This one is for members only, exclusive for share holders, buyers and the like. One of the busiest waterways in the Philippines, its waters are plied daily by oil and chemical carriers while on the shores of Batangas province there are shipyards, chemical and petrochemical plants and oil refineries. "It’s part of the whole navigational superhighway," said Rodolfo Ferdinand Quicho, head of a private sector foundation called First Philippine Conservation Inc. "From Verde Island you get a sweeping view of the industrialization that lines the southern shore of Batangas," Quicho told AFP. Although there is no commercial fishing in the area, it is one of the world’s most spectacular areas for aquarium fish. Last year First Philippine Conservation, which is playing the lead role in trying to preserve the Verde Island Passage, called on the government to guarantee its protection. "No one was talking about conservation," Quicho said. "Now they are." Added Carpenter: "A marine biodiversity epicenter represents a nation’s heritage and a global obligation to protect." President Arroyo has formed a government task force to ensure the passage’s "protection, conservation and sustainable use" while Rep. Hermilando Mandanas, the legislator representing the area, has filed a bill before the House of Representatives to declare the Verde Island Passage protected. But conservationists say the rhetoric needs to be backed up by concrete action. "While oil and chemical carriers are allowed to sail through the passage there will always be the threat of pollution," said marine biologist Eric Parpan. "The passage is not a major area for commercial fishing so illegal fishermen, those using dynamite, don’t go there," he said. Magnet for divers, source for aquariums For the 7,000 people of tiny Verde Island the area has become a magnet for divers from all over the world with three resorts built since 1999. Manila businessman and Verde Passage habitué Antonio Ramon Ongsiako rates Pulong Bato, a 1.17-hectare fish-rich reef formation off Verde island and a protected marine sanctuary as among the world’s best dive spots. "I can dive that same spot three or four times in a day and never get bored," he said. "The corals in both the garden side and the wall side are fantastic and the fish life is so prolific. The jacks (a fish species also known as pompano) just wrap themselves around you." For many of the island’s inhabitants, aquarium fishing has replaced commercial fishing as a way of life. Part of the work of First Philippine Conservation has been educating the island’s residents about conservation rather than exploitation. It has helped find alternative jobs for displaced fishermen and educate aquarium fishermen on conservation values. "I think it has made a difference. While I don’t have figures I think the mindset (in favor of conservation) is developing," Quicho said. The marine Eden is so rich that fishermen scoop out foot-long eels and tiny shrimps at the water’s edge. "These waters are like no other," said Jessie Legaspi, 41, from the Verde island coastal village of San Andres. "Even if you fish everyday there is no sign of depletion," said the burly third-generation fisherman who traps tiny colorful reef fish for the international aquarium market. Nowadays, he said, two-man teams dive using pressurized hoses attached to air compressors on their boat as improvised breathing apparatus. They use tiny nets and metal rods to gather colorful reef fish like angelfish, African clown, rainbow wrasse, coral hagfish and green chromide. The live catch is packed into airtight plastic bags filled half with seawater and half with pure industrial oxygen that is replenished daily. They are taken by outrigger boats at least once a week to middlemen in Manila. From there they are flown to major aquarium markets across the world, including Japan and the United States. Some species like the angelfish fetch P400 pesos each, but other more common species sell for as low as five pesos apiece. It reminds me of my parents house in Pampanga that has also been remodeled. Malamig at masarap nga humiga sa kawayan. Incidentally, my in-laws have a lot somewhere by Malvar area, if I'm not mistaken. It's behind a huge residential area and next to a freeway on rightside as you travel farther into Batangas. Hoping to visit the area sometime this year. What's the weather like in that lowland of Batangas? Those are reminiscent of old houses in the Philippines. It would have been nice if they reinstalled those. Not only are they pretty to look at, but also allow circulation of air from room to room. I actually like the look of sawali roofs more than galvanized. It looks more organic and very native Filipino. I know that galvanized roofs are more practical and durable but there should be a way to re-adopt the use of sawali or thatched roofing for aesthetic sense. The third-class municipality (annual income: P21 million-P27 million) in Batangas that has been declared a marine reserve, is facing new threats, according to small fishermen. Ruperto Aleroza, advocacy officer of the Samahan ng Maliliit na mga Mangingisda sa Calatagan, said the project expansion of JLV Prawn Farm in Barangay Tanagan would destroy the remaining mangroves in the area and the livelihood of thousands of fishermen. JLV Prawn Farm, a project of lawyer Juan Lorenzo Vergara, has been constructing fishponds, pumping stations, laboratory building, laborers’ quarters, a house and a wharf within an eight-hectare land in Tanagan. “Calatagan is a marine reserve which is still under the process of rehabilitation. Sadly, we have been planting mangroves but a project would only wipe them out,” said Aleroza. The prawn farm’s manager, Sergio Magbanua, has denied the allegations. “We never cut the mangroves because we know it is illegal. I don’t know what caused the death of the mangroves but we did not kill them.” He added that the farm even helped by planting 30,000 mangroves in the sea. Dialogue Small fishermen asked Gov. Vilma Santos-Recto in a dialogue on Aug. 29 to help them protect the seas and convince Environment Secretary Joselito Atienza to pursue charges against those found violating the law. The town has 48,001 hectares of municipal waters and 19 of its 25 villages are coastal areas, according to Jessie de los Reyes, chair of the Calatagan Municipal Fisheries and Aquatic Resources Management Council. About 66.5 percent of the reefs are classified as good corals with Hawksbill turtles known to nest at the Pagapas Bay, he said. Dolphins are usually sighted in the area. “Development projects, however, are now threatening these species and the town’s rich natural resources,” he said. De los Reyes said the livelihood of at least 3,000 families, who earn from the sale of fish, seashells, sea cucumbers, starfish, sea urchins and other marine creatures, would suffer as a result of the destruction of mangroves. ECC document Magbanua said the farm’s quarrying activities were covered by an environmental compliance certificate (ECC) issued by the Department of Environment and Natural Resources. He denied that the new roads had destroyed the mangroves. The farm was “totally compliant of laws,” he added, claiming that it only developed the eight-hectare land area covered by the project’s ECC. Aleroza confirmed that the farm was able to obtain an ECC from the DENR’s regional Environmental Management Bureau on Oct. 24, 2005. In a letter sent to DENR regional executive director Eduardo Principe on Aug. 17, the provincial environment and natural resources officer, Maximo Soriano, recommended the temporary suspension of the ECC pending resolution of certain issues, including claims that “the development project caused the death of mangrove stands.” Josefa Epelonga, 44, of Barangay Tanagan, who earns P300 daily from selling seashells, said several mangroves had died and caused the shells to move to another habitat. “We cannot even get close to the sea because we are being reprimanded by the farm,” she said, adding that she had to travel to far areas just to be able to gather seashells. Magbanua belied Epelonga’s claims that the farm was denying small fishermen access to the sea. “Those people are always saying we are destroying the mangroves, but I challenge them to come here personally and check what we are doing,” he said. Reclamation project Another issue is the reclamation project of businessman Raymond Moreno at the Pagapas Bay, which the small fishermen said had destroyed corals and seagrass beds in the bay. The DENR has already issued two notices of violations against the project. Then Environment Secretary Michael Defensor directed the dismantling of the reclaimed access road in June 2005, but this was stopped by a court when it issued a preliminary injunction order. Environmental lawyer Maria Paz Luna said criminal charges of violations of the Water Code could still be filed by the DENR against Moreno for allegedly blocking the entry of water to the mangroves. Santos could help them convince the DENR secretary to file the case, she said. The project involves the construction of a pipeline from Batangas province south of Manila to the capital and another one to the western Bataan province. "We may integrate a power plant and an NGV (natural gas vehicle) facility where you can put up the station along the pipeline," Mr. Siripong said. "This is more advantageous for the Philippines compared to Thailand, because in Thailand, we need to put up tanks and haul the NGV to 300 different stations. In the Philippines, you can connect directly from the line," he said. PTT is also looking at putting up three liquefied natural gas terminals in Batangas and Bataan provinces as part of the project. The feasibility study, expected to be completed by March 2008, would be used by PTT to decide whether to push through with the project. PNOC and PTT are both willing to share half the financing costs of the pipelines and the gas terminals, which range from $500 million to $700 million, Mr. Siripong said. PTT currently operates 30 retail gas stations in the Philippines. PNOC has been trying to build the pipeline for years. It had even scheduled public biddings for the construction of the pipeline earlier, but these did not push through. The construction of the Batangas-Manila pipeline has been steeped in controversy, with the Lopez group also claiming the right to build, operate, and control it. While PNOC, which controls 10% of the Malampaya natural gas project, holds a provisional permit to operate and construct the pipeline, the Lopez group holds the congressional franchise for it. The Lopez group — which owns two of the three power plants that use Malampaya fuel — has been wanting to build the pipeline since 1994. As this developed, the fate of the 550-megawatt San Gabriel power plant hingest on the price of natural gas, an official of First Philippine Holdings Corp. said. Elpidio L. Ibañez, president of First Holdings, told reporters on the sidelines of the company’s stockholders’ meeting that the $400-million to $450-million power project would only push through if natural gas is supplied at a "convenient price." First Gen, the operator of the natural gas power plants, also wants either Malampaya gas or liquefied natural gas to fuel the plant, which could be set up beside the 1,000-megawatt Santa Rita power plant. It has not yet, however, initiated talks with Shell Philippines Exploration BV, the operator of the Malampaya field. The 550-megawatt San Gabriel project has been in the pipeline for two years. It was supposed to have been constructed to avert a power shortage in Luzon by 2011. Plans, however, are still to be finalized by the Lopez group. Meanwhile, First Holdings is in talks with prospective partners for its bid to acquire the government’s stake in distribution utility Manila Electric Co. (Meralco). "There is a long list of interested partners for the government’s stake in Meralco," Mr. Ibañez said. But he also said that First Holdings — which already has an 18% stake in the distribution utility — would have to temper foreign companies’ involvement since the law requires a 40% foreign ownership cap on public utilities. "I think foreigners can own up to only 15% of Meralco at this time," he said. Notes issuance To prepare for the auction of the government’s 29% stake in Meralco, the company is raising $220 million via a dual-tranche floating rate note facility. The peso tranche will have a seven-year maturity while the dollar tranche will fall due in five years. Aside from power projects, First Holdings also wants to expand into infrastructure. Also in yesterday’s special stockholders’ meeting, First Holdings ratified the board’s decision to hike capital by P20 billion. The capital hike will be used for the refinancing of debts and for the acquisition of stakes in its core investments. Although, I am not sure if he was assigned at the same location as to where the present church of Bauan is today, since the church and the town itself relocated several times due to the eruption of Taal volcano. Meneleo J. Carlos Jr., National Competitiveness Council’s (NCC) private sector champion for seamless infrastructure network working group, said “the Center for Research and Communication is collaborating with the Subic-Clark Alliance Development Corp. (SCADC) on the terms of reference for the development of a logistics master plan.” This effort is in line with President Arroyo’s vision of establishing a mega logistics hub, particularly in Subic-Clark corridor, to serve the Asia-Pacific region. In preparation for such development, Carlos cited the need to fast-track the bidding and award of the Batangas International Port and Subic Bay International Port (Terminal 2). “There is also a need to fast-track the completion of critical infrastructure projects that connect North (Clark and Subic) and South Luzon (Batangas),” he noted. Carlos, also the chairperson of the Export Development Council-networking committee on transport and logistics, identified these priority projects as the South Luzon Expressway rehabilitation and extension project (SLEX); the Subic-Clark-Tarlac-Expressway project (SCTEP); the North and South rail projects, North-South linkage project; the Southern Tagalog arterial road phase II (STAR 2); and the C5-North Luzon Expressway-SLEX link. Of these projects, the Subic-Clark portion of the SCTEP is scheduled for completion first quarter of 2008, along with the upgrading of the Subic seaport. The full implementation of NCC’s proposed Batangas-Clark-Subic logistics corridor has been cited by the International Finance Corp. (IFC) and the World Bank as among the short-medium term reforms in improving the country’s overall ranking in terms of easing doing business, particularly in cross-border trading. This came despite the fact that the Philippines has posted strong performance in cross-border trading, an indicator that measures the procedural requirements for trading a standard shipment of goods by ocean transport. Aside from promoting the Subic-Clark-Batangas corridor as logistics hub, the NCC is also keen on further reducing the cost of exporting a 20-foot container to $326 from the present $341. Carlos said the lower cost could be realized by allowing chassis-container (Cha-Ro) as part of the roll-on roll-off (RO-RO) service; fast-tracking the development of ports along the Central Nautical Highway; and extending by another year the 90-percent discount on wharfage for export-import cargoes. Ports comprising the Central Nautical Highway include Aroroy, Cawayan, Daangbantayan, Mambajao and Benoni. “Cha-Ro will allow export-import containers to be transshipped domestically through RO-Ro at a lower cost,” he noted. Victor Reyes Monday, April 14, 2008 SAN NICOLAS, Batangas – This small town is a fifth-class municipality located along Taal Lake where Pansipit River runs from Balayan Bay to Taal Lake. Its immediate proximity to Taal Volcano earned it the title “gateway to Taal Volcano” and a larger area of the volcano island is made part of the town. But although the town of San Nicolas was made into a municipality only in 1955, San Nicolas was originally the site of the old town of Taal, which was established in 1570 under Frey Agustin Albuquerque, barely 50 years after the arrival of the Spaniards in the Philippines. Hence, San Nicolas was always referred to as the Lumang Taal. The first Taal Church was built in San Nicolas in 1575 by Frey Diego de Espinar but was destroyed in 1754 due to the eruption of Taal Volcano, which also led to the transfer of the town to its new and present site. Through the initiative of the parish priest of San Nicolas, Fr. Glenn Cantos, the ruins of the old Taal Church in San Nicolas were again cleared and refurbished. The ruins, which were for a long time unnoticed by tourists and even by the residents, reveal a relatively big church and one of the first churches built in the Philippines by the Spaniards. A parish heritage commission was organized to plan out activities to revive and develop the ruins and remind the residents of the old glory that the area enjoyed even before the coming of the Spaniards. Two years ago, a team from the University of the Philippines’ Archaeological Studies Program, with the assistance of the Archaeology Division of the National Museum and funded by the National Commission for Culture and the Arts, conducted a survey and excavation of the area, and discovered artifacts, showing an advanced community even before the coming of the Spaniards and the existence of trade with other Asian countries. Historical accounts show that Pansipit River was then the only access by water from China Sea to the other parts of Batangas through Taal Lake, and the area of San Nicolas, located at its mouth, became a center of trade. Last March 30, the parish relived the old glory of Taal in its old site, namely San Nicolas, by putting up a cross at the altar portion of the ruins, primarily to again sanctify the place and to remind the residents of San Nicolas of the glory of its ancient past.
