the fountain (infront of Cathedral), that is the heart of the city
The City Proper is 1 km radius and is measured from the fountain, and PdP is approx. 2 km from the fountain
the entire Roxas City is light green and the other labeled places are the booming Real Estates
k3nny17 November 18th, 2011, 12:32 PM Low-cost housing for Roxas folks
ROXAS City — Residents of this city will have the chance to avail themselves of affordable houses, should the proposed low-cost and middle-cost housing through the Home Development Mutual Mortgage Program (HDMMP) of the Pag-IBIG Fund pushes through.
Vice Mayor Ronnie Dadivas and City Administrator Gilbert Tan recently had a project consultation with Bro. Jun Maceda, chair of the Housing and Community Development Movement (HCDM), and Joey Bieles, empowerment director.
Their discussion focused on issues and concerns related to the program that will be funded through the Medium and High Rise Building financing program of Pag-IBIG.
William Minabueno, in-charge for finance, and Engr. Romulo Sara, in-charge for technical, were also present in the consultation.
The proposed housing site here is seen to accommodate some four to five buildings — at four storeys per building — or a medium class residential condominium estimated to generate 80 aesthetically designed units per building.
The site will be on the lot owned by Mario Ramos along the provincial highway in Brgy. Tanza. It measures 3,513 square-meters.
HCDM will be the community organizer and facilitator for the proposed project that will be carried out in partnership with the city government./PN

PROVL HOSPITAL TRANSFER
Deed of donation from Ongs ready
BY FELIPE V. CELINO
ROXAS City The deed of donation of a two-hectare land supposedly for the new area of the provincial hospital was already prepared.
With this, the transfer of the Roxas Memorial Provincial Hospital (RMPH) is likely to happen, according to Gov. Victor Tanco.
Tanco earlier thought about transferring RMPH to a wider and more accessible place, as part of improving the provincial governments health services.
This was after the Ong family, represented by businessman Jose Neri Ong, earlier expressed willingness to donate a lot in Brgy. Lawaan here.
Last week, a group led by Provincial Administrator Jose Villanueva and some provincial health officials had a study tour in Metro Manila and Batangas province to look into the health facilities of government hospitals there.
According to Villanueva, a hospital like that in Quezon City would be best for Capiz.
Tanco said the provincial government has some P37 million intended to improve the provincial hospital.
This fund, he said, will also be augmented by the amount from the P683-million credit loan with the United Coconut Planters Bank.
Tanco said P100 million from the credit facility could be used to finance the construction of a new hospital building in Pueblo de Panay, Brgy. Lawaan.
He said improving the provinces health services is one of his administrations priority projects.
The present site of RMPH is not anymore suitable to the public that needs health assistance.
Aside from being located in the business center of the city, the place is small where the parking space for vehicles is limited.
The governor said the provincial government is planning to sell the area to investors. The proceeds could be used for other projects, he added.
Another plan is selling the property to the city government for its proposed Roxas City Hospital./PN

k3nny17 November 25th, 2011, 02:11 PM Bangko Sentral Moving to Roxas
The government’s decision to move the BSP operations to Roxas City was planned in 2008, Templonuevo said.
The BSP observed that there are more banks in the area, which means there could be more transactions and more people and sectors that could be served.

k3nny17 December 1st, 2011, 10:01 AM Expanded Investment Code to attract Investors
ROXAS City — The newly approved Roxas City Expanded Investment Incentives Code (RCEIIC) offers great investment packages that will convince investors to put up businesses here.
Vice Mayor Ronnie Dadivas said the new incentives ordinance also prepares investors — both foreign and domestic — to compete with those in Bacolod and Iloilo cities.
It shall also serve as a one-stop action center that will facilitate applications for registration and issuance of business and other permits from government agencies to the enterprises covered under the code.
Under the code, the incentives to be granted shall be available to investments such as but not limited to:
a) Power generation and distribution
b) Tourism including medical/wellness, hotels, resorts, recreational parks, sports and related facilities
c) Real estate including retirement villages, property and housing development
d) Shopping centers to include malls, amusement, and recreational establishment facilities
e) Information and communications technology
f) Research and development/education/training institutions
g) Agriculture and fishery business enterprises including organic fertilizer and farming
h) Infrastructure including flood control, potable water supply, and waste management projects
i) Shipping and shipbuilding
j) Manufacturing and processing including furniture and furnishings
k) Transport facilities; and
l) Logistics distribution.
The new code has been published in a newspaper of general circulation. It will be implemented on Monday, December 5.

PrinceSky December 9th, 2011, 03:46 AM It's been awhile guys. been busy this past few days. I'm off to cebu next week. Anyway about the last post. The group that I'm referring to is part of a social network "FB", it's about the capisnon whom most of them hated the current governance, probably they found something that is quiet inhuman in terms of budget and other polotical stuffs. Just like the Xmas tree at the center of the city which is 30ft tall was said to be costing around 300k but for me it looks so simple unlike the recent news with the tallest Xmas tree in the philippines which is in Puerto Princessa City for about 120ft tall, the tree looks amazing and sophisticated with so many materials used , I'm not referring to indigenous materials guys, but according to their city mayor the tree is about 100k. If we try to compare, the irony of ours to them is very transparent.. I dunno if it's true but sometimes truth hurts.. But still I'm proud to be capiznon though my birthplace is in pasay city and partly raised in baguio.

Thank you for choosing Roxas City! Just hail a tricycle and tricycle divers would be glad to take you anywhere in the city. The standard fare is only 8 PHP (Airport to La Playa, Cathedral to Ceres Terminal). It costs approximately 10PHP from La Playa to the Cathedral. Please be advised that if you are traveling alone, you may need to negotiate your fare with the trike driver. It should not exceed 25 or 30 PHP / way.

there are a lot of good restos in baybay areas, january is not a diwal season (not sure if it's still 100 - 150 per kilo but it depends on the size)
pan-ay is just 15-20min from Roxas City by jeepney or tricycle

k3nny17 January 12th, 2012, 10:18 AM Advincula, new archbishop, emotional in induction
BY FELIPE CELINO
Advincula has officially been installed as the new metropolitan archbishop of Capiz yesterday.
The Papal Nuncio to the Philippines, the Most Reverend Giuseppe Pinto, inducted Advincula during a two-hour Eucharistic Mass and installation rites at the Roxas City Metropolitan Cathedral here.
The Most Reverend Vicente Navarra, the bishop of Bacolod City, served as the homilist.
About 10,000 people including officers and members of the Catholic Bishops Conference of the Philippines (CBCP), clergies and families of the new archbishop attended the event.
The diocese of Capiz was created on January 27, 1951 and elevated to an archdiocese on January 17, 1976.
The archdiocese comprises the whole province of Capiz and this city, as well as the satellite dioceses of Kalibo and Romblon.

k3nny17 January 13th, 2012, 01:10 PM Roxas City sets up One-stop-shop
by Alex A. Lumaque
ROXAS CITY, Capiz, Jan. 12 (PIA) -- The Roxas City government has set up a one-stop shop at the lobby of the City Hall here since January 2 to make the renewal and processing of business permits easy and accessible.
A faster processing of business requirements provides an enabling business environment and encourages the growth of business sector in the city.
he citys business-friendly measure complements its Expanded Investment Incentives Code (RCEIIC) which offers great investment packages that will convince investors to put up businesses here.
It also intends to promote the growth of all priority businesses including small, medium, and large enterprises, thus, transforming the city's undeveloped and underdeveloped areas into realms for economic activities and development. (JCM/AAL/PIA 6 Capiz)

k3nny17 January 14th, 2012, 01:47 PM Mayor Celino: Seeing light at the end of tunnel
Roxas City maybe facing "rough sailing" in its financial condition this year with the anticipated reduction of its Internal Revenue Allotment Share (IRA) by P43 million following the creation of 16 new cities. But Mayor Angel Alan Celino is unperturbed and expressed confidence that the City would survive the difficult times.
Despite this gloomy prospect, Mayor Celino continues to exhibit a positive attitude, something that has rubbed on with the rest of the City's workforce. Consequently, City Hall occupants have since tried their best in whatever they do. This has yielded dividend because the City for the first time has become recipients of several awards and citations, foremost of which are the prestigious Red Orchid Award from the Department of Health for its anti-smoking campaign, the Seal of Good Housekeeping from the Department of the Interior and Local Government for its transparent and effective governance, the best Public Employment Service Office (PESO) and the best police station in Western Visayas.
In all his endeavors, Mayor Celino saw to it to enlist the help of the Sangguniang Panlungsod through its presiding officer, Vice Mayor Ronnie Dadivas, and the city councilors. The mayor has also been ably supported by his son, Executive Assistant Jericho Angel Celino.
Aware of the repercussion of the IRA cut, Mayor Angel Alan B. Celino has declared that the City would tighten its financial belt this year. Which means that-- as it was in the preceding year-- it would only live within its means.
The mayor knows whereof he speaks. Just shortly after he inherited a bleeding bureaucracy, he lost no time in marshaling the city resources, calling all his financial advisers to endless meetings and sessions. He also implemented austerity measures, like turning off lights and computers early and reducing the use of air conditioning units. As a result, the city's electric bills have gone down.
To firm up the City finances in anticipation of the IRA cut, the mayor has tapped the services of Consultant Carmen "Baby" Andrade. Through Andrade's suggestion, a new procedure has been adopted to fast track the processing of Mayor's permit and other sources of income.
A massive information and dissemination campaign has also been undertaken to make people aware of the importance of paying correct taxes.
Andrade stressed that the City's goal is efficient and effective collection of taxes. Because of this, she expects a 50 percent increase in the City's tax collection this year.
Meanwhile, Mayor Celino decided to end 2011 with simple Christmas parties for City Hall employees. The sight of lechons (roasted pigs) lining on the table and expensive food and drinks during special occasions is now a thing of the past.
Instead, Mayor Celino despite the City's meager resources vigorously implemented the city employees' salary increase, which came in two tranches one in January 2011 and in September of the same year.
The year 2011 also saw the city's economic enterprises such as the Bagong Lipunan Trade Center, the Libas Fishing Port and the Slaughterhouse doing well in their operations as compared to their quite lackluster performances in the preceding years.
Meanwhile, in a recent interview, Mayor Celino stressed that the City in 2012 "would only spend what is readily available in its coffers." With such guiding principle in running a bureaucracy, Mayor Celino said he sees no major problem for the City this 2012.
The advent of 2012 also signaled a good start for the City after former Senator and now Transportation Secretary Mar Roxas ll entrusted the implementation of the bulk of his Priority Development Assistance Fund (PDAF) to Mayor Celino. The fund, totaling P116 million, is intended for social, health and infrastructure projects.
More blessings, it seems, are in store for Roxas City. Mayor Celino himself has noted that the City is becoming a desirable place, a view shared by a number of observers.
Helen Camarista, acting tourism regional director, was quoted as saying in an article that appeared in a national paper that "Roxas City in Capiz is among the fastest-growing destinations, with the opening of several hotels, restaurants and stalls."

capiztourismoffice January 19th, 2012, 02:49 PM Why did we separate? I can't find exact reason in the net.
if I remember my history class correctly, some exiled datus bought the island of panay and devided it into three territories: "irong-irong", "Akean" and "Hamtik"
the akean datu's wife gave birth to twins "bulan" and "Adlaw". the datu then named a portion of akean "Kapid."
the problem with that type of governing of the datu was that the capital of akean would constantly move from one portion to another. so it happened that the capital was Kapid. by that time, spaniards came and established their church.
they established an independent encomienda system in what they thought was the permanent/original center of trade of akean.
so, Kapid was a part of Akean and not the other way around. it was spain that assumed akean was part of kapid
Kapid grew thanks to akean and akean grew thanks to Kapid. but the people from both Akean and Kapid noticed that they could do more; both Kapid and Akean are holding each other back. akeanons also differed from Kapidnons in terms of dialects, diphthongs and tribal culture.
noticeable difference and the want to excel in different things, the people from both parties wanted separation.
thus, on April 25,1956,Republic Act 1414 separating Aklan from Capiz, was approved by pres. magsaysay. This law authored by Congressman Godofredo P. Ramos and the province was inaugurated on November 8, 1956.
But I could be wrong...:dunno:

this particular dish is an original from the municipality of Pres. Roxas...
we stumbled upon this in a "native cook-off". this dish is now being promoted to be served by local restaurants...
as of now, I'm not sure which restaurant serves this dish but I'm pretty sure that a lot of restaurants here in capiz serve other crab dishes of equal calibre. :bowtie:

The Roxas City Government, thru the Capiz Provincial Government identified Roxas City Circumferential Road as one of their priority projects.
Roxas City Circumferential Road would serve as a by-pass road for traffic of goods and passengers going to and from Culasi Port and Panay town and the adjoining north eastern towns of Capiz, without passing thru the central business area of Roxas City.
The Roxas City Circumferential Road is one of four road projects being proposed by DPWH VI under the Panay Roads Investment Development (PRIDE) to be funded under the Japan Bank of International Cooperation.
Roxas City Circumferential Road is divided into two sections:
Section I starts at the Culasi Port and passing at the side of Cadimahan River, crosses the said river at Station 10+857 wherein two bridges will be constructed.
Section II starts at the junction of the Ivisan-Roxas National Road and eventually joins the national highway going to Panay and Pontevedra towns.
Total project cost is P 704,209,648.12 broken down into the diversion road component costing P 479,563,778.60 and the outer city road component costing P 224,645,869.52.
Phase I Construction of Culasi Libas Bridge and Approaches P 200 M will start this year 2012
170 l.m. PSCG Bridge on bored pile foundation
1.50 km. Access Road, Portland Cement Concrete Pavement
The Roxas City Circumferential Road aims to provide fast and reliable transport system between urban centers and depressed rural municipalities that would consequently spread agriculture and fisheries development, promote tourism, increase economic activities and upgrade standards of living in the area.

NICE indeed! :)
it's like hitting two birds with one stone.. under a single government expenditure - the community initially benefits from local spending of the convention delegates; but more importantly and on a more lasting manner - communities hosting these caves are able to care for them in a more sustainable way that supports and encourages eco-tourism!! :) :)
How many delegates are expected to attend? thanks to the provincial tourism office for being active in this forum.. cheers!:banana::banana:
capiztourismoffice January 25th, 2012, 05:41 AM ^^^^^^
the Western Visayas Cavers' Association is spearheading this event and they have not yet given an estimate on how many delegates there'll be...
Our office can not publish a prediction on how many people will attend.
but given that this is a national event, in my personal oppinion, it'll probably rake in hundreds of delegates, both pro-cavers and amateurs...
