VICE MAYOR Ronnie Dadivas answers the queries of local tri-media practitioners during the Panay River Cruise. The river tour is one of the newest ecotourism attractions in Roxas City.

Media men tour Panay River
ROXAS City — Local tri-media practitioners recently joined the Panay River Cruise sponsored by the city government to tour media men around the city’s newest ecotourism attraction.
The late afternoon activity started at the back of the Roxas City public plaza toward Brgy. Barra, passing through Barangays 6, 7, Punta Tabuc, Cagay and Dayao.
Vice Mayor Ronnie Dadivas oriented the participants on the developments put in place, and the conceptualization of the new tour package for adventure seekers.
Dadivas, who also chairs the Sangguniang Panlungsod’s Committee on Tourism, also answered queries of media men during the tour.
Among the features offered by the estimated half-hour boat ride were the breathtaking view of mangroves, riverbanks lined with Norfolk Pine trees and bougainvilleas of various hues.
The river’s beautification and greening, Dadivas said, is an initiative of ONE Capiz Foundation Inc., with the support of the city and provincial governments and the Capiz First Congressional District Office.
The media practitioners who joined the tour came from various broadcast and print outlets, the Roxas City Press Bureau, Capiz Provincial Press Bureau, and the Philippine Information Agency, among others.
A dinner capped the activity.
The cruise covered only a segment of the 98-kilometer Panay River that starts in Tapaz town passing through several municipalities, including Roxas City, before it empties itself into the Tinagong Dagat Bay in Pontevedra. (Alex Lumaque, PIA-6 Capiz/PN)

Blue Ribbon Campaign launched in Roxas City

ROXAS CITY, Capiz (PIA6) -- A Blue Ribbon Campaign of the World Health Organization (WHO) was launched by the Roxas City Health Office (CHO) in connection with the World No Tobacco Day celebration last May 31 here.

City Health Officer Dr. Amelita Robles said that the campaign aims to make all indoor places in the city smoke-free during a press conference for the second Red Orchid Award of the Roxas City government.

“Roxas City is the first to launch the campaign in the region,” she said, adding that the city’s Red Orchid Award in 2011 was the basis for the selection.

During the program, various hotels and restaurants who are implementing a 100 percent smoke-free in their respective environment were given Certificate of Merit “to honor the people who have done their share for clean air.”

Smoke-free ordinance enforcers and local tri-media practitioners were also recognized in the program which also included a Signing of Commitment to further strengthen the anti-smoking campaign.

A motorcade along the major streets of the city was also spearheaded by the CHO before the media interaction as part of the celebration.

The CHO also boasts of its accomplishments citing 109 smokers who were nabbed by the no-smoking ordinance enforcers from January to May 23 this year.

The advocacy has also lowered down tobacco-related illnesses and deaths in the city which is among the major contributing factors for the award. (JCM/AAL-PIA 6, Capiz)

Successful 2012 Santacruzan Festival at Pueblo de Panay

May 26, 2012 became the most awaited day for the people of Roxas City knowing that a wholesome and pretty rising star, Ms. Charee Pineda, came to join this grand religious event as Queen Helena.

In the real spirit of Flores de Mayo, Pueblo de Panay organizers adapted titles of the Virgin Mary (from the Litany of the Rosary), her virtues and other titles in celebrating this religious Santacruzan festivity. The search for the Holy Cross became a colorful celebration of tradition, history, and talent with 26 local beauties, 25 escorts, 14 girls, 1 crown bearer, 1 boy Constantine, and 1 Queen Helena.

The Sigmahanon Development Foundation Inc., in partnership with the National Commission for Culture and the Arts held the second-run of its intercultural youth camp entitled “Dungog Sang Mga Tumandok nga Pamatanon” (Pride of Indigenous Youth) from May 27 to 31 at the Villareal Stadium, Roxas City, Capiz.

Spearheaded by Commissioner Joycie Dorado-Alegre of the Subcommission on Cultural Communities
and Traditional Arts (SCCTA) and the Provincial Government of Capiz, the five-day gathering of indigenous youth leaders celebrates the rich cultural diversity of Indigenous Filipinos. It was attended by delegates from the 15 indigenous people clusters of the Philippines. Activities included workshops, immersion and community interaction, and dialogues to address various cultural issues and concerns.

The event aims to instill among participants a deep sense of understanding, appreciation and pride for Philippine arts, culture, heritage and traditions, as well as to promote creativity and positive social values.

Royal decree creates Sultanate of Panay in Capiz

ILOILO CITY—There is now a Sultanate of Panay.
The newest of 21 sultanates in the country was formed through a royal decree issued on Saturday in a ceremony in Roxas City, Capiz.
Hadji Abdullah Topaan Disomimba, sultan of Masiu and chair of the 16 Royal Houses of Lanao del Sur, declared the organization of the Sultanate of Panay under the code of rules and protocol of the sultanate system.
The ceremony was led by Capiz Gov. Victor Tanco, Rep. Antonio del Rosario and other provincial officials.
Disomimba also issued a certificate, recognizing the Sultanate of Panay and appointing 20 administrative officers of the sultanate.
The decree and proclamation formally established the sultanate which covers around 10,000 Muslims on Panay Island, said Chief Supt. Cipriano Querol Jr., Western Visayas police director, who was crowned Sultan of Panay on Feb. 13, 2011.
The Panay sultanate is the 21st sultanate in the country, including 16 in Lanao del Sur, three in Maguindanao and one in Sulu.
The decree also declares the formal alliance between the 16 royal sultanates of Lanao and that of Panay.
Querol was crowned the first sultan of Panay by 10 largely independent and autonomous Muslim groups in the region. This was confirmed by Disomimba who led the coronation ceremonies.
Disomimba said the formal organization of the sultanate would foster and strengthen relations among Muslims on the island, especially in cultural and social affairs.
Querol said the sultanate would also help strengthen relations between the Muslim communities and local government units in Panay as well as develop understanding and economic cooperation.

Roxas City wins Red Orchid 2nd time for its anti-smoking drive
Victory is sweeter the second time around.

Roxas City once again won the prestigious Red Orchid award from the Department of Health for its non-nonsense drive against smoking.

This year, the City under Mayor Angel Alan B. Celino earned a perfect score of 100 percent based on the DOH's criteria for its relentless implementation of a 100-percent tobacco-free environment.

City Health Officer Amelita Robles, advocacy officer Fe Salgado and DOH representative June Regalado received the award during the World No Tobacco Day celebration at the Exhibition Hall B, Philippine Trade Center, Roxas Boulevard, Pasay City last May 29, 2012.

Mayor Celino expressed elation that the City was able to maintain its tobacco-free environment campaign, which was recognized by the DOH last year when it gave the City its first Red Orchid award.

Next year, the City is gearing for a Hall of Fame award as it eyes its third Red Orchid recognition.

Mayor Celino had pushed for the amendment of an anti-smoking ordinance passed in 2004 and rallied for its full implementation.

The amended ordinance otherwise known as Ordinance #009-2011 was approved last March 9, 2011 by the Sangguniang Panlungsod.

about the midsea air... i believe that before they rolled this out, they conducted several feasibility studies over this... and i bet that the results were overwhelming that is why they are intorducing the new routes....

Roxas City launches 'Blue Ribbon Campaign'

CAPIZ – The Roxas City Health Office recently launched the "Blue Ribbon" campaign in its bid to make the metropolis a 100 percent smoking-free area.

The campaign is spearheaded by the World Health Organization and was launched in the city in observance of the World No Tobacco Day celebration last May 31.

City Health Officer Dr. Amelita Robles said in a press conference that the campaign aims to make all indoor places in the city smoke-free.

"Roxas City is the first to launch the campaign in the region," she said, adding that the city's Red Orchid Award in 2011 was the basis for the selection.

During the program, various hotels and restaurants who are implementing a 100 percent smoke-free in their respective environment were given Certificate of Merit "to honor the people who have done their share for clean air."

Smoke-free ordinance enforcers and local tri-media practitioners were also recognized.

Stakeholders participated in the "Signing of Commitment" to further strengthen the anti-smoking campaign.

The CHO also led a motorcade to raise public awareness on the said campaign.

To date, the CHO said 109 smokers were nabbed by the no-smoking ordinance enforcers from January to May 23 this year.

The advocacy has also lowered down tobacco-related illnesses and deaths in the city which is among the major contributing factors for the award given by the Department of Health.*PIA

MANILA, Philippines – Vice President Jejomar Binay will visit the hometown and bailiwick of his bitter rival in the 2010 elections.

Binay will head to Roxas City on Wednesday, June 6, to kick off a three-day visit to local leaders and to swear in new partymates.

Transportation Secretary Mar Roxas hails from the city. Roxas has a pending electoral protest against Binay.

In a statement, Binay’s office said he will meet with local officials of Capiz, Iloilo, Aklan and Antique, and lead the oath-taking of new members of his Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban).

Joining Binay are senatorial candidates of the United Nationalist Alliance (UNA), a coalition he founded for the 2013 elections.

As far as I know separate entity ina iya ka government kag ila mga engr daw diri man sa provincial govt. Correct me if I'm wrong. Bsta batian ko lang ang Hercor College daw may plan mag put up hospital bac amo na ang gina mean sa BCIAsia.

Police on alert for the opening of classes

ROXAS CITY, Capiz, June 4 (PIA) -- Criminals, petty or bigtime, have become more creative and more bold in their modus operandi.. Police authorities, in partnership with other government, civic groups and force multipliers, are on alert for the opening of classes this month.

Roxas City Police Station information officer Ramil Arcangeles said they will be increasing police visibility to ensure protection of students, particularly here in the city.

He said that they will be implementing their “Oplan Katawhayan” in partnership with other partner groups.

Arcangeles stressed that they will, in particular, be tapping the Roxas City police auxiliaries, Civilian Volunteer Organizations (CVOs), and the Barangay Peacekeeping Action Teams (BPATS) to help police in ensuring peace and order in the city especially during the beginning of classes.

He said that the police and their partner groups will likewise provide traffic assistance to students especially school children.

“We will also be conducting school visitation in the different public and private schools in the city and conduct anti-criminality and anti-illegal drug campaign,” Arcangeles said.

He explained that through the school-based campaign, students and teachers will be given information and preventive measures against the different modus operandi undertaken by the criminals.

He added that part of their activities will be the continuous conduct of round the clock check point.

On the other hand, Roxas City Police Chief Salvador Dagoon calls on the public to take extra precautionary measures and be vigilant to protect themselves against criminals and other persons who are just taking opportune time to take advantage against their fellowmen.

Dagoon likewise asked other sectors in the community to help police authorities in the campaign against illegal activities for the welfare of the residents here. (JCM/JBG/PIA6-Capiz)

MAMBUSAO HAS NEW POLICE FORCE
‘Town peaceful; Martinez slay isolated case’

ROXAS City — The municipality of Mambusao now has a new police force headed by a new director, Senior Insp. Rowell Buccat.
Twenty-seven policemen including Buccat were installed in Mambusao about three weeks after the former set of municipal police was relieved in relation to the murder of Vice Mayor Abel Martinez.
Buccat expressed confidence that the townsfolk will accept them. He said local officials led by Mayor Jose Alba are supporting them.
“Our purpose here is to serve the people of Mambusao, as mandated by our mission and vision,” he said.
Buccat said the new police force had been conducting checkpoints in the town to avert any possible criminal activity.
“We are here to maintain the peace and order (of Mambusao),” he stressed. Mambusao is a peaceful town, he added, and the killing of Martinez on May 4 was an “isolated case.”
Earlier, Chief Supt. Cipriano Querol Jr., regional police director, said the relief of the old police force of Mambusao was due to “exigency of service.”
‘COPS’ RELIEF LEGAL’
It was based on a memorandum circular of the National Police Commission authorizing the regional police director to transfer any police officer even without the approval of a local chief executive, he said.
Querol reiterated that he did not violate any law in sacking the entire Mambusao police force.
He said in the past years, he managed to relieve police forces from towns in the region — he cited Escalante, Negros Occidental; Lambunao, Iloilo; and Kalibo, Aklan — without coordinating with the mayors.
Alba and other town officials protested the relief of their policemen. Alba, in particular, wanted his policemen fired by Querol returned to his municipality.
The Sangguniang Bayan led by the newly installed vice mayor, Elmer Arevalo, passed a resolution condemning the relief of the entire police, and another resolution denouncing the brutal killing of the vice mayor.
‘UNSATISFACTORY PERFOMANCE’
Alba complained that Querol did not coordinate with him regarding the summary removal of his policemen, including his police chief, Senior Insp. Samuel Vipinosa.
As mayor, Alba is empowered to choose his town’s police chief.
Querol said he was not satisfied with the way the Mambusao police handled the Martinez slay case. Alba believes otherwise.
Right after Martinez was killed, Querol ordered the Criminal Investigation and Detection Group (CIDG) and the Capiz Police Provincial Office (CPPO) under Cabillan to investigate the crime.
The Mambusao police were expected to help the CIDG and the CPPO in the probe.
Querol said the 27 sacked policemen will be assigned to other provinces in Western Visayas./PN

No red carpet welcome for Binay in Roxas turf

ROXAS CITY—Supporters of Vice President Jejomar Binay were not allowed to put up welcome streamers in this city for failing to secure a permit to do so.
Binay will be in Capiz on June 8 for a three-day visit to several provinces on Panay Island.
In an interview on Tuesday, Leodegario Labao Jr. said he went to the office of Roxas City Mayor Angel Alan Celino last week to seek permission to put up welcome streamers for Binay. Labao is a local contractor who is helping prepare for Binay’s visit in Capiz, home province of Binay’s bitter rival Transportation Secretary Manuel Araneta Roxas III.
According to Labao, Celino, who belongs to the Liberal Party, refused to allow welcome streamers to be put up since Binay’s purpose in his trip to Capiz was not related to his function as vice president but to form his local political machinery.
No application
However, the mayor, in a separate interview, said he had not seen an application for a permit to put up the streamers.
Celino, a close ally of Roxas, said a 2010 city ordinance required the payment of fees for sign boards, billboards or advertisements that would be put up in public places in the city.
The mayor, who confirmed he met with Labao, said he informed Labao to apply for a permit in compliance with the ordinance.
Binay, who will meet with his Capiz supporters, will be accompanied by doctors, nurses and dentists for a medical-dental mission in Dao and Mambusao towns in Capiz.
Capiz is known as political turf of Roxas, who lost to Binay in the vice presidential race in 2010 and has a pending case at the Supreme Court against Binay’s win.
Machinery
Binay had announced his intention to run for president in the 2016 elections and has been doing the rounds of the provinces in an apparent bid to build a machinery for his presidential campaign.
The vice president is scheduled to meet officials of Mambusao town, led by Mayor Jose Alba, and nongovernment organizations and groups of senior citizens. He is also scheduled to meet with officials of Dao town, led by Mayor Joselito Escutin.
Binay is also scheduled to inaugurate the newly completed Office of the Senior Citizens Association Center in Dao before proceeding to the component city of Passi in Iloilo province.
On his return to Capiz, the vice president is also expected to meet with other mayors of towns in Capiz and leaders of the PDP-Laban.
After Capiz, Binay is expected to visit Aklan province to meet with local leaders in the towns of Banga, Kalibo, Nabas, New Washington and Numancia before he proceeds to Antique province.
The vice president will administer the oath-taking of new PDP-Laban members in San Jose, Antique.
Binay’s victory against Roxas is considered to be one of the biggest political upsets in the country’s history. Roxas was believed to be a front-runner in the vice presidential race until Binay emerged as the victor.

its true... its kinda disappointing na isa lg ang window... i am the 3rd person on the queue but i backed out kay basi ma late ako... after all the taxes and contribution people made... what is 1 table and 1 set of pc to cover for this.... i hope that is not the case there in Roxas.

The Office of the Vice President lamented the refusal of the mayor of Roxas City to allow the posting of customary welcome streamers for Vice President Jejomar C. Binay.

"It is unfortunate that the usual courtesies extended to visiting national government officials were not extended to the Vice President in Roxas City," said Joey Salgado, Binay's spokesperson.

"We were informed that Mayor Allan Celino did not allow the posting of the customary welcome streamers. Still, we appreciate the warm welcome being prepared by the people and the sectoral organizations of Roxas City," he added.

Salgado also advised the mayor to set aside politics and respect the Vice President as second highest elected national official.

"We are reminding the mayor that the Vice President of the Republic is the one visiting his city. Dapat walang pulitika kundi respeto sa halal na lider ng bansa," he said.

The visit of the Vice President to Western Visayas has been adjusted to accommodate requests of local executives, senior citizens and various groups to have time with him.

Binay will be in Western Visayas from June 7-9, instead of June 6-8.

In Aklan, Binay will meet with local government officials, senior citizens and representatives of non-governmental organizations of New Washington, Kalibo, Numancia and Nabas.

He will also hold dialogs in Panit-an, Mambusao, Dao and Dumarao in Capiz, as well as in Valderrama, San Jose and Hamtic in Antique.

While in Western Visayas, Binay will lead the medical and dental missions that his office organized in Numancia and Valderrama. He will also visit the scholars of the Vice President Grant-in-Aid Program in the University of Antique and inaugurate senior citizens' centers funded from his Priority Development Assistance Fund (PDAF).

Binay allocated P150 million of his 2011 PDAF for the construction and repair of 300 senior citizens centers nationwide and P10 million for educational assistance to 10 scholars for each of the 109 state colleges and universities in the country.

As chairman of PDP Laban, Binay will swear in new members of the party from the Western Visayas region.

Joining him are United Nationalist Alliance (UNA) senatorial bets Mitos Magsaysay and Joey de Venecia, UNA spokesperson Atty. JV Bautista and former Cong. Rodolfo Plaza, UNA deputy spokesperson.*

Ocean Month gives hope to Capiz fisherfolks

ROXAS CITY, Capiz, June 7 (PIA6) -- Presidential Proclamation No. 57 issued in 1999 mandates the observance of Ocean Month on May each year.

However, for members of Katunggan sa Culajao Salbaron Association (KACUSA) in the city’s Barangay Culajao who benefited from the celebration’s Lakad Alay sa Karagatan, the month-long activity is not only for May but gives them hope and livelihood in the succeeding months.

.The fisherfolk’s association received around P10,000 from the proceeds of the walk-for-a-cause donated by various national government agencies, businessmen, and different private and socio-civic organizations.

KACUSA is helping concerned local government authorities in maintaining the 4.6-hectare Culajao Mangrove Ecological Park which was established in 2006.

“Your financial aid will be utilized in the construction of the 220 linear meter catwalk,” said KACUSA President Elisandra Almeida in Hiligaynon.

The catwalk, usually made of bamboo, is a pathway that connects the service area to the treehouses and other structures in the park.

Almeida added that the association was already earning from the tourists and visitors until its service area and all the facilities were burned down in 2010.

She also thanked the private sectors as well as the City and Provincial Agriculture Offices who helped them recover from the fire incident which stalled their livelihood opportunities.

The ecopark, located about three kilometers from here, is now home to 19 mangrove tree species and seven kinds of birds, 23 shellfishes, 10 molluscs, seven fish, and eight insects.

It is best for educational tours, family outings, and group fellowships. (JCM/AAL-PIA 6, Capiz)

World tobacco control program launched in Roxas
City aims to make it to Red Orchid Hall of Fame

ROXAS City — The World Health Organization – Framework Convention on Tobacco Control (WHO-FCTC) was launched in this city, the local government recognized by health authorities for its intensive campaign against tobacco use.
A global treaty signed by 174 countries including the Philippines, the WHO-FCTC aims to tobacco use and promotion in the world.
The City Health Office here headed by its chief, Dr. Amelita Robles, facilitated the launching last week.
In the presence of Vice Mayor Ronnie Dadivas and Councilors Powell del Rosario and Teresa Almalbis, Robles also formally unveiled the Red Orchid Award given — for the second time — to Roxas City for its efforts in maintaining a 100-percent tobacco-free environment.
The Department of Health (DOH) conferred the same award to this city last year. The city aims to get a third Red Orchid Award next year to make it to the Hall of Fame.
Shortly after he assumed office, Mayor Angel Alan Celino vigorously pushed for the passing of City Ordinance No. 009-2011, the local law that prohibits smoking in public places in the city.
An anti-smoking campaign was then launched in January last year.
Anti-smoking enforcers have apprehended 109 violators of the ordinance from January to May 23 this year.
Celino thanked the people of Roxas City for supporting the anti-smoking campaign. “We will not rest on our laurels,” he said, hinting of an intensified drive against smoking.
Councilor Emmanuel Billones Jr., chair of the Committee on Education, said other cities like Iloilo are considering the city’s anti-smoking ordinance for replication.
According to the DOH, more and more provinces, municipalities, cities, workplaces and health facilities are joining the 100-percent tobacco-free environment bandwagon.
It said there were eight Red Orchid Awardees in 2010, 30 last year and 86 this year.
Along with Roxas, the other cities who also received the Red Orchid Award were Balanga (Bataan), Dipolog (Zamboanga del Norte), Iloilo (Iloilo), Marikina (Metro Manila) and Santiago (Isabela)./PN
