ilonggos should help each other especially when it comes to tourism, roxas has a lot to offer.

6 WV provinces get P702M more

The six provinces of Western Visayas are P702 million richer with the increase in their Internal Revenue Allotment this year, with the bulk going to Negros Occidental, data from Governor Isidro Zayco showed yesterday.

The data showed that the six provinces had a total IRA share of P3.9 billion last year that in 2009 was increased to P4.6 billion.

Zayco said the initial advice of the Department of Budget and Management was that Negros Occidental’s IRA for this year would be P1.3 billion based on its previous IRA of P1,309,570,392, but later informed him that its share for this year is P1,547,753,763 or an increase of P238 million.

This has allowed us to make two supplemental budgets for veterinary, agriculture and health needs, as well as provide additional aid to local governments and funds for our operational costs, Zayco said.

The IRA increase has also allowed Iloilo province to join Negros Occidental in the billionaires’ row. Iloilo province last year had a budget of P977,845,862 but with a P173 million increase this year, it now has an IRA of P1,150,986,215.

The IRA of Aklan of P412,786,192 rose to P486,640,636 this year, Antique P454,604,428 to P536,050,556, Capiz P521,656,105 to P614,401,237 and Guimaras 225,023,809 to P267,913,218, figures from Zayco showed.

The 3.9 billion for the six provinces is on top of the increased IRA’s allotted for the town and city governments, he said.

This means there is more money circulating in the local economy from local governments this year, he added.*CPG

manami gid man tani ang roxas city, lots of places to go and namit dira magkaon sa mga seafood dampa along mark's... i feel sorry for the people of roxas city because pila na ka mga politiko bearing the "roxas" name kuno abi like naging senador and even president but daw wala lang nila natalupangdan kung diin sila naghalin. also, kabudlay gid ya bala mag travel around the city and grabe pa manukot plete mga tricycles dira, biskan tani islan na lang gid nila sang multi-cabs that are sized enough to fit sa mga narrow streets of roxas city but pulitika gid gihapon ang ga-control sa city.

Amo ni isa sa sakit ulo sa Roxas City kay most of the tiem kung bag-uhanon ka da, ay te, sukton ka gid dako sang Tricycle Driver. I remember sang gatinir ako da way back in 2004-2005 gin propose na na nga i-replace sang multi-cab ang mga Tricycle mostle sa main route lang para may rota gid nga sundon.

Roxas City (18 September) -- About 700 indigenous peoples (IPs) in the Philippines as well as guests and visitors will gather in Capiz next month for the Dungog: IP Festival 2009.

Capiz Provincial Tourism Officer Alphonsus Tesoro disclosed that some 400 IPs all over the country have confirmed their participation to said national event which will be hosted by the Provincial Government of Capiz led by Governor Victor Tanco.

Tesoro said that during the festival, which will be held from October 2 to 6 at the Villareal Stadium in Roxas City, 17 organized major IP communities will be featured.

He added that about 65 to 70 IP leaders have also confirmed their participation in the various fora and other activities in the week-long festivity.

According to Tesoro, Education Undersecretary Vilma Labrador, who is also a Commissioner of the National Commission for Culture and the Arts, is one of the guests who will grace the occasion here.

On the other hand, Tesoro revealed that in time for the week-long celebration, a board meeting of the Board of Commissioners will be held in Capiz.

He explained that the Board of Commissioners is composed of the chairperson of the National Historical Institute, National Library, Cultural Center of the Philippines, National Museum, Komisyon nga Wikang Filipino, Deaprtment of Tourism and the chairman of the House of Representatives' Committee on Education and Culture, among others.

In addition, the Intellectual Property Rights Forum of the Association of Southeast Asian Nations (ASEAN) will also be held here, where some 40 delegates will be joining the various programs and activities of DUNGOG.

Tesoro pointed out that the gathering of people from all over the country and international will give Dungog (a hiligaynon term for dignity) to the indigenous peoples.

He added that with this festival here, "we will all see the different faces and culture of the Filipino people." (PIA)

Nahibaloan nga naga-istar ang mga dela Vega sa duta ni Blasurca.

Na-shock naman ang magulang sang suspek nga si Carlos dela Vega sang nabatian ang insidente. Sa sobra nga kaugot, ginsugo pa sini ang mga polis nga patyon na lang ang iya utod.

Ginkompirma ni Carlos nga may diperensya gid sa panghuna-huna si Ferdinand. Nag-umpisa ini sang toig 2003 sang may ilegal nga droga nga ginsimpon sa gina-inom sini nga softdrink sang wala makilal-an nga lalaki.

Dogang pa sini, ginbulong man sa Iloilo Provincial Hospital sa Pototan, Iloilo ang iya utod.

yeah. most of them are taking Business Ad.

The new campus? no activity yet. They are still doing finishing touches for the SPICE building. Once SPICE is done, construction of the new campus will start. If the campus will be done like the Mere Monique Home, then the new campus will be sooooo high end.

yes,Capiz is simple and peaceful. It is an ideal refuge for those who wishes to escape the fast paced life in modern cities like Cebu,Iloilo and Bacolod:)

Capiz celebrates rich culture of country’s indigenous people

ROXAS CITY – Thousands of spectators from all walks of life and coming from different parts of the country visited Villareal Stadium to witness the opening of Indigenous People’s (IP) Festival 2009 as well as the IP village last Friday.

Capiz Gov. Victor Tanco, Sr. welcomed all the participants representing the various indigenous cultures of the country.

“We, Filipinos love our culture and we should sustain it for our country’s progress and development,” Tanco said.

Tanco, who propelled the province to become recipient of the culture-friendly local government unit award, said that hosting the IP festival is a rare opportunity for Capiz as it gives importance to the indigenous people in the whole country.

The festival, slated Oct. 2 – 6 and dubbed as “Dungog,” showcases 110 ethno-linguistic groups nationwide. It celebrates the richness and diversity of customs and traditions of cultural communities as well as foster deeper cultural understanding on the role of IP/cultural communities in eco-tourism and cultural education.

The cultural communities include Ifugao, Ibaloi, Kankanaey, Kalinga Isneg, Tingguian, Bugkalot, Dumagat, Aeta, Ati, mangyan, Manobo, Tagbanua, Teduray, Subanen, Tiboli, bagobo, Higaonon, and many other tribes.

An IP village was established inside the Villareal Stadium featuring the various indigenous houses showcasing the way of life of the indigenous people.

Through the IP village many spectators especially students learned the culture and traditions of the various cultural communities.

Tanco along with Antique Gov. Zally Perez, National Commission for Culture and the Arts (NCAA) Commissioner Domingo Bakilan, NCCA Director Cecile Alvarez and other national public official opened the IP village at Villareal Stadium last Friday.

Also present were: Board Members Alfonso Bediones, Estevan “Nonoy” Contreras, Ricky Martin, Panitan Mayor Kit Belo, Pilar Mayor Rita Lyn Patricio, Pontevedra Mayor Steve Contreras, Sigma Mayor Maria Andaya and several others.

Tahum sya kaso lang grabe ang balud. Hope this will turn like the Roxas Blvd Boardwalk. Aside from the seafoods, the best na boardwalk and modern park subong sa bilog nga Western Visayas. IMO!

Kabataan ITO recognizes role of youth in nat'l service

Roxas City (26 October) --An orientation for 15 Capiceño youth that would serve as mentors for the Kabataan ITO (Information Technology Opportunities) project was conducted by the Department of Labor and Employment (DOLE) Provincial Office last October 23 here.

Labor and Employment Officer William Dungog presented the project to the youth applicants taken from the Public Employment Service Office (PESO) – Roxas City database of jobseekers.

"This is in view of the government's National Youth Service (NYS) program which underscores the importance of the youth in community action in the wake of the global economic crisis," Dungog noted during the briefing.

President Gloria Macapagal–Arroyo has issued Executive Order No. 788 to promote the role of the youth in national service. The EO tackles the need to involve the youth aged 18 to 24 years in the national service program through the National Service Corps (NSC) and Youth Conservation Corps (YCC).

Dungog added that the project will mobilize IT-literate unemployed or underemployed youth as mentors to some 1,500 out-of-school youths (OSYs), informal sector (IS) workers and other disadvantaged groups in the region through lessons on basic and practical computer operations and to supervise online access to government programs and services.

A modest stipend of P25 per hour will be paid by DOLE for the youth mentors.

The project will be launched in the province next month. (PIA)

Roxas City to launch "Sulong Kabuhayan"

Roxas City (26 October) --A community-based skills training that will give participants the opportunity for local and overseas employment will be launched by the Roxas City government in November.

The project dubbed "Sulong Kabuhayan" is geared towards helping jobseekers become competent by undergoing accredited training programs offered by concerned national government agencies.

"It will be piloted in Barangay Lanot but we are studying the model for possible replication to other barangays," said Roxas City administrator Rey Cordenillo.

The initiative is in line with the city government's livelihood generation agenda aimed at generating opportunities to facilitate employment.

The city government has also established a Public Service Employment Office (PESO) which has been considered as employment driver because of its facilitation services that had deployed Overseas Filipino Workers (OFW) and placed jobseekers to work in various local firms. (PIA)

Roxas City's programs for children net P106-M

Roxas City (27 October) --The Roxas City government is set to launch its 5-year Local Development Plan for Children next month.

City Councilor Carla Abela, chair of the Sangguniang Panlungsod's Committee on Children, Women and Family, said that they will hold a book launching of the city's LDPC before the end of November this year.

Abela said that the Roxas City's LDPC is a five-year program which is for 2008 to 2012.

She revealed that the total investment of the Roxas City government for children's programs for said period reached more than P106.024 million covering the survival, development, protection and participation rights.

Of the total amount, the children's programs on development has an approved budget of more than P82.02 million while the programs on protection has more than P13.39 million budget.

On the other hand, the programs on survival and participation have an approved budget of more than P7.65 million and more than P2.94 million, respectively.

Abela added that the city's LDPC will be a framework to guide program implmentors down to the barangay level especially on programs and services for the welfare of children.

She said that during the book launching, barangay officials from the city's 47 barangays will be oriented on the contents of said LDPC.

Abela also said that while the city government here has already its own Children's Code, there is a need to revisit said Code and take necessary steps to harmonize with the LDPC.

Abela also urged other government and non-government as well as private institutions to work for the welfare of children based on the United Nations Convention on the Rights of the Child.

During the recent 15th Association of Southeast Asian Nations (ASEAN) Summit, a Commission on Rights of Women and Children will be set up next year by the 10-member-states as part of the ASEAN's commitment to human rights.

The work of the soon-to-be established Commission will be in line with the principles of the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child, of which all ASEAN member-states adhere to. (PIA)

Capiz to host 2009 regional tourism assembly

Roxas City (3 November) -- A three-day Western Visayas Tourism Assembly (WVTA) that will gather various tourism stakeholders from the government and private sectors in the region is set here from December 4 to 6 this year.

The assembly is in time with the city and province’s Sinadya sa Halaran (SSH) celebration from December 3 to 8.

Department of Tourism Regional Director and WVTA executive director Edwin G. Trompeta said during a press conference that the activities for the assembly include travel fair and mart, tourism conference, parade of festivals, cultural showcase, tourism awards, travel invitational, food festival and search for Miss Western Visayas Tourism.

The media interaction was also graced by Capiz Gov. Victor A. Tanco, Sangguniang Panlalawigan Member Alfonso Bediones, Provincial and City Tourism Officers Alphonsus Tesoro and Rodolfo Maestro Jr., respectively, some DOT regional staff and mediamen, among others.

A province-wide random deformity survey was also taken by the PHO in coordination with the RHUs to identify and document possible filariasis cases in other towns.

Filariasis is a disease caused by worms transmitted to humans through bites of infected female mosquitoes. It may manifest as recurrent fever, enlarged lymph nodes, and urine with color similar to rice washing.

Western Visayas which includes the provinces of Iloilo, Capiz, antique, aklan, Negros Occ. and Guimaras, have not yet been scoured for these parasites. I think Pan-ay is just beside Roxas City so you could be there in less than 30mins from the center of Roxas. Dumalag maybe 2 hours? Sorry, I don't recall being there..

I can only guess you could probably catch a trip maybe 6 pm from Roxas City to Iloilo.

ILOILO CITY, Nov. 9 (PNA) -– The preparation for the 2009 Western Visayas Tourism Assembly is ongoing with the local government unit of Capiz hosting it on Dec. 3-6, 2009

Department of Tourism (DOT) Regional Director Edwin Trompeta said that the assembly is a gathering of tourism stakeholders both from the government and private sector to provide them opportunity for exchanging and discussing of critical issues concerning common concerns, renewing their ties and linkages, sharing and learning from best practice experience, ideas and inspiring stories and marketing of new products.
The annual assembly will have activities such as travel fair and mart, tourism conference, parade of festivals, cultural showcase, search for Miss Western Visayas Tourism, tourism awards, travel invitational and food festival.

Trompeta said that they are now confirming the invitations already sent out to the speakers and guests.

DOT Secretary Joseph “Ace” H. Durano will be the keynote speaker in the opening program on Dec. 3 with the Capiz Gov. Victor Tanco and Roxas City Mayor Vicente Bermejo giving the welcome remarks.

The provinces of Antique, Aklan, Guimaras, Iloilo city and province, Negros Occidental will also have their own showcases during the assembly.

The assembly will be held back to back with the "Sinadya sa Halaran", the annual festival of Capiz. (PNA)

In the Philippine Chamber of Commerce and Industry’s (PCCI) sponsored competition last October 12, 2009, the Business Idea Development Award (BIDA), three of our Business Administration students were awarded third place in Food category. They bested nine other finalists from the best schools in Luzon, the National Capital Region (NCR), Visayas and Mindanao.

The College of Nursing itself has highly contributed to the school’s mission of excellent education when its pioneer graduates obtained a 68 percent passing rate in the 2007 Nursing Licensure Examinations, the highest in the province of Capiz, although in the same year, one student took the board exam in June and failed, thus the zero percent in June 2007. In 2008, the passing percentage of 40 percent has been transformed into the driving force to regain its high passing rate in the forthcoming board examinations in November of this year.

This statement is being issued to dispel the erroneous information published in Panay News on October 25, 2009, stating that for “having a zero passing rate in the board exam since 2007, the College of St. John in Roxas City has been ordered to do away with its Nursing Program, said CHED Regional Director Rex Casiple.”

Director Casiple has since asked the management of Panay News to rectify their previous report and issue another article. “The Commission has not released any order pertaining to this effect and the Nursing program of College of St. John-Roxas has no order for closure from this Commission.”

The College of St. John-Roxas shall continue to commit itself to “forming responsible citizens of faith and learning in accordance with the Lasallian tradition of academic excellence, values education and service.”/PN

Capiz to acquire disaster center soon

Roxas City (10 November) -- A proposal for a disaster operation center has been unanimously approved by the members of the Provincial Disaster Coordinating Council (PDCC) during its regular meeting last November 10 at the Capiz Gymnasium here.

The meeting was simultaneously held with 16 other provincial bodies as part of the launching and first meeting of the Capiz People's Congress.

The proposal, which prefers the vacant stall outside Villareal Stadium along Atienza Street, here as the future PDCC center, will be presented to Capiz Gov. Victor A. Tanco during a plenary session of the congress.

The stall was constructed and owned by the provincial government.

PDCC Action Officer Retired PNP Chief Insp. Arnold Talabucon said that a disaster management seminar for the Council members and municipal disaster Action Officers has also been approved by the Office of the Civil Defense (OCD) this month to enhance the capability and responsiveness of the disaster team in the province.

A validation of manpower and available equipment for disaster response was conducted during the meeting.

The Council's proactive measures against disasters are in line with a directive by President Gloria Macapagal – Arroyo to prepare for calamities to minimize loss of lives and property. (PIA/A. Lumaque)

GMA to visit Roxas City

ROXAS City -- President Gloria Macapagal-Arroyo will visit this city anytime this week to deliver the P40-million check she promised to Mayor Vicente Bermejo.

Engr. Julius Abela of the Capiz First Engineering District said Arroyo is expected to arrive here on Friday or Saturday.

Recently, Bermejo said he and his wife, Mariter, personally requested the amount from Arroyo to be used in her legacy projects in Capiz. Arroyo and Mariter were classmates at a private school in Manila.

Bermejo, who showed to the media the Special Allotment Release Order, said part of the amount will be used in the construction of a drainage system in Brgy. Banica that costs about P10 million.

A source close to Bermejo disclosed that Arroyo will hold a meeting with the mayor and Ugyon Kita Capiz (UKC) led by Second District Cong. Fredenil Castro and former Agriculture Undersecretary Jocelyn “Joc-joc” Bolante.

The source said Arroyo will support Bermejo and the bets of UKC against the Liberal Party bets.

“The President will see to it that (Senator Mar) Roxas and his bets in Capiz will lose in next year’s elections,” the source added./PN

IT mentoring for OSYs, disadvantaged sector starts in Roxas City



ILOILO CITY, Nov. 16 (PNA) – A mentoring project for out-of-school youths (OSYs), disadvantaged and informal sector who are interested to learn on computer and Internet operations kicked off Monday in Roxas City.

Dubbed as Kabataan Information Technology Opportunity (K-ITO), the project offers a 22-hour free tutorial where the recipients are expected to learn about the basics and practical computer operations to be able to access online government programs and projects.

The project, which is jointly implemented by the Department of Labor and Employment (DOLE) and the local government unit of Roxas City, employed 15 unemployed and computer literate youths who are willing to spare their free time and become mentors.

They will receive a modest stipend of P25 per hour of service as volunteer mentors.

Meanwhile, a similar project will also be launched in Guimaras on Tuesday.

Earlier, the DOLE also opened the K-ITO in Iloilo, Aklan, Antique and Negros Occidental. (PNA)

DOT's Ace to grace Western Visayas tourism congress

Roxas City (2 December) -- Department of Tourism (DOT) Secretary Joseph "Ace" Durano will be the keynote speaker for the Western Visayas Tourism Congress on Dec. 5 at the Gerry Roxas Foundation (GRF) Resource Center here.

The day-long activity with the theme "The National Tourism Act of 2009: Meeting the Challenges of Domestic Tourism" is part of the activities for the Western Visayas Tourism Assembly (WVTA) from Dec. 4 to 6.

Provincial Tourism Officer Aphonsus Tesoro said that the congress will be participated in by more than 200 tourism officers and members as well as academe, business and private sector representatives in the region.

The congress will have four sessions that will tackle topics such as the National Tourism Act of 2009: Its Institutional Framework for Tourism Development and its critical issues, Destination Promotion, and Overview of the Health and Wellness Industry as a Multi-Million Dollar Business.

An open forum to resolve tourism-related issues will follow after the presentations.

Recently, President Gloria Macapagal-Arroyo said in her keynote address during the first-ever Tourism Congress at the Marriot Hotel near the Ninoy Aquino International Airport that the National Tourism Policy Act of 2009 will be the key instrument to strengthening the government-private sector partnership.

The law requires the DOT to convene the congress to allow participants to elect nominees Zone Authority for five seats in the governing board of the Tourism Infrastructure and Enterprise (TIEZA), Tourism Promotion Board (TPB), and the Duty Free Philippines Corp.

The President noted that tourist arrivals in the first semester of the year reached almost four million. Only half of that number came to visit the country on 2001.

She also said that domestic tourism also increased, along with foreign tourism, due in part to the efforts of the government in partnership with the private sector to provide tourism infrastructure and facilities.

From 2004 to August this year, P555 billion worth of investment went to the development of transportation, tourism ecozones, accommodations and infrastructure.

The President said that through these investments, the country has increased its market share in the South East Asia tourism industry.

As a result of this tourism infrastructure, tourist arrivals from Asian countries has increased with Koreans and Chinese topping the list.

The tourism infrastructure progress falls under the President's Super Regions Economic Development Strategy.

The programs called for the construction of road and bridges, airports and ports. (PIA)

Western Visayas tourism assembly officially opens in Roxas City

ROXAS CITY, Capiz, Dec 4 (PNA) – Thousands of tourism stakeholders from all over Western Visayas trooped to this Seafood Capital of the Philippines for their regional gathering that kicked off here Friday.

This annual gathering of tourism stakeholders with a theme “The National Tourism Act: Meeting the Challenges of Domestic Tourism” seeks to integrate wellness and tourism promotion and sessions on the National Tourism Act of 2009 and its impact on domestic tourism development.

Visayas’ first ever P450-million ‘hospitel’ to rise in Roxas City
By FELIPE V. CELINO

ROXAS City – With medical tourism fast becoming popular in the country, a new kind of hospital combining the features of a tertiary medical facility and a hotel will rise in this city.

The groundbreaking of the “hospitel,” which will cost P450 million, was held on December 29, 2009.

It will be a 100-bed capacity tertiary hospital with an adjoining hotel – a first of its kind in the Visayas.

To be called The Health Centrum, the facility will be in the heart of a 30-hectare complex owned by the Balgos family in Brgy. Banica.

The construction will be financed by the Land bank of the Philippines.

Envisioned to become a sufficient community, the entire “hospitel” area will also have a nursing and medical training school, housing for medical practitioners, a retirement village, residential subdivision, and commercial establishments.

Dr. Abundio Balgos, a noted medical practitioner currently based in Manila, said the planned integrated hospital, hotel and mall complex will serve clients from Roxas City and the whole Capiz province, and the northern part of Panay Island in Western Visayas.

But the surrounding provinces of Iloilo, Aklan, Antique and Masbate, Boracay Island in Aklan as well as the northern part of Palawan will also benefit from this pioneering concept.

The hospital will offer state-of-the-art general and specialty medical services, as well as a resort/out-patient/long-term care and treatment facility.

The hotel will also serve patients of the hospital, both in-patients requiring nursing care, pain management or observation services for their recuperation, and out-patients requiring temporary accommodation before and after their medical exams.

Because of its proximity to island resorts and diving spots, the facility will also have a decompression chamber.

A service mall adjacent to the hospital and hotel will be built.

The adjacent College of St. John-Roxas, a De La Salle-supervised school, has elementary, high school and college that offers the nursing course.

An 11-hectare residential subdivision which is targeted to be mainly a retirement village is also being planned.

As a main proponent of the project, Balgos said he will relocate his medical practice to Roxas City when the medical facility starts its operations. He envisions Roxas City to be a potential major seat of medical advancement in Western Visayas.

He said he and members of the Balgos family of Capiz, their family-run Atila Balgos Foundation Inc., as well as the individual medical specialists who will be practicing in the hospital and some businessmen, are the initial investors of the project./PN

Young Capiceño tops Economix competition

ROXAS City - Paul Brian Hontiveros Almalbis, son of businessman and former Roxas City Councilor Eleazar Almalbis, was one of the two representatives of the country who was adjudged champion in the 7th International Economix Competition held at the Governor’s Palace in Jakarta, Indonesia recently.

The Economix Competition is an annual event organized by the Economix Competition Committee, a subsidiary of Kanopi - the premier organization of the Economics faculty of the University of Indonesia. The competition is the largest annual international conference and competition of the university.

The theme for this year’s competition was “Asian Youth Empowerment: Challenging Asia to Become the World Trade Leader”.

Almalbis, together with his classmate Francis David Roque, both third year students of De La Salle University (DLSU) -Manila taking up Applied Economics and Management of Financial Institutions, submitted an essay paper on the topic on “Asian Trade Leadership Through Intensified Regional Economic Integration”.

Out of the hundreds of Asians who sent their papers for the preliminary elimination round, Almalbis and Roque were chosen to be part of the top 25 to compete in the event.

Together with their professor, Marvin Castell, vice chairperson of the Economics Department of DLSU-Manila, Brian and Francis left for Indonesia on October 31.

The competition started from November 2 to 5, 2009 in which the delegates underwent three elimination rounds.

First, the top 25 teams were asked to defend their papers in front of a panel of judges. They were given seven minutes to present their paper and eight minutes for the question and answer portion.
After which, 15 teams were eliminated and the Philippine team qualified for the succeeding round.

Then, the Philippine team went on to the semi-final round in which they again presented their paper to a panel of judges. The time allotted for the presentation and question and answer portions were extended to 10 minutes and 20 minutes, respectively. Five more teams were eliminated. Almalbis and Roque led in points.

In the final round, each of the five teams was given a unique case study and was given three hours to discuss, collect data, and prepare a presentation. The Philippine team presented a topic on “The Second Generation of Free Trade”. The format for the presentation was the same as that in the semi-final round.

The Sangguniang Panlungsod last December 29 commended Brian for winning in the competition./PN

Pagasa: El Niño to affect RP climate till June; Capiz under drought

The El Niño phenomenon has triggered a drought in Capiz province and caused dry spells in many other areas, and may affect the country’s climate throughout the first half of 2010, state weather forecasters said.

But the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said there is a small chance of at least one cyclone occurring this month.

“Weather systems that will likely influence the climate for January 2010 are the northeast monsoon, the tail-end of the cold front, ridge of HPA (high pressure area), easterly wave, and a slim chance of occurrence of one tropical cyclone. Most parts of Luzon and Visayas will likely experience below normal rainfall condition," it said in an advisory.

It added that portions of western, central and eastern Mindanao are expected to have drier conditions except the southern part, which is likely to experience near normal rainfall.

Pagasa said Capiz is already under drought condition as it experienced five consecutive months from August to December with below normal rainfall.

The number of areas that experienced dry spells have increased, including Benguet, Bulacan, Nueva Ecija, Pampanga, Batangas, Aurora, Quezon, Marinduque, Mindoro, Romblon, Sorsogon, Camarines Norte, Camarines Sur, Northern Samar, Aklan, Guimaras, Biliran, Davao del Sur, South Cotabato, Sarangani and Sultan Kudarat.

"These areas exhibited three to four consecutive months of below normal rainfall condition," it said.

Pagasa also said Northern Samar is in near-drought condition, and is likely to experience below normal rainfall for five consecutive months.

For January, Pagasa said near normal to slightly warmer surface air temperatures is expected in Luzon while warmer than normal temperatures are likely over most areas of Visayas and Mindanao.

Pagasa noted the El Niño weather phenomenon, characterized by low rainfall and dry spells, was already felt last December.

It said that in December 2009, weather systems that prevailed included the northeast monsoon, the tail-end of a cold front, ridge of HPA and the Intertropical Convergence Zone (ITCZ).

Tropical Depression Vinta (December 02-03), which just passed through the northeastern border of the Philippine Area of Responsibility (PAR), did not affect the country, it noted.

"Rainfall condition for the month of December was unusually way below normal in most areas of Luzon. Likewise, Western Visayas experienced way below normal rainfall, while the central and eastern portions experienced below to near normal conditions. Greater portions of Mindanao experienced below normal rainfall condition and only the eastern and western portions showed near normal rainfall values. These are clear manifestations of the impacts of El Niño in the country," it said.

It added average air temperatures for the month were near normal in most parts of Luzon while most areas of Visayas and Mindanao experienced above normal surface air temperature. - LBG/RSJ, GMANews.TV

ROXAS City – Mayor Vicente Bermejo recently turned over a speech laboratory -- the first in Capiz -- to a public high school here.

Some P750,000 worth of equipment were received by the Capiz National High School (CNHS).

The city government also spent P400,000 for the renovation of the room for the speech laboratory, including the air-conditioning unit.

The equipment were supplied by VG Roxas Company under Engr. Ronnie Bolito.

Bermejo said a speech laboratory will also be set up to the President Manuel A. Roxas Memorial School-South.

Nestor dela Cruz, CNHS principal IV, thanked the mayor “for the wonderful gift -- another breakthrough in our aim to provide our students with quality education.”/PN

Cafe de Musee continues to give fun and entertainment

THIS restaurant was formerly owned by Korean Richard Kim but now under the new management of Vidal "Totong" Villaruz. He bought the restaurant last Feb. 12.

It all started when Richard saw Villaruz and his band at Marina restaurant and he was invited to play at the Musee. Then, Richard encouraged Villaruz to buy Musee because of too much debt and that he has no enough money for pay. Because of his persistence, Villaruz decided that perhaps it is time to have a business of his own and at the same time, a place to set up his own band.

There is no regret however because the business is growing with good profits and that people many Ilonggos already visit and like the restaurant.

Cafe de Musee also caters to special occasions and other functions. For snacks, its offers P85/head and it offers buffet arrangements worth P150, P180, and P220 only.

Cafe de Musee can entertain almost 400 customers. Karen Villaruz, co-owner says that they are planning to improve the bar and restaurant and that they will put up mini-umbrellas and chairs outside like the usual coffee shop set-up. They are also planning to serve lunch. Instead of their regular opening at 6 p.m., they will open at 11 a.m.

The owner wanted to change the impression of the people public that Cafe de Musee is no longer what people thought which sells expensive products. It is now newly owned and that it offers very affordable foods, with drinks only worth P20.

Further, with its new management, Cafe de Musee will soon have its new name.

Roxas City (12 February) -- About 200 participants are expected to attend the cultural summit on March 14 at the Gerry Roxas Foundation (GRF) Convention Center in Barangay Dayao, here as part of the activities of the One Visayas One People One Destiny celebration.

The four-day celebration that will commence on March 11 will gather participants coming from local government units, regional agencies, state universities and colleges and private sector groups of Regions 6, 7 and 8.

The conference will address issues on the cohesive promotion and development of One Visayan culture and arts as an important tool for the development of the country.

Engr. Gilberto Altura of the National Economic and Development Authority (NEDA) Regional Office VI said during the preparatory meeting for the celebration last Feb. 3 that the use of information and communication technology in the preservation of culture and heritage will be among the various topics for the summit.

"The output from the summit will be a big research project," he noted.

The day-long activity will be participated in by government officials, artists, cultural workers and tourism officers, among others.

During the meeting, a logo for this year?s One Visayas celebration was presented to the members of the local Executive Committee chaired by Capiz Gov. Victor A. Tanco for comments and revisions.

The proposed logo will be also presented to the Regional Development Council (RDC) ? 6 meeting on Feb. 24 in Antique for adoption.

Director Edwin Trompeta of the Department of Tourism (DOT) Regional Office 6 has presented the various artistic and cultural activities for One Visayas that will formally kick off with an opening ceremony at the Villareal Stadium here.

President Gloria Macapagal?Arroyo has been invited and expected to grace the tourism event.

The celebration with the theme "Heroes and Nationalism" will be hosted by the Capiz provincial government in close coordination with the RDC in Western Visayas. (PIA)

P55-M gov’t hospital to rise in Dao

ROXAS City – Today, a groundbreaking ceremony will be held for the P55-million Sen. Gerardo Roxas Memorial District Hospital along the national highway in Brgy. Balucuan, Dao.

The construction of the hospital is one of the agenda of Gov. Victor A. Tanco in delivering health services to the people of Capiz, particularly in the Second District. The project was funded by the Department of Health (DOH).

Tanco and DOH officials will lead the groundbreaking of the 50-bed capacity hospital.

The project was awarded to Kirskat Ventures, the winning bidder.

According to Engr. Edgar Agana, officer-in-charge of the Provincial Engineer’s Office (PEO), 17 contractors submitted Letters of Intent and Applications for Eligibility but only seven were able to purchase the bid documents.

During the opening of bidding on January 18, only four passed the preliminary examination of the Bids and Award Committee. These are Kirskat Venture, SM Castro Management and Construction Services, F. Gurrea Construction, and R.R. Encabo Construction.

Kirskat Ventures, owned by contractor Leodegario Labao Jr., gave the lowest bid price of P34,994,072.71./PN

Cultural performances to breathe life to local heroes


ROXAS City – A series of cultural performances depicting the heroism of some Visayan heroes will be featured in the 2nd One Visayas One People One Destiny celebration from March 11 to 14 here.

The “Pasundayag” will be in the various art forms like drama, dance, music and theater.
“Western Visayas will feature the life of Graciano Lopez Jaena,” said Provincial Tourism Officer and One Visayas Director Alphonsus Tesoro.

The 90-minute theatrical presentation on the life of the Ilonggo hero will be a collaborative production of the Theater Network of Western Visayas.

Another collaborative production that will feature the lives of national artists in the region will be presented during the big tourism event with the theme “Heroes and Nationalism.”

“Central and Eastern Visayas regions will also have their respective presentations,” Tesoro said.

The regional productions showcasing its respective heroes will be complemented by an exhibit of history, heroes, culture, arts and crafts of Visayan provinces at the Villareal Stadium ground here.

The celebration will be hosted by the Capiz provincial government in close coordination with the Regional Development Council (RDC) – 6 will gather local officials and representatives of provinces, regional agencies, state universities and colleges and private sector groups of Regions 6, 7 and 8.

Wow. I never knew Roxas City is this progressive. Although I consider myself a Capizeno from Mambusao, I've only been in Mambusao once (1997) and i can't speak the local language. haha.

Why is Villareal Stadium called Panaad Stadium? Which one is correct? From what I know, this Stadium is named after my Lolo, the former House Speaker.

New medical facility in Dao to decongest prov’l hospital

DAO, Capiz – The new government hospital to rise here is expected to decongest the Roxas Memorial Provincial Hospital in Roxas City.

Gov. Victor Tanco led the groundbreaking for the new government hospital on Friday.

The P55-million medical facility will be constructed in Brgy. Balucuan here. It will be named Sen. Gerardo Roxas Memorial District Hospital.

The 1.5-hectare lot on where the hospital will rise is owned by the provincial government.

The old hospital located in Dao’s poblacion is already dilapidated and prone to flooding.

Dr. Marlene Concovar, Department of Health 6 (DOH-6) assistant regional director, said the new hospital will be responsive to the medical needs of patients. She urged the provincial government to sustain the hospital’s fund.

“Sustainability is really a big issue in hospital operation. We should be relentless in our resolve to sustainable growth and development through innovative generation of financial resources,” Concovar said.

Of the P160-million received by DOH-6 last year to fund government hospital upgrading projects, Capiz got the biggest share at P56.761 million.

Of this amount, Convocar said P55 million went to Dao alone; the remaining went to the Sigma Rural Health Unit.

Kirskat Ventures will construct the new Dao hospital.

Financial crisis looms

ROXAS City – Double whammy. Aside from the Makati City court order stopping its P683-million loan with the Philippine Veterans Bank, the province of Capiz under the leadership of Gov. Victor Tanco is facing another financial crisis on the heels of a legal move by lawyer Leodegario Dadivas asking the Provincial Development Council (PDC) to cease and desist from implementing the Annual Investment Program.
In its February 16 letter to Tanco, Dadivas said the Annual Investment Program approved by the PDC as embodied in its Resolution 10-01 and also approved by the Sangguniang Panlalawigan (SP) on January 21, 2010 was null and void due to “procedural infirmities and defects” and for having been passed in a meeting without a quorum.
The PDC, under Executive Order N0-154, series of 2007, has 28 members, 17 of whom are mayors of the province, seven non-government organization (NGO) representatives, two congressmen and the SP Chairman of the Committee on Appropriations.
However, during the January 13, 2010 meeting of the PDC, only three mayors and a representative of Cong. Antonio del Rosario, Tanco and seven members of the NGOs -- or a total of 13 members -- were present.
According to Dadivas, the Provincial Annual Investment Program passed on January 13, 2010 “was not passed prior to the approval of the Annual Performance Budget.”
“It violates Article 410 of the Rules and Regulations Implementing the Local Government Code requiring Local Development Councils to submit to the local finance committee a copy of their development plan and annual investment program prepared and approved during the fiscal year before the calendar for budget preparation,” he reminded Tanco.
This defect was uncovered by the Commission on Audit (COA) and thus disapproved Appropriation Ordinance No-06 of the province on the ground that there were “no funds actually available, or a new revenue source at the time the ordinance was passed.”
According to COA, the authority given to Gov. Tanco to sign a loan agreement “has no leg to stand on.”
Dadivas reminded Tanco that the submission of budget proposals by the heads of offices to the chief executive must be on or before the 15th day of July each year. On the other hand, the chief executive shall submit it to the SP not later than the 16th of October. On or before the end of the current fiscal year, the SP shall enact the annual budget.
Dadivas asked the governor to refrain from implementing PDC Resolution 10-01 and SP Resolution 009 approving the Annual Investment Program.
In their petition for prohibition before the Makati court, Francisco Alba, Ceferino Patino, Charles Esclolin and Florencio Martinez said the province of Capiz is not capable to borrow a gargantuan amount of loan (P683 million) from the Philippine Veterans Bank.
Citing figures, they claimed that the total internal revenue allotment (IRA) received by the province for the year 2009 was only P614,401,237.
According to Section 324 of Republic Act 7160, the Local Government Code, only 20 percent of is allowed for debt servicing.
They contested that the loan is beyond the capacity of the province to pay, thus public services will be paralyzed and prejudiced.
Gov. Tanco did not explained his side, except by saying that his lawyers will take up the legal issue even as he is pursuing the release of the controversial loan after the court shall have resolved the case.
However, public opinion in the province is against the loan that is purposely planned to construct a government center on a place that, ironically, is not owned by the province./PN

Nine high school students from across the Philippines were selected from a field of thousands to represent the country at the Intel International Science and Engineering Fair in Rio, Nevada on May 10-17.

These students, top entries at the recent Intel Philippine Science Fair (IPSF) will represent the Philippines in the world’s largest pre-college science research competition.

Now on its 12th year, the IPSF is the work of a close partnership between chipmaking giant Intel and the Department of Education. Some 3,500 high school students participated in this year’s IPSF. There were 114 projects that qualified at the national level.

IPSF encourages students to do science research and activities that develop creativity, analytical thinking and integrity. This year’s theme is “Nurturing the Genius Within.”

ILOILO CITY, Feb. 24 (PNA) - Department of Tourism (DOT) Regional director Edwin Trompeta said the One Visayas, One People, One destiny expo set March 11 in the province of Capiz is an activity that will foster unity among the three regions in the Visayas.

Trompeta said the expo is a project initiated by the Regional Development Council (RDC) Executive Committee of Region 6, 7 and 8. It will gather the three regions to showcase arts, culture, tourism products, fiestas and cultural heritage.

The best of Visayan architecture, dance, festivals, services and practices will also be featured in the One Visayas expo.

The RDC 6 is headed by Antique Gov. Sally Perez. The tourism department is exerting efforts for the success of the forthcoming One Visayas, One People, One Destiny expo.

Trompeta said it is worthwhile activity which involves the three regions together.

Uniting the three regions which is separated by the seas will bring up development in terms of infrastructures.

It will also be easier for them to confront issues and other serious matters affecting the growth and development of the regions particularly in the tourism aspect, he said.

Trompeta said the three governors will come up with one cohesive approach in dealing with serious matters concerning development of the three regions.

It is only a matter of getting their acts together, he noted.

The One Visayas project is expected to unite all the 16 provinces in the Visayas region which is separated by the sea but have cultural bond.

Trompeta added the province of Capiz is ready to host the event though he deemed there would be problems on the accommodation since there are enough hotels to accommodate the participants.

The accommodation of participants will largely depend on how fast the other regions could book themselves, he said. (PNA)

MANILA, Feb. 26 (PNA) -- Top officials of six Philippine cities met recently in Manila to review the gains achieved after a two-year implementation of their counter-corruption reforms under a project funded by the British Embassy in Manila.

The cities are Calapan (Mindoro Oriental), Iriga (Camarines Sur), Roxas (Capiz), Santiago (Isabela), Sorsogon (Sorsogon), and Tacloban (Leyte) which were assisted in the implementation by the Asia Foundation.

At the review meeting, the mayors and other officials also identified good practices they can propose to incoming city officials that would attract more investors to their cities.

By applying the recommended reforms, the embassy said Calapan City claimed to have increased its tax collection, with income from real property taxes at a record high.

Santiago City’s constituents are now finding it easier and faster to transact business because of the improved process flow and renovated physical facilities in the city.

Sorsogon’s public market is now the template that many local government units in the Bicol region would imitate because of its efficiency and increasing profitability.

Tacloban’s rationalization of its hiring process led to significant savings for the city government that meant more resources for other services.

British Ambassador Stephen Lillie congratulated the Asia Foundation for effectively implementing the project and the city mayors who took the necessary steps to improve their delivery of services.

Lillie encouraged them to continue finding ways to increase their system’s transparency. He stressed that addressing corruption should be a priority as the May elections draw nearer.

“It’s impossible to overstate the importance of tackling corruption, if the Philippines is to achieve its full potential in terms of economic growth and poverty reduction," he said.

”This is an issue that matters hugely to foreign investors, just as it does to ordinary citizens. So central government will need to continue to keep counter-corruption high on its policy agenda, before and after the elections,” the ambassador continued.

The cities participated in the eight-month Public Service Excellence, Ethics, and Accountability Program (PSEEAP), which promotes transparency in service delivery, strengthens the accountability of local bureaucrats, and encourages customer-oriented culture in the delivery of basic services.

Also at the conference, the League of Cities of the Philippines (LCP) and the Asia Foundation signed a Memorandum of Agreement to provide the LCP Secretariat with technical assistance in organizational development, financial management, program development, and policy advocacy to continue with the gains they achieved. ROXAS City – Provincial Agriculturist Sylvia dela Cruz assured Capiceños that it is safe to eat seafoods since the province remains red tide-free.

In its February 23 monitoring, samples taken from the seawaters of the seven towns are negative from red tide toxins.

On Friday, the Bureau of Fisheries and Aquatic Resources 6 (BFAR-6) said Western Visayas is negative from red tide toxins that causes fish kills.

Meanwhile, Dela Cruz said damage to rice crops by the El Niño is not alarming. She said most of the farmers have already harvested their crops before the drought came.

“We have sufficient supply of rice. The public should not be worried,” she said./PN

Roxas City (1 March) -- A grand opening rites will formally kick off the 2nd One Visayas One People One Destiny Celebration with the theme "Heroes and Nationalism" on March 11 at the Capiz Gym in Villareal Stadium here.

The ceremonies dubbed "Pang-abi-abi kag Panabi-tabi" will have a cutting of ribbons at the stadium's main entrance and on the special booths of the different exhibit areas of the festival's participating provinces from Regions 6, 7 and 8.

"The cutting of ribbons will be followed by an opening program inside the Capiz Gym," said a One Visayas schedule briefer.

President Gloria Macapagal-Arroyo is expected to grace the activity.

Provincial Tourism Officer and One Visayas Director Alphonsus Tesoro said that the festival is expected to create awareness among Capiceños and the Visayan people of the rich Visayan cultural heritage.

"It is also expected to strengthen the network of practicing artists in the Visayas," he stressed.

The four-day festival, hosted by the Capiz provincial government in cooperation with the Regional Development Councils of Eastern, Central and Western Visayas, will gather artists and craftsmen from the seven art disciplines such as music, dance, theater, literature, culinary art, visual arts and architecture.

"They will be sharing their wriences and expertise through performances, exhibits, workshops, and fora to supplement development and appreciation of cultural, artistic, innovative and trendsetting endeavors towards the promotion of tourism in Visayas.

The opening program will be followed in the afternoon by a parade of festivals to be participated in by world-renowned Visayan festivals.

A fiesta atmosphere will mark the parade of festivals as colorful and popular festivals will perform from Roxas City plaza to the stadium. (PIA)

Mambusao gets loan for water system

ROXAS CITY – Aside from Cuartero and Dao towns, the municipality of Mambusao under the leadership of Mayor Jose “Joe” Alba will also avail of a loan grant amounting to P11 million from Local Water Utilities Administration (LWUA).

This was revealed by Alba after he and a representative from LWUA met recently in connection with the financing of water district in Mambusao.

According to him, the P11 million budget for water district will have an initial of 1,000 water concessionaires for three barangays in Mambusao.

He added that the water district will tap the National Irrigation Administration (NIA) dam as a source of water.

Earlier, Cuartero Mayor Roger Flores said that President Gloria Macapagal Arroyo through LWUA granted the loan in the amount of P11.6 million for Cuartero Water District at his town.

He also said that the same loan was granted in Dao where they simultaneously constructed their water district for the residents in their respective towns.

Flores said that water concessionaires will not shoulder the loan but only pay the operational expenses of the water district since the loan was a grant.

Roxas City (3 March) -- The Bureau of Internal Revenue (BIR) Revenue District Office (RDO) No. 72 has formally started its 2010 tax campaign with a caravan around the city to drum up the Income Tax filing season.

BIR Regional Director lawyer Glen Geraldino and BIR RDO No. 72 head Gil Tabanda led the caravan after a brief press conference with Capiz tri-media practitioners.

"We are encouraging taxpayers to file their ITR for the taxable year 2009 and pay the corresponding taxes early to avoid rush in banks and BIR offices," Geraldino said.

The deadline for Income Tax Return (ITR) filing and payments is April 15.

The intensified communication campaign to make the people aware of the Income Tax filing season is in line with the Bureau's 2010 theme and slogan "Making The Public Know" which aptly reflects the thrust of Commissioner Joel L. Tan - Torres of pursuing a high visibility communication to all stakeholders of the BIR's tax administration activities and initiatives.

"This is all about the high visibility of the BIR people which means that everybody is being watched as to their tax obligations," Geraldino explained.

For his part, BIR RDO No. 72 head Gil Tabanda said that BIR ? Capiz has also started its countdown towards the April 15 ITR filing and payments deadline.

"The District will also set up Tax Tulungan Centers in malls to help tax filers in the province," he revealed.

The caravan with a recoreda (Mobile Public Address System) was participated in by local government units, national government agencies, private and business sectors, and BIR employees, among others. (PIA)

ILOILO CITY, March 4 (PNA) – The Department of Public Works and Highways (DPWH) is set to inaugurate its two completed bridges in Capiz that will further complement the Strong Republic Nautical Highway or the roll on-roll off (RoRo) program of President Gloria Macapagal-Arroyo.

The single-span Talaba and Sisi Bridges located in Sapian, Capiz have lengths of 35 and 40 meters, respectively.

The said bridges are along the Strong Nautical Highway (Capiz–Aklan Road) connecting Aklan, Capiz and Iloilo provinces.

The said bridges replaced the weak bridges built four decades ago, and with its replacements, the public is assured of safe structure to travel with along national roads.

These bridges were constructed under the DPWH Bridge Construction Acceleration Project for Calamity Stricken Areas I (Austrian–Assisted).

Data from the DPWH regional office here disclosed that under the program, 18 bridges were implemented in full turn key basis, which included the design, supply of pre-fabricated steel bridging materials from Austria, substructure design, bridge construction and project management.

The inauguration is slated Friday next week. (PNA)

ILOILO CITY, March 9 (PNA) – The second "One Visayas" activity that will kick off in the province of Capiz on March 11 is expected to boost the tourism super region of President Gloria Macapagal-Arroyo.

This was according to Tourism regional director Edwin Trompeta as he stressed that the four-day event is one way of putting together the various heritage, cultural attractions of Western, Central and Eastern Visayas regions.

Trompeta added that Central Philippines has been included in the tourism belt because of its beach resorts found in Bohol, Cebu and Boracay.

“We are not only known for that; we also have our other attractions. We are also known as a cultural and heritage destination,” he said.

Visayas is also noted for its various festivals.

In fact 11 festivals representing various local government units in the Visayas will be joining the "Parade of Festivals" on the opening day.

These are the Binirayan of Antique; Dinagyang of Iloilo; Tagbuan of Capiz; Masskara of Bacolod City; Kanyon of Negros Occidental; Palawod of Bantayan, Hinulawan from Toledo City, Mantawi from Mandaue City, Ani-Anihan from Tabuelan, Karansa from Danao and Bonga from Sibonga all of Cebu.

Further, organizers of the "One Visayas" lined up 13 other activities.

These include workshops on storytelling, break dancing or b-boying, cooking demonstration, outreach programs, cultural presentations, concert at the park, film showing, among others.

The second One Visayas is being organized by the Regional Development Committee composed of the three Regional Development Councils from Regions 6,7 and 8, Department of Tourism and the Provincial Government of Capiz.

The organizers also invited President Arroyo to be the guest of honor. (PNA)

ILOILO CITY, March 10 (PNA) – Lakas-Kampi-CMD presidential candidate, Atty. Gilbert Teodoro for the first time since the start of the campaign for national candidates, will set foot in Roxas City, Capiz on Friday.

This was confirmed by Presidential Assistant for Western Visayas Raul Banias who has been handling some of the campaign sorties of Teodoro in Western Visayas.

Banias said Teodoro has been invited to speak before thousands of delegates during the opening of the "One Visayas" event which is participated in by 16 provinces all over Visayas.

After the opening ceremony at the Villareal Stadium, Teodoro is expected to have a college campus tour that will culminate in a visit at the Capiz State University in the afternoon.

Banias said as a result of Teodoro's campus tours, the administration standard bearer was able to capture the interest of young voters who comprise majority of the country’s voting population in the coming May polls. (PNA)

ILOILO CITY, March 11 (PNA) – Performing groups from selected local government units joining the ‘One Visayas, One Destination, One People’ event in Capiz will be visiting the province poorest towns to popularize local culture and arts.

The towns include Panit-an, Sapian, Pilar and Jamindan, according to Tourism regional director Edwin Trompeta.

He explained that performances in these municipalities are part of the ‘Pag-ambitanay’ or an outreach program of the ‘One Visayas’ where instead of the usual civic actions, they will be showcasing local culture and arts.

The ‘Pag-ambitanay’ will be participated in by performing groups from Cebu, Bohol, Negros Occidental and Iloilo.

Performances will be held in town plazas or markets where a lot of people converge.

Trompeta expressed optimism that the locales could easily relate with the activity because they also have their own local cultural activities.

The ‘One Visayas, One Destination, One People’ event officially opened today and will culminate on Sunday.

The celebration that gathered 16 provinces from all over Visayas anchored on the theme ‘Heroes and Nationalism.’ (PNA)

ROXAS CITY, Capiz, March 15 (PNA) – A "Health Centrum," a medical tourism facility will rise in this city, courtesy of local private investors with several doctors coming from the Philippine General Hospital (PGH).

This was disclosed by Gov. Victor Tanco who expressed optimism over the benefits the P600-million project will be bringing in to Capiznons.

Tanco said the facility is similar to that of St. Luke’s Hospital where the patients will not feel that they are inside the hospital instead they would experience the feeling of being inside a hotel.

The facility has a restaurant, sports facilities and other wellness equipment and will cater to senior citizens, retirees, among others.

He added that being the first in Western Visayas, the facility will again boost the position of the region as a tourism hub. Visitors from adjacent Boracay Island may opt to take a side visit to the place should they wanted to.

“Tourists will be coming here not only to enjoy the place but also get well,” he said.

The construction of the project is presently going on and once completed, Tanco looked forward to plenty of job opportunities from health personnel up to market vendors, tricycle drivers among others.

It will also usher in a more vibrant economy for the province of Capiz. (PNA)

Gov. Victor Tanco admitted the need for big investors for facilities such as convention centers and hotels to accommodate the growing number of visitors and gatherings.

“We are willing to give them tax incentives,” he said, adding they already have an ordinance to that effect.

The province just ended its four-day hosting of the ‘One Visayas’ event on Sunday that gathered thousands of delegates from the three regions of Visayas.

It is now gearing for the International Dance Festival sometime in April that will be participated in by more than 16 countries all over the world.

Last month, it played host to the Western Visayas Tourism Assembly while last year the Indigenous People’s Month and the Global Peace Festival were also held here.

Tanco said they managed to accommodate the delegates despite of limited facilities.(PNA)

DPWH inaugurates two Austrian-assisted bridges in Capiz
ILOILO CITY, March 16 (PNA) -– The Department of Public Works and Highways (DPWH) field office 6 opened to the public two of its three Austrian-assisted bridge projects in Western Visayas recently.

The two single-lane projects include the 35-meter Talaba and 40-meter Sisi bridges both located in Sapian, Capiz with a total fund assistance of P42.15 million.

Its inauguration was attended by no less than His Excellency Wilhelm M. Dokno, Ambassador of Austria to the Philippines and joined by DPWH regional director Rolando M. Asis, assistant regional director Juby Cordon and local officials of Sapian.

The two bridges were constructed under the DPWH Bridge Construction Acceleration Project for Calamity Stricken Areas, situated along the Strong Nautical Highway (Capiz-Aklan Road), connecting the Province of Aklan, Capiz and Iloilo.

The projects replaced the weak bridges built four decades ago so that the public will be assured of safe structure to travel with along national roads.

Meanwhile, Regional Project Management Office (RPMO) officer-in-charge, Engr. Edgardo Garcia said that the construction of the third project funded by the Austrian government is also ongoing in San Remegio, Antique.

The Bugo Bridge with a fund support of P320 million is around 17 percent completed and is expected to be completed by 2011. (PNA)

Another billion-peso flood control project for Panay ok’d

ILOILO City – The Investment Coordinating Committee (ICC) of the National Economic Development Authority (NEDA) Board approved the inclusion of the Panay River Basin Flood Control Project in the 28th Japan International Cooperation Agency (JICA) Yen Loan Package.

The project is expected to address the flooding problem in Capiz, one of the flood-prone areas in Western Visayas.

With a fund requirement of about P5 billion, the project has three components -- the dredging and improvement of the Panay River Basin, construction of the Cogon Hamulauon Floodway, and a flood forecasting and warning system.

Engr. Gilberto Altura, chief of the Project Development, Programming and Budgeting Division of NEDA in Region 6, said the project is just waiting for the fund release.

The Philippine Government through the Department of Finance (DOF) and the Department of Foreign Affairs (DFA) will be the one to transmit the approved project to the Government of Japan for the downloading of the fund.

The construction of the project is expected to commence in 2011 and will be completed by 2015. (PNA)

Capiz to host "Int'l Dance Xchange"

Roxas City (17 March) -- The Capiz provincial government will host the "Dance Xchange: 2nd Philippine International Dance Workshop and Festival" from April 15 to 20 to strengthen the network among dance organizations as well as diplomatic relations among participating countries.

Dance companies from the different countries have been invited by the organizers to have a venue for a dialogue and to present the different forms of dance, said an online article posted at www.capiztour.wordpress.com.

The upcoming activity aims to provide a venue for interaction and facilitate learning among dancers, directors, dance teachers, choreographers, tourism and cultural officers and dance scholars.

It will also provide new ideas and inspiration that will stimulate the creativity of the dance educators, directors and choreographers and showcase the unique dances of each country to facilitate cultural understanding.

"The gathering will also give a chance for the province to set a Guinness World Record for having the largest international dance festival in various forms," noted Provincial Tourism Officer Alphonsus Tesoro.

An afternoon street dancing will open the Dance Xchange.

The opening of the festival on April 15 coincides with the highlight of the provincial government's 109th anniversary celebration of the establishment of the civil government and commemoration of Pres. Manuel Roxas death anniversary. (PIA)

Capiz to celebrate 109th foundation day anniversary

Roxas City (16 March) -- A consultative meeting was recently conducted by the Capiz provincial government in line with its preparation for the 109th foundation day commemoration of the establishment of civil government from April 13 to 15 this year.

The celebration dubbed "CAPIZtahan" will showcase the province's historical and cultural heritage and accomplishments through various activities like blessing and inauguration of projects, awarding of Outstanding Capiceños, and various performances.

"Capiztahan will end with the most awaited fireworks competition at the Villareal stadium." Said Provincial Tourism Officer Alphonsus Tesoro.

During the celebration, the Capiz Visitors Convention Bureau (CVCB) will attempt to set a Guinness Book of World Records by its three-kilometer seafood grill that will be connected along the city's major thoroughfares.

Tesoro added that the final day of the celebration will segue with the opening of the Dance Xchange: 2nd Philippine International Dance Workshop and Festival to be hosted by the provincial government. It will include activities such as artists forum, dance workshops, festival of dances and outreach performances.

The Capiztahan highlight coincides with the death anniversary of President Manuel Roxas who was the last President of the Philippine Commonwealth and the first President of the Philippine Republic.

Roxas served as the province's first congressional district representative and senator before elected as the country's highest ranking official from 1946 until his untimely death on April 15, 1948.

President Gloria Macapagal-Arroyo has declared April 15 as a special holiday throughout the province through Republic Act No. 9217.

RA 9217 also known as President Manuel A. Roxas Memorial Day Act was principally authored by then Capiz Congressman Rodriguez Dadivas for Capiceños to reminisce the life, ideals and principles espoused by statesman Roxas.

The law assigns the nearest Friday to April 15 as a special non-working holiday in the entire province and city, April 16 for this year, to give the people a chance to ponder on the unselfish acts of Roxas. (PIA)

Mayo lang kay every three years ang local elections for local government posts and congress. At least, every three years may projects na naga tupa.

Currently, there is a proposal to stabilize the term limits, to make it 6 years, para kuno may continuity ang programs and projects sang local governments....im not very enthusiastic about that.

Swerte mo lang if ever me kaya family mo sa roxas and kilala gid..
Mostly ang pamumuhay sa roxas simple lang but ok na rin makabakal man sang kaya sila bulsa.

But kong mabuligan gid ang mga taga roxas kaayu..magadamo ang mga infastructure sa roxas magadamo ang mga pwede sodlan nga work sa roxas like BPO company nga..then jan kaya na siguro sang mga taga roxas masunod loho nila....

Actually kahit hindi Teletech kaya ng mga Panayeño na magtayo ng sariling call center. Kahit mga 50 seater call center(simula pa lang muna, MORNING call center) para sa medical transcriptionist pwede yan!
Damu guid sang gradweyt nga mga unga from Panay nga medical courses, nursing in particular.
Pwede sila kahit mag-tatlong shift, hwag lang na magpuyat o mabago ang lifestyle nila.
I've been in the call center industry since 2001, hindi talaga maganda, puro mga sakit ang nakuha ko.(ranging from hypertension to digestive diseases).
I dont have any idea of what kind of nightlife Roxas City have.
Pero sa Kalibo may ideya ako, 7PM pa lang ng gabi run tahimik na --kaya iba ang pananaw ko kung magkakaroon ng call center dyan sa Roxas or much better METRO KALIBO.

Maganda rin na magkaroon ng mga trabaho ang mga fresh graduate nyo dyan, hwag lang sila matambay o ma-stagnant.
Maging career minded at iwasan ang magpaugtas sa mga magulang at tigilan ang uwat pahuway nga ginawarang. :)

I hope it doesn't compromise the marshland and brackish water ecosystem of Panay River Delta. Regular flooding dumps nutrient rich water and silt that supports the aquaculture/seafood industry of Roxas City and surrounding towns ^^

I don't think the reduction in flooding will negatively affect the aquaculture industry but this floodway will definitely transect a large area of old-growth mangroves in Panay. :( Good thing the barangays along the mouth of Panay River reforested their coasts wiith mangroves, otherwise the diverted floods might cause a great deal of erosion there.

Ang gina mean ko ya migo, I hope it wouldn't be like the ones that was done in Nile River where silt and nutrient rich water was reduced due to creation of many canals and floodways. Good if the floodway will be having hydraulic spillways that would automatically open when the river reaches a critical level. there floodwaters will spillover the floodway to reduce the volume of water at Panay River.:)

Thats good. I think because of sensors and flood gauges all around the basin, it would be having an automatic hydraulic system that comes in handy during floods

CAPIZtahan 2009 National Fireworks Competition

The Capiz Local Government Unit headed by our Governor Victor Tanco with the cooperation of Pyrotechnic Association of the Philippines through its President, Harry delos Santos organized the National Fireworks Competition held here in Roxas City this April 15, 2009 as part of the celebration and main attraction of Capiztahan 2009.



Twenty (20) members of the Pyrotechnic Assoc. of the Philippines, mostly from national and local pyrotechnic manufacturers nationwide participated the fireworks competition held at Villareal Stadium this evening. This is the 2nd time that Capiz hosted the Annual National Fireworks Competition of the association.

Capiz Board Member Ricky Martin, the Chairman for the Capiztahan 2009 Fireworks Competition through the support of Senator Mar Roxas was able to invite the following twenty (20) participants:

Delumpa Fireworks (Iloilo City)

Judges of the competition who were mostly from the Tri-Media of Capiz judge the 20 contestants based on the following criteria’s:

The Delumpa Fireworks from Iloilo City won the 1st prize of the 2nd Capiztahan National Fireworks Competition with a prize of P100,000.00 + Trophy, while DSS Fireworks from Dumanguete City placed second (2nd) and took home P60,000.oo + Trophy and RB Fireworks from Oron, Cebu bagged third (3rd) and bring home P40,000.00 + Trophy. Non-winning participants received an amount of P25,000.00 each as consolation prize.



Thousands of Capiznons flocked to Villareal Stadium and its surrounding areas; and witnessed the 2nd National Pyrotechnic/Fireworks Competition that lasted for 2 ½ hours.

Just visited the new River Ville Residences near our house in Tiza (behind Villareal Stadium). I should visit this place again during daytime. Very good ambiance and view of Panay River.
