entry and been included in the short list for the national incentives awards.
The barangay Bailan Lupong Tagapamayapa is also this year’s provincial winner for said search this year.
Earlier, the Lupong Tagapamayapa of barangay Salgan, Maayon, Capiz was declared regional champion in 2008 and 2009, she said.
Spearheaded by DILG, the Lupong Tagapamayapa Incentives Awards aims to recognize the Lupon’s contribution in the promotion of the Katarungang Pambarangay objectives, particularly in the resolution of indigenous conflict at the grassroots.
Under Presidential Decree 1508 which creates the Katarungang Pambarangay, the Lupong Tagapamayapa was empowered under the system to mediate, conciliate and/or arbitrate disputes in a barangay to promote the speedy administration of justice. (JCM/JBG/PIA6-Capiz)

It's diwal season in Roxas City
by Alex A. Lumaque
ROXAS CITY, Capiz, Aug. 22 (PIA) -- It’s diwal or angel wings shell season here.
Based on the City Agriculturist Office (CAO) records, about 9,561 kilograms of the sweet taste and tender mussel texture bivalve were gathered during the August 10, 12 and 15 diwal harvest at Barangays Cogon and Punta Cogon.
The Roxas City Diwal Diver’s Association (ROCDDA) members who have secured permits from the CAO – Licensing Division are only allowed to gather diwal during the harvest period.
“Harvest will continue until there are diwal shells that measure three inches and over in the coastal waters,” said CAO – Coastal Resource Management Community Organizer Gilda Chavez.
She said that about 135,035 kilograms of the most sought after shellfish of the city were harvested from July 2009 to December 2010.
Diwal, which is a local term that means “to stick tongue out” apparently due to the resemblance of the bivalve’s protruding mussel to a lolling tonque. It can be available year round with regulated harvesting and favorable weather conditions.
The diver’s catch are bought by their association for centralized marketing.
Presently, an average price of a kilogram of diwal at Teodoro Arcenas Trade Center (TATC) is at P100. Other bulk of diwal harvest is supplied to some parts in the country.
The shell was almost extinct in the coastal waters of Western Visayas for over the decade due to over-harvesting and trawling by locals who found a lucrative business in selling the bivalve.
However, diwal staged a comeback after over a decade of intensive seeding of the coastal waters of Capiz, close supervision, prohibition of destructive harvesting and fishing practices.
Efforts to revive the dwindling diwal population in the city date back during the incumbency of then Roxas City Mayor Antonio Del Rosario and now congressman of Capiz first congressional district through the support of CAO’s – Aquaculture Division head Salvador Borda and some marine experts from University of the Philippines in the Visayas – Miag-ao campus and Southeast Asian Fisheries Development Center (SEAFDEC) in Tigbauan, Iloilo.
Borda is now the City Agriculturist. (JCM/AAL/PIA 6 Capiz)

k3nny17 August 27th, 2011, 01:37 PM Dengue cases drop by 98% in Capiz
ROXAS City — The number of dengue cases in Capiz dropped by 98 percent this year, the Capiz Epidemiological Surveillance and Response Unit said.
This is believed to be due to the intensified anti-dengue campaign of the provincial government through the Provincial Health Office (PHO).
“There are only 47 cases reported this year compared to the 2,590 recorded last year", according to Joeffry Espiritu, health education and promotions officer of the PHO.
Gov. Victor Tanco was pleased that “the Oplan: Kontra Dengue campaign launched last August 20, 2010 turned out to be a very effective drive to combat the lethal dengue fever.”
“The success of the campaign,” Tanco said, can be attributed to the “unwavering support of the Capiceños to the provincial government’s health advocacies.”
The PHO also encouraged the Capiceños to carry on practicing the 4S in fighting dengue.
4S stands for: Search and destroy breeding places, Self-protection against mosquitoes, Seek early consultation, and Say no to indiscriminate fogging. (CPPB/PN)

(CPPB/PN)

k3nny17 August 30th, 2011, 03:46 PM 10 percent water rate hike next year
By FELIPE V. CELINO
ROXAS City – The Metro Roxas Water District (MRWD) will jack up its rate by 10 percent starting January next year.
The water agency has no other recourse but to increase its rate due to its half a billion pesos loan with the Local Water Utilities Administration (LWUA), said Engr. Gonzalo Glen Delgado, MRWD general manager.
He also cited as reasons the inflation, and MRWD’s operational and maintenance expenses.
“We have to implement the increase to sustain the good quality of our water supply,” Delgado told Panay News.
There will be another rate increase in 2014, Delgado announced this early. It will be a 30-percent increase.
Currently, MRWD imposes a commodity charge at P25.15 per 11 to 20 cubic meter of water or a minimum charge of P208.
By next year, Delgado said, they will jack it up to P27.70 or P229.
Delgado said commodity charge starting 2014 for 11 to 20 cubic meters will be P295, or a minimum charge at P35.70./PN

k3nny17 September 3rd, 2011, 08:00 AM ‘90% compliance with
Wednesday plastic ban’
BY FELIPE CELINO
ROXAS City — Councilor Powell del Rosario has noted a 90-percent compliance with the city ordinance that bans the use of plastic bags every Wednesday since its implementation.
Del Rosario, author of City Ordinance No. 030-2011, said most market vendors and buyers in this city have used alternative packing materials like paper bags.
The city government has started implementing the ordinance on August 24.
A task force has been created to monitor the implementation of the city law that prohibits business establishments or individuals from selling or providing plastic bags as packing materials to consumers on Wednesdays.
Mayor Angel Alan Celino commended Del Rosario for “successfully” pushing through with the ordinance.
On August 24, the task force has inspected all business establishments in the market of this city.
According to Del Rosario, the city wants to reduce, if not totally eliminate, the use of plastic bags and polystyrene foams as packing materials in stores.
Business establishments and individuals were mandated to provide alternative receptacles for their products, like woven bags or bayong, cloth or paper bags, and other similar materials.
The City Health Sanitary Department and the Task Force on Environmental Protection are currently studying the feasibility of providing alternative product receptacles./PN
k3nny17 September 3rd, 2011, 08:01 AM Ex-city dad now traffic consultant
BY FELIPE CELINO
ROXAS City — A former member of the Sangguniang Panlungsod was tapped by the city government to become the new traffic consultant of the Roxas City police station’s Traffic Section.
Victor Arcenas accepted the offer of Mayor Angel Alan Celino to oversee traffic operations in the city.
Arcenas, who served as councilor for three consecutive terms, will also have to supervise the traffic management of the police auxiliary.
According to him, he will conduct a seminar and examination on some 80 police auxiliaries to determine their knowledge on traffic rules and regulations and existing ordinances being implemented by the city government.
The police auxiliaries were given a week to study the manual on traffic regulations in the city to prepare for the exam.
If they fail the test, they will be taken out of the list of auxiliaries and will be replaced, Arcenas said.
Arcenas is also planning to change the uniform of the police auxiliaries to make them look more presentable and respectable./PN
k3nny17 September 3rd, 2011, 08:09 AM Sigma’s P22M cut-off channel project ok’d
By Glenn Beup
* Overflow of water threatens the community, which sometimes results to casualties.
Sigma, Capiz - The construction of a cut-off channel with river control will soon respond to the high volume of water brought by heavy rains which threaten the lives and properties of the people living along the river banks of Sigma, Capiz.
Department of Public Works and Highways Secretary Rogelio Singson recently approved the release of P22M worth of project intended for cut-off channel and a river control system at Poblacion Norte and Poblacion Sur, Sigma. The request for fund by the Local Government Unit of Sigma addressed to Sec. Singson was made last year, and the said letter-request is clothed with an endorsement dated March 4, 2011 from Governor Victor Tanco.
The P22-million proposed project underwent an evaluation by the Department of Public Works and Highways last year and it was able to pass the criteria for prioritization and selection of flood control projects, the reason why it was included in the flood control budgets of the DPWH for fiscal year 2011.
“This cut-off channel with the river control will solve the urgent needs of our town especially the two barangays, of which almost 240 families are affected by flooding when heavy rains occur” declared Sigma, Capiz Mayor Maria Andaya in her letter request addressed to Secretary Singson. “Overflow of water threatens the community, which sometimes results to casualties. We are in the concern of attending to this dilemma because it poses imminent danger in the safety and security of the Sigamahanons,” she added. The river that traverses along Sigma is a component of the Panay River, one of the largest and longest rivers in Panay Island.
The request of Mayor Andaya and Governor Tanco also got a favorable endorsement from Capiz 1st District Congressman Antonio Del Rosario. Congressman Del Rosario’s letter dated June 20, 2011 added fuel for the DPWH Central Office to act immediately on the release of funds. “It’s a big relief for the people of Sigma once the project commences its construction this year. We personally thank Secretary Singson in giving a resolution to our problem”, quipped Mayor Andaya.
Sigma, Capiz is located at the crossroads going to and from the various provinces of Iloilo and Aklan. It is one of the municipalities in the second district of Capiz which is most affected with heavy floodings during the rainy season thereby submerging a large fraction of its agricultural areas especially rice lands.
“We have to fast track the implementation of the said project,” said OIC District Engineer Ely Tungala who immediately conducted a briefing with the 2nd Engineering District personnel after he received an instruction from DPWH-Region 6 Regional Director Evelyn Barroso. The Secretary (Singson) sees the urgency of the project and we should start its construction the earliest time possible” Tungala added during his on-site inspection at the area.

Mayor Angel Alan B. Celino said it's all systems go for a seafood restaurant inside the Balay Kapisnon on Mackinley St.in Roxas City. Another seafood restaurant is being planned along the Panay River. The two restaurants will be operated by the city government.
The area in the Balay Kapisnon used as a display center for various plant species by the Capiz Multipurpose Cooperative, will be the site of the restaurant.
Balay Kapisnon houses the city tourism office and displays authentic Capiznon food and other products. It is located in a strategic area adjacent to the Provincial Capitol, the Roxas City Cathedral and the city plaza.
In a press conference, Celino said the restaurants will offer fresh marine products that will be cooked according to customers' preference. The city government will subsidize the supply of of seafood to ensure that prices will be affordable.

k3nny17 September 3rd, 2011, 08:33 AM Mobile School: A breakthrough in education
The Roxas City government's Mobile School program is a laudable effort on the part of a local government unit to further enhance the accessibility of education, particularly among out-of- youths who, for one reason or another, have been deprived of schooling under a formal educational system.
The Mobile School was launched during the May 12,2011's 60th Charter Day Anniversary of the Roxas City government. It is being implemented by the Department of Education under its Alternative Learning System (ALS) , the City Social Welfare and Development and the city government through the Special Education Fund.
Regarding the purpose of this program, Mayor Angel Alan Celino was quoted in media reports as saying: "We want to reach the disadvantaged sector like the out-of-school youths , the needy, drop-outs or those who really cannot afford to spend for their education by bringing the school to them."
According to the mayor, the city government through the City Social Welfare and Development Office will establish three Mobile Schools to cater to the education needs of the disadvantaged in far-flung areas. The program, it was learned from the mayor, will provide beneficiaries with basic literacy and other useful skills which they can use when they avail of various livelihood opportunities.
Alternative Learning System is a freed education program implemented under the DepEd's Bureau of Alternative Learning System. It will benefit those who can't afford a formal education and provides convenience to beneficiaries since the program follows the schedule of the students.
The program provides a viable alternative to the existing formal education instruction, encompassing both the formal and and nonformal sources of knowledge and skills. Four barangay –beneficaries –Banica, Culaso, Bolo and MIlibili –are being targeted by the program.
Alvarez was quoted by media that the schools will serve as extension to its existing Sharing Computer Access Locally and Abroad (SCALA) Center based at CSWD office and it could accommodate only up to 40 out-of-school individuals.
It was learned from Alvarez that 268 OWSYs have already graduated, of whom 75 percent were already employed in the government, local government units and private companies while others put up their own livelihood projects.
The Mobile School concept being implemented by the Roxas City government is reportedly the first of its kind in Western Visayas. Hopefully, other provinces and cities in the region will replicate this in their respective localities.

Kaltehitze September 5th, 2011, 12:55 AM 90% of Roxas City businesses comply with plastic ban
by Alex A. Lumaque
ROXAS CITY, Capiz, Sept. 1 (PIA) – About 90 percent compliance of no-plastic ordinance in the city was observed by a task force that conducted a spot inspection last August 24 on various commercial establishments in Roxas City.
City Ordinance No. 030 – 2011 prohibits business establishments or individuals from selling or providing plastic bags as packing materials to consumers on Wednesdays.
Roxas City councilor lawyer Powell Del Rosario, author of the ordinance, said the city government wants to reduce, if not totally eliminate, the use of plastic bags and polystyrene foams as packing materials in stores.
Del Rosario also chairs the Roxas City Task Force on Environmental Protection (RCTFEP).
Business establishments and individuals are encouraged to use alternative packing materials such as woven bags or bayong, cloth or paper bags, and other similar materials.
Last Aug. 24, in time with the affectivity of the imposition of penalties for violators, a local branch of a mall launched its no-plastic packing materials for its merchandise in support to the pro-environment measure. Other local stores have also launched the “green campaign” following the enactment of the ordinance last June 28.
The task force has warned the violators to face corresponding penalties if they will continue to defy the ordinance. Individual violators will be meted with P500 and P1,000 for first and second offenses, respectively, while a third violation will penalize him/her with P2,000 and or imprisonment of not more than six months upon the discretion of the court.
The same penalties apply to business establishments except that the penalty on third offense may include the cancellation of license to operate for a year. (JCM/AAL/PIA 6 Capiz)

Kaltehitze September 5th, 2011, 12:56 AM NFA Capiz cited for its procurement operation
by Jemin B. Guillermo
ROXAS CITY, Capiz, Sept. 5 (PIA) -- The National Food Authority (NFA) cited its Capiz Office for its high procurement accomplishment this year according to Capiz NFA Information Officer Rose Andalecio. NFA Assistant Administrator for Marketing Operations Jose Cordero announced the commendation to the Capiz staff during his recent visit here, according to Andalecio.
Andalecio said that although the procurement target for Capiz was increased by nearly seven percent, from 215,000 bags last year to 230,000 bags this year, still NFA was able to procure almost 80-percent of its January to August 2011 target.
She said that while the target for this year is set at 80,000 bags of palay, they were already able to buy from the individual farmers and farmer’s cooperative some 63,929 bags during the first eight months of this current year.
Andalecio stressed that said accomplishment is 212 percent higher than their procurement accomplishment last year. Cordero, she said, pointed out that because there is no budget allotted for the NFA for the palay procurement this year, the Department of Agriculture has set aside some funds to the food agency for continued buying operation.
Earlier, NFA Capiz had been intensifying its palay buying operation from farmers in partnership with the different local government units by establishing mobile procurement teams aside from the usual buying operation at the different grains warehouses. (JCM/JBG/PIA6-Capiz)

Roxas city is a bustling city! cheers!
k3nny17 September 6th, 2011, 04:19 AM Roxas City gets ‘good housekeeping’ award
BY FELIPE CELINO
ROXAS City — The Department of Interior and Local Government (DILG) has conferred this city the “Seal of Good Housekeeping” (SGH) for Component City in Western Visayas for achieving an “above-benchmark performance in internal housekeeping.”
The “Seal” is given to local government units (LGUs) which “excel in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.”
According to DILG, SGH is a program that institutionalizes the department’s commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance.
Other recipients of this year’s “Seal” were the component cities of Silay, Talisay, Bago, Kabankalan and Sipalay in Negros Occidental province.
Some towns in Capiz also received the “Seal” — Dumarao, Jamindan, Mambusao, Panay and Pontevedra.
These recipients were determined during the Round 2 evaluation.
Component city awardees are each entitled to a P3-million Performance Challenge Fund while municipality awardees will each be given P1 million upon submission of required documents.
The Performance Challenge Fund for Local Government Units is an incentive fund in the form of counterpart funding to high-impact capital investment projects in the Annual Investment Program and funded by the 20-percent Development Fund consistent with national priorities.
It seeks to rationalize national government intergovernmental transfers to LGUs, and encourage alignment of local development initiatives with national government development agenda and priorities.
During the Round 1 evaluation, several Capiz towns — Cuartero, Dao, Dumalag, President Roxas, Ivisan and Sigma — also received the “Seal.”
Earlier, Roxas City also received the Red Orchid Award, a national award given by the Department of Health for a promising implementation of the anti-smoking campaign.
Last month, the Roxas City police station also received the “Best Police Station (Component City)” award from the Police Regional Office 6 for its “outstanding transformation initiatives and performance in police administration and operation in line with the PNP’s (Philippine National Police) Integrated Transformation Program.”/PN

Hi Ken,
I think the Loan from PVB for the Government Business Center cannot be categorized as falling under the "Other Revenues" component of the Total Income; Loans generally take in the nature of a Liability until it is able to earn income (aka revenues), which in this case will happen once the units at the Government Business Center start earning rental/leasing income.. Note that this might happen soon as the project is almost complete, as seen on your recent posts..
My guess is that the bulk of the P500M+ from other revenues comes from the income of Roxas City. Roxas City as a component city is still part of the Provincial Government of Capiz until it graduates into a Highly Urbanized City.. Just my (educated?) guess hehe :)
At any rate, it's still an achievement worth celebrating, thanks for the info! :)

by Alex A. Lumaque
ROXAS CITY, Capiz, September 7 (PIA) -- It's probably only in Pontevedra, Capiz where residents are provided free online access and computer literacy tutorials at its Community eCenter (CeC).
The center was opened last April 2010 through the collaboration of the National Computer Center (NCC), Commission on Information and Communications Technology (CICT) and the local government unit.
As its counterpart, the municipality provided a building for the CeC, furnishings, signage and electrical/internet connections and staff.
Initially, CeC operates with four units of computer sets with printer and video camera and a four in one machine for telephone, fax, copier and scanner.
“We target to have 10 computer units at the center by end of the year,” said Municipal Planning and Development Officer and CeC manager Marion Balasa. Aside from the worldwide web connection, CeC also offers other communication and technology services such as computer printing, encoding, scanning, CD burning, greeting cards and program designing and facsimile, among others.“No online games are allowed in the center,” Balasa said.
She added that most of the clients are college students of Capiz State University (CapSU) – Bailan, Pontevedra campus, barangay secretaries as well as treasurers and municipal employees.
CeC is a project of the NCC intended to serve the public through the use of internet thus opening the electronic highway to the municipalities. (JCM/AAL/PIA 6 Capiz)

k3nny17 September 10th, 2011, 12:35 PM Capiz gets 2011 Seal of Good Housekeeping
ROXAS City — The provincial government of Capiz under the administration of Gov. Victor Tanco was recently awarded the “Seal of Good Housekeeping” for 2011 by the Department of Interior and Local Government (DILG).
Tanco was overjoyed by the latest honor from DILG, saying that the award “(motivates us) to be more efficient in delivering the best service to the people.”
“The provincial government qualified for the said award because of its good practices in governance such as Good Planning, Sound Fiscal Management, Transparency and Accountability, and Valuing of Performance Monitoring,” he said.
The Seal comes with a Performance Challenge Fund worth P7 million.
Acting Provincial Administrator Atty. Jose Villanueva revealed that “the PCF will be used to support the priority projects of the provincial government to further improve the basic services of the government to the people.”
“We owe this recognition to the Capiceños for their cooperation and support to the development agenda of the provincial government,” said Villanueva.
Also awarded with the “Seal of Good Housekeeping” were Dumarao, Jamindan, Mambusao, Panay and Pontevedra towns and this city. (PNA)

k3nny17 September 10th, 2011, 12:42 PM Capiz 'electrification day' to highlight the environment
by Jemin B. Guillermo
ROXAS CITY, Capiz, Sept. 9 (PIA) -- Environmental protection and sanitation is this year’s highlight of the "electrification day" celebration in Capiz.
Information Officer Augie Abao of the Capiz Electric Cooperative (CAPELCO) said that they are set to conduct a clean-up drive along the beach front of Barangay Baybay, Dumolog and Culasi in Roxas City on September 17.
He stressed that about 400 employees and officials of said electric cooperative will be joining said activity as part of their contribution to environmental protection and sanitation.
Abao said Department of Science and Technology provincial head Gerbe Dellava has been invited to lecture about climate change.
Other activities during said celebration are the conduct of parlor games and a basketball friendship game with their employees and the members of the tri-media in Capiz.
The electrification day program is a culmination activity of the National Electrification Awareness month celebration last August.
“Electrification consciousness should be an everyday undertaking,” Abao said, adding that part of their whole year activity is the checking of electrical connections especially in schools during the Brigada Eskwela program.
On the other hand, he revealed that so far, all the 473 barangays in the province are already "energized" and they have already been providing electric power connections in the different sitios in order that all households will be reached. (JCM/JBG/PIA6-Capiz)

(PNA)
Roxas City gets ‘good housekeeping’ award
Both the city and province got the "Seal of Housekeeping Award" of DILG

4threich September 11th, 2011, 03:35 PM Hi Ken,
I think the Loan from PVB for the Government Business Center cannot be categorized as falling under the "Other Revenues" component of the Total Income; Loans generally take in the nature of a Liability until it is able to earn income (aka revenues), which in this case will happen once the units at the Government Business Center start earning rental/leasing income..
brod..Do Roxas City residents still votes for Provincial Governor for elections?

Welcome to the thread pre~! What college are you referring to pre? Daw ka nami ni nga balita haw...
I heard it also, I don't know if its true. If its true then its a good move for that mall since a new mall will rise(madulaan gid na sila da customer kay lapitay lang sa site sang new mall. And I hope nga indi hospital ang ibulos, daw magiging H-belt na ina da dsun (Hospital Belt), Capiz Emmanuel Hospital, Capiz Doctors' Hospital, St. Anthony College Hospital and the HH hospital are very near to each other
On the other side of the coin...if there are lots of hospitals in an area, this will force all hospitals to compete, so to attract more patients, they will not make frequent price increases, panamion gid na nila ila na facilities and they keep on upgrading the quality and talent of their doctors and staff, IMO. =)

ROXAS City — Australian Ambassador to the Philippines Matthew Fleming inspected and validated the Roxas City Airport on Friday for the possible upgrading of its cargo operations.
Accompanied by retired Senior Supt. Rodulfo Bonac-Ebardo, Fleming checked the cargo facilities at the airports of the Philippine Airlines and the Cebu Pacific.
According to Fleming, Department of Transportation and Communication Secretary Manuel “Mar” Roxas II requested for the inspection and validation of the airport.
Fleming, also assistant director for the Supply Chain Strategic and International Policy Office of Transport Security of Australia’s Department of Infrastructure and Transport, said he was impressed with the peace and order in this city which he expects to be a remote area.
The Australian government has chosen to inspect airports here and in other outlaying cities due to the many cargoes being shipped to Manila and other major destinations in the country, said Ebardo, former Capiz provincial police chief and currently with the International Civil Aviation Organization (ICAO).
He said they are expecting the possible upgrade of the Roxas City Airport into an international standard.
He also announced that ICAO will hold a one-week seminar-workshop sponsored by the Australian government in Manila.

k3nny17 September 13th, 2011, 02:02 PM Operational crime lab eyed in Capiz
by Alex A. Lumaque
ROXAS CITY, Capiz, Sept. 13 (PIA) -- The construction of a P1 million crime laboratory building in Capiz will start this month following the budget approval by the Capiz Provincial Board.
This was announced by Gov. Victor A. Tanco, Sr. during the recent Provincial Peace and Order Council (PPOC) at the Provincial Capitol here.
“We expect to have an operational crime laboratory by the end of the year,” Tanco said in Hiligaynon in an interview by local mediamen.
He added that the crime laboratory would boost the province's campaign against illegal drugs, shorten the laboratory processing and at the same time preserve the evidence of the crime and pre-empt any attempt of motive to alter the evidence.
It will be constructed at the old Provincial Social Welfare and Development Office (PSWDO) at Barangay X1 here.
At present, laboratory examinations needed by local police authorities in the filing of cases are being conducted at Iloilo PNP Crime Laboratory.
The chief provincial executive noted that the PNP will provide the equipment and technical manpower for the laboratory. (JCM/AAL/PIA 6 Capiz)

BY FELIPE CELINO
ROXAS City — The Philippine Veterans Bank (PVB) has inaugurated its newly renovated Roxas City Branch on corner Legaspi-Gomez Streets recently.
PVB president and chief executive officer Ricardo Balbido Jr. said the bank’s branch here has been enjoying brisk business with private and government clients, and continues to be of service to Filipino World War II veterans.
PVB-Roxas, he said, offers a wide array of banking products and services like deposit services, loans, time deposit products and cash management services.
It has also forged partnerships with private and government clients, especially with its all-in-one automated teller machine/identification card and timekeeping kiosk, he added.
The PVB has 60 branches nationwide; five more will open soon.
To improve not only its physical look but also its professional image, the PVB-Roxas had undergone renovation early this year.
Now, it has become a more spacious and professional-looking establishment with utilitarian amenities. Its floor area was expanded and its counters and work stations refurbished to allow comfort not only for the bank’s employees but also for its clients.
With these improvements, the PVB management believes that it has made the branch more convenient for its clients here and in Capiz, particularly the hundreds of veterans who depend on the bank for the management of their finances.
It also looks forward to improved relations with local businesses and government offices, now that PVB offers innovative products and services like long-term time deposit, and current and savings account variants.
Present during the inauguration were PVB assistant vice president and Visayas area head Daisy Sibya; Mike Villareal, also of PBV; Vice Mayor Ronnie Dadivas and wife Joanne; Jericho Celino, executive assistant to Mayor Angel Alan Celino; and Roxas City Police Director Supt. Khasmir Disomangcop.
The PVB-Roxas Branch is headed by manager Mae Grace Azarraga./PN

ROXAS City — The Capiz Police Provincial Office (CPPO) is preparing for the forthcoming 16th Philippine Sports Commission-University Games (UniGames) on October 22–29.
Senior Supt. Domingo Cabillan, provincial police director, assured the participants of their security during the week-long sports event, the activities in which will be held at the Villareal Stadium and other nearby centers.
Policemen will be visible for the entire duration of the activities, particularly at the billeting areas, Cabillan said.
Personnel from different police stations in the province and from the Police Regional Office 6 will augment the CPPO police force, he said.
For the first time, Capiz — through the Colegio dela Purisima Concepcion (CPC) — will host this year’s UniGames.
Some 2,000 athletes, coaches, trainers and sports coordinators and officials from about 50 public and private colleges and universities in the country are expected to attend, Msgr. Vicente Hilata, CPC college rector, said.
The sports events in the UniGames are athletics, badminton, swimming, volleyball, basketball, chess, lawn tennis, table tennis, taekwondo, sepak takraw, football, softball and beach volleyball, including billiards, UniGames President Roger Banzuela said.
With the aim of standardizing tournaments under its supervision, the Philippine Sports Commission will finance the event. The Commission has always been tapped for funding assistance in sports competition like this.
Last year’s event was hosted by the Silliman University in Dumaguete City, Negros Oriental./PN

Kaltehitze September 29th, 2011, 01:26 PM 63 brgys to receive coco salt fertilizers
by Alex A. Lumaque
ROXAS CITY, Capiz, Sept. 29 (PIA) -– Sixty-three barangays have been identified as the beneficiaries of some 5,180 bags of of coconut salt fertilizer which is expected to arrive September 29 at the Culasi Port as part of the Philippine Coconut Authority’s (PCA) sustained salt fertilization program.
“These will be directly delivered by the supplier from Mindoro to the 63 identified barangays in the province,” said PCA Capiz manager Jeffrey Delos Reyes.
He added that about 129,500 coconut trees will be applied with fertilizer and an increase productivity by 30 to 40 percent is expected six months later.
According to the PCA, each coconut tree needs two kilograms of salt fertilizer.
The use of sodium chloride (NaCl) or common salt as fertilizer is a practical means of increasing coconut production as it accelerates crop growth and development and increases copra weight and number of nuts.
The use of salt as fertilizer for coconuts is environment-friendly and also minimizes leaf spot damage.
The salt fertilizer allocation for Capiz was disclosed by PCA – 6 regional director Jose S. Cruz during the Coconut Week celebration at Ivisan Civic Center.
The PCA official also assured that about 3,000 coconut seedlings will also be given to the province.
The local coconut industry gives Capiceño farmers additional source of income through coconut products and co-products. (JCM/AAL/PIA 6 Capiz)

by Jemin B. Guillermo
ROXAS CITY, Capiz, Sept. 27 (PIA) –- Local government officials in Capiz will convene to harmonize the investment priorities in their respective localities.
Department of Trade and Industry Information Officer Ken Queenie Cuñada disclosed that they have set a two-day consultative forum on generic Investment and Incentives Code of Capiz on October 6 to 7 with some provincial and municipal officials here.
Cuñada said the activity aims to generate reactions and other inputs to improve the provisions in the draft code of the province as well as to harmonize and align all locally –initiated incentives program of the various local government units in Capiz.
She added that the German Technical Assistance (GIZ) will be funding the two-day activity as part of the agency’s Small and Medium Enterprise Development for Sustainable Employment Program.
Domestic Marketing Department Director Dennis Miralles of the Board of Investment (BOI) will discuss the National Investment Policies, factors affecting business location, investment promotion and strategies, and the guidelines in the preparation of the local investments and incentives code, Cuñada said.
According to Cunada the draft Provincial Investment and Incentives Code of Capiz which was crafted by the province’s Micro, Small and Medium Enterprise Development Council in partnership with the Provincial Planning and Development Office, after its approval by Sangguniang Panlalawigan, will serve as the basis for towns in enacting or revisiting their respective codes.
Republic Act 7160, otherwise known as the Local Government Code, requires local government units to come up with their respective Investment and Incentives Code.
So far, only four local government units in Capiz, namely, Roxas City, Panay, Pontevedra and Mambusao have their respective Investment and Incentives Code. (JCM/JBG/PIA6-Capiz)

“It aims to increase awareness among business and consumers about mandatory products that affect life, property and safety and for the retailers engaged in selling those products to transfer technical knowledge on mandatory product standards to consumers, business groups, academe and local government units,” said DTI – Capiz director Ermelinda Pollentes.
She added that a preparatory meeting has been conducted and more than ten leading local retailers have initially confirmed to join the expo.
Participating exhibitors include Dancorr Auto Parts, Ankins Merchandising, BY Construction Supply, Gaisano City Roxas, Imperial Appliance Plaza, PSC Construction, Inc., Amado Lim Enterprises, Inc., Mirola Merchandising, Hercor Lumber and Hardware Marketing, AM Builders Depot, William Construction Supply, JECO Distributor, Solid Motorcycle Distributor, Inc., Mansour Construction Supply, and SOL Marketing, among others.
Pollentes noted that there will also be a consumer forum on Oct. 18 aside from advocacy activities in schools.
The CWM celebration is embodied in Presidential Proclamation No. 1098 issued by President Fidel Ramos in 1997. (JCM/AAL/PIA 6 Capiz)

ROXAS CITY, Capiz, Sept. 28 (PIA) – A cooking contest among Hotel and Restaurant Management (HRM) and Tourism students of Filamer Christian University (FCU) here today will cap the 2011 Provincial Tourism Week (PTW) celebration in Capiz.
Four teams will join the contest, said an FCU College of HRM and Tourism faculty. Seafoods will be the main ingredient for the cooking competition.
Based on the week-long PTW schedule, a cooking demonstration dubbed “Sabor Capisnon” will be showcased by the Association of Resorts, Restaurants and Hotels of Capiz (ARRHC) to HRM and Tourism students prior to the contest.
A provincial convention of students and teachers of HRM and Tourism courses in the region as well as HRM and Tourism Skills Olympic were conducted last Sept. 26 and 27, respectively, as part of the celebration.
The week-long celebration with the theme “Tourism: Embracing Cultures” kicked off simultaneously last Sept. 22 with the opening of a one-stop shop of government services dubbed “Capiz nga Serbisyo Publiko sa Capitolyo.”
Department of Tourism (DOT) – 6 Officer-In-charge lawyer Helen Catalbas graced the opening ceremonies.
It was learned that every last week of September has been designated as PTW in Capiz since 2008 as embodied in a duly approved Capiz provincial board resolution. The celebration aims to develop tourism awareness among Capiceños and boost the local tourism industry. (AAL/PIA 6 Capiz)

Kaltehitze October 2nd, 2011, 01:58 AM PRO 6 boasts of 3 basic public safety services in place
by Alex A. Lumaque
ROXAS CITY, Capiz, Sept. 30 (PIA) -– Police Regional Office (PRO) – 6 director C/Supt. Cipriano E. Querol, Jr. said that the ongoing Criminal Investigation Course (CIC), establishment of Barangay Peacekeeping Action
Teams (BPAT) and intensified Police Integrated Patrol System (PIPS) are among the three basic public safety services being implemented by the PRO – 6 to satisfy the need of the residents for a peaceful Western Visayas.
This was conveyed by the region’s top cop in a recent interview over Roxas City – based RMN station during his visit to Capiz Police Provincial Office for the opening of the CIC intended for police investigators in the
province.
During the interview, Querol said that the CIC will continue until the desired quota for qualified investigators in the region have been met.
Only 408 of the total 948 positions for investigators in the region have undergone a regular course on criminal investigation, he noted.
On the establishment of BPATs, about 38,000 BPAT members were accounted by the PRO – 6 following the launching of New Lucena town in Iloilo of its
peacekeeping teams last September 19.
He said that the PRO 6 priority programs support new PNP chief director general Nicanor A. Batolome’s Ten – Point Action Plan to take police servic to a higher level through 10 doable objectives under a reform-oriented
management agenda of the 140,000-strong national police force.
The PRO 6 official said that Bartolome has mentioned solution of crimes, account for wanted persons, loose firearms, One Police Per Barangay
Supervisor and other anti-criminality campaign during his first command conference earlier this month.
The new PNP chief has also his administrative priorities like Sustaining the Integrated Transformation Program and Performance Governance System (ITP-PGS), Periodic Performance Audit, Strengthening the Reward and Disciplinary System and Enhancement of Morale and Welfare Projects, among others. Kaltehitze October 2nd, 2011, 02:02 AM Q+A-What ails the Philippine mining sector?
By Erik dela Cruz and Rosemarie Francisco
MANILA, Sept 13 | Tue Sep 13, 2011 3:52am EDT
MANILA, Sept 13 (Reuters) - Mining investments in the Philippines this year are forecast to hit $2.8 billion, double initial forecasts of $1.4 billion, and the highest annual figure since 2005 when the sector was opened fully to foreigners.
The Southeast Asian country, which sits on an estimated $1 trillion worth of mineral resources, wants to attract more mining investors and take advantage of higher global metal prices to create jobs and stimulate the domestic economy.
Investment policy flip-flops and a strong anti-mining lobby, however, have slowed development and the chances of boosting investments in the sector.
WHAT IS THE GOVERNMENT'S STAND ON MINING?
Investment of $560 million in Aquino's first six months in office last year was in existing projects.
But hopes for new operations have grown after the Environment department completed in July an eight-month "cleansing" process aimed at getting rid of mining speculators.
The proliferation of mining speculators, or those given permits but have not started any projects, has discouraged serious investors and the development of the country's mining industry.
The government's use-it-or-lose-it policy has resulted in the cancellation of hundreds of permits for non-moving projects and the opening of about 5 million hectares of potentially mineralised areas across the archipelago to new investors.
The government is also seeking a review of fiscal incentives in the Mining Act to get more revenues to plug a huge budget gap.
But the 2010/2011 Fraser Institute annual survey of mining companies showed the Philippines was among the least attractive mining territories in the world, although it improved its ranking to 66th out of 79, from 70th out of 72 in the previous survey.
The index measures overall policy attractiveness based on taxation, infrastructure, political stability, labour issues, security and environmental regulations.
WHAT IS THE STATUS OF THE COUNTRY'S BIGGEST MINING PROSPECT?
The $5.9 billion Tampakan copper-gold project of Xstrata Plc in the southern province of South Cotabato -- Southeast Asia's largest undeveloped copper-gold prospect -- is under threat from an open-pit mining ban imposed by the local government.
The justice, environment, and local government departments agree the mining ban and other anti-mining measures imposed by local governments run counter to the national mining law.
However, local government officials have invoked their powers and rights to protect their communities, causing an impasse on how to proceed with mining projects.
Sagittarius Mines Inc, Xstrata's Philippine unit, has sought a review of the ban, saying open pit mining was the safest and most economic extraction method.
Sagittarius has presented an environmental impact statement (EIS) on the mine via a series of public consultations, set to end this month, one of the requirements before a review of the local code starts.
ARE OTHER PROVINCES ADOPTING ANTI-MINING MEASURES?
Environmental concerns were also cited for similar bans and mining moratorium in other provinces.
Industry group the Chamber of Mines of the Philippines has said local government bans on mining have also been issued in the central provinces of Capiz, Bohol, Samar, Romblon, and Mindoro and the southern province of North Cotabato.
Anti-mining groups cite local opposition borne out of past accidents.
In 2005, heavy rains and a lack of safeguards triggered a cyanide spill at the poly metallic mine operated by Australian miner Lafayette in the central Philippines -- the first foreign-owned mine in the country after the Mining Act was enacted. The mine was closed after the accident and efforts to restart work failed due to a lack of funding.
Another often-cited accident was the 1996 tailings spill at Marcopper Mining Corp's copper mine in central Marinduque province, in which at least 1.5 million cubic metres of mine tailings flowed into surrounding rivers following flash floods, contaminating the river system and causing illnesses in the communities around the mine up to today.
WHAT PROBLEMS DO MINERS FACE?
A strong opponent in the majority Christian country is the Catholic Church, which has come out against mining projects such as the proposed Tampakan mine, citing local concerns.
Tax and security issues are also among investors' major concerns. Environment Secretary Ramon Paje has proposed a 5 percent royalty fee from miners on top of the existing 2 percent excise tax, a proposal shot down by the industry.
Existing investors also complain that local governments impose unregulated taxes on mining. Local government units are given the power to levy taxes, fees or charges on businesses in their areas under the local code.
Miners must also deal with communist rebels demanding revolutionary taxes and compensation for communities hosting mining projects, and miners are harassed if they fail to pay up.
One result of large players shunning the country is that small-scale gold mining accounts for two-fifths to nearly half of annual total mining output by value, becoming a major employer as a result. (Editing by Ramthan Hussain).

PrinceSky October 3rd, 2011, 09:23 AM Hello Everybody.. I'm also a proud capiznon though i was born in Pasay City but my hometown is Roxas City. I'm so thankful that there were few people who loves to see the progress of the city. However, I just want to say that the City of Roxas and progressing at slow pace, but we can still see the changes from previous years up to now.. Robinson's Place in Roxas City? is this true? I mean, I've been in PdP but I haven't seen any ground breaking or sign that Robinsons Place will be situated in that area??? Anyway I would also like to add up some changes in our City. Filamer Christian University is starting to put up a virtual library about 3 floors.. Capiz Emmanuel Hospital is planning also to put up a medical arts center just beside the Capiz Evangelical Church. I'm not sure about the building at the Blvd. but someone told me that iot was a manufacturing site for San Miguel Corp.

Kaltehitze October 6th, 2011, 02:56 AM Giant Christmas tree welcomes delegates to Capiz
by Alex A. Lumaque
ROXAS CITY, Capiz, Oct. 5 (PIA) -– Three months before Christmas Day, the Roxas City government has already started the installation of a 30-foot Christmas Tree at the site of the Roxas City fountain here.
Roxas City administrator Gilbert Tan said that the Christmas symbol will be among the city’s attractions especially for the delegates of three national events in Capiz this October.
The province is host to the 12th Association of Tourism Officers of the Philippines (ATOP) national convention, 19th National Convention on School of Tomorrow Philippines and University Games (UniGames).
Thousands of visitors are expected to come to the city in view of the activities. The huge Christmas tree was first displayed in time for the 2010 Sinadya sa Halaran and Christmas celebrations as a symbol of hope and unity among city residents.
It is recyclable, dismantled and installed for the succeeding Yuletide seasons. The inverted cone-designed outdoor Christmas tree, decorated with small white stars and a much bigger shell-inspired star at the top, is strategically located in front of the Roxas City Metropolitan Cathedral. However, I just want to say that the City of Roxas and progressing at slow pace, but we can still see the changes from previous years up to now.. Robinson's Place in Roxas City? is this true? Kaltehitze October 7th, 2011, 12:43 AM DOTC earmarks P1.04B
for WV ports, facilities
The Department of Transportation and Communications has earmarked P347.2 million to upgrade ports and related facilities in Western Visayas this year DOTC Assistant Secretary Ildefonso Patdu, Jr. said in a government press release.
Padtu said the DOTC will pour in P1.04 billion more in 2012.
Speaking on behalf of DOTC Secretary Manuel Roxas II at the recent quarterly meeting of the Regional Development Council, Patdu said the upgrading projects will cover the airports in Iloilo, Bacolod-Silay in Negros Occidental, Roxas City in Capiz and Kalibo in Aklan. These will also involve the seaports in these areas and in other provinces of the region.
Part of the funds allocated for projects this year will go to the upgrading and construction of buildings of the Land Transportation Office and Land Transportation Franchising and Regulatory Board, the press release said.
The national government now has air service agreements with foreign airlines which have separate entitlements for points outside of Manila, including Iloilo.
These outside points are intended for the use of foreign carriers from Palau, Macau, the Netherlands, Cambodia, Qatar, Thailand, Kuwait, Malaysia, Oman, Turkey Bahrain, Singapore, Brunei, Vietnam, and Hongkong.
Patdu said foreign carriers can be liberally granted access to the Iloilo Airport with the issuance of Executive Order No. 29 on the “open skies policy.”
The government has adopted the “open skies policy” under Executive Order No. 29 signed by President Aquino signed in March this year, the press release said.
The policy liberalizes the country’s secondary airports other than the Ninoy Aquino International Airport by allowing more foreign carriers to fly and bring in more tourists. The open skies scheme is also expected to boost Philippine international trade, the press release added.*
