Tacky design or not - this black monolith has become an eyesore compared to the done towers and should develop into a real building! The lights on the crane is not the best sign. The lights on the cranes were on - also during construction freeze - as air beacons. I thought they have stopped for a while and will now continue the construction but with the same design. Do they certainly have a new design? Still the same board is there as before , cladding already begun it should be the same design , maybe they can do something with the top section and roof but not sure. Having said that, you don't have to neccessarily see the workers for them to actually be there working.
