More fun in the Philippines,” set against a beautiful photograph of tourists in a boat. The photograph was breathtaking, of course — I often forget how beautiful this country is — but I was also very surprised by the font which looked, well, hip. I was impressed. It’s not every day that you hear good news (especially coming from the government), and we’ve become so habituated to bad news that any good thing is often regarded with suspicion. The DoT in particular has taken a lot of flak for an earlier failed attempt, and it was not long before a similar allegation was made regarding this one. Some dudes online uncovered a 1951 Swiss poster proclaiming “It’s more fun in Switzerland!” but I seriously doubt the DoT would dare come up with a copied campaign twice in a row. Personally, I think the phrase is generic — too generic to bother copying at all. It’s even a little wordy, quite a mouthful, which is not normally a trait of an effective slogan. If I had only heard someone say it, I wouldn’t think it was such a great pitch. But it works because the DoT didn’t choose a linear verbal approach — they’re attacking visually, unleashing Filipino wit and coupling it with the best of Filipino photography. Culture, according to the Roshan Cultural Heritage Institute, is a collection of traits that differentiate humans from animals, including the following: language, arts and sciences, thought, social activity or shared pursuits, and interaction or the social aspects of human contact. The United Nations Educational, Social, and Cultural Organization (UNESCO) states that culture is the "set of distinctive spiritual, material, intellectual, and emotional features of society or a social group and that it encompasses, in addition to art and literature, lifestyles, ways of living together, value systems, traditions and beliefs." By any definition, the Philippines is rich in culture not only because of our varied ethnic origins but also because of our long history of contacts with other people. For example, the traditional Philippine dances, like the “tinikling” and “pandanggo sa ilaw,” are a unique mix of Spanish, Malay, and Muslim influences. There are also local variations of the Spanish “habanera,” “jota,” and the fan dance. The Philippines is an Asian country, but our culture reflects the influences from European, American, and Latin American countries. Even our language has been enriched by words from other languages, primarily Spanish, Chinese and English. In my previous column, I discussed our inherent artistic talents as a rich resource and an inherent advantage that we could, and should, tap for economic benefits. Considering that art is among the traits that make up culture, it can also be part of a wider and more ambitious campaign: A cultural renaissance. I also noted the lack of coordinated effort to promote the Philippines as a design hub. Similarly, I believe we are not promoting Philippine culture enough to enhance our country’s image and boost our attractiveness in the tourism industry. We have a problem with attitude. A lot of people see spending for cultural promotion as a waste of resources, which they say should be channeled to poverty-alleviation measures. Previous administrations had tolerated such attitude, and endeavors to promote Philippine culture suffered from lack of funding and other support. It has been a heroic effort for the few private organizations that continue to launch cultural performances in other countries using their own resources. Some people dismiss cultural activities as only for the rich, but for me, culture is the soul of our country. Culture is what makes us Filipino, and we should be proud of our own culture. And yet, promoting culture does not require massive resources. The first step, in my view, is for the government to declare as a national priority the promotion of Philippine culture. I would suggest the adoption of “cultural renaissance” as the working title for such a program. We have numerous museums, both private and public (sadly, public museums need more support), which can be marketed to local and foreign visitors. Schools are a rich ground for promoting culture and enriching our youth’s cultural awareness, without spending a lot. For instance, if schools find it difficult to teach English poetry, why not poetry in Tagalog, Cebuano, Ilocano, or in any of our native languages? Most schools already have programs that promote Philippine culture, like our native dances and songs. Many of our towns, cities, and provinces already benefit from promoting their indigenous culture like folk dances during their annual fiestas, which attract tourists – who stimulate local businesses. All this, in my view, is what will make cultural renaissance a rewarding program for our economy, which should in turn correct some people’s wrong attitude toward culture. Cultural festivals are among the most attractive events for visitors from other countries because these events give them better perspective and appreciation for their host countries. Thus, cultural renaissance can be an important part of our tourism promotion program. If we can be a global design capital, we can also be world-famous for our unique and colorful culture. It may take us some time to move up in the Gross Domestic Product (GDP) ladder in terms of growth. The sighting of whale sharks in the coastal barangay of Tan-awan, Oslob, has drawn intense interest of divers and tourists since August when word spread that the deep-sea marine animals, which can reach 40 feet in length, were frequenting the shallow waters of the town after being hand-fed with shrimps by local fishermen. The phenomenon has triggered a debate over whether the “domestication” of wild whale sharks was good for the animals and how to best manage the instant rise of tourist enterprises that have given local fishermen a new lucrative livelihood. The PCSSD, a line agency of the Department of Tourism (DOT), is leading a reef study in the area to determine the health and population of at least 18 whale sharks that have been sighted passing through waters of barangay Tan-awan for the past two years. Cases said he was visiting the area last Saturday when the fishermen told him about the two wounded whale sharks. At least four whale sharks, locally known as “tuki” or “butanding,” have developed close interaction with local fisherman who regularly toss baby shrimps or “uyap” in the water to draw them. With this, the fishermen have discovered a new livelihood, charging P300 per tourist for a ride out to sea on their paddle boats for a close encounter with whale sharks. Photographs of divers and snorkelers underwater swimming close to the whale sharks or “riding” them have spread on the Internet. The latest accident happened on Thursday last week, a day after DOT Regional Director Rowena Montecillo, with Cases and Ocean Care's Mario Marababol, visited Oslob to observe the activities there and talk with the mayor about measures to protect the whale sharks and ensure that eco-tourism is properly established. Cases said he learned that a large motorized banca or outrigger based in Santander town, south Cebu, was carrying local tourists when it approached a school of butanding. “It was an accident because dive boats are not supposed to get close in the sites. They know that they are not allowed in the area,” Cases said. Boats that carry divers must stay at least five meters away from the marine species or the dive site. Cases said that they are also tracing the parties responsible for piercing “Berto” with a spear. The whale shark was carrying the wound for weeks and didn't show up for its morning feeding since last Saturday. Whale sharks are not carnivores and don't attack humans but they are targets of hunters out to harvest its meat and shark's oil. Cases said they suspect whale hunters from other municipalities may have targeted “Berto”. Reneboy Servila, a local guide, said there are also people “envious” of the barangay's popularity due to the whale sharks. Servila is one of the first fishermen who established the group that feeds the whale sharks and provides banca transportation services to visitors. He said other people in the area wanted to set up a similar business. Just last month, a private resort opened in barangay Tan-awan beside the port terminal of Servila's group. He said they also see new motorboats from other municipalities that frequent the area bringing divers and other tourists. A second fisherfolk group was established last December by locals. At the Capitol, Gov. Gwendolyn Garcia yesterday formed a technical working group (TWG) to craft guidelines for whale shark watching in Oslob. The TWG is headed by Provincial Board (PB) Member Peter John Calderon. Its members include the Whale Shark Watchers Organization, the Provincial Veterinarian Rose Marie Vincoy, Provincial Legal Officer Marino Martinquilla, Provincial Engineer Eulogio Pelayre and Provincial Agriculturist Necias Vicoy. Calderon said that the TWG will meet on Thursday in Oslob town to agree on guidelines. The governor met with Oslob Mayor Ronald Guaren, who earlier handed over a copy of a new municipal ordinance passed for the protection of whale sharks. The mayor said guides, who are fisherfolk in barangay Tan-awan, will be organized into a single group to be accredited by the municipality. In the Oslob municipal ordinance, only an accredited group will be allowed to ferry tourists to the site where the whale sharks are. Motor boats are prohibited in the area. Only paddle boats are allowed. Touching and riding the whale sharks are also prohibited. Buoys in the seawater will mark the designated whale shark watching area. Under the proposed procedures, tourism officers will give a briefing for visitors in a designated area. Viewing is limited to 30 minutes. Tourists will be provided with life jackets. A maximum of six tourists is allowed to view for 30 minutes while a maximum of four divers is allowed to avoid crowding. Fees were set in the ordinance—P300 per person for non-Oslob residents. Oslob residents will be charged only P30 per adult and P15 for children below 12 years old. Tourists bringing video cameras will be charged an additional fee of P100. Snorkeling is charged P20 and diving in the area will cost P50 per person. One sibling flew in from Vancouver and another from Boston to spend the holidays with the three of us boys based here in Manila. Coming along for the visit was my niece who arrived with her Canadian boyfriend, Dylan, a white bloke from Calgary who’d never been to the Philippines. Family reunions, excursions, day trips and parties filled our schedule throughout the two-week Christmas season. It was a blast! Playing tour guide to visiting relatives is a role we Pinoys left in the motherland have come to accept as our “unofficial duty.” My wife often jokes about how I take the role too seriously. Its almost comical, she says, how I obsessively plan itineraries, making sure that each and every thing we do presents the country in its best light. Years of indoctrination from the DoT urging us to “sell” the country have paid off—they have turned me into a walking salesman for the Philippines! My wife and I share good laughs about how I talk like a brochure or how I blurt out historical facts from out of the blue in relation to where we were at the moment. Heck, I figured if my efforts will result in more tourists coming in, it would all be worth it. Besides, it’s a small way I could serve the country and I am happy to oblige. For the family’s visit last month, we took them around the new sights of Manila to shop, dine and chill. The Fort, Greenbelt, Rockwell and Shangri-La Mall were favorites. We also took them on a weekend holiday in Boracay and another weekend at Las Casas Filipinas in Bataan. Whenever I put my tour guide cap on, I always try to view the country with fresh eyes—as if I were seeing it for the first time. Success in tourism parlance is all about providing a seamless end-to-end experience for our visitors and I wanted to see how well the Philippines delivered. Our two-week tour of Manila, Boracay, etc. gave me the perfect opportunity to experience it for myself. Impressions of Manila Dylan and I agree that Manila is just as impressive as any modern city in the developed world. The Makati and Ortigas CBDs, as well as the pocket cities of the Fort, Rockwell, Alabang and the Mall of Asia Complex are world class in terms of architecture and the amenities they offer. Aesthetically, Manila is not lacking in character either. Its Spanish, American and Malay DNA shines through, with its mix of Hispanic churches, neo-classical buildings and homes made of indigenous nipa, capiz and mactan tiles. Barring the ugly billboards that litter the city, Manila is an interesting city to view. The word “green” doesn’t usually crop up in the same sentence as Manila, but to my surprise, Dylan made a random comment on how well our thoroughfares were lined with lush greenery and trees (we were cruising Ayala avenue and proceeded to Roxas boulevard at that time). Come to think of it, Chairman Francis Tolentino of the MMDA has done an excellent job in greening Edsa, C5, Ortigas Avenue, McKinley Road, Buendia and Macapagal Avenue. The good Chairman deserves props for his efforts. As we passed mall after mall, one being bigger than the next, Dylan couldn’t help but express his puzzlement at how we Filipinos voraciously consume products despite having a predominantly poor population. He couldn’t believe that three of the top ten largest malls in the world were within 30 kilometers of each other! In the Ortigas CBD alone, five malls stand side by side, each bursting with consumers. Manila is definitely a city that surprises, Dylan declared. Its people, amenities and entertainment scene is one of the most vibrant he’d seen. We both agree that Manila is unfortunately let down by its lack of highways and byways to support its massive 14 million population. The reason why the city appears cluttered, cramped and disorderly is due to the lack of space for people to traverse with ease. Solve this and Manila can be one of the most interesting cities to visit in Asia. Billboards that uglify the city also exacerbate the situation. It causes the city to choke on its own carbon monoxide. While the MMDA has gone on an assault to solve the billboard menace, advertising agencies that perpetuate them have sought the refuge of the courts. The result is a stalemate situation. At this stage, the only way to solve the billboard problem is for Malacañang to intercede. The President has a lot on his plate, but I hope he’d give some attention to this issue as it is becoming a real health hazard for all of us residents. Impressions of Boracay Boracay never fails to impress. “Traveler’s Choice” named it the best beach in the planet for 2011. “Travel + Leisure” puts it at no. 4 among the best islands in the world; and “Lonely Planet” among the top five. Looking at the island of Boracay for the first time, Dylan was taken by its natural beauty. I was glad to see that Boracay has finally got its act together in as far as its backroom operations are concerned. Old timers will recall a rough start during the early years of commercialization. Today, we found the environs remarkably clean with the presence of local law enforcers palpable. Even the local hawkers were respectful and unobtrusive. We noted full-scale cleaning operations between 3 a.m. and 5 a.m. as visitors were sound asleep. Shop owners are now fined steeply for sanitation infractions, especially if it affects the beach area. Bangkas and motorized sea crafts have been banned from docking on the main beach. They are now relegated to the outer fringes of the island to maintain the tranquility and safety of the swimming area. Even in the underwater snorkeling reefs, cleaning operations are in full force. Snorkelers are charged a R20 environment tax for this, but we don’t mind paying this at all! Boracay’s local government and its tourism association must be commended for their training programs and initiatives towards achieving sustainability despite rapid commercialization. Well done, indeed! The big disappointment was getting to and from the island itself. We flew Airphilexpress, the budget arm of Philippine Airlines. It was the second time I flew Airphilexpress, and as usual, they were late in every leg of the trip. The problem with Philippine Airlines, and now Airphilexpress, is that they schedule their flights back-to-back-to-back to maximize revenues. Allowances are not made for unforeseen events like runway traffic (NAIA has a serious runway traffic problem. There is only one runway that can handle jumbo jets and another for smaller aircrafts). A delay in one flight causes a ripple effect of delays throughout the day. After decades of being plagued with the reputation for being perpetually late, PAL has apparently not learned its lesson. We landed in the new Caticlan airport, a newly privatized airport owned and managed by the San Miguel group. I’ve heard a lot about this revitalized airport and was looking forward to seeing it. I was a bit disappointed, as despite being given a massive facelift and new equipment, it still remained small and insufficient in size to accommodate the traffic. The transfers to and from the airport are still rough and complicated. One still needs to shuttle to the seaport, take a bangka to the main island, and finally shuttle to the hotel. The seaport is bare bones basic and painfully inefficient. Within the island of Boracay itself, the main road artery is still a single-laner and now choked with traffic given the one million tourists Boracay absorbs every year. Thankfully, all bad impressions disappear when one reaches the beautiful beach front of the island. Heading back to Manila was another ordeal. Our flight was supposed to leave from Caticlan, but we were told that the flight had been diverted to Kalibo since the sun was setting and the Caticlan airport had no runway lights. We couldn’t believe it. A newly renovated airport without runway lights! All of us passengers had to take a two-hour shuttle to Kalibo and check in all over again. Foreigners in our midst were piqued! The bliss that Boracay’s beach had brought turned into irritation, thanks to our inefficient transport systems. Now in Kalibo, the check-in counters were choked up with five flights leaving simultaneously. Tempers raged as everyone competed for space. As usual, all flights were delayed. Wake up DOTC, DPWH! Government has declared its intent on developing the tourism industry into a key revenue producer for the country. From the US$22.5 billion it generated last year, it aims to multiply this three-fold on the back of 10 million tourists by 2016. As always, the folks at DOT enjoin all of us citizens to help “sell” the country among friends and family. But the big loophole, as we have recently experienced first hand, is government’s lack of investment in infrastructure. It is the reason why we do not achieve a seamless and enjoyable end-to-end experience for our visitors. It is also one of the key reasons why our four million tourists are but a fourth of Thailand’s and a fifth of Malaysia’s. We need more roads, more byways and a better international airport in Manila. We need better seaports, bigger airports and cemented roads in the countryside. All this falls on the shoulders of the DOTC and DPWH, headed by Secretaries Mar Roxas and Babes Singson, respectively. While we have heard much about new infrastructure projects coming up under their watch through PPP and other financing schemes, the reality is that nothing of significance has been built up to this day. The choke point of our tourism industry is not the lack of beautiful sights nor the lack of participation from our people. It is the lack of infrastructure. Though I might disagree with him on his comments of Manila. The majority of Metro Manila's population isn't poor but middle class from lower to upper. Our highways and byways are well connected especially EDSA which connects the key areas of the metro. The problem though is traffic can get really bad especially during rush hours. What Metro Manila needs are not more highways but a more extensive public transportation system especially rapid transit. Buses should be more organized, Jeepneys should modernize to the fact it does not cause pollution. Our rapid transit should be upgraded and modernize to the fact it is a full metro system just like the Purple Line. Tricycles should be limited in side streets or in subdivisions and pedicabs should be phased out! (OT) sorry guys. this i've asked several times here also but seems no one is in the know too:lol: anyway, i think if the gov't is really serious in helping our tourism, slogan, infrastructures alone is not enough. We need to care also for the impression of our foreign travellers in the ease and comfort in their travel and everything starts from the airport. Can we just go in and out from the ariport without falling in lines and paying fees? I don't think this is hard to implement if the gov't really wanted to do this. Cheap shopping, cheap accommodation, cheap flights by AirAsia. Not sure, but I understand that Manila hotels are very expensive (even more expensive than KL) and food isn't that cheap as well. Family travels are bit more expensive than family travels in VN partly due to the fact that there is a lack of all-in-one travel package from the Agents. Everywhere we go in China is all packaged by the travel agents extensively. I suggest DoT to do more marketing in around ASEAN countries because not many people here know where to go in PH besides Manila and Cebu. Then get in touch with each nation travel agents and do promotions more aggressively. It will be nice to have a 8-day package to cover most of PH. my 2 cents. There are some people who easily get peeved by something. Just way too numerous photos can get annoying and it does discourage people from buying it. I can attest to that because I don't buy products from brands that try to sell too much. It just makes me feel its DESPERATION. What sells to me are those that do not try too much but make me say "wow, I want to try that one." The Wow Philippines made me think "wow, the Philippines can be that good!" The new slogan does not have the same effect to me at all. The effect the Wow Philippines had for the number of tourist arrivals was good, which was a steady increase in the latter part of GMA's term, which can be substantiated by what I actually saw. And the numerous photos that flood the internet were not even screened! Some of the photos do not show "fun" in them. The captions exaggerate what is there in the pics. There are some photos that can turn-off potential tourists. And if I want to "relax," that is repugnant to "having fun." Fun has no universal application at all. I would maybe sort of agree on this.. flights to Manila/Cebu may be a bit more expensive to other ASEAN countries.. maybe due to the fact that our islands are not as accessible by land compared to nations in the mainland where air travel has competition with land travel to cross borders.... and a lot of the Philippine destinations have no direct air links yet.. but with added costs travellers can experience destinations that is definitely different from our neighbors in the mainland... as for the multitudes of photos of our slogan in FB.. Maybe the slogan designers thought that people from the other side of the pond come to tourist spots here to be entertained as if they (the tourists) had been been living in drab and woeful places for long and needed some merry-making. Or maybe we're too old for the exacting adventures to find value on that type of tourists sector. But I got your point that some tourists want to go to places where they could relax and get out of their busy urban lives. Wow Philippines has a universal appeal that the new slogan does not. Furthermore, most of the pics carrying the new slogan that circulate the net do not seem to match the "fun" they are trying to convey. The captions themselves ruin the photos. However, I'd say there are some, but only a handful, that can be deemed as exceptions. And now, the new slogan is gaining more and more negative publicity. Although one can say that bad publicity is better than none, it certainly is no better than good publicity, which is the kind of publicity the old slogan had. And it has, not only gained awards from international award-giving bodies, but also received positive comments and praises from numerous Filipinos even until today. Just read the comments section of the youtube video of the Wow Philippines, for example. Aside from that, the number of tourist arrivals in the Philippines steadily increased after that slogan was shown in ads, and it continues to increase even until today. I think the slogan is effective in capturing the allure of what to expect in the Philippines. I already have 2 foreign friends who are going to the country: a Brazilian and French. Both are traveling with friends or family members. The Brazilian arrived in Manila yesterday and spending a week in the country. I guess part of it was because of my promotion but its a good start since the 1st thing that they ask me about the country is: "What can I do there?". I told them we have all the typical package of what to do in other ASEAN countries but its always more fun and enjoyable there because of the people. :) I agree with your statement on the various aspects of beauty that tourists will be attracted to. Maybe the slogan designers thought that people from the other side of the pond come to tourist spots here to be entertained as if they (the tourists) had been been living in drab and woeful places for long and needed some merry-making. Or maybe we're too old for the exacting adventures to find value on that type of tourists sector. But I got your point that some tourists want to go to places where they could relax and get out of their busy urban lives. Perhaps our DoT wanted to attract more backpackers (adventurers) rather than those richy-rich, bigger-spender, revenue giver kind of tourists.
