Thanks WSP, for the updates. It was good today the way the webcams were repositioned so you can see both sites from a distance.
WSP, have you access to any computer images of how the foyers will look and the pool areas? You posted some I while back of the bar in Wind 1 so anything simuliar with the foyers/ reception areas and pools?

WSP, will you guys be using the new shuttering that was tested a while ago? and if so will this increase the speed of construction?
Also what is the plan when the working law kicks in (no work between 12-15.00) will you guys lose 3 hours a day or restructure the working hours to suit?

Take a look at http://uk.youtube.com/user/WindSpokesperson on it there are many new videos from the last couple of days plus interviews with engineers (most not in English) but it shows how much progress is taking shape and gives a really good insight to how things are looking on site.
I am going to Dubai next week so I will be able to describe how things are first hand.

WSP, and all the Wind team thanks for the updates plus the youtube videos they are very informative.

Hi All,

I have just returned from Dubai during which I visted Wind at their two offices and the site.
On my visit to the site I was shown around both sites by Dr Azizis sister (sorry I can't remember your name!) who even though she was extremly busy took time out to show me around. During my time on the site the next tower crane was being installed on the Wind 1 site and the crane on Wind 2 had been delivered. It was apparent that the site was very active with engineers and workers. It was pointed out to me that daily targets are set and these have to be met to keep the work on track.
The status of both towers seems to be they are around the ground floor level, however the ground floor is level with the top of the parking ramp so from the ground it looks like a couple of storeys are built.
I also visited around 20.00 and the site was active and also on a Friday but unfortunatly on this occassion there was no work on the towers happening but I must say the whole of JLT was silent with no work going on.
I then visited the office of the Chairman Dr Azizi, who I have met on two previous occasions. Once again he was extremly welcoming as were his staff and invited me into his office to speak to him. He is a very busy man and this was very apparent as I sat there watching a film of all the latest projects Wind is currently carrying out including airport designs, dam reconstruction, projects in Qatar, ajman and Iran whilst he talked with his achitechs and engineers.
He then spent time with me to talk about the Wind tower project informing me that despite the rising construction costs the project was still profitable due to the fact that Wind own a large portion of the towers still. He also pointed out that the pace of construction will increase as the towers rise as there are no retaining walls to worry about and the extra cranes will speed things up also. I was then shown some interior designs of the towers which I must say looked excellent they were very modern and to a very high quality.

So thanks to everybody at Wind for once again taking time out to meet with me.
On the subject of end date as I know that is a big subject on here, Dr Azizi mentioned that the company was reluctent to issue a new date due to the negativity that this may reignite but the feeling I got was that 2009 was the target, however looking at other towers in Dubai each year I have been, this date seems a little optamistic.

Any how, if they continue at this pace they should be ready in 18 months time for handover. Therefore, the first quarter of 2010 is a realistic date for moving in

My only concern is that there is a clause which states that if the project is not completed by the end of 2008 Wind can give you your original money back and cancel your apartment. Have you all received firm reassurances that in 6 months time this will not happen? I hope they will not but unless it is in writing then a contract is a contract.

There are a lot of contracts with this type of clause in them. My contracts with Select Property (Torch and Bay Central) have the same. It's more to protect the developer but as you say a contract is a contract. I doubt very much any developer would try to enforce this clause unless they had very good reason and simply trying to cancel apartments and sell them at a much higher price would not be one of them. RERA would certainly prevent this happening. There really is nothing at all to worry about here. :cheers:

BTW how are Wind prices doing ?? I would expect them to have increased substantially since this good pace of contruction started.

Thanks PQ for your first ever positive post, I trust you still have your apartment within Wind?

I have spoken to the DMCC and also a solicitor in Dubai who both confirm the law and times have changed since the original contracts where written and I was assured that this wont be a concern.

The clause is more in the event that the site could not be started for some reasons.
RERA would not allow this type of behaviour these days, Dubai at last is starting to get the legal system into some type of order and give buyers the reassurances that one would exspect from a modern country.

Lets not go back to being negative and move forward on positive matters.

Regarding the webcam disconnections,
We are setting up a new connection system for the webcams at the Wind Towers site. This new connections will greatly reduce the interruptions during the video feed.
We had problems with the metro system blocking our WAN signals.

Thank you for your observation. You are correct.
We had some difficulties reaching that part of the site with the pump for concrete casting.
During the casting, we had several vibrator machines, and level compacting systems to deal with the mentioned problem.
We are currently working on new central concrete casting pumps that will be fixed on the third floor, and can greatly help us deal with the distance difficulties during future concrete castings.

We are working 24 hours daily non-stop, in order to finish the concrete casting of Wind II for the first floor. The core wall has already been completed.

We had some delays in Wind Tower I, since our Spanish team responsible for the interior design of the tower requested some changes. They wanted a new set of stairs so that the restaurant doesn't share an entrance with the lobby. They also requested some changes in the openings of the elevator. Concrete casting started right after the confirmation by JAFZA, the core wall is now finished.
From the second floor, we will use the 'DOKA' system. This will greatly increase our construction speed.

Both web cams are working at the moment. It looks like they have moved the web cam on wind 1 to the new crane. The sites are taking shape as you can see from the pictures the WSP has posted. The Wind website also has a new feature with a diagram of the buildings showing progress which is a very good idea. It also has updates and explanations which is good.

On Wind 2 the slab for the first floor was cast in the first week of August and then the walls were cast a couple of days later, now looking at the web cam it seems the steel work for the second floor is in progress.
My point being this is a significant increase in construction speed as previously it was around 1 month from floor to floor.
WSP, when will the DOKA system start being used on Wind 1 & 2? also when is the concrete pump be placed in the core?

Then what kind of timescale will it be from floor to floor?

The DOKA system is planned to be used from the second floor.
The concrete pump is planned to be fixed from the third floor.

Our plans are to have a maximum time limit of 10 days per floor.
This means that we can hopefully be expecting some changes in the construction speed within 30 days.

Progress of Wind I is behind Wind II since we had some changes in the design and an addition of new stairs for the restaurant.

In case of approval and concrete availability, we will be able to do the concrete casting for slab of first floor tonight. We are currently doing the plasterwork and blockwork in the basements. The staircase system for the basement is under construction; each part is either at steelwork, formwork or casting stage.

Thanks for the information. On Wind 2 I thought that the first floor was on level with the top of the parking ramp and was complete, thinking we were on the second floor, it looks like that on the pictures? or was I mistaken ?:nuts:

I have a question... why do you need JAFZA approval of the first floor slab? Didn't you hand in a final design and got a building permit? What are they going to approve now?
What's the procedure at Jumeirah Lake Towers anyway... I always get confused with the procedures in the different free zones and their authorities... JAFZA is Final Design approval only, right? You don't need a Preliminary Design approval like at DSOA?

Let me make it short for you, we need JAFZA approval to build and to move up floors.

Here is the process in short:
We make a final design and hand it to JAFZA, they approve it, then we build it, then JAFZA inspectors have to be called. JAFZA inspectors arrive and check what we build and compare it to the final design that we submitted before construction, if everything is ok, we move on. If inspectors see any difference between design and construction, they disapprove and the construction has to be corrected and JAFZA called again.

This is how things are going in that area with our towers.

It appears that the above process as stated by WSP is simular to the UK.
First the you obtain building regulations approval which states how and what materials are to be used and then a building inspector has to visit throughout the build to ensure you are building as per the building regulations.

Once the build is finished and has been build as per the building regulations then a final building regulation completion certificate is issued signing off the build.

This is the best route and it ensures that developers do not take short cuts in the construction which would be hidden if not checked at regular interviews.

It's no surprise that building regulations are like in the UK. Most of the consultants are british and a lot of regulatory guidelines were taken from UK also.

But most of the Authorities in Dubai are a pain the ass, I guess WSP can tell you a thing or two about it... :lol:

I develop property in the UK and the building inspectors here im sure are even more of a pain in the ass.

They approve plans and then change their minds half way into a scheme, introduce sprinker systems and extra safety nonsense,
You do your development budgets and then they mean nothing due to a prissy inspector.

Wind Tower I,
Slab of level 13.25DMD is approved by JAFZA. Concrete casting is planned for tonight at 10PM UAE Time(GMT+4). You can watch it on our webcam.
A total of 15,000(estimate) cubic meters of concrete has been used for Wind I since Parking level B6.
Core Vertical elements steel fixing from 17.21DMD to 20.17DMD is in progress.
Core Vertical Elements concrete casting from 13.25DMD to 17.21DMD is completed.

Wind II,
Formwork for slab of 16.89DMD is completed. Vertical elements 16.89DMD to 20.40DMD is completed.
Concrete casting of 16.89DMD is planned for Wednesday 20th of August.

The DOKA system is a slab formwork system.
This will replace the traditional formwork for each slab.

The DOKA equipment and materials have arrived on site for Wind Tower II, they are currently being used for slab of level 20.40 DMD.
According to our engineers at Wind Tower II, the formwork of slab 20.40 will be finished by approximately Tuesday 9th of September.

After using the DOKA formwork for the first time, the progress for the following slabs will speed up. This is because the first time this system is being used, certain parts have to be built.

We will hopefully see an increase in progress speed of Wind Tower II in the following weeks.

Wind 1 is planned to have the same system as well. We are waiting for the current slab to be completed before bringing the equipment and materials to site. Hopefully, everything would be set up by the next few days for the new system.

For our basement floors, where there was some steepness for the parkings, we used the caplock system.
The flatbed system is a system used for normal slabs. They require multiple parts to be fixed together in order to finish each slab. It was the traditional way of using beams and fixing the pieces together. It took about 2 to 3 weeks for each slab to be completed.

Our company decided to invest in the new DOKA formwork system to increase the speed of construction.
The DOKA system is a reusable plate by plate system. We build the formwork once, after the casting we can remove and move the formwork to higher levels to be re-used with little inconvenience. No time-consuming disassembly and re-assembly is required for the main formwork.

In Wind II, the DOKA system has already been set up for level 20.40 DMD. The parts are being put together as well for level 23.41 DMD.
We make the parts ready for 2 slabs, from there on, we will use the parts already made for other slabs.

In Wind I, the engineers are still finishing up the required works before starting with the DOKA system, they will be using it very soon.

a person like me in not very technical. All I want to see from time to time is the progress and in terms of photos it would be far more helpful if the pictures are panoramic/long shots so that the progress can be visible to non technical people. This is without any prejudice to friends on the forum who have the technical knowledge and want to know about the engineering aspects

Thank you for your continued updates, pictures and communications, a great deal of progress has been made other the last six months

HOWEVER

1) Do you think it is fair to now confirm that completion is impossible for December 2008?
2) What are the proposals in relation to completion and the DMCC contract obligations?

I think these are valid questions and I think it is reasonable for you to be open and honest in relation to this situation.

Wind certainly will not be the only Tower not to have made this completion date, indeed DMCC will be delayed also and there are several developments behind Wind.

Your answer and confirmation would be appreciated

who inspects the site? how does it work?

JAFZA inspects the site.
First, we send them our plans for them to approve, after approval we are authorized to build it.
When we are done it, JAFZA sends an inspector to inspect each floor. When the inspector approves our construction, we will be able to move on to the next floor.

It seems some of the purchasers of Goldcrest Views are taking legal action for compensation because their development was a mere 14 months late. With Wind now estimated to be around 32 months late I think if a group of us got together there is a very high chance of success for getting compensation. See this link:

It seems some of the purchasers of Goldcrest Views are taking legal action for compensation because their development was a mere 14 months late. With Wind now estimated to be around 32 months late I think if a group of us got together there is a very high chance of success for getting compensation. See this link:

I am also taking legal action against DAMAC for late delivery of Lake View at JLT which is almost 2 years late (maybe more). If there are any other people in my situation, I would be happy to hear from them.

According to the official letter from DMCC, the completion date set for JLT, including the lake, is year 2010. A number of towers in JLT have a completion date set for year 2011.
There are a number of developers that are further behind their construction than Wind.

Any one of our customers, whose unit handover date has not been met according to their contract, may claim a full refund for their unit/s.

Keep in mind the date which keeps getting mentioned .... "2010".

Name the "LARGE" number of developers further behing than Wind??? Please tell us so we can take solace in numbers.

Wind certainly will not be the only Tower not to have made this completion date, indeed DMCC will be delayed also and there are several developments behind Wind.

Any one of our customers, whose unit handover date has not been met according to their contract, may claim a full refund for their unit/s.

Stop being thick, I'm talking about compensation for the never-ending delay in completion NOT refund of units! If I wasn't soo busy I would begin the campaign to seek such compensation. If anyone else has time on their hands to coordinate such a campaign then I would be happy to pay my share of the costs towards any legal action.

It seems that the Iranian gangsters with Dr Azizi at the helm are back to playing their usual cat and mouse game hoping that everyone will believe them.

We were actually using the main pump, it is fully functional and working.
We are not able to use normal pumping vehicles at that level.

Recently, due to rising costs of construction, about 150 projects have been canceled. Some other developers have requested assistance from their current investors to help them with the rising costs.
We invested in many projects ourselves, such as Palm Deira and Al Salam City, all we were told was to get a refund.
With the current prices, no developer would have been able to continue with the project.
All of our delays were justified, mostly they were due to change of regulations by JAFZA. Our first set of plans were disapproved due to changes in earthquake laws in JLT, and after we started construction JAFZA spent over 6 months inspecting our foundation. We are working in 3 shifts, day and night, while also buying the highest quality supplies, no matter the costs, in order to be able to finish these projects as soon as possible.

There is an Article in the Dubai laws and regulations, that gives the right to the developers to terminate their projects and give back their customers' money, if they have not finished their projects by the middle of 2009.

We have had customers calling us to see whether we are going to use the article or not!

Rest assured that we will never use that article, and we are trying to finish the towers by the middle of 2009.

These images tell the lies that Wind are telling. None of their delays are justified. It's merely an attempt by Dr Azizi to keep this going on for as long as possible.

I have just returned from Dubai and visited the site several times both during the day and night.

I spoke to numerous people both informally and formally at Wind.

I also spoke with officials who clarified JLT position on an informal basis.

Those are very good pictures. We have already mentioned our reasons for delay multiple times, but it seems we need to revise the facts regarding our delays.
1. Our project is a multipurpose project, and it took us much longer than usual to be able to get a permit for the Towers.
2. We have loft floors in both towers, we had to get a permit for that too, and we had to wait for a year for loft permits while our site was ready to start work; every month that we waited we had to pay the contractors for water, electricity, mobilization of tower crane and construction machinery, and human resources including the engineering team, all while we were waiting for a permit.
3. We had to wait for another 6 months so that JAFZA and DMCC would accept our foundation.
4. In every stage that we had a permit, we did not hesitate to move on with the construction. And if there were any losses, it was to the developer.
The prices have been tripled since. Each Sq.Ft. of Wind Towers is now worth at about AED 1400, which means that anyone that has bought a unit from us, if willing to sell their units, will receive a high profit.
We were looking to increase the construction speed; therefore we paid extra money to the contractors to adapt new methods of formwork for slab. We also paid overtime to the contractors so that they would work 3 shifts a day, 24 hours non-stop. During the summer, we paid three times the original price of building materials so that we wouldn’t have to wait in a queue for steel and concrete. We paid the price of labor camps that have also tripled during the summer.
In general, those who are sitting on a branch during a storm and want to cut the branch they are sitting on, will fall before they do any damage to the trunk.
Since December, we have casted over 200,000 Sq.Ft. of slab in both Wind Towers.
Dozens of developers were rejected by Dubai Land Department during investigations and they were not allowed to open Escrow Accounts. We were audited by assigned auditors and it was proven that not even one dirham of any of our investors was in our own accounts.
I would like to bring a fact to the attention of our friends, that some people have been quite paranoid and delusional lately, while also being rude and offensive. Even though, we respond with patience and inform you of all the latest news and answer your inquiries. We are seriously glad to see users such as Sur have returned to the forum. Their responses and inquiries are some one the things that makes us happy.
We hope, that with the current investments made in formwork and work hours, and also purchase of new labor camps in order to be able to accommodate more workers for the site, we can be able to finish the project in year 2009. This is what we want and deeply wish to achieve.

According to our contracts with our customers, that are agreed and also signed by Nakheel, there are two articles regarding the termination of the project and cancellation of units.

Article 14 of the contract

Default by the seller in delivery (other than Force Majeure)

Except for any delay caused by a Force Majeure event, if the Buyer has fulfilled all of the Buyer's obligations hereunder (including without limitation, the Buyer's obligations of payment hereunder) and the Completion Date does not occur by December 31, 2008, the Buyer may by a written notice to the Seller, terminate this Agreement. In such event, the Seller shall return the Previous Payments made by the Buyer within sixty (60) calendar days from the effective date of such termination with applicable Interest and any interest that has been paid by the Buyer and recieved by the Seller for late Total Price installment patments pursuant to the terms of this Agreement.

The Buyer agrees that such return of payments and Interest constitutes the Buyer's sole remedy in such circumstances and the Buyer forgoes any and all of the Buyer's rights to claim against the Seller for (and releases and discharges the Seller with respect to) any specific performance and any losses, damages, costs, taxes, levies, expenses or liabilities whatsoever.

We have concrete casting in both Wind I and Wind II.
Since webcam of Wind I is not working, you can watch the concrete casting of Wind I through Wind II webcam. We will move and zoom the camera on Wind Tower I.
Wind Tower II will have a casting of vertical elements.

According to your later post, the article you mentioned is not in the Dubai laws and regulations, but only in your contract.

Furthermore is obvious that the article applies only in case of force majeure, which must be notified as soon as practicable to all investors and ceases when the developer notifies in writing again all the investors. If you fail to do so while the conditions of force majeure exist, then you cannot use the same reasons later to call force majeure. So basically, you cannot enforce the article even in mid 2009 as the situation stands right now.

I don't see how I have been rude, since I was not accusing you to be a liar but I was giving you time to reply and justify your assertion which, at the end, proved to be incorrect, as a minimum. I hope in your good faith, of course.

Please don't spread rumors of false laws; what you said has been already seen into other threads worrying investors of JLT.

WSP has been keeping good communication - the discussion on the forum should be constructive including criticism.

Thank you WSP for your regular updates, the majority of investors appreciate your input so please do not take too much notice of the minority.

There is no way that Force Majeure could be applied to the delays at the site, there has been no act of god ect.
People could terminate their contracts if they choose within the contracts but Wind have offered you all this already without waiting till August 2009.

The UK group has taken legal advise and talked to the land department on these matters and welcome new members. The Dubai laws are changing monthly and offer better protection to investors than ever before so dont get paranoid with this issue.

My advise is you should not get drawn into these silly discussions that the likes of Sur, Crazy Horse, Property Queen and Malster try to create.
These silly people have been offered refunds and they still stay with their investments, so what does that tell you.

This is not something we invented or made up, or try to enforce.
This has been in all the contracts that were signed with customers of Wind Towers.
We are not trying to enforce this onto anyone.
If it's not in your contract, it doesn't apply to you. But I was assured by the contracts department that this article is in all the contracts since the beginning.

If the building process can lead to a floor being completed every TWO WEEKS then we should not complain. A floor a week is a pipe dream as are every completion date that Wind give. Use your commons sense and be realistic.

The progress is slow but is moving forward unlike what had happened in the previous 4 years. We should not panic as resources are being put in to the development and visible progress can be witnessed every month.

A completion date in the middle of 2010 is what should happen...although it could be 2011 before you move into the apartments. I just hope that there are no nasty surprises on the way.

But so far so good. Stay positive and do not be irritated by silly wishful thinking or paranoia.

If you go back to May 2007 they were at the slab casting stage and in November 2007 they were around the same stage as Wind now. So it is realistic that Wind could top out in October 2009?

During the least few weeks, there was a slow down in the construction process at the Wind Towers.
This was due to the change in construction method to the DOKA flat-bed system. It took us a month to prepare for the new system. We had to get the system ready for 2 floors before continuing with the construction.
Now that the system is ready, there is an increase in the construction for each slab. You should be able to see the boost in a short time.

I would like to repeat that we are trying to use the new method to reach the goal of one floor per week.

I am sure the speed will increase taking into account that ramadan has just passed and the learning curve that the engineers will of overcome with the new system.

If you guys can match the speed of Laguna Tower then this time next year we could be looking forward to the towers topping out.:cheers:

Stating a completing in 2006 was a joke, as was the end of 2007. Now they state 2009 you have finally realised they are full of Wind. I predict 2010 for a handover in that year or early 2011.

They hope to get 1 floor a week....they will never achieve this..they are useless bunch of time wastersl. However, if they achieve a floor every 10 day or every 2 weeks then be happy as they will eventually complete it before we all become grandparents. As long as they move upwards month on month rather than stay static then be patient. I love you all.:)

I am just saying that we should be grateful that the towers are actually being built.

We know from past experience that Wind do not keep their promises and do not achieve what they intend to do...so do not listen to them. Just be grateful for the pictures posted.

A floor per month will mean 2011-12. That is pathetic. A floor every couple of weeks is the most we can ask for, and expect from Wind. SUR and Crazy Horse should not complain as it is better than a hole in the ground, which we had to put up with for 3 years.

Undue moaning or undue praising has no benefit. Late 2010 is an undemanding expectation. Any how, I hope it continues to rise, as I hope the interest in purchasing your apartments does: for those who wish to sell. Good luck to all.

What we can tell you is that you need to stay well away from WIND development. I would actually stay away from anything even near this site!!!

Just look back at the posts and you will see what I mean.

Why does it pain you so much if someone has a view that differs with yours!! Owning a property in this development is not a requirement to post here. Does EVERYONE who posts here have a invested concern? NO!

You can kind of see Wind rising above ground (albeit very slowly); through the glass of the balcony.

Last time I was on that balcony, or saw any any photo taken from it, all you could see was the podium area covered in that scruffy, torn blue talpaulin, and a couple of idle cranes standing over two big holes in the ground.

^^No, sorry. I'm in the UK. Someone took it for me. They are popping back in the next few days so I might ask them to take another photo specifically of the Wind site.

Our post-tension works is under testing and examination by a third-party.

The formwork for the new slab is completed, we will start the concrete casting as soon as we receive the testing results.

I so funny, the rander shows Burj Dubai as still under construction and Wind completed :lol:

I guess when people would have completed 1 year stay in Burj, Wind will be ready hopefully to occupy.

It really is a damn shame these towers are taking soo long to rise because the location is prefect. Compared to the marina, JLT looks organised and un-crowded. I suppose anyone taking a chance on these towers is looking at a minimum return of +40% if they top out within a year.

Thanks for the pictures.

Laguna tower A1 and Lakeside A3 have flown up since I was in Dubai in July. You can see in these pictures the progress made on these two towers.

WSP, when will we see an increase in speed as at the moment again it is still 1 floor per month?
