A future mall is also envisioned to be part of the complex. The planned integrated hospital, hotel and mall complex will serve clients from Roxas City and Capiz province, and the northern part of Panay Island in the Western Visayas region, including the surrounding provinces of Iloilo, Aklan, Antique and Masbate, Boracay island in Aklan, as well as the northern part of Palawan which is also nearby.

The facility will be at the heart of a 30-hectare complex owned by the Proponents, located in Brgy. Banica, Roxas City. The entire property is envisaged for development into a fully sufficient community with areas earmarked for a nursing and medical training school, housing for medical practitioners, a retirement village, residential subdivision, and commercial establishments.

The Health Centrum, Inc. is the corporate entity which will own and operate the hospital, hotel, and mall. The required permits and clearances are already underway for the project to run in full swing by the third quarter of 2011.

The main proponent of the project is Dr. Abundio A. Balgos, a seasoned and noted medical practitioner currently based in Manila but who will relocate his practice to Roxas City when the project starts operations. Dr. Balgos envisions Roxas City to be a potential major seat of medical advancement in Western Visayas. He and members of the Balgos Family of Capiz, their family-run Atila Balgos Foundation, Inc., as well as the individual Medical Specialists who will be practicing in the hospital, and some businessmen are the initial investors in the project.

Zubiri eyes bridges to connect Visayas islands

ILOILO City – Sen. Juan Miguel Zubiri wants to connect all major Visayas islands via bridges.

His “One Visayas” vision, he says, will not only promote tourism but also strengthen the economy of the whole Visayas.

The bridges linking Panay, Guimaras, Negros, Cebu, Bohol, Leyte and Samar islands may be constructed via the Build Operate Transfer (BOT) scheme, he said.

Zubiri, proud of his Ilonggo roots, revealed his proposal to Iloilo Press Club President and business tycoon Rommel Ynion on Saturday during a visit to the media mogul’s residence in Puerto Real Subdivision, La Paz district.

According to Zubiri, he will soon deliver a privilege speech in the Senate about the One Visayas concept. He hopes to get the support of his fellow senators.

Through the bridges, the transfer of goods will be hastened but the expenses of doing so will be lessened, said Zubiri.

At present, goods are transported via airplanes or ships, incurring the traders lots of money, he said.

Zubiri also said the One Visayas concept may considered once changes to the present Constitution are effected and a shift to a federal form of government is pushed.

The One Visayas concept was first broached in 2009 by Gov. Gwendolyn Garcia of Cebu and former Gov. Salvacion Zaldivar-Perez of Antique. It aimed to close the gap among Visayan provinces via the shared cooperation of the Visayan provinces in the promotion of their cultures, arts and products.

“Instead of quarreling with the people in Manila, we in the Visayas regions started to look for the commonality in us, something that we can work on,” Perez had said.

Last March 11 to 14, 2010, Capiz province hosted the 2nd One Visayas Expo. The year before that, the expo was held in Cebu.

The Once Visayas concept covers the regions of Western Visayas, Central Visayas and Eastern Visayas. They have a combined 20 provinces.

The One Visayas project was formally agreed during a 2009 meeting in Iloilo City of the heads of the Regional Development Councils of Eastern, Central and Western Visayas.

But the idea of bridging major Visayas islands was first conceptualized in 2006 by then Gov. Joseph Marañon of Negros Occidental. He called it the “Trans-Visayas Friendship Bridge” project.

An ambitious project, Marañon had wanted a P10-billion foreign funding for its realization. He unfortunately died in March 2008 without realizing his dream of connecting with bridges the islands of Panay, Negros, Cebu, Mactan, Bohol and Leyte.

He dropped the island of Guimaras from the bridge network, claiming that building a bridge directly from Panay to Negros would be more cost-efficient.

As Marañon envisioned, it will start from Tomongtong point in EB Magaloña town in Negros Occidental to San Juan Point, Banate town in Iloilo on Panay island.

He wanted the Trans-Visayas Friendship Bridge to boost tourism, trade, commerce and investments in all three Visayas regions.

Panay, Negros Occidental and Guimaras islands make up the Western Visayas region while Cebu, Negros Oriental, Bohol and Siquijor island comprise Central Visayas.

On the other hand, Leyte and Samar islands make up the Eastern Visayas region./PN

The Spanish colonial era cemetery entrance in Roxas City is elegant and one of the most beautiful in the country

The first time I saw this cemetery entrance when I visited the Roxas City Catholic cemetery in Capiz, I was awed by its elegance and size. It is huge compared with the others that I have seen to date. While the one in Janiuay in Iloilo is considered the grandest with three gates atop a flight of stairs and a series of wrought iron grills, this one tops them all as far as beautiful gates are concerned.
The cemetery entrance used to be a covered structure, similar to the simple one in Duero, Bohol, but with only the facade and two pillars remaining. It has three portals with the center bigger than the two flanking it. Atop the center portal is a bas relief of a cross with rays and a series of discs surrounding it while two blind occuli sit beside it and are above the two side portals.
The structure is topped with a triangular pediment with an empty central niche flanked with floral bas reliefs and this is supported with decorative columns with corinthian capitals. I’m not really so sure about the purpose of this structure and why it is covered. From the front, one can see the beautifulcemetery chapel at the center.

Roxas City Capiz - Explore the "Seafood Capital of the Philippines"

Nine potential tourist attractions of Roxas City Capiz, the so-called places of interest, were identified through the Sangguniang Panlungsod's Committee on Tourism chaired by Vice Mayor Ronnie Dadivas in line with the city government's tourism program.

Dadivas identified these potential tourist spots as the Lighthouse in Barangay Culasi, the Moro Tower (Ford's Point) in Sitio Lawis in Barangay Baybay, the Cadimahan River, the Culajao Eco-park, the Vermi Demo Site (Vermi Compost) in Barangay Sibaguan, the Hortus Botanicos in Barangay Milibili, the Capiz National High School, the birth place of President Manuel Acuña-Roxas in Zamora corner Rizal Streets and the Balay Kapisnon on McKinley Street.
The Vice Mayor's office facilitated a one-day tour to these heritage sites, cultural landmarks and other potential tourist attractions. The participants were later asked to share their insights, observations and recommendations to improve certain destinations.

Dadivas also disclosed the "beautification" of Arnaldo Boulevard in Roxas City Capiz, it being the show window of the city. Already, palm trees have been planted at the center of the road. More plants of various species will be planted on both sides of the boulevard.

During the tour, the first place to be visited was the Lighthouse near the Philippine Coast Guard Station in Barangay Culasi. After the short trek, the group negotiated the 36-step ladder leading to the Lighthouse peak or the viewing area.

The Moro Tower at Ford's Point in Barangay Baybay was the second site visited. Like the Lighthouse, the elevated location of the Moro Tower afforded the group a glance of the majestic view of the Visayan Sea and the long coastline of Baybay beach.

Next stop was the Cadimahan River. From the boat station in Barangay, the group took off from a floating Cabaña being towed by fishing motor boat. The entire river tour took two hours to complete, with members of the Lawis Baybay Small Fisherfork Association of Roxas City Capiz (LABSFAR) giving entertainment and information on the various marine species found in the area as well as on the importance of keeping the river free from pollution and other illegal structures.

The fourth destination was the Culajao Mangrove Eco-Park, which was adjudged as the Best Eco-Tourism Product in Western Visayas during the Regional Tourism Assembly in 2009.

From the park's designated area, the group proceeded to the station and boarded the floating Cabaña that can accommodate 30 persons. Manually maneuvered by crews aided by long bamboos, the trip to the main station of the Eco-Park took around 25 minutes. There was an orientation on how the EcoPark was conceptualized and transformed into reality by members of the Katunggan sa Culajao Salbaron Association (KACUSA) Inc.

The group's next visit was the old ancestral house of President Manuel Acuña Roxas in Zamora corner Rizal Sts. A Roxas relative, lawyer Mike Albar, played host and tour guide. There had been negotiations for the government to acquire the property and transform it into a cultural landmark.

The group's sixth destination was the Vermiculture project of the Roxas City Capiz Agriculture Office in Barangay Sibaguan.

Hortus Botanicos in Barangay Milibili was the next place explored by the group where plants of different species are grown.

The last two places visited were the Capiz National High School, which is one of the oldest schools in the city used as a major garrison by the Japanese Imperial Army during the war and the Balay Kapisnon on McKinley Street.

Strategically located at the foot of the historic Capiz Arc Bridge, the Balay Kapisnon, which started its operation in 1997, also houses the City Tourism and Development Office and the Roxas City Capiz Multipurpose Cooperative, Inc. (SSH'10 Publicity & Promotions Committee)

in Roxas Capiz, is The Health Centrum, the first ever medical tourism facility in the Western Visayas region. Capitalizing on the growing popularity of the medical hotel facility or hospitel concept, and backed by the results of studies conducted, the proposal is to establish a 100-bed capacity tertiary hospital with an adjoining hotel. A future mall is also envisioned to be part of the complex. The planned integrated hospital, hotel and mall complex will serve clients from Roxas City and Capiz province, and the northern part of Panay Island in the Western Visayas region, including the surrounding provinces of Iloilo, Aklan, Antique and Masbate, Boracay island in Aklan, as well as the northern part of Palawan which is also nearby.

The facility will be at the heart of a 30-hectare complex owned by the Proponents, located in Brgy. Banica, Roxas City. The entire property is envisaged for development into a fully sufficient community with areas earmarked for a nursing and medical training school, housing for medical practitioners, a retirement village, residential subdivision, and commercial establishments.

The Health Centrum, Inc. is the corporate entity which will own and operate the hospital, hotel, and mall. The required permits and clearances are already underway for the project to run in full swing by the third quarter of 2011.

The main proponent of the project is Dr. Abundio A. Balgos, a seasoned and noted medical practitioner currently based in Manila but who will relocate his practice to Roxas City when the project starts operations. Dr. Balgos envisions Roxas City to be a potential major seat of medical advancement in Western Visayas. He and members of the Balgos Family of Capiz, their family-run Atila Balgos Foundation, Inc., as well as the individual Medical Specialists who will be practicing in the hospital, and some businessmen are the initial investors in the project.

Roxas City Capiz - Explore the "Seafood Capital of the Philippines"

Nine potential tourist attractions of Roxas City Capiz, the so-called places of interest, were identified through the Sangguniang Panlungsod's Committee on Tourism chaired by Vice Mayor Ronnie Dadivas in line with the city government's tourism program.

Dadivas identified these potential tourist spots as the Lighthouse in Barangay Culasi, the Moro Tower (Ford's Point) in Sitio Lawis in Barangay Baybay, the Cadimahan River, the Culajao Eco-park, the Vermi Demo Site (Vermi Compost) in Barangay Sibaguan, the Hortus Botanicos in Barangay Milibili, the Capiz National High School, the birth place of President Manuel Acuña-Roxas in Zamora corner Rizal Streets and the Balay Kapisnon on McKinley Street.
The Vice Mayor's office facilitated a one-day tour to these heritage sites, cultural landmarks and other potential tourist attractions. The participants were later asked to share their insights, observations and recommendations to improve certain destinations.

Dadivas also disclosed the "beautification" of Arnaldo Boulevard in Roxas City Capiz, it being the show window of the city. Already, palm trees have been planted at the center of the road. More plants of various species will be planted on both sides of the boulevard.

During the tour, the first place to be visited was the Lighthouse near the Philippine Coast Guard Station in Barangay Culasi. After the short trek, the group negotiated the 36-step ladder leading to the Lighthouse peak or the viewing area.

The Moro Tower at Ford's Point in Barangay Baybay was the second site visited. Like the Lighthouse, the elevated location of the Moro Tower afforded the group a glance of the majestic view of the Visayan Sea and the long coastline of Baybay beach.

Next stop was the Cadimahan River. From the boat station in Barangay, the group took off from a floating Cabaña being towed by fishing motor boat. The entire river tour took two hours to complete, with members of the Lawis Baybay Small Fisherfork Association of Roxas City Capiz (LABSFAR) giving entertainment and information on the various marine species found in the area as well as on the importance of keeping the river free from pollution and other illegal structures.

The fourth destination was the Culajao Mangrove Eco-Park, which was adjudged as the Best Eco-Tourism Product in Western Visayas during the Regional Tourism Assembly in 2009.

From the park's designated area, the group proceeded to the station and boarded the floating Cabaña that can accommodate 30 persons. Manually maneuvered by crews aided by long bamboos, the trip to the main station of the Eco-Park took around 25 minutes. There was an orientation on how the EcoPark was conceptualized and transformed into reality by members of the Katunggan sa Culajao Salbaron Association (KACUSA) Inc.

The group's next visit was the old ancestral house of President Manuel Acuña Roxas in Zamora corner Rizal Sts. A Roxas relative, lawyer Mike Albar, played host and tour guide. There had been negotiations for the government to acquire the property and transform it into a cultural landmark.

The group's sixth destination was the Vermiculture project of the Roxas City Capiz Agriculture Office in Barangay Sibaguan.

Hortus Botanicos in Barangay Milibili was the next place explored by the group where plants of different species are grown.

The last two places visited were the Capiz National High School, which is one of the oldest schools in the city used as a major garrison by the Japanese Imperial Army during the war and the Balay Kapisnon on McKinley Street.

Strategically located at the foot of the historic Capiz Arc Bridge, the Balay Kapisnon, which started its operation in 1997, also houses the City Tourism and Development Office and the Roxas City Capiz Multipurpose Cooperative, Inc. (SSH'10 Publicity & Promotions Committee)

Despite having major oyster festivals in common, it is unlikely that any twinning arrangement between Galway and Roxas City in the Philippines will take place.

A story appeared in the Philippino media and blogs this week, saying that the Philippino Ambassador to Ireland Ariel Y Abadilla had approached the Galway City Council with a view towards the twinning arrangement.

Roxas City hosts the annual Sinadya sa Halaran oyster-opening contest, which is similar to the Galway Oyster Festival. According to the report on www.mukamo.com, Mr Abadilla said if a twinning arrangement is approved “an appropriate government official and business delegation from this city will go to Galway in mid-September next year”.

The Galway City Council has confirmed to the Galway Advertiser that approaches have been made to it with a view to establishing a twinning arrangement.

“We are aware of this and tentative approaches have been made,” a spokesperson said, “but City Hall is not in a position to pursue it at the moment.”

It is understood City Hall will not be pursuing the proposal in the near future owing to the constraint on finances in the current economic climate.

Also the council is currently focused on maintaining and strengthen its current twinning arrangements with other cities, and developing the recently established ties with Qingdao in China.

Capiz schools ready for early enrollment on Jan. 29

ROXAS CITY, Jan. 26 (PIA) – Public school teachers in Capiz are now ready to enroll more incoming students for the next school year.
Capiz Schools Division Information Officer Alan Vincent Altamia of the Department of Education disclosed that they continue to step up their advocacy efforts for the Early Registration Day on January 29, 2011.
He said that the government initiative of enrolling pre-school children, incoming grade one and incoming first year students for school year 2011-2012 is pursuant to DepEd Order No. 2, series of 2011.

Altamia stressed that the early enrollment aims to reach more children, provide every child with his/her right to quality education, thus achieving the Millennium Development Goals in education.

“With this move, we hope that we would be able to increase our school participation rate and leave no Capiceño child out of school,” he said.
Altamia also pointed out that in this year’s early registration day, they would only be enrolling the names of the incoming school children, however, the documents such as live birth, report card and other certification will only be required in June.

Accordingly, children who are born on October 31, 2006 or earlier are eligible for early enrolment in kindergarten while those who are born on October 31, 2005 or earlier, with or without Kindergarten experience are eligible for Grade One, he said.

In the secondary level, students who are not presently enrolled in Grade Six but have completed this grade level and who want to be enrolled in first year high school are required to present their Grade VI report card to the Teacher-in-Charge of the registration.

However, if the report card is not available, a signed Certification of Report by the parent/guardian could be presented, Altamia explained.

Data show that Capiz schools division has a total of 8,236 preschool children, 85,750 elementary pupils and 46,073 high school students who are currently enrolled in the public schools in the entire province. (JSC/JBG/PIA6 Capiz)

A story appeared in the Philippino media and blogs this week, saying that the Philippino Ambassador to Ireland Ariel Y Abadilla had approached the Galway City Council with a view towards the twinning arrangement.

Roxas City hosts the annual Sinadya sa Halaran oyster-opening contest, which is similar to the Galway Oyster Festival. According to the report on www.mukamo.com, Mr Abadilla said if a twinning arrangement is approved “an appropriate government official and business delegation from this city will go to Galway in mid-September next year”.

The Galway City Council has confirmed to the Galway Advertiser that approaches have been made to it with a view to establishing a twinning arrangement.

“We are aware of this and tentative approaches have been made,” a spokesperson said, “but City Hall is not in a position to pursue it at the moment.”

It is understood City Hall will not be pursuing the proposal in the near future owing to the constraint on finances in the current economic climate.

Also the council is currently focused on maintaining and strengthen its current twinning arrangements with other cities, and developing the recently established ties with Qingdao in China.

Feature: Roxas City, Seafood Capital of the Philippines

Building a name to establish one’s identity is a challenging task. In the business world, every firm envisions to create a brand or an image that would identify itself and put it high above its competitors. This was the challenge that Roxas City faced when it first launched its claim to the title, the “Seafood Capital of the Philippines”.

Blessed with an abundance of marine products both inland and on sea, the Roxas City government wanted to position and market itself as a seafood paradise, a place where one can indulge in seafood-trip to lure local and foreign tourists and attract investors. However, owning a title as big as the “Seafood Capital of the Philippines” is a tough job even for a city named after its most illustrious son, President Manuel A. Roxas.

Claiming the title is one thing, sustaining it over time is another. Nevertheless, it did not deter the local government from pursuing the vision.

Capitalizing on its rich natural endowments, the city government articulated clearly its strategic marketing message with strong conviction and unreserved confidence. Its effort was not only focused on external marketing and promotion but most importantly, internally – making the people own the title with pride and living it responsibly. This was the first step towards sustainability: educating the people to protect, nurture and care for their innate resources.

As tons and tons of fresh, frozen, and processed seafood products such as oysters, crabs, prawns, milkfish, sea bass or groupers, and angel wings are airlifted regularly to Metro Manila, the claim of Roxas City to the title is solidified. The distinct taste and quality of Roxas City’s seafood can now be found in the kitchens and tables of big hotels and first class restaurants in Metro Manila.

Likewise, truckloads of assorted dried fish are also shipped daily to big Chinese traders in Divisoria and Balut, Tondo through the Roll-On-Roll-Off (RORO) facility. The RO-RO and the implementation of the One Town One Product (OTOP) – Philippines program indeed boosted the development of the aquamarine industry.

The collective efforts of the local government, national government agencies, non-government organizations, and most importantly, of the whole community is succeeding as undeniably, they were able to connect the tagline with the place and with the people and were able convert its claim to reality.

Perfect fit program

If there is one program that is tailor-suited to the above program of the city government, it is the OTOP-Philippines program. Launched by the Department of Trade and Industry (DTI) – Capiz Provincial Office and the Provincial Micro Small and Medium Enterprises Development (PMSMED) Council in 2005, top city officials were among those who attended it. For them, what could be more perfect fit for their marketing campaign than the OTOP program? Now, they have a convergence of both the relevant government agencies and non-government agencies as partners in propagating it.

Perfect fit, indeed! Through a resolution unanimously passed by the Sangguiniang Panglungsod, it reconfirmed its claim to the title with the selection of Fresh and Processed Seafoods as its OTOP. Working closely and hand-in-hand with the DTI and many other relevant government agencies and non-government institutions, it endeavored to push the development of the whole industry, including its many sub-sectors.

In 2006, a year after the OTOP Program was launched in Capiz, Roxas City initiated a program aimed at reviving “Diwal” or Angel Wings. This highly prized shellfish vanished from the seas of Roxas City due to lack of education on the part of the harvesters. With the assistance of various organizations and the academe, a seeding/replanting program was implemented. This project became successful and to celebrate its success, the city government mounted the Diwal Harvest in July 2007. The festival date was coincided with the celebration of the MSME Week.

For Mr. Albert Ching Go, president of the Roxas City Diwal Divers Association, and for its more than a hundred members, the bad experience should never happen again. They have learned their lessons the hard and difficult way and they would not allow it to be repeated. Thanks to the help and assistance of relevant government agencies, particularly the City Agriculturist Office, they are now educated on the proper way and right time of harvesting diwal.
They have also imbibed that high sense of respect for its seasonality, its total environment down under. Its near extinction has taught them that when they care, nurture, and protect these gifts of nature, they are also protecting themselves and their posterity.

One product, one village

Less than six kilometers away from the city proper going north is a small coastal barangay with about 800 households named Dumolog. It has a projected population of 3,823 with a total land area of 67.1654 hectares.
Entering the place, one will be assailed by a strong smell of drying fish. Your eyes will also be overwhelmed by the site of hundreds and hundreds of bamboo trays or “kapil” lining the road on both sides full of drying fishes. Along the beach, especially in the afternoon, you will also see a few fishing boats resting. If you are lucky, you can catch fishermen as they slowly make their way to the shoreline to unload their day’s catch.

As the sun slowly recedes in the horizon and darkness blankets the area, the barangay is brightened up by the lights from ten-wheeler trucks queuing along its narrow road. This is loading time for the traders. Ever since the operation of the RO-RO in Roxas City, dried fish traders here in Brgy. Dumolog are shipping out every day truckloads of dried fish for Manila. In fact, the barangay has already become famously synonymous to its dried fish products all over the province. One thing sure about the Dumolog dried fish is that processors here use only the freshest of fish. In addition, its saltiness is just right. It is of small wonder then that Chinese traders in Manila prefer Dumolog dried fish over the others.

Almost 80% of barangay residents here are dependent upon this industry for their livelihood either as a subsistence fisherman, fishing vessel operator, fish trader (fresh or dried) or as worker. Even carpenters who are making the wooden crates and bamboo trays. This industry is their life. During peak months, a processor can consume between 50-100 sacks of salt in one day depending on the volume of fish he/she has on hand, employing 3-5 persons. According to Brgy. Captain Rodelio Artillero, there are about 70 dried fish processors-cum-traders in his barangay classified into two categories, micro and big. The micro ones usually market their products locally or within Panay Island only while the bigger ones sell theirs solely to traders in Manila.
Many stories of success abound in this small barangay but the most well known of all was about the Degollado family. It tells of a father who started out as a tuba gatherer while the mother was a plain housewife. As their family grew, the couple found it hard to make both ends meet so they decided to engage in dried fish processing/trading. They started out by getting on consignment basis the catch of their neighbors, which in turn they processed and sell to the city market.

Through hardwork, persistence, and industry, they were able to expand their business and send all their 13 children to college. God rewarded their hardships, as all their children became successful professionals. The couple was able to produce a pilot, doctor, nurse, educator, priest, top government executive, seaman, etc. In the barangay, they became known as the family with almost complete professional line up. Name it, they have it, so they say. The family has even received an award from a national organization as one of the Most Outstanding Families in the country.

For Barangay Dumolog, the Degollado Family is a living example of how the dried fish village industry nurtures its people. Hopefully, the community, particularly those directly involved in the industry would also nurture it back so that they can pass it on to the next generation. (KEN/JSC/AAL-PIA 6 Capiz)

Roxas City's major mode of transportation are tricycles, these can take you to any part of the city at a very cheap rate.

Celino to name new city legal officer soon

ROXAS City — This city’s chief executive will name the new city legal officer soon.

Mayor Angel Alan Celino will choose among the three candidates to replace former Acting City Legal Officer Atty. Luvim Amores.

They were retired Judge Roger Patricio, and lawyers Faustino Rojas and James Bereber.

Patricio was a retired Regional Trial Court judge in Iloilo, while Rojas and Bereber were well-known legal luminaries in the province.

Amores resigned from post resigned in December last year to concentrate on law practice.

Celino appointed Amores as acting city legal officer upon the former’s assumption in July last year.

Due to her lack of five years of legal practice, Amores was only appointed in an acting capacity.

The Civil Service Commission (CSC) requires five years of law practice for someone to be appointed as a government legal officer.

During her six-month stint, Amores was criticized for having not met the requirements of the CSC.

Amores prepared about four criminal charges filed by this city government against former Mayor Vicente Bermejo before the Office of the Ombudsman for alleged anomalies.

Some department heads and village officials were also tagged in the charges.

In another development, Celino vowed to strictly implement this city’s anti-truancy ordinance, which was passed about a decade ago.

The mayor has received numerous complaints on some minors frequenting Internet shops and drinking bars instead of attending classes./PN

It's good to see you guys here sa roxas city and capiz thread. Suportahan ta gid ni ang isa sa mga cuidad sa isla sang panay. Roxas city is a big market gid na daan for iloilo city's products, goods and services, so the wealthier and more visible roxas city is, the better the trade and commercial transactions with iloilo city.

A wealthy roxas city would mean a higher volume of trade with iloilo city and a better value, better quality in the goods and products going back and forth with iloilo city.

Ang roxas ni, ari na gid ni ya sa isla ta, ti dapat suportahan gid ini.

both cities are definitely moving forward .. Panay Island is really on its upswing mood. Of course, indi pagkalimti ang Kalibo, not city, but has the income bigger than other ctities in the country. Passi City will surely develop as the time goes by basta padayon lang promote sang Passi City government sa mga investors.

Roxas is slowly waking up, too, and catching developments with other cities of the region. I hope to see more projects nga i-build sa Roxas and Capiz.

i don't know kung sin-o ang developer pero I think ara ang iban nga details sa previous threads. Try lang visit ang archives. Puwede gid tuod kabulig ang remittances sang mga OFWs sa Capiz in terms of capitalisation and all.

Roxas City intensifies campaign vs. "hot meat"

ROXAS CITY, Capiz, Jan. 27 (PIA) – Sixty-one kilograms of “hot meat” were confiscated by the Roxas vity veterinarian’s office from the various public markets here as part of its campaign to stop illegal operation of meat traders.
“We want to make sure that the meat sold in the market were inspected,” said Roxas City Veterinarian Dante Corros in an interview over a local radio station.
He added that the confiscated “hot meat” were from the public markets of Burgos Talipapa and Barangays Dayao, Banica, Cagay, Loctugan and Adlawan.
However, he clarified that the confiscated meat were still suitable for consumption but lacked necessary inspection documents.
Meanwhile, the city’s slaughterhouse has earned about P850,000 aside from the collectibles due for the economic enterprise last year. (JSC/AAL-PIA 6 Capiz)

RP-German tie-up
to boost economy

ROXAS City – An inter-country initiative to improve the local business and investment climate (BIC) in Capiz is underway.

Capiz Trade and Industry Provincial Director Rebecca Rascon disclosed that this country and the Federal Republic of Germany are now converging their effort to help improve the Philippine BIS for the small and medium enterprise (SME).

An orientation workshop for local business, entrepreneurs and national agencies will signal the start of the implementation of the Small and Medium Enterprise Development for Sustainable Employment Program (SMEDSEP) in Capiz, she said.

The activity, which is set on March 23 in Roxas City , will be conducted by the German Agency for Technical Cooperation (GTZ) and Department of Trade and Industry (DTI)
Rascon explained that SMEDSEP is a technical cooperation project between the Philippines and Germany until 2011.

The project, she said, will facilitate the development and replication of sustainable models for improving the local business climate, especially for the SMEs in the Visayas.

According to her, the main components of the program include the harmonization of the National SME Development Plan and promotion and replication of good practices for improving the local business and investment climate.

Rascon stressed that said components will contribute to the country’s sustainable development by bringing in both economic and social benefits while maintaining ecologically-sound development in all settings.

She said that this is one government effort that would result in job generation and improved income that would eventually result in poverty reduction.

Gov’t lending arm grants P3.6M loan to SMEs

ROXAS City – The Small Business Guarantee Finance Corporation (SBGFC) has granted loans to small and medium enterprises (SMEs) in Capiz amounting to more than P3.6 million.

Capiz Trade and Industry Provincial Director Rebecca Rascon also said the government financing arm also extended loans to Department of Trade and Industry (DTI) employees as part of the government’s re-lending program.

The new livelihood loan program aims to reach the country’s more than one million government workforce, with each employee expected to avail of a P5,000 initial loan.

Government employees are expected to avail themselves of second income opportunities.

With the government’s setting aside of P1 billion fund for the Puhunang Pangnegosyo Para sa Kawani ng Gobyerno, government employees will more likely become micro-entrepreneurs.

President Gloria Macapagal-Arroyo said that with the new package of benefits for government employees, they would be able to put up their own businesses as 2nd income opportunities through the new credit window.

The new loan facility is part of the social payback to the people after the government implemented radical revenue measures that have contributed to the present lofty standing of the Philippine economy, the President said.

The President said that the loans will be in the form of wholesale lending by government financing institutions namely, the People’s Credit and Finance Corporation, Development Bank of the Philippines, Land Bank of the Philippines and Quedan Corporation.

Said loan could also be availed of from the national Livelihood Support Fund and Small Business Guarantee Finance Corporation (SBGFC) with government employee cooperatives and associations as their retail institutions.

Antibiotic potential of fish brings
world honor to ‘Seafood Capital’

ROXAS City – A member of Class 2007 of Capiz National High School (CNHS) here made his alma mater and fellow Capiceños proud by winning a major award in the 2007 International Science and Engineering Fair (ISEF) held May 14-19 in Albuquerque, New Mexico.

Sixteen-year-old Melvyn Carlo Barroa, who graduated from CNHS in March this year, won the Fourth Grand Award in the Microbiology Category in the world’s largest pre-college science competition for his study that explored the potential of fish mucus as an antibiotic.

Narcisa Artates, School Principal IV of CNHS, said she is proud of the achievement of her student because it also earned global recognition for their school.

Artates, who had worked for the incorporation of a special science and technology class program in said school right after she became school principal in 1989, described Barroa as a dedicated and consistent honor student during his.

Barroa’s study, “Fish Mucus: Its Potential Antimicrobial Effects on Human Pathogens and Possible Role in Innate Immunity,” is the first study ever conducted about the potential of fish mucus as possible antibiotic.

A German research institution offered to buy Barroa’s study but latter declined and pushed for a collaborative further study on it so that his project would also benefit his fellow Filipinos.

Tourist arrivals count in Capiz underway

ROXAS CITY,Jan. 12 (PIA) -– A report on tourist arrivals for the year 2010 is being consolidated by the Provincial Tourism Office (PTO) in Capiz to determine the influx of visitors that were registered by the various accommodation establishments (AEs) in the province.

“There are about 50 AEs in the province which are mostly located in the city,” said a PTO staff.

The report will be submitted to the Department of Tourism (DOT) regional office for consolidation.

Tourists who visited the province usually include foreign, domestic travelers, overseas Filipinos, and others of unspecified origins.
Roxas City and Capiz can be reached thru sea transport and or a 45-minute plane ride by tourist coming from Metro Manila.

Early last year, the PTO has conducted a Tourism Statistics Orientation on the Development of Tourism Statistics System to improve the institutional mechanism for recording, collecting and disseminating tourism statistics.
It was aimed to implement tourism statistics standard at the local government based on a uniform system of data collection and reporting to help the local government units on a greater task of harnessing its tourism potentials. (AAL/PIA 6)

Antibiotic potential of fish brings
world honor to ‘Seafood Capital’

ROXAS City – A member of Class 2007 of Capiz National High School (CNHS) here made his alma mater and fellow Capiceños proud by winning a major award in the 2007 International Science and Engineering Fair (ISEF) held May 14-19 in Albuquerque, New Mexico.

Sixteen-year-old Melvyn Carlo Barroa, who graduated from CNHS in March this year, won the Fourth Grand Award in the Microbiology Category in the world’s largest pre-college science competition for his study that explored the potential of fish mucus as an antibiotic.

Narcisa Artates, School Principal IV of CNHS, said she is proud of the achievement of her student because it also earned global recognition for their school.

Artates, who had worked for the incorporation of a special science and technology class program in said school right after she became school principal in 1989, described Barroa as a dedicated and consistent honor student during his.

Barroa’s study, “Fish Mucus: Its Potential Antimicrobial Effects on Human Pathogens and Possible Role in Innate Immunity,” is the first study ever conducted about the potential of fish mucus as possible antibiotic.

Medical missions at RMPH next month

ROXAS City — Two groups will sponsor two separate medical missions at the Roxas Memorial Provincial Hospital next month.

Georgian Surgical Expedition from the United States led by Dr. Lorna Beldia O’Brien, a Capizeña, will hold their medical mission on February 6–11.

They will conduct surgical operations on persons with tumor in the ovary, goiter, myopia, hernia and breast mass.

An eye specialist will also cater to those who have sight problems.

On the other hand, the Rotary Club – Capiz Chapter’s “Operasyon Taghoy” will be on February 20–25.

It will serve those who have cleft lip and cleft palate.

Registration of patients for the two medical missions is ongoing. Poor individuals and indigents will be given priority.

According to Dr. Maria Cellini Bauson, RMPH chief of hospital, the medical missions will also be held in cooperation with the provincial government led by Gov. Victor Tanco.

“The doctors and nurses, as well as the facilities and equipment of the RMPH, are all set… for these medical missions,” said Dr. Bauson.

Meanwhile, Tanco expressed gratitude to the two groups that extended their help to the province. (CBBP/PN)

2. How was the term “Capiz” coined? “Roxas City”?

According to the province's official web site: “several legends and beliefs claim stories to which the name 'Capiz' originated. More popular of these is that it comes from the word 'kapid' (which means
twin). When Spaniards settled in the place they found difficulty in pronouncing the name 'kapid', thus giving birth to the word “Capiz”. Still, some old folks claimed that Capiz got its name from 'kapis',
a shell of the mollusk family that is very much abundant in the place.”

Capiz' capital, Roxas City (formerly known as the Municipality of Capiz), coined its name from its most illustrious son, Pres. Manual Acuña Roxas, the 1st President of the independent Republic of the Philippines . It became a city on May 12, 1951 with the issuance of the city charter, Republic Act No. 603. Lorenzo Arnaldo was its first mayor.


3. Was Aklan part of Capiz in the past or vice versa*?

a) Pre-Spanish Era

Capiz was part of Aklan. During the pre-Spanish era, Capiz was one of the early settlements of the Malays. It was part of the Confederation of Madya-as that was formed after the purchase of Panay Island by the Bornean Datus from the Negrito King Marikudo.

Panay Island was then divided into 3 major districts. One of them, Aklan District (that included Capiz) was formally formed in 1223. In 1443, Panay Island Chieftain Datu Kalantiao, who headed the Madya-as Confederation, promulgated the famous code of Kalantiao.

b) Spanish – 1956 Era

Aklan was part of Capiz. During the Spanish era, Capiz became the 2nd Spanish settlement in the Philippines. This happened when Spaniards, under the Miguel Lopez de Legaspi, entered Pan-ay, a town of Capiz, in 1569. May 8, 1570 marked the conquest of Panay and, consequently, the district of Aklan under the leadership of Martin de Gotti. Capiz was created into a separate 'encomienda'. Later, it was organized into a politico-military province in 1716, embracing the neighboring islands of Romblon, Nuestra de Campo, Tablas and Sibuyan.

It was on 25 April 1956 when Capiz was partitioned into two provinces, thus, legally creating Aklan as a province. This partitioning occurred when Republic Act No. 1414 was signed into law by Pres. 4. Is it true that witches ("aswangs") abound in Capiz*?

No, it is not true, by factual reasoning, that witches abound in Capiz. The term "aswang" and its reference to Capiz can be attributed to a confusion of historical fact and radio fiction that started way back in the Spanish and American times until the radio became popularized in the 1970's.

a. historical fact

"Aswang" was a term used by foreign colonizers in the 1600s (Spanish) or 1900's (American) to refer to native freedom fighters because these fighters usually attacked at night. This was a strategy resorted to in the absence of sophisticated modern armaments since what was existing during that time were only native weapons like "bolos".

b. radio fiction

In the 1970s, popular to elderly and children alike was a radio soap opera ("drama") that was played as a fiction series (not factual) to amuse, entertain and perhaps scare children from staying out late at night. It was a series of radio episodes on a local village chieftain named "Tenyente Guimo". It was supposedly a fiction on how his family scared the wits out of his daughter's visitor from Manila; as the visitor was fearfully running away from the village, she boarded a train that brought her safely to Roxas City in Capiz (a reason that must have associated the peaceful province with the said "creatures of the night"). no prob. actually around 5 hours lang. kasi nangungulit na mga naunang kaibigan namin na nasa Iloilo na for Dinagyang.

Swerte namin kasi inikot kami ng childhood friend ng kasama ko na naka-base na ngayon sa Roxas. We did enjoy our lunch in Baybay. Sarap ng sinigang na hipon! Punta naman kami sa Panay Church then sa tindahan ng mga dried fish.

We did also enjoy our merienda in Pizza Junction i think. hehe.

For example ang isa ka street sa panay..2nd oldest street na sha sang philippines..

agree gid. Tani damo Ilonggo companies ang mag-expand di as soon as possible. Another growing market sa Panay area na naman. I'm really, really happy for Roxas City. Pueblo de Panay looks really grand.

Sakto ka gid da nong space! Expansion by ilonggo companies into Roxas and Capiz can be a strategy for them to protect their home market against stronger rivals coming from manila.

Importante na indi mag stick sa iloilo lang ang mga ilonggo companies kay kung mag saturate ang iloilo market, daw ka budlay na mag grow sang significant na revenues. At least, kung ga expand ang mga ilonggo companies, there would be other areas that could their source of income. Aside from Bacolod, Roxas city is the other area in Western Visayas that is very significant gid, and makahatag gid sang dako na income to ilonggo companies.

On the other hand, on the part of the capiznons, entry of ilonggo companies will mean more employment opportunities (graduates of their universities and colleges need not go to manila, iloilo or cebu abroad), at least the first option for employment would be Roxas city mismo.

Aside from that, more ilonggo companies investing in roxas city and capiz would also mean more taxes for these aforementioned Local Governments

Passi daan is between roxas and iloilo, it can look to both south and north directions for sources of goods, for income, for necessities. I'm pretty sure that Passi city will develop into its own strength someday. Indi bala na ang passi city gina kadtuan sang mga taga neighboring towns when they want to purchase something? that's a start na.

no prob. actually around 5 hours lang. kasi nangungulit na mga naunang kaibigan namin na nasa Iloilo na for Dinagyang.

Swerte namin kasi inikot kami ng childhood friend ng kasama ko na naka-base na ngayon sa Roxas. We did enjoy our lunch in Baybay. Sarap ng sinigang na hipon! Punta naman kami sa Panay Church then sa tindahan ng mga dried fish.

We did also enjoy our merienda in Pizza Junction i think. hehe.

Having sinigang na hipon in the seafood capital of the philippines is probably one of the things you can brag about sa mga kaibigan mo dyan sa maynila. After all, freska talaga (hindi airlift-fresh) ng hipon na yan at mura pa.

Yung Pan-ay church pards, has the biggest bell in the Philippines (or second biggest? I'm not really sure), but I'm sure you're aware of this already.

So, how did you find Roxas city pards? :lol::lol::lol:

Feature: Roxas City, Seafood Capital of the Philippines

Building a name to establish one’s identity is a challenging task. In the business world, every firm envisions to create a brand or an image that would identify itself and put it high above its competitors. This was the challenge that Roxas City faced when it first launched its claim to the title, the “Seafood Capital of the Philippines”.
Blessed with an abundance of marine products both inland and on sea, the Roxas City government wanted to position and market itself as a seafood paradise, a place where one can indulge in seafood-trip to lure local and foreign tourists and attract investors. However, owning a title as big as the “Seafood Capital of the Philippines” is a tough job even for a city named after its most illustrious son, President Manuel A. Roxas.
Claiming the title is one thing, sustaining it over time is another. Nevertheless, it did not deter the local government from pursuing the vision.
Capitalizing on its rich natural endowments, the city government articulated clearly its strategic marketing message with strong conviction and unreserved confidence. Its effort was not only focused on external marketing and promotion but most importantly, internally – making the people own the title with pride and living it responsibly. This was the first step towards sustainability: educating the people to protect, nurture and care for their innate resources.
As tons and tons of fresh, frozen, and processed seafood products such as oysters, crabs, prawns, milkfish, sea bass or groupers, and angel wings are airlifted regularly to Metro Manila, the claim of Roxas City to the title is solidified. The distinct taste and quality of Roxas City’s seafood can now be found in the kitchens and tables of big hotels and first class restaurants in Metro Manila.
Likewise, truckloads of assorted dried fish are also shipped daily to big Chinese traders in Divisoria and Balut, Tondo through the Roll-On-Roll-Off (RORO) facility. The RO-RO and the implementation of the One Town One Product (OTOP) – Philippines program indeed boosted the development of the aquamarine industry.
The collective efforts of the local government, national government agencies, non-government organizations, and most importantly, of the whole community is succeeding as undeniably, they were able to connect the tagline with the place and with the people and were able convert its claim to reality.

If there is one program that is tailor-suited to the above program of the city government, it is the OTOP-Philippines program. Launched by the Department of Trade and Industry (DTI) – Capiz Provincial Office and the Provincial Micro Small and Medium Enterprises Development (PMSMED) Council in 2005, top city officials were among those who attended it. For them, what could be more perfect fit for their marketing campaign than the OTOP program? Now, they have a convergence of both the relevant government agencies and non-government agencies as partners in propagating it.
Perfect fit, indeed! Through a resolution unanimously passed by the Sangguiniang Panglungsod, it reconfirmed its claim to the title with the selection of Fresh and Processed Seafoods as its OTOP. Working closely and hand-in-hand with the DTI and many other relevant government agencies and non-government institutions, it endeavored to push the development of the whole industry, including its many sub-sectors.
In 2006, a year after the OTOP Program was launched in Capiz, Roxas City initiated a program aimed at reviving “Diwal” or Angel Wings. This highly prized shellfish vanished from the seas of Roxas City due to lack of education on the part of the harvesters. With the assistance of various organizations and the academe, a seeding/replanting program was implemented. This project became successful and to celebrate its success, the city government mounted the Diwal Harvest in July 2007. The festival date was coincided with the celebration of the MSME Week.
For Mr. Albert Ching Go, president of the Roxas City Diwal Divers Association, and for its more than a hundred members, the bad experience should never happen again. They have learned their lessons the hard and difficult way and they would not allow it to be repeated. Thanks to the help and assistance of relevant government agencies, particularly the City Agriculturist Office, they are now educated on the proper way and right time of harvesting diwal.
They have also imbibed that high sense of respect for its seasonality, its total environment down under. Its near extinction has taught them that when they care, nurture, and protect these gifts of nature, they are also protecting themselves and their posterity.
One product, one village
Less than six kilometers away from the city proper going north is a small coastal barangay with about 800 households named Dumolog. It has a projected population of 3,823 with a total land area of 67.1654 hectares.
Entering the place, one will be assailed by a strong smell of drying fish. Your eyes will also be overwhelmed by the site of hundreds and hundreds of bamboo trays or “kapil” lining the road on both sides full of drying fishes. Along the beach, especially in the afternoon, you will also see a few fishing boats resting. If you are lucky, you can catch fishermen as they slowly make their way to the shoreline to unload their day’s catch.
As the sun slowly recedes in the horizon and darkness blankets the area, the barangay is brightened up by the lights from ten-wheeler trucks queuing along its narrow road. This is loading time for the traders. Ever since the operation of the RO-RO in Roxas City, dried fish traders here in Brgy. Dumolog are shipping out every day truckloads of dried fish for Manila. In fact, the barangay has already become famously synonymous to its dried fish products all over the province. One thing sure about the Dumolog dried fish is that processors here use only the freshest of fish. In addition, its saltiness is just right. It is of small wonder then that Chinese traders in Manila prefer Dumolog dried fish over the others.
Almost 80% of barangay residents here are dependent upon this industry for their livelihood either as a subsistence fisherman, fishing vessel operator, fish trader (fresh or dried) or as worker. Even carpenters who are making the wooden crates and bamboo trays. This industry is their life. During peak months, a processor can consume between 50-100 sacks of salt in one day depending on the volume of fish he/she has on hand, employing 3-5 persons. According to Brgy. Captain Rodelio Artillero, there are about 70 dried fish processors-cum-traders in his barangay classified into two categories, micro and big. The micro ones usually market their products locally or within Panay Island only while the bigger ones sell theirs solely to traders in Manila.
Many stories of success abound in this small barangay but the most well known of all was about the Degollado family. It tells of a father who started out as a tuba gatherer while the mother was a plain housewife. As their family grew, the couple found it hard to make both ends meet so they decided to engage in dried fish processing/trading. They started out by getting on consignment basis the catch of their neighbors, which in turn they processed and sell to the city market.
Through hardwork, persistence, and industry, they were able to expand their business and send all their 13 children to college. God rewarded their hardships, as all their children became successful professionals. The couple was able to produce a pilot, doctor, nurse, educator, priest, top government executive, seaman, etc. In the barangay, they became known as the family with almost complete professional line up. Name it, they have it, so they say. The family has even received an award from a national organization as one of the Most Outstanding Families in the country.
For Barangay Dumolog, the Degollado Family is a living example of how the dried fish village industry nurtures its people. Less than six kilometers away from the city proper going north is a small coastal barangay with about 800 households named Dumolog. It has a projected population of 3,823 with a total land area of 67.1654 hectares.
Entering the place, one will be assailed by a strong smell of drying fish. Your eyes will also be overwhelmed by the site of hundreds and hundreds of bamboo trays or “kapil” lining the road on both sides full of drying fishes. Along the beach, especially in the afternoon, you will also see a few fishing boats resting. If you are lucky, you can catch fishermen as they slowly make their way to the shoreline to unload their day’s catch.
As the sun slowly recedes in the horizon and darkness blankets the area, the barangay is brightened up by the lights from ten-wheeler trucks queuing along its narrow road. This is loading time for the traders. Ever since the operation of the RO-RO in Roxas City, dried fish traders here in Brgy. Dumolog are shipping out every day truckloads of dried fish for Manila. In fact, the barangay has already become famously synonymous to its dried fish products all over the province. One thing sure about the Dumolog dried fish is that processors here use only the freshest of fish. In addition, its saltiness is just right. It is of small wonder then that Chinese traders in Manila prefer Dumolog dried fish over the others.
Almost 80% of barangay residents here are dependent upon this industry for their livelihood either as a subsistence fisherman, fishing vessel operator, fish trader (fresh or dried) or as worker. Even carpenters who are making the wooden crates and bamboo trays. This industry is their life. During peak months, a processor can consume between 50-100 sacks of salt in one day depending on the volume of fish he/she has on hand, employing 3-5 persons. According to Brgy. Captain Rodelio Artillero, there are about 70 dried fish processors-cum-traders in his barangay classified into two categories, micro and big. The micro ones usually market their products locally or within Panay Island only while the bigger ones sell theirs solely to traders in Manila.
Many stories of success abound in this small barangay but the most well known of all was about the Degollado family. It tells of a father who started out as a tuba gatherer while the mother was a plain housewife. As their family grew, the couple found it hard to make both ends meet so they decided to engage in dried fish processing/trading. They started out by getting on consignment basis the catch of their neighbors, which in turn they processed and sell to the city market.
Through hardwork, persistence, and industry, they were able to expand their business and send all their 13 children to college. God rewarded their hardships, as all their children became successful professionals. The couple was able to produce a pilot, doctor, nurse, educator, priest, top government executive, seaman, etc. In the barangay, they became known as the family with almost complete professional line up. Name it, they have it, so they say. The family has even received an award from a national organization as one of the Most Outstanding Families in the country.
For Barangay Dumolog, the Degollado Family is a living example of how the dried fish village industry nurtures its people. Hopefully, the community, particularly those directly involved in the industry would also nurture it back so that they can pass it on to the next generation. (KEN/JSC/AAL-PIA 6 Capiz)

Capiz strengthens drive vs. insurgency

ROXAS CITY, Jan. 29 (PIA) -– Top officials of the Philippine National Police and Armed Forces of the Philippines in close coordination with local officials in Capiz pledged to strengthen efforts in the drive against insurgency.

During the signing of a memorandum of agreement (MOA) on a Joint Peace and Security Coordinating Center (JPSCC), 301st Infantry Brigade Commander Col Caesar Ronnie Ordoyo of the Philippine Army said that with the solidity and formalization of the partnership with the PNP in Capiz, they would be able to win the peace for the community.

Ordoyo stressed that the collaboration here with the police force headed by Provincial Director Renato Gumban would give focus on anti-criminality, terrorism and insurgency.

He also acknowledged the full support of Capiz Governor Victor Tanco in the implementation of the internal security operations plan which is aimed towards peace and development in the province.

Ordoyo pointed out that with the signing of the MOA, they would be expanding their partnership with the local government units, non-government organizations and other civic organizations to intensify security measures against lawless elements of the society.

On the other hand, Gumban in an online news expressed confidence in a harmonious working relationship with the Philippine Army and the Capiz police force in implementing the joint security plan.

PUERTO PRINCESA, Palawan, Philippines—A man that police said was one of several who acted as lookouts in the killing of Palawan broadcaster Dr. Gerry Ortega was arrested by intelligence agents in Coron last Friday, a highly placed source has told the Inquirer.

Dennis Aranas, one of the three suspects identified through footage from CCTV video at the Puerto Princesa Airport, was reportedly one of the companions of hitman Marlon Dichaves when the latter arrived in Palawan from Manila on January 19, five days before Ortega was shot and killed.

The arrest of Aranas was confirmed by Chief Supt. Artemio Hicban, the Mimaropa police director.

Police are searching for two other suspects who acted as lookouts during Ortega’s killing.

The source said Aranas had sent feelers that he wanted to surrender through a contact and was picked up by police from a private residence in Coron in Palawan.

Aranas, one of five people charged in the Ortega murder, was expected to be brought to Puerto Princesa City Saturday for investigation and inquest.

Senior Insp. Rolando Amurao, head of the joint task force investigating the Ortega slaying, declined to confirm the information about Aranas’ arrest, saying he had yet to receive an official report.

Ortega, a veterinarian popularly known as “Doc Gerry,” was a hard-hitting commentator of Radio Mo Nationwide (RMN) in Palawan whose broadcasts concerning environmental and mining issues in the province had placed him on a collision course with powerful Palawan politicians. He was fatally shot inside a used-clothes shop on January 24.

Dichaves, the confessed gunman, was captured by a group of passing firemen immediately after the shooting.

Police have filed murder charges against Romeo Seratubias, a former high official of the Palawan provincial government, Dichaves, Aranas, Junjun Bumar and Armando Noel Loria.

According to police investigators, the plan to liquidate Ortega was hatched in Pagbilao, Quezon. Dichaves was the alleged appointed hitman of the group of three alleged assassins—Dichaves, Aranas and Loria—who were all from Pagbilao.

The group was allegedly contacted by Bumar who is believed to be the link between the mastermind and the Dichaves group that carried out the killing.

Palawan police said they had gathered enough evidence that could lead to the identification of the mastermind behind the Ortega murder.

In Roxas, Capiz, media groups joined colleagues across the country in demanding justice from the Aquino administration for Ortega.

In a joint statement Saturday, the National Union of Journalists of the Philippines and the Kapisanan ng mga Brodkaster sa Pilipinas in Capiz demanded that the President “not only ensure justice for Ortega, but for all the 141 media murders that preceded this crime since 1986,” including the massacre of 32 journalists in Ampatuan, Maguindanao, in November 2009. Roxas City reactivates peacekeepers

ROXAS CITY, Jan. 30 (PIA) – Top local officials in Roxas City are united in the move to strengthen the barangay peace volunteers in the city’s 47 villages.

City vice mayor Ronnie Dadivas, who has been assigned by mayor Angel Alan Celino to preside over Roxas City’s Peace and Order Council meetings, said that the need exists for the organization and strengthening of the barangay tanods as augmentation support for the city’s law enforcement officers.

Dadivas said that the reactivation of the barangay tanods as well as the barangay peacekeeping action teams (BPATs) could be of great help to the Philippine National Police in ensuring the peace and security programs in their respective barangays.

He cited the critical role of the barangay tanods as force multipliers of the law enforcement agencies as they also risk their lives and limbs to preserve peace and order in the locality.

He said that they will finalize the plan of recruiting a maximum of 20 tanods per barangay and providing capability training to them.

In addition Dadivas will likewise present to Celino the suggestions of the POC members to provide all the barangay tanods with PhilHealth cards, accident insurance as well as honoraria.

“The utilization of the barangay tanod and BPATs could greatly lessen the work of the police officers in maintaining peace and order in our community,” he said.

On the other hand, Interior and Local Government City Director Clyne Deocampo pointed out that with the reorganization and activation of the barangay tanod, the city will have the possibility of winning the annual search for outstanding tanod in the region.

CAPELCO helps Capiz become investment-friendly

Roxas City— “The current application for rate adjustment calls for decrease in rate in the Industrial Class by an average of 55 centavos per kilowatt-hour.”

This was revealed by Capiz Electric Cooperative (CAPELCO) General Manager Edgar Diaz during a public hearing called by the Capiz Sangguniang Panlalawigan to know the cooperative’s explanations on its recent application for rate adjustment before the Energy Regulatory Commission (ERC).

“The decrease in rate in industrial class of consumer will help make Capiz an ideal investment area for industrial type of business activity which could in turn generate more jobs in the province that would spur increased economic activity,” Diaz added in his powerpoint presentation.

CAPELCO member-consumers who belong to low-income electricity end-users will benefit from an increased lifeline rate subsidy as stipulated in the rate adjustment application.

The cooperative’s last rate adjustment was in 1991.

Diaz noted that CAPELCO is the only electric cooperative in the region to achieve complete energization of all barangays in the province in March 2005.

The achievement is in line with President Gloria Macapagal-Arroyo’s Ten-Point Agenda which mandated the electric cooperatives to provide reliable and quality electric service to the community.

Following the complete barangay energization, CAPELCO has directed its electrification efforts on the various sitios provincewide.

Sitio is a small community that makes up some barangays particularly in the rural areas.

CAPELCO has energized 56 sitios provincewide in 2006 based in an annual report published in a souvenir program for the cooperative’s annual general membership assembly last month.

The taxi is coming back

Roxas City The local business chambers here are considering the proposal to revive the taxi as an alternative means of public land transport here to cater not only to the commuting public but also to tourists and visitors to the seafood capital of the Philippines.

A businessman had tried to operate a taxi fleet in this capital city in the 1970s but ceased the operation after a certain period, as his vehicles could not compete viably enough with the tricycles, presently the major transport mode here.

Jose Neri Ong, president of Capiz Halaran Chamber of Commerce and Industry (CHCCI), said some members of their group and the Roxas City Filipino-Chinese Chamber of Commerce and Industry (RCFCCCI) have expressed interest in investing in a taxi operation business to keep with the economic growth of Capiz province and its capital city.

The city chamber is headed by Leny Albert Apaitan.

He added that three more hotels will soon rise in the city, courtesy of local investors, to cater to the growing demand for hotel rooms.

Ong said the moves are their way of supporting the tourism development and promotion program of the province and city.

The two chambers sponsored a tour last February 9 of selected tourist attractions and destinations in the province in support to the tourism program of local government units and to see for themselves these come-ons.

The tour, arranged by San Mateo Travel and Tours Agency managed by Vicky A. Baes, took the members of the chambers and local media to the towns of Panay, Sigma and Ivisan which possess some of the province’s major historical, cultural and ecological tourist come-ons.

The group was accompanied by Provincial Tourism Officer Alphonsus Tesoro and Roxas City Tourism Officer Rodolfo Maestro, Jr.

The operations of taxis and new hotels will become part of existing micro-small-medium enterprises (MSMEs) here that are being encouraged by government for their role as the backbone of economic activities in the countryside and for their contribution toward sustaining the Philippines ‘ economic growth.

Presidential Management Staff (PMS) Director-General Cerge Remonde, who is also the oversight official for MSMEs, stressed the important role played by MSMEs as he noted that 99.6 percent of all registered companies in the country belong to this sector and account for 70 percent of employment nationwide.

Ang nami pa sa Roxas city kay ka fresh gid ya sang hangin and indi lang fresh, kundi may 'asim' ang breeze, literally. As in ang sea breeze sa Roxas city is salty pa, meaning, indi polluted. Maka relax ka gid....

Can P4.9-B floodway stop floods?
ROXAS City – Gov. Victor Tanco Sr. wants the almost P5-billion Panay River Basin Flood Control Project implemented at the soonest possible time. He believes it will solve the perennial flooding problem of the province.

The project will be funded by the Japanese International Cooperation Agency (JICA) – and a counterpart fund from the Philippine government.

According to Tanco, also the new chairman of the Regional Development Council in Western Visayas, a feasibility study has already been undertaken and that the project has already been endorsed by the National Economic Development Authority (NEDA) for implementation.

Engr. Julius Abela of Capiz’s 1st Engineering District said the P4.9-billion budget only covers the project’s Phase l.

Originally, the project cost is P12 billion he said.

The ambitious project calls for the rehabilitation of the 98-kilometer Panay River in Capiz.
Tanco said he would personally ask the help of President Benigno “Noynoy” Aquino III to fast track the project.

During his 1996 visit to Capiz, Kenichi Matsui, JICA expert for rivers, revealed that the flood control project was shelved in 1985 just after the completion of the feasibility study because of what JICA experts then perceived to be a problem on peace and order in Capiz.

Matsui said, however, that JICA sees Capiz now as a very peaceful place.

The study, which started in August 1983 and was completed in October 1985, was aimed at formulating an integrated water resource development plan on the Panay River Basin which covers 12 out of the 16 municipalities in the northeastern part of the province.

The study covered such aspects as resources development, including investigation of socioeconomic, hydrology and land use, planning for flood control, agricultural development, multi-purpose dams and water supply with emphasis on flood control.

Matsui said he was told by provincial officials that Capiz loses an average of P144-million worth of crops yearly due to destructive floods.

Environmental degradation such us forest denudation, erosion of the Panay watershed and the heavy siltation of the Panay River – factors causing flashfloods in Capiz during the rainy season – always leads the pack of problems Capiz officials would want Malacañang to act on.

In 1996, Capiz officials led by then Capiz Gov. Esteban Contreras presented environmental degradation as their major concern to then President Ramos during his May 7 out-of-town Cabinet meeting in Antique.

They also informed the President on the need to dredge the area of the Tinagong Dagat Bay, the estuary of the Panay River, as it has become heavily silted causing slow movement of water as well as the pollution which causes mass mortality on prawn farms around the bay. (Gerry T. Pagharion/PN)

ROXAS City – To ensure the attendance of its employees -- and stop their tardiness – the city government is planning to buy eight biometric time clocks.

Mayor Angel Alan Celino observed that some city hall employees reported late, some by an hour.

“Using high technology such as biometrics, I hope employees will report to work and leave office on time,” the mayor stressed.

Biometric time clocks are a type of time and attendance system that uses a person’s biological attributes to identify them, rather than using a card or some other external device.

Examples of this are the hand print clock, which detects the overall attributes of a person's hand, fingerprint clock, and retina scanning clock.

Biometric time clocks attempt to cut down on fraud, such as “buddy punching” in which an individual clocks in and/or out on behalf of another person.

They also avert other types of fraud such as “ghost employees” -- employees report to the office to clock in then leave for the day, only to return after their shift to clock out.

Also, the city government is planning to acquire closed-circuit television (CCTV) cameras.

Celino said visitors and employees could be monitored inside the city hall thru the CCTV./PN

That's good to know pre. Huo, daw nabatyagan ko gid man namon di ang mga investments na ina, in iloilo and bacolod, ka damo gid sang investments in the BPO sector. In metro manila, foregin banks are really aggressive in investing.
Roxas city can catch this wave, especially if we can put the city and province on the investors' radar, maski na online lang.

Despite lingering uncertainties in the market, Total Philippines Inc., the local unit of the world’s fourth largest oil and gas company, said it remains bullish on the prospects of the oil industry as it continues to expand its retail network.

Total inaugurated yesterday its P27-million Newport service station – its 500th service station in Asia-Pacific – highlighting the company’s commitment to the country and to the Asian region.

“Total’s retail network is one of the fastest growing in the region and we are proud that our 500th station in Asia can be found right here in the Philippines,” Anna Whitehouse, president and managing director of Total Philippines, said during the inauguration ceremonies.

The new station is located in Newport City in Pasay, a government-designated tourism economic zone.

Whitehouse said the newest addition to its network is strategically positioned across the road from the new terminal of the Ninoy Aquino International Airport.

“We are just as proud that this service station is located in one of the most progressive and fastest developing cities in the country,” she added.

Total currently has 128 stations in the Philippines.

According to Whitehouse, the company will continue with its expansion program in Southern Philippines by putting up eight stations in Panay Island.

In a bid to strengthen its supply infrastructure in the area, Total is set to open its oil depot in Capiz in the first quarter of 2009.Whitehouse said they are also planning to provide auto LPG products in their Newport City station.

Total is engaged in the importation, storage and distribution of fuels, oils, lubricants and liquefied petroleum gas (LPG).

The company has some 180 employees and has invested over $80 million in various infrastructures which include oil depots in Bataan and Manila and an LPG filling plant in Taguig City.

Panay to host 1st renewable-energy power plant

MANILA, Philippines - Panay Island in the Visayas emerges as the first host of the country's first renewable-energy power plant to run mainly on rice stalks, husks, and other agricultural wastes.

The online news site The News Today reported that the new plant is also expected to address the critical power supply in Western Visayas.

Independent power producer Asea One Power Corp. (AOPC) has announced it would invest in a P3-billion project to put up power plants on Panay and Guimaras Islands.

The firm said it expects the plants to produce some 25 megawatts by converting wastes to energy.

AOPC president and chief executive officer Paul Rodriguez said they aim to start commercial production by January 2011 from seven plants in Iloilo, Capiz, Antique, Aklan, and Guimaras.

"Our vision is for a clean and green Panay and Guimaras Island within the framework of the region's available indigenous resources of biomass feedstocks," Rodriguez said.

His announcement came days after President Arroyo signed into law the Renewable Energy Act, which promotes the use of renewable energy.

Rodriguez said their plants, with individual capacities ranging from 2.5 to 5 megawatts will provide additional baseload supply to the Panay-Guimaras Power Supply Consortium.

This includes the Iloilo Electric Cooperative (Ileco) I, Ileco II, Ileco III, Capiz Electric Cooperative (Capelco), Aklan Electric Cooperative (Akelco), Antique Electric Cooperative (Anteco) and Guimaras Electric Cooperative (Guimelco).

The plants will produce energy from rice stalks, rice husks and wood chips such as sibucao and madre de cacao (Gliricidia), bagasse from muscovado and coconut husks.

Rodriguez noted that while there are already existing plants producing power from agricultural wastes, these are not for commercial use.

He said the plants will be constructed on an "embedded or distributed system," meaning they will be built close to and integrated with sub-stations of electric cooperatives.

The system would do away with inter-connection to transmission lines of the National Transmission Corp. (Transco).

Rodriguez said this would mean a lower electric rate by P1.51 per kwh because of the removal of transmission or wheeling charges.

Areas being considered for the plants are Pavia, Pototan and Sara towns in Iloilo and Jordan town in Guimaras.

The plants are expected to consume an estimated 48,000 to 50,000 metric tons of rice husks alone each year.

"We intend to use local resources. There is more than enough," said Rodriguez.

On the other hand, he said the plants are to help provide additional income to rice farmers by selling rice stalks and millers through the sale of rice husks.

Muscovado millers will also benefit by selling their bagasse.

AOPC intends to purchase the rice husks at P500 per ton.

Rodriguez said the construction of the plants will be completed 18 months after the project will commence upon approval of the Energy Regulatory Commission.

He said the project is their contribution to address global warming and climate change while ensuring the power needs of the region.

WV gets P53-M for hospital upgrade

ILOILO City – The Department of Health (DOH) has released P53 million for the improvement of hospital facilities all over Western Visayas.

Dr. Ariel Valencia, DOH-6 acting director, said Iloilo will get P33 million for its district hospitals and other government-run health centers.

Guimaras will receive P10 million while Antique and Aklan will be given P8 million each.

Capiz, the pilot site of DOH’s FOURmula One for Health (F1) program, has already received P100 million for the improvement of its health facilities.

F1 implements critical health interventions geared towards achieving the health systems goals of the World Health Organization, the Millennium Development Goals (MDGs), and the Medium-Term Philippine Development Plan (MTPDP).

Valencia said although several hospitals damaged by Typhoon “Frank” have been already rehabilitated, DOH-6 still needs more funds to upgrade many health facilities.

“Hopefully, the Paglaum Fund will augment our the health projects,” he told the reporters during the launching of DOH’s Healthy Lifestyle to the Max at the Iloilo Sports Complex yesterday./PN

Panay-Bukidnon embroidery enters fashion scene[/COLOR]


“Panubok” the traditional embroidery of the ethnic tribe Panay-Bukidnon of Central Panay will be making its way to the fashion scene in Iloilo City this coming May 26, 5 p.m. at SM City Activity Center as Kultura Kusog Ko Inc. as part of the National Heritage Month Celebration stage a fashion show featuring the clothes designed by JyhMng and embroidered by the Masters of Panubok from Calinog, Iloilo and Tapaz, Capiz.

The fashion show is entitled “Tinibkan” which means “embroidered”, it has two parts, the first part shows how plain clothes turn special when accentuated by traditional patterns of Panubok as well as other accessories like wrist and headbands, belts and ties. The second part is the original collection by JyhMng also the founder and chairperson of the Kukuko Inc. She used the five elements of nature in each piece which are also the basic elements evident to the patterns of Panubok, like sikag-sikag (fishbones), matam-punay (bird’s eye) and sodle-kama (snake’s skin).

“In order not to totally deviate from the traditional cuts like bell sleeves and empire cut, my designs are inspired by that, but in the future, my designs will evolve in time, it is always safe to start from the basic, since it’s my first try in designing clothes, but I can say it has been a passion since childhood,” JyhMng said.

The clothes were embroidered by recognized masters of the craft from the mountainous communities of Tapaz, Capiz and Calinog, Iloilo. Other masters are, Zaida Gilbaliga, Lagrimas, Castor, Rocel Caballero from Brgy. Masaroy, Calinog and Menchie Caspillo from Brgy. Tacayan, Tapaz.

Kukuko Inc. established a satellite of Panubok centers in these three barangays, Garangan, Masaroy in Calinog and Tacayan in Tapaz, encouraging the community to build a cottage for women to learn the craft. The fashion show aims to gain support from the four provinces of Central Panay, Iloilo, Capiz, Aklan and Antique as well as its composing municipalities “All we are asking for is one set of uniform to be embroidered by Panay-Bukidnon women to sustain this livelihood program to help them ‘sa tiempo sang tagkiriwi’ (time of lean seasons)”, JyhMng emphasized. “We are also asking for pledges or donations like sewing machines, textiles, and threads.”

The newly organized NGO also helps Indigenous People in organizing their own People’s Organization and assisting them in making project proposals for livelihood programs and cultural preservation projects to various government and non-government agencies such as the National Commission on Culture and the Arts (NCCA) and Department of Tourism (DOT) who also sponsored this event together with the Filipino Heritage and Festival Institute (FHFI), Iloilo Cultural Heritage Conservation Council (ICCHCC) and the National Commission on Indigenous Peoples (NCIP).

Sapian to have town wharf soon - Castro

SAPIAN, Capiz - The coastal town of Sapian will soon have its own municipal wharf at Sitio Angkin, said Capiz Second District Cong. Fredenil Castro on Sunday during the 83rd birthday of former Sapian Mayor Remedio “Meding” Onas.

Castro said the municipal wharf is one of the 14 projects he promised to the people of Sapian.

The wharf will serve as the docking area of fishing boats and a venue for fishermen to sell their catch.

Castro reported that the construction of the President’s Bridge in Crossing Talaba, senior citizens’ building, and municipal slaughterhouse, and widening of the national road in Sitio Angkin will be finished soon.

“These projects are my gifts to the people of Sapian and to Nanay Meding on her birthday,” he said.

The event also coincided with the 39th wedding anniversary of Mayor Arturo “Turic” Orosco and wife Dra. Evangeline Orosco held at the Hermana Hall.

The double celebration was attended by the leaders of Ugyon Kita Capiz led by Castro as its chairman and former Agriculture Undersecretary Jocelyn “Joc-Joc” Bolante as its vice chairman.

Sea turtle freed

ROXAS City — An endangered sea turtle specie that was kept by a fisherman for five days was freed yesterday.

Camelo Alaban of Brgy. Cogon, this city, helped release the Olive Ridley turtle (Lepidochelys olivacea) back to the sea.

Alaban, who captured the sea turtle on morning of January 25, believed that the animal was swept by a strong wave toward the beach in Brgy. Cogon.

He said he immediately put the sea turtle on a fish cage for safekeeping, and informed the city officials and other concerned government agencies about it.

According to Sherly Villasor, forester I of the Department of Environment and Natural Resources (DENR) – Capiz, the sea turtle measures 66 centimeters long and 55 centimeter wide, and weighs about 15–20 kilos.

The sea turtle is getting weak, the reason why the city government decided to bring it back to the sea near the Olotayan Island.

Councilor Powell del Rosario also helped free the sea turtle. He is the chair of the Committee on Environment, and president of the Save Olotayan Inc., a private environmental organization.

Witnessing the release were City Agriculturist Salvador Borda, former Libas village chief now head of the city’s Bantay Dagat Solomon Alisais, and some town residents and members of the media./PN

CAPELCO helps Capiz become investment-friendly

Roxas City— “The current application for rate adjustment calls for decrease in rate in the Industrial Class by an average of 55 centavos per kilowatt-hour.”

This was revealed by Capiz Electric Cooperative (CAPELCO) General Manager Edgar Diaz during a public hearing called by the Capiz Sangguniang Panlalawigan to know the cooperative’s explanations on its recent application for rate adjustment before the Energy Regulatory Commission (ERC).

“The decrease in rate in industrial class of consumer will help make Capiz an ideal investment area for industrial type of business activity which could in turn generate more jobs in the province that would spur increased economic activity,” Diaz added in his powerpoint presentation.

CAPELCO member-consumers who belong to low-income electricity end-users will benefit from an increased lifeline rate subsidy as stipulated in the rate adjustment application.

The cooperative’s last rate adjustment was in 1991.

Diaz noted that CAPELCO is the only electric cooperative in the region to achieve complete energization of all barangays in the province in March 2005.

The achievement is in line with President Gloria Macapagal-Arroyo’s Ten-Point Agenda which mandated the electric cooperatives to provide reliable and quality electric service to the community.

Following the complete barangay energization, CAPELCO has directed its electrification efforts on the various sitios provincewide.

Sitio is a small community that makes up some barangays particularly in the rural areas.

CAPELCO has energized 56 sitios provincewide in 2006 based in an annual report published in a souvenir program for the cooperative’s annual general membership assembly last month.

That's why pre na in my opinion, dapat imaintain sang Roxas city government ang balanse between development and nature preservation and conservation. We all don't want Roxas city to develop so rapidly and turn out like Metro Manila someday.

Kung pwede tani, Roxas city should just develop like Bonifacio Global City where balanced gid ang growth and development, indi polluted and damo greenery and parks.

Pueblo de Panay of Roxas City can be the Bonifacio Global City of Taguig, IMO.

‘EARTHQUAKE SWARM’
Bingawan braces for landslides

ILOILO – An earthquake swarm or sequences of many tremors striking in a relatively short period of time has rattled the municipality of Bingawan here and the towns of Dumalag and Tapaz in nearby Capiz province.

An alarmed Municipal Disaster Risk Reduction and Management Council of Bingawan alerted residents for possible landslides following a 3.1 magnitude earthquake Sunday morning.

“It is better to be prepared,” said Sangguniang Bayan member Jofe Celeste.

Bingawanons were puzzled by the successive tremors that struck their town. Celeste said there were no volcanoes in the municipality.

“We advised our residents not to panic. But if it happens again, they should seek shelter to avoid being possibly hit by falling objects,” Celeste said.

Sunday’s earthquake was tectonic in origin, said Ramil Atando of the Philippine Institute of Volcanology and Seismology (Phivolcs) in Roxas City, Capiz.

It occurred at 10:01 a.m. and its epicenter was some five kilometers southwest of Tapaz, Capiz at a depth of 25 kilometers, said Atando.

Dumalag, a town adjacent to Tapaz, also felt the tremor at intensity 2.

Around 6:53 p.m. of January 28, a 2.4 magnitude earthquake was also recorded in the three towns.

Its epicenter was some eight kilometers southeast of Tapaz at a depth of five kilometers.

No casualty or damage to properties was reported.

The Philippines is part of the Pacific “Ring of Fire” where volcanic activities and earthquakes are common.

Atando said Phivolcs may deploy a team to assess Bingawan, Tapaz and Dumalag.

The Institute also issued the following tips the public should observe during and after an earthquake:

* During quakes, duck or drop to the ground.

* Hide under a sturdy table or piece of furniture for protection from falling debris when indoor. Hold that position and stay wherever you are until the shaking stops and you cannot feel any more ground movement.

* Do not immediately proceed to the door especially if it swings as this can even cause injury.

* If outdoors, move away from buildings and streetlights, and immediately proceed to an open area.

* Once in the open, stay there and do not go near buildings and tall infrastructures to avoid falling debris.

* If in a moving vehicle, stop as quickly as safety permits. Avoid stopping near buildings, overpasses, bridges or ramps which may have been damaged by the earthquake.

* If trapped under debris, cover your mouth with a handkerchief. Create noises by tapping pipes or walls for rescuers to locate you. Do not shout; it is just a last option, because it may cause you to inhale dangerous amounts of dust.

* Once the earthquake is over, listen to battery-operated radio or television for updates of aftershocks.

* Stay away from damaged area. If you are living in a coastal area, stay away from the beach. Be aware of possible tsunamis and landslides.

* Landslides are also possible in mountainous areas as well as the ground rupture for areas along active fault lines.

On January 2, an earthquake of magnitude 4.0 jolted some parts of Western Visayas. The tremor occurred at 2:38 p.m., according to Atando.

The epicenter was located in the vicinity of Bago City in Negros Occidental at a depth of 14 kilometers.

The quake was felt at Intensity 3 in the island province of Guimaras.

Atando said the quake was of tectonic in origin and caused by the underground movement of an active fault in Negros province.

Two days before the New Year, a magnitude 3.4 quake rocked several parts of Western Visayas, including Iloilo City, about 6:19 p.m. on December 30, 2010. It lasted for 10 seconds.

Phivolcs located the quake’s epicenter six kilometers east of San Remegio, Antique at a depth of four kilometers.

Phivolcs said the tremor was of tectonic origin; an underground fault moved.

It also said the quake was also felt in Sibalom and adjoining municipalities in Antique while an intensity two quake rocked Iloilo City./PN

Prov’l Board OKs P825-M 2011 budget
ROXAS City — The Provincial Board has unanimously approved this year’s P825-million budget for the province.

From the budget, P258 million will go to “personnel services,” or salaries of the provincial government employees, according to Board member Jeffry Layo, chair of the Committee on Appropriations.

On the other hand, the maintenance and other operating expenses or MOOE will get a share of P172 million, he said.

Also, P130 million was intended for the 20-percent development fund while P37 million will be allocated for the calamity fund, he added.

A series of budget hearings was conducted by the Committee of the Whole before the budget was approved.

Poor Capiceños benefit
from anti-poverty grant
ROXAS City — More than 3,000 Capiceños have availed themselves of the government’s anti-poverty program.

A total of 3,233 extremely poor Capiceños have benefited from the government’s Conditional Cash Transfer (CCT) grant last year, information officer Eliseo Abucay of the Department of Social Welfare and Development (DSWD) Capiz said.

Program beneficiaries were from the municipalities of Jamindan, Maayon, Panay, Pilar, President Roxas and Tapaz, Abucay said.

They were identified through prior survey and validation activities of the DSWD.

Abucay said their office has targeted a total of 3,462 beneficiaries for the program last yeart.

But after validating the survey results, the actual beneficiaries only reached 3,233, he said.

He revealed that last year, they released more than P10.46 million for the 848 beneficiaries from the seven barangays of Jamindan.

These villages were Jaena Norte, Agambulong, Lucero, Pangabat, Jaena Sur, Pangabuan and Ganzon.

The following, according to Abuicay, were the amounts released to the towns:

* Panay – more than P5.49 million for 479 beneficiaries
* President Roxas – more than P4.06 million for 455 beneficiaries
* Pilar – more than P4.27 million for 485 beneficiaries
* Maayon – more than P4.149 million, and
* Tapaz – more than P3.85 million for 1,324 beneficiaries.

The CCT program, also known as Pantawid Pamilyang Pilipino Program, is a poverty reduction strategy that provides grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0–14.
