Nami ang location sang Passi kag, right between iloilo and roxas city gid. Roxas city has a lot of seafood products, Passi city has a lot of Agri products like sugar and rice. Complimentary gid!
i spent like half a year sa Libas..LOL..just doing nothing.. :)

Rio Carl Miguel, a fourth year student of the College of Arts & Sciences of Filamer Christian University, is the only from Capiz and among the eight ( 8 ) students from Western Visayas who were qualified to attend the Sunburst Youth Camp in Singapore on December 5-11, 2010.
This was bared after the final screening conducted by the Organizers from Singapore Technologies Endowment Program (STEP) Limited in cooperation with the Commission on Higher Education (CHED). This activity will expose students to various cultures in Asia.
As of now these students are advised by CHED to secure their passport and clearances to be submitted to its Office of Student Services (OSS) for onward transmittal to the Organizer in Singapore.
The schools in Region VI whose students passed the final screening and now the final attendees to join the SYC in Singapore are as follows: Filamer Christian University, West Visayas State University, Colegio del Sagrado Corazon de Jesus, University of San Agustin, Western Visayas College of Science & Technology, University of St. La Salle, Central Philippine University and John B. Lacson Foundation Maritime University.
Rio Carl is also the current president of FCU Student Republic (FCUSR) and sits as ex-officio member of FCU Corporation and Board of Trustees representing the student sector.

ROXAS City — This city is stepping up its efforts in strictly banning smoking in public places.
With the renewed enforcement of the anti-smoking ordinance, anti-smoking posters were put on various corners in the Roxas City hall.
City government offices were even warned of getting laid off once they are caught smoking inside their offices.
Mayor Angel Alan Celino supports the campaign.
A task force will apprehend and penalize violators. Penalty ranges from P1,000 to P3,000 on first to third offenses.
The ordinance is reinforced by Republic Act (RA) 9211, otherwise known as the Tobacco Regulation Act of 2003.
Restriction of smoking in public places such as the municipal building and similar places aims to protect the public, particularly non-smokers, from inhaling second-hand smoke.
However, the ordinance has also allowed designated smoking areas for the benefit of those who cannot stop their longing for cigarettes.
The initiative for a smoke-free city also supports the Civil Service Commission (CSC) Memorandum Circular that prohibits smoking in all government premises, building and grounds to ensure a healthy and productive workforce.
The basis for the circular was RA 9211 as well as the World Health Organization Framework Convention on Tobacco Control.
Second-hand smoke could lead to lung cancer, increased risk of heart attack and respiratory complications.
The CSC has also prohibited smoking in government vehicles, and ordered the removal of ashtrays and other receptacles for dispensing cigarette refuse in non-smoking areas.
It said building administrators should ensure strict compliance of the smoking ban, while heads of agencies should take appropriate measures to inform employees and their transacting public on the requirements of the CSC policy. (Alex Lumaque/JCM/PIA/PN)

Kaltehitze January 23rd, 2011, 04:51 AM Hospital, 2 towns get ambulance ROXAS City — The Mambusao District Hospital (MDH) and the towns of Pilar and Pontevedra each received an ambulance from the provincial government and the Philippine Charity Sweepstakes Office (PCSO).
Gov. Victor Tanco turned over the three ambulances to beneficiary representatives at the Provincial Capitol on Thursday.
The initiative was part of the governor’s continuing thrust in giving quality healthcare services to the Capiceños, officials said.
As part of his development agenda “Healthy Capiceños,” Tanco aims to provide ambulances to every municipality, Rural Health Unit and district hospital in the province in cooperation with the PCSO.
“Rest assured that more projects and developments to improve the health services for the people of Capiz are coming,” said Tanco.
“This is the essence of my slogan ‘Pag-ulikid: Labi sa tanan ang Tawo (Concern to the people above all),’” he said.
MDH Chief of Hospital Dr. Florencio Luching, Pilar Councilor Doujie Jack Cantiller and Pontevedra Mayor Steve Contreras received their respective ambulances.
The ambulances were equipped with facilities such as a medicine box, a sphygmomanometer, a stethoscope and a mini-oxygen tank with regulator.
The provincial government also distributed ambulances to the Roxas Memorial Provincial Hospital, Bailan District Hospital, Tapaz District Hospital, Dao District Hospital, Dumarao Medicare Community, Roxas City government and the municipality of Sigma on December 6 last year. (CPPB/PN)

ROXAS CITY, Jan. 24 (PIA) -- More focused governance especially on programs and services of government are among the primary results of this government initiative.
For a planner, the Excellence in Local Governance (EXCELL) awards, which is being initiated by the Department of the Interior and Local Government (DILG) in Region VI, is a challenge as it requires more work.
Municipal Planning and Development Coordinator Engineer Lorna Bernales of Ivisan town describes the competition as a taxing work especially if it is out of your local governance systems.
“But it becomes easy if all your programs are geared towards better services for your people,” she said.
According to Ivisan town mayor Felipe Neri Yap, winning in the EXCELL awards is just a recognition of all the efforts done by a local government to deliver the best services and programs to the public.
“Through said awards, we become more focused in all our programs and services especially on the different aspects of governance such as in administration, environmental management, social services, economic development and local legislation,” Yap said.
In 2010, Ivisan won 2nd runner up in the Best Performing Municipality in Region VI under the 4th to 6th class category.
Said town was also declared 2nd runner up in three special awards, namely Excellence in Social Services, Excellence in Economic Development, and Excellence in Environmental Management.
Other awardees in Western Visayas last year were the province of Capiz that was bested 1st Runner Up in Excellence in Social Services, and Panay town which also the champion in Excellence in Environmental Management and 2nd runner up in Excellence in Local Legislation in the 1st to 3rd class category.
“The initiative of the DILG in having the EXCELL Awards is commendable, knowing that the criteria serves as the framework and guide towards good leadership, best performance and cooperation and support from the entire workforce in the local government and the people,” Yap underscored.
He said that after setting in place all the best programs and services, the next step is to plan more, learn from other LGUs and replicate the good practices for improved performance.
“EXCELL awards is a challenging work but after putting in place all that are necessary, it is a rewarding and fulfilling experience,” Yap stressed.
The EXCELL Awards, which started in 2008, is a continuing project of the DILG in Western Visayas to recognize the best managed local governments in the region as well as promote the best practices and innovations in local governance and to complement its unwavering commitment to support and encourage good governance. ROXAS City — A watershed summit will be held in the province on March this year.
Organizers recently met at the Hall of Governors in the Provincial Capitol to discuss the preparations and other details regarding the event.
During the summit, Municipal Environment and Natural Resources officers are expected to present the status of watersheds in their respective municipalities.
The preservation and conservation of watersheds can help minimize flooding in some towns in Capiz, according to Dr. Jessica Salas, president of the Philippine Watershed Management Coalition Development Administration.
Gov. Victor Tanco assured the provincial government’s support to the activity.
The provincial government, he said, continuously monitors the condition of the 47 watersheds in Capiz through the Capiz Sustainable Development Council (CSDC), he said.
CSDC is composed of the Provincial Planning and Development Office, Bureau of Fisheries and Aquatic Resources, Philippine Information Agency, Capiz State University, Kiwanis, Fisheries and Aquatic Resources Management Council and the Provincial Disaster Coordinating Council. (CPPB/PN)

solve agri woes, guv says
ROXAS City — Gov. Victor Tanco said reports of the Office of the Provincial Agriculturist (OPA) and the Bureau of Agricultural Statistics (BAS) help his administration formulate development plans and solve problems of the agriculture sector.
“We can create plans and solutions to problems occurring in our agricultural industry such as flooding and pests because of the right information given to us by the OPA and the BAS,” said Tanco.
One of the governor’s development agenda is “vibrant economy.”
Under this, the growth of the agricultural industry of the province is seen to be one of the key factors in achieving progress.
Currently, the OPA and BAS continue regularly monitoring the agricultural products in the province.
Eric Piansay, BAS agricultural statistics officer, said they conduct weekly and monthly monitoring on the production and price of agricultural products in the market.
“We also regularly coordinate with the (OPA) in monitoring the supply of agricultural products, particularly corn and rice grains,” said Piansay. (CPPB/PN)

ROXAS CITY, Jan. 23 (PIA) – The government’s food agency has called on Capiceño grains businessmen to renew their licenses.
National Food Authority Information Officer Jose Davila, Jr. disclosed that they have already started the processing of applications for renewal of licenses for grains business operation in Capiz.
Aside from the renewal of licenses, they are also accepting applications for licenses of new grains businessmen, he said.
Davila stressed that to facilitate these, their office has designed the clustering of grains business applicants per municipality.
According to him, the month of January has been assigned for the processing of licenses of businessmen from Cuartero, Dao and Dumarao towns.
“February has been allocated for the grains businessmen from Panay, Panitan and Pontevedra,” Davila said, adding that March is for President Roxas, Maayon and Pilar, and April is for Roxas City.
On the other hand, businessmen from Tapaz, Dumalag, Jamindan and Sigma could renew their licenses on May while those in Mambusao, Ivisan and Sapian could do said renewal in June.
Davila pointed out however, that new applicants could come to their office for the processing of their licenses anytime of the year.
He added that they are expecting to register more than a thousand grains retailers and wholesalers this year based on the 1,085 licensed grains traders in 2010.
Meanwhile, Davila urged those who would engage in grains trade to secure first the necessary permit or license before doing business to avoid penalties as well as inconveniences. (JBG/JCM-PIA6-Capiz)

About sa prospects sang SM and Robinsons, matyagan ko, mas maka una pa siguro ang robinsons sa Roxas City. Kay man, ang ila strategy daw pareho man sang gaisano, ga patindog sila mall sa mga lugar na wala sang SM, pareho sang tacloban and dumaguete. Sang una ang bacolod gin unahan man sang robinsons patindugan mall. I guess gusto nila na maka establish una sang presence sa mga lugar na wala SM para solo sang robinsons.

From what I've heard from some of my capiznon friends galing, may mga iban na government officials kuno na nagapamalabag sa pag sulod sang duwa ka mall na ini because may gina proteksyonan sila na interest. I don't know if this is true, but I hope they will realize na this is very counterproductive gid. Tani ma realize nila na kung mag sulod ang robinsons and SM sa roxas city, indi na sila kilanlan magpa iloilo pa para maka shop sa mga malls na ini, plus, mas madamo pa gid ang mga sinehan sa roxas. :cheers:

ROXAS City — People in this city should anticipate more projects and social services next year, Mayor Angel Alan Celino said in a press conference yesterday.
He said he plans to transfer jeepney and bus terminals and construct additional roads and bridges.
On the other hand, Councilor Julius Abela said the city government plans to convert the old Philippine Railway in Barangays 9, 10 and 11 proceeding to Adlawan, into parallel roads to ease traffic congestion on Roxas Avenue.
Abela is the chair of the Committee on Rules and Ordinance, and Good Government.
Councilor Erwin Sicad, chair of the Committee on Zoning and Land Use, vowed to strictly implement zoning ordinance by transferring junkshops and videoke bars from city proper to other areas.
He also vowed to revive the city's Incentive Tax Ordinance to give tax relief to new investors here.
Apart from the projects, the city will also have a new legal officer next year.
Acting City Legal Officer Luvim Amores wanted to venture to a different lucrative job, according to Celino.
Meanwhile, Celino said his administration remains transparent.
Earlier, Celino told local business sector here that he is not "anti-business."
He admitted, though, that he was initially uncomfortable facing this city's business sector due to his "hangover" on the elections in May this year.
But the mayor has come to his terms and said his acts must transcend politics.
During the May 2010 elections, most of the big-time businessmen here supported the reelection bid of then Mayor Vicente Bermejo of the Ugyon Kita Capiz. But Celino, under the Liberal Party, defeated him by a 686-vote margin.
"I am now extending my hand for reconciliation," said Celino, addressing business sector representatives during a consultative meeting sponsored by the Joint Chamber Office of the Roxas City Chinese Chamber of Commerce Inc. and the Capiz Halaran Chamber of Commerce and Industry (CHCCI).
"I am actually a business-friendly mayor. I was the author of the Roxas City Investment Code way back in 1995," he said.

ROXAS City — A watershed summit will be held in the province on March this year.
Organizers recently met at the Hall of Governors in the Provincial Capitol to discuss the preparations and other details regarding the event.
During the summit, Municipal Environment and Natural Resources officers are expected to present the status of watersheds in their respective municipalities.
The preservation and conservation of watersheds can help minimize flooding in some towns in Capiz, according to Dr. Jessica Salas, president of the Philippine Watershed Management Coalition Development Administration.
Gov. Victor Tanco assured the provincial government’s support to the activity.
The provincial government, he said, continuously monitors the condition of the 47 watersheds in Capiz through the Capiz Sustainable Development Council (CSDC), he said.
CSDC is composed of the Provincial Planning and Development Office, Bureau of Fisheries and Aquatic Resources, Philippine Information Agency, Capiz State University, Kiwanis, Fisheries and Aquatic Resources Management Council and the Provincial Disaster Coordinating Council. (CPPB/PN)

ROXAS City — People in this city should anticipate more projects and social services next year, Mayor Angel Alan Celino said in a press conference yesterday.
He said he plans to transfer jeepney and bus terminals and construct additional roads and bridges.
On the other hand, Councilor Julius Abela said the city government plans to convert the old Philippine Railway in Barangays 9, 10 and 11 proceeding to Adlawan, into parallel roads to ease traffic congestion on Roxas Avenue.
Abela is the chair of the Committee on Rules and Ordinance, and Good Government.
Councilor Erwin Sicad, chair of the Committee on Zoning and Land Use, vowed to strictly implement zoning ordinance by transferring junkshops and videoke bars from city proper to other areas.
He also vowed to revive the city's Incentive Tax Ordinance to give tax relief to new investors here.
Apart from the projects, the city will also have a new legal officer next year.
Acting City Legal Officer Luvim Amores wanted to venture to a different lucrative job, according to Celino.
Meanwhile, Celino said his administration remains transparent.
Earlier, Celino told local business sector here that he is not "anti-business."
He admitted, though, that he was initially uncomfortable facing this city's business sector due to his "hangover" on the elections in May this year.
But the mayor has come to his terms and said his acts must transcend politics.
During the May 2010 elections, most of the big-time businessmen here supported the reelection bid of then Mayor Vicente Bermejo of the Ugyon Kita Capiz. But Celino, under the Liberal Party, defeated him by a 686-vote margin.
"I am now extending my hand for reconciliation," said Celino, addressing business sector representatives during a consultative meeting sponsored by the Joint Chamber Office of the Roxas City Chinese Chamber of Commerce Inc. and the Capiz Halaran Chamber of Commerce and Industry (CHCCI).
"I am actually a business-friendly mayor. I was the author of the Roxas City Investment Code way back in 1995," he said.

ROXAS City — Despite an intensified information campaign by the Bureau of Fire Protection (BFP), millions-worth of properties were razed by fire last year.
Information Officer Marlon Garbo of the Roxas City BFP disclosed that their office recorded some P7.11-million worth of damages on properties last year.
Garbo said the estimates were based on the 124 reported fire incidents in this capital city and six other towns in the 1st District of Capiz, namely Panay, Pontevedra, Panitan, President Roxas, Pilar and Maayon.
Fire prevention activities and vigilance of everybody remain the top measures to tone down more fire incidents in the province, he said.
“This is why we continue conducting lectures and seminars and other advocacies in the schools and communities,” said Garbo.
Fire safety should be a top priority in every home, office or establishment as it could claim not only properties but lives as well, he explained.
He said last year, they conducted 27 lectures and seminars and 16 fire drills, especially in schools.
“Series of inspection activities in all government and private hospitals, schools, building, boarding houses and night spots were also done regularly last year,” he added.
Garbo cited some fire safety tips at home such as eliminating fire hazards through good housekeeping; keeping out of flammable materials such as gasoline, alcohol, paint and the like from the house; regular checking of electrical installations; and non-overloading of electrical circuits, among others. Zubiri eyes bridges to connect Visayas islands
ILOILO City – Sen. Juan Miguel Zubiri wants to connect all major Visayas islands via bridges.
His “One Visayas” vision, he says, will not only promote tourism but also strengthen the economy of the whole Visayas.
The bridges linking Panay, Guimaras, Negros, Cebu, Bohol, Leyte and Samar islands may be constructed via the Build Operate Transfer (BOT) scheme, he said.
Zubiri, proud of his Ilonggo roots, revealed his proposal to Iloilo Press Club President and business tycoon Rommel Ynion on Saturday during a visit to the media mogul’s residence in Puerto Real Subdivision, La Paz district.
According to Zubiri, he will soon deliver a privilege speech in the Senate about the One Visayas concept. He hopes to get the support of his fellow senators.
Through the bridges, the transfer of goods will be hastened but the expenses of doing so will be lessened, said Zubiri.
At present, goods are transported via airplanes or ships, incurring the traders lots of money, he said.
Zubiri also said the One Visayas concept may considered once changes to the present Constitution are effected and a shift to a federal form of government is pushed.
The One Visayas concept was first broached in 2009 by Gov. Gwendolyn Garcia of Cebu and former Gov. Salvacion Zaldivar-Perez of Antique. It aimed to close the gap among Visayan provinces via the shared cooperation of the Visayan provinces in the promotion of their cultures, arts and products.
“Instead of quarreling with the people in Manila, we in the Visayas regions started to look for the commonality in us, something that we can work on,” Perez had said.
Last March 11 to 14, 2010, Capiz province hosted the 2nd One Visayas Expo. The year before that, the expo was held in Cebu.
The Once Visayas concept covers the regions of Western Visayas, Central Visayas and Eastern Visayas. They have a combined 20 provinces.
The One Visayas project was formally agreed during a 2009 meeting in Iloilo City of the heads of the Regional Development Councils of Eastern, Central and Western Visayas.
But the idea of bridging major Visayas islands was first conceptualized in 2006 by then Gov. Joseph Marañon of Negros Occidental. He called it the “Trans-Visayas Friendship Bridge” project.
An ambitious project, Marañon had wanted a P10-billion foreign funding for its realization. He unfortunately died in March 2008 without realizing his dream of connecting with bridges the islands of Panay, Negros, Cebu, Mactan, Bohol and Leyte.
He dropped the island of Guimaras from the bridge network, claiming that building a bridge directly from Panay to Negros would be more cost-efficient.
As Marañon envisioned, it will start from Tomongtong point in EB Magaloña town in Negros Occidental to San Juan Point, Banate town in Iloilo on Panay island.
He wanted the Trans-Visayas Friendship Bridge to boost tourism, trade, commerce and investments in all three Visayas regions.
Panay, Negros Occidental and Guimaras islands make up the Western Visayas region while Cebu, Negros Oriental, Bohol and Siquijor island comprise Central Visayas.
On the other hand, Leyte and Samar islands make up the Eastern Visayas region./PN

ROXAS CITY, Jan. 25 (PIA) - The Roxas City Peace and Order Council (POC) has stepped up its efforts to ensure a secure and peaceful community for its residents here.
City mayor Angel Alan Celino stressed during the meeting of said special body last week that the council is very important in the planning activities as well as in the implementation of public peace and security programs.
“With a peaceful and orderly city, we can expect more businessmen and investors to come over and shell out their investments here, thus helping our economy,” Celino said.
Celino, who presided over said council meeting, also pointed out that the active participation of all the members are necessary to provide the best inputs for implementation.
During the discussions, he disclosed that he had also recommended to the Regional Director of the Philippine National Police and the Brigade Commander of the Philippine Army based in Dingle, Iloilo for approval of the three accredited non-government organizations/civic organizations to become members of said council.
Said organizations include the Panay Radio Communication, REACT-Philippines and the Capiz Volunteers Assistance Team.
The Roxas City’s POC was reorganized last year after Celino had issued Executive Order No. 09, series of 2010 dated November 9, 2010.
The reorganization of the local POCs is in accordance with Executive Order No. 773 of then President Gloria Macapagal-Arroyo which directs the further reorganization of said council at all levels.
Subscribing to the goal of putting an end to the disruption and violation of human rights by criminal and other lawless elements of the society, Capiz Governor Victor Tanco had likewise issued Executive Order No. 45, series of 2010. (JCM/JBG-PIA6-Capiz)

ROXAS CITY, Jan. 25 (PIA) – The city government here is putting in place a group that would hear and decide cases against erring officers and members of the Philippine National Police.
Roxas City mayor Angel Alan Celino disclosed that he is ready for the signing of an executive order which creates the Roxas City People’s Law Enforcement Board (PLEB).
Celino said that the board is a five-man team composed of individuals coming from the different sectoral groups.
He said that the members of the PLEB, who will elect among themselves its chairperson, include City Councilor Julius Abela, former City Prosecutor Victor Posadas, Liga nga mga Barangay representative Francisco Calinao, Capiz Banker’s Association president Jose Aligno, Jr. who represents the non-government organization, and Roxas City Parents and Teachers Association Federation president Cecilia Palomar.
On the other hand, City Interior and Local Government director Clyne Deocampo explained that the establishment of said board is in accordance with Section 43 of Republic Act 6975 as amended by RA 8551 which establishes the PNP under the reorganization of the DILG.
Deocampo said that under said law, the members of the PLEB will have a three-year term of office from the date of their assumption.
She pointed out that members of said board can be removed from their office with just cause and after deliberation by the Roxas City Peace and Order Council.
Deocampo also stressed that the jurisdiction of the PLEB is to hear and decide citizens complaints filed before it against erring police officers in the city.

(Updated 3:56 p.m.) At least two people were killed and 17 were wounded in a bus explosion along Epifanio delos Santos Avenue (EDSA) in Makati City on Tuesday.
A report on dzBB quoted Senior Superintendent Froilan Bonifacio, Makati Police chief, as saying that two people were killed in the blast inside a Newman Goldliner air-conditioned bus (TXJ-710) shortly before 2 p.m.
It was the second bus-related incident since Monday, when rush-hour traffic along the elevated Manila-bound portion of Skyway was snarled after a passenger bus caught fire.
Reports reaching Malacañang said the blast was caused by an explosive device placed inside the vehicle.
“The cause of the explosion is that it was some sort of explosive device placed in the vicinity of the middle of the bus," said presidential spokesman Edwin Lacierda in a text message.
He said the information came from the ground commander of the Metropolitan Manila Development Authority (MMDA).
Lacierda said authorities have yet to determine the exact type of the explosive device used. He said the area has been secured as the police are now conducting an investigation.
“We are being updated should there be any change to these preliminary reports," he said.
The dzBB report said the incident occurred near the corner of EDSA and Buendia Avenue, near the Metro Rail Transit (MRT) station.
Those injured were rushed to the Ospital ng Makati and to St. Luke's Medical Center in Taguig City.
Interviewed by radio dzBB, MMDA Chairman Francis Tolentino said at least one of the passengers had to have one leg amputated. "Ang initial report may naputulan na leg ang isang pasahero (Initial reports showed one of the passengers had to have one leg amputated)," he said.
One of the passengers, identified as Mark Acal, said the explosion may have occurred at the bus' middle part. "Di napapansin ng pasahero kasi nanonood ng TV. Ang bus galing MRT station Buendia nang sumabog (We did not notice the explosion immediately because we were watching television on the bus)," he said.
He said the bus conductor was among those injured.

From what I've heard from some of my capiznon friends galing, may mga iban na government officials kuno na nagapamalabag sa pag sulod sang duwa ka mall na ini because may gina proteksyonan sila na interest. I don't know if this is true, but I hope they will realize na this is very counterproductive gid. Tani ma realize nila na kung mag sulod ang robinsons and SM sa roxas city, indi na sila kilanlan magpa iloilo pa para maka shop sa mga malls na ini, plus, mas madamo pa gid ang mga sinehan sa roxas. :cheers:

Zubiri eyes bridges to connect Visayas islands
ILOILO City – Sen. Juan Miguel Zubiri wants to connect all major Visayas islands via bridges.
His “One Visayas” vision, he says, will not only promote tourism but also strengthen the economy of the whole Visayas.
The bridges linking Panay, Guimaras, Negros, Cebu, Bohol, Leyte and Samar islands may be constructed via the Build Operate Transfer (BOT) scheme, he said.
Zubiri, proud of his Ilonggo roots, revealed his proposal to Iloilo Press Club President and business tycoon Rommel Ynion on Saturday during a visit to the media mogul’s residence in Puerto Real Subdivision, La Paz district.
According to Zubiri, he will soon deliver a privilege speech in the Senate about the One Visayas concept. He hopes to get the support of his fellow senators.
Through the bridges, the transfer of goods will be hastened but the expenses of doing so will be lessened, said Zubiri.
At present, goods are transported via airplanes or ships, incurring the traders lots of money, he said.
Zubiri also said the One Visayas concept may considered once changes to the present Constitution are effected and a shift to a federal form of government is pushed.
The One Visayas concept was first broached in 2009 by Gov. Gwendolyn Garcia of Cebu and former Gov. Salvacion Zaldivar-Perez of Antique. It aimed to close the gap among Visayan provinces via the shared cooperation of the Visayan provinces in the promotion of their cultures, arts and products.
“Instead of quarreling with the people in Manila, we in the Visayas regions started to look for the commonality in us, something that we can work on,” Perez had said.
Last March 11 to 14, 2010, Capiz province hosted the 2nd One Visayas Expo. The year before that, the expo was held in Cebu.
The Once Visayas concept covers the regions of Western Visayas, Central Visayas and Eastern Visayas. They have a combined 20 provinces.
The One Visayas project was formally agreed during a 2009 meeting in Iloilo City of the heads of the Regional Development Councils of Eastern, Central and Western Visayas.
But the idea of bridging major Visayas islands was first conceptualized in 2006 by then Gov. Joseph Marañon of Negros Occidental. He called it the “Trans-Visayas Friendship Bridge” project.
An ambitious project, Marañon had wanted a P10-billion foreign funding for its realization. He unfortunately died in March 2008 without realizing his dream of connecting with bridges the islands of Panay, Negros, Cebu, Mactan, Bohol and Leyte.
He dropped the island of Guimaras from the bridge network, claiming that building a bridge directly from Panay to Negros would be more cost-efficient.
As Marañon envisioned, it will start from Tomongtong point in EB Magaloña town in Negros Occidental to San Juan Point, Banate town in Iloilo on Panay island.
He wanted the Trans-Visayas Friendship Bridge to boost tourism, trade, commerce and investments in all three Visayas regions.
Panay, Negros Occidental and Guimaras islands make up the Western Visayas region while Cebu, Negros Oriental, Bohol and Siquijor island comprise Central Visayas.
