Les aménageurs ont démarré les travaux dès que les différentes procédures administratives ont été accomplies et autorisations nécessaires délivrées. Thanks I cannot explain why work has not started yet fadesa should explain this. Fadesa have many projects in Morocco, and tangier is one of many to be constructed in the coming years. Après la ville de Témara, l’enseigne Aswak Assalam vire au nord vers l’un des quartiers périphériques de la ville de Tanger, Ziaten, une zone promise à un important développement. Le nouvel hyper a une superficie de 12.000 mètres carrés, dont près de 5.000 sont dédiés aux surfaces de vente. Il est équipé d’une station-service et d’une aire de jeux pour les enfants. Il dispose, en plus, d’un centre commercial comptant 22 locaux destinés à accueillir des commerces et des boutiques. il est aussi équipé d’un parking à deux niveaux de 600 places qui n’ont pu contenir les véhicules des visiteurs, dont le flux a dépassé toutes les attentes, du moins au jour de l’ouverture au public. L’investissement total est de 150 millions de DH, hors foncier, selon le groupe Chaabi. Il a permis la création de près de 800 emplois directs et indirects. Le lancement de l’enseigne à Tanger a coïncidé avec l’annonce d’un plan de développement du groupe dans le secteur de la grande distribution. Ainsi, à l’horizon 2009, ce sont neuf autres hypermarchés qui verront le jour à travers le Royaume. Selon ce plan, deux autres hypermarchés seront lancés, à Agadir et à Casablanca au cours de l’année 2007. En 2008, rebelote pour les villes de Tanger, Casablanca et Agadir. En 2009 ce sera au tour de Salé, Oujda et Marrakech. Au total, l’enseigne compte disposer avant la décennie 2010 de 14 différentes implantations. Au Nord, la grande distribution a été inaugurée par l’enseigne Marjane. Elle s’est installée d’abord à Tanger en 2002 puis à Tétouan en 2004 dans ce qui avait alors été considéré comme une aventure. Depuis, la réussite de ce type de concept de distribution au sein d’une zone réputée par la contrebande qui y sévit semble avoir attiré l’attention d’autres acteurs du secteur. A noter l’effort important consenti dans le Nord et Tanger par le groupe Chaabi qui considère cette région comme stratégique. Ynna Holding, groupe multi-activités, avait d’ailleurs annoncé en 2006 un ambitieux plan d’investissement de près de 5 milliards de DH dans la région de Tanger. 3 milliards de DH pour le Nord Le fer de lance de l’investissement de Ynna Holding dans le Nord est un grand projet touristique de 3 milliards de DH. Le groupe envisage de construire sur 64 hectares 3 hôtels, 2 appart-hôtels ainsi que des résidences et des villas touristiques. A ce projet s’ajoute celui d’un complexe touristique de taille moyenne à Ghandouri d’un montant global de 291 millions de DH. C’est la filiale du groupe, Chaabi Liliskane qui se chargera de sa réalisation. Les travaux de construction ne devraient pas tarder à démarrer, selon Ynna Holding. Le groupe de Miloud Chaabi n’entend pas en rester là. Il envisage de construire au centre ville un complexe immobilier dédié aux affaires, le Tanger Tower Center. Sur plus d’un hectare, il compte construire deux tours de 15 et 25 étages reliées par des passerelles. Redalinho January 18th, 2007, 09:11 PM Tanger, 32 milliards dh d'investissement et 2.000 ha à aménager Les Bahreïnis de la Gulf Finance House, GFH, lanceront, la semaine prochaine, les travaux de construction d'un complexe touristique à Tanger. Le Royal Resort Cap Malabata qui s'étendra sur une surface de 125 hectares, à l'est de Tanger sur la route de Ksar Sghir, nécessitera un investissement de 550 millions de dollars. Le nouveau complexe résidentiel et touristique combinera trois composantes : commerciale, touristique et immobilière et résidentielle. Sont ainsi prévus, outre les résidences touristiques et privées, des centres commerciaux, établissements de loisirs, des aires pour activités sportives et un centre de conférence. Ce complexe fait partie d'un projet développé par la GFH au Maroc sous le nom de «Gateway to Morocco» qui comprend également un projet touristique dans la ville de Marrakech, Royal Ranches Marrakech. Les deux complexes nécessiteront un investissement total de 1,4 milliard de dollars. Investissement pour lequel un mémorandum d'entente a été signé entre le promoteur du projet, GFH, et le gouvernement marocain en juillet dernier. Ce projet lancé par les Bahreïnis dans la zone du cap Malabata sur la côte méditerranéenne est, rappelons-le, le troisième projet en importance lancé grâce aux capitaux du Golfe. Deux autres pays du Golfe, les Emirats et le Qatar ont manifesté leur intention de construire des complexes résidentiels et touristiques dans les environs de la ville, sur la côte atlantique. Les deux pays promettent un investissement de près de 10 milliards de dh pour mener à terme ces deux projets. Le projet « Tinja », du groupe émirati Emaar, sera réalisé sur une superficie de 230 ha pour un investissement de 650 millions de dollars. Il s'agit d'un projet touristique intégré haut de gamme qui comprend plusieurs hôtels, des parcours de golf, des villas, des centres de loisirs et d'animation, une marina et des centres commerciaux. Cette même zone côtière abritera un deuxième projet touristique résidentiel qui sera réalisé par le groupe qatari «Diar» pour un investissement global de 2,5 milliards de dh. Prévu sur une superficie de 230 ha, le projet comprend deux hôtels, des résidences touristiques, un golf de 18 trous et des espaces d'animation et de loisirs. Du côté des opérateurs marocains, le groupe Ynna a annoncé, courant 2006, un investissement de près de 3 milliards de dh sur la côte atlantique de Tanger. Le projet qui s'étend sur une superficie de 64 ha, comprend trois hôtels et des complexes résidentiels et touristiques. Pour sa part, le groupe «Holmarcom» engagera dans la ville du Détroit un investissement de 1,5 milliard de dhpour la construction d'un grand complexe résidentiel touristique sur une superficie de 60 ha. Outre un grand hôtel, le projet prévoit des collectifs résidentiels, des commerces, des espaces d'animation et même un complexe culturel et un musée. Dans la région Tanger-Tétouan, qui aspire à devenir la première destination balnéaire dans les huit prochaines années, les investissements annoncés dans le secteur en 2006 s'élèvent à 32 milliards de dh. Des investissements qui couvrent des projets touristiques et résidentiels qui s'étendent sur une superficie totale de 2.000 ha. La ville et sa région ambitionnent ainsi de préparer une offre dépassant les 45.000 lits dans les dix prochaines années, ce qui revient à tripler l'offre actuelle sur toute la région. Une offre qui lui permettra d'héberger plus de 2 millions de touristes vers 2015, soit 7 millions de nuitées. It is part of the economic policy orienting Morocco towards exports, based on eight clearly identified export sectors, with particular emphasis on the free trade agreement with the European Union to be implemented between 2000 and 2012 ; Completion of the «Tangier-Mediterranean» project will have important economic effects in terms of jobs, creation of added value and foreign investment. Its particular position on the Straits of Gibraltar, at the crossing of two major maritime routes, and 15km from the European Union will enable it to serve a market of hundreds of millions of consumers through the industrial and commercial free zones which will be run by well-known private operators. In an interview with the French weekly magazine Jeune Afrique, the TMSA's president stressed that the port, with a capacity of 3.5 million containers, 500,000 trucks and five million passengers, will serve as a platform linking Asia, America, Europe and Africa and a hub for international oil offshore traffic. “The port and the free zones will also help create some 150,000 jobs by 2020 and accomodate 1,000 enterprises. "At its cruising speed, the port will achieve a sales turnover of about Euro 100 million, and it is only a tool in the service of regional development,” Elhadi said. He underlined that the added value will come especially from the real estate, industries, service enterprises, trade, etc, adding that these permanent incomes will be reinvested. Elhadi stressed the Tangier-Med project cannot succeed if the residents' vital needs are not satisfied. In this context, it is envisaged "not only to develop the principal cities of the region, but also to create three new urban centres along the highway. The urban centres will benefit from road, rail electric, drinking water and liquid waste treatment networks set up for Tangier-Med, he explained. As for the development of free zones, Elhadi said they will offer local enterprises the opportunity to develop themselves and gain in competitiveness, while remaining on the Moroccan territory. "We will make sure that regulations facilitate the setting up of Moroccan companies in free zones and help them to conquer international markets," he concluded. Tangier-Mediterranean port The MAD 12 billion Tangier-Med port project is of great proportions: a logistic free zone of 90 hectares; an industrial zone of 600 hectares (20 km away from the port), a commercial duty-free zone of 200 hectares (15 km away from the port) and tourism facilities in Fnideq. The project aims to position the North of Morocco as a logistic platform for the European market with its hundreds of millions of consumers, based on the Free Trade Agreement with the European Union which came into force in 2000. This project will also develop the tourism industry and boost exports, by providing an efficient port for free zones and Moroccan economic centres. TMSA, established on Sept. 10, 2002, is the project manager for the building and development of the port. It is also in charge of the development of the free zones. The Tangier-Med project is expected to complete before Dec. 31, 2006. In addition to building the infrastructure for the special economic zone, TMSA is also responsible for operating it as safely and competitively as possible. It is also the intermediary between all private and public partners, including the Hassan II Fund, Caisse de Dépôt et de Gestion (DDG), CMKD, the Abu Dhabi Fund, the North Agency, and the Ministry for Construction and Civil Engineering (Port Directorate). The total investment in this project is expected to top MAD 980 million (63 million euros) and will considerably help the northern city increase by 20% the city's tourism capacity to 8,400 hotel beds. Ce tronçon, dont la construction avait été lancée l¹été dernier par SM le Roi Mohammed VI dans la wilaya de Tanger, doit être raccordé à l¹autoroute desservant le port de Tanger-Med et l¹aéroport Boukhalef. Au programme de 2007, figure également un projet de construction du tronçon Tétouan-Oued Laou (45 Km) de la rocade méditerranéenne Tanger-Oujda, pour un coût estimé à 750 millions DH et l¹achèvement du tronçon d¹autoroute Tétouan-Fnideq, qui sera fin prêt l¹été prochain. Pour désenclaver les zones rurales de la wilaya, il sera procédé à la construction de deux ponts et de 55 km de route, dont une route provinciale reliant Labghaghza à Bni Idder et deux routes desservant Al-Kouf et Al-Alyin à partir de la route nationale-13. D’un montant global de 29 millions de DH, il aura une superficie couverte de 2.720 m2, sur un terrain de 2 hectares situé près de la zone industrielle de Tanger. Il devrait être opérationnel dans 18 mois, soit à la mi-2008. «Le projet a pour objectif d’accompagner le développement de la ville», explique Majid El Ghaib, directeur général de l’ONP. L’un des premiers avantages de ce nouveau marché sera d’assurer la vente du poisson dans de meilleures conditions tout en permettant un désengorgement du port. La halle aux poissons sise dans l’enceinte du port n’accueillera de ce fait que le poisson débarqué sur place. Celui issu d’autres ports, appelé poisson de deuxième vente, sera commercialisé à partir du nouveau marché. Les avantages sont multiples. La halle du port n’offre plus les capacités pour recevoir d’importantes quantités de poissons. Ce qui obligent les vendeurs à proposer le produit dans des camions à l’extérieur de la zone et ce dans des conditions de salubrité et d’hygiène non conformes. D’autre part, cette diversification des points de vente de gros permettra d’alléger le port et de réduire les nuisances dues. Cette mesure tombe aussi à point nommé pour un port qui s’offre une nouvelle vocation et veut développer le tourisme de croisière (cf. www.leconomiste.com). Le financement du projet sera assuré à parts égales par l’Office et le Conseil de la Ville. «Le nouveau marché de gros a l’ambition de devenir la plus importante plate-forme logistique de commercialisation du poisson dans la région», souligne Nezha Salaheddine, délégué de l’Office à Tanger. «Le projet permettra une plus grande régularité et une meilleure maîtrise des approvisionnements», assure par ailleurs l’ONP. Ce nom mythique du passé récent revient en force. Tanger, au nord du Maroc, était le point de rencontre de l'Europe et de l'Afrique, une zone internationale où les artistes flânaient et où la fine fleur de la vie marocaine s'exposait et se donnait au tourisme d'affaires et d'agrément. La casbah servait d'inspiration aux grands du pinceau, comme Matisse et Degas, qu'on retrouvait aussi dans le grand ou le petit Socco. Tanger -- Depuis la fin des années 70, l'eau de la magnifique baie de Tanger était trop polluée. Ses abords étaient contaminés par des commerces et des hôtels qui serraient la baie dans un étau hideux. Un plan de dépollution et de revitalisation donne déjà des résultats intéressants. Tanger la magnifique revit donc sous les coups de baguette magique d'une renaissance touristique majeure au Maroc. La ville nouvelle fait très européenne mais la vieille ville -- la médina -- est essentiellement marocaine tout en intégrant des couleurs et des accents d'Espagne qui n'ont rien de désagréable. Le directeur général de l’Agence de l’Oriental, Mohamed Mbarki, admet d’emblée qu’il faudra beaucoup de temps pour parvenir à redonner à la ville ses lettres de noblesse, et en faire la capitale méditerranéenne du Maroc. «Notre approche sera progressive et nos ambitions à la mesure de nos moyens», indique-t-il. Une des premières étapes sera d’inscrire Nador, comme plusieurs autres villes du Maroc, au programme national «Agenda 21», du ministère de l’Aménagement du territoire. Si l’Agence de l’Oriental a senti le besoin de faire appel à des experts internationaux, c’est parce qu’elle souhaitait se détacher des a priori des visions nationales. «Nous voyions Nador comme une ville désarticulée, envahie par l’habitat non réglementaire», avoue Mbarki. Ce panel est donc venu fouetter les esprits et redonner de l’espoir, en confirmant que Nador possède bel et bien un site exceptionnel. «Nous construirons à partir d’éléments déjà en cours», souligne le directeur général, d’un ton optimiste. La façade méditerranéenne est déjà en processus de revalorisation, et constituera donc le point de départ de l’aventure. La lagune de Nador s’est d’ailleurs imposée comme élément central du processus de revalorisation. «Nous allons mobiliser les promoteurs publics. Marie-Hélène GIGUÈRE Redalinho March 9th, 2007, 07:29 PM Le littoral convoité pour le balnéaire · Un intérêt favorisé par l’ouverture de la rocade Nador-Al Hoceïma · Des appels d’offres bientôt lancés Si, à Nador, l’immense bande longeant le littoral sur un linéaire d’environ 180 kilomètres ne constituait par le passé que peu d’intérêt, aujourd’hui, la rocade méditerranéenne Nador-Al Hoceïma a complètement changé cette donne. En effet, la réalisation de cette infrastructure a non seulement raccourci la distance entre les deux villes et permis aux populations de sortir de leur isolement, mais elle a grandement valorisé la côte. Un site qui fait désormais l’objet de moult convoitises d’investisseurs immobiliers et hôteliers. Toutefois, il n’en demeure pas moins que des risques d’une urbanisation anarchique sont à même de compromettre les effets escomptés. Il est à craindre que ce patrimoine maritime soit étouffé par une succession de constructions individuelles ou de projets immobiliers non maîtrisés. C’est pourquoi, conscients de l’importance des enjeux, les pouvoirs publics ont opté pour une urbanisation préalable au niveau des abords de cette rocade. · Patrimoine Dans ce contexte, la province et l’Agence urbaine de Nador, les 14 communes rurales et la municipalité de Segangan, concernées par l’avenir de ce patrimoine maritime, se sont mises d’accord pour protéger cet immense espace contre toute urbanisation anarchique, abusive ou sans grand intérêt. Mohamed Elhachtouki, directeur de l’Agence urbaine, estime nécessaire l’adhésion des populations locales. «Celles-ci ont tout intérêt à attendre l’organisation urbanistique de cette zone pour tirer profit de la valeur ajoutée foncière générée par la rocade», ajoute-t-il. Par ailleurs, les appels d’offres des documents urbanistes seront lancés d’ici fin mars. «Ces plans d’aménagement, véritable référence pour la gestion des projets, ne manqueront pas d’attirer les investisseurs nationaux et étrangers», explique Elhachtouki. Adil Douiri. Le ministre, qui présidait récemment une cérémonie de signature de deux conventions dans le domaine touristique, a ajouté que le potentiel humain et naturel de la région sont le principal catalyseur pour la création d'un nouveau pôle touristique national qui, aux côtés des autres pôles existants, permettra d'atteindre les objectifs de la Vision 2010. Ces réalisations permettront d'offrir un large éventail d'activités touristiques et d'accroître la capacité d'accueil qui pourra atteindre 16.000 lits et attirer 300.000 touristes au lieu des 18.000 actuellement, a indiqué le ministre, notant que ces projets permettront de parvenir à 1,5 million de nuitées contre 36.000 actuellement et de créer 16.000 postes de travail stables et quelque 25.000 autres indirects. En outre, le projet de village touristique "Souani", qui sera réalisé sur une superficie de 85 ha, comprend des hôtels et des résidences dont la capacité d'accueil est de 2.000 lits. Le projet dont le coût est estimé à 1,2 milliard de dirhams, va générer 1.000 postes de travail. La durée des travaux de réalisation du projet est de 44 mois. Le programme du ministère prévoit également la construction, entre de Nador et Al Hoceima, de stations touristiques et d'unités d'accueil au profit d'amateurs du Kayak. Le coût de réalisation du projet s'élève à 6,8 millions de dh et génèrera quelque 150 postes de travail.
